“The creativity and imagination of the South African designers, artists, producers, writers, and performers are continuing to shine the light on the global stage and driving the growth of our creative economy,” Kodwa said on Tuesday in Pretoria.

The Department of Sport, Arts and Culture intends to confer South African Creative Arts Awards (SACA) annually in appreciation of the outstanding contributions to the creative sector.

“This is another way in which government is developing a participatory cultural platform by supporting artists and arts and culture initiatives, as essential elements to stimulate the growth of the country’s creative economy.

“These are creatives from across cultural domains that push the boundaries of their creative ability and show devotion to excellence with uncompromising quality, ground-breaking creativity and relentless innovation that defines those that are outstanding from the best.

“The South African Creative Arts Awards are for creatives from across cultural domains who push boundaries of their creative ability and show devotion to excellence,” the Minister said.

The launch date for the SACA will be announced in due course.

The event was initially scheduled to take place in Sri Lanka, however, the ICC Board decided to move this tournament from Sri Lanka and awarded it to South Africa.

“The move was taken as a consequence of the ICC provisionally suspending Sri Lanka Cricket due to extensive government interference in the board's administration. Sixteen countries are expected to participate. No government funding is required. The International Cricket Council and Cricket South Africa will provide funding for the tournament,” Kodwa said.

The event will take place at the following venues:

  • Buffalo Park Cricket Stadium, East London

Evaluation visits took place in these three countries at the beginning of October 2023,” the Minister said. – SAnews.gov.za

African Development Bank Group (AfDB)

The U.S. Commercial Service and the African Development Bank (www.AfDB.org) have announced a new strategic collaboration in a move to drive digital transformation across Africa.

Unveiled on the sidelines of the Africa Tech Festival held in Cape Town, South Africa, this collaboration paves the way for a series of dialogues on how U.S. digital innovation can support development goals across Africa.

The discussions will focus on key themes such as embracing new technologies, improving internet access, enhancing skills, and creating a regulatory environment conducive to innovation. Both parties will explore how African governments can collaborate with American technology firms to grow their economies and how U.S. businesses can tap into new opportunities in Africa's emerging markets.

Ashley Ndir, senior U.S. Commercial Liaison to the African Development Bank, emphasized, "We are at a turning point in Africa's technological advancement. By bridging insights from the U.S. private sector with Africa's vibrant markets, we aim to drive innovation and economic growth. This partnership is a testament to that mission."

Head of ICT Operations Nicholas Williams from the African Development Bank said, "Africa has made significant investments in pivotal infrastructure and policy enhancements to create an innovative digital economy.  As Africa's premier development finance institution, the African Development Bank will help push Africa's digital boundaries even further by forging strategic relations, building on historical investments and, more importantly, tapping into the energy of our young population, who are digital natives. We value the insights that the U.S. private sector may bring."

The initiative builds on the African Development Bank's $2 billion investment in digital infrastructure, which includes regional and national broadband development, creating favourable policy environments for private sector investments, scaling digital skills, and nurturing innovative enterprises. The Bank's efforts have reduced the cost of internet access, enhanced digital literacy, and fostered a conducive business and policy environment. It will also benefit from the U.S. Commercial Service's experience in fostering international trade. This collaboration promises to champion the digital transformation in Africa, aiming for a future where technology empowers growth and prosperity. With this partnership, both the U.S. Commercial Service and the African Development Bank reaffirm their commitment to not only elevate digital capabilities in Africa but also to ensure that the continent's potential is fully realized in the digital era.

Men and boys can crash the cycle of violence – President Ramaphosa

Location: News

Men and boys can break the cycle of violence – President Ramaphosa

As the country marks the start of the 16 Days of Activism for No Violence against Women and Children campaign, President Cyril Ramaphosa believes that men and boys can break the cycle of violence.

In his weekly newsletter to the nation, the President said the country marks the start of this campaign in the shadow of a terrible crime.

The President recalled that earlier this month images were circulated on social media of a young male student stabbing his partner, also a student, on the campus of the Peninsula University of Technology.

“The fact that the attack happened in broad daylight and in full view of the public, shows that some perpetrators of gender-based violence seemingly do not even care if there are witnesses to their crimes, nor do they fear apprehension.

“I commend the students who tried to intervene even as they were threatened, as well as those who stepped in as the alleged perpetrator was being attacked by a crowd. It is significant that other male students attempted to ward off the attacker of the young female student,” the President said.

President Ramaphosa said that one of the reasons gender-based violence continues is that there is a culture of ambivalence among men who see crimes against women and children as a ‘private matter’ or a ‘family matter’.

He added that in most cases of gender-based violence, including domestic abuse and sexual violence, the attacker is known to the victim.

3rd Men’s Conference on Positive Masculinity

The President said it is fitting that the African Union (AU) will convene the 3rd Men’s Conference on Positive Masculinity in Pretoria this week, which will call on men to reject toxic displays of masculinity.

South Africa is co-hosting the conference with the AU Chair and President of the Comoros, Azali Assoumani. The inaugural conference was held in Kinshasa in the Democratic Republic of Congo in 2021 and the second one was held in Dakar, Senegal, in 2022.

“For the AU, as it is for our own country, ending gender-based violence is a priority. Discussions are currently underway on the content of an African Convention to End Violence Against Women and Girls, executing a decision of the African Union Summit earlier this year.

“Once adopted, the convention will be the first continental legal instrument for the prevention and elimination of all forms of violence against women and girls,” he said.

South Africa is a part of the AU Circle of Champions which is an association of African Heads of State who have committed to implementing programmes at national and continental levels that promote positive masculinity and encourages more men and boys to be part of the fight against gender-based violence.

“We have long maintained that interventions aimed at eradicating gender-based violence in our society must focus on prevention.

“If we are to raise a nation of men who are positive role models, who take care of their families, who exhibit positive masculinity and who would not countenance hurting a woman or a girl, we must work with young men,” he said.

South Africa adopted a national strategy to combat gender-based violence. One of the pillars of the National Strategic Plan to Combat Gender-Based Violence and Femicide deals with prevention.

Government, he said, has been engaging with civil society, academia and researchers, traditional leaders, youth organisations, the faith community and the private sector on the issue of prevention.

He further highlighted that a number of initiatives are underway across a range of sectors that are providing space for young and older men to discuss notions of masculinity.

“Men are called on to critically consider their own prejudices, preconceptions and chauvinisms that abet gender-based violence,” he said.

A number of government departments have interventions in place that are focused on promoting positive masculinity through dialogues, workshops, awareness-raising campaigns, psychosocial support and behavioural change programmes.

In August this year, the President was part of the Presidential Young Men and Boys’ Indaba in Soweto where he had the opportunity to talk with a group of young men as part of the ‘What about the Boys’ initiative.

The aim of this programme is to get young men to open up in a safe space about their own experiences with masculinity and how this impacts their own attitudes to gender-based violence.

“Speaking to them, I acknowledged that young men in South Africa today face a lot of pressures that affect their attitudes to women and girls. These include the lack of positive male role models, absentee fathers, vulnerability to recruitment by criminals, pressure to drop out of school and earn a living, and pressure to become sexually active before they are ready to,” he said.

The President said the AU Men’s Conference aims to advocate for more initiatives and dialogues where young men and boys can talk about these issues among their peers.

“We need to inculcate a mindset that sees young men as part of the solution, and not just the problem. While men are the main perpetrators of violence against women and children, men must also be at the forefront of bringing about a new society that respects the equal rights of women and girls, where gender-based violence has no place,”  the President said.

President Ramaphosa said he is confident that the conference will raise the profile of prevention efforts in South Africa and in Africa, and that its outcomes will galvanise men and boys to play a greater role in breaking the cycle of violence. – SAnews.gov.za

Survey shows decrease in those living with HIV in SA

Location: News

Survey shows decrease in those living with HIV in SA

A new survey has found that the percentage of people living with the HIV virus in South Africa has decreased from 14% in 2017 to 12.7% in 2022.

This translates, according to the latest data, to about 7.8 million people living with HIV in South Africa in 2022 compared to 7.9 million in 2017.

This key finding is contained in the sixth South African National HIV Prevalence, Incidence, and Behaviour (SABSSM VI) survey released on Monday by the Human Sciences Research Council (HSRC).

The survey highlights the progress toward ending HIV in South Africa, which remains the epicentre of the HIV endemic in the world.

The HSRC’s Divisional Executive of the Public Health, Societies, and Belonging Division, Professor Khangelani Zuma, said several factors contribute to HIV prevalence.

“These factors include fewer people getting infected with HIV, more children born HIV-negative, AIDS-related mortality, and people aging and dying from natural causes,” Zuma, who is also the survey’s principal investigator explained.

In addition, he said the increase in the population of the birth of HIV-negative babies would also increase the denominator of HIV-negative people in the country.

“The epidemic curve also shows an aging population of people living with HIV who are living longer as the epidemic stabilises,” he added.

In addition, the 2022 survey shows significant progress toward the Joint United Nations Programme on HIV and AIDS (UNAIDS) 95-95-95 targets.

UNAIDS envisions that by 2025, 95% of all people living with HIV have to be aware of their HIV status, 95% of those aware of their status to be on antiretroviral treatment (ART), and 95% of those on treatment to achieve viral load suppression.

Meanwhile, the survey indicated that among those aged 15 and older living with HIV in South Africa in 2022, 90% were aware of their status, 91% of those aware of their status were on ART and 94% of those on ART were virally suppressed.

“This is an improvement compared to 2017 when the UNAIDS target was 90-90-90 but South Africa achieved 85%-71%-87%.”

This is attributed to the change in treatment guidelines in 2016, which made provision for treatment to be given to everyone requiring HIV treatment immediately regardless of their clinical status, which previously needed to include a CD4 count below 500 cells/mm3.

The data also revealed that 81% of people aged 15 and older living with HIV were virally suppressed in 2022 compared to 62% in 2017.

Viral suppression, the HSRC noted, was higher (83%) among women when compared to men (79%) and lower (70%) among younger adults aged 15 to 24.

The lowest percentage of viral load suppression (66%) was among men aged between 25 and 34.

According to the survey, half of all young men aged between 15 and 24 were medically circumcised compared to 43% in 2017.

“This is an important achievement as studies have shown that male circumcision can reduce the risk of heterosexual HIV transmission by approximately 60%.”

Gaps

While the research indicates that progress has been made, the survey also shows gaps that remain in addressing the HIV epidemic in South Africa.

The impact of the HIV epidemic in South Africa is unequal across geographic regions and populations, particularly affecting black Africans, women, and young people.

HIV prevalence varied geographically, ranging from 8% in the Western Cape to 22% in KwaZulu-Natal among the 15-year-olds and older.

Furthermore, HIV prevalence was nearly twice as high among women (20%) compared to men (12%).

By race, HIV prevalence was the highest among black Africans (20%), followed by Coloureds (5%), and lowest among Whites and Indians/Asians (1% each).

“The most pronounced differences in HIV prevalence by sex were seen among younger populations, which calls for focused interventions,” Zuma explained.

Among females, HIV prevalence was highest in ages 35 to 39 to years at 34.2%, whereas among males, HIV prevalence was highest in ages 45 to 49 years at 27.1%.

Compared to males, HIV prevalence was approximately two-fold higher in females aged 15 to 19 (5.7% versus 3.1%), and 20 to 24 years (8% versus 4%), and three-fold higher in females aged 25 to 29 (19.5% versus 6.3%).

SABSSM VI is a large cross-sectional, population-based household survey conducted from January 2022 to April 2023.

The survey marks 20 years, with the first survey commissioned and funded by former President Nelson Mandela through his Foundation in 2001. – SAnews.gov.za

All systems fade for KZN vehicle licence numbering system rollout

Location: News

All systems go for KZN vehicle licence numbering system rollout

The KwaZulu-Natal Department of Transport is confident with the state of readiness for the rollout of the new vehicle licence numbering system for the province, which will commence on 1 December 2023.

The department said in the new system, the number plates will not depict the towns and demarcation, but will instead have a continuous numbering system, and all registration numbers issued in the province will be depicted as “ZN”.

The department said the changes to the new license numbering system are prompted by the fact that some of the towns have run out of numbers.

“The operationalisation and commencement of the new numbering system also follows a number of consultations with various stakeholders, including the Road Traffic Management Corporation (RTMC), South African Bureau of Standards (SABS), and manufactures of blank number plates.

The security features will also assist in the fight against crime.

“The department has tested the ENaTIS (Electronic National Administration Traffic Information System) system and can confirm that the system is now able to activate the new numbering system, supported by RTMC,” the department said.

As part of the process, the department said the final gazette is expected to be published on 30 November 2023.

The gazette has incorporated inputs and views from various stakeholders and the public since the issuing of the first gazette early in November 2023.

The provincial Motor Licensing Bureaus (MLBs) and Road Traffic Information (RTI) will from Tuesday, attend a workshop on changes brought about by the system and its requirements.

The department said registering authorities in the province will also be provided with ongoing support to ensure that the implementation is with limited challenges, if any at all.

“The first phase of the new numbering will cater for the registration of new motor vehicles, re-registration of vehicles to new owners, stolen vehicles that are recovered and re-licenced onto the owner’s name and government vehicles. The first phase will commence from 1 December 2023 to 28 February 2024.

“The second phase will commence on 1 March 2024 catering for all vehicle owners to migrate from the current system to a new system. Throughout the 24-month implementation period, motorists will be given 21 months, starting from 1 March 2024, to voluntary migrate to the new system, after which it will be mandatory,” the department explained. – SAnews.gov.za

Government committed to ending GBV

Government committed to ending GBV

Deputy President Paul Mashatile has reiterated that government remains committed to work aimed at eradicating the scourge of gender-based violence and femicide (GBVF).

“We will not rest until our communities are safe for all, especially women and girls. We must report and condemn the perpetrators who reside within our communities,” the Deputy President said on Saturday.

Mashatile presided over the launch of the 16 Days of Activism for No Violence Against Women and Children campaign for 2023 at Nsikazi Stadium in Gutshwa, Mpumalanga.

The 16 Days of Activism for No Violence against Women and Children campaign this year will be commemorated under the theme: “Accelerating Actions to end Gender-Based Violence and Femicide: Leaving No One Behind”.

This is a call to action to raise awareness about the devastating impact that gender-based violence and femicide (GBVF) has on women, children and the entire social fabric.

“Since the dawn of democracy, this government has consistently shown commitment to addressing GBV by implementing legislative, policy and other measures to advance equality and empowerment for women, children, and people with disabilities.

“Recently, we passed six pieces of legislation related to gender-based violence and femicide, and the ongoing implementation costing exercise underscores our commitment to ending GBVF,” Mashatile said.

He mentioned that one significant milestone is the recent assent of President Cyril Ramaphosa to crucial legislative reforms, which include the Criminal Law (Sexual Offences and Related Matters) Amendment Act Amendment Bill, the Criminal and Related Matters Amendment Bill, and the Domestic Violence Amendment Bill.

“This month marks a historic milestone with the passing of the National Council on Gender-Based Violence and Femicide Bill by the National Assembly. The establishment of the National Council on Gender-Based Violence and Femicide, underpinned by this robust legislative framework, is an urgent and critical task.

“In addition, we have established and capacitated the Rapid Response Teams (RRTs) at provincial and local levels to end the pandemic. This includes the development of the Comprehensive National Gender-Based Violence and Femicide Prevention and the Integrated Femicide Strategic Frameworks, which signal a holistic approach to turning the gender-based violence tide,” Mashatile said.

The Deputy President noted the National School of Government's effort to impart knowledge through a dedicated online course covering gender mainstreaming and gender-responsive planning and budgeting, which exemplifies government's commitment to mainstreaming women's and girls’ priorities.

“The existence of the Intersectional Shelter Policy, the Psycho-Social Support Services (PSSS) Policy, and the Gender-Based Violence Command Centre, which is a 24-hour helpline, demonstrates our resolve to provide essential services and support to survivors.

“Provinces are identifying and refurbishing underutilised buildings for shelters and interim housing. The Thuthuzela Care Centres (TCCs) are being expanded, with three new centres established. Our initiatives primarily focus on bolstering women’s economic empowerment across diverse sectors,” Mashatile said.

He recognised efforts by the South African Police Service (SAPS) in combatting GBV and femicide.

“The recent identification and takedown of 27 sexual predators in the country and the recent sentencing of Mario Giusti to 6 400 years in jail after being found guilty of more than 1 000 charges of child pornography is a step in the right direction.

“Witnessing such law enforcement actions is encouraging, and we hope to observe further arrests of this nature in the future,” Mashatile said.

He called on government, communities and civil society to act on the widespread prejudice against the LGBTQIA+ community and the apathy that allows the victims to be "invisible" and denied basic human rights.

“Moreover, we must understand that sexual violence is not only about sexism. A woman can perpetrate against a man, a man can perpetrate against a woman, and it can happen between same-sex couples as well.

“Today, we must recommit ourselves to ending violence against women and children. We have the ability to shape a future in which women and children are safe and their rights are respected.

“I urge men in our communities to be role models to young boys. Remember, boys are born, and men are made. As men, we can help develop men in our society who respect women; men who do not see women as objects; men who recognise the equality of women,” he said.

The Deputy President also urged traditional leaders to intensify their role as community leaders against unfair inheritance practices and GBVF.

“As custodians of our culture, customs and origin, you must say no to cultural practices that are harmful to women and children, such as ukuthwala, child muthi killings, witchcraft burning, and many other practices.

“Let us join together, leaving no one behind, as a community to accelerate actions to end gender-based violence and femicide,” Mashatile said. – SAnews.gov.za

Have your say on Scrap Metal Policy

The Department of Trade, Industry and Competition (the dtic) has published a request for comments from interested parties on key aspects of the Scrap Metals Policy.

These aspects include:

  • the proposal to extend the temporary prohibition of the export of certain ferrous and non-ferrous waste and scrap metal;
  • the extension of the temporary suspension of the Price Preference System insofar as it relates to certain ferrous and non-ferrous waste and scrap Metal;
  • a further restriction on the export of copper semi-finished products, and
  • temporary prohibition of the export of used or second hand rails and subject rails to Export Control.

On 15 June 2023, a trade policy directive and notice were published that ferrous and non-ferrous waste and scrap metal may not be exported from South Africa for six months from June to December 2023.

In addition, the International Trade Administration Commission of South Africa (ITAC) suspended the operation of the Price Preference System for the exportation of ferrous and non-ferrous waste and scrap metal for the same period.

The trade directive and notice forms part of Phase 1 of the Policy Implementation Actions on Measures to Restrict and Regulate Trade in Ferrous and Non Ferrous Metals Waste, Scrap and Semi-Finished Ferrous and Non Ferrous Metal Products to Limit Damage to Infrastructure and the Economy published in Government Gazette No. 47627.

Last year Cabinet considered and approved a comprehensive package of measures to address damage to public infrastructure and the economy by restricting the trade of waste scrap and semi processed metals.
