Call for inclusion of young professionals in finding solutions to water challenges
The National Water and Sanitation Youth Indaba has thrust into the spotlight the inclusion of young professionals in research and innovation to improve the water sector.
The Department of Water and Sanitation, in conjunction with its entity in Limpopo, Lepelle Northern Water, hosted the Indaba under the theme: “Actively embracing the socio-economic gains of our democracy” last week.
Addressing the young professionals, Lepelle Northern Board Chairperson, Dr Nndweleni Mphephu, emphasised the significance of the youth’s active participation in research and innovation in the sector.
“As many might be aware of the challenges facing the water sector, which are increasingly being exacerbated by the impact of climate change, I urge you all to invest your brilliant young and sharp minds into research and to find long lasting solutions that could steer the sector to new heights,” Mphephu said.
The Department’s Chief Director responsible for Intergovernmental Relations, Sector Transformation and Provincial Governance, Petunia Ramunenyiwa emphasised the department’s commitment to the inclusion of young professionals, as a means to finding innovative solutions to address challenges faced by the sector.
“This Indaba is one of the programmes of the Department of Water and Sanitation that is very close to my heart, and it is by no means just a talk shop but a platform for engagement and exchange of knowledge and technical expertise that will improve the sector’s governance and transformation,” Ramunenyiwa said.
The indaba undertook discussions that provided opportunities for the exchange of knowledge and technical expertise aimed at improving the sector’s governance and transformation.
These included discussions on understanding national water and sanitation issues and government priorities, providing youth with information, opportunities, and technical resources available within the sector, as well as encouraging community involvement in the sector and establishing partnerships with the private sector, civil society and other stakeholders, among others.
To give a first-hand account of the operations of water testing and water treatment, the department and Lepelle Northern Water led a guided tour of the Ebenezer Water Treatment Plant, which mainly treats water abstracted from Ebenezer Dam and supplies to Polokwane Local Municipality and surrounding areas.
An excursion was also undertaken to the University of Limpopo’s water laboratory to explore the analytical methods used to conduct water quality analysis.
The laboratory is among the country's best and most advanced technologies, which use methods, including inductively coupled plasma to analyse heavy metals in water samples.
The National Water and Sanitation Youth Indaba was attended by more than 400 participants in the Water, Sanitation and Hygiene (WASH) sector from various backgrounds, including unemployed individuals, professionals, entrepreneurs, young professionals and civil society organisations.
The four-day Indaba was held in Polokwane, in Limpopo from 22-25 July 2024.
Among the issues discussed were the department’s youth strategy with a special focus on innovations and entrepreneurship, challenges and opportunities in South Africa's water and sanitation sector, South Africa's water issues in the global context, as well as education and career opportunities within the sector. – SAnews.gov.za

The U.S. Mission to South Africa and the Africa Women Innovation and Entrepreneurship Forum (AWIEF) (www.AWIEForum.org) proudly announce the launch of the 2024 Academy for Women Entrepreneurs program in Lesotho, Eswatini and South Africa.
The Academy for Women Entrepreneurs (AWE) is an initiative of the U.S. Department of State and Arizona State University's Thunderbird School of Global Management. It supports the U.S. National Strategy on Gender, Equity and Equality and reflects the United States' commitment to advancing gender equity and economic prosperity in Southern Africa
The Academy for Women Entrepreneurs LESA (Lesotho, Eswatini and South Africa) program is centred on the Francis and Dionne Najafi 100 Million Learners Global Initiative, an accredited online global management and entrepreneurship certificate consisting of five world-class courses and available to learners across the globe.
The overall goal of the program is to promote economic prosperity, including equitable economic development opportunities for historically disadvantaged groups and individuals. AWE LESA provides a resource for women entrepreneurs to engage in online education with guided facilitation and localization; fosters networks that support participants' access to peer-to-peer mentorship, business partners, and scaling opportunities with businesses in the region and in the United States; as well as provides access to a range of educational programs tailored to women's economic empowerment to expand the impact on the participant.
AWE LESA 2024 will empower 100 young women entrepreneurs in seven cities – five in South Africa and one each in Lesotho and Eswatini. The program will host cohorts in Bloemfontein (10 participants), Cape Town (10 participants), Johannesburg (15 participants), Polokwane (15 participants), Manzini (20 participants), Maseru (20 participants), and Pietermaritzburg (10 participants). The participants will attend in-person training sessions and events at designated American Corners and partner spaces in each location.
AWE LESA 2024 activities will take place between August 2024 and January 2025, and this edition will bring the total number of women entrepreneurs trained through the U.S. Mission to South Africa and AWIEF partnership to more than 700.

Trio in court for R153 million VBS corruption matter
The former Municipal Manger and acting Chief Financial Officer of the Greater Giyani Local Municipality, together with a businessman, have appeared in court in connection with a VBS corruption matter in which the municipality suffered a loss of at least R153 million.
Former Municipal Manager Risimati Maluleke, the municipality’s Acting Chief Financial officer Nditshedzeni Mashau and businessman, Zwivhuya Goodness Tshishonga, appeared in the Polokwane Specialised Commercial Crimes Court.
The trio face charges of contravening the Municipal Finance Management Act (MFMA), corruption and money laundering.
According to the National Prosecuting Authority regional spokesperson, Mashudu Malabi-Dzhangi, the three are in the dock for their alleged role in “approving an unlawful investment to VBS Mutual Bank since VBS was not a bank as defined in the banks act” – costing the municipality a loss exceeding R153 million.
“It is alleged that the first investment of R100 million matured and yielded an interest amounting to over R4 million. Later, over R48 million was also invested. The investment and the interest were then not paid back to the municipality.
“The investigations revealed that the municipality had illegally invested over R153 million into VBS for 18 months. Furthermore, the Acting Chief Financial Officer (CFO) recommend that the money should be invested with VBS, instead of using authorised banks,” the NPA said in a statement Thursday.
Malabi-Dzhangi added that the accused allegedly acted in a “a grossly negligent way in contravention of MFMA” and “did not take reasonable steps to ensure that the resources of the municipality were used effectively, efficiently, and economically”.
“It is alleged that Tshishonga received substantial amounts of money into his business account of Real Consulting, in turn, Tshishonga [would] transfer a portion of the money to Maluleke thus disguising the nexus between VBS and Maluleke. In total Maluleke received R62 000 from Tshishonga,” she said.

It will be clear, blue skies in South Africa’s capital city on Wednesday when President-elect Cyril Ramaphosa takes his oath of office and is inaugurated as South Africa’s President.
The inauguration is expected to be held at the Union Buildings in Tshwane.
On Tuesday, the South African Weather Service (SAWS) website indicated that Inauguration Day weather in Tshwane is expected to be clear with temperatures starting at 8°C, reaching a high of at least 24°C.
The weather will be as follows for South Africa’s other major cities:
- Johannesburg: minimum temperature 7°C, maximum temperature 21°C
- Cape Town: minimum 12°C, maximum 18°C
- Durban: minimum 15°C, maximum 23°C
- Bloemfontein: minimum 1°C, maximum 19°C
- Polokwane: minimum 6°C, maximum 26°C
- Upington: minimum 3°C, maximum 21°C
- Gqeberha: minimum 11°C, maximum 19°C

In a post on social media site X, SAWS said the rain probability of between 30 to 60% is expected over parts of the Western and Eastern Cape and KwaZulu-Natal.
The cultural segment of the inauguration ceremony is expected to kick off at around 9am with the formal ceremony set to start at 11am.

Investing in public transport to enhance accessibility
Government has invested a cumulative total of R69 billion in public transport, which was spent towards infrastructure and operations in an effort to enhance accessibility to public transport and mobility.
Addressing a media briefing on the state of the transport sector, Transport Minister Sindisiwe Chikunga, said a total of R55 billion was spent in 13 cities between 2006 and 2024.
This has translated into 131 stations; 253 kilometres of dedicated and bidirectional trunk routes; 302km of mixed traffic by-directional trunk routes, as well as 260km of two-way cycling, pedestrian, and non-motorised transport facilities.
In addition, 2 628 bus stops were built; 11 depots were constructed; 44 million passengers were carried per annum as of 2023/24. Integrated Public Transport Networks (IPTNs) are operating at 14 – 20 operational hours daily, with approximately 1 020 vehicles.
Eight cities are implementing initial phases and planning expansions to other areas that include Cape Town, Johannesburg, Tshwane, Ekurhuleni, George, Polokwane, Nelson Mandela Bay, and Rustenburg.
“It must also be noted that 14 Vehicle Operating Companies have been established and contracted by municipalities to provide public transport services in IPTNs.
“The most important benefit has been the formalisation of informal taxi operators and their economic empowerment in the IPTN. The majority of these Vehicle Operating Centres are run by taxi operators," Chikunga said on Monday in Centurion.
Taxi industry
Government has continued to implement taxi industry reforms to improve the industry.
“To date, from a target of 135 894 old taxi vehicles to be scrapped, a total of 83 713 taxis have been scrapped and about R5.9 billion has been paid out to operators through the Taxi Recapitalisation Programme (TRP),” Chikunga said.
Moreover, the Department of Transport has committed to the various commercial projects for the taxi industry, which include the Taxi Broad-Based Ownership Structure, where the taxi industry owns 60% of the taxi scrapping entity, with 40% owned by a technical partner.
A Memorandum of Agreement has been signed between the parties.
Chikunga said the signing into law of the Economic Regulation of Transport Bill by the President will see the consolidation of the economic regulation of transport into a unified framework and policy.
“It aims to primarily promote the development of a competitive, efficient, and viable South African transport industry, contributing to economic growth and development.
“It will also promote the development of an integrated system of economic regulation for the transportation of passengers and goods through airports or ports and by road or rail; as well as promote efficiency, reliability, safety and performance in the management and operation of transport facilities and services, in accordance with recognised international standards and public demand,” she said.
The bill also seeks to establish appropriate institutional arrangements and procedures, which will support the consistent economic regulation of transport facilities and services.
It will also enhance transparency in the management of transport facilities and services.
Last year, the Department of Transport tabled at Cabinet the Draft National Public Transport Subsidy Policy.
“The basic principles of the public transport subsidy are to have a subsidy that is user-targeted, equitable and sustainable in the medium to long term. We have, irrespective of our challenges and constraints, managed to realise major milestones in the area of public transport, almost as much as we have progressed with improvements in the implementation of other mandates, and these have positively affected the lives of ordinary South Africans,” the Minister said.
Learner transport
Chikunga said the National Learner Transport Programme remains an important avenue towards easing mobility for learners, the provision of safe transport to educational centres, improved school attendance and academic performance.
“We have been able to implement that in 4 204 schools nationally. This programme is fully funded and provides a free service to learners with a budget allocation of R4.7 billion.
“The 2001 National Bicycle Programme, known as Shova Kalula, adds an important facility for the mobility of learners who do not fit the criteria for scholar transport. To date, 122 307 bicycles were distributed to learners as part of the National Learner Transport Policy,” Chikunga said.
Under the sixth administration, the Department of Transport distributed 32 307 bicycles nationally in all provinces, targeting underprivileged and rural learners. – SAnews.gov.za

Deputy President Paul Mashatile has thrown his weight behind President-elect Cyril Ramaphosa, saying he is confident that under his leadership in the government of national unity, South Africa will continue to address the challenges facing the youth.
“In this regard, we will in the next five years, focus on creating jobs and building an inclusive and growing economy. We will equally focus on implementing a programme focused on skilling youth with the skills of the future,” he said on Sunday.
Mashatile was speaking at the 48th anniversary of Youth Day at Old Peter Mokaba Stadium in Polokwane, Limpopo.
The annual event recollects the sacrifices of South Africa’s youth in the fight for democracy, an event immortalised by the Soweto Uprising of 16 June 1976.
“Our young people must have work opportunities,” Mashatile told the gathering.
The Deputy President believes that the recent General Elections have once again demonstrated the country’s dedication to the values and principles of democracy through fair, free fair elections.
He told the people who had filled the marquee that through their vote, they had spoken and given political parties a clear message after no party won an outright majority.
“You want us as political leaders to put our differences aside and work together to build our country and address the challenges affecting our people. We are determined to put our differences aside and use our collective strength, skills and experience to create the South Africa that the fallen heroes of the 1976 uprising fought for.”
He stated that young people make up more than two-thirds of the population, making them the biggest community in South Africa. “Therefore, we cannot move forward without them, without the youth of our country.”
He cited the National Development Plan (NDP), which places youth at the heart of the country’s development. He said their participation was critical to meeting growth targets.
The Deputy President also highlighted the importance of involving young people in South Africa’s developmental initiatives to address challenges such as poverty, social inequality, poor mental health and high levels of unemployment.
Youth programmes
He acknowledged the challenges facing the National Student Financial Aid Scheme (NSFAS) and assured youngsters that they will ensure the scheme is administered efficiently.
He believes that NSFAS remains a critical vehicle that supports students from poor and working-class families, with over 70% of university and more than 90% of Technical Vocational Education and Training (TVET) college students benefiting from the scheme.
“We must work together, the private sector, government and civil society must work together to address these challenges.”
The Deputy President also emphasised the need for a whole-of-society approach to provide young people with better access to quality education, basic skills, and employment opportunities, especially those who live in rural areas.
Despite the country’s challenging financial circumstances, he said the State continues to invest in youth human capital development, with more than R31. 8 billion pumped into basic education in 2023 and R130.1 billion for post-secondary education training in 2022.
He touched on government’s efforts to create opportunities for youth through programmes such as the National Youth Development Agency and Enterprise Development Programme.
“As the government, we want to see more young people actively involved in the economy and participating in decisions that affect their lives.
“This time around, young people have a government that cares for, prioritises their needs, and wants to see them succeed, unlike the government of 1976.”
Government’s comprehensive approach to reducing youth unemployment, he said, includes formal education, internships, and assistance for youth entrepreneurship through the Presidential Youth Employment Intervention.
“Without the employment of young people, growth cannot occur. I am confident that the seventh administration will continue with efforts to position young people as essential drivers and beneficiaries of economic transformation.”
The Deputy also took the time to pay tribute to the fallen heroes and saluted the brave youth who fought for liberation.
“As we traverse the economic challenges, we urge the youth to adopt the same attitude as Hector Peterson, Mbuyisa Makhubo, Tsietsi Mashinini, and all the youth of 1976, whose sacrifices gave birth to our political freedom. Their efforts have set us on the right path towards a South Africa that is non-racial, non-sexist and democratic.”
Newly elected Limpopo Premier, Dr Phophi Ramathuba, has urged the youth to tackle the social ills that they are facing and grab every opportunity that comes their way.
She highlighted the need for innovative approaches, such as technology integration and equal access to quality education for all.

The province will also host a marathon in the morning, bringing together young people with various sporting personalities and government representatives, followed by a cultural programme, which will include a music concert, cultural dances, and poetry.

The National Youth Development Agency (NYDA) in partnership with the Department of Sports, Arts, and Culture, the Presidency and Limpopo Provincial Government are ready to host the commemoration of Youth Day on Sunday.
This year marks the 48th anniversary of the 16 June 1976 student uprising in Soweto, when young people protested against the Bantu Education Act, which enforced Afrikaans as a medium of instruction in schools and apartheid laws that oppressed black South Africans.
The 2024 Youth Day and Youth Month aim to promote the Sport for Youth Development (S4YD) agenda as a tool for social cohesion and solidarity in South Africa.
The 2024 commemoration of Youth Month, which will be held under the theme “Actively advancing socioeconomic gains of our democracy”, will have added significance as it coincides with the celebration of 30 years of freedom.
NYDA Executive Chairperson, Asanda Luwaca, said among other key areas, this year’s Youth Month focuses on sports for development of the youth and the nation.
Various developmental activities that will be held around the country in the lead up to Youth Day.
As this year’s Youth Month is anchored around the role of sport as a transformative tool to build an inclusive and socially cohesive society, Luwaca said the proposed intervention is for government across all spheres to identify various sporting codes that will feature in programmes and projects planned to commemorate the Youth Month.
Luwaca said the NYDA will be hosting the National Youth Day Careers and Opportunities Expo in Polokwane.
“Over the last two years and post-COVID-19 pandemic there has been a reimagining of what the commemorative days ought to look like as previous Youth Day approaches were no longer relevant to young people.
“The focus has instead been on having a large-scale career and opportunities expo for young people that offer as many live opportunities as possible. This is more relatable to young people, as this is what interests them – opportunities for study, volunteerism, service, employment, and entrepreneurship,” Luwaca said.
She said the expo will include “opportunity providers” from the private sector, government departments, civil society, academia, and development partners.
“It is important that young people are provided with platforms to access opportunities for their personal development, so that they can become active participants in the economy,” Luwaca said.
The agency has confirmed over 110 opportunity providers to be joining the National Youth Day commemoration to be held at Old Peter Mokaba Stadium, Polokwane from 9am.
Other programmes taking place in Limpopo are anchored on the provision of access to opportunities as well as celebrating youth excellence.
Certification ceremony of young welders
Meanwhile, the NYDA, in collaboration with the Department of Correctional Services, and the Department of Labour and Employment will today host the certification ceremony of young welders who have completed their accredited welding courses.
This ceremony will take place at Fhulufelo Secondary School, where young people will also be given their start up toolboxes for their personal enterprises and cooperatives.
The agency will also on 15 June support the Department of Sports, Arts and Culture at its annual Creative and Cultural Industries Youth Expo to be held at the University of Limpopo, Mankweng. – SAnews.gov.za

RAF urges claimants to submit outstanding documents
The Road Accident Fund (RAF) has called on claimants to submit outstanding documents to finalise their claims and reduce the backlog of 321 000 claims.
Addressing a media briefing on Thursday, RAF Chief Executive Officer Collins Letsoalo said the fund is committed to efficiently settling claims in 120 days.
“Supporting documents play a crucial role in finalising a claim efficiently and speedily. They inform the Fund about what is being claimed, set out the basis of the claim, allow the Fund to investigate, and facilitate an assessment on the merits of the motor vehicle accident,” Letsoalo said in Centurion.
The fund has launched the “Drive Your Claim Forward” campaign aimed at encouraging claimants to submit outstanding documents and all the necessary information required to investigate as well as pay claims.
“Through the campaign, the RAF anticipates processing and finalising more claims, thus significantly reducing the waiting period claimants have to endure. Claimants and their representatives who submitted their claims before April 2021 are encouraged to deliver all outstanding documents in order for the fund to finalise their claims,” he said.
The main reason for delays in the claims process is outstanding documents, such as comprehensive medical assessments for serious injuries.
“Through the campaign, the RAF seeks to ensure that it is doing everything to minimise delays and assist all claimants. Enquiries about which documents to submit can be made at any of the RAF’s offices or via email,” he explained.
In July 2022, the RAF introduced a new form to improve service delivery and better manage the claim risk.
“The form was introduced to make it easier for legal practitioners to lodge claims on behalf of claimants, and more importantly, to assist with settling claims faster. The fund’s open claim backlog would not be on this scale if road accident victims and attorneys representing them submitted all the required information and documents upfront,” the CEO said.
Claimants can submit their outstanding documents via email on contactcentre@raf.co.za or drop the documents off at any of the Fund’s regional offices in Johannesburg, Pretoria, Durban, East London, and Cape Town.
The documents can also be dropped off at the fund’s customer service centres in Bloemfontein, Polokwane, Kimberley, Mahikeng and Durban. More details about these offices is available on the fund’s website.

Life imprisonment for five men who killed Limpopo Mayor Moses Maluleke
Limpopo Premier Stanley Chupu Mathabatha has welcomed the sentencing of five men, who murdered the Mayor of Collins Chabane Municipality, Moses Maluleke, in July last year.
The Limpopo High Court in Polokwane sentenced the accused to life imprisonment on Thursday.
The court also sentenced Shumani Nemadodzi, Avhatakali Isaac Mudau, Wiseman Baloyi, Tshianeo Munyai and Pfunzo Lidzebe for conspiracy to commit murder, robbery with aggravating circumstances, attempted murder, and possession of an unlicensed firearm and ammunition.
According to reports, Maluleke, who was 56 years old, was shot dead at his home in Xikundu Village while he was with his 18-year-old son, Ntokoto.
According to media reports, Ntokoto still suffers from the bullet lodged in his hips after being shot by the murderers.
“This verdict marks a significant moment in our justice system, demonstrating our unwavering commitment to upholding the rule of law and ensuring that justice is served for the victims of violent crimes and their families,” said Mathabatha.
The Premier said the loss of Maluleke was not only a tragedy for his family but also a profound loss for the community and the province, which he served with dedication and compassion.
“His untimely death is a stark reminder of the challenges we face in combating crime and violence in our society. The bravery and resilience of his family, especially in the face of such adversity, have been a beacon of hope and strength for us all,” said the Premier.
Mathabatha believes that the judgment will send a clear message that criminal acts will not be tolerated.
“As we reflect on this case, let us remember the values that Mayor Maluleke stood for - service, generosity and community development. Let his legacy inspire us to work even harder towards creating a safer, more just Limpopo where every citizen can live without fear.
“Our thoughts remain with the Maluleke family during this time. We hope that the verdict brings them some measure of solace and closure.”
The Limpopo provincial government has since reaffirmed its commitment to supporting the family and the community as they continue to heal from this tragedy.
