Inter-faith community called on to encourage crime afflicted communities

Location: News

Inter-faith community called on to help crime afflicted communities

KwaZulu-Natal Premier, Nomusa Dube-Ncube, has reiterated the call to the inter-faith community to continue praying for all communities afflicted by crime, gender-based violence and femicide (GBVF), rape and murder.

“It is my view that crime prevention cannot be left to be the responsibility of government alone. Let us all hold hands and work together,” Dube-Ncube said.

Dube-Ncube made the call during the Provincial Youth Committee Gospel Arts and Culture Competition, held in Mthwalume, South Coast on Sunday. Participants in the competition showcased their talents and competitive spirit in gospel music, arts and culture.

The Premier said violence meted out against women in particular, is a shame and is a threat to all social cohesion and nation-building efforts.

“Today’s event reminds us that our communities are plagued by the scourge of GBVF and Crime in general. Crime here in the Mthwalume area in recent years and GBVF in particular has been a major worry.

“While the Minister of Police, Bheki Cele has assured me that the crimes of murder especially GBVF are being attended to, I urge the community to work closely with the SAPS [South African Police Service] to do everything to address all the sources of crime in this area and in the rest of the province,” she said.

The Premier said the advent of the Fourth Industrial Revolution (4IR), places power in the hands of artists.

“With access to technology artists can now interact directly with their audience, create songs and post to all streaming platforms without the help of a manager or record label. This can take place whether you are Johannesburg or New York or even in a backroom here in Mthwalume.

“While the labels and record companies still do have a place, artists are now positioned better to attract success before labels get to them. Today’s event is therefore more than just entertainment or competition, but is an opportunity to minister, and also to provide economic empowerment opportunities in music and the performing arts to artists from all over our province,” the Premier said.

She added that bringing a gospel competition to Mthwalume is a demonstration that gospel music, which is one of the most popular genres in South Africa, belongs to the people. She said it underlines her belief that development of rural areas is as important as addressing the issue of services in rural areas. – SAnews.gov.za

FIFA President (www.FIFA.com) watched Simba Sports Club play Al Ahly FC in Dar es Salaam; The new competition is set to transform African club football; Gianni Infantino laid the foundation stone for second stage of development at the Kigamboni Technical Centre.

The FIFA President has visited Tanzania where he attended the opening ceremony and inaugural match of the African League Football (AFL), the new competition which is set to transform club football on the continent. Gianni Infantino watched home side Simba Sports Club face Egyptian club Al Ahly FC in the company of the CAF President, Patrice Motsepe, and the President of the Tanzania Football Federation (TFF), Wallace Karia. The quarter-final first leg match ended 2-2.

“I am pleased to be in Dar es Salaam for the launch of the new African Football League. I am also discussing football development with the Tanzania Football Federation President, Wallace Karia, who is welcoming us so well here, and other African Federations presidents,” Mr Infantino said.

The AFL is the latest result of the fruitful partnership between CAF and FIFA, and its debut format will bring together eight of Africa's most famous and successful teams -- increasing to 24 in 2024 -- with the aim of highlighting the quality of the game on the continent.

The other ties are: Tout Puissant Mazembe (Congo DR) v Espérance Sportive de Tunis (Tunisia), Enyimba Football Club (Nigeria) v Wydad Athletic Club (Morocco) and Atlético Petróleos de Luanda (Angola) v Mamelodi Sundowns FC (South Africa).

“I want to thank the CAF President, Patrice Motsepe, and the whole of African football for their initiatives in constantly developing football in Africa,” said Mr Infantino, who took part in the unveiling of the trophy before the match. He added that the AFL would herald the start of a new era of increased spotlight, accelerated growth, and development for African football.

The FIFA President also laid the foundation stone for second stage of construction of the TFF's Kigamboni Technical Centre in Dar es Salaam which, like the Tanga Technical Centre on the north coast, is a FIFA Forward project. The FIFA Forward development programme (https://apo-opa.info/3T9Q1s0) is available to all 211 member associations to fund projects such as the building of pitches, technical centres and the organisation of competitions.

FIFA Chief of Global Football Development Arsène Wenger and Chairman of FIFA Referees Committee Pierluigi Collina were also part of the FIFA delegation.

Mr Wenger said the centre would play a key role in helping Tanzania identify and develop talented players. “We have four to five years in front of us and, if we do it well, I'm sure that we'll have good players everywhere in Tanzania,” he said.

Mr Infantino said he was delighted to lay the foundation stone and that the centre was “sure to be an excellent facility for helping to develop local football talent.”

He added: “Many congratulations to CAF President, Patrice Motsepe, and Tanzania Football Federation President, Wallace Karia, for the initiatives undertaken in giving opportunities to young girls and boys to live their football dreams.”

“The development of our beautiful game is a symbol of hope and I am looking forward to continuing our good work together.”

Advocate Gcaleka recommended as next Public Protector

Location: News

Advocate Gcaleka recommended as next Public Protector

The National Assembly (NA) has voted to recommend to President Cyril Ramaphosa that he appoint Advocate Kholeka Gcaleka as South Africa’s new Public Protector (PP).

Gcaleka has served as Deputy Public Protector since February 2020, before acting as head of the institution when Advocate Busisiwe Mkhwebane was suspended in June 2022.

As set out in the Constitution, the PP’s office is a Chapter 9 institution with powers to, amongst others, investigate “any conduct in State affairs, or in the public administration in any sphere of government, that is alleged or suspected to be improper or to result in any impropriety or prejudice”.

The NA’s process to nominate a new PP began in May this year with the establishment of the Ad Hoc Committee to Nominate a Person for Appointment as Public Protector.

The committee issued a call for nominations or applications from the public in accordance with Section 59(1) of the Constitution, which obligates public participation in processes of the NA.

“Broadly, the provision states that the NA must facilitate public involvement in its legislative and other processes, and conduct its business in an open manner and hold its sittings, and those of its committees, in public. The Committee accordingly conducted its business in an open and transparent manner,” Parliament said in a statement.

Some 53 nominations and 17 applications were received as a result.

“Of the 53 nominations, 32 did not meet the nomination requirements as set out in the advertisement and two candidates subsequently withdrew from the process. Eight candidates were shortlisted for interviews and underwent reference checks and verification of qualifications.

“Following the rigorous interview process, the Committee met on 29 August to deliberate and agreed to recommend to the NA that it nominate Advocate Gcaleka for appointment as Public Protector,” the statement read.

Parliament explained the requirements that have to be met in order to be appointed as head of the Chapter 9 institution.

“The person must be a South African citizen, who is fit and proper to hold such office, and who is a Judge of a High Court or is admitted as an advocate or an attorney and has, for a cumulative period of at least 10 years after having been so admitted, practiced as an advocate or an attorney; or is qualified to be admitted as an advocate or an attorney and has, for a cumulative period of at least 10 years after having so qualified, lectured in law at a university, or has specialised knowledge of or experience, for a cumulative period of at least 10 years, in the administration of justice, public administration or public finance,” Parliament said. – SAnews.gov.za

Gauteng launches auto body workshop for its fleet management entity

Gauteng launches auto body workshop for its fleet management entity

The Gauteng Department of Roads and Transport has launched a state-of-the-art Panel Beating and Apprenticeship Training Workshop, which is set to benefit graduates, informal businesses and entrepreneurs.

Addressing the launch on Friday in Johannesburg, Department of Roads and Transport Director of Fleet Maintenance Unit at g-FleeT Management Sifiso Mhlongo explained that the new Panel Beating Workshop will offer full cycle panel beating services for all g-FleeT vehicles involved in accidents.

G-FleeT Management is a Trading Entity of the Gauteng Department of Roads and Transport and is a provider of vehicle leasing and fleet management services for the public sector in South Africa whose clients include National, Gauteng Provincial and local government departments.

Historically, accident repairs have been outsourced through the RT46 Transversal Contract by the National Treasury of South Africa.

“Accident repairs are one of the major cost drivers for g-FleeT. Therefore, the main objective of the New Panel Beating Workshop is to assist g-FleeT to be in total control of a major part of its value chain, which impacts on the quality of fleet, turnaround times, customer satisfaction and g-FleeT’s self-sustainability,” Mhlongo said.

The anticipated benefits of the workshop include improved cost control, quality of repairs, skills development for qualified artisans and experienced staff as well as satisfied clients and self-sustainability of the entity.

“The Panel Beating facility would be manufacturer approved, and this would enable all repairs to be carried out at the manufacturer’s strict criteria and standard, with a plan to obtain industry Retail Motor Industry Organisation (RMI), South African Motor Body Repairers' Association (SAMBRA) and Manufacturing, Engineering and Related Services SETA (MERSETA) accreditation.

“It also has a built-in Training Facility for technical training and skills development, which would help g-FleeT contribute to the development of technical skills categorized as critical and scarce in the country.

“The Entity plans to operationalise the panel beating workshop, gradually build up internal capacity, and consider adopting a hybrid approach for in-sourcing and outsourcing of accident repairs,” he said.

G-FleeT has partnered with the Automotive Industry Development Centre (AIDC) to operationalise the Panel Beating Workshop, as the entity does not have the necessary skills internally.

“AIDC is a subsidiary of the Gauteng Growth and Development Agency, which is an agency of the Gauteng Department of Economic Development. They specialize in both Automotive Hub establishment and Technical Skills Development, which made them a strategic fit for the operationalization of the Panel Beating Workshop, with an In-house Training Facility,” Mhlongo said. –SAnews.gov.za

Potchefstroom community raises concerns

Potchefstroom community raises concerns

Members of the community in Potchefstroom in the North West have raised various service delivery challenges with President Cyril Ramaphosa and the leadership from the three spheres of government during the District Development Model (DDM) Presidential Imbizo held at the Ikageng Sport Complex.

The President kicked off the second round of the District Development Model (DDM) Imbizo in the North West province after visiting all nine provinces to address service delivery challenges.

This visit provides an opportunity for the President to assess progress made in implementing the interventions pronounced during his visit on 12 March 2022 in Mahikeng.

Major service delivery challenges raised by community members at the Presidential Imbizo include basic services such as water and electricity, housing, the neglect of NGOs for disabled people, disabled people not being considered for employment, poverty and unemployment, corruption, dilapidated infrastructure in schools and limited healthcare facilities.

One of the community members, Edith Ndindwa, from Ward 15 in Jacaranda pleaded with the President to assist with her RDP house, which has been in construction for over two years.

“The project has now stopped Mr President. Please assist us with this project to be completed. We do not even have toilets. We do not have electricity and water. Disabled people help themselves outside their houses. Please assist us in this regard,” she said.

Another resident, Maki Ntayi, asked the President to assist with funding for NGOs for disabled people in the North West.

“We can’t get funds for the NGOs we run to assist disabled people. I am pleading that you assist us with electricity connection. President please take disabled people into consideration. Our centre is not in a good condition,” she said.

The President and various Ministers provided some solutions to the issues that were raised by the community and also gave an update on progress made since the last Imbizo visit in the province.

“I thank you for giving yourselves time to come and listen to government’s plan and to voice your concerns to us. Plans to improve your lives in the North West. When we hold Izimbizo we allow everybody to speak so that we can get a clear understanding of what their concerns are,” said the President.

“We have heard you clearly, even I have written down what you are saying and the officials present have listened and taken note of your concerns. Now we have a clear understanding of how life is in this district. You all share similar concerns including the sewerage system, water, roads, jobs and housing.”

Some of the other issues raised included red tape when starting farming businesses and mining rights.

The president said he would call different Ministers to respond to the issues that are relevant to their departments.

“Almost all of Cabinet is here to listen and respond to the various issues raised and explain what the State’s plans are.”

President Ramaphosa started his morning with an oversight visit at the Potchefstroom Water Reservoir Project in Ikageng, in the Dr Kenneth Kaunda District Municipality in the North West.

The upgrading of the Potchefstroom Water Treatment Works project will see a 25 megalitre reservoir that will convey water to Ikageng Proper, Ikageng Ext. 1,4,5 9,12, Potchindustria, Mohadin and the Northern portion of Ikageng Ext. 7.

The position of the new reservoir site is also suited to cater for any future developments once the urban edge is extended to the northwest of the reservoir site.

President Ramaphosa was received by Acting Premier Nono Maloyi and Water and Sanitation Minister Senzo Mchunu. Also, attending were Cooperative Governance and Traditional Affairs Minister Thembi Nkadimeng and Deputy Minister Parks Tau. – SAnews.gov.za

Work underway for better water provision in the North West

Location: News

Work underway for better water provision in the North West

The Department of Water and Sanitation has rolled up its sleeves to accelerate the provision of water in the North West, through an initiative geared towards enhancing access to consistent and reliable water supply in the province.

This is evident in the construction of the Ikageng 25 mega litres ground reservoir in the JB Marks Local Municipality.

The reservoir construction forms part of the Potchefstroom Water Treatment Works project upgrading which consists of six phases, including the refurbishment and upgrading of the treatment plant, the extension of AC pipeline, upgrading of the Ikageng Pump Station, and the construction of a New Rising Main and Bulk Distribution Pipeline in Ikageng.

The project is one of several mega water projects which are being accelerated by the department and other role players, through the Operation Bulela Metsi initiative, to ensure reliable water supply in the province.

The department said the construction of the reservoir is funded through the department’s Regional Bulk Infrastructure Grant (RBIG), with the municipality as the Water Services Authority (WSA) appointed as the implementing agent.

The construction of the reservoir commenced in January this year and is expected to be completed by July 2024, with more than 100 job opportunities for local people in the pipeline.

“The reservoir and the new bulk distribution (gravity) pipeline will supply water to communities in Ikageng Proper, Ikageng Extension 1,4,5 9, 12, Potchindustria, Mohadin, as well as the Northern portion of Ikageng Extension 7.

“The project came about as a result of the decommissioning of the Ikageng West Reservoirs, which rendered the Ikageng Proper and Potchindustria networks without any storage capacity.

“A new reservoir had to be constructed to meet the required storage capacity, with special care taken to position a new reservoir to ensure that it is not constructed in a dolomite risk zone. Close to 22 000 households and a population of 94 201 will benefit from the successful completion of the reservoir,” the department said.

The department added that the reservoir site is suitable to cater for the future developments at Mooibank to the south of the N12 and the platform will be ready to accept additional ground reservoirs.

“The position of the new reservoir site is also suited to accommodate any future developments once the urban edge is extended to the northwest of the reservoir site, as proposed in the recent Spatial Development Framework,” the department said.

Operation Bulela Metsi project is a culmination of the hard work carried out by technical task team established by Water and Sanitation Minister, Senzo Mchunu and the Provincial Government in January this year to conduct an assessment on the state of water and sanitation services provision in the province, and come up with measures to address the challenges and ensure sustainable provision of the services.

Meanwhile, during President Cyril Ramaphosa’s oversight inspection of the construction site on Friday, as part of the District Development Module (DDM) Presidential Imbizo in North West, Mchunu made a commitment to fast-track the implementation of bulk water projects in water strained communities.

The department said it was working with the provincial government and its entities, as per the Minister’s directive, with an aim of ensuing water security in the province and across the country. – SAnews.gov.za

Uganda’s Energy Potential Promoted at #AEW2023

Location: News
African Energy Chamber

Taking place during the 2023 edition of African Energy Week (AEW) the Invest in Uganda Energies country spotlight served to showcase the various investment and partnership prospects available across the East African country's energy sector.

Sponsored by Uganda's National Oil Company (NOC), the Uganda National Oil Company (UNOC) Limited, and featuring the participation of high-level public and private sector players, the session shone a light on Uganda's energy journey, with a focus on new investment opportunities in the East African energy hub.

“For the energy space, in terms of regulation, in terms of policy, in terms of opportunities, there is huge potential for private sector players to participate in Uganda,” stated Aggrey Ashaba, Uganda Chamber of Mines General Secretary.

Boasting approximately 1.4 billion barrels of recoverable crude oil reserves and significant gas resources, Uganda ranks among Africa's fastest growing energy markets, and has emerged as an attractive investment destination for global energy companies and investors alike.

“In respect to licensing, the laws require that we follow a production sharing regime, which creates a certain level of certainty; compliance to international standards on safety, environment, and social aspects; and regulate the upstream, midstream, and downstream sectors,” stated Ali Ssekatawa, Director of Legal and Corporate Affairs of the Petroleum Authority of Uganda.

The country aims to produce first oil in 2025, having achieved a Final Investment Decision for the $10 billion Lake Albert Development – comprising the Kingfisher and Tilenga oilfields as well as the 1,443km-long EACOP – alongside oil and gas supermajor, TotalEnergies, and Chinese National Oil Company, the China National Offshore Oil Corporation in 2022.

“We are currently building an investment portfolio of over $10 billion,” stated Proscovia Nabbanja, CEO of UNOC Limited, adding, “This will be to develop resources of about 1.4 to 1.7 billion recoverable barrels of oil while monetizing and developing our downstream sector.”

“As we charge the future, we need to leverage past experiences,” stated Sandisiwe Ncemane, Interim CEO for South Africa's NOC, PetroSA, adding, “When it comes to infrastructure, we see value in having invested in that infrastructure, even as we witness changes in attitude towards energy sources.”

On the mid- and downstream fronts – in addition to the East African Crude Oil Pipeline – the country is inviting foreign investors to fund a series of infrastructure projects, both in-country and across the region. Representing a relatively new market, opportunities for players across the refining, transportation, service provision, and associated industries are growing.

“We currently have a project resource portfolio of about $15 million as a local entity,” stated Job Kahigwa, Chairman and CEO of construction company, ROHI Investment Ltd., adding, “For enabling Uganda's supporting industries, we have a huge opportunity to source from the country's population to promote and develop local content while engaging in partnerships with other local entities.”

Meanwhile, the country's boasts substantial renewable energy resources, with over 80% of its generation mix being driven largely by hydropower. Meanwhile, it was noted that the country is poised to increase its generation capacity two-fold by 2040, largely driven on the back of renewable energy.

“Today, our energy mix is largely driven by hydropower, so we are boasting an energy mix where only 7% is driven by hydrocarbons,” stated Eng. Ps. Irene Batebe, Permanent Secretary for the Ministry of Energy and Mineral Development of Uganda, adding, “Our total installed capacity is over 2,000 Mw, but in our ambitious plan to industrialize, we are looking to increase our generation capacity by 52,000 MW by 2040.”

Taking place in Cape Town from 16-20 October, #AEW2023 is held under the theme, ‘The African Energy Renaissance: Prioritizing Energy Poverty, People, the Planet, Industrialization and Free Markets'. AEW is the African Energy Chamber's annual event, uniting African energy stakeholders with global investors to discuss the future of African energy.

#AEW2023 takes place this week in Cape Town under a mandate to make energy poverty history by 2030. Keep following www.AECWeek.com for more information and updates about Africa's premier energy event.

#AEW2023 Highlights Best Practices to Advancing Africa’s Refinery Capacity

Location: News
African Energy Chamber

African Energy Week (AEW) 2023 hosted a high-level panel discussion analyzing trends within the continent's downstream segment, as African countries seek to ensure optimal exploitation of domestic resources for energy security, affordability and independence.

Moderated by Daniel Evans, Vice President, Global Refining and Marketing, S&P Global Commodity Insights, the discussion began with a keynote speech by Anibor Kragha, Executive Secretary, African Refiners and Distributors Association (ARDA).

“Fossil fuel demand in Africa will grow by 45% to 50% over the next three decades, hence the need to boost refinery and storage capacity to avoid the continued surge in energy imports which are increasing prices across the continent,” stated Kragha.

Supporting his statement Daouda Kebe, Technical Director, Senegal's SAR, said “Most of the refineries in Africa were built in the 1960s and are reaching end of life and need to be updated in line with changing energy and environmental sustainability standards.”

Peter Adeshola Olowononi, Head, Client Relations - Anglophone West Africa, Afreximbank, added that “Industrialization is the only way that Africa can remain viable and for that to happen the continent needs to have sustainable and resilient downstream systems. That is why we are working with APPO to establish the African Energy Bank to invest in African refinery projects.”

While the panel identified a lack of adequate financing as the biggest barrier hindering the growth of Africa's downstream projects, it served as a platform to showcase best solutions to driving investments within the segment.

Olowononi, added that with international banks pulling out financing in hydrocarbon projects due to the energy transition, there is a need for more cooperation between African banks and governments in coming up with home-grown financing solutions.

“Africa has to understand that we have an emergence. As long as we don't externalize this challenge, we will keep on suffering. Banks need to see that it is no longer about profits and capitalization but rather about guaranteeing African energy security, which will, in turn result in economic growth and more profits for them.”

Kragha emphasized on the role leveraging market-based pricing, the enactment of clear policies and coordination between key sectoral ministries to support investor business plans play in accelerating the flow of investments in the continent's downstream landscape.

“We have to look at what makes sense from an investment perspective. Not all countries need to have a refinery. We need a tighter and robust intra Africa refinery value chain to ensure intra trading and cooperation between upstream and downstream players. For instance, South Africa, with its four refineries, can be leveraged by the SADC region to refine energy sourced from Namibia and Mozambique for regional energy security,” added Kragha.

Zakaria Dosso, Managing Director, AEICORP said with global investors prioritizing ESG, the continent can attract new investments by building new refineries which have the latest sustainability certification instead of focusing on updating existing assets which are outdated.

Organized by the African Energy Chamber, #AEW2023 takes place this week in Cape Town under a mandate to make energy poverty history by 2030. Keep following www.AECWeek.com for more exciting information and updates about Africa's premier energy event.

President Ramaphosa calls for international peace

President Ramaphosa calls for international peace

President Cyril Ramaphosa has reiterated the South African government’s calls for an immediate end to “hostilities” not only between Israel and Palestine but also in the Russia-Ukraine conflict.

The President was speaking during Official Talks with the Kingdom of Netherlands King Willem-Alexander on the occasion of that country’s State Visit.

“We are meeting at a time when our resolve to build a peaceful, equal future is being sorely tested, and where reconciliation and healing is most sorely needed.

“The ongoing conflict between Russia and Ukraine and the devastating events unfolding in Israel and Palestine have left many of us saddened. They have left us fearful for the future of international cooperation and for our common aspiration to realise a world free of conflict.

“As South Africa we have reiterated that there should be an immediate cessation of hostilities between the warring parties, that the tenets of international law should be upheld, and that the international community has a responsibility to help bring about favourable conditions for negotiation and dialogue,” he said.

President Ramaphosa said South Africa’s painful history and now democratic present is proof that peace – in a time of great conflict – can be achieved.

“As a country that chose the path of reconciliation over conflict, and peace over war, we believe it is indeed possible for adversaries, even those that share bitter histories, to come together for the sake of peace. We believe change can never come too late, and that it is indeed possible.

“The relationship between our two countries is testament to this. The Netherlands is a former colonial power but is now supporting development and economic growth across the developing world, including in former Dutch colonies,” the President said.

Bilateral relations

President Ramaphosa praised the relationship between South Africa and the Netherlands – highlighting in particular the Netherlands’ place as a major investor into the country.

South Africa, in turn, is a leading destination for tourists from the European country.

The President said this relationship is one from which South Africa derives “great benefit”.

“Our bilateral relationship spans agriculture, education and skills development, transport and logistics, science and innovation, water management and a number of other areas.

“Our energy cooperation is increasing, notably in the fields of green hydrogen and renewable energy,” he said.

The President said South Africa looks forward to “expanding the horizons of this relationship well into the future”.

“Ours is a strategic partnership and we can be proud of it. It has evolved, matured and I see it growing exponentially in the next coming years. May our shared values and common commitment to development guide us as we write what I would believe is a new history and a new chapter in our relations,” he said.

Historical ties

President Ramaphosa reflected on the history between the two countries which began with the arrival of Dutch settlers in the Cape in 1652.

He said traces of Dutch culture can still be found in South African society.

“More than 200 years since the Dutch ceded sovereignty of the Cape, there are a number of Dutch influences that still play an important part in the cultural and linguistic life of many South African communities.

“The Afrikaans language has much of its origins in Dutch and is the third most widely spoken national language of South Africa. Our country’s Muslim community can trace its origins to the arrival in 1658 of free labourers and political exiles from the-then Dutch East Indies. There are distinct Dutch influences in the cuisine and customs of our country,” he said.

The President emphasised that despite this colonial past, the strong bilateral relations between the two countries “reflect a commitment to acknowledge and confront the injustices of our past”.

“We are determined to forge a new path for our respective countries based on shared values, and a common commitment to human rights, equality, development and prosperity for all.

“We are determined to build the bridges of tolerance and understanding in pursuit of a better future and better world.

“In this regard, Your Majesty, I wish to acknowledge the apology that you have made for your country’s role in the slave trade, including in South Africa. This was an important step towards promoting reconciliation, restoration and healing old wounds,” President Ramaphosa said. – SAnews.gov.za
