President Ramaphosa congratulates incoming Secretary-General of the Commonwealth

President Cyril Ramaphosa has extended his personal congratulations, along with those of the South African Government, to Ghana’s Foreign Minister, Shirley Ayorkor Botchwey, on her recent appointment as the next Secretary-General of the Commonwealth.

Botchwey is set to begin her four-year term on 1 April 2025, leading the 56-member association.

In his message, President Ramaphosa conveyed his warm wishes and pledged support for her tenure, noting the Commonwealth’s critical priorities set out at the recent Commonwealth Heads of Government Meeting.

“The recent Commonwealth Heads of Government Meeting correctly identified climate resilience; sustainable peace and the peaceful resolution of all disputes, in accordance with international law, and increased intra-Commonwealth trade and investment as imperatives for our shared sustainability and prosperity.

“South Africa looks forward to the Secretary-General’s guidance and stewardship in the advancement of these objectives, which align very strongly with South Africa’s national development goals, as well as the vision for a better Africa and better world more broadly.

“I wish her well as she prepares to take on this important role,” President Ramaphosa said.

The Commonwealth is a voluntary association of 56 independent and equal sovereign States, with a combined population of 2.7 billion, of which more than 60% is aged 29 or under.

Encompassing both advanced and developing economies, it includes 33 small States, many of which are island nations.

The Commonwealth Secretariat assists member countries in strengthening democratic institutions, governance, justice and human rights. Its initiatives aim to enhance economic growth, trade, youth empowerment and resilience against global challenges like climate change, debt and inequality.

Support for these goals is further extended through a network of over 80 intergovernmental, civil society, cultural and professional organisations. – SAnews.gov.za

Police festive season operations in full swing

Police festive season operations in full swing

The National Commissioner of the South African Police Service (SAPS), General Fannie Masemola, says the police’s festive season operations are in full swing in all provinces.

“The work of organised crime syndicates is being dealt a blow, and we remain hard at work in increasing the speed with which we proactively deal with criminals,” Masemola said at a briefing in Pretoria on Monday.

His remarks come as the country approaches the holiday season in December.

Masemola said through ongoing crime combatting high-density operations, known as Operation Shanela, police have arrested over 900 000 suspects since its inception in May 2023.

Through Operation Shanela, police have seized and confiscated illegal firearms, which are being used in serious and violent crimes across the country.

“Just this past week, 132 firearms were seized and in the previous week, 138 firearms were seized. From April 2024 to date, police have seized more than 4 400 firearms during operations across the country.

“We continue to stamp the police’s authority through increased police visibility, coordinated bold and decisive law enforcement operations and most importantly, improved community participation in the fight against crime,” he said.

Masemola commended the overwhelming support and improved active citizenry displayed by South Africans from all walks of life in assisting the men and women in blue with information to track down wanted criminals.

“We have witnessed increased cooperation and unity displayed in working closely with communities on various cases, including the recent arrest of six suspects linked to the Lusikisiki mass shooting, and the arrest of Phethe Simiao, a Mozambican national, who has been arrested in connection with the rape and murder of six-year-old Amantle Samane.

“I take this opportunity, on behalf of the men and women in blue, to thank our communities, the social media community and media houses for playing their role in broadcasting and sharing information rapidly with all South Africans. This ultimately led police in the right direction to apprehend these cold-hearted criminals,” Masemola said.

He called on communities to continue to work with the police, saying more criminals, more firearms and more drugs will be seized.

“The ongoing mass shootings in provinces like the Eastern Cape, KwaZulu-Natal, Gauteng and the Western Cape are a concern, and require us, as the police, to ramp up our efforts to put a stop to these shootings that are often perpetuated with illegal, unlicensed and high caliber firearms.

“These recent incidents have seen us constantly refining our crime combatting strategies. It is encouraging that in most, if not all, mass shootings, arrests have been made,” Masemola said.

He said their operational focus remains on the tracing of known wanted criminals, and the detection and removal of illegal firearms from the streets.

“In all these areas, we have beefed up and reinforced deployments, and also deployed specialised teams, inclusive of intelligence and organised crime detectives.

“It is important to note that these four provinces -- the Western Cape, KwaZulu-Natal, Gauteng and the Eastern Cape -- are always prioritised, and always receive the largest number of newly trained police officers each year to heighten and increase police visibility in a bid to reduce incidents such as these,” he said. – SAnews.gov.za

Lebombo border post remains operational, says BMA

Lebombo border post remains operational, says BMA

The Acting Commissioner of the Border Management Authority (BMA), Jane Thupana, on Friday received a situational report on operations at the Lebombo Port of Entry.

The report follows engagements with their Mozambican counterparts at the Ressano Garcia Port of Entry and an in loco visit by the BMA Port Commander to assess the situation on the ground.

The BMA was informed of sporadic tensions and protests in Ressano Garcia, following the announcement of the election results in Mozambique.

Ressano Garcia, a small township in the Maputo province of Mozambique, is located very close to Lebombo Port of Entry.

Thupana confirmed that the Lebombo border post has not been affected and remains operational with both the movement of people and goods being facilitated as normal.

“The travellers were concerned about the tensions and hesitations were noticed when crossing the border, which has the potential to create long queues at Lebombo port,” Commissioner Thupana said.

“The BMA team supported by other law enforcement authorities are on the ground to manage any movement blockages.

“An alert has been issued for travellers to avoid night travel due to the current situation. However, should the situation worsen and become unsafe for travellers, the BMA would inform the travellers according.

“We reiterate that the border remains open,” Thupana added.

The authority said it was a priority to ensure efficient trade facilitation and movements of persons at the Lebombo Port of Entry.

It said it would provide updates on any developments as they arise. – SAnews.gov.za

Passing of former Minister Mdladlana another enormous loss for SA

Location: News

Passing of former Minister Mdladlana another enormous loss for SA

Deputy President Paul Mashatile says the passing of former Labour Minister Membathisi Mdladlana has been an enormous loss not only for his family, but the country and the democratic movement.

“To those among us who have sipped from the well of his wisdom and insight, we extend our gratitude to his family for the grace of sharing him with us through both trials and triumphs,” Mashatile said.

The Deputy President was speaking at the Official Memorial Service held in the Western Cape on Saturday.

The later former Minister and High Commissioner to Canada, Mdladlana passed away on Friday, 18 October 2024, at the age of 72.

His family requested a private funeral which took place on Wednesday, 23 September 2024.

The Deputy President said on Saturday that in recent times, the country has had to part ways with many “guiding stars, companions, allies and cherished souls who have traversed the tumultuous journey to illuminate the way toward democracy”.

“They belonged to an illustrious generation of revolutionaries and servant leaders whose contribution to the liberation and development of South Africa remains immeasurable,” he said.

These stalwarts set themselves on a course to liberate South Africa from tyranny.

“What brings us solace and profound delight is that unlike many of their comrades, they have tasted the sweetness of freedom in their days. A tale I trust they shall weave upon reaching the other side, recounting to those who were not graced with such fortune to behold it.

“Those who have recently departed achieved their mission and fulfilled their personal destinies. yet their work, our work, is not yet complete. The South Africa of true equality for all is still to be fully realised,” the Deputy President said.

The Deputy President said the late Mdladlana was one of the leading lights in the struggle for liberation.

“He was the embodiment of resilience. His life provided a lesson in the true nature of social justice, that one must seek for others what you seek for yourself. He understood that a thriving economy depends on the well-being of its workers. He fought to ensure that South Africa’s workforce received fair treatment and protection under the law.

“During his tenure, he fully implemented the Basic Conditions of Employment Act of 1997, one of the most significant pieces of legislation. This Act guaranteed fair working hours, decent wages and safeguards against exploitation for workers,” Deputy President Mashatile said.

Mdladlana was an activist, a unionist, and a leader who was able to transcend an unjust system.

“He did it not for his own personal gain but for the benefit and improvement of others. He always reiterated the rallying cry that an injury to one is an injury to all,” Mashatile said.

He said Mdladlana walked by faith rather than sight as stated in the great book.

“He hoped and believed that South Africa would one day be free and certainly it is today.” – SAnews.gov.za

Social Development Month creating a caring society

Location: News

Social Development Month creating a caring society

By Precious Mupenzi

As we celebrate Social Development Month in October, it is essential to reflect on the remarkable contributions of the Department of Social Development (DSD) over the past 30 years.

DSD has consistently been a pillar of support during South Africa’s most challenging times, addressing the evolving social landscape and stepping in during moments of crisis to assist vulnerable populations.

During the transition to democracy, South Africa faced significant political unrest, characterised by violence and social disruptions that left many children orphaned.

The DSD played a vital role in providing assistance, ensuring that support services were available to help families rebuild their lives. This commitment laid a strong foundation for the department’s ongoing mission to protect and empower individuals across the country.

The emergence of the HIV and AIDS epidemic presented a significant challenge for South Africa.

In response, DSD took a proactive role, implementing programmes to provide care and support for affected orphans, ensuring that no child was left behind amid the devastation.

These efforts underscored the department’s commitment to social welfare during such critical times. It was within this context that the Risiha Programme was established. “Risiha” is a Xitsonga word meaning “resilience”.

This community-based prevention and early intervention programme is designed to support vulnerable children, helping them transition from vulnerability to resilience.
Central to the Risiha Programme is the delivery of the Core Package of Services (CPS), which addresses the diverse needs of these children.

More recently, during the COVID-19 pandemic, the DSD rose to the occasion by administering the Special Relief Distress (SRD) Grant to assist millions of South Africans facing financial hardship due to lockdowns and economic disruptions.

Alongside this, the DSD, through its agency, the South African Social Security Agency (SASSA), continues to disburse social grants, which provide critical financial support to those grappling with the compounded effects of poverty, unemployment and inequality -- issues that were further exacerbated by the pandemic.

Social grants have been a cornerstone of the DSD’s efforts to support vulnerable populations. Over the years, these grants have evolved into a vital lifeline for many families, with some relying on them as their sole source of income.

Crucially, social grants serve not only as financial support but also as tools for child protection and educational advancement. Programmes such as the Child Support Grant, Foster Care Grant, and Care Dependency Grant play significant roles in keeping children in school and bridging the educational gap for learners from disadvantaged backgrounds.

For instance, the 2023 matric results reveal that among 897 775 grade 12 learners who wrote the National Senior Certificate exams, 543 786 were social grant recipients.

Notably, 202 256 of these students achieved a Bachelor Pass, and 62 of the top 110 performing learners were social grant beneficiaries, contributing to a total of 160 326 distinctions.

Minister of Social Development, Nokuzola Sisisi Tolashe, recently described the DSD as the "breadwinner of the country," a testament to its crucial role in supporting and nurturing the nation.

Additionally, the department plays a vital role in supporting non-profit organisations through funding and the rendering of services on behalf of the government.

DSD programmes actively aim to curb the scourge of social ills, such as gender-based violence & femicide and substance abuse, by providing resources and initiatives that empower communities, promote rehabilitation, and foster safe environments for vulnerable citizens.

The department has received numerous accolades, including the International Social Security Association (ISSA) Good Practice Award for Social Security Programmes in Africa in 2023. This recognition highlights the effectiveness and impact of South Africa's social welfare programmes.

International bodies, including the United Nations, have praised South Africa’s progressive social policies and the alignment of its constitution with the rights of children and other vulnerable groups.

At the heart of DSD services are our unsung heroes who are Social Workers. These dedicated professionals work tirelessly, often behind the scenes, to address and resolve complex family issues. When a child is in conflict with the law, Social Workers collaborate closely with law enforcement to ensure fair treatment and support.

The Social Development Month campaign seeks to showcase the work of the DSD which is the backbone of creating a society that cares for the most vulnerable.

Four provinces declared free from Foot and Mouth Disease outbreaks

Location: News

Four provinces declared free from Foot and Mouth Disease outbreaks

The Department of Agriculture has announced that the Foot and Mouth Disease (FMD) outbreak, which occurred during 2021-2022, has been successfully resolved in the North West, Free State, Gauteng and Mpumalanga provinces.

These provinces, which were initially impacted by the outbreak, have now completed comprehensive testing of animals on quarantined farms.

The results indicate that the FMD virus is no longer present.

The World Organisation for Animal Health has confirmed that the outbreak in these regions has officially been closed.

However, the department said, it is important to note that the KwaZulu-Natal and Eastern Cape provinces remain affected by FMD outbreaks.

“Encouragingly, no new signs of the disease have been reported in these two provinces over the past month,” the department said.

The Minister of Agriculture, John Steenhuisen, has extended his gratitude to all stakeholders for adhering to control measures, which helped prevent the further spread of the disease.

“The cooperative efforts of all role players have been instrumental in managing this outbreak and safeguarding the country's livestock industry,” the Department of Agriculture said in a statement.

FMD in the Eastern Cape

In the Humansdorp area, 37 farms have now been confirmed positive for FMD, while a further 38 farms were pre-emptively vaccinated to prevent further spreading of the disease.

Since the onset of the outbreak, approximately 130 000 animals have been vaccinated across the province.

Farms that are either infected or vaccinated remain under quarantine, with animal movements restricted. Movement from these farms is only permitted for direct slaughter, with State Veterinary approval.

Farm owners are required to enforce strict biosecurity measures to prevent the disease from spreading through animals, vehicles, equipment or people.

On 26 July 2024, the department declared an FMD Disease Management Area (DMA), covering parts of the Kouga and Kou-Kamma Municipalities. Animal movements into, through, within or out of this area are strictly controlled and require State Veterinary permission.

Farms within the DMA must be inspected, tested and declared free of the disease before any animals are allowed to move.

Four affected farms located on the borders of the DMA were placed under quarantine and as a result, pose no risk of cattle movement. Surveillance around these farms has been concluded, and no further spread has been detected outside the DMA.

“The department is actively collaborating with law enforcement and Agri-Eastern Cape to investigate reports of illegal animal movements. Those found in breach of quarantine or DMA restrictions will face legal consequences.

"The public is urged to report any information regarding illegal movements or breaches of biosecurity,” the department said.

In East London, the FMD outbreak has been successfully contained. The department has extended its gratitude to the affected farmers in the area for their vigilance and cooperation.

Animals on these farms are being slaughtered in a controlled manner at designated abattoirs, ensuring that FMD risk materials are properly processed or disposed of.

Only safe products are released into the local market. While meat from FMD-restricted farms cannot be exported due to certification limitations, it remains safe for human consumption.

The Director of Animal Health has designated three abattoirs to handle the slaughter of cloven-hoofed animals from FMD-quarantined farms. Seventeen farms have been granted permission for controlled slaughter at these abattoirs.

Ahead of the festive season, the department has urged holidaymakers visiting the affected areas to be mindful of the biosecurity measures in place.

“Please avoid entering affected farms, which remain under quarantine. No live animals or animal products are permitted to move off these farms,” it said.

In addition to the control measures within the DMA in the Eastern Cape, the July 2024 Gazette Notice stipulates that cloven-hoofed livestock across South Africa may only be moved if accompanied by a health declaration from the owner, attesting to the animals' health at the time of movement.

While this has been a legal requirement since October 2022, its importance is being reiterated to prevent the further spread of FMD.

The department has advised all livestock farmers nationwide to limit animal movement as much as possible. Cloven-hoofed animals should not be moved unless absolutely necessary.

“Limiting movement provides an opportunity to identify and quarantine further undetected, affected properties, thus preventing any further spread of the disease.

“The significance of the incubation period for FMD cannot be overstated. During this period, animals may appear healthy while shedding the virus and not yet displaying clinical signs of the disease.

“Farmers are again urged to observe stringent biosecurity measures on their farms to protect their herds from infection. Section 11 of the Animal Diseases Act imposes a legal duty on animal owners or managers to take all reasonable steps to prevent their animals from becoming infected and to prevent the spread of any disease from their animals or land to others,” the department said.

Biosecurity measures include:

  • Any cattle, sheep, or goats newly introduced to a farm must be kept separate from resident herds for at least 28 days.
  • Only introduce animals accompanied by a health declaration from known clean farms.
  • Prevent nose-to-nose contact between farm animals and animals outside the farm.
  • Maintain secure farm boundaries and restrict access for people and vehicles as much as possible.
  • Ensure that farm personnel have no contact with animals outside the property.
  • Provide clean clothing and washing facilities for all visitors and personnel, and ensure thorough cleaning and disinfection of any vehicles and farming implements brought onto a property.
  • Regularly consult with the responsible private and State Veterinarian, and animal health technician to refine biosecurity measures.

Any suspicious clinical symptoms, such as salivation, blisters in the mouth, limping or hoof lesions should be reported immediately to the local State Veterinarian and such animals must not be moved under any circumstances. – SAnews.gov.za

CSIR Transport Safety Lab to help reduce road crashes

Minister of Science, Technology and Innovation, Professor Blade Nzimande, has unveiled the Transport Safety Lab at the Council for Scientific and Industrial Research (CSIR) to enhance road safety policies and products on the continent.

Unveiled on Thursday, the laboratory includes a stationary driving simulator located on the CSIR’s Scientia campus in Pretoria, along with a vehicle equipped with sensors to gather data on driver behaviour and road conditions.

CSIR Smart Society Group Executive, Dr Sandile Malinga, stated that the lab will collect and analyse road safety data from the real world and simulations, which can be used to improve transport safety policies and products.

“This dual approach gives the CSIR Transport Safety Lab a unique sweet spot in the industry, merging laboratory precision with practical, on-the-road experimentation,” he said, adding that it will ultimately help reduce fatalities and the socio-economic burden of road crashes.

The CSIR Senior Researcher, Lerato Kgoa, explained that the lab’s testing vehicle, known as the Drive Lab, can gather live data from South Africa’s roads, enabling researchers to analyse signage visibility, road conditions, and driver behaviour patterns under various circumstances.

Meanwhile, the driving simulator known as the Simulator Lab, will play a complementary role.

According to  Kgoa, the simulator can recreate hazardous driving conditions in a controlled environment and will allow researchers to observe how drivers respond to dangers like adverse weather conditions, poor visibility or challenging road surfaces.

“By simulating these scenarios without the real-world risks, researchers can gather valuable data on driver behaviour, decision-making processes, and potential improvements in road safety measures,” she added.
The lab features specialists in transport safety, human behaviour, and crash analysis. It has already conducted a successful pilot study on how drivers perceive fluorescent yellow.

Malinga explained that the lab’s research supports the Safe System Approach that South Africa has adopted, where road users, policymakers, transport planners, vehicle manufacturers, infrastructure designers, and road agencies all share the responsibility for improving road safety.

According to the CSIR, this approach is a globally recognised framework endorsed by the United Nations.
CSIR CEO, Dr Thulani Dlamini, said original equipment manufacturers, transport operators and private investors can use the new facility to test and refine new products such as vehicles, road restraint systems and digital technologies.

“Early involvement ensures that industry leaders gain a competitive edge as they co-develop cutting-edge solutions with the CSIR’s research experts,” Dlamini stressed.

“We encourage industry partners to join us in reducing road crashes and ensuring sustainable road infrastructure in South Africa and beyond.”

He believes that the lab will also enable evidence-based policymaking aligned with South Africa’s National Road Safety Strategy 2016-2030 and that it will work with continental bodies such as the Road Traffic Management Corporation and the Namibia Road Authority.

“The lab’s insights are set to inform regulatory frameworks, support law enforcement strategies, and influence infrastructure development,” Dlamini added.

Firearms recovered in Sabie

An AK-47, a .38 Special Revolver and live ammunition have been seized in a police operation in Mpumalanga.

The firearms and ammunition were seized in Operation Safer Festive Season/Vala Umgodi on Thursday.

According to the South African Police Service (SAPS), the discovery was made following intelligence received about suspected illegal mining activities, thanks to members from the Lydenburg K9 Unit, in collaboration with Phoenix Security members.

The information indicated that suspected illegal miners were somehow involved in a gun battle in Sabie.

Upon receiving some details, law enforcement agencies swiftly coordinated a plan to decisively deal with the situation.

As the team approached the area, the group of about 20 suspected miners began to retreat, dropping the two firearms and a large quantity of ammunition, as they ran to avert arrest.

“It was during this time when the astute members confiscated the said items. An inquiry case has been opened and the suspects involved in the incident are still at large.

"The SAPS has since launched a manhunt to locate and bring these individuals to justice,” SAPS said.

Mpumalanga Acting Provincial Commissioner, Major General Zeph Mkhwanazi, has reassured the public that the police, in collaboration with other law enforcement agencies, are committed to maintaining increased visibility in areas where illegal mining activities persist.

The General further emphasized that efforts to address illegal mining will continue until all illegal mining activities come to a halt.

"We... will continue with these operations and even exert more pressure while assessing our impact," said Mkhwanazi. – SAnews.gov.za

Gauteng government welcomes the arrest of rape, murder suspect

The Gauteng Provincial Legislature Portfolio Committee on Community Safety has welcomed the swift and decisive action by law enforcement authorities in apprehending the suspect linked to the rape and murder of a six-year-old girl in Orland East, Soweto, on Monday, 21 October.

“The arrest represents a crucial step towards justice for the victim, their family and the Orlando East community, which was shaken by this horrific incident.

“The committee commends the tireless efforts of the police, working together with members of the community, in apprehending the suspect, who is believed to be an undocumented Mozambican national.

“The committee emphasises the importance and need for more efficient means of documenting all foreign nationals within South Africa’s borders, and the enhancement of stricter border management and control.

“These measures will aid in the effective identification and apprehension of individuals involved in criminal activities, particularly those committed by foreign nationals,” the committee said.

The committee said police and community collaboration in the arrest of the suspect is a "powerful tool" in fighting crime and ensuring that justice is served.

“The response from community members in providing crucial information, such as the identity of the suspect to the police and the mass community search, played a key role in the apprehension of the suspect.

The committee said crimes of this nature are deeply traumatic and unacceptable.

“They highlight the urgent need for society to come together in the fight against gender-based violence and the protection of children.

“No child should ever have to endure such brutality and the Committee will continue to support initiatives that strengthen the protection of children and women in our communities.

“The committee further extends its heartfelt condolences to the family of the young girl (Amantle Samane) during this incredibly painful time,” it said.

Call for peace and stability in Nongoma

KwaZulu-Natal Cooperative Governance and Traditional Affairs (CoGTA) MEC, Thulasizwe Buthelezi, has called for peace and stability in Onyango Villages, Nongoma.

This as conflicts between villagers have tragically resulted in 10 deaths.

Buthelezi led a provincial government delegation to meet with the community, urging an end to the violence that has disrupted schooling and forced some residents to sleep in the bushes out of fear for their lives.

Addressing the community, Buthelezi said the meeting marked the beginning of the end of hostilities in the Onyango Villages.

“We must come together as a community to restore peace and ensure the safety and well-being of all residents,” Buthelezi said.

He emphasised the importance of allowing law enforcement agencies to conduct their investigations into the murders that have occurred in the community.

The MEC also committed to working with other departments to host social engagements in December to quell tensions, including a soccer tournament and other activities that will benefit the elderly.

The meeting was also attended by the Royal Family senior members, including the Zululand District Mayor, Michael Khumalo and Nongoma Local Municipality Mayor, Clifford Ndabandaba.

The SIU welcomes the arrest of former Transnet CEO

Location: News

The SIU welcomes the arrest of former Transnet CEO

The Special Investigating Unit (SIU) welcomes the arrest and court appearance of former Transnet Group Capital (TGC) Chief Executive Officer Herbert Msagala.

He appeared before the Johannesburg Specialised Commercial Crime Court on fraud, corruption, theft and money laundering charges.

Following his first appearance, Msagala was granted R60 000 bail.

The arrest and court appearance follows a thorough investigation by the SIU, which uncovered that Msagala unduly benefited from kickbacks worth over R26 million from IGS Consulting Engineering, which he allegedly used to purchase properties and vehicles.

The SIU's investigations focused on contracts totalling over R194 million that TGC awarded to IGS Consulting Engineering.

These contracts were related to maintaining and upgrading high-pressure pipeline infrastructure as part of the New Multi-Product Pipeline project, which transports various fuel products from Durban to Gauteng.

Msagala improperly benefited from kickbacks exceeding R26 million from IGS Consulting Engineering. The SIU investigated under the authorisation of Proclamation No. 11 of 2018.

In line with the Special Investigating Units and Special Tribunals Act (SIU Act), where the SIU finds possible criminal evidence, it must refer the evidence to the National Prosecuting Authority for further action.

In 2020, the SIU made criminal referrals against Msagala and others, which led to him being charged alongside two individuals and IGS Consulting Engineering being charged as an entity. While the individuals are yet to appear in court, the Directorate for Priority Crime Investigation (Hawks) is actively tracing their whereabouts.

In July 2020, the SIU obtained a preservation order from the Special Tribunal to preserve Msagala’s pension benefits and assets. The assets included 35 luxury vehicles and five properties, which comprised two farms and houses in gated estates, valued at over R18 million.

Msagala attempted to overturn the order but lost his appeal in November of that year. As a result, his properties and pension fund have been forfeited to the State.

The SIU is authorised, under the SIU Act, to initiate a civil action in the High Court or a Special Tribunal in its name to address any wrongdoing identified during its investigation resulting from acts of corruption, fraud or maladministration.

The criminal case has been postponed to 19 November 2024, to allow for further investigations and to trace the outstanding suspects.

The SIU will continue to support the prosecutorial process and ensure that all individuals implicated in corruption are brought to justice by the law.

The prosecution of Msagala is part of implementing the National Anti-Corruption Strategy, which sees law enforcement agencies coming together to eradicate corruption in South Africa and ensure the continued cleaning up of government departments from corruption. – SAnews.gov.za

President seeks better prospects for matric Class of 2024

President Cyril Ramaphosa has in his weekly newsletter, extended his best wishes to learners writing their matric exams, acknowledging the hard work, resilience and perseverance they have shown in preparing for this crucial milestone.

Today marks the commencement of the 2024 National Senior Certificate (NSC) exams, with over 880 000 candidates across South Africa sitting for their matric exams.

“On behalf of the government, I wish all our learners well at this challenging and exciting time. The Class of 2024 entered Grade 8 at the height of the COVID-19 pandemic and have had to receive considerable learning support to overcome the resultant gaps in their learning,” the President said on Monday.

READ | All systems go for 2024 matric exams

The first citizen praised the students who are rewriting their exams through the Department of Basic Education (DBE) Second Chance Programme, commending their determination to improve their academic outcomes.

In the weeks leading up to the exams, learners across the country have participated in extra lessons, engaged in revision with educators, and attended learner support programmes facilitated by provincial education departments.

The President highlighted the collaboration between the DBE, provincial education authorities, school governing bodies, and families in equipping learners with the resources needed for success.

“I commend our nation’s educators for their commitment to our matriculants as they reach the end of their secondary school journey.
“At the annual National Teaching Awards ceremony earlier this month, I spoke of teachers as being like devoted gardeners, whose attention, guidance and encouragement nurtures our nation. The successes that the Class of 2024 will undoubtedly achieve will be in no small part due to the efforts of our country’s devoted teachers,” the President said.

As the exams commence, all necessary systems have been put in place to ensure a smooth examination period.

The Department of Basic Education, in collaboration with Umalusi, has conducted audits of over 9 200 exam centres, vetted exam markers, and approved question papers, including those adapted for learners with special needs.

Additionally, stringent measures have been implemented to prevent question paper leaks, fraud, and cheating, including the appointment of additional invigilators and enhanced security measures, such as the use of CCTV at some venues.

President Ramaphosa expressed gratitude to the matric candidates for signing the NSC Examination Code of Conduct, which commits them to maintaining academic honesty during the exams.

According to the DBE, by signing the Matric Exam Pledge, learners publicly commit to upholding ethical standards during the exams and remaining focused on their goals.

Integrating young people into the workforce

The President used the occasion to reflect on the importance of integrating the Class of 2024 into the workforce or further education after their exams.

“The unemployment rate among young people aged 15-24 stands at 60.8%, according to the latest Quarterly Labour Force Survey.

“Just as preparing our nation’s young people to achieve success in this exam is a collaborative effort, there is much more that partners like the private sector can do to hire young people.”

To address this, the President has called on employers to relax work experience requirements for entry-level positions and make use of incentives, such as learnership agreements, discretionary grants, and the Employee Tax Incentive, to hire young people.

The incentive is aimed at encouraging employers to hire young and less experienced work seekers.

The President also emphasised the legal obligation of employers to prioritise hiring South African citizens or permanent residents before considering foreign nationals for positions, underscoring the need to provide more opportunities for young South Africans.

“Recent business premises inspections by the Department of Home Affairs and the Department of Employment and Labour have thrown into sharp relief the contentious issue of some employers preferring to employ foreign nationals and illegal immigrants.

“Employers must instead open up more opportunities for young South Africans entering the job market. They need to remember that by law they have to ensure that no suitable South African citizen or permanent resident is available to fill a position before employing a foreign national. This is established practice around the world,” the President said.

READ | Employment and Labour blitz inspections and raids yield results

The President concluded by urging all sectors of society to work together to ensure that the hard work of the Class of 2024 is rewarded with employment, further education, and training opportunities.

He reaffirmed his commitment to supporting the youth in their journey toward a brighter future.

“As all of society, we have a responsibility to ensure that the morale of the Class of 2024 is boosted by knowing their hard work and sacrifices will be rewarded. Let us continue to work together to ensure that the latest cohort of matriculants find the opportunities for employment or further education and training that they deserve,” he said. – SAnews.gov.za

Citizens urged to change behaviour towards water usage

Location: News

Citizens urged to change behaviour towards water usage

The Department of Water and Sanitation (DWS) has reiterated a call for continuous action from all citizens to secure the country’s scarce resource through a change of behaviour towards water usage.

The department noted that South Africa is a water-scarce country and that water resources are under immense pressure due to climate change effects.

To further worsen the situation, the department said South Africans currently consume more water per capita at approximately 218 litres per day than the world average of approximately 173 litres per day, while Gauteng is sitting at 266 per capita per day.

“This means we are using more water than the required average and that is unsustainable. The demand-supply relationship for treated water in Gauteng is very tight and the system is vulnerable to disruptions now because there is no reserve supply capacity in the system due to high demand.

The DWS called on all citizens to contribute to saving water, emphasising that living in a water-scarce region means that “we all must use water wisely [and] water conservation is essential and can be done by everyone.”

“Finding and fixing water leaks is an essential part of reducing water wastage in our homes, businesses, sports clubs, schools, places of worship and everywhere else in our communities. We call on communities to follow restrictions put in place by your respective municipalities, and to use water with caution and reduce consumption.”

Enforcing bylaws on water restrictions

The department also called on Gauteng municipalities to implement strict water restrictions and enforce municipal bylaws to those who do not comply to water restrictions.

“Level 1 restrictions prohibit irrigation of gardens with sprinklers and hosepipes between 6am and 6pm; filling of swimming pools; and washing of paving areas and driveways with hosepipes.”

If high demand continues, the department said municipalities should implement higher levels of restrictions, including educating residents and communicating the benefits of conserving water, as well as the dangers of wasting it.

“Repair leaks and burst pipes timeously to reduce quantities of water lost, attend to illegal connections, and maintain water infrastructure to ensure reliability and sustainability. Residents, repairing leaking pipes in your property is your responsibility [and] by law, leaks should be repaired quickly, and this will also save you money,” the department explained.

Water saving tips

The department has provided some of the tips on how communities can further implement small-scale changes to save water in households, schools, parks, churches, industrial buildings, government buildings.

These are:
•    Keep the taps turned off when not in use.
•    Turn off your tap while brushing your teeth and only turn on when it is time to rinse (and where possible, rather use a tumbler).
•    When boiling water, kettles should not be filled to the brim but with just enough water for your needs.
•    Wash your veggies in a bowl instead of under running water, then use the water to flush your toilet or water your plants.
•    Only run the washing machine and dishwasher when you have a full load.
•     Take a shower of five minutes or less.
•    Do not use a hosepipe to wash your car but instead use a bucket of water.
•    Do not rinse dishes under a running tap.
•     Regularly check and fix leaking taps, pipes and toilets.
•    Do not use hosepipes to clean on paved areas but rather use a broom to sweep.
•    Water your garden either in the early morning or late in the afternoon.
•    Avoid flushing toilets unnecessarily.
•     Invest on rainwater harvesting system and use the water for water gardens, car washing and cleaning of paving etc.
•    Promote plantation of drought-resistant trees and plants as these can thrive even without irrigation.
•     Make an effort to educate the people around you on why you think saving water is important.

Tips on how to conserve water in industries

•    Minimise unnecessary water use in exterior landscaping. Instead of choosing lawns that require regular watering, consider using decorative landscaping rocks to fill the space so that you can cut down on water use.
•     Prioritise maintenance, cleaning and repair of water-using equipment to avoid leaks.
•    Replace high-volume spray hoses with water-conserving models.
•    The best way to conserve water is to recycle and reuse it.

“Mzansi, by making these simple changes, you can help save water. Saving water is part of our responsibility,” the department said. – SAnews.gov.za
