Justice and Constitutional Development Minister Mmamoloko Kubayi has identified the high number of vacancies at the Limpopo justice department as a critical issue to resolve.
Kubayi conducted an oversight visit to the Polokwane High Court and the Master’s Office on Thursday.
“The Minister noted that these capacity challenges are severely affecting service delivery. She clarified that this is not a failure on the part of the provincial team but rather an issue that requires urgent attention at the national level.
“Misinterpretations of public service regulations that delay appointments and result in prolonged acting roles must be resolved,” the Department of Justice and Constitutional Development (DJCOD) said in a statement.
The Minister conducted the visit to “engage directly with staff without disrupting court operations”.
“During her walkabout, the Minister assessed compliance with departmental norms and standards, with particular attention to the management of court files. Proper filing was emphasised as fundamental to the delivery of justice, as even a single missing page can derail an entire case. The importance of getting the basics right was underlined.
“The Minister also raised concern about the inadequate infrastructure available for child witnesses, noting that the existing facilities fall short of providing the necessary safeguards for minors who testify in court. She stated that the current situation is unacceptable and assured that it will be addressed,” the department said.
Staff engagement
To conclude the visit, Kubayi conducted a meeting with staff to address public complaints, service consistency, performance management and physical infrastructure.
“The Minister emphasised that performance management tools must not be used to victimise employees, but rather to support their growth and accountability. She stressed the importance of cordial working relationships among colleagues and encouraged teamwork across all levels.
“Managers were called upon to lead effectively by ensuring staff are motivated and that court users are treated with the dignity and speed they deserve. She further highlighted the responsibility of managers to guarantee that persons with disabilities have equal access to services, and that facilities catering to their needs must be prioritised.
“She reaffirmed her commitment to restoring public trust in the justice system by promoting accountability, professionalism, and respect for all who depend on the department’s services,” the statement concluded. – SAnews.gov.za

Young boy successfully repatriated
The department of Social Development has once again successfully repatriated a young South African boy from Zimbabwe who has been missing for almost two years.
The child, identified as Mzi*, was just 11 years old when he disappeared from his home in May 2023 and boarded a bus to Zimbabwe, where he was later dropped off at the Zengeza police station in Harare.
This set off a complex cross-border child protection case, with his disappearance becoming a matter of national concern, prompting the Department of Social Development to work tirelessly alongside Zimbabwe’s Department of Social Welfare to locate and return him home.
Unlike previous repatriation cases involving children born in foreign prisons to South African mothers, Mzi’s case presented unique challenges.
According to reports, the boy provided different accounts of how he ended up in Zimbabwe, further complicating the search. The department was first notified of the case when the nationwide search for him began, said Acting Deputy Director-General Lumka Oliphant.
The Children’s Act
The Children’s Act mandates the department to repatriate South African children in distress in foreign countries. The Department of Social Development plays a crucial role in ensuring the protection and care of children, including those in need of repatriation and reunification with their families.
Mzi is the 26th child to be repatriated from foreign countries since 2015, reaffirming the department’s commitment to safeguarding children.
The Zimbabwean social workers report indicates that the child is autistic, though further assessments will be conducted to determine the full extent of his needs.
“His condition may explain why he wandered off and why repatriation efforts faced such obstacles,” a social worker from the department said on Wednesday.
According to the department, bringing him back proved far from straightforward, with the social workers’ report confirming that multiple repatriation attempts failed as he repeatedly absconded from authorities, making an already challenging process even more difficult.
The breakthrough finally came on Wednesday, 5 February 2025, when Zimbabwean officials found him on the streets of Harare.
In an urgent, coordinated effort, South Africa’s Integrated Social Services team intervened, ensuring he was safely escorted to the Beitbridge border the following day.
By 6 February 2025, Mzi had been placed in the care of Limpopo’s Department of Social Development, at Polokwane Welfare Complex.
Reunited with family
The next day, accompanied by his mother, maternal aunt, and a Gauteng social worker, Mzi made the final journey to Johannesburg, where he was finally reunited with his family.
“He started crying when he saw me and was saying a lot that I couldn’t understand because it was in Shona, he’s lost his Zulu (mother tongue) and now speaks Shona fluently,” the boy’s 33-year-old mother said.
Mzi’s mother described him as an independent child who often wandered off. When he started primary school, his disappearances became more frequent, sometimes leading to police involvement or kind strangers returning him home.
When asked about this behavior, his mother admitted it has been a confusing and painful journey.
Seated on the concrete veranda of his home in Alexandra, Gauteng, the small-framed shy looking boy plays quietly with his cousin and the two-year-old brother he has just met for the first time.
After nearly two years away Mzi is finally home, but his journey, and that of his family, is far from over.
“We thought he was just a seriously naughty child, and we would punish him and ground him from playing outside,” his mother said, recalling the many sleepless nights spent worrying about his safety.
“My ex-husband was quite strict, and he would give him a hiding whenever he disappeared from us,” she said.
In several social workers’ assessments, Mzi reported being abused by his stepfather.
During his time in Zimbabwe, Mzi was placed in various Child and Youth Care Centres and alternative care facilities, but he absconded more than six times. His last disappearance was in July 2024.
Social workers also reported his tendency to wander, which may be related to the autism. He also gave multiple versions of his family story and how he ended up in Zimbabwe to the police and child welfare organisations.
Emotional reunion
Mzi’s mother remains filled with questions and frustration. She speaks with bitterness of the two-year ordeal, which left her feeling dismissed by officials, judged by friends and family, and even being threatened with arrest. She added that “It has been traumatic”.
“The moment of reunion was deeply emotional,” says Lamlani Mthembele, one of the officials who accompanied Mzi’s mother to Limpopo.
“When they saw each other, he cried, his mom was crying, and even though we couldn’t understand what he was saying in Shona, it felt like he was saying he was happy to be back home and that he would never leave his mother’s side again.”
While en route to Johannesburg, Mzi asked about his little sister, and when the mother video called the 9-year-old girl, he sobbed uncontrollably, Mthembele said.
Now back home, Mzi is adjusting to life with his family, including meeting his two-year-old brother for the first time.
Social workers from the Gauteng Department of Social Development will support his mother in securing medical assessments and the necessary interventions for his well-being.
“It will empower me. I will know what medication he needs and what school I need to send him to. I also want to get him a tracking bracelet,” the mother said.
The department has assured ongoing psychosocial support for Mzi and his family to ensure his smooth reintegration and emotional healing.
The Department of Social Development extended its gratitude to the Zimbabwean Department of Social Welfare, the Limpopo and Gauteng Social Development Departments, and all organisations involved in securing Mzi’s safe return. – SAnews.gov.za

Seven officials sentenced for issuing fraudulent roadworthy certificates
Seven private vehicle testing station officials have been sentenced by the Polokwane Commercial Crimes Court for fraudulently issuing roadworthy certificates to vehicles that were never tested.
The suspects appeared in court last week, where they were sentenced to five-year imprisonment or R20 000 fine.
The officials were found guilty of 51 charges of fraud related to transactions conducted at the Palala private testing station in Lephalale in 2019.
They were arrested in 2019, following investigations by the National Traffic Anti-Corruption Unit (NTACU), a division of the Road Traffic Management Corporation (RTMC), and the serious corruption team of the Hawks.
The investigation follows the South African Revenue Service concerns raised in April 2019 about the vehicles they had impounded at a facility in Mpumalanga. The vehicles were found to have been issued roadworthy certificates by the Palala testing station without being physically presented for testing.
“An investigation was immediately launched. When the investigation team visited the station, they found the officials processing roadworthy certificates for vehicles that were not present at the station. They were immediately arrested and charged with fraud alternatively contravening the National Road Traffic Act,” RTMC said on Friday.
The accused were found guilty on July 31, 2024, and appeared in court again on Wednesday, where they were sentenced.
The seven officials include Pieter Frederick Francoois Schutte (68), Marisca Erasmus (34), Lebogang Rapetsoa (30), Democracy Vhutolo Khangale (36) Thapelo Kgositsile Medupi (42), Makwena Silas Mashala (34) and Mphokane Nicol Medupi (41).
“The RTMC welcomes that sentence as it sends a message that there are consequences for crime irrespective of whether it is committed at a privately owned company. The seven will not be able to work at any testing station in South Africa again.
“However, the RTMC would have preferred a custodial sentence because unroadworthy vehicles are a menace on the country’s road causing avoidable crashes and fatalities.”
Mpumalanga officer sentences to four years over R200 bribe
Meanwhile, a Mpumalanga traffic officer was recently sentenced to four years' direct imprisonment for accepting a R200 bribe from undercover anti-corruption agents.
This followed a sting operation organised by the NTACU and the Mpumalanga division of the Hawks in 2019, to target traffic officers coercing motorists into paying bribes on the N4 near Middelburg.
Zanele Christian Vilakazi (39) and Andrew Bongani Simphiwe Nkosi (48), were arrested during the operation and charged with corruption.
After a protracted trial, the court found them guilty and handed down a four-year custodial sentence. Unfortunately, Nkosi passed away before the trial’s conclusion, while Vilakazi began serving her sentence earlier this month, the RTMC confirmed. – SAnews.gov.za

With predictions of severe weather conditions in Limpopo, Mpumalanga and KwaZulu-Natal in the coming days leading to the weekend, the Road Traffic Management Corporation (RTMC) has urged all motorists to exercise extreme caution to avoid crashes.
The South African Weather Service has issued weather alerts for severe thunderstorms and disruptive rainfalls that are likely to affect visibility and travel between the hours of 6pm and 1am.
“This is likely to affect those who will be travelling on the N1 and R101 between Limpopo and Gauteng. Other routes that are likely to be impacted are the N11 from Alldays to Marble Hall, the R33 Lephalale via Marble Hall, R40 from Phalaborwa via Carolina to Barberton, R524 from Thohoyandou to Louis Trichardt, R71 from Tzaneen to Polokwane, as well as R81 from Giyani to Polokwane.
“In Mpumalanga, visibility will likely affect driving conditions along the following routes: N4 from Emalahleni to Johannesburg, N3 between Villiers and Heidelberg, N17 Oshoek border via Ermelo and Secunda to Johannesburg, the N4 from Lebombo border via Mbombela to Bronkhorstspruit,” RTMC said on Tuesday.
Driving conditions in some of these routes are likely to be affected by fog, which will make visibility poor.

With predictions that South Africa will experience heavy rain in some parts of the country, the Department of Transport has urged road users to exercise extreme caution on the road.
According to the South African Weather Services (SAWS), inclement weather conditions will continue to affect the country’s roads until Friday, 10 January.
Heavy rain, strong winds, and reduced visibility are expected to persist creating hazardous driving conditions.
On Wednesday, 8 January, poor visibility as well as slippery roads have been predicted in KwaZulu-Natal, Mpumalanga and Limpopo.
“Under these conditions, motorists are strongly advised not to drive between 6pm and 1am in these three provinces,” the department said.
In Limpopo the roads that will be affected by these conditions are as follows:
• N1 and R101 from Limpopo to Gauteng,
• N11 from AllDay to Marble Hall,
• R33 from Lephalala via Marble Hall,
• R40 from Phalaborwa to Barberton,
• R534 from Thohoyandou to Makhado,
• R71 from Tzaneen to Polokwane and
• R81 from Giyani to Polokwane.
In Mpumalanga and KwaZulu Natal, roads to be affected are the following:
• N4, N12, N11, N17, N3, R40 and R33.
“No warning has been issued for Thursday and Friday. However, Mpumalanga and Limpopo will be affected by strong thundershowers from the early hours of the morning to about 10am. These conditions would lead to poor visibility and slippery roads, particularly on the R573 Moloto Road, from Marble Hall to Pretoria.
“The current road crashes and fatalities are of great concern, and motorists are urged to take responsibility for their safety,” the department said.
The Road Traffic Management Corporation (RTMC) has called on motorists to consider the following important safety tips:

The Limpopo Provincial Government has praised the quick action of the South African Police Service (SAPS) in Seshego, which resulted in the arrest of a 28-year-old man for statutory rape.
The arrest follows an incident where a 13-year-old girl gave birth at Seshego Hospital on 25 December 2024.
SAnews reported today that over 1 360 babies were safely delivered at public health facilities across the country on Christmas Day.
According to the National Department of Health, the number of teen mothers has decreased from 145 in 2023 to just under 90.
Among the new teenage mothers is a 13-year-old who gave birth to a healthy baby at Seshego Hospital, located outside Polokwane.
Three 15-year-olds delivered their babies at Emmaus, Hlabisa, and St Andrews Hospitals in KwaZulu-Natal.
In addition, a 16-year-old gave birth to a baby boy at Klerksdorp-Tshepong Tertiary Hospital in the North West.
Limpopo Premier, Dr Phophi Ramathuba, expressed her gratitude for the police’s prompt action.
“We welcome this quick response by the SAPS after the hospital had raised concern over a 13-year-old giving birth during Christmas.
“It is now our responsibility to make sure that the judiciary acts in accordance with the extent of the crime. Statutory rape is visible in many parts of our province, and we need to end such a sad chapter.”
The Premier emphasised the importance of protecting the rights of children and ensuring that justice is served.
“The man is in custody in Seshego and will soon make an appearance in court. We must remain vigilant and committed to preventing such heinous acts in our communities,” she added.
The Limpopo Provincial Government is dedicated to collaborating with law enforcement and the judiciary to eradicate crimes against children and create a safe environment for everyone.
“The government will continue to advocate for the protection of vulnerable individuals and ensure that those who perpetrate such crimes are held accountable.”

The Department of Health has announced that over 1 360 babies were safely delivered at public health facilities across the country on Christmas Day.
This figure represents approximately 300 fewer births than the 1 708 babies delivered in 2023 and about 50 fewer than the 1 414 babies born in 2022.
The births included six sets of twins that were safely delivered in public health facilities across the country.
The first Christmas baby was born exactly at midnight at Osindisweni Hospital in KwaZulu-Natal, followed by another delivery at 12:01 am at Nkhensani Hospital in Limpopo.
Two deliveries were recorded at 12:02 am at Standerton Hospital in Mpumalanga and Madwaleni Hospital in the Eastern Cape.
The department reports that Gauteng recorded the highest number of births, totalling 393.
This is followed by the Eastern Cape with 196 births, and both the Western Cape and Limpopo each with 172 births.
Mpumalanga recorded 152 births, the North West had 102, the Free State counted 79, and the Northern Cape had 49 births.
In KwaZulu-Natal, the current number stands at 42, as the department awaits final figures.

The department urged mothers to immediately commence the developmental journey of their newborns which entails immunisation to achieve a long and healthy life for their babies.
“For every child to achieve their full potential in terms of healthy growth and development, they need healthcare, the right nutrition, initiation of exclusive breastfeeding, immunisation and timely care during illness.”
The first 1 000 days of a child’s life are important because they lay the foundation for their physical, emotional, and academic development.
“The department will walk side by side with the new mothers as they embark on this incredible journey of motherhood,” it said, adding that parents should ensure they are up to date with immunisation to protect their children against vaccine-preventable diseases such as measles and polio.

With hours to go before Christmas Day, Gauteng Traffic Police has urged motorists to remain vigilant and to be on the lookout for pedestrians wherever they travel.

“In response, the department has strengthened enforcement measures to prioritise the safety of communities,” he said.
Routes that will be closely monitored due to the high number of pedestrian fatalities include:
• N1 Freeway Pretoria to Polokwane: Between Sefako Makgato and Hammanskraal off-ramps.
• R80 Mabopane Freeway: Between Rosslyn and Soshanguve offramps.
• N4 Freeway Pretoria to Mpumalanga: Between Watermeyer off-ramp and Solomon Mahlangu Drive.
• N1 South: From Freedom Park to Orange Farm.
• N12 West: Towards Westonaria.
• R21: From Olifantsfontein to Boksburg.
To deal with these challenges, the enforcement operations will include speed enforcement, anti-drunk driving operations, vehicle and driver fitness checks, road safety campaigns at one-stop centers, anti-crime operations in hotspot areas and anti-spiking operations.

Government considers intervention in Eskom electricity tariff hike application
Government is preparing to present an intervention regarding Eskom’s proposed tariff hike.
This according to Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, who briefed the media on Wednesday.
The power utility has asked the National Energy Regulator of South Africa (Nersa) to approve its multi-year price determination which would mean, for direct Eskom customers, a 36.15% electricity tariff hike for 2025/26, an 11.81% increase in 2026/27 and a 9.10% rise in 2027/28 – sharply bringing into focus electricity affordability and upping the cost of living.
Nersa is currently holding public hearings on Eskom’s application.
“As government, we will be fashioning interventions to ensure that we provide relief. It’s still a process that is underway inside government. Before Nersa makes that determination, we’d have made our submissions.
“I want to say – with a degree of confidence – that we will get to a situation where we don’t realise a 36, 40% tariff increase. It should be something significantly lower than that. [This will be] taking into account the need for the industry to be competitive; the pressures that the households are experiencing,” he said.
The Minister reminded South Africans that the seventh administration has committed to ensuring that “we fight poverty and reduce the cost of living”.
“We know that the cost of utilities – electricity and water – is a big component of the spending of households and in fact, it’s more disproportionate when you get to low income households.
“I want to say to the country that: rest assured, we will be making interventions that will provide significant amount of relief. What that percentage [tariff increase] that will be, Nersa will make that determination,” he said.
Ramokgopa insisted that despite government’s intervention, “we will not undermine the ability of Eskom to continue to operate”.
“Some of the assumptions and basis of the application of Eskom has got some justification.
“[However] we think we can do both…Eskom’s ability to execute on its mandate and on the other side, the need for us to provide some degree of relief to households and industry. I am confident, we can find that,” he said.
The Minister implored South Africans to continue making their voices heard at Nersa’s public hearings on Eskom’s proposed tariff increases.
Public hearings continue as follows:
- 20 November at the ETC Conference Centre, Spondo Street, Gqeberha, Eastern Cape.
- 21 and 22 November at the Transnet National Ports Authority, N-Shed Passengers Terminal, Quayside Road, Durban, Kwa-Zulu Natal.
- 25 November at the Bon Hotel Bloem Plaza, East Burger Street, Bloemfontein, Free State.
- 27 November at the Mbombela Civic Centre, 1 Nel Street, Mbombela, Mpumalanga.
- 29 November at the Jack Botes Hall, 14 Bodenstein Street, Polokwane, Limpopo.
- 2 December at the Protea Hotel, Barend and Margaretha Prinsloo Streets, Klerksdorp, North West.
- 3 and 4 December at the Eskom Academy of Learning, Dale Road, Midrand, Gauteng.
“What is important is that all of us…let’s subject ourselves to the [Nersa hearings]. So that we allow Nersa the opportunity to have the benefit of the mulitiplicity of views,” Ramokgopa said.

The conference was held last week in Polokwane.

“These pledges are an important step in transforming Limpopo’s economic landscape, and we are confident that this partnership will bring substantial benefits to the people of Limpopo, who need access to enhanced services and opportunities,” Ramathuba said.
In a statement after the conference, the provincial government explained that the pledges will propel the province’s development goals.
“The pledged investments are aimed at fueling priority areas for Limpopo’s development, including green energy initiatives, critical infrastructure projects and catalytic ventures that will stimulate industrial growth and support the establishment of industrial parks.
“These projects are expected to create numerous jobs, ranging from short-term positions to full-time employment opportunities, significantly impacting local communities.
“Implementation of projects funded by these pledges will commence on 24 November 2024 and continue through October 2025. President calls for enhanced collaboration between national and provincial governments
President Cyril Ramaphosa has emphasised the importance of closer cooperation between national and provincial governments, urging ministers to engage more directly and consistently with their provincial counterparts.
The President was addressing a meeting between the National Executive and the Limpopo Executive Council, led by Premier Phophi Ramathuba, at the Polokwane Municipality Council Chamber in Limpopo on Friday.
President Ramaphosa described today’s meeting as significant, marking the start of a programme by the National Executive to visit all the provinces in the coming months and to engage directly with their leadership.
The President outlined the significance of the meeting as the first high-level bilateral engagement between the National Executive and provinces under the 7th Administration and the Government of National Unity (GNU).
President Ramaphosa highlighted the necessity for such interactions to ensure that both spheres of government can effectively coordinate their efforts and address local needs.
“As we strive for greater alignment between the developmental priorities of national and provincial governments, there is a need for Ministers to engage more directly and regularly with their provincial counterparts.
“On the one hand, this enables the National Executive to have better line of sight of provincial programmes. On the other hand, it enables provincial executive councils to better align their developmental roadmap with national plans,” the President said.
The President reiterated the constitutional mandate for cooperation among different spheres of government, stressing that effective governance must be transparent, accountable, and coherent in serving the people of South Africa.
“Section 41 of the Constitution outlines the obligation of different spheres of Government to cooperate with one another, assist one another, coordinate with one another and consult on matters of common interest.
“The spheres of government are to do so, while respecting the scope of their respective powers and functions,” the President said.
He called for a focus on overcoming structural challenges that hinder investment and job creation in the provinces.
The GNU, the President said, has identified a set of key priorities for the term of its administration, which includes driving inclusive growth and job creation; reducing poverty and tackling the high cost of living, and building a capable, ethical and developmental State.
He underscored the vital role provinces play in achieving these goals, particularly through the implementation of the Medium-Term Development Plan.
“Our collective focus now is on marshalling the necessary will and resources to finalise and implement the Medium-Term Development Plan. Driving economic growth that is inclusive and transformational is at the centre of our national agenda.
“Provinces have a critical role to play in this effort. Improving service delivery, accelerating job creation and growing provincial economies are as much a priority for provinces as they are for national government.
“What will be critical in the coming months is a razor-sharp focus on the actions that we all need to take to enable provinces to leverage their respective endowments – be they avocados, minerals or citrus fruit – to ensure that that endowment is more effectively used for economic growth,” the President said.
The discussion also highlighted the need for provinces to leverage their unique resources such as agriculture, minerals, and tourism to stimulate economic growth.
President Ramaphosa noted the under-utilisation of arable land and the potential for improved tourism infrastructure as areas needing urgent attention.
Some provinces are extracting large amounts of minerals from the soil, but are not moving to another level. They need to start looking at the second level to beneficiate those minerals.
“We need to move beyond diagnosis of problems. We need to look at how to overcome the obstacles to provincial endowments being successfully used for development,” he said.
Premier Ramathuba and the provincial leadership were urged to identify obstacles to growth and to collaborate with ministers to formulate actionable strategies.
President Ramaphosa pointed out that ongoing structural reforms in sectors, such as electricity and water management, are critical to unlocking provincial potential.
This engagement is intended to open channels of communication and foster a collaborative spirit, with the aim of ensuring that Limpopo and other provinces align their economic development plans with the national vision.
Limpopo perfectly positioned to lead in a number of key sectors
The President said this first engagement between the National Executive and the Limpopo Executive Council must set the tone and agenda for future cooperation.
“We have to set our collective sights on what must be done to ensure provinces' economic development plans align with the broader national economic vision.
“Limpopo is perfectly positioned to lead the country in a number of key sectors, including agriculture, tourism, freight and logistics, and also mineral resources. The province is set to play a major role in the green economy transition.
“Limpopo possesses a number of critical energy transition minerals, including platinum, and has been designated as a site for the proposed Hydrogen Valley. We are pleased with the work already underway in this regard,” the President said.
President Ramaphosa added that Limpopo, by way of geographical positioning, is South Africa’s gateway to the continent.
He said the province is well positioned to strengthen South Africa’s links to the rest of the African continent under the African Continental Free Trade Area.
The President called for innovative solutions and clear timelines to realise the full potential of provincial economies and improve the lives of citizens.
As government prepares for further engagements across the country, the focus remains on creating a capable and accessible governance framework that prioritises the needs of South Africans.
From here, President Ramaphosa will go to KwaZulu-Natal next week and then to other provinces.
“Our plan is to go to each province over the course of one year. We engage with provinces on an ongoing basis through MinMEC [Minister and Members of Executive Council] meetings and other forums, and we engage with people through izimbizo. President Cyril Ramaphosa is on Friday expected to lead a meeting with the Limpopo Provincial Executive.
President Ramaphosa will meet with the Premier, Dr Phophi Ramathuba, and the Provincial Government Executive at the Council Chamber in Polokwane.
The President who is set to deliver an opening address at the meeting, will be accompanied by Ministers and Deputy Ministers.
“The meeting with the Limpopo Provincial Government’s Executive is a start of a series of engagements between the President and provinces aimed at enhancing intergovernmental coordination and improve service delivery in line with the priorities of the 7th Administration,” The Presidency said in a statement on Thursday.
President Ramaphosa will also meet with the Provincial Executive of the KwaZulu-Natal province ahead of the Presidential District Development Model (DDM) Imbizo next week.
The Provincial Executive will present to the President its five-year program in alignment with the priorities of the seventh Administration.
The meeting will also discuss various approaches to service delivery issues including interventions to improve service delivery at local government level.
President Ramaphosa and Premier Ramathuba will address the open session before the start of the meeting.
The President is expected to lead the second DDM Presidential Imbizo under the Government of National Unity (GNU), in Umgababa, in KwaZulu-Natal.
The imbizo that is scheduled for Friday, 8 November.
Cabinet adopted the DDM in August 2019.
The DDM is an integrated planning model for cooperative governance which seeks to be a new integrated, district-based, service delivery approach aimed at fast-tracking service delivery. It also seeks to ensure that municipalities are adequately supported and resourced to carry out their mandate. - SAnews.gov.za

Mabunda is renowned for his exceptional work in dismantling insurance fraud syndicates.
The Sergeant in question has been linked to the brutal and senseless murder of six individuals in and around Polokwane, Limpopo.

The victims, who lost their lives under tragic and horrifying circumstances, were part of a calculated and heinous scheme to defraud life and funeral insurance policies amounting to R10 million.

Their dedication to the rule of law and the protection of our citizens is an embodiment of the integrity we expect from the SAPS,” said Mchunu, commending the SAPS on their sterling work.
“The nature of these crimes is deeply disturbing, with the victims meeting their ends in various violent ways. Such cruelty and disregard for human life is utterly reprehensible and it is all the more shocking when perpetrated by someone sworn to uphold the law and protect the innocent.
“At the same time, I must strongly condemn, in the clearest possible terms, any acts of corruption, criminality, or betrayal by members of the police service.
