Enjoy rugby safely, urges SAPS

The South African Police Service (SAPS) says it will monitor places of leisure such as fan parks and public gatherings ahead of, during and post the 2023 Rugby World Cup final match.

The National Crime Combatting Forum (NCCF) consisting of all Provincial Commissioners has met under the command of National Commissioner, General Fannie Masemola, to discuss the operational plans in place to ensure the safety and security of these gatherings and that police are on hand to enforce the law at all times.

The SAPS said in a statement on Saturday that General Masemola was satisfied with the plans to monitor tonight’s festivities, as part of Operation Shanela, which includes regular roadblocks, stop and searches as well as the tracing of wanted suspects.

“It is on this note that the SAPS takes this opportunity to call for the cooperation of members of the public, who will be at these public viewing venues to conduct themselves responsibly.

“The SAPS also cautions citizens to be extra vigilant of their surroundings while celebrating and most importantly not to drink and drive as such action will be dealt with accordingly,” said the police.

The Springboks will play against New Zealand at the Stade de France in France, where the team hopes to retain the Webb Ellis Rugby World Cup.

Minister of Education Unveils Edu Invest initiative

Location: News

Western Cape Education Department, South Africa

Public-Private Partnership initiative aims to attract investment into education and establish the Western Cape as an innovation powerhouse.

  • Edu Invest: A public-private partnership initiative to attract investment and fuel education innovation in the Western Cape.
  • Emphasis on attracting investments into low-cost new private schools to alleviate overcrowding and improve access to quality education.
  • The initiative highlights the commitment of both public and private sectors to reshape the educational landscape, promote collaboration, and create a brighter future for the Western Cape.

The Western Cape Education Department, in collaboration with Wesgro, the official agency responsible for promoting tourism, trade, and investment in the region, has launched a ground-breaking initiative, Edu Invest. This public-private collaboration seeks to not only drive investment into the education sector but also ignite innovation throughout the region.

By uniting a diverse spectrum of stakeholders, Edu Invest jumpstarts investments in high-quality education, fosters collaboration, and fuels innovation.

Edu Invest will position the Western Cape as the premier education and innovation hub on the continent, making it the go-to choice for investments in the education sector. It represents a pivotal moment driven by a dual mission. First and foremost, it offers a gateway to investment opportunities in the education sector, an arena poised for remarkable transformation and substantial growth. Simultaneously, it serves as a unifying platform, nurturing collaboration among stakeholders with the shared goal of cultivating long-term public-private partnerships. This convergence of interests and investments has strategic significance, shaping the future of education in the Western Cape and generating a robust skills pipeline.

The initiative focuses on attracting investments in new private schools, including those that serve learners in poor communities, to create more classrooms and alleviate overcrowding in schools. This step is crucial for improving access to quality education and enhancing overall educational outcomes.

Currently, the Western Cape has a total of 1,754 schools out of which 1,449 are public schools. We have a much lower proportion of independent schools than provinces like Gauteng. Despite an additional 18 000 learners joining our province's education system each year, we do not have enough independent schools, and particularly low-fee independent schools, complementing our public school offering.

It's becoming increasingly urgent to establish new schools in the Western Cape, which is known for its dedication to retaining students and delivering high-quality education.

The learner-to-teacher ratio in schools remains persistently high, especially for government-funded teachers across all nine provinces. This essentially means that teachers paid by the government are dealing with an overwhelming number of students in their classrooms. The availability of new school places in independent schools would help to address overcrowding in public schools.

David Maynier, Western Cape Minister of Education, emphasised that the future of SA hinges on a strong education system that works hand in hand with the private sector and integrates smart solutions to address learning setbacks.

"We are not just paying lip service to change in the Western Cape. We are actively collaborating with businesses to improve teaching and learning outcomes and expand access to education in our province. We are wholeheartedly embracing innovative teaching and learning methods," Maynier stated.

He underlined the pressing demand for additional classrooms and a strengthened education sector, especially in the aftermath of the pandemic, which resulted in substantial learning losses.

“We need to all work together to build a world-class education system. Edu Invest promises to be a game-changer, promoting education innovation, collaboration, and driving investments in the Western Cape's education sector. This initiative demonstrates the commitment of both public and private sectors to reshape the educational landscape and create a brighter future for the region,” Maynier said.

Wrenelle Stander, CEO of Wesgro, underscored the critical role of education innovation to drive competitiveness.

"Edu Invest reflects Wesgro's commitment to advancing the business of education. Education is the cornerstone of a thriving economy, essential for both economic prosperity and social well-being," she emphasised. Private sector investments, Stander stated, will enhance academic achievements and overall competitiveness.

Stander highlighted the need for pioneering methods, state-of-the-art technology, contemporary curricula, indispensable teacher training, and a complete overhaul of our perspective on education.

She added: "We are amidst global competition, racing to secure new markets, investments, skills, and technology. To not only survive but flourish on the global stage, we must craft a fresh growth narrative with education as its linchpin. For businesses, it's not just a strategic move; it's an investment in the young talents who will shape our economic future.”

Investment in education critical for Africa’s development

Investment in education critical for Africa’s development

Minister in The Presidency Khumbudzo Ntshavheni has highlighted the importance of investing in education as a key factor for Africa’s development.

“Access to education is the cornerstone of intellectual progress. We must prioritise education from early childhood to higher learning, ensuring that every African child has the opportunity to realise its potential,” Ntshavheni said on Friday.

Delivering the 3rd OR Tambo Annual Memorial Lecture at the University of South Africa in Pretoria, the Minister said investing in education will create a generation of critical thinkers, inventors and problem solvers.

“Africa has often been portrayed through stereotypes that do not do justice to its complex reality. By reclaiming Africa’s intellectual future, we challenge these stereotypes and present a more accurate and dynamic image of the continent.

“By investing in quality education systems, we empower the next generation of African thinkers to build on the achievements of their predecessors. This includes fostering critical thinking, research and innovation.

“Intellectual progress is often born from open and inclusive dialogue. It is essential to create platforms and spaces for African intellectuals to engage with global conversations.”

She said this exchange of ideas can lead to innovative solutions to local and global challenges.

“Collaboration between African intellectuals and their counterparts worldwide can lead to a development of new ideas and solutions. Encouraging partnerships can help harness the full potential of Africa’s intellectual capital.”

South Africa's Census 2022 national results showed that 60.2% of children are in early childhood learning while 5.3million children are not participating in the early childhood development (ECD) programme.

The Minister Expressed concern at the statistics of children not participating in ECD while affirming government’s commitment towards working on measures to ensure their participation.

“The number of children with no access to education has declined to just 6.9% and the number completing Grade 12 has also increased to 37.6% from a mere 16.3% in 1996.

“Post school graduates have grown to 12.2%. As we commit to leave no one behind, we challenge universities to find mechanisms to ensure that broader access to quality and relevant post education for all,” Ntshavheni said.

With the lecture taking place under the theme: ‘Reclaiming Africa’s Intellectual Futures,’ the Minister emphasised the importance of promoting research and innovation.

“Africa has a wealth of untapped potential in the fields of science and technology and innovation,” she said. –SAnews.gov.za

Opening of Saudi Arabia e-Visa scheme to South Africans welcomed

Location: News

Department of Tourism, Republic of South Africa

Following a recent official visit to Saudi Arabia to strengthen tourism relations with the Kingdom of Saudi Arabia, Minister Patricia de Lille welcomes the opening of the Saudi Arabia e-Visa system to South Africans.

A few weeks ago, the Kingdom of Saudi Arabia announced that it was expanding its visitor e-Visa programme to travellers from eight more countries, taking the total up to 57.

Tourists from South Africa can now easily apply for an e-visa for their travels to Saudi Arabia.

“I am extremely pleased with this development as South Africa also became the first African country to be added to the list. This will certainly bring immense benefits for leisure and Umrah travellers and for our efforts to grow tourism between South Africa and Saudi Arabia,” Minister de Lille said.

The multi-entry eVisa is valid for one year and allows travellers to visit the kingdom for up to 90 days at a time. It costs 535 Saudi riyals, which also includes medical insurance.

In terms of the South African visa system, travellers from Saudi Arabia are part of the visa exempt countries and do not require a visa to travel to South Africa for a period of up to 90 days.

Saudi Arabia is fast becoming an attractive tourist destination and is a key partner in our efforts to grow tourism between South Africa and the rest of the world.

The Department of Tourism also has a Memorandum of Understanding with the Kingdom of Saudi Arabia's Tourism department which outlines our joint objectives to grow tourism between our countries.

Minister de Lille recently undertook an official visit to Saudi Arabia to attend the International World Tourism Day conference where various engagements took place to strengthen tourism relations and cooperation with Saudi Arabian stakeholders.

Minister de Lille met with a range of Saudi Arabian stakeholders including the Air Connectivity Programme team within the Ministry of Tourism as well as the Saudi Tourism Authority.

Discussions covered actions needed to improve air connectivity between Saudi Arabia and South Africa and a joint marketing strategy to promote both destinations to travelers in both countries.

Saudia (Saudi Arabian Airlines) has also announced the recommencement of a direct flight between Jeddah and Johannesburg starting on 1 December 2023.

During our engagements, we shared research with the Saudi Air Connectivity Team to motivate for a direct flight between Jeddah and Cape Town.

“The e-Visa development is significant for South Africa as many Muslim citizens travel for religious purposes. Along with the direct flights, this will ease travel for many tourists but especially for religious tourism and pilgrimages,” Minister de Lille said.

Through the fast and easy-to-use online portal, South Africans can apply for an e-Visa and discover the warm hospitality of Saudi people the rich heritage, vibrant culture, and diverse and breath-taking landscapes; from the mountains of Abha to the beaches of the Red Sea to the shifting sands of the Empty Quarter.

The eVisa will be a one-year, multiple entry visa, allowing tourists to spend up to 90 days in the country. The tourist visa allows you to take part in tourism-related activities such as, events, family and relatives visits, leisure, and Umrah (excluding Hajj) and excludes other activities such as studying.

We will continue working with our counterparts in Saudi Arabia, through the Minister of Tourism, Ahmed Al Khateeb to look at new and innovative ways to grow tourism between our countries as this key sector is an important part of our countries' economies and a key job creator.

Rugby World Cup fever mounts

Rugby World Cup fever mounts

South Africans across the country are gripped by the green and gold fever ahead of the 2023 Rugby World Cup final on Saturday, which will pit South Africa’s Springboks against the All Blacks from New Zealand.

If the semi-final is anything to go by, the final game promises to be a nail-biting encounter that will keep every fan on the edge of their seat as the teams go head-to-head at 9pm sharp.

From schools, companies, and restaurants to social media posts, the Springbok jersey-wearing South Africans are counting down the hours to what will go down in history as one of the most memorable World Cup finals in Stade de France.

If South Africa wins, this will be the first time any country will hold four Rugby World Cup titles.

Even President Cyril Ramaphosa is expected to be cheering in the crowd as he will be travelling to Paris to support the Springboks in their quest to defend the Webb Ellis trophy.

“The President is really looking forward to being invited onto the pitch for a second time by captain Siya Kolisi to help lift the cup for the world champions,” said the President’s Office.

Meanwhile, Sport, Arts and Culture Minister, Zizi Kodwa on Friday joined the Springbok captain’s run to send well wishes to the Bokke.

“The Springboks are ready for the final. This is your team, fellow South Africans. Let’s get behind our pride and joy! Yivale maBhokobhoko,” he wrote on X, formerly known as Twitter.

According to SA Rugby, Springbok coach Jacques Nienaber predicts a powerful onslaught from the All Blacks and said they posed threats in every aspect of the game.

“Matches between the Springboks and All Blacks are always special and hard-fought, and with this being a World Cup final, the rivalry is expected to be more intense. They have an experienced squad with a physical pack and a backline that can create magic from nothing, so we’ll have to be at our best on attack and defence to get the result.”

For Springbok fans, SuperSport, the home of the Rugby World Cup 2023, will broadcast the final match live.

The South African game will be also shown on SABC.

And for those who prefer big screens and a bit of a crowd, provinces across South Africa are gearing up for the showdown and bringing on the heat to support the Bokke by having dedicated fan parks.

Some of these, of which most entrance is free, fans can also enjoy some live music in the build-up to the game.

Department of Culture, Sport and Recreation in Mpumalanga, said it has identified three sites for public viewing, one in each district of the province.

Tracking PRASA’s pace

Tracking PRASA’s progress

Many of us will recall seeing family members rushing off to catch the train to work or school thanks to it being largely an affordable means of getting around.

“Passenger rail plays a pivotal role in driving economic activity by transporting millions of people to and from their workplaces daily,” says Passenger Rail Agency of South Africa (PRASA) Group CEO Hishaam Emeran.

This as PRASA, which is responsible for 2 228 kilometres rail tracks countrywide, has been in the process of rebuilding the passenger rail infrastructure and refurbishing vandalised stations across the country.

According to Emeran, the rebuilding and reopening of the corridors is transporting some 19 million passengers to and from places of work and economic opportunities.

In the 2020 State of the Nation Address, President Cyril Ramaphosa committed government to fixing commuter rail “which is vital to the economy and to the quality of life of our people.”

At the time he said government was modernising the agency’s rail network. He added that work that would be conducted on the lines included station upgrades, parkway replacements, new signalling systems and overhead electrical traction upgrades.

“The positive impact of resuming passenger rail services on the livelihoods of commuters who spend over 40% of their income on transport cannot be overstated. We have saved commuters thousands of rands in travel costs, as a train ticket costs less than a litre of petrol.

“For example, a trip from Germiston to Johannesburg now costs just R7.50, easing the financial burden on commuters. These efforts underscore our commitment to stimulating local economies and long-term prosperity,” Emeran told SAnews.

The agency is making significant progress in rebuilding the passenger rail infrastructure and refurbishing vandalised stations. The rebuilding efforts have had a positive impact on the health of the economy.

“Through our rebuilding efforts, we've injected over R3.6 billion into the economy, creating over 6,000 job opportunities, with 211 small, medium, and micro-sized Enterprises (SMMEs) appointed. Among these job opportunities, 856 were for women, and 4,061 were youth employment opportunities,” he said.

He adds that the commitment and determination of PRASA employees who worked tirelessly to restore passenger rail services, has helped the agency in the repair of the country’s passenger rail corridors.

“A multidisciplinary war room was set up led by engineers and corridor project leaders and other senior PRASA senior managers to manage the rebuilding project effectively and efficiently. To expedite the recovery of services, an Acceleration Programme was developed to make sure targets and deadlines were met consistently.”

The end of September saw the commuter rail service from Pretoria to Kempton Park resume its commercial service, bringing the number of recovered lines by the agency to 20.

At a recent Southern African Railway Association conference in Johannesburg, the Group CEO said significant strides are being made in recovering the passenger rail network.

“To date, 26 of the 40 corridors have been recovered, with over 19 million passengers using the services to date. Just on the corridor recovery we have spent R3.6 billion to date in this financial year, with more than 6 000 jobs created,” he said at the gathering.

Asked about the public’s response to the restoration of services, Emeran said that the PRASA services have brought much-needed financial relief to commuters who on average were spending 40% of their income on transport costs.

“PRASA has restored corridors across the country to the relief of 19 million commuters that are now using the trains. We are bringing a modern travel experience for commuters and the commuters and communities love the new trains. We have introduced new high-tech electric trains on some of the corridors,” he said.

Modernisation

The new Isitimela Sabantu trains sport automated doors, built-in safety features, CCTV cameras, and they don’t move when the doors are open for the safety of commuters. The air-conditioned cars are designed for the comfort of commuters.

Meanwhile, PRASA is set to increase its capital spending over the Medium Term Expenditure Framework (MTEF) with a budget of over R50 billion for rolling stock and infrastructure investments. The increased capital spending is due to the reopening of some of the key corridors.

“Now we plan on spending R50 billion from this financial year and over the next three years to support the modernisation of the passenger rail network and the implementation of our turnaround plans," he said.

Progress made in rehabilitating the lines includes that of the Leralla-Germiston line, which cost under R600 million in rebuilding and rehabilitating. The rehabilitation included the six stations the train stops at, the overhead electrical cables that power the trains and the substations that feed power to the network. The train stops at Leralla, Limindlela, Tembisa, Kempton Park, Rhodesfield and Germiston stations.

Security

In the fight against theft and vandalism, in August the agency announced that its Protection Services Officers had been declared Peace Officers as per Section 334 of the Criminal Procedures Act, giving them law enforcement powers similar to those of police officers.

The Peace Officer status gives them the powers to make arrests, issue written notices in terms of the Criminal Procedure Act, complete dockets, and powers to detain.

“They have been deployed to key corridors to safeguard the rail infrastructure and ensure the protection and safety of our commuters.”

The group CEO added that there are plans to train more PRASA Protection Officers to be Peace Officer across the country.

The agency has also developed an integrated security plan, collaborating with law enforcement agencies.

“Part of the strategy is to increase boots on the ground, in our trains, stations and platforms. Since implementing this comprehensive security plan, we have seen a 70% reduction in security-related incidents, an achievement that we commend,” he said.

Festive season

While the country continues to mark Transport Month, it is also inching closer to the busy festive season and the agency has plans in place to transport commuters to their various holiday destinations.

“The festive season is our busiest period for our long-distance transport services.  Plans are in place for the long-distance traveling for the holiday season – whether by bus or train. Shosholoza Meyl and our Autopax bus services – Translux and Transnet, will be moving people to their various destinations during the holiday period,” said Emeran.

SAA officially relaunched

Public Enterprises Minister Pravin Gordhan says despite all the challenges it has faced, South African Airways (SAA) has a “tremendously bright future" if its current expansion is properly managed.

The Minister officially relaunched SAA on Thursday at an event that also marked the restart of the State-owned airliner’s direct flights to São Paulo, Brazil.

“Notwithstanding State capture, notwithstanding the COVID pandemic, SAA is where it is today. What we can see ahead of ourselves, as part of the recovery of SAA, is a tremendously bright future, if we manage the current expansion properly but also conclude the deal with the equity partner, which should be concluded either late this year or early next year.

“That will add a lot more money... to SAA to expand and will multiply its capacity to fly South Africans out of South Africa and also bring tourists into South Africa from all parts of the world as it once did, but now in a financially sustainable way,” Gordhan said.

The State-owned airline has endured challenges for several years.

SAA was racked by allegations of fraud and corruption during the State capture years and was also put under business rescue and grounded.

The Minister explained the turnaround for the airline.

“What we have been able to do is to firstly establish that there’s no more money that’s going to come from taxes that’s going to go into SAA, like the R40 billion that went in over a 10-year period. SAA must survive on its own strength... [and] on the capital that is actually provided by the strategic equity partner and it must grow organically. Through the business rescue process, its balance sheet is not encumbered in any kind of way.

“It took three and a half years of very hard work…to ensure that we steer this process. It’s a signal to investors and the investing community in South Africa that reforms are possible in South Africa. That we can execute, just with South African talent, these very complex deals and complex reform processes in State owned entities,” he said.

Gordhan hailed SAA’s new offering to fly to Brazil as just the start for the airline.

“This flight to São Paulo… is an important event because it signifies an important gesture to all those who critically watch what we’re doing with SAA at the moment. There are many naysayers around and many people in the industry - and sometimes outside the industry - who wish it wouldn’t work. But…we are South African and South Africans are known…for resilience, and a sense of vision. We have our pitfalls every now and again.

“But SAA…is going to be a success. This is a sign that the intercontinental flights – not only through code shares, but SAA in its own right – should be around the corner. São Paulo is just the start. We need to see how we can expand the network because…the beneficiary will be South Africans at the end of the day,” he said. – SAnews.gov.za

PRASA to spend R50 billion modernising rail network

PRASA to spend R50 billion modernising rail network

The Passenger Rail Agency of South Africa (PRASA) is set to increase its capital spending over the Medium Term Expenditure Framework (MTEF) with a budget of over R50 billion for rolling stock and infrastructure investments.

“We have increased our capital spending due to the reopening of some of the key corridors. Now we plan on spending R50 billion from this financial year and over the next three years to support the modernisation of the passenger rail network and the implementation of our turnaround plans," PRASA Group CEO Hishaam Emeran said.

He made these remarks during the Southern African Railway Association’s two-day conference in Johannesburg on Tuesday.

“We are making significant strides in recovering the passenger rail network. To date, 26 corridors of the 40 corridors have been recovered, with over 19 million passengers using the services to date. Just on the corridor recovery we have spent R3.6 billion to date in this financial year, with more than 6 000 jobs created.

“This investment will go a long way in contributing to the growth of the economy. We are not just rebuilding the passenger rail network; we are modernising the entire network. This is an ambitious and bold plan, and we intend to use the allocated budget to turn this vision into a reality,” Emeran said.

Projects under PRASA’s ambitious capital programme for the next three years include the rolling stock modernisation programme; depot modernisation programme; walling, station modernisation programme; perway infrastructure; electrical infrastructure; signalling and telecommunications and digitisation of our systems.

He said measures have been put in place to ensure PRASA increases its capital spend, including addressing challenges within supply chain management and capital projects capacity challenges.

“Where we have recovered the passenger rail services, we have introduced the new Electric Motor Units (EMUs), otherwise known as Isitimela Sabantu. The trains that we are introducing are high-tech that come with CCTV cameras, automatic doors, air-conditioning, and high-tech safety measures, designed with the safety of commuters in mind.

“These trains are manufactured here in South Africa, in Springs, Gauteng, by Gibela. Our depot modernisation programme will include the installation of intelligent fencing at the various rolling stock depots and staging yards, incorporating CCTV as well as integrated security systems to replace the existing fencing,” Emeran said.

In addition, PRASA is revitalising the signalling system, bringing in modern telecommunications in line with the European Train Control System ushering a new era in signalling safety.

“Work has started in KwaZulu-Natal and the Western Cape to resignal the passenger rail network to ensure the safe passage of the trains and increasing the frequency of our services. These projects are all part of our ambitious capital programme where we intend to invest in the economy,” he said. –SAnews.gov.za

President Ramaphosa to host AGOA forum

Location: News

President Ramaphosa to host AGOA forum

President Cyril Ramaphosa will address shared priorities and opportunities to make the African Growth and Opportunity Act (AGOA) more transformative during the forum’s 20th gathering to be held in Johannesburg next week.

This is according to Presidential Spokesperson Vincent Magwenya, who on Thursday briefed the media on the President’s upcoming engagements.

“The AGOA Forum serves as a vital platform for the United States to build on the success of the Africa Leaders’ Summit and further enhance the economic partnership with African states, under the aegis of the United States’ African Growth and Opportunity Act that was approved by the US Congress in May 2000," Magwenya said.

The event brings together the US government together with the governments of eligible African countries and economic organisations, business, labour and civil society.

“Over the course of the event, participants will delve into conversations about strengthening trade and investment ties between the United States and Sub-Saharan Africa, with a focus on promoting resilient, sustainable, and inclusive economic growth and development.

“AGOA…remains a key driver of economic growth and development. An extension of AGOA beyond 2025 is expected to promote inward investment in Africa and provide mutual benefits to the United States and African countries.

“This extension will further support the African Continental Free Trade Area, covering 54 countries and 1.4 billion people,” Magwenya said.

South Africa has derived benefits from AGOA, including the following:

  • In 2022, South African exports under the Most Favoured Nation system accounted for the largest share and export value of the country’s total exports to the US market, steadily growing from US$5.6 billion in 2011 to US$12.7 billion in 2022.
  • Trade under AGOA accounted for approximately 21% of South Africa's total exports to the United States in 2022, increasing in value from US$2.0 billion in 2021 to US$3.0 billion in 2022.
  • AGOA has been estimated to create numerous jobs in Sub-Saharan Africa, with South Africa benefiting from the creation of 62 395 jobs, both directly and indirectly.
  • AGOA exports represented 21% of total South African exports in 2022, up from 13% in 2021.

“Since its inception in 2000, the African Growth and Opportunity Act (AGOA) has been pivotal in strengthening economic ties and promoting growth and development across the African continent.

“AGOA has opened up new market opportunities, facilitated economic growth, encouraged economic and political reform, and improved economic relations between the United States and Sub-Saharan Africa.

“It remains a cornerstone of United States economic policy and commercial engagement with Africa,” Magwenya concluded. – SAnews.gov.za

President to back the boys in Paris final

President Cyril Ramaphosa is expected to be in the crowd when the Springboks take on New Zealand, known as the All Blacks, in the Rugby World Cup final on Saturday evening.

The much-anticipated showpiece will be held at the Stade de France in Paris.

“The President will... travel to Paris to support the Springboks in their quest on Saturday, the 28th of October, to return the Rugby World Cup Webb Ellis trophy. The President is really looking forward to be invited onto the pitch for a second time by captain Siya Kolisi to help lift the cup for the world champions.

“This will be the first time any country will hold four Rugby World Cup titles. The President wishes the Springboks and the All Blacks well for this showcase which we hope will be a memorable event for those who will be in the stadium as well as the global media audience that will be following the game,” Presidential spokesperson Vincent Magwenya said.

Magwenya said President Ramaphosa’s presence in the European country will be “an opportunity for a brief bilateral interaction” with French President Emmanuel Macron.

“The President will also take the opportunity to visit the squad at their hotel to deliver words of encouragement on behalf of the nation,” Magwenya said.

Meanwhile, speaking on the official Springboks website, captain Siya Kolisi said the team is aware of the importance of the match for the entire nation.

“It’s probably the biggest game of my life. I don’t think it will happen in our lifetimes again that we have another game like this, and we are excited. We know how good [the All Blacks] are.

“What we do on Saturday can control the mood of over 62 million South Africans. People have been sending messages saying when we play it is the only time they are happy, and as a team we represent all kinds of people,” Kolisi said. – SAnews.gov.za

SA freight rail sector requires R50 billion investment

Location: News

SA freight rail sector requires R50 billion investment

Transnet Freight Rail (TFR) will need in excess of R50 billion investment in the next five years to improve capacity and the freight rail performance.

In recent years, Transnet has experienced challenges characterised by the condition of the network, security issues, including cable theft and infrastructure vandalism, as well as the unavailability and reliability of the locomotives.

Addressing a webinar on the state of freight and rail in South Africa, TFR Acting General Manager: Rail Network and Projects, Bessie Mabunda, said the entity requires a combination of funding to deal with the network backlog and to continually maintain the network at the desired standard.

In addition, Mabunda said a level of capital funding will be required to sustain the network at full capacity.

Transnet’s primary business is to provide rail transport of commodities for the export, regional and domestic markets.

“The National Rail Policy, approved by Cabinet on 23 March 2022, provides an opportunity for funding through full network reflective tariff, as well as  government support and public participation. From a network restoration point of view, we have identified that some of the corridors have a high requirement due to years of underfunding.

“There are certain lines that require more intensive maintenance due to the age of the line, the design topography and the impacts of weather. Certain lines are also more prone to theft and vandalism, especially our electrifying lines and our fully signaled areas, which have been under siege in the last couple of years,” Mabunda said on Thursday.

From a 'sustaining capex' point of view, Mabunda said the biggest concern is that most of the train authorisation systems are actually at the end of life and must be replaced.

“New technology is being considered, which will be less prone to theft. With regards to the telecom system, our requirements are mostly driven by the legal compliance to Independent Communications Authority of South Africa (ICASA) and similar regulations,” Mabunda said.

In an effort to address the security challenges, the entity will implement the outcomes based security (OBS), which relies on boots on the ground and vehicles guarding the network.

“The OBS places the responsibility of protecting the network on the service providers, who implement a combination of various security measures, including physical guarding, intelligence as well as technology such as drones, CCTVs and smart fencing.

“Over and above what the OBS providers are doing, the TFR security has put in place strategies that are meant to curb the scourge of security incidents. These include replacing copper cables with copper magnesium that has no resale value and therefore will deter criminal in terms of stealing cables,” she said.

The entity is also piloting a system on some of the lines, which will allow it to pick up intrusions close to the rail network before the criminals cut the cables.

In addition, Transnet is employing other measures such as target hardening for substations and target hardening to protect the signaling equipment.

With Transnet’s peace officer status, internal security has powers to make arrests.

“We have been carrying out specialised operations at hotspot areas; we have been focusing on illicit markets in conjunction with law enforcement agencies. There has been a national logistics committee that has been established and one of the work streams focuses on an integrated approach to fighting crime with support from law enforcement agencies.

“We are also creating capability to ensure effective identification and investigation of organised crime groupings and follow up on any suspected internal involvement. It is important that when arrests are made that we are able to connect these individuals to other crimes that could have taken place in the Passenger Rail Agency of South Africa, Eskom and City Power networks, so that we have stronger cases and improve our chances of getting a successful conviction,” she said.

As pertaining to the rolling stock, Transnet has enlisted the assistance of various original equipment manufacturers (OEMs) for their fleet.

“The original equipment manufacturers of stock are critical to the supply of spare parts, especially parts and systems that have inherent intellectual property linked to it. We have concluded and awarded one of the contracts, it supports our diesel fleet. There are three contracts that we do need to award. The second contract is at final approval stage and the last contract is in technical evaluation,” Mabunda said.

She said returning the long standing locomotives into service is only part of the solution, as there is a further requirement for continued sustainability of the fleet to ensure reliability and availability.

“This we can only do through long-term agreements with the respective OEMs in the form of Material and Reliability Support Agreement (MRSA), where the OEMs provide, amongst others, the necessary parts, technical support as well as guidance.

“The MRSA is in the final approval stage and the second contract is in the negation phase. All of these initiatives are expected to be in place within the next few months, with the benefits being realised as early as the next financial year,” Mabunda said.

Transnet is also hard at work improving the status of the fleet by performing certain modifications through Transnet engineering, which has already seen a number of locomotives being returned to service using alternative compressors.

“We have a large order of compressors that will assist us in the interim to return some of the long-standing locomotives. We are also focusing on digital transformation.

“This is to transform the business by implementing integrated technologies and systems across the value chain including train planning, yard operations – that will allow us track and trace rolling stock, unlock value and drive efficiencies and position us for the railway of the future,” she said. – SAnews.gov.za

Three sentenced in OR Tambo drug case

Three sentenced in OR Tambo drug case

Three people including two customs officers and an Air Namibia attendant have been sentenced to at least 10 years imprisonment following their conviction on drug related charges.

The convicts – Sydney Bilankulu, Courdel Khoza and Thabo Dikgale – were found guilty of dealing in drugs, possession of drugs and defeating the ends of justice and sentenced in the Alexandra Magistrates’ court.

According to a National Prosecuting Authority (NPA) statement, a fourth convict Oscar Osigwe, entered a plea and sentence agreement and was sentenced to eight years in jail in 2017.

The NPA explained that in 2016, Osigwe arrived at OR Tambo International Airport with some 1295.8 grams of cocaine in the form of plastic wrapped bullets he had swallowed.

“Osigwe told the court that a Nigerian man in Brazil had given him the drugs and bought him a ticket to South Africa. He further told the court that the Nigerian man said that there would be people at the ORTIA, who would be waiting for him and that his identity was already shared with these people.

“On arrival, while he was waiting in the queue, he was told to stand aside by two SARS customs officials [Khoza and Dikgale].

“Whilst searching for him, he was informed by Dikgale that they had been waiting for him. They thereafter went with Osigwe, to a hotel where his sim card was replaced with a new sim card that would be used to communicate with him after he had excreted the drugs. They gave him instructions on where to drop off the bag with drugs after the excretion was completed,” the statement read.

An on-duty police officer at the airport, Sergeant Nathan Govender, subsequently received a tip-off about Osigwe and the cocaine he had brought into the country.

“[Govender] gathered a team that went to the hotel where Osigwe had checked in. On arrival, they questioned Osigwe, who agreed that he had excreted 71 of the drugs and 18 were still inside his stomach.

“Osigwe received a call from the accused to move to the drop-off point, where he was followed by the team.  He handed the bag of cocaine to Bilankulu who was together with Dikgale and Khoza and they were all arrested,” the statement said. – SAnews.gov.za

World Rugby clears Mbongeni Mbonambi

World Rugby clears Mbongeni Mbonambi

World Rugby has determined that there is insufficient evidence at this time to proceed with charges against South African rugby player Mbongeni Mbonambi.

Mbonambi was accused by England’s Tom Curry of using discriminatory language during the England versus South Africa Rugby World Cup 2023 semi-final last Saturday.

In addition, a further allegation was brought forward in recent days about a previous match in the Autumn Nations Series 2022.

“Any allegation of discrimination is taken extremely seriously by World Rugby, warranting a thorough investigation. Having considered all the available evidence, including match footage, audio and evidence from both teams, the governing body has determined that there is insufficient evidence at this time to proceed with charges.

“Therefore, the matter is deemed closed unless additional evidence comes to light,” World Rugby said in a statement on Thursday.

The body said it accepts that Curry made the allegations in good faith, and that there is no suggestion that the allegation was deliberately false or malicious.

“World Rugby is also concerned by the social media abuse that both players have been subjected to this week. There is no place in rugby or society for discrimination, abuse or hate speech, and World Rugby urges fans to embrace the sport’s values of respect, integrity and solidarity,” it said.

This news comes ahead of the 2023 Rugby World Cup final where South Africa will take on New Zealand, also known as the All Blacks, at Stade de France in Paris, on Saturday.

The Rugby World Cup final kicks off at 9pm and will be broadcast live on SuperSport and SABC.

Excitement is mounting in the country, with supporters looking forward to watching the historic World Cup final game, which will also be screened at various fan parks.

The City of Cape Town has announced three public viewing areas and the Free State province will have a fan park at the SaamTrek Fan Park - Phakisa Raceway.

“The World Cup this year has been one of the most exciting and unifying sporting events in our nation's history. For the final, the City is pleased to announce three public viewing sites in the CBD, Langa and Mitchells Plain where residents can get together and hopefully watch the Springboks make history by winning the title for a fourth time,” Cape Town Mayor Geordin Hill-Lewis said.

Free State MEC for Small Business Development, Tourism and Environmental Affairs, Thabo Meeko, called on citizens to back the national rugby team at the SaamTrek Fan Park - Phakisa Raceway.

Entrance will be free. Additional activities and entertainment include a kiddie’s village, biker stunts show, car drifting, music performances, food stalls, and tourism products exhibitions. – SAnews.gov.za

African Development Bank’s novel 5-year strategy paper focuses on governance and the private sector

Location: News
African Development Bank Group (AfDB)

The Board of Directors of the African Development Bank Group (https://www.AfDB.org/en) have approved South Africa's Country Strategy Paper (CSP) 2023-2028. The Bank's interventions over the next five years will focus on two priority areas: improving governance and developing the private sector in southern Africa's largest and most populated country.

The CSP 2023-2028 aims to support the South African government's efforts to tackle its structural challenges, promote industrialization and establish a faster, more inclusive growth trajectory to reduce poverty for the long term. Its indicative operational program for 2023-2028, amounts to a total of $1,54 billion, comprising six sovereign operations totaling $887 million and seven non-sovereign operations totaling $654 million.  The sovereign operations selectively support four focal sectors, relatively large projects aimed at delivering transformation at scale and impact.

In the first priority area, the African Development Bank will support efforts to improve economic governance and boost private investment to promote inclusive growth and create decent jobs. This will help broaden access to the main social and economic services, improve skills and employability, and increase resilience to external and climate shocks.

The Bank will also contribute to strengthening the governance framework to create favourable conditions for implementing infrastructure projects. Its support will help to reduce costs and contribute to the success of the private sector by helping the country to address regulatory barriers.

Among the expected outcomes are a reduction in the budget deficit of 4.2% of gross domestic product in 2022-2023 to 3 percent in 2027-2028. Energy production by the private sector should increase from 100 megawatts in 2023 to over a gigawatt in 2028, and 700 new small and medium-sized enterprises (SMEs) should have access to funding, including at least 210 owned by women and 70 by young people, by 2028.

In the second priority area – developing the private sector – the African Development Bank aims to improve access to high-quality infrastructure, boost productivity and strengthen competition to promote growth driven by the private sector and job creation through transformative projects. The Bank's interventions will focus on the energy, transport, water and sanitation sectors, as improving these kinds of infrastructure will contribute to reducing the cost of economic activity, increasing productivity and strengthening South Africa's competitiveness at all levels. These interventions will also enable women to access basic services and economic opportunities.

Finally, there will be an emphasis on protecting infrastructure from the effects of climate change to strengthen sustainability and resilience, a goal that will be at the forefront of all infrastructure projects.

The Bank's actions in the transport sector should help increase the market share of rail freight from 26.8 percent in 2023 to 28 percent in 2028 and complete the construction of 38 kilometres of tunnels by 2028.

On 30 June 2023, the African Development Bank Group's active portfolio in South Africa comprised 23 projects, with total funding of USD 7 billion.
