SA increases imports to China

Beijing, China - With the agreements that South Africa has signed with China in relation to trade, the country will see an increase in the imports of agricultural and manufactured products to China.

“We were able to sign eight agreements, many of which have to do with increased trade between the two countries and that has led to the opening up of the Chinese market for South African products, particularly with regards to beef,” President Cyril Ramaphosa said on Thursday in Beijing, China.

Addressing members of the media on the conclusion of his visit to the People’s Republic of China, Ramaphosa said the importation of beef into the Chinese market kept fluctuating as a number of areas in South Africa were affected by livestock diseases such as foot and mouth disease.

“That is a great achievement because it will lead to the increase of our agricultural products coming into China and we should see increased production in South Africa. Whenever such an occurrence would happen, they would ban the whole country, and we were able to reach an agreement that if there is an outbreak of foot and mouth disease it would just be restricted to one area in the country.

“That is a great achievement because it will lead to the increase of our agricultural products coming into China and we should see increased production in South Africa.

“The other area is for manufactured goods and products, to have an easier entry into China. With the agreement that we signed we were able to ensure that China would enable more manufactured goods from South Africa to be brought in. That for us is an important development,” the President said.

Agreements

He noted that China has achieved enormous development in technological development.

“We were able to reach an agreement on science, technology and innovation in terms of cooperation in relation to innovation research and we were able to have good discussions.

“We were able to reach agreements on aspects of our energy security. South Africa has been going through a huge challenge of energy security. China’s assistance in this regard is going to stand us in good stead so therefore our other objective was achieved.

“We also wanted enhanced cooperation on international issues in relation to our cooperation in BRICS is consolidated and solidified and in other multilateral organisations such as the United Nations and financial institutions that there needs to be reforms,” the President explained.

Relations with China

He said at a state level, South Africa has achieved a great deal during the visit to China.

“Our visit has been hugely successful. We will see a lot of progress in the country in developing our relationship with China, remembering that China is the second largest economy in the world. For us as South Africa it is important for us to promote our relations with China.

“China is our biggest trading partner, and we want an all-round cooperative strategic partnership in the new era to take it to a higher level. President Xi Jinping is at pains when he talks about not having enough manufactured goods from South Africa. He wants to see more goods in China from South Africa.”

To this end, President Xi opened the Chinese market for African countries to come and exploit the Chinese market.

“As the most industrialised country on the continent South Africa stands to benefit immensely from this relationship. This is an important market for us as South Africans. This is a county that is willing to deal with us at a very serious, economic and political level.

“This is an important market, and we have seen increased trade between our two countries. At the moment, the trade is imbalanced and in favour of China, rather than in our favour and it is this that we are focusing on, to correct that imbalance.

“That is why we welcome the opening up of the Chinese market for more and more finished goods from South Africa.

“We want to upgrade that economic activity to a higher level, so we are able to bring in more finished mineral goods, products or commodities into China and more finished agricultural products,” the President said. -SAnews.gov.za

Partnership to transform access to sports programmes in schools

Sport, Arts, and Culture Minister Gayton McKenzie has expressed his excitement following the signing of a groundbreaking Memorandum of Understanding (MoU) with Basic Education Minister Siviwe Gwarube on Wednesday. 

The partnership aims to progressively transform access to both sports and cultural programmes in schools, ensuring that every child, regardless of their background, has the opportunity to thrive in sport and the arts. 

McKenzie said the MoU marked a milestone in the Government of National Unity’s (GNU) vision to deliver equality of access for all young people, particularly those in rural, township, and underprivileged areas. 

The signing of this MoU is a significant outcome following the 2023 School Sport Indaba with various stakeholders to develop school sport at grassroots level throughout the country.

The Minister said the agreement was a vital first step in unlocking talent and boosting transformation in both sport and the arts. 

“The key to transforming South African sport is to ensure that as many schools as possible – from the townships to rural areas and other less fortunate communities gain access to similar kinds of facilities, coaching and equipment.

“For too long, South Africa’s national teams have relied on private schools as talent-feeders, which, while valuable, does not represent the full potential of this country,” McKenzie said. 

The MoU establishes a collaborative framework between the Department of Basic Education and the Department of Sport, Arts and Culture to implement extracurricular programmes, including school sports programmes, throughout the country.

Importantly, the MoU envisions an approach where facilities are built in such a manner that numerous schools will be able to benefit from them and share them.

The Minister added that the agreement will encourage partners from every sector of South African society - from government to private businesses, commissions, foundations, trusts and NGOs, as well as civil society more broadly – to get involved and play a vital role in not just levelling the playing fields for young South Africans, but to ensure that those playing fields exist at all.

“This programme is an important first step in the right direction for us,” said McKenzie, who recommitted himself to Project 300, an undertaking that 300 athletes will be at the next Olympic Games in Los Angeles to represent South Africa.

“We won’t achieve that if we don’t keep finding the other Bayanda Walazas in our schools.”

McKenzie underscored the importance of cross-departmental collaboration, highlighting how this agreement exemplified the unity of purpose that exists in the GNU.

“We are collaborating and working well and this GNU, under the leadership of President Cyril Ramaphosa, is going to transform South Africa vastly for the better over the next five years,” he said. – SAnews.gov.za

President Cyril Ramaphosa has welcomed the proposal by Chinese President Xi Jinping to elevate China’s bilateral relations with African countries which have diplomatic ties with China, to the level of strategic relations.

President Xi said that the overall characterisation of China-Africa relations should be elevated to an "all-weather China-Africa community" with a shared future for the new era.

Addressing the Forum on China-Africa Cooperation (FOCAC) Summit in Beijing, China, President Ramaphosa said FOCAC can play an important role, as Africa works to build an integrated network of linkages between countries, within regions and across the continent.

“If we are to realise a sustainable future for Africa and China – and indeed the entire world – we must acknowledge the reality of the interdependence among our community of nations. 

“If we are to build a future that is people-centred, development-orientated and inclusive, we need to work in a spirit of cooperation and collaboration,” the President said.

He said the fourth FOCAC Summit reflects the cooperative, comprehensive and intentional nature of the cooperation between Africa and China.

“This Summit reflects our shared desire for modernisation, development and progress on the African continent. We believe that this shared desire is reflected in the 10 partnership actions on modernisation to be taken by China and Africa, as announced by President Xi.

“Through the implementation of the African Continental Free Trade Area, the economies of Africa are being drawn closer together. We are pursuing projects that reach across national borders. 

“We believe that FOCAC can play an important role, as Africa works to build an integrated network of linkages between countries, within regions and across the continent,” the President said.

President Ramaphosa said FOCAC is a valuable forum to support the implementation of the African Union’s Agenda 2063.

“In the name of our common humanity, we must work together to achieve the Africa we want. And we must work together to achieve the world we want,” the President said.

China has a long history of friendship and solidarity with the people of Africa. 

“Since this relationship was institutionalised through FOCAC in 2000, ties between China and Africa have continued to grow and deepen. We meet today when the world is experiencing many challenges. War and conflict continue to cause great human suffering and instability in a number of places across the world.

“Climate change is causing widespread devastation. The world is falling behind in its efforts to achieve the Sustainable Development Goals.  The global contestation for critical minerals is fuelling geopolitical rivalry,” the President said.

He said these challenges affect all nations, but are often most severely felt in Africa. 

“Yet, amid these challenges, there is hope and opportunity. We are driven by a desire to achieve shared prosperity while recognising our individual developmental aspirations,” the President said. - SAnews.gov.za

China opens market wider for African countries

Beijing, China - China will voluntarily and unilaterally open its markets wider for African countries, says President Xi Jinping.

Delivering his keynote address at the 2024 Forum on China-Africa Cooperation (FOCAC) in Beijing, China, Chinese President Xi said China has decided to give all least developed countries (LDCs), which have diplomatic relations with China, including 33 countries in Africa, zero-tariff treatment for 100% of tariff lines. 

“This has made China the first major developing country and the first major economy to take such a step. It will help to turn China’s big market into Africa’s big opportunity,” President Xi said.

China will expand market access for African agricultural products, deepen cooperation with Africa in e-commerce and other areas, and launch a “China-Africa quality enhancement programme."

“We are prepared to enter into framework agreements on economic partnership for shared development with African countries to provide long-term, stable and predictable institutional guarantee for trade and investment between the two sides.

“China is prepared to carry out 30 infrastructure connectivity projects in Africa, promote together high quality Belt and Road cooperation, and put in place a China-Africa network featuring land-sea links and coordinated development,” President Xi said.

China’s Belt and Road Initiative was launched in 2013 by President Xi. The massive collection of development and investment initiatives was originally devised to link East Asia and Europe through physical infrastructure. In the decade since, the project has expanded to Africa, Oceania and Latin America.

China is ready to assist in the development of the African Continental Free Trade Area, deepen logistics and financial cooperation for the benefit of trans-regional development in Africa.

In addition, China plans to launch 30 clean energy projects in Africa, put in place meteorological early warning systems, and carry out cooperation in disaster prevention, mitigation and relief, as well as biodiversity conservation. 

“We will create a China-Africa forum on peaceful use of nuclear technology, establish together 30 joint laboratories, and collaborate on satellite remote sensing and lunar and deep-space exploration. All this is designed to help with green development in Africa.

“China is ready to establish with Africa a hospital alliance and joint medical centers. We will send 2 000 medical personnel to Africa, and launch 20 programmes of health facilities and malaria treatment. 

“We will encourage Chinese companies to invest in Africa’s pharmaceutical production, and continue to do what we can to help Africa with epidemic response. We support the development of the Africa Centers for Disease Control and Prevention to strengthen public health capacity in all African countries,” President Xi said.

China will provide Africa with RMB1 billion yuan in emergency food assistance, build 100 000 mu (about 6 670 hectares) of standardised agriculture demonstration areas in Africa, send 500 agricultural experts, and establish a China-Africa agricultural science and technology innovation alliance. 

“We will implement 500 programmes in Africa to promote community welfare. We will also encourage two-way investment for new business operations by Chinese and African companies, enable Africa to retain added value, and create at least one million jobs for Africa,” President Xi said.

Strengthening security

China is ready to build with Africa a partnership for implementing the Global Security Initiative (GSI) and make it a fine example of GSI cooperation. 

“We will give Africa RMB1 billion yuan of grants in military assistance, provide training for 6 000 military personnel and 1 000 police and law enforcement officers from Africa, and invite 500 young African military officers to visit China. 

"The two sides will conduct joint military exercises, training and patrol... and jointly ensure the safety of personnel and projects.

“To implement the 10 partnership actions, the Chinese government will provide RMB360 billion yuan of financial support through the next three years,” the President said.

This can be broken down into RMB210 billion yuan of credit line, RMB80 billion yuan of assistance in various forms, and at least RMB70 billion yuan of investment in Africa by Chinese companies. 

In addition, China will encourage and support Africa in issuing panda bonds (a Chinese renminbi-denominated bond from a non-Chinese issuer, sold in the People's Republic of China) in China to enhance results-oriented cooperation in all areas.

“China is ready to work with Africa to build a platform for governance experience sharing, a China-Africa knowledge network for development, and 25 centers on China and Africa studies. 

"We will make better use of Africa’s leadership academies to cultivate talents for governance and invite 1 000 members of African political parties to China to deepen exchanges of experience in party and state governance,” President Xi said. -SAnews.gov.za

The Department of Communications and Digital Technologies (DCDT) has launched the inaugural Broadband and Digital Skills for Municipalities Programme in Polokwane, Limpopo. 

Communications and Digital Technologies Minister Solly Malatsi told participants at the launch that the time is ripe for government to equip councillors with digital skills in order to propel the use of technology to service the nation and grow the economy.

The Broadband and Digital Skills for Municipalities Programme launch drew councillors from the length and breadth of Limpopo and digital experts under one roof. 

The DCDT is in partnership with the South African Local Government Association (SALGA) and the British High Commission as part of the Declaration of Intent signed between the South African Government and the United Kingdom under the UK’s Official Development Assistance (ODA) Fund. 

“The programme aims to empower municipal managers and councillors to steer the deployment of broadband infrastructure in an inclusive manner to reach as many of people as possible, more so those who are digitally disconnected from the rest of the world or have been left behind by many current digital advances.

“In a world where public representatives, more so councillors, are inundated with endless service delivery queries and confronted with hundreds of important decisions to make on their council work daily, having the necessary digital skills will enable them to work smarter, resolve public queries faster and be more accessible to residents,” Malatsi said. 

In an effort to ensure that councillors leverage AI capabilities, DCDT, with SALGA and the British High Commission as partners, intends to roll out this programme to all other provinces in the country so as to leave no one behind.

Speaking at the launch event, UK High Commissioner Antony Phillipson emphasised the significant role of digital technology as a catalyst for economic growth and development. 

“We know that digital technology is a powerful catalyst for economic growth and development. The impact of digital inclusion can be profound and wide-ranging.  This UK-funded project reflects the UK’s commitment to both digital inclusion and partnership with all spheres of the South African government, ensuring that we are leaving no one behind as we transition to a digital future,” Phillipson said. 

The launch will be followed by a two-day training for councillors, which will be a continuous exercise to ensure that councillors are well trained to deliver services to communities for sustainable development in the digital economy. – SAnews.gov.za

Beneficiaries express gratitude for Green Tourism Incentive Programme

The Department of Tourism has invited eligible tourism enterprises to apply for support under the Green Tourism Incentive Programme’s (GTIP) 10th application window. 

The window opened on 2 September 2024 and will remain open until 28 February 2025.

The GTIP was developed by the Department of Tourism in partnership with the Industrial Development Corporation (IDC) to enable and encourage tourism enterprises to improve efficiency in the utilisation of energy and water resources in their operations. 

In this way, the programme not only promotes compliance with responsible tourism principles, but also offers a mechanism for enterprises to reduce operational costs so they can operate in a sustainable and competitive manner.

The GTIP has enjoyed much success from tourism enterprises who applied for support. 

Mokgaetji Flora Phala from Mminanoko Eco Guesthouse in Limpopo said: “I was spending R2 500 on electricity costs per month. I now spend R500 a month, saving between R1 500 to R2000 a month following the installation of energy solutions. The GTIP is a great initiative that helps a lot and can be recommended to other businesses.”

Chris de Vries from Maribelle's B&B in Pretoria, Gauteng, said the amount spent on electricity was high before the installations, but it has gone down significantly. 

“It is still too early to tell the exact amounts, but I have noticed a significant saving from the installations. I would definitely recommend other business to get access to this programme; it is very beneficial,” he said. 

Meanwhile, Gugulethu Nogaya from Imvomvo Country Lodge in MaXesibeni, Eastern Cape, said energy consumption prior to the installation of energy solutions averaged at 24 000 kWh per month. 

“Since the installation it has reduced our monthly energy consumption by half. We were spending approximately R60 000.00 on diesel during peak load shedding, but that has now dropped to less than R5 000 per month only when there are power outages. I would highly recommend the GTIP programme for all lodges, B&B’s and other businesses as it significantly improves margins by reducing cost and increases customer satisfactions,” he said.

The GTIP offers partial grant funding on the cost of retrofitting tourism facilities with energy and water efficiency equipment and systems. The application process to access the GTIP is done through two phases:
• Phase 1: The applying Tourism enterprises undergoes a resource efficiency audit during which appropriate efficiency measures and solutions are recommended. The cost of this audit is fully covered under the GTIP programme.
• Phase 2: Eligible applicants (who completed phase 1) are able to apply for grant funding support of between 50% and 90% on the cost of installing relevant technologies and equipment recommended during the Phase 1 (capped at a maximum of R1 million per applicant).

The GTIP is administered by the IDC and all applications are received, processed and managed by the IDC on behalf of the Department of Tourism.

Since inception in November 2017 and June 2024, the GTIP has had nine application windows from which 216 applications were approved at a total grant value of more than R140 million.

Tourism Minister, Patricia de Lille, said initiatives such as the GTIP are contributing immensely to greening the tourism sector and in the process helping to sustain the future of this sector.

“Conserving our scarce natural resource is crucial to the sustainability of the tourism sector. As we work towards the attainment of the 2030 Sustainable Development Goals (SDGs), programmes such as the GTIP become critical in reinforcing and supporting tourism enterprises to adopt responsible tourism practices.

“Accordingly, the GTIP aims to support tourism enterprises to retrofit their facilities with green technologies such as solar PV panels and water saving measures. I therefore encourage businesses to apply for funding support under the GTIP,” the Minister said.

Beijing, China -  As part of ongoing efforts to improve the lives of South Africans, China has committed to assist the country in tackling poverty. 

This commitment was revealed in a joint statement by President Cyril Ramaphosa and Chinese President Xi Jinping on the occasion of President Ramaphosa’s State Visit to the People’s Republic of China.

“China is committed to sharing with South Africa its experience in poverty alleviation and rural revitalisation; in building poverty alleviation model villages and offering support for South Africa's coordinated urban and rural development,” the statement said on Monday. 

During the State Visit, the two countries recommitted to working together towards building a high-quality China-South Africa community, with a shared future. 

“To carry forward the friendship, consolidate mutual trust, expand cooperation and enhance coordination, the two Heads of State agreed to elevate the bilateral relationship to an All-round Strategic Cooperative Partnership in a New Era, underpinned by strong political ties and focused on a prosperous future with balanced trade, and accelerated transformative economic growth,” the statement said. 

Improving lives

China expressed its firm support of national unity and the path of economic and social development that South Africa has chosen. It also said it respects efforts by the South African government to safeguard its national interests to improve the lives of all South Africans. 

“The two sides agreed to work on strengthening cooperation and synergy between the Belt and Road Initiative and the Economic Reconstruction and Recovery Plan and to continue implementing the 10 Years Strategic Programme of Cooperation between the People’s Republic of China and the Republic of South Africa (2020-2029), as a blueprint towards more substantive outcomes on priority political and socio-economic issues between the two sides. 

“The two sides agreed to fully leverage the role of mechanisms such as the China-South Africa Joint Working Group (JWG) and the Joint Economic and Trade Committee (JETC) to further expand economic and trade ties by improving the current trade structure, increasing market access and the export of value-added goods from South Africa,” the statement said. 

Trade and investment

China is South Africa's largest trading partner globally, while South Africa is China’s number one trading partner in Africa. Total bilateral trade grew from R614 billion in 2022 to R692 billion in 2023. 

“The two sides encouraged the respective business communities to enhance new two-way investments and increase their manufacturing bases within the proximity of the relevant source of raw materials to enable the transfer of skills technology and job creation. 

“The two sides committed to providing a stable, fair and enabling business environment for companies from both sides and to ensure the safety and legitimate rights and interests of the relevant personnel, projects and institutions. 

“The two sides encouraged mutual visits by economic and trade delegations, including co-hosting the New Energy Investment Conferences with South Africa and holding the Jobs Fair of Chinese-invested Enterprises in South Africa to boost local employment and improve people’s lives,” the statement said.

Deepening cooperation 

The two sides agreed that promoting modernisation is the joint goal in building a high-level South Africa-China community, with a shared future. 

“The two sides will deepen cooperation in traditional fields such as agriculture, health, medical sciences and infrastructure development. However, they will further seize opportunities presented by the new scientific and technological revolution and industrial transformation, focusing on key areas such as the digital economy, new energies and artificial intelligence, boost cooperation on quality productive forces, and further expand mutually beneficial cooperation in renewable energy, energy storage and power transmission and distribution,” the statement said. 

The two sides further agreed to continue to strengthen exchanges and cooperation in the areas of culture, women, health, youth, education, sport, media, tourism and other people-to-people cooperation fields. 

As part of the State Visit, the two Presidents jointly witnessed the signing of several bilateral cooperation instruments in the following areas: 

   • Cooperation of the Application of BeiDou Navigation Satellite System;
   • Sustainable Housing and Human Settlements Development; 
   • Deepening Bilateral Trade Cooperation; 
   • Cultural Heritage; 
   • Cooperation in Prevention and Control of Foot-and-Mouth Disease; 
   • Inspection, Quarantine and Sanitary Requirements for Dairy Products Exported from the Republic of South Africa to the People’s Republic of China; and the Protocol on Greasy Wool. -SAnews.gov.za

Beijing, China -  While China is South Africa's largest trading partner globally, President Cyril Ramaphosa has called for the narrowing of the trade deficit that exists between both countries. 

Delivering opening remarks during the official talks with Chinese President Xi Jinping on Monday in Beijing, President Ramaphosa emphasised the importance of addressing the structure of South Africa’s trade. 

“We have witnessed an increase in our bilateral trade. However, as South Africa, we would like to narrow the trade deficit and address the structure of our trade,” the President said.

China is South Africa's largest trading partner globally, while South Africa is China’s number one trading partner in Africa. Total bilateral trade grew from R614 billion in 2022 to R692 billion in 2023.

“As we enter a new phase of our partnership, we should continue to consult closely in pursuit of a just, equitable and prosperous world. 

“I believe that our elevated levels of mutual trust will accommodate each other's interests, views and concerns – and deepen our cooperation as we build a shared future,” the President said. 

President Ramaphosa is on a State Visit to the People’s Republic of China where he will also participate at the Forum on China – Africa Cooperation Summit (FOCAC). 

South Africa and China’s bilateral relations are maintained at the level of a Comprehensive Strategic Partnership (CSP), underpinned by a Ten-Year Strategic Programme of Cooperation (2020 – 2029).

President Ramaphosa welcomed the proposal to upgrade the Comprehensive Strategic Partnership to an All-Round Strategic Cooperative Partnership in a New Era. 

“This will elevate our mutually beneficial political and economic ties for the benefit of both our countries and our people.

“We were encouraged by the inward procurement mission of Chinese companies last year. We urge for more sustainable manufacturing and job-creating investments,” the President said.

He said the development cooperation between the two countries continues to grow, covering many areas. 

“Our two countries share many common objectives. Building on the firm foundation of solidarity, we continue to provide support in promoting our interests, those of the African Continent and the Global South.”

The newly formed Government of National Unity continues to place the achievement of the African Union's Agenda 2063 and the pursuit of a better Africa and world at the centre of its foreign policy. 

“As our history demands, South Africa will continue to pursue progressive internationalism. We remain firmly committed to the One China Policy.

“South Africa will use the opportunity of hosting the G20 Summit next year to focus global attention on the developmental challenges confronting Africa and the countries of the Global South,” President Ramaphosa said. – SAnews.gov.za

The low-level flypast marks three milestones for Emirates (https://www.Emirates.com/) and South Africa; The flying display celebrates the return of the second daily A380 service on the Dubai-Johannesburg route from 1 September.

Emirates, the world's largest international airline, takes to the skies to celebrate its longstanding and ongoing commitment to South Africa, with the country's first ever A380 flypast. Running up the score, the remarkable low-level aerial showcase also marks Emirates' first ever flypast in Africa and the first international airline to execute such a feat in South Africa.

Honouring its shared love for rugby with over 62,000 enthusiastic spectators, Emirates flew the world's largest commercial passenger aircraft over Emirates Airline Park, just before kick-off of the much-anticipated Springboks vs All Blacks test match. Flying at an altitude of just 500 feet above the ground, the iconic Emirates double-decker aircraft saluted rugby and aviation fans, in its latest signature livery.

The Emirates A380 took off from O.R. Tambo International Airport at 16:00, travelling at a speed of 140 kts, reaching the stadium at 16:58, perfectly timed to follow South Africa and New Zealand's national anthems. The impressive aerial feat follows months of thorough and cross-functional planning between stakeholders including multiple teams at Emirates, South African Civil Aviation Authority, Airports Company South Africa, Emirates pilots, Flight Operation Managers and Air Traffic Controllers working together with the Emirates Lions team. The teams worked together across every element of the aerial display, taking into account air traffic patterns at different times of the day with different weather and wind conditions.

UAE National Captain Mubarak Al Mheiri, A380 Deputy Chief Pilot commanded the flight, joined by Captain Khalid Binsultan and Captain Abdalla Al Hammadi, both Technical Pilots for the Airbus A380 and Captain Richard Fiess, A380 Captain. Captain Mubarak has flown with Emirates for 19 years and has completed over 7,200 hours in the cockpit of the iconic A380. He has commanded similar flypasts for Emirates, including UAE National Day celebrations (http://apo-opa.co/3yXQLen) for the past four years and headlining the commercial aircraft flypast formation at the 2023 Dubai Air Show (http://apo-opa.co/3Xrar3A). He also participated in the iconic flight promoting Expo 2020 (http://apo-opa.co/3TdcRAq), which saw an A380 fly around an Emirates Cabin Crew at the very top of the Burj Khalifa; the unprecedented formation flight with the Jetman (http://apo-opa.co/3TdcSV0) team back in 2015; and with the Red Arrows (http://apo-opa.co/3Tddj1o) in 2022.

The flypast also marks the return of Emirates' second A380 service on the Dubai-Johannesburg route, enhancing more customer choice and travel options with Emirates' iconic onboard products and world-class service. EK761 departs Dubai at 04.05, landing in Johannesburg at 10:15, with the return flight, EK762, departing Johannesburg at 13.25 and touching down in Dubai at 23.45, perfectly timed for onward connections to key destinations in the Far East, Europe and the Middle East.

President Cyril Ramaphosa will undertake a State Visit to the People’s Republic of China this week where he will also participate at the Forum on China – Africa Cooperation Summit (FOCAC).

The State Visit, which comes at the invitation of Chinese President Xi Jinping, and the FOCAC Summit will take place in Beijing from 2 - 5 September 2024.

President Ramaphosa is expected to be flanked by Cabinet Ministers from portfolios including International Relations and Cooperation; Science, Technology and Innovation; Human Settlements; Small Business Development; Presidency; Trade, Industry and Competition; Electricity and Energy; Public Works and Infrastructure; Higher Education and Agriculture.

The delegation will also include the Premier of the Eastern Cape, Oscar Mabuyane and Limpopo Premier Phophi Ramathuba as well as senior government officials. 

President Ramaphosa hosted President Xi Jinping on his fourth State Visit to South Africa in August 2023 in Tshwane, cementing 25 years of strong bonds of friendship and cooperation the two countries have enjoyed since establishing formal diplomatic relations.

“China is South Africa's largest trading partner globally, while South Africa is China’s number one trading partner in Africa. Total bilateral trade grew from R614 billion in 2022 to R692 billion in 2023,” the Presidency said in a statement.

On Monday, President Ramaphosa’s State Visit to China officially commences with a welcome ceremony at the Great Hall of the People.

Ahead of the bilateral engagement, the President will lay a wreath at the Monument to the People’s Heroes in Tiananmen Square in honour of Chinese revolutionaries.

“On Tuesday, 3 September 2024, President Ramaphosa will champion South Africa’s economic diplomacy with China by visiting Shenzhen, an economic technology hub in the Guangdong Province to interact with industry leaders and tour the headquarters of two tech companies as part of the bilateral business programme of the State Visit,” the Presidency said.

On Wednesday, President Ramaphosa will address the South Africa - China Business Forum on the margins of the FOCAC in Beijing.

On Thursday, the President will participate in the FOCAC Summit held under the theme “Joining Hands to Advance Modernisation and Build a High-Level China-Africa Community with a Shared Future”.

“The President will co- chair, with the Chairman of the Chinese People’s Political Consultative Conference, Mr Wang Huning, the High-Level Panel Seminar on Accompanying Africa in Industrialisation, Agricultural Modernisation and Green Development to Embark on the path to Modernisation,” the Presidency said.

UsPlus Raises R80 Million From Its Inaugural Listed Bond Issuance

Verdant (www.Verdant-Cap.com) has raised ZAR 40 million for Us Plus Limited (“UsPlus”) as a senior unsecured note through UsPlus' JSE-listed social bond. The investment comes from an Africa-focused fund headquartered in Europe and was matched by an equal investment through local funding on the JSE making ZAR 80 million in total through the bond issuance.  Furthermore, in parallel UsPlus drew down ZAR 60 million for a bilateral facility previously arranged by Verdant, making a total of ZAR 140 million of new funding this quarter (approx. USD 7 million).  This substantial funding injection increases the total capital raised for the business by Verdant to USD 22 million in just over 2 years. Call for stronger social partnerships

KwaZulu-Natal Cooperative Governance and Traditional Affairs (CoGTA) MEC, Thulasizwe Buthelezi, has called for better social partnership involvement in developing medium to long-term responses to disasters and in assisting families in need.

Buthelezi made the call during the handover of a new house to the Jikela family, who lost five members to the devastating Durban floods of 2022.

The construction of the new house was made possible by a non-profit organisation, the Mahlasedi Foundation.
The floods tragically claimed the lives of Princess Bonakele Jikela, her children Yenzokuhle and Elimiyo, as well as the children of Princess Sindisiwe Jikela, Akhile, and Zekhethelo.

In response, the Mahlasedi Foundation, led by Pastor Bert Pretorius, constructed a seven-bedroom home for the surviving family members.

The house was officially handed over this week at the Georgedale site of the Church of the Holy Ghost, which donated the land for this purpose.

Speaking at the handover ceremony, Buthelezi commended the foundation for stepping in to provide a lasting solution for a family that had lost everything.

“This clearly indicates the importance of social partners taking up some of the responsibilities often left to the government alone, particularly in finding long-term solutions to the needs that face our communities, especially in the wake of disasters,” Buthelezi said.

The event was also attended by Transport and Human Settlements MEC, Siboniso Duma, and Member of the Provincial Legislature (MPL), Blessed Gwala, who played key roles in coordinating efforts between the family, the foundation, and the church to ensure the success of the project.

Speaking on behalf of the family, Prince Philemon kaTshelendoda kaDinuzulu expressed deep appreciation for the support the family has received.

“The assistance we have received following the tragedy that struck our family is deeply appreciated. We are thankful to all who made this day possible, especially the Mahlasedi Foundation and Pastor Bert Pretorius,” he said. – SAnews.gov.za

Season Two of NBA Africa’s “Born & Bred” Original Content Series Featuring Raptors’ Ulrich Chomche and Jazz’s Babacar Sané Premieres on the NBA App

Second Season Tells the Stories of Five Current and Former NBA Academy Africa (www.NBA.com) Prospects from Cameroon, Central African Republic, Egypt and Senegal; All Five Episodes Will Be Available on the NBA App with One Episode Releasing Weekly Throughout September. 

NBA Africa announced the return of its first original documentary series “Born & Bred” which will premiere its second season on the NBA App today.  The docuseries returns with five episodes telling the stories of current and former NBA Academy Africa student athletes from Cameroon, Central African Republic, Egypt and Senegal as they pursue their basketball dreams at the academy and beyond. 

Season two of “Born & Bred” features the first NBA Academy Africa prospect drafted to the NBA Ulrich Chomche (Toronto Raptors; Cameroon), former NBA G League Ignite players Babacar Sané (Utah Jazz; Senegal) and Thierry Darlan (Central African Republic), and current NBA Academy Africa prospects Ali Assran (Egypt) and Modou Fall Thiam (Senegal). 

Chomche became the first prospect from one of the three NBA Academies around the world to be drafted directly to the NBA when he was selected 57th overall by the Memphis Grizzlies and traded to the Toronto Raptors in the 2024 NBA Draft.  During his time at NBA Academy Africa, he was named the Defensive Most Valuable Player (MVP) at the 2022 Basketball Without Borders (BWB) Africa camp and participated in the Basketball Africa League's (BAL) Elevate program, representing Rwanda Energy Group Basketball Club (REG BBC) in 2023 and Cameroon's Forces Armées et Police in 2022. 

The first episode, “Small Village. Big Dreams”, features Chomche and is available to watch today on the NBA App.  All five episodes will be available to stream on the NBA App, with one episode releasing each week throughout September.

Descriptions of each season two “Born & Bred” episode are included below:

  • Episode 1 (Aug. 29): “Small Village. Big Dreams” features Ulrich Chomche, an 18-year-old forward from Bafang, Cameroon, who is set to make his NBA debut later this year during the 2024-25 NBA season.  Chomche joined NBA Academy Africa in 2019.  He represented Team World at the 2024 Nike Hoop Summit in Portland, Oregon in April, before declaring for the 2024 NBA Draft.  He became the seventh Cameroonian to be drafted, joining Ruben Boumtje-Boumtje (NBA Draft 2001), Luc Mbah a Moute (NBA Draft 2008), seven-time NBA All-Star and 2022-23 Kia NBA MVP Joel Embiid (NBA Draft 2014), two-time NBA All-Star Pascal Siakam (NBA Draft 2016), Christian Koloko (NBA Draft 2022) and Yves Missi (NBA Draft 2024).

  • Episode 2 (Sept. 5): “Birth of Young Ossoko” features Babacar Sané, a 20-year-old forward from Ziguinchor, Senegal.  Following his breakthrough performances during the BAL's second season, he spent two years with NBA G League Ignite, before going undrafted in the 2024 NBA Draft and signing with the Jazz earlier this month.  

  • Episode 3 (Sept. 12): “Breaking Ground” features Ali Assran, a 17-year-old forward from Cairo, Egypt.  Assran represented the U17 Egyptian national team at the 2024 FIBA Basketball World Cup and joined the NBA Academy Africa in 2023.  The episode follows him as he continues to discover his passion for basketball while channeling his struggles into determination and finding solace on the court.

  • Episode 4 (Sept. 19): “The Quiet Leader” features Modou Fall Thiam, a 19-year-old from Senegal who joined NBA Academy Africa in 2023.  Hailing from Yeumbeul, the athletic dunker faced an early injury which saw the young point guard sidelined in his second year at the academy.  Thiam details his journey of playing in several international tournaments, participating in the BAL's third season as a BAL Elevate member of Nigeria's Kwara Falcons, and the adversity of dealing with an injury as a young athlete.

  • Episode 5 (Sept. 26): “Against All Odds” features Thierry Darlan, who as a 20-year-old guard from Bangui, Central African Republic became the sixth NBA Academy graduate and third from the NBA Academy Africa to sign with NBA G League Ignite.  Named the MVP of the 2022 BWB Africa camp in Egypt, Darlan also led the academy team to a championship at the NBA Academy Games in Atlanta, Georgia the same year.  Following his BAL debut with Angola's Petro de Luanda in 2022 as part of the BAL Elevate program, Darlan returned to the BAL in 2024, making his professional debut during the Nile Conference for Central African Republic's Bangui Sporting Club.  

“Born & Bred” season one (https://apo-opa.co/4e2kQbl) premiered on the NBA App last November, featuring current and former NBA Academy Africa prospects Nigeria's Rueben Chinyelu, Egypt's Seifeldin Hendawy, South Sudan's Khaman Maluach, Senegal's Khadim Rassoul Mboup, and Angola's Aginaldo Neto, spotlighting each prospect's basketball journey, including the communities where they were raised and the moments that have shaped them as players and young men. 

NBA Academy Africa is an elite basketball training center in Saly, Senegal for the top high-school-age prospects from across Africa and the first of its kind on the continent.  Since its launch in 2017, more than 40 male and female participants have committed to NCAA Division I schools in the U.S. or signed professional contracts.

Hlabisa outlines vision for strengthened local government

In an address to the National Council of Provinces (NCOP) on Wednesday, Minister of Cooperative Governance and Traditional Affairs, Minister Velenkosini Hlabisa, shared his vision for a robust and resilient local government system. 

The Minister participated in the Three Sphere Planning session with the theme: ’Towards an Oversight Agenda for the Seventh Parliament: Delineating Key Oversight Priorities for the NCOP in the Seventh Parliament’.

The session forms part of the NCOP’s objective to promote cooperative governance and intergovernmental relations and ensure that the three spheres of government work together when they fulfil their constitutional functions.

The Minister emphasised local government’s key role in delivering services and as a foundation for democratic governance, social development, and community empowerment.

Highlighting the importance of Sections 152, 153, and 154 of the Constitution, Hlabisa reiterated that municipalities must focus on meeting community needs, promoting economic and social development, and actively engage in national and provincial initiatives.

“He stressed that national and provincial governments have a duty to support municipalities to ensure effective governance and sustainable development,” said the Department of Cooperative Governance and Traditional Affairs  in a statement.

Hlabisa also noted the recent Memorandum of Understanding (MoU) between the South African Local Government Association (SALGA) and the National House of Traditional and Khoisan Leaders.

This partnership aims to strengthen collaboration between traditional leaders and municipal councils, enhancing governance in rural areas.

“This MoU marks a significant step towards better communication and mutual respect between municipal councillors and traditional and Khoi-San leaders,” the Minister said. 

He also presented the State of Local Government Report 2023, noting progress in reducing the number of distressed municipalities and increasing those classified as stable. 

However, he acknowledged that challenges remain, particularly in financial management and infrastructure.

Municipal infrastructure

Turning to municipal infrastructure, Hlabisa acknowledged ongoing challenges and highlighted the support provided by the Municipal Infrastructure Support Agent (MISA). 

Despite the long road network and improvements in electricity access, issues such as deteriorating water and sanitation infrastructure and inadequate waste management persist.

“Support through MISA and increased funding are crucial, but we must also address the underlying issues impacting infrastructure performance.

“Our focus will be [on] improving infrastructure conditions, particularly in distressed municipalities, and integrating climate change adaptation into planning.”

Hlabisa concluded with a call for continued collaboration and commitment to overcoming challenges. 
“Together, we will build a local government system that is resilient, responsive, and capable of meeting the needs of all South Africans,” he said. – SAnews.gov.za

Public Works and Infrastructure Minister Dean Macpherson says his department has issued tenders for the appointment of an independent investigator to, within 60 days following their appointment, provide a detailed report on what went wrong with the Telkom Towers building in Pretoria.

According to Macpherson, the report should detail who is to blame and what will be the best solution moving forward for the Telkom Towers to limit further wastage of taxpayer money.

Earlier this month, the Minister conducted an oversight inspection at the Telkom Towers.

The building was procured to serve as the South African Police headquarters in 2016 to the tune of nearly R700 million. Officials say to date, over R200 million has been spent on renovations and other services but the building remains empty due to lapses.

Addressing the media in Cape Town on Wednesday, Macpherson said in the coming weeks, a tender for a second independent investigation will be released to investigate leases which have been established by the Department of Public Works and Infrastructure to ensure that these leases were completed within the confines of the law and that the state is paying market-related prices for each.

“Shortly after my appointment, we initiated an investigation into an R300 million IT security breach that spans a decade. The investigation builds on the work Deputy Minister Sihle Zikalala started earlier this year when vulnerabilities were discovered in the department’s Information and Technology Systems,” the Minister said.

Macpherson said preliminary reports since the extent of the security breach was found suggest that the amount of money stolen over the period confirms the seriousness of the matter.

He has also authorised the department’s legal services to assist the Special Investigating Unit (SIU) with litigation at the Special Tribunal to recover up to R20 million against Kroucamp Plumbers.  

“This case involves tenders received by Kroucamp Plumbers in 2015 and 2018, where procurement processes were found to be unlawful and unconstitutional. 

“The SIU discovered that payments were made to officials in our department amounting to over R300 000, and these actions are indicative of corruption that we are determined to root out,” the Minister said.

Macpherson said his goal is to make the department play a central role in using public assets for the public good and to help turn South Africa into a construction site which will ignite economic growth and create jobs.

“Over the past eight weeks, I believe we have started to lay the foundation for the work to begin to see cranes in the sky all over South Africa,” Macpherson said.

Central to the department’s strategy for increased infrastructure investment is to see the expansion and the capacitation of Infrastructure South Africa (ISA). 

“We want to ensure that ISA functions as the single point of entry for all priority infrastructure projects, streamlining processes and reducing inefficiencies that have previously hampered project delivery,” Macpherson said.

This will not only improve efficiency but also ensure that the department prioritise projects with the greatest economic and social impact.

“And, this will increase investor confidence in public infrastructure projects, knowing that where Infrastructure South Africa is involved, construction projects are completed on time and within budget. 

“We are accelerating broader budget reforms by collaborating with the National Treasury to streamline the Public-Private Partnership (PPP) process and establish an Infrastructure Fund that reports directly to the National Treasury. 

“We are diversifying funding sources for infrastructure projects by focusing on PPPs, blended finance, and social infrastructure programmes. ISA will work closely with the National Treasury to direct investments toward projects with the highest GDP [gross domestic product] impact and job creation potential,” the Minister said.

The Minister said as the department pushes forward with reforms to ignite infrastructure investment, it was important that the department get its own house in order to ensure that it delivers on the core mandate.

Ntuli to launch KwaZulu-Natal Women Advancement Fund

KwaZulu-Natal Premier, Thamsanqa Ntuli, says the provincial government is making significant strides towards advancing the lives of women and putting them at the forefront of the economic mainstream.

This follows an announcement the Premier made during his State of the Province Address that within the first 100 days in office, he would unveil the KwaZulu-Natal Women Advancement Fund (KZNWAF).

The KZNWAF is a pioneering initiative designed to empower and support women entrepreneurs in the province by addressing the unique challenges they face in business.

The Premier is expected to launch the fund on Friday.

“This launch will provide a platform to connect visionary women entrepreneurs with corporate and government leaders, promoting long-term investments, collaboration, and innovation,” said the Premier.

Meanwhile, a lack of funding, limited support, gender bias, and access to markets which result in exclusion from the mainstream economy are among the challenges faced by women entrepreneurs.

Ntuli said the fund will provide women with financial resources, mentorship, and business development services.
“We are excited to be launching this fund which is led by the Office of the Premier and is a result of engagements with the private sector and leading women, who saw a need to empower and develop other women.

“We appreciate the partnership between government and the private sector. This partnership will support our vision of ensuring that women do not remain disenfranchised, but they become active participants in our economy,” Ntuli said.

At Friday’s launch, the Premier will present the private sector partners who collaborated with government to support women entrepreneurs.

The KZNWAF launch will be held at Inkosi Albert Luthuli International Convention Centre in Durban, under the theme “Igniting Her Future: A Catalyst for Economic Empowerment."

“Various women entrepreneurs will speak about their business journeys through a panel discussion. About 15 women-owned businesses chosen from across the province will exhibit their products,” Ntuli said. – SAnews.gov.za

African countries are leading the charge toward a just energy transition through a mix of enabling policy and investment promotion activities. Under its Department of Mineral Resources and Energy (DMRE), South Africa has rolled out its Integrated Resource Plan (IRP) outlining the country's strategy for energy diversification. The IRP provides for the accelerated adoption of renewable energy, while recognizing the continued role of coal and gas in national energy security. The DMRE has consistently advocated for a balanced energy approach, ensuring that the transition does not come at the expense of jobs and economic stability.

In Nigeria, the Federal Government has announced $585 billion in energy sector investment opportunities, aligning with the Nigerian Energy Transition plan, which focuses on increasing renewable energy, reducing methane emissions and achieving net-zero goals. Investments include $272 billion toward renewable power and infrastructure, $96 billion toward optimizing oil and gas processes, energy efficiency and carbon capture, $80 billion toward zero-emissions technologies and $2.8 billion toward clean cooking solutions. Nigeria will also host the $5-billion African Energy Bank, established by the African Petroleum Producers Organization (APPO) and African Export-Import Bank and set to accelerate access to capital for oil and gas projects across the continent. The initiative affirms Nigeria's leadership and commitment to ensuring energy security in Africa, as well as improving energy project financing.

Last month, APPO held discussions to help identify transition strategies, focusing on reducing gas flaring, enhancing local content and promoting research and development. Thought leaders like NJ Ayuk, Executive Chairman of the African Energy Chamber and Chief Academic Officer of Maarifa Education Olubayi Olubayi, united to explore pathways to more sustainable energy practices across the continent.

In West Africa, Senegal is also prioritizing the simultaneous development of fossil fuel and renewable resources, striking a balance among other, single resource-centric economies.  The country is set to begin gas production from the Greater Tortue Ahmeyim LNG project later this year, creating opportunities in gas processing, gas-to-power and infrastructure and establishing itself as a key regional energy hub. In 2024, Senegal expanded its focus on renewable energy by launching new initiatives aimed at integrating renewables into its energy mix and aligning with its Just Energy Transition Partnership with France, Germany, the EU, the UK and Canada. High-level international cooperation supports Senegal's goal of universal energy access through a low-carbon energy mix and has established the country as a regional pioneer.
