Reflecting on Dr Tito Mboweni's life

Former Minister of Finance and Governor of the South African Reserve Bank (SARB), Tito Mboweni has been remembered for his culinary skills, humour and as someone who was kind.

“What I will miss most about my father isn’t just his humour or resilience, it’s the small moments. The way he could listen, really listen when you needed to talk and the way his presence could fill a room with warmth.

“He made people feel seen and valued no matter who they were or what they were going through. He had a way of simplifying life’s complexities [and] reminding us that at the end of the day, all we really have is each other,” his son Sello Mboweni said.

This as the country bid farewell to the former Minister and Governor at his funeral held at the Nkowankowa Stadium in Limpopo on Saturday.

Following his passing last Saturday, the Presidency announced that Dr Mboweni would be honoured with a Special Official Funeral Category 2.

Saturday’s funeral at which President Cyril Ramaphosa delivered the eulogy, featured ceremonial elements provided by the South African Police Service (SAPS).

In his tribute, Sello spoke of his father’s quiet strength and wisdom.

“My father was a man who took life’s punches with resilience and humour. He was never one to dwell in the past or be held down by regrets, I think that is one of the greatest lessons he has left us. He believed that life was for living, for laughing, for forgiving , not just others but yourself as well,” said Sello who was flanked by his brothers Tumi and Pule Mboweni.

Credited with the ability of seeing the potential in others, the eighth Governor of the SARB’s love for cooking was also brought to the fore. The Governor often shared his prowess in the kitchen on social media platform, X.

“He even believed in himself to be the five star chef we all know him to be. He was a man who believed in possibilities, in second chances and in never giving up. These are lessons I will carry with me for the rest of my life.

“What I admired most about him was his heart, he was kind to everyone. He made people feel valued, listened to and cared for, that is a rare thing in this world.”

Sello also spoke of his father’s love for the night sky.

“My dad always loved a sky full of stars and now when I look up, I know there’s one shinning a little brighter, a little closer to me. Among all those stars, I’ve got my own lucky star if you will, guiding me as dad always did.

You all know how dad loved his pilchards, the ones in that unmistakable red tin, whether it was for a quick snack or a full on dish, there was no question of his devotion,” the younger Mboweni said.

In delivering the eulogy, President Ramaphosa said Mboweni was known by many names.

“He was known by many names to many different people: Comrade Tito, Uncle Tito, Governor 8, erstwhile National Breadwinner, unpaid impresario for Lucky Star, The Duke of Magoebaskloof.”

President Ramaphosa also spoke of Mboweni as someone who was “larger than life because he led such a big life and touched the lives of many people.”

“Who, but Uncle Tito, could have a chart-topping rap song titled with his name? Who, but the Duke of Magoebaskloof, could share tips with 1.5 million followers on the best curry powder to cook a chicken with and impart economic education at the same time?

“Our younger generation, many of his social media followers, have a delightful phrase: understanding the assignment. Loosely deciphered it means knowing what must be done and doing it well,” said the President. -SAnews.gov.za

Celebrating a life of service and leadership

President Cyril Ramaphosa has praised the late former Finance Minister Tito Mboweni for being a man of great stature who never lost his ability to connect with people from all walks of life.

The President delivered a poignant eulogy at the Special Official Funeral Category 2 in honour of Mboweni at the Nkowankowa Stadium in Limpopo on Saturday.

Mboweni, remembered for his immense contributions to South Africa's economic and political landscape, was honoured by dignitaries, colleagues, and citizens alike for his unwavering service to the country and his ability to connect with people from all walks of life.

“Governor 8 could relate to people from all walks of life. He was an empathetic man. He valued character over pedigree. And he was no cynic. He looked for the good in each person and usually found it,” the President said.

President Ramaphosa noted that while Mboweni was respected by leading economists, business titans, and labour leaders, he remained deeply grounded.

“Yet despite his stature and profile, he never lost the common touch. He had a gift to connect to people. He understood them and he had a way to make people feel special and made them have a sense that they mattered,” the President said.

Mboweni who passed away at the age of 65 last week, served as South Africa’s Minister of Labour in the first democratically elected Cabinet from 1994 to 1999.

Following that, he served as the South African Reserve Bank Governor (SARB) from 1999 to 2009.

His final official position in government was as the Minister of Finance in President Ramaphosa’s administration from 2018 to 2021. He resigned from Parliament on 1 February 2022.

A life well lived

The President praised the former Minister of Finance as one of South Africa's most illustrious sons.
"Our hearts are heavy because of this great loss, but we are also here to celebrate a life well led—a life that is replete with many lessons," President Ramaphosa said.

President Ramaphosa recounted the many facets of Mboweni’s remarkable career, from being affectionately called "Comrade Tito" and "Governor 8" to his roles as South Africa's first black Governor of the SARB and later Minister of Finance.
"He was larger than life because he led such a big life and touched the lives of many people,” he said.

The President recalled the pivotal moment when he asked Mboweni to return to the public service after he had left, to which Mboweni eventually agreed.

“He had already left public service when I knocked on his door asking him if he would return to public service as Minister of Finance. I just said Cde Tito your country needs you to do another tour of service.

“He agonised about giving up the material value he was building for himself and his family. But after a while he came through for the people of South Africa and agreed to serve as Minister of Finance. Tito was a true patriot,” the President said.

Mboweni’s contribution as Minister of Finance was marked by his dedication to fiscal discipline and economic transformation, steering the National Treasury through a challenging period as the country emerged from state capture and faced a global pandemic.

“Tito taught us that public service is noble and necessary; that one can serve with integrity and hold true to the important values, like faith and family. He strongly believed that it was important to give back to the community and country in which one lived.

“He recognised that serving others enriched the servant’s soul. To me he was the shining star that shined brightest in a maze of a dark period in the life of our country we called state capture,” he said.

The President also touched on Mboweni's lighter side, recalling his infamous brown shoes and self-deprecating humour, which belied a career of monumental achievements.

"For Tito, when you hold public office, perception matters," said Ramaphosa, reflecting on the lessons Mboweni taught about humility, leadership, and being of the people.

“Tito Mboweni wasn’t just incorruptible. He wasn’t just an avowed enemy of corruption throughout his life in public office.

“In time we will look back at those social media posts of Tito defending his infamous brown shoes that had seen better days.

“We may then read what was perhaps the deeper, intended meaning: That when you hold public office, when you are entrusted with leadership, you must be of the people. Not standing above them, not looking down on them. For Tito, when you hold public office, perception matters,” the President said.

The President also spoke fondly of their shared passion for trout fly fishing and Mboweni’s lasting legacy as a true servant leader.

“Cde Tito and I shared a deep passion for trout fly fishing and would spend time talking about the skill of casting a line to catch a brown trout and compare that to prudent macro-economic policy management.

“I kept fearing that on Budget Day we would bring a dead trout fish to the National Assembly and talk about it,” the President said. – SAnews.gov.za

Dr Tito Mboweni remembered as a trailblazer

President Cyril Ramaphosa has lauded the late former Minister of Finance Tito Mboweni as a man who understood the assignment, describing him as a trailblazer who has left an enduring legacy in South Africa's public and economic spheres.

The President delivered the eulogy at Mboweni’s Special Official Funeral Category 2 at the Nkowankowa stadium in Limpopo on Saturday.

Mboweni, who was the first Labour Minister in democratic South Africa passed away last week following a short illness at the age of 65.

He was fondly known by names like Comrade Tito, Uncle Tito, erstwhile National Breadwinner, unpaid impresario for Lucky Star and The Duke of Magoebaskloof.

Acknowledging the deep pain of the loss, the President expressed the nation's shared grief with the Mboweni family stating “we are all feeling the pain together with you."

The President spoke movingly about Mboweni’s enduring legacy, describing him as a servant leader whose contributions to South Africa spanned his roles as a freedom fighter, businessman, central banker, and politician.

“Comrade Tito, you understood the assignment. As we bid you farewell my brother, my comrade, my fellow fly fisherman, your legacy is of a successful transformation from a freedom fighter to a businessman, central banker and politician. You were a true servant leader, admired and loved by the people. You delivered on what was required of you,” the President said.

As South Africa's first black Reserve Bank Governor and former Minister of Finance, Mboweni's contributions to economic transformation and fiscal discipline were transformative, President Ramaphosa noted.

“He oversaw the modernisation of the Reserve Bank, introduced inflation targeting, and convened the bank’s first monetary policy committee meetings. He championed economic transformation, just as he championed fiscal discipline and evidence-based policymaking.

“To keep the citizenry abreast on economic policy matters, he introduced a televised monetary policy statement. Later, as Minister of Finance, he undertook one of the most difficult of roles. It requires someone of mettle. It requires an ability to take difficult decisions and to withstand extreme pressure,” the President said.

Mboweni's legacy also extended to his groundbreaking work as the first Minister of Labour, where he played a key role in passing labour laws that restored dignity to workers. The president acknowledged that these policies fundamentally transformed the labour relations landscape in South Africa.

President Ramaphosa fondly recalled Mboweni's use of a potted Aloe Ferox plant during his budget speeches, a symbol of South Africa’s resilience in difficult times.

“We remember how he would dramatically bring a potted Aloe Ferox plant to his Budget speeches to illustrate his approach to fiscal discipline. Through the Aloe Ferox he sought to illustrate that like our country, the Aloe Ferox survives and thrives when times are tough.

“We continue to admire how he always sought to demystify matters of the economy for our citizens. He insisted that government must communicate with the people on how the economic decisions we take impact their lives.”

As Finance Minister, Mboweni faced numerous challenges but remained steadfast in his commitment to pragmatic fiscal management while advancing economic reforms through initiatives like Operation Vulindlela.

Connection with the youth

Mboweni’s remarkable connection with the younger generation was also highlighted, with the President pointing to his popularity on social media and the release of a chart-topping rap song named after him.

“Who, but Uncle Tito, could have a chart-topping rap song titled with his name? Who, but the Duke of Magoebaskloof, could share tips with 1.5 million followers on the best curry powder to cook a chicken with and impart economic education at the same time?” President Ramaphosa remarked.
The President noted that the younger generation, some of whom were his social media followers, “have a delightful phrase: understanding the assignment.”

“Loosely deciphered it means knowing what must be done and doing it well,” he said.

Serving with dedication

The President underscored Mboweni’s dedication to integrity and service, saying that his reputation remained untarnished despite holding high office.

“You acquitted yourself with dignity and with honour in the ANC [African National Congress], in government and beyond. You depart this world with that dignity, that honour and that reputation intact.

“You did not disgrace or betray your movement or the people of this country. You were a credit and an asset to both. This is the most we can hope for as leaders. This is the highest we should aspire to.

“Like Tito, we should strive to be true servant leaders. We should each aspire to do everything that our country asks of us. Fare well, Mkonto. Rest in eternal peace,” the President said. – SAnews.gov.za

Deputy Minister prioritises transformation in sport

The Deputy Minister of Sport, Arts and Culture, Peace Mabe, is using her time in office to drive transformation and gender inequality in sport.

“A key focus for the Deputy Minister has been addressing gender inequality in sport, particularly ensuring equal pay and resource allocation for female athletes,” the Ministry of Sport, Arts and Culture said on Thursday.

Mabe revealed her plans during a media briefing held in Johannesburg with Sport, Arts and Culture Minister Gayton McKenzie to provide a report to the nation on their first 100 days in office following their swearing into office in the Government of National Unity (GNU) on 3 July 2024.

Mabe spoke extensively on her engagements and plans in the ministry, which include driving further transformation within the sporting community; her contributions to the Cricket South Africa Diversity, Equity and Inclusion Indaba; her attendance at the 2024 Paris Olympics and Paralympics, as well as her engagements with global ministers at the International Film Week in Moscow.

“The department is in the final stages of developing a comprehensive Women in Sport Policy Framework, which addresses multiple areas of gender disparity, including participation, leadership, governance and visibility.

"The Deputy Minister has also taken a hands-on approach to supporting women in boxing,” the Ministry said on Thursday.

The Department of Sport, Arts and Culture (DSAC) will soon launch numerous renovation projects for community sporting facilities across the country.

These efforts aim to provide equal access to quality sports infrastructure, beginning with Limpopo province, where the Deputy Minister will be overseeing the handover of upgraded facilities in Moletji and Lephalale in late October 2024.

In the arts sector, Mabe is leading efforts to create an enabling environment for artists, particularly those in underserved communities.

“One of the key outcomes of her discussions was the recognition that civic and multipurpose community centres can be transformed into hubs for artistic expression and economic activity.

“By providing artists with these spaces, the department aims to directly contribute to job creation and economic opportunities within the creative sector.

“The Deputy Minister further touched on the department’s strategic realignment to now embrace public-private partnerships to revitalise critical programmes within the Department and create opportunities for greater participation in sport, arts and culture,” the Ministry said.

A prime example of this was her visit to the Enos Mafokate Equestrian Sport Centre in Soweto, where the Ministry has explored possible upgrades and partnerships to improve the facility.

Mabe has further supported several important initiatives that honour South Africa’s living legends and promote its rich cultural heritage. - SAnews.gov.za

President Ramaphosa to attend to BRICS Summit and domestic fora

President Cyril Ramaphosa is set to participate in several key engagements over the coming weeks, beginning with the BRICS Summit in Kazan, Russia.

Presidential spokesperson Vincent Magwenya confirmed this during a press briefing with media houses to update them on the President’s diary in Cape Town on Wednesday.

President Ramaphosa will attend the BRICS Summit in Russia from Tuesday to Thursday (22- 24 October).

The Russian Federation’s BRICS Chairship in 2024 is under the theme "Strengthening Multilateralism for Just Global Development and Security”.

Magwenya highlighted that South Africa’s participation in the summit is aimed at enhancing the country’s growth and development through its membership in BRICS, focusing on strengthening intra-BRICS relations and fostering mutually beneficial cooperation.

This includes advancing political and security cooperation, financial and economic cooperation, and cultural and people-to-people cooperation.

During its BRICS Presidency this year, Russia indicated that it will focus on "promoting the entire range of partnership and cooperation within the framework of the association on three key tracks – politics and security, the economy and finance, and cultural and humanitarian ties”.

Responding to Questions for Oral Reply in the National Assembly in Parliament, Cape Town in August, President Ramamphosa spoke of the value of the BRICS alliance to advancing Africa’s developmental agenda.

As Chair of BRICS last year, South Africa invited representatives from other African countries to attend the summit hosted in Johannesburg. Forty-six African countries attended, including 20 Heads of State and Government.

Medium Term Budget Policy Statement (MTBPS)

On the domestic front, the President will attend the tabling of the Medium Term Budget Policy Statement (MTBPS).

Finance Minister  Enoch Godongwana is set to table the MTBPS in Parliament on Wednesday, 30 October. The MTBPS outlines the policy framework for the upcoming budget, including government goals, the economic environment, and projected resource availability.

It offers an analysis of the trade-offs and challenges the nation faces in addressing its priorities, providing an important step forward in the national budget process.

“The Medium-Term Budget Policy Statement is an important step forward in the budget process. In keeping with our commitment to open, transparent and cooperative policymaking, it invites the nation to share with Government the important choices to be completed,” Magwenya said.

Visit to Limpopo

Meanwhile, President Ramaphosa is scheduled to visit the Limpopo province on Friday, 1 November, where he will meet with Premier Dr. Phophi Ramathuba and the provincial government executive.

The provincial leadership will present their five-year program which is aligned with the priorities of the seventh administration.

“The meeting will also discuss approaches [to] various service delivery issues including interventions to improve service delivery at local government level,” Magwenya said.

KwaZulu-Natal DDM Oversight Visit

On Thursday, 7 November, the President will meet with KwaZulu-Natal Premier Thami Ntuli and members of the provincial government in Durban.

This meeting will be followed by a District Development Model (DDM) oversight visit to the eThekwini Metropolitan Municipality which includes a Presidential Imbizo on Friday, 8 November.

The visit aims to assess the progress of the Presidential eThekwini Working Group, which was established earlier this year to address service delivery and development challenges in the area.

Last week Cabinet called on residents to join the imbizo and engage their public representatives.

“Cabinet calls on residents of Umgababa and the surrounding areas to join the imbizo and engage their public representatives on solutions to challenges in their community and find ways to improve service delivery,” it said in a statement following its fortnightly meeting.

The imbizo is set to be held at the Umnini Sportsfield in Ward 98.

Cabinet adopted the DDM in August 2019.

The DDM is an integrated planning model for cooperative governance aimed at fast-tracking service delivery. It seeks to ensure that municipalities are adequately supported and resourced to carry out their mandate.

Former Finance Minisiter Tito Mboweni passes on

President Cyril Ramaphosa has paid tribute to former Minister and Governor of the Reserve Bank, Tito Mboweni, following his passing.

Mboweni passed away on Saturday evening following a short illness.

“Given his sense of vitality and energetic and affable engagement with fellow South Africans, Dr Mboweni’s passing at 65 comes as a shock. We have lost a leader and compatriot, who has served our nation as an activist, economic policy innovator and champion of labour rights,” President Ramaphosa said.

Mboweni served as South Africa’s Minister of Labour in the first democratically elected Cabinet from 1994 to 1999. Following that, he served as the South African Reserve Bank Governor from 1999 to 2009.

His final official position in government was as the Minister of Finance in President Ramaphosa’s administration from 2018 to 2021.

Mboweni resigned from Parliament on 1 February 2022.

“As Governor and Finance Minister, he had a sharp focus on fiscal discipline and economic transformation. Tito Mboweni distinguished himself in different strategic roles in the private sector and was a flag bearer in global forums for our economy and developing economies more broadly.

“He conducted himself with expert rigour, while maintaining the personable touch that made him a social media star and ambassador for Modjadjiskloof’s culinary traditions. His passing is a great loss. May his soul rest in peace,” President Ramaphosa said.

The life and times of Mboweni

The youngest of three children, Mboweni was born on 16 March 1959. He grew up in Tzaneen, Limpopo.

He attended the University of the North between 1979 and 1980, where he registered for a Bachelor of Commerce degree. He did not complete his studies there and left South Africa to go into exile in 1980.

While in exile in Lesotho, Mboweni joined the African National Congress (ANC), and was an activist for the party in many capacities.

He obtained a Bachelor of Arts (Hons) in Economics and Political Science from the National University of Lesotho in 1985. In 1988, he obtained a Master of Arts in Development Economics from the University of East Anglia in England.

Prior to his appointment as Minister of Labour, Mboweni was Deputy Head of the Department of Economic Policy in the ANC. He also represented the ANC on several domestic and international platforms.

Mboweni was a member of the ANC's National Executive and National Working Committees, and was also chairperson of the National Executive Committee's Economic Transformation Committee, which coordinated the development of ANC economic policies. – SAnews.gov.za

Police Minister commends SAPS for arresting corrupt cop

Police Minister Senzo Mchunu has commended the outstanding work of the South Police Service (SAPS) following the successful arrest of a 43-year-old Sergeant, after an extensive two-month investigation led by Captain Keshi Mabunda.

Mabunda is renowned for his exceptional work in dismantling insurance fraud syndicates.

The Sergeant in question has been linked to the brutal and senseless murder of six individuals in and around Polokwane, Limpopo.

READ | Limpopo police officer arrested for insurance murders

The victims, who lost their lives under tragic and horrifying circumstances, were part of a calculated and heinous scheme to defraud life and funeral insurance policies amounting to R10 million.

“I want to take this moment to commend Captain Mabunda and his team for their tireless and meticulous work in bringing this rogue officer to justice. Their dedication to the rule of law and the protection of our citizens is an embodiment of the integrity we expect from the SAPS,” said Mchunu, commending the SAPS on their sterling work.

“The nature of these crimes is deeply disturbing, with the victims meeting their ends in various violent ways. Such cruelty and disregard for human life is utterly reprehensible and it is all the more shocking when perpetrated by someone sworn to uphold the law and protect the innocent.

“At the same time, I must strongly condemn, in the clearest possible terms, any acts of corruption, criminality, or betrayal by members of the police service. This arrest serves as a stark reminder that there is no place in the SAPS for officers who abuse their position of authority for personal gain or engage in unlawful conduct.

“Such actions not only harm innocent lives but also erode the trust that the public places in law enforcement. Let me be unequivocal: we will root out corruption and criminality from within the ranks of SAPS. Any police officer found to be involved in crime will be prosecuted to the full extent of the law.

“We will not tolerate such conduct, and we will continue to work tirelessly to restore the public’s confidence in our police service,” he said. – SAnews.gov.za

NPA declines to prosecute in Phala Phala case

The National Prosecuting Authority (NPA) has taken a decision not to prosecute anyone in relation to the Phala Phala case.

The decision was taken by Limpopo Director of Public Prosecutions (DPP), Advocate Mukhali Ivy Thenga.

“This decision follows a comprehensive investigation process that was conducted by the Directorate for Priority Crimes Investigation [DPCI] following a complaint laid by Mr Arthur Fraser with the South African Police Service [SAPS].

“The criminal complaint was registered against the President of the Republic of South Africa, Mr Matamela Cyril Ramaphosa,” the NPA said in a statement.

According to the statement, the decision not to prosecute was taken by Thenga after a “careful assessment of all available evidence presented to the prosecutors by the DPCI”.

“She concluded that there is no reasonable prospect of a successful prosecution based on evidence contained in the docket.

“The DPP made her decision in line with the Prosecution Policy of the NPA, which states that a prosecutor, in deciding whether to institute criminal proceedings against an accused person, must assess whether there is sufficient and admissible evidence to provide a reasonable prospect of a successful prosecution.

“Various factors must be considered when the prosecutor evaluates evidence, notably (i) the strength of the case for the State, (ii) the availability of evidence, (iii) whether the State witnesses are likely to be credible, (iv) the admissibility of evidence, (v) the reliability of evidence, and (vi) the strength of the case for the defence,” the NPA said.

The prosecutorial body explained that a criminal complaint requested an investigation into the “conduct of the President and that of Major General Wally Roode, alleging that it amounted to the commission of money laundering and corruption”.

“The investigations also covered any possible contravention of the lncome Tax Act 58 of 1962 and Exchange Control Regulation 1962. This was subsequent to the break-in and theft of an undisclosed amount of US dollars at Phala Phala Farm, Bela Bela, Limpopo,” the NPA said. – SAnews.gov.za

Over a hundred informal traders to receive equipment

Minister of Small Business Development Stella Ndabeni-Abrahams will on Thursday handover machinery and equipment to 104 business owners in Greater Tzaneen in the Limpopo province.

“This equipment comes from the various programmes offered by the Department of Small Business Development and its agencies. It is from the Asset Assist Programme (AAP), Cooperatives Development Support Programme (CDSP) and the Informal and Micro Enterprise Development (IMEDP),” the Department of Small Business Development said.

Ndabeni-Abrahams will be accompanied by her Deputy Minister, Jane Sithole, during the handover to the beneficiaries of the IMEDP, which is a 100% grant offered to informal traders.

“Their mission is to handover machinery and equipment to business owners from the region. Informal and Micro enterprises have been promised these implements and this is a promise to be kept.

“The AAP is designed to provide Micro-, Small and Medium-sized Enterprises (MSMEs) with essential business assets, financial guidance, and expert advisory services. This initiative is vital for ensuring that small businesses have the tools they need to succeed and contribute to economic growth,” the department said.

The CDSP offers blended financing to eligible cooperatives, combining grants and loans to support activities such as the purchase of machinery, equipment, and infrastructure.

Limpopo police on a manhunt for two alleged rapists

The Burgersfort Family Violence, Child Protection and Sexual Offenses (FCS) Unit has intensified a manhunt for two unknown male suspects who allegedly raped an elderly woman in the Mecklenburg policing area on Monday morning at about 01:00.

It is alleged that the 71-year-old victim was asleep at her residence at Ga-Mashishi village, inside a consultation room, when she heard someone knocking on the window asking for her assistance. The victim is a practising traditional healer.

She then told him that it was late but the suspect forcefully opened the door and entered the house, accompanied by an unknown male.

The duo threatened to kill the elderly woman and dragged her to another room inside the yard and repeatedly raped her. One suspect is said to have left his accomplice with the victim.

The suspect seemingly fell asleep and the victim managed to escape from the room to seek assistance from her neighbours.

The perpetrators managed to flee the scene to evade arrest and the victim was later taken to a local hospital for medical examination.

The Provincial Police Commissioner in Limpopo, Lieutenant General Thembi Hadebe, has strongly condemned the incident and ordered the police to make use of the available resources to search for the suspects and bring them to book.

Anyone with information that can assist with the investigations is urged to contact the Investigating Officer, Constable Mildred Mabotsa, on 083 491 6337. Alternatively, they can call the crime stop number, 08600 10111, or their nearest police station or visit the MySAPSApp. – SAnews.gov.za

SAWS warns of severe thunderstorms in KZN

SAWS warns of severe thunderstorms in KZN

The South African Weather Service (SAWS) has warned of potentially severe thunderstorms over the northwestern parts of KwaZulu-Natal with damaging winds, excessive lightning and hail on Wednesday.

“Scattered showers and thundershowers are expected over the western parts of KwaZulu-Natal, otherwise isolated,” the weather service said on Wednesday.

The impacts of these weather conditions include localised damage to infrastructure, settlements, vehicles, livestock and livelihoods.

SAWS has warned of localised injuries and danger to life due to lightning, as well as power surges due to excessive lightning.

Last week, SAWS encouraged the public to remain vigilant as the upcoming months of October and November could be affected by heatwaves, severe storms and the possibility of damaging winds.

Seasonal Climate Watch

According to the Seasonal Climate Watch, dated October 2024 to February 2025, minimum and maximum temperatures are expected to be mostly above-normal countrywide for the forecast period.

“The El Niño-Southern Oscillation (ENSO) is currently still in a neutral state and is predicted to weaken further. Current predictions indicate the development of a La Niña state during the start of the summer season. However, there is still significant uncertainty in the predictions.

“It is advised to monitor the ENSO system during the start of the summer season, as it may change the rainfall outlook for the summer rainfall regions, if and when the La Niña materialises,” SAWS said.

Current predictions focus on the early- and mid-summer seasons and indicate wetter conditions over the interior of the country.

“The northeastern parts, however, at this stage indicate drier conditions extending through to the mid-summer period. These predictions may change if the ENSO predictions become more certain towards a La Niña state and as such, continued monitoring of future seasonal climate watches are advised.

“The anticipated wetter conditions over the interior of the country during the early- and mid-summer seasons may improve water levels, particularly in regions that receive most of the rainfall in the summer season.

“Drier conditions, coupled with above-normal temperatures in the northeastern parts of the country, are likely to increase water loss and reduce water storage levels through evapotranspiration and drought, among other factors,” SAWS said.

The predicted wetter conditions during early- and mid-summer seasons over the interior of the country are likely to increase the likelihood of flooding in areas with inadequate drainage, posing immediate health risks such as drowning, injuries and hypothermia.

SAWS has encouraged the public to take precautionary measures and follow the guidance of local authorities.

“The forecast indicates nationwide temperatures above the average, heightening the risk of prolonged ultraviolet (UV) exposure, potentially exceeding level 3 on the World Meteorological Organisation's UV Index. This elevated UV exposure could result in a greater incidence of sunburn and other UV-related health issues.

“Moreover, the increased temperatures are expected to heighten pollen levels and heat exposure, enhancing the likelihood of skin and eye allergies, and accelerating the growth of food-borne pathogens.

"This escalation poses a heightened risk of foodborne illnesses. The public is advised to maintain strict food hygiene and adhere to local health guidelines under these conditions,” SAWS said.

Agriculture

Above-normal rainfall is forecasted for the central parts and the southeastern coastal areas of the country during the early and mid-summer seasons.

“This above-normal rainfall forecast for these summer rainfall regions will likely have a positive impact on crop and livestock production. However, below-normal rainfall is expected over most parts of the northeastern areas of the country, including Limpopo, Mpumalanga and the northern parts of KwaZulu-Natal.

“Therefore, it is recommended that the relevant decision-makers advise farmers in these regions to implement soil and water conservation measures, proper water harvesting and storage techniques, establish effective drainage systems, and adopt other appropriate farming practices,” SAWS said. -SANews.gov.za
