African Development Bank and Absa Unveil Multi-Billion Rand Financial Package to Expand Sustainable Capital Markets, Boost Economic Growth for Women and Youth

The African Development Bank (www.AfDB.org) and Absa Group, one of Africa's leading financial services providers, today celebrated a landmark agreement to mark the execution of a transformative financial package aimed at increasing funding for underserved segments, across South Africa and the continent. The target audience includes women-owned businesses, youth entrepreneurs, and small and medium-sized enterprises (SMEs).

In addition to enhancing Absa's regulatory capital, the facility will promote access to finance, deepen domestic capital markets, and ensure continued access to global supply chains for issuing banks in regional member countries, including low-income and fragile states.

The financial package includes:

  • A subordinated sustainability-linked (Tier 2) loan amounting to R1.7 billion, complemented by a non-financial support package of R18 million for capacity building and technical assistance targeted at SMEs, youth, and women-owned enterprises.
  • Subscription of R1 billion into Absa's inaugural social (Tier 2) bond issuance, with proceeds earmarked for providing affordable housing loans to female homeowners.
  • A trade finance Risk Participation Agreement (RPA) facility valued at $150 million, designed to underwrite the risks of trade transactions originated by African issuing banks, reinforcing Absa's role as a regional bank.

Several components of the package have already been executed, including the successful issuance of Absa's first Tier 2 social bond on the Johannesburg Stock Exchange in July 2024. The R1 billion proceeds from this bond will be allocated towards affordable housing loans specifically targeting women, empowering them as first-time homeowners in low-income segments.

Leila Mokaddem, Director General of the African Development Bank's Southern Africa Region, stated: “This partnership with Absa Group underscores our commitment to driving sustainable and inclusive economic growth across Africa. Through this financial package, we are not only fortifying Absa's capital base but also ensuring that essential funding reaches women, youth, and entrepreneurs, fostering a more equitable and prosperous continent. This collaboration aligns seamlessly with our strategic priorities of supporting Africa's industrialization and enhancing the quality of life for its people. “

Absa has secured a R1.7 billion sustainability-linked Tier 2 loan aimed at general corporate business purposes while incentivizing the extension of finance products to women-owned SMEs as a key performance indicator. As part of this agreement, Absa is collaborating with the African Development Bank to enhance skills among both Absa staff and women business owners. A capacity-building training program has been launched to address the unique challenges faced by female and youth entrepreneurs, by providing mentorship and financial solutions.

Charles Russon, Absa Group interim CEO designate remarked: “The finalisation of this package concludes a three-year process that significantly enhances our capacity to fund social initiatives aligned with our commitment to being a force for good. This partnership enables us to increase funding for women and youth in South Africa while facilitating greater trade opportunities across the continent. “

“This partnership aligns with the African Development Bank's strategic objectives of advancing green, social, and sustainability instruments in the domestic capital markets, supporting African capital market development and regional financial integration,” said Ahmed Attout, Director of the Financial Sector Development Department at the African Development Bank. He emphasised that it is designed to empower Absa to effectively disburse funds for highly impactful social and sustainable economic development initiatives.

The $150 million trade finance facility will drive trade support across Africa, addressing the continent's annual trade finance gap of over $100 billion. This initiative will enhance access to financing for key sectors such as agriculture, transport, and manufacturing, while fostering financial sector development and regional integration.

African Energy Chamber Reaffirms Commitment to Host AEW in Cape Town Through 2030

The African Energy Chamber (AEC) (www.EnergyChamber.org) – the voice of the African energy sector – is proud to announce that the African Energy Week (AEW): Invest in African Energy conference remains committed to hosting the African continent's most successful energy event in Cape Town. AEW was established in 2021 under the premise to make energy poverty history by 2030 and, now in its fourth immensely successfully edition, we remain devoted to keeping the event at Cape Town's International Conference Center (CTICC) until 2030. 

Africa Oil Week (AOW) recently confirmed it will hold its 2025 edition in Accra, Ghana, and while we wish them the best in their endeavors, the Chamber is steadfast in its commitment to hosting AEW – the continent's premier energy event – in Cape Town. In 2021, AOW made the decision to take its conference to Dubai, citing the fact that Africa was not equipped to host a large-scale conference in a safe manner due to the COVID-19 pandemic. AOW claimed that the event is focused on supporting Africa's needs, and yet the decisions to leave Cape Town for Dubai contradicted this very ambition.

What AEW sought to prove, and was successful in doing, is that Africa has always been capable of hosting large-scale events. Under very strict COVID-19 safety measures, AEW 2021 hosted delegations from both the African and global energy sector. In 2022, the conference attracted thousands of delegates, while in 2023, the conference supported an even bigger and better event. When Africa needed investment, AEW was quick to respond, providing a platform where stakeholders could meet, and deals be made. 

Now, in 2024, AEW: Invest in African Energy continues our mandate to eradicate energy poverty by 2030 and serves as the official meeting place for Africa's energy elite. We remain committed to our promise to position Cape Town as the hub for oil, gas and energy discussions in Africa. 

We reaffirm our pledge to maintain AEW's presence in Cape Town, rather than relocating to Dubai or other destinations outside of Africa. Our focus is on addressing key issues surrounding the African energy sector, ensuring that South African service providers, small business, local enterprises and stakeholders continue to benefit from our efforts. Meanwhile, outside of South Africa, the continent is seeing monumental growth. In Uganda, progress continues to be made on the Lake Albert Development, a multi-faceted project that promises new opportunities for energy security and industrialization in East Africa. In the Republic of the Congo, marginal projects are making headway as the government prioritizes gas investment and development while Libya recently announced that oil production has reached 1.217 million barrels per day. 

Meanwhile, South Africa's neighbor, Namibia, has made a litany of major oil and gas discoveries since 2022 and is making significant strides to develop these major finds. Mozambique is gradually making progress with its three major gas projects, opening new opportunities for regional trade. All of these projects and many more are showcased at AEW: Invest in African Energy, with investment opportunities made clear to existing and potential investors. African Energy Week (AEW) 2024 National Oil Companies (NOC) Lineup to Unlock Project, Partnership Opportunities in Oil and Gas

African energy demand is projected to more than double by 2050, with fossil fuels anticipated to account for up to 60% of the continent's energy mix by 2040. This trend highlights the growing importance oil and gas will continue to hold in Africa. In partnership with international oil companies and private E&P firms, the continent's national oil companies (NOC) are responding to this projection by prioritizing fast-tracked project development, promoting collaborative exploration and production to bring new reserves online.

The upcoming African Energy Week (AEW): Invest in African Energy conference – scheduled for November 4-8 in Cape Town – features a strong lineup of African and global national oil companies (NOC). This lineup reflects a strong intention by NOCs to collaborate, unlock additional reserves and drive oil and gas projects forward across both emerging and mature markets in Africa.

Southern Africa has yielded some of Africa's biggest oil and gas finds in recent years. Namibia – which featured a string of offshore finds since 2022 – has rapidly emerged as an oil and gas hotspot, with Galp Energias' Mopane discovery estimated to hold 10 billion barrels alone. In South Africa, the 2019 Brulpadda discovery accounted for 10% of the overall discovered volumes in Africa that year while the Luiperd find accounted for 80% of the continent's volumes discovered in 2020. Mature producers such as Angola also continue to unlock additional reserves, with ExxonMobil announcing a discovery at the Likember-01 research well in Block 15 this year. At AEW: Invest in African Energy 2024, Angola's NOC Sonangol, Namibia's NAMCOR and South Africa's SANPC will speak on these discoveries and future opportunities.

East Africa is one of the world's final frontiers for oil and gas exploration, with major discoveries made in recent years showcasing the potential for billion-barrel projects. In exploration, offshore basins in Tanzania have shown trillions of cubic feet of gas while onshore acreage in Uganda holds the promise of new oil supplies. While various cross-border infrastructure projects, LNG facilities and field developments are underway, the region offers significant potential for exploration. During AEW: Invest in African Energy 2024, East African NOCs including the Tanzania Petroleum Development Corporation; Uganda National Oil Company; and National Oil Company of Malawi will unpack this potential, sharing insight into ongoing projects and untapped investment opportunities.

Contrastingly, West Africa holds some of the biggest oil and gas producing markets on the continent. These include the Republic of Congo – which is diversifying its energy matric through billion-dollar gas investments; Equatorial Guinea – which is diversifying LNG feedstock through agreements signed with regional neighbors; and Gabon – which aims to boost production to 220,000 barrels per day. Concurrently, markets such as Cameroon, Liberia and Ivory Coast hold strategic potential for exploration firms, with recent finds underscoring opportunities in frontier drilling. At AEW: Invest in African Energy 2024, NOCs to the likes of Société nationale des pétroles du Congo; GEPetrol; Gabon Oil Company; and Ghana National Petroleum Corporation are participating. Additionally, the National Hydrocarbons Corporation of Cameroon; the National Oil Company of Liberia; and Petroci have joined.

While West African countries account for a large share of African hydrocarbon production, the same can be said for North Africa, with Algeria representing the largest natural gas producer in Africa. The country's production measured over 100 billion cubic meters (bcm) in 2023, with ambitions to exceed 200 bcm in production over the next five years. During 2024, up to 8 oil and gas discoveries have been made, with the NOC Sonatrach signing several exploration agreements with the likes of TotalEnergies, ExxonMobil and more to unlock additional basins. Sonatrach is participating at AEW: Invest in African Energy 2024.

In addition to African NOCs, global counterparts including the respective NOCs of Saudi Arabia and Azerbaijan have also joined the conference to discuss investment opportunities, future collaborations and how knowledge-sharing can support the next generation of oil and gas projects. Saudi Aramco, for example, which represents one of the biggest gas producers worldwide, offers a wealth of expertise for African NOCs. Similarly, the National Oil Company of the Azerbaijan Republic, an expert in refining and infrastructure development, stands ready to support Africa as it scales-up domestic refining capacity.

Carbon pricing poses threat to economies of developing countries

While South Africa is committed to the decarbonisation agenda, Deputy Minister of Forestry, Fisheries and the Environment Narend Singh has raised concern that a carbon price to the production of emissions-intensive goods could exacerbate inequality, poverty and unemployment in developing countries.

“There are many hurdles which industry will be confronted with in their efforts to decarbonise, particularly in developing countries such as South Africa. Key for us is to take the necessary key steps to transition, without adversely affecting the competitiveness of such industries and leaving no one behind,” the Deputy Minister said on Tuesday.

He made these remarks during an Industry Conference on bridging compliance: Carbon Border Adjustment Mechanism (CBAM), environmental, social, and governance (ESG) and the South African metals and engineering sector.

The Steel and Engineering Industries Federation of Southern Africa (SEIFSA) in collaboration with the Danish Industry (DI) hosted the conference. 

It was attended by senior government officials, industry leaders, policy makers as well as sustainability experts who explored the intersection of the looming CBAM and ESG reporting requirements from the European Union and how this is likely to affect the metals and engineering sector which is an export intensive sector. It is also a heavy emitter of greenhouse gas emissions.

ESG sustainability reporting requirements by business, point to responsible business conduct that includes taking measures to lower pollution, and carbon dioxide (CO2) output, and reducing waste.

“We remain concerned that outside of multilateral processes such as the United National Framework Convention on Climate Change (UNFCCC), discussion and agreement [on] the CBAM policy design of using market principles to cut GHG [greenhouse gas] emissions will create a direct impact on developing countries’ such as South Africa, exacerbating inequality, poverty and unemployment. This we should take all measures to guard against,” Singh explained.

Carbon border adjustment mechanisms (CBAMs), or border carbon adjustments (BCAs), are mechanisms that aim to increase the consistency in the application of carbon pricing between goods produced in different jurisdictions but traded between those jurisdictions.

Most commonly, they involve a jurisdiction that applies a carbon price to the production of emissions-intensive goods, such as through an emissions trading system (ETS) or carbon tax, seeking to apply an equivalent carbon price to imports of those goods from overseas jurisdictions.

Carbon cost liability, reflections

Practically, this could mean that South African exports of carbon-intensive goods would face an extra carbon cost liability in some jurisdictions.

“The Department of Forestry, Fisheries and the Environment has been actively engaged in the decarbonization of the steel sector. As you are well aware, the steel sector, is one of the hard to abate sectors, and is highly energy intensive.

“The department, in collaboration with the Department of Trade, Industry and Competition and in partnership with the Organization for Economic Cooperation and Development (OECD), has been working closely with industry association, the South African Iron and Steel Institute (SAISI), and industry partner, ArcelorMittal, together with other players, to determine what may be the low hanging fruit for a low carbon transition.

“The entire value chain has to be reflected upon - both upstream and downstream players. This is work in progress, and indeed comes with its own set of challenges, in the form of necessary research and development, capacity development, and the much-needed capital investment,” Singh said.

Green steel

He mentioned green hydrogen, as an option for the production of green steel.

“Sectoring scrap metal market as input material for the steel sector to lower the carbon footprint, would be another option. Refurbishment of existing technology and investment into new and energy efficient technologies are other options.

“Downstream industries are also faced with competition on imports. Therefore, compliance and enforcement are important, and so is the provision of the necessary legislative measures,” the Deputy Minister said.

Just Transition

South Africa recognises the need for climate action to be centred on a Just Transition, meaning a transition to net-zero carbon emissions society that accommodates the needs of workers and communities, which may be negatively affected through the loss of jobs or activities as a result of a move to a lower carbon economy.

“The Climate Change Act, which was signed into law by President Ramaphosa in July 2024, sets out South Africa’s national climate change response, including mitigation and adaptation actions, which also constitutes South Africa’s fair contribution to the global climate change response.

“The Climate Change Act enables the alignment of policies that influence South Africa’s climate change response, to ensure that South Africa’s transition to a low carbon and climate resilient economy and society is not constrained by policy contradictions.

“The Climate Change Act also sets out measures to enhance South Africa’s ability and capacity over time to reduce greenhouse gas emissions, and build climate resilience, while reducing the risk of job losses, and promoting new job opportunities in the emerging green economy,” said the Deputy Minister.

He added that the Nationally Determined Contributions (NDC) for South Africa have been informed by peak, plateau and decline in terms of carbon emissions reduction.

The NDC cover adaptation, mitigation as well as finance and investment requirements and is based on equity.

“The recent Bid Window of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), the work of the Just Energy Transition (JET), green hydrogen generation, are key steps in a positive direction.

“South Africa remains committed to stabilising the GHG concentration in the atmosphere and contribution to the global temperature goal of keeping temperature well below 2 °C and pursuing efforts to 1.5 °C below preindustrial levels in line with the principle of common but differentiated responsibility and respective capabilities (CBDR-RC),” he said. -SAnews.gov.za

NBA Africa and Opportunity International to Build Basketball Courts and Conduct Youth Clinics in Kenya and Rwanda

NBA Africa (https://Africa.NBA.com/) and Opportunity International, a global nonprofit organization that develops innovative programs that use financial services, training and support to address some of the greatest challenges facing those living in poverty around the world, today announced a collaboration to build outdoor basketball courts and conduct youth clinics in Nairobi, Kenya and Kigali, Rwanda next year.  The collaboration will support NBA Africa's commitment to build 1,000 courts in Africa over the next decade, including 100 in Kenya.

As part of the collaboration, NBA Africa and Opportunity International will also hold a development program for coaches and teachers in both cities aimed at providing them with skills and best practices in coaching, refereeing, game operations, event management, program administration, and more.

The announcement was made today by NBA Deputy Commissioner and Chief Operating Officer Mark Tatum, Opportunity International CEO Atul Tandon and five-time NBA champion Derek Fisher at a press conference in Nairobi.

“Our collaboration with Opportunity International reflects our commitment to investing in local basketball ecosystems across Africa and providing youth with the resources and opportunities to develop their leadership and basketball skills,” said Tatum.  “We look forward to working together to create safe spaces where Kenyan and Rwandan youth can play the game and participate in programs that help develop the next generation of coaches and mentors.”

“We are absolutely thrilled to work with NBA Africa to bring world-class basketball courts and coaches to Africa,” said Tandon.  “This initiative is key to our longstanding commitment to bring more education and more opportunities to the youth of Africa, and we are grateful to NBA Africa, NBA Deputy Commissioner Tatum, and our longtime friend and partner Sam Garvin for coming together to help build a rising Africa.”

The Jr. NBA, the league's global youth basketball participation program for boys and girls, teaches the fundamental skills as well as the core values of the game at the grassroots level in an effort to help grow and improve the youth basketball experience for players, coaches and parents.  Last year, Jr. NBA programming directly reached more than 170,000 youth across Africa.

South Africa and Botswana have committed to strengthening economic ties between the two countries and reducing the barriers that currently impede the free flow of goods.

The commitment was made during a meeting between the Deputy Minister of Trade, Industry and Competition Zuko Godlimpi and the Botswana Minister of Trade and Industry Mmusi Kgafela in Pretoria recently.

The two discussed the promotion of trade and investment and committed to addressing key challenges hindering the full potential of economic cooperation between the two countries.

They also reaffirmed their commitment to strengthen economic ties, deepening communication on trade relations, and fostering mutually beneficial investment opportunities that contribute to sustainable industrial development and employment creation for both countries.

Deputy Minister Godlimpi and Minister Kgafela emphasised the importance of simplifying trade processes and reducing the barriers that currently impede the free flow of goods. 

The two also discussed possible cooperation in areas of mutual interest where investment cooperation can be expanded such as manufacturing, agriculture, transport, and other services sectors.

A central part of the discussions focused on addressing existing challenges, including non-tariff barriers, regulatory obstacles, and market access issues that have hindered trade growth. 

Both countries agreed to establish a bilateral working group to identify and resolve these challenges to ensure a fair and open trading environment.

Both delegations expressed optimism about the future of their economic partnership and agreed to hold and sustain regular consultations to monitor progress and explore new areas of cooperation. – SAnews.gov.za

Seventh administration to promote peace, security in Africa

International Relations and Cooperation Minister, Ronald Lamola, has assured South Africans that the current administration will not stray from the African Agenda and will continue to push for peace and security on the continent.

Delivering his remarks at the Africa Peace and Security Dialogue hosted by the Thabo Mbeki Foundation on Saturday in Magaliesburg, the Minister said: “I am here to say that the seventh administration remains committed to the African Agenda. We are not deviating from it, we pursue our agenda in the spirit of genuine partnership, not hegemony as some would claim.”  

The annual dialogue is dedicated to finding practical solutions to the peace and security challenges facing the continent.

“Evidence suggests that when all variations are put, it is said that more than 120 conflicts are playing themselves out on the world, while 60% of the United Nations Security Council peacekeeping budget focuses on African conflicts and peacekeeping.”

According to the Minister, the two most worrying conflicts which have led to devastating humanitarian crises are in the eastern Democratic Republic of the Congo and Sudan.

Lamola stressed that the Government of National Unity (GNU) was working around the clock to end these wars with the Deputy President Paul Mashatile being the envoy for South Sudan and President Cyril Ramaphosa focusing on Sudan.

“Unfortunately, both have not received adequate attention from the international community compared to the ongoing war between Russia and Ukraine, the devastating war in Gaza and recent tensions between Israel and its Arab neighbours.”

He raised his concern that Africa has experienced a resurgence of coups in the past few years, while six member states remain suspended from the African Union (AU) because of unconstitutional government changes.

“I hope this conference will help us find a solution to legitimate concerns of West Africa about colonial vintage still haunting most parts of the continent.”

However, he said the Global South would continue to work in harmony and revive the AU and regional economic communities, the building blocks of African integration.

He said the resurgence of violence in the Sahel region “should concern us all” and the terrorism and violent extremist acts in Cabo Delgado were a security threat for Mozambique and the wider Southern African region.

“The threat of terrorism and violent extremism is one of the most pressing peace and security challenges that the continent is dealing with as it has spread to more regions of the continent, including Southern Africa.”

In addition, he stressed that South Africa would continue to support the leaders and people of South Sudan in their transition process towards a stable democracy.

South Africa has placed the issue of financing peace operations on the continent through the UN’s assessed contributions on the Security Council agenda.

He told the guests that South Africa will use its Chairpersonship of the G20 to action the pact of the future as adopted by the UN General Assembly, reform the global financial architecture, inclusive governance and refocus on the implementation of the sustainable goals to put forward Agenda 2063 on the global pedestal. – SAnews.gov.za

Deputy President concludes working visit to the United Kingdom

Deputy President Paul Mashatile has on Friday concluded his weeklong working visit to the United Kingdom. 

The Deputy President was in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the nations and woo investors following his travels to Ireland.

“The purpose of the visit was to identify new trade and investment opportunities to grow the South African economy in partnership with the United Kingdom,” the Presidency said in a statement. 

Some of the areas of interest he touched on during his engagement include government’s strategic priorities in several sectors including trade, investment, skills development, science, innovation, tourism and the Just Energy Transition.  

“Following the successful conclusion of elections in both countries, the establishment of new governments allowed for reaffirming bilateral relations at all levels for the two strategic partners,” the statement read. 

During the working visit, the Deputy President engaged with representatives from several organisations. These include Bloomberg Media, Brand South Africa, the London Stock Exchange, Investec, Standard Bank, JP Morgan, Citibank, Goldman Sachs and the South African Chamber of Commerce.

The talks also focused on showcasing South Africa as an investment destination of choice, by highlighting investment opportunities in the country.

He stressed the stability of South Africa’s political landscape as a result of the newly established Government of National Unity (GNU) and highlighted its significant demonstration of democracy at work and how it can serve as a model for other democracies around the world.

The Deputy President also had an opportunity to deliver an address on South Africa’s upcoming G20 Presidency, set to commence on 1 December 2024, at the University of London’s School of Oriental and African Studies (SOAS). 

“The Deputy President affirmed that the country will advocate for the needs of developing nations, to place Africa’s development at the forefront of the global agenda.”

The Deputy President met with British government leaders including the Deputy Prime Minister Angela Rayner, the Secretary of State for Energy Security and Net Zero Ed Miliband, and Secretary of State for Foreign Affairs, Commonwealth and Development David Lammy. 

He further paid a courtesy visit to Prince Edward, His Royal Highness the Duke of Edinburgh.

“Our numerous meetings with potential investors have revealed a shift in their attitudes and perceptions towards South Africa, indicating a positive look. Our alliance is based not on personal sentiments but on the aspiration to enhance South Africa and, consequently, the lives of our citizens, and be useful in sustaining the GNU administration for five years,” said the Deputy President.

The Deputy President was accompanied by the International Relations and Cooperation Minister Ronald Lamola, the Minister of Small Business Development Stella Ndabeni-Abrahams, the Minister in the Presidency responsible for Planning, Monitoring and Evaluation Maropene Ramokgopa and Minister of Public Works and Infrastructure Dean Mcpherson.

Deputy President Paul Mashatile says he is confident that his working visit to the United Kingdom and Ireland will improve trade and investment relations, which have been stagnant for years. 

The Deputy President spoke during an engagement with the South African Chamber of Commerce (SACC) in London on Thursday. The SACC is an umbrella organisation and conduit for trade, community and investment into and out of South Africa.

The country’s second-in-command is in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the nations and to woo investors following his travels to Ireland.

His interactions were centred on various issues, including the Government of National Unity (GNU), energy, infrastructure, and the measures to foster a favourable environment for trade and investment.

“Our numerous meetings with potential investors have revealed a shift in their attitudes and perceptions towards South Africa, indicating an optimistic outlook. 

“Our alliance, based not on personal sentiments but on the aspiration to enhance South Africa and, consequently, the lives of our citizens, will undoubtedly sustain the GNU administration for five years.” 

However, he said they will measure the GNU’s success based on the number of employment and entrepreneurs they assist in establishing sustainable enterprises.

“Businesses hope to continue working with the government in the public-private partnership that has reduced load shedding, improved transport and logistics infrastructure, and strengthened national capacity to combat crime and corruption,” the Deputy President said. 

Shifting his focus to energy, he stated that investors have demonstrated that ending the load shedding that began in 2007 is the most positive news. 

“They confirmed that it allows them to conduct business without uncertainty. The elimination of power outages was largely due to a series of measures implemented by the State-owned power utility, Eskom and government over the past two years.”

He also told the SACC that government was addressing the obstacles in the freight logistics system that continue to impede competitiveness and undermine economic growth. 

“We are on a mission to create and sustain a bankable investment pipeline of priority, credible, quality and high-impact projects that span the country through Infrastructure South Africa, the primary driver of the National Infrastructure Plan 2050,” he explained. 

Mashatile believes that the SACC plays an essential role in engaging with businesses to promote bilateral trade and investment links between the United Kingdom and South Africa. 

“It is our responsibility as leaders in our respective regions to foster an atmosphere that encourages entrepreneurship, fosters innovation, and drives inclusive growth.”

In addition, he expressed his desire to increase South Africa’s exports of valuable goods and services to the United Kingdom. 

“It is excellent that the two countries already exchange food and beverages. It is critical that we collaborate to create strategies to accelerate international trade and investment.”

Mashatile announced that the State was simplifying regulatory procedures through the Red Tape Task Team, making it easier for businesses to operate and invest locally.

He concluded his address with South Africa’s stance on peace and stability in Africa and globally, stressing that the nation is anti-war and pro-peace. 

“We reaffirm our commitment to the inviolability of sovereignty and the importance of national security.

“More immediately, we support [silencing the guns]. We want to see peaceful and mutual coexistence between Russia, Ukraine, Israel, Sudan, and the rest of the globe, because war is terrible for business.” – SAnews.gov.za

Citizens urged to take part in International Fire Safety and Prevention Week

The National Disaster Management Centre (NDMC) has called on all South Africans to participate in this year’s International Fire Safety and Prevention Week, which will be observed from 6 to 12 October 2024.

This global event aims to raise awareness of fire prevention and safety practices, encouraging individuals, communities and businesses to take proactive steps to reduce the risk of fires and protect lives.

According to the organisation, South Africans can pledge their support by learning more about fire safety, practising safe fire prevention measures at home and in the workplace, and backing local fire services. 

During the International Fire Safety and Prevention Week, fire services across the country will host a variety of awareness campaigns and community outreach activities to educate the public about fire safety. 

“These efforts will include school visits, fire drills, safety demonstrations, and information sessions designed to help communities better understand how they can prevent fires and respond effectively in an emergency,” the NDMC said.

Meanwhile, the NDMC has also taken the time to recognise the heroic work done by the brave men and women of fire services across the country, both public and designated services, who are at the forefront of fire prevention and emergency response. 

“Their dedication to protecting lives and property, often in dangerous and challenging conditions, deserves the highest praise.” 

The organisation has been working closely with all provinces and local municipalities to strengthen fire safety and prevention measures across the country.

Since 2016, according to NDMC statistics, more than 118 municipalities have been assessed, with more than 500 fire safety practitioners trained in fire risk assessment and safety strategies through partnership with the Fire Protection Association of South Africa (FPASA).

“In line with the Fire Services White Paper, fire services are encouraged to pursue the implementation of an integrated fire risk management strategy, as it is critical that collectively we, as a nation, focus on fire prevention and preparedness together,” the statement read. 

Fire is preventable, and the NDMC urges everyone to take simple steps, such as:

• Educating communities to build their informal dwellings with a minimum gap of three meters between them to reduce the risk of fire spreading quickly.
• Ensuring that the spaces between these buildings are kept clear of debris and always maintain open and accessible roads leading to the homes, so that emergency vehicles can reach them without delay.
• Ensuring that homes are equipped with smoke detectors and fire extinguishers.
• Creating and practising fire escape plans.
• Being mindful of potential fire hazards, such as unattended cooking or faulty electrical wiring.
• Educating children, family members, and the frail and elderly about fire safety measures. – SAnews.gov.za

Call for no alcohol consumption this Social Development Month

With the country observing Social Development month, Social Development Minister Sisisi Tolashe is appealing all South Africans not to consume alcohol or sell alcohol to children during the month of October. 

The call comes as Tolashe and MEC for Social Development in KwaZulu-Natal, Cynthia Mbali Shinga, will be commemorating World No Alcohol Day on Wednesday, 3 October.

The commemoration will take place at Sweetwaters, uMgungundlovu District, Umsunduzi Local Municipality, KwaZulu-Natal.

The two leaders will use the day to highlight the harms caused by alcohol abuse which affects individuals, families and communities.

The event will be held in partnership with Kwa Zulu Natal Provincial Department of Social Development, SAAPA (Southern African Alcohol Policy Alliance) and the Central Drug Authority (CDA).

The day aims to highlight the effects of alcohol abuse, binge drinking amongst South African youth and the negative effect of selling alcohol to children.

World No Alcohol Day was proposed by India during the World Health Assembly in Geneva in 2008, where 193 World Health Organization (WHO) members signed a resolution to reduce alcohol-related harms. 

This year’s commemoration will be held under the theme: “Say No to alcohol and selling alcohol to minors is a crime”. 

The theme seeks to raise awareness about the risks associated with alcohol misuse and abuse, and the dangers of selling alcohol to minors which can lead to underage and binge drinking.
Sweetwaters was identified as the place to host the event given its high rate of alcohol abuse, crime and teenage pregnancy. 

This community also experienced a tragedy last year when 12 young people abusing alcohol and drugs were burned to death. 

The Minister will use this day as one of the targeted outreach programmes during DSD Month, which is held under the theme: “30 years of Democracy, Partnership and Growth: Towards Reigniting the role of the family”. 

South Africa’s alcohol consumption

The department highlighted that alcohol is the most misused legal drug in South Africa, and this has a negative impact on the fabric of many communities, especially children and young people.

South Africa has one of the highest rates of alcohol consumption globally with alcohol consumption per capita in the country having risen over the last 10 years. 

The department further highlighted that alcohol use plays a role in about half of all non-natural deaths. It is involved in 75% of homicide cases; 60% of automobile accidents; and 24% of vehicle deaths and injuries.

Minister Tolashe said alcohol is the third-largest contributor to death and disability after unsafe sex/sexually transmitted infections and interpersonal violence, both of which are themselves influenced by alcohol consumption as alcohol affects sexual and violent behaviour.

“Alcohol use has been recognised as a major contributor to the global burden of disease, with an even greater detrimental effect in low- and middle-income countries and people living in poverty. In total, more than 13 million disability-adjusted life years, or 7% of the total disease burden in South Africa, is attributed to alcohol.”

She said young people aged 15 to 29 have the greatest burden of disease attributable to alcohol use. 
Although, men generally use and abuse alcohol more frequently and experience a greater burden of disease than women, a significant proportion of young women in South Africa are also using alcohol.

Women in disadvantaged communities with comparable alcohol use to men are significantly less likely to obtain treatment. Alcohol use in young women is associated with high rates of multiple comorbidities including risky sexual practices, poor adherence to HIV medications, depression, and intimate partner violence (IPV).

Tolashe cautioned that alcohol use among parents /care givers can have long-standing negative effects on their children and their ability to thrive given their homes are often less organised, routines are more chaotic and maternal adherence to health regimens suffer.

“Alcohol use in young women, results in many children in South Africa born with Fetal Alcohol Spectrum Disorders (FASD) which could lead to damage to the fetus among pregnant women. It is for this reason that during September, which is known as FASD (Foetal Alcohol Spectrum Disorder) month, the Department of Social Development conducted awareness campaigns in provinces highlighting the dangers of drinking while pregnant,” the Minister said.

Alcohol widely used among young people

Data from the 2016 South African National Demographic and Health Survey has found that at least one in every four young people had consumed alcohol by the ages of 15–19. 

“This is the reason the department, towards the commemoration of World No Alcohol Day is having Youth Dialogues to highlight the dangers of binge drinking and that alcohol should not be sold to minors,” the Minister said. 

South Africa witnessed a tragic incident in Scenery Park, in East London, where 21 young lives were lost at the Enyobeni Tavern.

The loss of lives in Scenery Park demonstrated the risks children are exposed to, exacerbated by the triple challenges of poverty, and unemployment as well as broken family structures, poor parenting, poor morale in communities and a lack of community forums/structures to actively implore preventative measures to protect children from such occurrences.

Coupled with this is the limited implementation and monitoring of government policies that govern access to alcohol to children under 18, and licensing of establishments, said the Minister. – SAnews.gov.za

Deputy President Paul Mashatile has encouraged United Kingdom businesspeople to establish their presence in South Africa to penetrate the rest of the African market. 

“South Africa is often referred to as a gateway to the African market and offers several economic opportunities. 

“I officially encourage UK businesses to visit our lovely country for business objectives as well as tourists to appreciate the beauty of our country,” the Deputy President told the JP Morgan-hosted event attendees in London.

The country’s second-in-command is in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the two nations and woo investors. 

The Deputy President said he was confident that the visit would forge new partnerships and unlock new opportunities for collaboration between the United Kingdom and South Africa. 

“Together, we can build a stronger, more prosperous future for our nations and contribute to the economic prosperity of our regions.” 

He stressed the importance of collaboration which, he believes, is the key to unlocking new opportunities, mitigating risks, and delivering better outcomes for all stakeholders involved in the financial sector. 

“As we look around us, we see how interconnected and interdependent the global financial ecosystem has become. 

“No longer can any single entity, whether it be a bank, a fintech company, a regulatory body, or a government, hope to address the complex challenges we face on its own,” he added.  

He told the attendees that the South African government believes in the power of collaboration. 

“By working together with our industry partners, regulators, and stakeholders, we have been able to drive positive change, innovate our products and services, and create value for our customers.”

However, he acknowledged that the State has a significant amount of work ahead.

The Deputy President urged all stakeholders to commit to a more collaborative approach in tackling the pressing issues facing the financial sector such as enhancing cybersecurity measures, promoting financial inclusion, or developing sustainable investment strategies. “We must be willing to share knowledge, resources, and expertise to achieve our common goals.”

He reminded the attendees that collaboration is not just about working together but about leveraging collective strengths, embracing diversity of thought and building trust, and transparency. 

“By fostering a culture of collaboration, we can drive positive impact, foster innovation, and create a more resilient and inclusive financial sector for all.”

The Deputy President stressed that the global economy is rapidly evolving and that adapting and innovating are crucial to seizing these opportunities more than ever before. 

He took the opportunity to tell potential investors that South Africa was committed to creating an enabling business environment that attracts investment, spurs economic development, and creates much-needed job opportunities. 

“We understand the significance of collaboration with countries like UK, which share our values and aspirations for a better future.”

As a country, he said government was pushing ahead with enhancing exports of valuable goods and services to the United Kingdom. 

“It is admirable that the two countries already trade in food and beverages. However, I must admit that the global pandemic has hindered our trade partnership, leading to only modest progress. 

“We must identify measures to expedite international trade and investment. I firmly believe that we have the potential to significantly boost the volume and value of various products, including those produced.”

Meanwhile, he pointed out that there were “real signs” of early-stage entrepreneurial growth in the country and that there was already a lot of awareness of the potential partnerships and benefits to both countries.

“Already, there are large numbers of foreign companies setting up service operations in South Africa. We're hoping to see more UK companies in our country,” he added. 

He encouraged foreign companies to invest in South Africa and benefit from the free movement of goods, services, and people from South Africa to other parts of Africa. – SAnews.gov.za

Deputy President calls on the UK to raise tariff-free quota on wine, sugar from SA

Deputy President Paul Mashatile has called on the United Kingdom government to raise the tariff-free quota (TFQ) on wine and sugar coming from South Africa. 

The Southern African Customs Union (SACU) and the Mozambique Economic Partnership Agreement (EPA) include provisions for a 70/30 split between bottled and bulk wine throughout the trade relationship. 

“As the South African government, we urge flexibility for a 50/50 split. In our view, this does not necessitate an amendment of the EPA but can be a decision of the SACUM-UK Joint Council.

“South Africa has requested that the United Kingdom raise the TRQ amounts allowed under the Environmental Protection Agency Framework for South African sugar to 171 thousand tonnes and for wine to 150 million litres,” he said on Monday. 

The TFQ for imports of South African wine into the United Kingdom is currently sitting at 71.5 million litres per annum, which applies to 30% bulk and 70% packaged wine.

“We call for the UK to agree to this change which is mutually beneficial and will benefit the UK bottling industry.”

Deputy President Mashatile was speaking during the South African Heritage Month dinner hosted by Brand South Africa in London.

The country’s second-in-command is in London for the second leg of his working visit to improve trade and investment relations between the two nations. 

He said he believed that if South Africa could introduce local umqombothi, also known as African beer, or more wine to the global market, the country could double exports from South Africa to the United Kingdom, Germany, the United States, Netherlands and Canada.

The Deputy President said another element that has worked to construct a robust economy and enhance economic relations with the United Kingdom is the conventional interchange of commodities and services, such as food and clothes. 

“As you run your company and live in this area of the globe, you must show that South Africa is a nation moulded by a diverse range of cultures, languages, and traditions, all of which contribute to the vivid mosaic that defines South Africa.”

Government of National Unity

Shifting his focus to the Government of National Unity (GNU), he said the coalition government has demonstrated that South Africa embraces its diversity. 

“We have shown to the world that, despite our differences, we can work together for a single goal – to create a stronger South Africa. We have also shown the world that our rainbow country has a thriving democracy.”

He told the attendees that he was convinced that the GNU would endure and achieve its goals of driving inclusive growth and job creation, reducing poverty, addressing the high cost of living, and establishing a competent, ethical, and progressive State. 

“However, as we mark 30 years of freedom this year, we must remember those who were at the forefront of the liberation of our nation and spent years in exile advocating for a peaceful and democratic South Africa.”

The Deputy President paid tribute to those who continue to raise the South African flag high internationally by contributing to the welfare of their fellow citizens and the economy. 

“We refer to these people as Global South Africans. Now to all South Africans living, working, studying or travelling abroad, it is an exciting time for you to be a Global South African – to be part of the South African story, to be a son or daughter of Africa, to be directly connected to what we confidently predict will be the African century.” 

He applauded Brand South Africa for launching the Global South African programme, as the country works to position itself as a global player in an increasingly competitive world. 

“We believe that as Global South Africans you are an untapped voice and advocates who can elevate our nation's brand position to greater heights in international markets, whilst also shaping perceptions and the narrative about our beautiful and beloved country.” – SAnews.gov.za
