Afrobarometer surveys director urges young researchers to empower Africa’s narrative and showcase the continent’s analytical excellence

Location: News
Afrobarometer

“Writing never stops. This is the starting point. Take the lessons that you have learnt here and demonstrate to the world that not only can we produce our own data, but that we are capable of analysing it,” Afrobarometer surveys director Boniface Dulani told up-and-coming researchers at the closing ceremony of the Afrobarometer (https://www.Afrobarometer.org/) Pretoria summer school on Friday.

The three-week training programme equips African scholars with solid skills in research design, survey methodology, and the use of social statistics.  Afrobarometer manages the programme in collaboration with the University of Pretoria's Future Africa, a pan-African research institute pioneering approaches to research and innovation on the continent and beyond.

“One thing that excites me is not only do we have access to the [Afrobarometer] data, but as Africans, we also understand the context from which the data comes,” Dulani added.

In his remarks to the group, Neeraj Mistry, deputy director of Future Africa, said, “In a world of mis- and disinformation, we need solid data and good analysis of it. So we are relying on you to give us the evidence base, to give us real-time analysis from the ground from real people's contributions. That's the kind of evidence that we need in order to make change happen.”

The 19 summer school participants – 50% women – represented 13 countries: Benin, Botswana, Ghana, Kenya, Lesotho, Madagascar, Malawi, Mozambique, Namibia, Nigeria, South Africa, Tanzania, and Uganda.

Reflecting on the summer school experience, David Asante-Darko from the Ghana Center for Democratic Development commented, "The highlight of my Afrobarometer summer school was my exposure to the diverse ways in which Afrobarometer data can be analysed to speak convincingly to African realities.

“As a member of an African community dedicated to the fight against the decline of democracy, it is assuring to have discovered that I have unfettered access to a wealth of credible and unbiased data,” Asante-Darko further noted.

Another participant, Caroline Nakayiza from Uganda, remarked, “As a data collector, I have picked a lot from the summer school. It has been a great journey – I have explored a new country and made new friends and connections.”

After weeks of intense learning, the participants are producing research papers that will feed into Afrobarometer's publications series, advancing the organisation's goal to “let the people have a say!”

Local government should be covered by fulltime beat reporters

Location: News

Local government should be covered by fulltime beat reporters

Local government is an important sphere of government and should be covered by fulltime beat reporters in newsrooms, writes Lakela Kaunda.

Local government is regarded as the most important sphere of government as it is closest to the people. It delivers basic services that people require daily, such as water, electricity, good roads, refuse removal and cutting grass on the verges of roads. It is also at the local government level that people experience the work of government directly. A citizen or resident may never see a Minister until the end of a government term, but they are likely to know the local mayor or councillor.

The local government sphere also bears responsibility for promoting local economic development and to provide a conducive environment for the private sector to thrive and create jobs in the respective municipalities. A dysfunctional or distressed municipality becomes a threat to social cohesion and to economic growth and development. It also becomes an obstacle to the achievement of the apex goal of building a better life for all, especially the poor and the working class, as promised by President Nelson Mandela in 1994.

There are 257 municipalities in South Africa, made up of eight metropolitan, 44 districts and 205 local municipalities.  Essentially, given the country’s wall-to-wall local government system, everyone stays in a ward and every business enterprise is located in a ward. Due to the importance of local government, its work should be reported on consistently and continuously by the media. This should not be done only when there is a crisis, a scandal or major reports of corruption or maladministration in a particular municipality. Consistent reporting on municipal council meetings, analysing council budgets and expenditure, scrutinising and monitoring the delivery of services and infrastructure and covering ward committee meetings contributes to deepening democracy in the country as it promotes oversight and accountability and enhances the media’s watchdog role.

I undertook a research study of the role of mainstream commercial newspapers in deepening democracy in local government, for my public affairs doctoral thesis at Tshwane University of Technology. The study investigated the editorial policies and practices of newspapers and the model used for the coverage of local government, especially whether they had employed fulltime reporters or beat reporters to cover the sphere on an ongoing basis. Beat reporting is the practice of assigning special subjects to reporters for them to exclusively focus on, for example crime, sports, business, politics, or environmental affairs.

The study established that the press contributed meaningfully to deepening democracy through performing a watchdog role exposing corruption, maladministration or service delivery failures. However, this contribution was limited by the fact that local government was not prioritised as a special subject like politics, business or sports. Most newspapers do not have reporters that cover local government exclusively and assign general or political reporters on an ad-hoc basis. The study recommended a new model, the Media Watchdog and Development Model, which elevates local government to a special subject with fulltime reporters. The model also integrates the commercial liberal ideological outlook with the development communication paradigm. This means that the media would not ignore developmental stories such as the need for a bridge or road that would improve the lives of the people in a certain community. They would run such a story alongside a breaking news story which would boost newspaper sales and suit the commercial imperatives.

The beat reporting system is advantageous as it enables follow ups and staying with the story monitoring developments. When a building goes on fire in central Johannesburg every media house descends on the premises. After a few days or even less, the media would have relocated to other stories.  A municipal reporter will stay with the story and provide updates on what has happened to the victims and survivors and whether all the deceased were identified as well as their names. They would scrutinise the discussions in council and subcommittees and keep track of the work being done by relevant municipal departments to eliminate the problem of dangerous and hijacked buildings in the city. The media would therefore play the watchdog and oversight role in a more systematic and institutionalised manner.

The study was also encouraged by the difficulties facing the local government sphere. Marked progress has been made in the transformation of local government and the delivery of services since the dawn of democracy in 1994. This has been outlined in the various studies including the Statistics SA’s 2022 Population Count Census result as released in October 2023 (Statistics SA, 2023 link). The Census indicated that access to basic services had generally shown an upward trend from 2001 to 2022. Over 80% of households in the country had access to piped water, either inside their dwellings or inside their yards. The results also recorded an improvement in refuse removal. There was an increase in households whose refuse was removed at least once a week by a local authority/private service from 52,1% in Census 1996 to 66,3% in Census 2022. Electricity access has also expanded with more than 90% of households having access to electricity for lighting. This is a marked increase from the 58% recorded in 1996.

However, the Auditor-General of South Africa (AGSA) releases annual audit reports which indicate poor governance, financial management and administration by municipalities, the point at which the services must be delivered. In the 2019/20 local government audit report, the AGSA announced that only 27 municipalities obtained clean audit outcomes, with only 28% being able to submit quality financial statements for audit purposes. The 2021/22 Municipal Audit Report described the local government sphere as characterised by accountability and service delivery failures, poor governance, weak institutional capacity and instability.

Municipal beat reporting is not only about bad news. It is also about reporting on positive developments in communities such as sporting and education achievements, entrepreneurial activities or work that build communities and which encourages community participation in improving the quality of life. In this way, the poor would not only feature in newspapers when there are violent protests in their residential areas or when they are victims of disasters.  A key benefit for journalism is that local government beat reporting would develop a corps of expert reporters who understand the intricacies of local government, which is a highly legislated and regulated sphere.

An obstacle to beat journalism for local government could be the commercial constraints facing print media. The business model has changed. Scores of readers are migrating online and obtain their stories and updates from social media sources. Online giants such as Facebook or Google also provide stiff competition and grab the advertising spend.  The effect of COVID-19 on the print media was also severe as newspapers faced both an advertising and circulation decrease which led to the closure of some newspapers and magazines as well as job losses. The South African National Editors Forum produced a report on the impact of COVID-19 on the media which outlines the devastation.

Commercial constraints notwithstanding, nothing can take the place of having informed journalists who focus on a particular beat and develop sources and expertise in a particular field. This is currently the case for the sports, politics and business beats. Local government should be elevated to the same level.

*Dr Lakela Kaunda is a former newspaper editor and government communication executive and is currently a deputy director-general in a national government department.

White Paper on electric vehicles released

Location: News

White Paper on electric vehicles released

Trade, Industry and Competition Minister Ebrahim Patel has released a White Paper that outlines a comprehensive electric vehicle (EV) roadmap for South Africa and the structure of a suite of policy interventions tailored to the automotive industry.

“It is a product of constructive engagement with stakeholders, including within government, industry and labour, to chart a viable and sustainable transition path for the industry,” Patel said on Monday.

At a media briefing in Pretoria, Patel said the primary goal of the White Paper is to set a course to transition the auto industry from primarily producing Internal Combustion Engine (ICE) vehicles to a dual platform that includes EVs in the production and consumption mix, alongside ICE vehicles in South Africa by 2035.

“This vision is aligned with the foundational objectives outlined in the SAAM, a strategic framework implemented from 2021 to shape the nation's automotive industry,” Patel said.

Patel explained that it also aligns with changing demand in export markets and South Africa’s commitment to reducing greenhouse gases.

“The compelling reasons behind this transition are numerous. Foremost is the urgent need to reduce greenhouse gas emissions and combat climate change. Additionally, we recognise the pivotal role the automotive industry plays in South Africa's economy, as a major employer and a driver of economic growth.

“This White Paper presents a comprehensive, coordinated approach to the transition to minimise the perils of an uncoordinated transition. It draws on extensive international and domestic research and consultations, spanning from 2019 to 2023.

“It is grounded in the principle that decarbonisation should not lead to de-industrialisation but rather be leveraged for growth, deepening the automotive value chain, fostering growth of the local industry, and ensuring the transition aligns with economic priorities,” Patel said.

Patel said successful management of the transition is a pro-growth and pro-investment strategy.

“The success of the transition requires all stakeholders to continue to work collaboratively to navigate this challenging transition and transform it into an opportunity for growth, sustainability, and economic vitality,” the Minister said.

Patel said South Africa could see the first electric vehicles as early as by 2026.

Last week, Cabinet approved the White Paper on EVs to ensure that South Africa becomes part of the global shift from internal combustion engines to new technology vehicles.

Addressing the Post Cabinet briefing last Thursday, Minister in the Presidency Khumbudzo Ntshavheni said the policy supports investments in the development and expansion of new and existing manufacturing plants to support the production of electric vehicles in the country.

“South Africa’s automobile industry plays a critical role in economic growth and supports thousands of jobs, and the country is also endowed with mineral resources that position it to become a key and strategic player in EV value chains,” the Minister said.

The White Paper is the culmination of substantial research and engagement over the last number of years and follows the publication of a Green Paper in 2021, extensive industry consultation (assemblers, component makers and organised labour), consideration of public comments, all of which helped to shape the policy actions to be taken.

Patel also highlighted the Green Paper on the advancement of new electric vehicles and battery-electric vehicles in South Africa. The draft Green Paper seeks to develop a framework upon which a comprehensive and long-term automotive industry transformation policy on new EVs can be developed. – SAnews.gov.za

Our position to tackle climate action must leave no one behind – President

Location: News

Our plan to tackle climate action must leave no one behind – President

As the country grapples with an energy crisis, President Cyril Ramaphosa has used the United Nations Climate Change Conference in Dubai, known as COP28, to emphasise that the nation's transition towards equitable energy will align closely with South Africa’s developmental objectives.

In his weekly newsletter on Monday, the President said in pursuing a measured, realistic and sustainable transition towards a low-carbon economy and society, the foremost priority is to secure the future of all South Africans and that no one is left behind.

“As a country in the midst of an energy crisis, we were clear at COP28 that the pace of our just energy transition will be guided by our developmental priorities. Our JET Implementation Plan makes it clear that we can take effective action against climate change while pursuing energy security for all our people.

“Even as we confront several challenges, we are clear about the path we must take to tackle climate change and protect our country from its effects,” the President said.

The President attended the United Nations Climate Change Conference where important decisions taken so far will affect the future of the planet.

He said the discussions at COP28 have significant implications for South Africa and its people.

The President added that the impact of climate change is a measurable reality in South Africa, with poor, rural communities in particular bearing the brunt.

The overriding message the country took to COP28 is that climate commitments will be implemented in a manner that both addresses the current energy crisis and strengthens efforts to reduce poverty and unemployment.

The country’s JET Implementation Plan focuses on expanding investment in transmission networks, investment in new energy vehicles and harnessing the potential of the green hydrogen economy.

“Decarbonising our energy sector has become even more urgent in the face of carbon border taxes and other measures being taken by developed economies in the name of fighting climate change.

“These measures are going to hurt many countries with developing economies, making their exports less competitive and making them bear the economic burden of climate action. It is for these reasons that the South African delegation to COP28 spoke out against these unilateral actions,” President Ramaphosa said.

The President said the country already has sustainable, measurable and science-driven programmes in place to adapt to and mitigate the effects of climate change. These include a successful renewable energy procurement programme, biodiversity and conservation management, air quality management, as well as successful natural resource management programmes such as Working on Fire, Working for the Coast and Working for Water.

“But if we are to implement these and the other actions outlined in the JET Investment Plan we – like all other developing economies – will require massive financial support from those countries whose development has been the primary cause of climate change.

“The countries that have contributed most to global warming must support those countries that now bear the brunt of its effects,” the President said.

South Africa expressed its concern that developed economies are still not meeting their obligations to support developing countries with the finance, technology and capacity building needed for effective climate actions.

He said the funding that has been channelled through entities like the Green Climate Fund and Adaptation Fund has been negligible.

“The operationalisation at COP28 of a fund to help vulnerable countries with loss and damage caused by climate change is a step in the right direction, but it will need substantial funding if it is to fulfil its purpose.

“For the transition to lower carbon economies to be just, affected communities cannot live on promises. Workers and communities currently dependent on coal and other fossil fuel industries need viable alternative livelihoods,” the President said.

The plan, which he announced at COP27 last year, outlines the path towards reducing the carbon emissions of the energy sector, which is the largest contributor towards South Africa’s total greenhouse gas emissions.

The plan focuses on investment in electricity infrastructure, new energy vehicles, green hydrogen, skills development and municipal electricity distribution.

“It emphasises that this transition must be underpinned by engagement and in partnership with workers, communities, business and civil society. Importantly, the plan also includes interventions to support affected communities, notably in Mpumalanga, where most of our country’s coal-fired power stations are located,” he said.

While in Dubai, the President visited the South Africa pavilion where he was shown a striking artwork called the Umlibo tapestry which was made by a group of rural women from Hamburg in the Eastern Cape. - SAnews.gov.za

Lighting the Way Against Gender-Based Violence: inDrive and Partners Illuminate Khayelitsha with Solar Lights

Location: News
inDrive

In a significant stride towards combating gender-based violence, the "Layita Khayelitsha" campaign is set to illuminate the streets of Cape Town's Khayelitsha township. This groundbreaking initiative, spearheaded by inDrive (www.inDrive.com) in collaboration with the local NGO Light UP, focuses on installing solar street lights across the community. Timed to launch in alignment with the International Day for the Elimination of Violence against Women on November 25, the campaign marks a pivotal moment in the fight against one of the most pressing social issues of our time.

The project's commencement during the 16 Days of Activism against Gender-Based Violence is more than symbolic; it represents a beacon of hope for the residents of Khayelitsha, an area burdened with high rates of gender-based violence. The installation of solar street lights is a concrete measure to enhance the safety and security of the community, shedding both literal and metaphorical light on a global challenge. This initiative underscores the commitment of inDrive and its partners to empower and protect vulnerable populations, casting a spotlight on the crucial need for such interventions worldwide.

Adding a unique twist to the campaign, inDrive has partnered with popular Amapiano singer Khanyisa Jacen as well as producers Beats Slide and Sbuda Maleather. Streaming her song “Layita Khayelitsha” on platforms such as Spotify, YouTube, and Apple Music will directly contribute to the lighting project. For every 2000 streams of the track, one solar light will be installed, aiming for a total of 50 street lights.

Khanyisa Jaceni, whose name means 'to light up', is at the heart of this campaign. Her connection to the local culture and popularity in South African townships make her a powerful voice for this cause, ensuring the message of “Layita Khayelitsha” reaches and resonates with its target audience.

The goal is to install and maintain 50 advanced solar lights by February 2024, focusing on key areas in the township. This initiative will not only improve safety in public spaces but also create local employment opportunities for those who will be installing the lights and maintaining them for the coming years.

Since its launch in South Africa in 2019, inDrive has been actively involved in community development. With operations in nine cities, the company is dedicated to innovative solutions that address local challenges and promote safety.

“inDrive's mission to combat societal challenges in areas where it operates is exemplified by 'Layita Khayelitsha'. This crucial initiative demonstrates the power of collaborative efforts to create meaningful change in underprivileged communities, as well as the importance of empowering citizens as active participants for social change. It serves as a symbol of hope not only for Khayelitsha but also for other townships across South Africa, it offers a sustainable approach to improving community wellbeing and safety.” said Vincent Lilane, Business Development Representative for inDrive Southern Africa.

South Africa's Blitzboks overcame a spirited Argentina 12-7 to lift their fifth straight Emirates Dubai 7s trophy – equaling the record for successive titles at a single location. Although Argentina had to settle for silver it represented their best ever result in Dubai.

The women's final was another epic encounter between the top two teams in the world. In a replay of last years final, Australia overcame their arch rivals 26-19 to end New Zealand's winning run on 41 matches, which spanned since their loss in the Dubai final last year.

Teagan Levi touched down either side of halftime as Australia ended New Zealand's 41-match winning streak to claim their fourth consecutive title in Dubai, as the HSBC SVNS 2024 got off to an electric start.

Not to be overshadowed by her younger sister, Maddison Levi broke her own tournament try record, her 12th try of the weekend in the 13th minute was the decisive one.

The match kicked off at an astonishing speed – and did not let up. Bienne Tarita scored the opening try with just 23 seconds on the clock to set Australia on the road to the title in the 23rd final meeting between the two sides.

But the Black Ferns Sevens made it difficult for the champions. Jorja Miller touched down twice in the first five minutes en route to a hat-trick in a losing cause, before Maddison Levi settled the tournament in the closing minutes.

Australia's captain Charlotte Caslick had only praise for the younger Levi. “She's unbelievable. She's had an amazing pre-season so we're all just getting to see the hard work that she's done this year.”

And she explained the game plan for becoming the first team to beat New Zealand since last year's final in Dubai: “We wanted to hold the ball as much as possible because we know when they touch it they're dangerous. That was key for us – restarts and holding on to the ball.

“We love coming to Dubai, we love the fans here, playing in front of you guys. It's a great team and we're so proud of them. We worked really hard for this, so it's really special for us.”

New Zealand's passage to the final saw them beat Brazil 26-14 in the quarter-final before overcoming Canada 21-19 in a nail-biting finish the an exhilarating match.

Australia began the day with a convincing 32-5 quarter-final win over USA before running out 21-14 winners over France in a high quality semi-final.

Canada missed out on their first medal since winning silver in Sydney in 2020 as they were well beaten 26-5 by France who claimed the bronze medal and put in a strong performance throughout the weekend with the returning Anne-Cécile Ciofani contributing to building excitement ahead of the Olympic Games in Paris next July.

The men's final was a tense affair as South Africa narrowly overcame Argentina 12-7. Impi Visser had already crossed for the Blitzboks when Shilton van Wyk, player of the final in 2022, went over in the fifth minute to take the score to 12-0.

Argentina's Matias Osadczuk cut the deficit to five points early in the second half, after Ryan Oosthuizen was yellow carded for a dangerous tackle.

Rosko Specman came within inches of a spectacular score, but lost the ball – and ploughed into a steward – in the corner, as South Africa held off the Argentinian fightback.

With the series heading to South Africa next week, their run to the title in Dubai could not have come at a better time. Fans will be hoping they can go back to back in Cape Town next weekend.

South Africa's acting head coach Philip Snyman hailed his squad's, "amazing performances throughout the weekend".

“We said we wanted to leave everything on the field,” he said. “It doesn't matter what happens with the result – we want to look each other in the eye and have smiles on our faces. Even with the yellow card tonight, they really played each other, they played for their jersey and they restored the pride in the Springbok Sevens jersey.”

South Africa started the day strongly with a 24-7 quarter-final defeat of Australia, before overcoming Fiji 14-7 in an intense semi-final.

Argentina overcame Samoa 21-14 in the quarter-final before narrowly beating New Zealand's All Blacks Sevens 21-19 in a pulsating semi-final.

New Zealand recovered from the disappointment of their semi-final defeat to take home the bronze medals with a 17-12 victory over Fiji.

The pool draw for the next round of HSBC SVNS in Cape Town on 9-10 December took place on the pitch in Dubai following the end of play and produced some exciting match-ups as fans can now look ahead and get excited to welcoming world class rugby sevens back to the Mother City.
