Cabinet commends labour law compliance operations

Cabinet has commended intensified joint inspection efforts, led by the Department of Employment and Labour (DEL), to ensure that employers comply with recruitment requirements.

“Since the beginning of the seventh administration, the Department of Employment and  Labour has issued fines worth more than R10 million to errant employers within the hospitality industry, who continue to employ undocumented immigrants,” Minister in The Presidency, Khumbudzo Ntshavheni, said on Thursday during a media briefing in Pretoria.

These inspections are similar to those being conducted in the trucking industry to ensure that employers uphold the provisions of the Basic Conditions of Employment Act, 1997 (Act 75 of 1997).

"The inspections also revealed instances of non-compliance to labour laws, including the underpayment of wages, unlawful deductions, and inadequate health and safety measures in the workplace," the Minister said.

Tributes for distinguished former Judge Willem Heath

The Ministry of Justice and Constitutional Development has paid tribute to former Judge Willem Hendrik Heath who died this week.

Heath died in Cape Town on Thursday.

“Judge Willem Hendrik Heath embodied the highest principles of justice and integrity. His relentless fight against corruption established a gold standard for accountability in South Africa, leaving an indelible mark on our legal landscape. We have lost a remarkable advocate for transparency and good governance.

“On behalf of the Ministry, we extend our heartfelt condolences to Judge Heath's family, the Judiciary, his friends, and colleagues. His lasting impact on the legal landscape and his relentless pursuit of justice will always be remembered. May his soul rest in eternal peace,” Justice and Constitutional Development Minister Thembi Simelane said.

The Ministry hailed Heath’s contribution to the South African law fraternity.

“The Ministry…expresses profound sorrow at the passing of Judge Willem Hendrik Heath, a distinguished legal figure whose unwavering commitment to combating corruption and maladministration will resonate throughout South Africa’s history.

“Judge Heath began his career as a prosecutor before establishing a successful private practice, where he made significant contributions to the legal field. Appointed by former President Nelson Mandela in 1995, he played a pivotal role in establishing the Special Investigating Unit (SIU), one of the country’s foremost corruption-fighting agencies. Under his stewardship, the SIU undertook critical investigations that set new benchmarks for public sector accountability, ensuring that justice and integrity prevailed.

“Judge Heath’s dedication to the rule of law was evident throughout his illustrious career. His legacy continues to inspire legal professionals committed to justice. His courage and integrity in the face of adversity, along with his significant contributions to legal reform and public sector accountability, are widely recognised,” the Ministry said. – SAnews.gov.za

Call for calm following deaths of children in Soweto

Location: News

Call for calm following deaths of children in Soweto

Gauteng MEC of Finance and Economic Development, Lebogang Maile, has called for calm in Naledi, Soweto, following reports of angry community members looting, destroying and shutting down foreign owned shops in the area.

This after the death of at least five children allegedly after they ate food from a local spaza shop.

“I will visit the affected areas this coming weekend to interact with spaza shop owners and informal traders.

“We don't want lawlessness in Gauteng and people should not take the law into their own hands. We will intensify the Qondis' Ishishini Lakho – Fix Your Business campaign, as a powerful instrument to crack down on non-complaint businesses across the province, especially in townships,” Maile said.

Commenting on the same incident, the Gauteng Office of Consumer Affairs (GOCA) expressed concern regarding the quality of food sold at spaza shops in the townships.

Last month, the Gauteng Health Department revealed that some 207 incidents of food poisoning affecting children had been reported since February this year – resulting in the deaths of at least 10 children.

“GOCA…expresses concern about the sale of sub-standard foodstuff in our communities as they put the health and lives of consumers at risk.  It is for this reason that the Gauteng Department of Economic Development, of which GOCA is a unit, launched the Qondis’ Ishishini Lakho — Fix Your Business compliance campaign in Thembisa last month, to encourage businesses to comply with consumer laws and regulations.

“This ongoing multi-stakeholder compliance campaign ensures that all possible areas of non-compliance are monitored. Compliance notices are issued, and fines are levied against businesses that are found to be violating consumer laws and health regulations,” GOCA said in a statement.

The entity said it visited the area on Tuesday following the tragedy.

“While some shops in the neighbourhood have since been shut down by the community, the cause of death is yet to be established, and an investigation is currently underway. GOCA pleads for calm and urges the community to allow the investigation to take its course,” the statement read.

GOCA urged community members to report safety issues they may have in regard to food sold in their areas.
“If consumers suspect that the food they consumed was not in a condition to be sold or consumed, they should report the matter to environmental health practitioners [Municipal Health Services] at their nearest municipality for food testing.

“The matter should also be escalated to the GOCA so that compliance monitoring inspections can be conducted in that area, in collaboration with law enforcement and the National Consumer Commission [NCC] to proactively investigate the matters and penalise those who contravene consumer protection laws.

“The CPA is clear that suppliers are liable for harm caused to consumers by supplying unsafe or defective foodstuffs. Suppliers must provide food of good quality, that is in good condition and free from any defects. Consumers should demand quality by returning to the supplier goods or foodstuff if there are defects, to avoid health risks,” GOCA said. – SAnews.gov.za

DPWI Minister reflects on 100 days in office

Public Works and Infrastructure Minister Dean Macpherson has reflected on the work done in his department since coming into office 100 days ago.

The Minister’s focus has been on building a firm foundation in order to turn the country into a construction site and use public assets for public good.

Macpherson was appointed Minister of Public Works and Infrastructure on 3 July 2024.

Measures the Minister has implemented over the past three months include:

  • Reforming and strengthening the role of Infrastructure South Africa to become a single point of entry for all priority infrastructure projects to ensure that they are completed on time and within budget.
  • Meeting with a large number of financial institutions, technical advisory and construction specialists to drive new interest in the country’s construction book.
  • Tackling maladministration and corruption head-on by launching investigations into failed public sector construction projects, such as the nearly R1 billion that was spent on the Telkom Building projects in Tshwane.
  • Working with municipalities such as Tshwane, eThekwini and Cape Town to establish technical task teams between the cities and the department to address problem State-owned buildings, and to work together to use State assets for the public good.
  • Finalising two orders in Cape Town to remove people who have invaded State-owned properties at the Castle of Good Hope and the Waterloo properties to ensure the properties are used for the public good.
  • Tackling the construction mafia by organising an urgent summit in KwaZulu-Natal to develop a comprehensive response to the construction mafia with Ministers in the law enforcement cluster, and Public Works Members of the Executive Council (MECs) across the country.
  • Improving oversight of property management by moving the Prestige Unit, which was responsible for the Nkandla scandal, back to Director General’s office, and removing the ability of officials to spend up to R20 million without Accounting Officer approval.

The Minister said while a lot of progress has been made to bring stability to the department, these efforts need to be accelerated to turn the country into a construction site and use public assets for public good in order to grow the economy and create jobs.

“South Africans urgently need to start seeing the fruits of our interventions. I applaud the government officials and stakeholders in both the public and private sector, who have worked tirelessly with me over the past three months. There is truly a new energy within the department to deliver on our mandate.

“In the weeks and months ahead, we need to expedite our efforts to ensure that we get shovels into the ground, so that communities across the country can see the fruits of our work in practice.

“In the weeks and months to come, there will continue to be difficult decisions we have to make, but the choices we make today will be to our advantage in the future,” the Minister said. – SAnews.gov.za

North West Provincial Government records improved audit outcomes

North West Provincial Government records improved audit outcomes

The North West Provincial Government says it is on a promising trajectory concerning its audit outcomes compared to previous financial years.

According to the provincial government, this was revealed by the Auditor-General of South Africa (AGA), Tsakani Maluleke, in a meeting with North West Premier Lazarus Mokgosi held in Klerksdorp, in the City of Matlosana Local Municipality, recently.

“The 2023/24 audit cycle, which ended on 31 March 2024, indicates that nine departments received unqualified audit outcomes, with two receiving clean audits.

“Only one department received a qualified audit opinion, with reduced qualification paragraphs,” a statement from the provincial government read.

Mokgosi is of the view that these outcomes signify a turning point on the province’s efforts to strengthen the rule of law, accountability, transparency and responsiveness.

READ | North West Premier welcomes improved audit outcomes

He maintained that only a well-run government, which prioritises good governance practices has the potential to unlock various investment opportunities for the province.

“We will not be able to lure investments and address challenges of unemployment if we don’t focus our energies on ensuring that we prioritise clean governance,” said Mokgosi.

With the North West extended unemployment rate hovering at around 55%, as per the Labour Survey Report of the Second Quarter, the Premier believes that part of addressing the scourge of joblessness is a functional government that can respond to the needs of the people.

“The audit outcomes serve as a glimmer of hope that we are on the correct developmental trajectory to address challenges confronting the province and create various socio-economic opportunities for our people,” Mokgosi said.

He said the progress that has been made gives credence to the work that has been carried out in rooting out challenges that led to the implementation of Section 100 of the Constitution by the national government a few years ago.

In terms of Section 100 of the Constitution, national intervention in a provincial administration may take place when a province cannot or does not fulfil an executive obligation in terms of the Constitution.

In 2018, President Cyril Ramaphosa authorised the national government to invoke Section 100 in the North West. The intervention was subsequently withdrawn in March 2022.

Mokgosi has extended his gratitude to the oversight role played by the Provincial Legislature, led by Speaker Desbo Mohono, who facilitated the discussion; the Chief Whip of the majority party, Motlalepula Rosho, and Chairperson of the Standing Committee on Public Accounts (Scopa), Smuts Matshe.

According to the Premier’s Office, the team made valuable contributions to how the province can improve on the concerns raised by the AG. – SAnews.gov.za

Law enforcement urged to act on shops selling expired food

Law enforcement urged to act on shops selling expired food

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety has called on law enforcement to clamp down on the selling of expired food in local spaza shops.

This follows the deaths of five children due to food poisoning after they consumed food from a local spaza shop.

Last month, the Gauteng Health Department revealed that some 207 incidents of food poisoning affecting children had been reported since February this year – resulting in the deaths of at least 10 children.

“The [committee] is deeply saddened by the tragic deaths of five school children. This tragic incident highlights the urgent need for stricter enforcement of bylaws to prevent the sale of expired and harmful goods, particularly in township areas, where many spaza shops, including those owned by illegal foreign nationals operate with little or no monitoring by Metro Police Officers and relevant authorities.

“The committee strongly condemns the continued sale of expired and fake goods which pose a serious threat to the health and safety of our communities, especially vulnerable children. The irresponsible behaviour of some spaza shop owners who put profits above the well being of the community is intolerable,” the committee said in a statement.

Furthermore, the committee called on authorities, including the Department of Health, to “take immediate and decisive actions to prevent further loss of life”.

“The committee calls on Metro Police Departments in various municipalities to enforce bylaws rigorously and ensure that all spaza shops are operating within the law, particularly in relation to the sale of consumable goods.

“It is essential that law enforcement agencies conduct regular inspections to monitor compliance and that immediate actions are taken against those found violating these laws.

“The committee further calls on the Department of Health to intensify its health inspections to ensure that all food products sold in these shops are safe for consumption and have not exceeded their expiry dates,” the statement read.

The committee said it would engage relevant stakeholders in a bid to stem the tide of food poisonings.

“The committee is concerned that the continued loss of life is partly due to the failures of Law Enforcement Agencies to fulfil their responsibility of conducting regular inspections and ensuring compliance by spaza shops.  This lack of monitoring puts communities at risk and undermines the very fabric of public health and safety.

“We urge community members to be vigilant and report any suspicious activities related to the sale of expired or fake goods.  Together we must act to protect our communities, especially our children from such senseless tragedies.

“The committee will continue to engage with relevant stakeholders to ensure that swift action is taken and that necessary measures are implemented to project the health and safety of the people of Gauteng,” the statement concluded. – SAnews.gov.za

Carbon pricing poses threat to economies of developing countries

Location: News

Carbon pricing poses threat to economies of developing countries

While South Africa is committed to the decarbonisation agenda, Deputy Minister of Forestry, Fisheries and the Environment Narend Singh has raised concern that a carbon price to the production of emissions-intensive goods could exacerbate inequality, poverty and unemployment in developing countries.

“There are many hurdles which industry will be confronted with in their efforts to decarbonise, particularly in developing countries such as South Africa. Key for us is to take the necessary key steps to transition, without adversely affecting the competitiveness of such industries and leaving no one behind,” the Deputy Minister said on Tuesday.

He made these remarks during an Industry Conference on bridging compliance: Carbon Border Adjustment Mechanism (CBAM), environmental, social, and governance (ESG) and the South African metals and engineering sector.

The Steel and Engineering Industries Federation of Southern Africa (SEIFSA) in collaboration with the Danish Industry (DI) hosted the conference.

It was attended by senior government officials, industry leaders, policy makers as well as sustainability experts who explored the intersection of the looming CBAM and ESG reporting requirements from the European Union and how this is likely to affect the metals and engineering sector which is an export intensive sector. It is also a heavy emitter of greenhouse gas emissions.

ESG sustainability reporting requirements by business, point to responsible business conduct that includes taking measures to lower pollution, and carbon dioxide (CO2) output, and reducing waste.

“We remain concerned that outside of multilateral processes such as the United National Framework Convention on Climate Change (UNFCCC), discussion and agreement [on] the CBAM policy design of using market principles to cut GHG [greenhouse gas] emissions will create a direct impact on developing countries’ such as South Africa, exacerbating inequality, poverty and unemployment. This we should take all measures to guard against,” Singh explained.

Carbon border adjustment mechanisms (CBAMs), or border carbon adjustments (BCAs), are mechanisms that aim to increase the consistency in the application of carbon pricing between goods produced in different jurisdictions but traded between those jurisdictions.

Most commonly, they involve a jurisdiction that applies a carbon price to the production of emissions-intensive goods, such as through an emissions trading system (ETS) or carbon tax, seeking to apply an equivalent carbon price to imports of those goods from overseas jurisdictions.

Carbon cost liability, reflections

Practically, this could mean that South African exports of carbon-intensive goods would face an extra carbon cost liability in some jurisdictions.

“The Department of Forestry, Fisheries and the Environment has been actively engaged in the decarbonization of the steel sector. As you are well aware, the steel sector, is one of the hard to abate sectors, and is highly energy intensive.

“The department, in collaboration with the Department of Trade, Industry and Competition and in partnership with the Organization for Economic Cooperation and Development (OECD), has been working closely with industry association, the South African Iron and Steel Institute (SAISI), and industry partner, ArcelorMittal, together with other players, to determine what may be the low hanging fruit for a low carbon transition.

“The entire value chain has to be reflected upon - both upstream and downstream players. This is work in progress, and indeed comes with its own set of challenges, in the form of necessary research and development, capacity development, and the much-needed capital investment,” Singh said.

Green steel

He mentioned green hydrogen, as an option for the production of green steel.

“Sectoring scrap metal market as input material for the steel sector to lower the carbon footprint, would be another option. Refurbishment of existing technology and investment into new and energy efficient technologies are other options.

“Downstream industries are also faced with competition on imports. Therefore, compliance and enforcement are important, and so is the provision of the necessary legislative measures,” the Deputy Minister said.

Just Transition

South Africa recognises the need for climate action to be centred on a Just Transition, meaning a transition to net-zero carbon emissions society that accommodates the needs of workers and communities, which may be negatively affected through the loss of jobs or activities as a result of a move to a lower carbon economy.

“The Climate Change Act, which was signed into law by President Ramaphosa in July 2024, sets out South Africa’s national climate change response, including mitigation and adaptation actions, which also constitutes South Africa’s fair contribution to the global climate change response.

“The Climate Change Act enables the alignment of policies that influence South Africa’s climate change response, to ensure that South Africa’s transition to a low carbon and climate resilient economy and society is not constrained by policy contradictions.

“The Climate Change Act also sets out measures to enhance South Africa’s ability and capacity over time to reduce greenhouse gas emissions, and build climate resilience, while reducing the risk of job losses, and promoting new job opportunities in the emerging green economy,” said the Deputy Minister.

He added that the Nationally Determined Contributions (NDC) for South Africa have been informed by peak, plateau and decline in terms of carbon emissions reduction.

The NDC cover adaptation, mitigation as well as finance and investment requirements and is based on equity.

“The recent Bid Window of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), the work of the Just Energy Transition (JET), green hydrogen generation, are key steps in a positive direction.

“South Africa remains committed to stabilising the GHG concentration in the atmosphere and contribution to the global temperature goal of keeping temperature well below 2 °C and pursuing efforts to 1.5 °C below preindustrial levels in line with the principle of common but differentiated responsibility and respective capabilities (CBDR-RC),” he said. -SAnews.gov.za

CPA Amendment Bill signed into law

President Cyril Ramaphosa has assented the Communal Property Associations Amendment Bill which amends the Communal Property Associations Act of 1996.

According to the Presidency, the amendments seek to provide improved protection of the rights of communities who are part of communal property associations and to bring clarity on the objective of Communal Property Associations (CPAs).

“The new law also provides for general plans for land administered by associations, for the establishment of a Communal Property Associations Office, and for the appointment of a Registrar of Communal Property Associations,” the Presidency said.

Furthermore, the CPA Act is applicable to “communities who acquired property through restitution by court order, in terms of the Restitution of Land Rights Act, 1994 (Act No 22 of 1994), or any law, provided that such communities form associations in accordance with the Act”.

“The law makes it clear that land will be owned by residents who are members of associations, and not by the associations themselves.

“As amended, the Act seeks to overcome challenges experienced by the Department of Rural Development and Land Reform in implementing the Act over the years.

“Challenges have included the abuse of power by persons elected to serve in committees of associations; the lack of authority of the state to intervene in affairs relating to communal property; and the department’s limited monitoring and oversight of associations due to a lack of capacity,” the Presidency said. – SAnews.gov.za

Government discussing reduction in administered prices, including petrol

Location: News

Government discussing reduction in administered prices, including petrol

Government is in discussions to intervene in the reduction of administered prices, including the petrol price, in South Africa.

This is according to Minerals and Petroleum Resources Minister Gwede Mantashe, who was delivering the welcome address at the Africa Oil Week 2024 on Tuesday in Cape Town.

Mantashe explained that the price of fuel directly influences the cost of living for South Africans.

“If the fuel price goes up, the cost of living goes up, which is not good for our society. To make life more affordable for all South Africans, we have already begun discussions on reducing administered prices, including the price of fuel and electricity. Included in the discussions of fuel prices are discussions on, but not limited to, the general fuel and the Road Accident Fund levies.

“In the fuel price, there is the general fuel levy, there is the Road Accident Fund linked to the price of fuel. Our argument is that you are distorting the price of fuel. Let’s find a formula of separating them and have the price of fuel visible, and when there is intervention in the fuel price, we can see it (sic),” the Minister said.

He said government intends to conclude those discussions “in the shortest possible time”.

Boosting economic growth

Mantashe said government is making concerted efforts to develop the country’s petroleum resources in an equitable way.

In that regard, he said, the Upstream Petroleum Resources Development Bill is ready for assent by President Cyril Ramaphosa after it was passed by both Houses of Parliament.

“This is the first of its kind in South African history as the Upstream Petroleum Industry has always been regulated as an appendage to other industries.

“We are convinced that once the bill is enacted into law, it will not only pave the way for an orderly development of the Upstream Petroleum Industry but will boost the country’s economic growth to 8% as is the case with Namibia which increased its potential to double its economy by 2040 on the back of its recent discoveries of oil and associate gas,” he said.

The South African National Petroleum Company (SANPC) has also been established to “ensure that South Africans enjoy maximum benefits from their national patrimony, their petroleum resources” and to “carry the State share in petroleum projects and exploit some resources in its own right”.

“The [SANPC] Bill is undergoing Cabinet processes ahead of its onward transmission to Parliament for consideration and adoption. The enactment of the bill into law will enable the SANPC to operate as South Africa’s leading player in the petroleum industry, thereby ensuring energy security, foster partnerships, and propel economic growth on the back of petroleum resources.

“Additionally, the Petroleum Products Amendment Bill is also undergoing Cabinet processes for approval to publish for stakeholder comments. The bill seeks to, firstly, promote the transformation of the petroleum and liquid fuels sector by encouraging participation and equity; secondly, ensure that the persons involved in the manufacturing or sale of liquid fuels are regulated, and lastly, to ensure that the petroleum sector contributes to the country's economic development,” Mantashe said. – SAnews.gov.za

Four arrested for bypassing electricity meter

Four arrested for bypassing electricity meter

Eskom has welcomed the arrest of four contractor employees who were allegedly paid R10 000 by a resort owner to bypass an electricity meter.

According to the power utility, the four were arrested “for facilitating the unlawful consumption of electricity without payment” and face charges of electricity theft and meter tampering.

“These actions not only constitute a serious criminal offence but also place a financial strain on Eskom and in turn its ability to return to profit and remove itself from being dependent on the fiscus. We strongly condemn such illegal activities as they violate the law and undermine efforts to provide reliable and sustainable electricity,” Eskom said.

The power utility explained that the scheme was halted following a report from a member of the public.

“Eskom commends the member of the public who reported the incident, our internal security team for their thorough investigation, and the South African Police Service for their swift action in arresting the suspects. Such cooperative efforts are crucial in the fight against crime and corruption.

“Eskom reminds all customers that tampering with electricity meters is punishable by law, and anyone found guilty may face prosecution, fines, or imprisonment. Customers are urged to report any suspicious electricity-related activities, theft, illegal connections, meter bypasses, and other illegal operations on the network,” Eskom said. – SAnews.gov.za

President condemns killing of Eastern Cape community patrollers

President Cyril Ramaphosa has expressed deep sorrow following the tragic killing of six community patrollers in Tina Falls/Godini near Qumbu in the Eastern Cape on Sunday night.

The patrollers were reportedly preparing for duty at their base at Lugongozo Senior Secondary School when attackers struck with an assortment of firearms.

In addition to the six fatalities, four other patrollers were injured in the attack.

The President offered his heartfelt condolences to the families of the victims and extended wishes for a speedy recovery to the injured.

He condemned the violence, describing it as a grave loss to the community and an assault on the efforts of ordinary citizens to maintain safety in their area.

“Our thoughts are with the families of these community members who died in the course of playing their part to keep their area safe. Following so soon after an equally tragic shooting at Lusikisiki, this new incident saddens and outrages us,” President Ramaphosa said on Tuesday.

Last month, in the same province, 18 people lost their lives in a mass shooting in Ngobozana village, in Lusikisiki. In that tragedy, the President assured the grieving families that the South African Police Service (SAPS) had mobilised all available resources to bring the perpetrators to justice.

READ | Condolences for Lusikisiki mass shooting victims’ families

In his statement on Tuesday, the President vowed that justice would be served, warning that criminals, along with anyone who sheltered or protected them, would face the full might of the law.

He reaffirmed government’s commitment to working with communities to ensure safety in homes, neighbourhoods, and public spaces.

“However, it should also add to our resolve to stop criminals from terrorising communities in the mistaken belief that they’re untouchable. They will be brought to justice alongside anyone who harbours such criminals and does not report information to the authorities.

“Government will continue to work with communities to ensure our homes, neighbourhoods and public spaces are safe and that criminals know they will pay for their deeds.”

The President welcomed the progress made in the investigation into the incident by the police, which has reportedly yielded a positive lead in the case.

Police update

This as the National Commissioner of the SAPS, General Fannie Masemola, said he was confident that police were following a positive lead in apprehending suspects linked to the killing of the six community patrollers.

Masemola visited the crime scene on Monday.

In a statement, the police said a team of specialised detectives from the district office of the SAPS in Mthatha, were hot on the heels of the suspects wanted in connection with the incident.

“The investigation is ongoing, and arrests are imminent in this regard; as the detective leads are pointing at ongoing stock theft related matters between the affected village and other neighbouring villages,” said Masemola.

With regards to last month’s killing of 18 family members, police said investigations “are at an advanced but sensitive stage in relation to the arrest of the suspects linked to the gruesome murder of 18 family members and relatives in Lusikisiki last week”.

A multi-disciplinary team and detectives from specialised operational environments has been on the ground, since last week and significant progress has been made.

“To date, the joint provincial and national teams are working around the clock to apprehend the wanted suspects and to maintain law and order in the affected areas.” -SAnews.gov.za

KZN Premier commends arrest of unscrupulous officer

KZN Premier commends arrest of unscrupulous officer

KwaZulu-Natal Premier Thamsanqa Ntuli has commended the swift response of law enforcement agencies, which led to the arrest of a police officer for theft and fraud charges.

The constable, stationed at Cato Manor, was arrested on Friday morning during a raid at his home in Seaview after being found in possession of a bank card stolen from a hijacking incident, which left an 11-yer-old girl, Zarah Ramsamy, dead in Malvern last month.

According to the KZN police spokesperson, Colonel Robert Netshiunda, the constable was arrested after he was found in possession of a bank card, which belongs to the owner of the vehicle that was hijacked during the incident.

At the time of the hijacking, the police constable was on duty in the Cato Manor policing precinct where he is stationed. When the hijacked vehicle was recovered in the Cato Manor area, the same constable was called upon to drive the vehicle to the Malvern station.

It was during that time that the constable got hold of the bank card and stole it.

The police officer is facing charges of theft and fraud for stealing and using the bank card of the victim's family after the hijacked vehicle was recovered.

Ntuli said while the officer’s actions tarnish the integrity of the police force, the successful operation, led by the Hawks Provincial Tracking Team and other units, demonstrates the unwavering commitment of law enforcement to root out corruption within their ranks.

Ntuli warned that the provincial government will not allow rogue officers to undermine the public’s trust in the South African Police Service.

“Officers, who abuse their position to engage in criminality, have no place in our police force. The arrest of this dishonest constable is a clear message that no one is above the law," Ntuli said.

The Premier also commended the collaborative effort of the numerous law enforcement units involved in the operation and reiterated government’s commitment to fighting crime in the province.

As the officer faces internal disciplinary action, Ntuli has invited all stakeholders -- religious groups, private businesses, neighbourhood watch groups, and community leaders -- to join hands with the provincial government to combat crime and restore trust in law enforcement.

“The provincial government remains committed to ensuring that justice prevails, not only for the Ramsamy family but for all victims of crime in KwaZulu-Natal,” Ntuli said.

Netshiunda said the police officer will also face internal disciplinary process proportional to the crimes with which he has been charged. – SAnews.gov.za

Natjoints monitoring Cosatu strike

The National Joint Operational and Intelligence Structure (NATJOINTS) through its National Coordination Centre (NCC) is monitoring the nationwide Congress of South African Trade Unions (COSATU) strike, taking place today.

The structure, which is responsible for the policing of major events and large gatherings, has mobilised all its resources working closely with all law enforcement agencies - including traffic officials - to ensure the safety of workers who will be taking part in the strike.

The NATJOINTS urged workers to gather and demonstrate peacefully within the confines of the law.

“The Natjoints will not tolerate any lawlessness, blocking of roads and any disruptions,” it said in a statement.

COSATU has embarked on a nationwide strike to highlight issues of unemployment and economic challenges facing the country.

Planned marches and pickets are expected across the country, including at Parliament, the Johannesburg Stock Exchange, Discovery Place, Business Unity South Africa, the Department of Employment and Labour and the Reserve Bank.

President Ramaphosa reiterates call for peace and immediate ceasefire in Gaza

President Ramaphosa reiterates call for peace and immediate ceasefire in Gaza

President Cyril Ramaphosa has used his weekly newsletter on Monday to once again call for an “immediate ceasefire that will end the suffering of the people of Gaza”.

This as the world marks one year since conflict escalated between Israel and Hamas which has led to mass deaths, intense suffering and violence.

“Today marks one year since the start of an onslaught against the Palestinian people that has thus far claimed more than 43 000 lives. The violence that has been committed by Israel against Palestinians over many decades intensified after an attack on Israel by Hamas and other Palestinian armed groups on 7 October last year.

“As South Africa, we remain committed to the peaceful resolution to ending the occupation of Palestine, to upholding the tenets of international law and to advancing social justice. We once again call for an immediate ceasefire that will end the suffering of the people of Gaza and allow for humanitarian aid to reach those in need,” he said.

The President added that South Africa condemned the “atrocities committed against civilians in Israel on 7 October 2023, as we have denounced the killing of civilians in any context”.

“More than 1000 Israelis were killed in the attacks of 7 October last year. Over 100 Israelis remain in captivity in Gaza. There are over 6000 Palestinians who are languishing in Israeli jails.

“As South Africa, we have consistently called for a resolution to the conflict and the release of all the hostages abducted on 7 October 2023. We have also called for the release of all the prisoners unlawfully detained in Israel.

“We cannot but be moved by the plight of all the families who have loved ones in captivity. With negotiations to secure their release having once again stalled and Israel’s bombardment of Gaza continuing, the conflict shows no signs of abating,” he said.

Escalating tensions

President Ramaphosa highlighted that while several calls for a ceasefire echoed around the world, tensions in the Middle East have heightened.

“Amid efforts by the international community to secure a ceasefire, the situation has been worsened by strikes by Israel on Lebanon and by Iran on Israel. Israel has vowed to retaliate against Iran and Iran has threatened to respond accordingly.

“The escalating situation in the Middle East is of grave concern. It threatens to plunge the region into a war in which civilians will inevitably bear the greatest and the most cruel brunt of this conflict. As the UN Secretary-General has said, each escalation after the next is leading the people of the Middle East over the cliff,” he said.

He warned that the global community cannot afford a long-standing conflict in that region of the world.

“A protracted regional conflict that leads to the loss of more innocent lives is something the Middle East and the world cannot afford. We call on all parties to exercise restraint and for the tenets of international law to be respected.

“Just as the countries of the world need to work together to ensure that this conflict is not allowed to spread, the international community must be seized with efforts to end the violence against Palestinians in Gaza and the West Bank,” he said.

The knock-on effect, the President said, has had a devastating effect on civilians in the area.

“Beyond an immediate end to the onslaught against Gaza, there is an urgent need for action to stave off starvation and disease among the population. Considerable resources need to be directed to Gaza to start rebuilding infrastructure, housing, social services, agricultural production and economic activity,” President Ramaphosa said.

He revealed that South Africa will file a memorial with the International Court of Justice to hold all those responsible in the conflict to account.

“In our address to the UN General Assembly last month, we called for international law to be applied consistently in holding to account all who have committed atrocities in this conflict, whether it is Israel or Hamas.

“Later this month, we will file a memorial, which is South Africa’s full substantive case based on evidence, at the International Court of Justice. The memorial contains detailed evidence to prove that Israel is committing the crime of genocide in Palestine. We call on Israel to immediately implement the court’s provisional orders issued on 26 January, 28 March 2024 and 24 May 2024,” President Ramaphosa said.

The President insisted that the reality is that the escalating conflict “is part of a pattern of violence that spans more than half a century resulting from the occupation of Palestine”.

“Until the occupation is ended and a just and lasting solution is found that will protect the rights of both Israelis and Palestinians, the region will remain a tinderbox of potential conflict and war.

“Israel has consistently declared that it aspires to live in peace and security with its neighbours. Yet its military occupation of the Syrian Golan Heights since 1967 and its invasions of Lebanon in 1978, 1982 and 2006 undermine this aspiration.

“As a country we will continue to play our part in supporting all efforts to bring peace to the troubled Middle East region and to secure a just, lasting solution that ends the occupation of Palestine,” President Ramaphosa concluded. – SAnews.gov.za

778 newly qualified Constables add boots on the ground

Deputy Minister of Police, Polly Boshielo, on Friday addressed 778 newly qualified Constables at the Bhisho South African Police Service (SAPS) Academy, as the police held six parallel passing out parades across the country.

The other parades were held at Bishop Lavis Academy in the Western Cape, Mankwe Academy in the North West, Moloto Academy in Mpumalanga and Graaff Reinet and Mthatha academies in the Eastern Cape.

The Eastern Cape province received a total 274 new Constables to bolster its crime fighting initiatives.

Provincial Commissioner, Lieutenant General Nomthetheleli Mene said: "Out of these newly qualified Constables who are passing out today, the Eastern Cape will receive a total of 274, just in time for the Festive Season Operations. We expect to receive more new Constables by December this year.”

During her address, Boitshelo said government remained committed to ensuring South Africa achieves the United Nations recommendation of one police officer for every 220 people.

“As of 2023, the police-to-population ratio is 1:423, which means we still need to work harder to recruit more police officers,” she said.

The new Constables successfully completed the six-month introductory Police Development Learning Programme, with qualifications in the field of Law, Policing and Criminology.

They will add more boots on the ground to combat and prevent emerging crime trends.

The members will be deployed to various police stations and specialised units, such as Public Order Police (POP), Visible Police (Vispol), and the Family Violence, Child Protection and Sexual Offences (FCS) unit.

President Ramaphosa calls on all to support BELA Act

President Ramaphosa calls on all to support BELA Act

President Cyril Ramaphosa has called on everyone to put their weight behind implementing the Basic Education Laws Amendment (BELA) Act so that all children receive a good quality education regardless of their circumstances.

“The passage of the Basic Education Laws Amendment Act is part of ongoing efforts to build an education system that is more effective and more equitable.

“Among other things, the Act provides for early learning foundations to be strengthened, promotes greater accountability of parents for their children’s learning and promotes inclusivity in the classroom,” the President said on Saturday.

President Ramaphosa was speaking at the 24th instalment of the National Teaching Awards as the globe commemorates World Teacher’s Day at the Birchwood Hotel and OR Tambo Conference Centre in Ekurhuleni, Gauteng.

He explained that the spirit and purpose of this new legislation was to ensure there was uniformity and fairness in educational standards between schools and across the country.

Last month, President Ramaphosa signed the Bill into law but delayed the implementation of two clauses 4 and 5, which deal with school admissions and language, by three months to make room for more discussion and deliberations after it received some opposition.

“In the interests of inclusivity, we have created space for engagement among some concerned parties on aspects of the legislation. But that process cannot undermine the transformational nature of this law.”

Meanwhile, the President told the people gathered at the conference centre that in order to produce more learners who excel in science, technology, engineering and mathematics, South Africa needs to invest more in supporting and upskilling its teachers and arm them with necessary resources.

“In some schools, resources are plenty, the schoolyard is safe, there are basic amenities, the pupil-teacher ratio is appropriate, and learning takes place in good conditions. But in others, educators struggle to obtain even the most basic resources for teaching, schools lack safe toilets and running water, and crime and violence from outside the school inevitably finds its way in.”

However, according to the President, South Africa has made much progress in narrowing the gaps between schools.

He said government was working to strengthen the foundations of early learning to ensure successful education outcomes in the future.

The President announced that the education curriculum was being revised, updated and reformed to meet the needs of a rapidly changing world.

“With the high rate of youth unemployment in our country, educators need to ensure that our schools are producing the skills our economy needs. They need to ensure that every school leaver has the confidence and capabilities that enable them to study further, find employment or be self-employed.

“We are working to fully implement the three-stream model, which offers academic, vocational and occupational pathways for learners. Educators play an important role in identifying the best course for a learner.”

Shifting his focus to the National Teaching Awards, he noted that the enduring commitment to honouring educators speaks to their unique and treasured place in the country.

“All of us are who we are because of the teachers we once had. I have the fondest memories of my own teachers at Tshilidzi Primary School in Soweto and Mphaphuli High School in Sibasa, Venda… All these years later, they still hold a special place in my heart,” he told the room full of teachers.

The President described a good teacher as a role model who encourages a child to achieve their potential.

He took the time to congratulate those who were awarded today and acknowledged teacher unions and School Governing Bodies (SGBs) who are working with government to build a resilient education system that meets the challenges of the future.

Basic Education Minister Siviwe Gwarube thanked President Ramaphosa for his unwavering support not just for her but the sector.

SA concerned about continued escalation of hostilities in the Middle East

SA concerned about continued escalation of hostilities in the Middle East

South Africa has expressed its grave concern about the continuing escalation of military action by Israel on Palestine and Lebanon, and has since called on the United Nations Security Council (UNSC) to address the rising conflict.

South Africa has also expressed dismay at Iran’s subsequent response on Tuesday, 1 October 2024. According to Al Jazeera, Iran launched a two-wave ballistic missile attack in response to Israel’s killing of Hezbollah Secretary-General Hassan Nasrallah in Beirut last week, and following the 31 July assassination of Hamas political chief Ismail Haniyeh in Tehran.

“In this context, South Africa calls on all parties to exercise the utmost restraint and avoid any act that would escalate tensions in a particularly fragile region, as it is vulnerable groups who suffer the most under conflict,” a Department of International Relations and Cooperation (DIRCO) statement read.

Meanwhile, the department said the continued occupation of Palestine has denied its people their enshrined rights of self-determination and statehood, which remains a prerequisite to restoring peace and security in the region.

“South Africa calls on the international community and the United Nations Security Council to address the spiralling conflict.”

South Africa has reiterated the concern expressed by the United Nations Secretary-General, António Guterres, that he was “alarmed about the very real danger of a devastating region-wide escalation”.

Guterres went further to state that "neither the region nor the world can afford another war”.

“It was noted with dismay that the United Nations Secretary-General was declared as a persona non grata by the State of Israel, and South Africa calls on the international community to commit to upholding international law, international humanitarian law, human rights law and the purposes and principals of the United Nations Charter to maintain international peace and security for all, without prejudice or favour.

“As long as there is impunity for unlawful acts, war and injustice will continue,” DIRCO said. – SAnews.gov.za

KZN Premier condemns bridge attack that claimed Pietermaritzburg mother’s life

KwaZulu-Natal Premier Thamsanqa Ntuli has condemned the brutal bridge attack that claimed the life a Pietermaritzburg mother.

Madhumathie Bunwarie, 62, was killed on Sunday when a car battery was thrown from a bridge and struck the car she was travelling in on the N3, near the Pavilion Shopping Centre. The car battery reportedly crashed through the windscreen, hitting Bunwarie on the head.

At the time of the incident, Bunwarie and her family were returning to Pietermaritzburg after attending a funeral in Durban.

“This appalling act of mischief and criminal recklessness has not only robbed a family of a beloved mother, but it has shaken the entire KwaZulu-Natal community. We cannot, and will not, tolerate such inhumane and cowardly behaviour that brings untold pain and trauma to innocent people,” Ntuli said.

Ntuli extended his heartfelt condolences to the Bunwarie family and their loved ones during this difficult time.

“No words can ease the grief they are feeling but as a province, we mourn with them and promise to act,” Ntuli said.

The Premier has called on law enforcement agencies to intensify efforts to apprehend the individuals responsible for the heinous act.

He stressed the need for justice, not only for Bunwarie but for all victims of violence and reckless criminality in the province.

“I have instructed the Department of Community Safety and Liaison to work closely with the South African Police Service (SAPS) to increase police visibility and patrols in high-risk areas, particularly near bridges along major highways. We must ensure that incidents like this are prevented at all costs.

“The safety of our people is non-negotiable. Additional security measures, including the installation of surveillance cameras and heightened monitoring of bridges, will be explored urgently to deter such cowardly acts of violence,” Ntuli said.

Ntuli further urged members of the public to remain vigilant and report any suspicious activities to law enforcement without delay.

“Together, as a community, we must stand united against those who seek to disrupt the peace and security of our province. May Mrs Bunwarie rest in peace, and may her family find strength in this time of mourning.

“Let this tragic incident serve as a solemn reminder of the importance of compassion, responsibility, and collective vigilance,” Ntuli said. – SAnews.gov.za

Motsoaledi to engage various stakeholders in KZN on NHI

The Minister of Health, Dr Aaron Motsoaledi, will this evening engage stakeholders in KwaZulu-Natal on the National Health Insurance (NHI) Act and its benefits.

According to the Department of Health, the visit is part of ongoing roadshows on this health reform to understand concerns and recommendations from various sectors of society on how the NHI can be effectively implemented to meet the healthcare needs of the entire population.

“The NHI reforms’ primary objective is to unify the current fragmented health system to ensure Section 27 of the Constitution is realised.

“This piece of legislation is not just a policy, but a commitment of a better, healthier future for every South African,” the department said.

The countrywide stakeholder engagement programme also targets communities, ordinary people, and healthcare providers who will benefit the most from the phased implementation of NHI.

Motsoaledi will be joined by KwaZulu-Natal Health MEC Nomagugu Simelane and other leaders at the University of KwaZulu-Natal School of Health Sciences at 6pm.

In May this year, President Cyril Ramaphosa signed the then NHI Bill into law. During the signing ceremony, he said the signing was a “milestone in South Africa's ongoing quest for a more just society”. – SAnews.gov.za

SA to host Conference of Ombuds Institutions for Armed Forces

SA to host Conference of Ombuds Institutions for Armed Forces

South Africa is set to host the Seventieth International Conference of Ombuds Institutions for the Armed Forces (17ICOAF) conference next year.

South African Military Ombud Lieutenant General (Retired) Vusumuzi Masondo said the ICOAF gathers representatives of ombuds institutions for the armed forces from around the world, which exist in various names and models.

To date, representatives of ombuds institutions of over 50 states have participated in the ICOAF initiative.

This as Masondo and a delegation attended the 16ICOAF which took place in Berlin, Germany, from 30 September to 02 October.

The Military Ombud addressed the conference on how ombuds institutions can uphold and enhance the various systems of care and support for veterans, especially focusing on supporting veterans with physical and mental health concerns.

Masondo shared with his peers that veterans who served in the South African National Defence Force (SANDF) since 1994 have access to the necessary physical and mental health care they may require.

However, the Office has identified that a great number of military veterans who fought for South Africa’s liberation are excluded from the mandate in law and have little if not limited physical and mental health care support.

“A lesson for us involved in furthering the democratic order would be to remember to include all soldiers involved in such a struggle in future veterans’ dispensations. I found it serving the purpose of the Office to forge strong and reliable relations with stakeholders impacting veterans' health,” said Masondo.

In sharing best practices and experiences, Masondo presented several case studies the Office dealt with regarding military veterans’ benefits.

In one case, the fund administrator decided to terminate the membership of a veteran because he failed to pay subscription fees. The member only learned about the membership termination after a claim he submitted was rejected by the fund administrators.

The member approached the Office to complain, and the Office assumed jurisdiction on the matter.

Upon investigation, the Office ascertained that prior communication by the fund did not reach the complainant, as he had changed cell phone numbers and no trace of informing the complainant was found.
The fund ultimately reinstated his membership and reimbursed him.

Masondo mentioned that the Office reaches out to veterans through the Outreach Programme that helps the Office to note the increase in complaints trends from veterans relating to health services post their careers as soldiers.

The objectives of the 16ICOAF were to raise awareness, facilitate and foster peer-to-peer exchange of knowledge and best practices. – SAnews.gov.za
