South Africa reaffirms commitment achieve New Urban Agenda
Human Settlements Minister, Mmamoloko Kubayi, has reaffirmed South Africa’s commitment to ensuring that the country achieves the New Urban Agenda in a more sustainable way.
Kubayi was speaking at a ministerial roundtable on the sidelines of the 12th World Urban Forum (WUF12) Summit, currently underway in Cairo, Egypt.
The ministerial roundtable was hosted by the United Nations-Habitat Executive Director, Anacláudia Rossbach, on Tuesday.
It explored how different spheres of government, from national to local, can work better together to achieve the 2030 Agenda for Sustainable Development, with particular attention on multilevel governance arrangements and partnerships for adequate housing, climate action, finance systems, digital technology, and urban crises response.
The New Urban Agenda represents a shared vision for a better and more sustainable future, and if well-planned and well-managed, urbanisation can be a powerful tool for sustainable development for both developing and developed countries.
Speaking at the session, Kubayi said South Africa was committed to ensuring that the country meets Sustainable Development Goal (SDG) 11, which calls for countries to make cities and human settlements inclusive, safe, resilient and sustainable.
“We have recognised that this is one of the most important areas of work to address issues related to this, in terms of global shared challenges, such as rapid urbanisation, climate change, inequality and inadequate infrastructure,” Kubayi said.
Kubayi said a multistakeholder approach has been taken by the South African government, and working together with the private sector and civil society, they have committed to ensuring that no one is left behind, but “we include everybody as part of our programmes”.
She highlighted that the primary participants in terms of this work is in the policy formulation, but also ensuring that government’s activities at local level are taken up and programmes are supported.
“The private sector supports us in terms of financial support, ensuring the initiatives that we do and commit to, are also funded, but also in partnership to fast-track the implementation. We do recognise that one of the areas that we want to continue to do this, is also support in terms of academic research organisations.
“We have launched our research agenda as the South African government, to ensure that what we bring as solutions in terms of implementing the urban agenda and also in achieving the UN SGD goals, is to ensure and make sure that our solutions are evidence based but more importantly, can be sustainable,” Kubayi said.
Kubayi also committed government in ensuring that urbanisation in the work they do in critical governance and leadership of the new urban agenda, includes the three spheres of government.
“That is why in our delegation here we have representatives of the national government, provincial government and local government. We do believe that this approach is more sustainable and ensures that it is inclusive but in terms of ensuring that all hands are on deck,” the Minister said.

The South African Government has signed a Memorandum of Understanding (MoU) with the Government of the Republic of Chile on cooperation in the areas of fisheries and aquaculture.
“Through this strategic partnership, South Africa and Chile aim to create new opportunities for development and innovation in the fisheries and aquaculture sectors, ensuring that marine resources are managed responsibly and sustainably for the benefit of both countries,” Deputy Minister of Forestry, Fisheries and the Environment Narend Singh said on Monday.
This agreement marks a significant step in the strengthening of bilateral relations and collaborative efforts between South Africa and Chile in promoting sustainable fisheries and aquaculture.
“This MoU establishes a formal framework for cooperation aimed at the responsible and sustainable management of fisheries and aquaculture resources, as both countries recognize the significance of these sectors to economic growth, employment, and food security.
“The collaboration builds upon discussions initiated at the 2016 Joint Trade and Investment Commission and strengthens existing bilateral relations,” the Department of Forestry, Fisheries and the Environment said.
The primary areas of cooperation outlined in the MoU include:
• Fisheries and aquaculture research: supporting scientific advancements in sustainable practices.
• Exchange of technology and best practices: promoting modern aquaculture technology and responsible farming methods.
• Capacity building and knowledge sharing: enhancing expertise in small-scale and industrial fisheries management, regulatory approaches, and enforcement measures.
• Combatting Illegal, Unreported, and Unregulated (IUU) fishing: joint efforts to address fisheries-related crimes that impact marine resources.
In alignment with international frameworks, both countries will engage with relevant international forums and regional fisheries management organisations to uphold best practices and sustainable resource management principles.

International Relations and Cooperation Minister, Ronald Lamola, will host his United Kingdom counterpart, David Lammy, on Tuesday, 5 November 2024, in Cape Town.
According to the department, the meeting between the Minister and the United Kingdom Secretary of State for Foreign, Commonwealth and Development will focus on strengthening relations between the two nations.
“The UK is one of South Africa’s most significant bilateral partners, particularly in trade, investment, skills development, science, innovation, the Just Energy Transition and tourism, among others,” the Department of International Relations and Cooperation (DIRCO) said.
According to Lammy’s office, he began his visit to the continent in Nigeria, his first trip to Africa as Foreign Secretary and the first to visit South Africa since 2013.
Committing to a fresh approach to Africa that works productively from Morocco to Madagascar, Lammy announced the start of a five-month consultation process to ensure African voices inform and sit at the very heart of the United Kingdom’s new approach to the continent.
“Accommodating the diverse needs and ambitions of 54 countries, the consultation will guarantee the UK’s relationships across Africa are based on mutual respect and partnership,” Lammy's Office said.
Lammy believes Africa has huge growth potential, with the continent on track to make up 25% of the world’s population by 2050.
“Our new approach will deliver respectful partnerships that listen rather than tell, deliver long-term growth rather than short-term solutions and build a freer, safer, more prosperous continent. I want to hear what our African partners need and foster relationships so that the UK and our friends and partners in Africa can grow together,“ he said.
According to Lammy, growth is the core mission of the UK government and will underpin relationships in Nigeria, South Africa and beyond.
“This will mean more jobs, more prosperity and more opportunities for Brits and Africans alike.”
In South Africa, Lammy’s Office said he will agree to develop a new United Kingdom-South Africa Growth Plan.
“South Africa is our largest trading partner on the continent and this plan will allow trade to flourish even more through collaboration on market access, a new UK Trade Partnership programme to boost South Africa exports, and a new programme to increase the number of agricultural jobs in rural South Africa. This will simultaneously boost trade for Brits whilst bolstering opportunities within South Africa.”
At the biennial United Kingdom-South Africa bilateral forum, the Foreign Secretary and Lamola will refresh the Comprehensive Strategic Partnership to 2030 – raising joint ambition on climate, nature, trade and security, and committing to United Kingdom-South Africa cooperation for the next two years on trade and investment, energy transition, and security.
South African exports to the United Kingdom supported over 137 000 jobs in 2020. The Foreign Secretary will boost this with the renewal of a risk-sharing partnership between British International Investment and Standard Chartered to provide trade finance for SMEs and corporates operating across Africa and Asia.
“No growth can be truly inclusive or effective unless it is green,” the statement from Lammy's office read.

The 12th World Urban Forum, a high-level forum established by the United Nations (UN) in 2021, is convened by the UN Human Settlements Programme (UN-Habitat) and hosted by member states every two years on a rotational basis.

“The networking session will create a dialogue space between India, Brazil and South Africa (IBSA) countries and development partners around the Global Action Plan to share visions and actions for slum transformation, localised prioritisation, and multi-partnership approaches,” the department said in a statement.

Justice and Constitutional Development Minister Thembi Simelane says the days of those who have been shirking their responsibilities and not paying maintenance are numbered.
“We are indeed coming for them,” said Simelane, who was speaking at the signing ceremony of the Memorandum of Understanding on the Maintenance Online Listing of Defaulters held in Johannesburg on Friday.
She said the signing was historic, as it heralded a new era in the quest to ensure that maintenance defaulters have no place to hide.
“There is no doubt that the failure to pay maintenance has a negative impact on the best interests of our children and it also undermines the child’s right to be maintained.
“The Constitution protects and provides in section 28(2)... that ‘a child’s best interests are of paramount importance in every matter concerning the child.’
“Section 15(3)(a) of the Maintenance Act creates an obligation on both parents to support their children proportionately in accordance with their financial means.
“However, and notwithstanding this provision, many parents still fail to support their children and this failure negatively impacts on the children’s rights to maintenance, which includes the provision of food, accommodation, education, health and clothes,” the Minister said.
She said a person who fails to make a particular payment, in accordance with a maintenance order, is guilty of a criminal offence and liable, on conviction, to a fine or to imprisonment.
“Parents are therefore fully entitled to lay a criminal charge against a person who is obliged to pay maintenance in terms of a court order if he/she fails to stick to the terms of the order. Although this step will likely result in a person’s arrest, it will not necessarily result in receiving payment.
“Judging by the numbers of the long queues at the maintenance service centres, it is crystal clear that the enforcement of maintenance payments is a highly problematic area. Often, people liable to pay maintenance either refuse or simply neglect to fulfil their obligation.
“South Africa’s commitment to child welfare is embedded in our laws, and our obligations, as a signatory to the Convention on the Rights of the Child, stand as a testament to this. We are duty-bound to take every measure necessary to ensure that the maintenance for children is not only an ideal but a reality,” Simelane said.
The Minister said the signing of the memorandum signalled government’s dedication to protecting and empowering the future generation.
Simelane explained that the Maintenance Online Listing Project, which is the subject of the memorandum of understanding, will create a structured, transparent framework where maintenance obligations are tracked, enforced and integrated within our financial systems.
“The strength of this project lies in the powerful partnership between the public and private sectors. The Department of Justice, the Social Justice Foundation and the Consumer Profile Bureau have come together to drive this initiative forward.
“Each partner brings a unique strength: legal oversight, community engagement, and data-driven solutions, ensuring that this initiative reaches every corner of our nation and stands as a model of efficiency and accountability,” the Minister said.
The Minister further explained that the project was not merely a tool for enforcement, but it was also a commitment to fairness.
“This approach is not just punitive in nature but serves as a fair reminder that support for our children is non-negotiable,” she said. – SAnews.gov.za

The Department of Trade Industry and Competition (dtic), in partnership with the Industrial Development Corporation (IDC) and the University of Free State, Bloemfontein Campus, will launch the Khoebo Innovation Promotion Programme (KIPP) on Monday.
This as a fund to drive innovation among early-stage Small Medium Enterprises in the Free State.
The programme was initially launched in June 2024 in Johannesburg and a series of regional launches will be taking place throughout the country.
The objective of the KIPP is to enable early-stage innovative SMEs to penetrate the market with their locally developed innovations resulting in a more competitive economic environment, thereby facilitating economic growth in the South African economy.
According to the Acting Deputy Director-General of Investment and Spacial Industrial Development at the dtic, Yunus Hoosen, the launch seeks to facilitate interactions with potential partners, beneficiaries, and supporters, building relationships that support the fund's objectives.
According to Hoosen, since the establishment of KIIP in 2020, the programme has funded more than 36 projects across various sectors of the economy, with R 148.2 million committed and R113.8 million disbursed to date.
He said the launch will highlight progress for present achievements under KIPP to demonstrate the positive impact of the programme.
“The session is intended to enhance knowledge and increate public gain and clear understanding of KIPP’s objectives and application process.
“The session will be characterised by an interactive stakeholder engagement that is expected to create public awareness and inspire participation and applications from Free State innovative SMEs eligible for funding and support under KIPP,” Hoosen said.
Local entrepreneurs and SME owners, especially those working in the technology and innovation sectors, and industry stakeholders including funders are expected to attend the event.

Government anchors economic growth strategy on four key areas
Over the medium term, government will anchor its economic growth strategy on four key areas in order to support inclusive growth.
This as Finance Minister Enoch Godongwana announced in the Medium Term Budget Policy Statement (MTBPS) speech that economic growth projections have been revised down from 1.3% to 1.1%.
Godongwana delivered the MTBPS speech in Parliament on Wednesday.
“[Our] fiscal strategy sets to out to achieve the fiscal sustainability needed to support inclusive economic growth.
“It carefully weighs competing demands, making the necessary trade-offs between what is most urgent and what must wait given the fiscal constraints. The strategy also supports critical social services and addresses the significant fiscal and economic risks that lie ahead,” he said.
The four key pillars are:
- Maintaining macroeconomic stability
- Implementing structural reforms
- Building state capability
- Supporting growth-enhancing public infrastructure investment.
“Pillar one is about a stable, transparent and predictable macroeconomic framework that creates a conducive environment for businesses and households to save, spend, invest and grow.
“The National Treasury has the responsibility for oversight and implementation of the macroeconomic policy framework. Anchoring inflation expectations is important for our macroeconomic policy framework, and this what the Reserve Bank is responsible for.
“To strengthen this framework, we continue to work on assessing the suitability of monetary policy targets, and to improve the levers of macroeconomic policy coordination,” Minister Godongwana said.
The second pillar is aimed at the implementation of structural reforms and accelerating Operation Vulindlela.
“These will continue to strengthen the economy to be more productive and internationally competitive, accelerate inclusive economic growth and foster much-needed job creation.
“The first phase of Operation Vulindlela provides tangible evidence that structural reforms can reduce economic bottlenecks. It also demonstrates that government can collaborate effectively with business for the collective good,” he said.
In terms of supporting growth-enhancing infrastructure, Godongwana said this is about “effective infrastructure investment, to boost economic activity and enable higher growth over the medium term”.
“In this regard, we are implementing reforms that will create conditions to attract greater private sector participation. The reforms include mobilising significant private sector financing and technical expertise to augment the limited public sector capacity and capability.
“We are amending the PPP [Public Private Partnership] regulations to simplify requirements for undertaking these projects. The amended Treasury Regulation 16 will be published before the end of November for implementation in 2025/26. The Municipal PPP Regulations 309 will be finalised by June next year.
“We are establishing dedicated capacity to plan, prepare and design programmes that will generate a credible pipeline of projects that can be taken to the market,” he said.
Pillar four, according to the Minister, seeks to “build a capable state that delivers a reasonable and reliable standard of public service that will foster the necessary environment for more growth and jobs”.
“For this reason, additional funding is proposed for Parliament and the Office of the Chief Justice, mostly to enhance operational capacity in the running of these important institutions. With the Local Government Elections due in 2026, funds have been set for the Independent Electoral Commission to conduct smooth elections.
“Additional funding for the South African Revenue Service is proposed. This is to help the organisation build on its successes by driving programmes to enhance the efficiency of revenue collection, whilst enhancing compliance and facilitating legitimate trade,” he said. – SAnews.gov.za

Afreximbank Calls for Increased Collaboration to Accelerate the Green Energy Transition in Africa
The eighth Babacar Ndiaye Lecture held at the Four Seasons Hotel in Washington D.C., on 26 October 2024, under-scored the need for African nations to strike a balance between short-term development imperatives and long-term climate goals.
Under the theme “Saving Lives Today versus Saving the Planet for the Future: Can the AfCFTA Resolve the Climate Change Dilemma” discussions centred on how the African Continental Free Trade Area (AfCFTA), Africa's most ambitious trade initiative, could serve as a vehicle for economic growth and environmental sustainability, positioning the continent as a leader in the global green transition.
The Lecture drew a distinguished audience of policymakers, academics, financial experts and climate advocates.
Speaking about Dr. Babacar Ndiaye in his opening remarks, H.E. Professor Benedict Oramah, President and Chairman of the Board of Directors of Afreximbank Group, said “Dr Babacar Ndiaye was most concerned by the long-term threats posed to humanity by climate change. He once said, "Climate change is the greatest threat to development, particularly in Africa, where millions of people depend on the environment for their livelihoods … Africa's economic transformation cannot happen without addressing climate change.”
Dr. Ndiaye's reflection on the impact of climate change was spot-on and intellectually deep.” But, “disappointingly, the global debate on climate has been so much focused on emissions reduction with the question of reducing its impact on Africa and other developing countries always reduced to a footnote. A call for Africa to decarbonise, when the continent has not even carbonised, poses a serious threat to the socio-economic development of a gas-rich continent that has at least six hundred million people without electricity.”
The African Continental Free Trade Area Agreement “is seen as a potent means of reducing carbon emissions as it is helping to domesticate industrial activities and minimise the carbon emissions caused by shipping of commodities to far-away lands for value addition and reshipping to Africa and elsewhere. We believe that The AfCFTA could offer a pathway to a just transition, enabling local industrial value addition while protecting the planet.”
Professor Yemi Osinbajo, SAN, GCON, the Immediate Past Vice President of the Federal Republic of Nigeria, delivered a powerful address titled “Sustainable Infrastructure for Africa's Future: Harnessing Innovation and Partnerships.” He spoke passionately about the advantages of the AfCFTA and its potential to transform Africa's trade landscape, reduce carbon emissions and foster innovation in green industries.
“There are two obvious advantages to a fully operational AfCFTA.The first is that 42% of African countries, aside from North Africa, now have legislation prohibiting the export of raw ores or minerals before being processed. This legislation gives African countries the benefit of jobs and revenues from local processing and manufacturing.
“The second advantage of the AfCFTA is that shipping is a major source of carbon emissions. Under current trade practices, a large share of African raw materials are exported to other regions, where they are processed or manufactured into finished products, usually using fossil fuel power sources, before being shipped back to Africa for consumption. This cycle contributes to higher emissions and constitutes a loss for African countries that do not reap the value chain gain from beneficiation. Intra-African trade in finished goods will substantially reduce this massive cause of global emissions,” he said.
The reduction of emissions by intra-African trade has been the subject of several empirical studies. Professor Osinbajo referred to a recent ECA/ CEPII study titled “Greening the African Continental Free Trade Area Agreement's Implementation" published in December 2023, which found, inter alia, that implementing the AfCFTA can boost intra-African trade by 35% in 2045 while increasing GHG emissions by less than 1%, compared to no AfCFTA or climate policies.
These studies do not factor in using renewable energy sources in the processing and manufacturing of traded goods, an assumption of the Climate Positive Growth paradigm, which would again substantially reduce emissions.
Professor Osinbajo cited mining bauxite in Guinea as an example. If Guinea, which has 25% of global deposits of bauxite, processed the bauxite it mines to aluminium with renewable energy in readiness for export, Guinea could save the world 335 million tonnes of carbon dioxide equivalent (CO2e) per year, which is approximately 1% of global emissions, and create 280,000 jobs and generate $37 billion of additional revenue. If it chooses to sell the aluminium within Africa, it will again save the huge shipping cost to countries thousands of miles away.
A Bloomberg study done for the African Development Bank (AfDB) in 2021 on the manufacture of battery precursors found that manufacturing battery precursors in the Democratic Republic of the Congo (DRC), which has plenty of lithium and cobalt, is three times cheaper than manufacturing it in the US, EU and China. Manufacturing in the DRC would extend value chain opportunities to other African countries, they would need manganese from Zambia, Tanzania, Gabon and South Africa to contribute to its capacity to produce these battery precursors. Manufacturing using renewable energy could significantly reduce the cost of manufacturing. Africa's abundant renewable energy has very low seasonality or intermittency, making it possible to reliably provide a renewable baseload to power continuous industrial production.
“The AfCFTA empowers African countries first to add value to materials and specialise in areas of national comparative advantage, and also to work together to trade more beneficially with the rest of the world,” said Prof Osinbajo.
He futher said that “Most African countries depend on fossil fuels for their energy needs and for fossil fuel rich African countries, this is also a major source of export earnings and fiscal revenues. Ostensibly in keeping with their net zero obligations, there has been a growing trend amongst development finance institutions to withdraw from fossil fuel investment. These actions include the World Bank's decision to cease funding for upstream oil and gas development in Africa and the restrictions on financing downstream gas development by the European Union, the United Kingdom, and the United States. Clearly, the implications of these actions are dire, where there are no immediate alternative sources of power and the cost of the transition to cleaner fuels may be prohibitive. Some studies show that divesting from fossil fuels could reduce GDP by as much as USD$30 billion for Nigeria, USD$22 billion for Algeria, and USD$19.3 billion for Angola.”
H.E. Dr Rania A Al-Mashat, Minister for Planning, Economic Development and International Co-operation, Arab Republic of Egypt said that while the “African continent is the least responsible for carbon emissions, it has the biggest burden in terms of financing climate change for developmental needs - such as food and water security, and access to energy.
She called for greater collaboration with national and international stakeholders “We need to work together; we need to bring the experiences from other places so that Africa can push forward with respect to development and sustainable economic growth.”
In her Goodwill Message, Ms. Amina J. Mohammed, Deputy Secretary-General of the United Nations and Chair of the United Nations Sustainable Development Group, spoke about the rapidly closing window to prevent the worst impacts of climate change. She addressed the fact that many African countries are mired in debt, exacerbated by extended crises with little access to long-term concessional financing to invest in sustainable development.
“With adequate access to financial resources at a reasonable cost, renewables can dramatically boost economies, grow new industries, create jobs and drive development, including by reaching the over 600 million Africans living without access to power,” said Ms Mohammed.
She also stressed the importance of prioritising inclusive policies that empower women and youth when building climate-resilient economies.
“By harnessing the collective might of the AfCFTA, Africa can make strides in addressing both climate action and sustainable development by promoting regional integration and fostering green industrialisation.
“The AfCFTA can help build climate-resilient economies while creating jobs, reducing poverty and strengthening food security.”

United Kingdom (UK) Visa Services in South Africa Are Now Available in PE/GQ Through VFS Global

SANDF and Russian Aerospace Forces strengthen ties
South Africa is hosting Russia’s Aerospace Forces to strengthen ties between the two nations.
“The South African National Defence Force through the South African Air Force welcomes the Aerospace Forces of the Russian Federation on their goodwill visit to the Republic of South Africa,” the South African National Defence Force (SANDF) said in a statement on Tuesday.
The Russian air arsenal arrived at the Air Force Base Waterkloof in Pretoria on Tuesday and will remain in the country until Friday, 01 November 2024.
This visit is part of a demonstration of defence cooperation aimed at strengthening military-to-military relations, particularly with the South African Air Force (SAAF).
The two countries are also expected to host bilateral seminars of both technical staff where officials deliberate on combat planning and the planning philosophy as well as search and rescue matters.
The SANDF stated that the visit aims to reaffirm the diplomatic ties between the two countries’ military organisations and is founded on strong historical connections that date back to 1992.
This led to the Ministries of Defence of both countries penning an agreement in 1995 that the joint unit of Russia’s Aerospace Forces will from time-to-time visit South Africa.
“The SANDF will emerge as big heirs of this visit which sets a platform for the SAAF to gain knowledge and exposure to the large military air assets including the IL-62, AN-124, and Tupolev Tu-160 ‘Blackjack’ bombers which are the first to ever land on the African continent.
“This is part of the South African National Defence Force’s broader military-to-military partnership framework with several other defence forces across the globe,” the SANDF explained. – SAnews.gov.za

A nationwide pledge aimed at creating safer, healthier working environments for those working in the construction sector is set to be signed this week.
The Department of Employment and Labour said the Decent Work in Construction Pledge will be signed at roadshows in Cape Town on Wednesday and in George on Friday.
Wednesday’s roadshow will take place at the Aspired Country Manor in Philippi and Friday’s roadshow will take place at the Protea Hotel King George.
“Each roadshow stop will feature informative presentations, interactive sessions, and the opportunity to sign the Decent Work in Construction Pledge.”
The department and its partners, including the International Labour Organization (ILO), the Federated Employers Mutual Assurance Company (FEM) and the Compensation Fund (CF), have united to support labour rights and ethical business practices in the construction sector.
The partnership focuses on advancing labour rights, eliminating exploitative practices and enhancing productivity in a sector that is vital to the country's economic growth. The recently signed Construction Health and Safety Accord plays a vital role in advancing the decent work agenda in the sector.
This agreement between government, organised labour and organised business aims to create safer, healthier working environments.
It also promotes collaboration among all parties to prioritise workers' safety while enhancing business efficiency.
“The construction sector is one of the largest employers in South Africa, generating thousands of jobs annually. However, it is also an industry where decent work challenges, such as safety risks, informal labour practices and wage exploitation, are prevalent,” the department said.
“The objective of this initiative is to change this narrative by promoting fair, compliant, and fulfilling work conditions for construction workers, while simultaneously boosting productivity for businesses.
“Decent Work advocates for employment that respects the dignity, safety, and rights of all workers. It defines decent work in the construction sector as employment that is fulfilling, compliant with regulations, and free from exploitation,” the department explained.
Establishing a foundation for meaningful transformation within the construction sector, the Decent Work in Construction campaign promotes:
- Advocacy efforts aimed at raising awareness among employers, workers, and the public about the importance of decent work. This includes ensuring all stakeholders understand their rights and responsibilities in creating fair and productive workplaces.
- Regular workplace inspections to ensure compliance with labour standards and health and safety regulations. There will be an increase in inspections within the industry to ensure companies adhere to legal requirements, safeguarding workers' rights and well-being.
- Strict enforcement of labour laws, with DEL and its social partners holding violators accountable and ensuring corrective actions are swiftly implemented. This will deter exploitative practices and encourage ethical business conduct.
- Capacity building through regular training programmes, workshops, and other resources to empower both employers and workers. Businesses will improve compliance and productivity, while workers will gain skills for personal development and job security.
“By signing, businesses and individuals commit to promoting fair, safe, and compliant working conditions. Workers and the public are also urged to report any instances of exploitation, non-compliance, or unsafe conditions to their nearest labour centre,” the department said.
These reports will help identify and address unfair practices, ensuring workers' rights are upheld.
The department said the benefits of decent work extend beyond individual workers, helping businesses thrive, reducing turnover, and enhancing overall industry productivity. – SAnews.gov.za

Government works to improve early warning system
Government is working around the clock to enhance the weather early warning system, which is core to the State’s preparedness for disaster events, the Department of Cooperative Governance and Traditional Affairs (CoGTA) said on Monday.
“We have strengthened our collaboration with the SAWS [South African Weather Service] to ensure accurate, timely weather warnings reach every corner of our country, especially vulnerable communities,” CoGTA Minister Velenkosini Hlabisa said.
By providing early information about potential hazards like thunderstorms, flash floods, lightning and heat waves, the Minister said citizens can be empowered to take the necessary precautions, and protect their lives and properties.
“Early warnings and early action are the most effective means of saving lives," he stressed.
Hlabisa was speaking during a media briefing, where he focused on South Africa’s readiness for the upcoming summer and disaster preparedness.
Key points included in his address are the devastating floods in the Eastern Cape and KwaZulu-Natal, which recently took place, leading to significant displacement and loss of life.
Hlabisa said the SAWS will provide a seasonal forecast, as the country has experienced an increase in disaster events recently.
The Minister said a multi-sectoral approach has been adopted, involving collective efforts from government, the private sector and non-governmental organisations (NGOs) to ensure an inclusive response.
Search and rescue contingency planning, the Minister said, is critical for efficiently responding to situations where individuals are lost or in immediate danger.
Government is working with local emergency services, the National Sea Rescue Institute (NSRI), South African Search and Rescue (SASAR) and community volunteers.
Hlabisa said it is crucial to streamline operations and reduce response times.
In partnership with the Department of Forestry, Fisheries, and the Environment (DFFE), CoGTA has initiated the redistribution of unused firefighting vehicles to bolster municipal firefighting capabilities and ensure local services are better equipped for the challenges in summer.
CoGTA has coordinated the preparation of multi-hazard contingency plans by all provinces through the respective Provincial Disaster Management Centres (PDMCs) to ensure the state of readiness within the country.
“The administrative and political structures are operational across the spheres. I am facilitating the Intergovernmental Committee on Disaster Management (ICDM), consisting of political leadership across the spheres to deliberate and provide strategic support on disaster management-related issues within our respective legislated mandates,” Hlabisa said.
Educating citizens
CoGTA is educating citizens to protect themselves and their communities from natural hazards.
“Disaster management should not be the role of government only. Everyone has a role to play. Recognising the high vulnerabilities associated with informal settlements, fire services are actively conducting community awareness campaigns, distributing fire safety materials, and maintaining community-based rapid response teams for immediate intervention,” the Minister said.
He called on all citizens to remain vigilant and responsive to the guidance, warnings and safety tips of SAWS, disaster management officials and relevant authorities.
“These warnings and the safety tips we share are not just routine; they are critical and could mean the difference between life and death in moments of crisis.

Presidency asserts stance on South Africa’s foreign policy
The Presidency has reaffirmed South Africa’s commitment to a foreign policy grounded in solidarity, peace, equality, human rights and sustainable development for the benefit of all.
In a statement on Sunday, the Presidency emphasised that President Cyril Ramaphosa is dedicated to strengthening political and trade ties, while supporting the rights of oppressed communities globally.
“As President Cyril Ramaphosa continues to lead the 7th administration in strengthening all key political and trade ties, working in solidarity with the oppressed peoples of the world in Palestine and Western Sahara, while advocating for peaceful resolution of conflicts around the globe, South Africa will maintain a foreign policy that is informed by solidarity, peace, equality, human rights and sustainable development for the benefit of all.
"This is the responsibility that President Ramaphosa will continue to exercise without any undue pressure and in line with South Africa’s national sovereign interest,” the Presidency said.
In an August 2023 address preceding the South African-hosted 15th BRICS Summit, President Ramaphosa outlined the values underpinning the country’s foreign policy.
In the address, President Ramaphosa articulated the principles and values that shape the country’s foreign policy and inform its international relations.
“Before the dawn of democracy in 1994, the apartheid South African state was a pariah in the international community, condemned for committing a crime against humanity," President Ramaphosa said at the time.
He highlighted that the foreign policy of apartheid South Africa was defined by coercion, destabilisation and military aggression.
“Since the advent of democracy, South Africa’s foreign policy has been based on what our forebears inscribed in the Freedom Charter in 1955, when they declared that: 'South Africa shall be a fully independent State, which respects the rights and the sovereignty of all nations; South Africa shall strive to maintain world peace and the settlement of all international disputes by negotiation – not war'."
The President further affirmed South Africa’s foreign policy as a vital element of the nation's progress. South Africa’s strong relations with other countries manifested through investment and trade relations that can contribute to the growth of the economy, create more opportunities for new businesses and create jobs.
“President Ramaphosa has been steadfast in maintaining South Africa’s commitment to the policy of active non-alignment. South Africa has resisted pressure to align with any one of the global powers or with influential blocs of nations in their pursuit of power contestations that are unfolding in countries across the globe.
“The President observed during his foreign policy address that, 'during the Cold War, the stability and sovereignty of many African countries was undermined because of their alignment with the major powers. This experience has convinced us of the need to seek strategic partnerships with other countries rather than be dominated by any other country.
“While some of our detractors prefer overt support for their political and ideological choices, we will not be drawn into a contest between global powers. Instead, our country strives to work with all countries for global peace and development,” the Presidency said.
The Presidency noted that it is this resolute adherence to the policy of non-alignment and to the prescripts of the Freedom Charter which informed the nation’s Constitution that South Africa continues to contribute towards the attainment of world peace and silencing the guns on the continent.
The Presidency clarified that President Ramaphosa’s recent remarks declaring President Putin and the people of Russia as “valuable friends and allies”, he was not projecting any particular country or bloc of countries as the enemy.
“Similarly, as a country that has no enemies, South Africa regards the members of BRICS as friends. It is through the policy of non-alignment that South Africa has been able to constructively engage with both Russia and Ukraine.
“In several engagements, President Ramaphosa has emphasised the centrality of the United Nations Charter and the need for peaceful dialogue in resolving conflict. In the process South Africa has also maintained its strong historical ties with the Russian Federation, whilst enjoying cordial diplomatic bilateral relations with Ukraine.
“South Africa has also been unwavering in advocating for a peace process that includes the full participation of both countries,” the Presidency said.
Today, International Relations and Cooperation Minister, Ronald Lamola, will host his Ukrainian counterpart, Minister Andrii Sybiha.
Amongst the highlights of the visit will be the signing of an Agreement on Visa Waiver for Diplomatic Service or Official Passports.
This will enable South African officials to travel to Ukraine for peace formula meetings without visa logistical impediments. This development, which has been in the making since 2020, signals South Africa’s commitment to growing diplomatic relations with Ukraine.
South Africa will soon host the South Africa-European Union summit as part of its G20 presidency, strengthening its strategic partnership with the EU.
South Africa is the only partner in Africa amongst the European Union’s 10 bilateral strategic partnerships.
The summit will further enhance the existing partnership with the European Union.
South Africa will continue working towards strengthening the strategic, trade and political bilateral relationships with key partners including the Peoples Republic of China, United States of America, Germany, Japan, India and others.
South Africa will further consolidate the full implementation of the African Continental Free Trade Area, which is set to eliminate trade barriers, boost intra African trade and achieve prosperity for all of Africa.
