Didiza to lead SA delegation to Trade and Investment Summit in Uganda

Didiza to lead SA delegation to Trade and Investment Summit in Uganda

Agriculture, Land Reform and Rural Development Minister, Thoko Didiza, will participate in and lead the second Uganda/South Africa Trade and Investment Summit from 5 - 6 September 2023 in Kampala, Uganda.

The summit aims to encourage interaction and dialogue between various entities in the two countries, which may result in sustainable growth in trade and investment.

“The focus of the event is on the agro-industry to reflect on the importance of agriculture in the Ugandan economy, although not to the exclusion of other sectors,” the Department of Agriculture, Land Reform and Rural Development said.

Trade relations between the two countries have been growing until the recent slowdown as a result COVID-19 pandemic.

The department said while South Africa’s businesses are well established -- with the Forum for South African Business in Uganda (FOSABU) as an anchor to the South African business community in Uganda -- Ugandan businesses have had little success in penetrating the South African market due to the poor quality of products exported from Uganda, inadequate phytosanitary standards and high visa costs.

FOSABU is a business association that was formed in 2015. It comprises South African companies doing business in Uganda and other companies operating in Uganda that have strong linkages to South Africa.

The first edition of the Uganda-South Africa Investment and Trade Summit was held in Pretoria in February 2023, and was addressed by both South African President Cyril Ramaphosa and the President of Uganda, Yoweri Kaguta Museveni.

The Presidents agreed to work together to improve the business operating environment between the two countries, including addressing all challenges affecting the private sector.

Hawks nab over 600 suspects in 1st quarter

Hawks nab over 600 suspects in 1st quarter

The Directorate for Priority Crime Investigation (DPCI) has during the first quarter of the 2023/24 financial year arrested at least 611 suspects who have appeared before various courts across the country.

The National Head of the DPCI, Lieutenant General Advocate Godfrey Lebeya, on Monday said during these arrests, the DPCI (also known as the Hawks) seized various exhibits including precious metals and diamonds, endangered species, vehicles, cash, firearms, ammunition, counterfeit goods, explosives and electronic devices worth R6 112 768 985.

Addressing media in Pretoria, Lebeya said of the total number of arrests made, 229 accused persons were convicted and sentenced.

“As the DPCI, we would like to present to the public that our members are hard at work in dealing with national priority offences,” Lebeya said.

Of the 229 convicted persons, 16 were sentenced for money laundering.

“Most of the arrests relate to fraud, which accounts for 203 suspects, while money laundering amassed 48 suspects. Seventy-two suspects were equally arrested for narcotics and endangered species. The remaining 288 suspects were arrested for the other 17 types of national priority crimes,” Lebeya said.

The DPCI continues to deal with those who committed crimes related to the COVID-19 Relief Fund, as coordinated at the Fusion Centre, which is housed at the Financial Intelligence Centre (FIC).

According to Lebeya, as at the end of June this year, 190 suspects were secured before various courts. Of these, 64 accused persons were convicted in 49 cases.

“In this brief, I shall only highlight 30 cases which represent 4% of these 840 successes. Of these 30 cases, 19 are for arrest while 11 are for convictions.

“The signing of a new memorandum of understanding between the DPCI and South African Revenue Service (SARS) has bolstered cooperation and collaboration that promotes joint initiatives and effective operational arrangements.

“This important accord boosts the ability of the country’s law enforcement agencies to enhance corruption, contraventions of tax laws, money laundering and other financial crimes.

“Amongst the successes achieved in this quarter is 19 arrests and five convictions for tax administration offences. Over and above, five arrests and a conviction were secured for contravention of the Customs and Exercise Act,” Lebeya said.

Human trafficking

With regard to human trafficking cases, Lebeya said trafficking in persons is modern day slavery and a crime against humanity, and that South Africa has not been spared this twin-pandemic of trafficking in persons and smuggling of migrants.

During this reporting period, seven potential victims of trafficking in persons were rescued, while nine suspects were arrested and two life imprisonment sentences secured.

In one case, two females aged 20 and 31 were found at the home of Esther Mwanza (41). They are alleged to have been trafficked from the Democratic Republic of the Congo to South Africa, where they allegedly endured labour exploitation.

Mwanza was arrested by the Hawks’ Serious Organised Crime Investigation based in Klerksdorp. She made a brief appearance before the Klerksdorp Magistrate’s Court for trafficking in persons.

The victims were interviewed and subsequently taken to a place of safety, which was provided by the Department of Social Development.

Lebeya said 48 suspects were arrested on drug related charges.

“The majority of these suspects were arrested by the South African Narcotics Enforcement Bureau (SANEB) within the component Serious Organised Crime Investigation (SOCI) of the DPCI. Drugs valued at R3 642 641 782.41 were seized and five drug laboratories in Gauteng, North West and Western Cape were dismantled,” he said.

Lebeya said cash-in-transit heists continue to be a thorn in the economy of the country and that the DPCI, in collaboration with private organisations such as Cash-In-Transit Association of South Africa continue to strengthen the fight against these crimes. – SAnews.gov.za

Recognising women in science and technology

By Dimpho Mogale

The South African Women in Science Awards (SAWiSA), which recognises and rewards excellence by women in science and technology, will take place in September.

The Department of Science and Innovation (DSI) will host a two-day celebration from 8 September in Durban.

Themed, ‘Harnessing technological change and innovation to achieve gender equality and empower women and girls,’ the awards recognises younger women who are starting their careers as researchers and scientists, as well as registered master's and PhD students.

Participants will be awarded in the following categories:

  • Distinguished Woman Researchers: winner receives R90 000, first runner-up: R65 000, second runner-up: R40 000;

  • Distinguished Young Woman Researchers: winner receives R80 000, first runner-up: R55 000, second runner-up: R30 000;

  • DSI-Ndoni Mcunu Fellowship: six participants will receive R70 000 for a master’s degree and six participants will receive R90 000 for a PhD degree.

The category DSI Fellowships was renamed to DSI-Ndoni Mcunu Fellowships in honour of Mcunu’s memory and legacy as a young brilliant scientist and phenomenal woman.

The late Mcunu was one of South Africa's leading young scientists in climate change, a social entrepreneur, and the founder of Black Women in Science (BWIS).

BWIS has provided developmental training to over 400 postgraduate fellows in business, entrepreneurship and research skills, scientific writing, project leadership, science communication skills and research career preparation.

During her lifetime Mcunu achieved numerous accolades including being named a 2017 Mandela Washington Fellow, receiving an honorary award at the KZN Young Achievers Awards in the Science Research and Entrepreneurship category, winning the Gagasi FM Shero award in the Science and Technology category and recognised as one of the 40 under-40 African Leaders for Climate Resilience in 2019.

The DSI and 2023 SAWiSA has 26 finalists and one of the finalists selected is Gizelle Roque Van Niekerk from the University of Pretoria, who is a second year MSc student.

In 2022, she attended the 14th Green Chemistry Postgraduate Summer School (GCPSS) in Venice, Italy.

“I am grateful to Pietro Tundo for seeing potential in me as a young scientist by selecting me to attend the in-person event on scholarship.

“The 14th Green Chemistry Summer School was a life-changing experience and instrumental to my future career as a chemist. It was an honour to present my research at such a prestigious international summer school.

“The opportunity reinforced my belief that green chemistry solutions are a fundamental course of action for sustainable development in the Global South,” Van Niekerk said in a statement.

She said it was a privilege to engage with postgraduate students from a broad spectrum of countries and found the talks given by highly influential scientists very inspiring.

Networking with people who share the same common goal encouraged her to fervently continue the ground-taking field of green chemistry. – SAnews.gov.za

The Portfolio Committee on Communications and Digital Technologies concluded a symposium on Wednesday in which discussions with industry stakeholders took place on the impact of digital media in misinformation, disinformation and content moderation ahead of the 2024 national elections.

The two-day symposium was held at the Government Communications and Information Systems building in Hatfield, Pretoria. TikTok, Meta, Google and the South African Broadcasting Corporation (SABC) took part in the symposium, among other roleplayers.

Other stakeholders who participated included Media Monitoring Africa, SOS, Research ICT Africa and the National Association of Broadcasters. The Department of Communications and Digital Technologies led all presentations on day one, followed by the Independent Communications Authority of South Africa, the Films and Publications Board, SABC and the Independent Electoral Commission. Presentations mainly focused on measures that will be put in place to guard against misinformation, disinformation and content moderation in the 2024 election season.

The Chairperson of the committee, Mr Boyce Maneli, said that the symposium has empowered members of the committee with the knowledge to exercise effective oversight over the department and the entire communications sector. “The past two days have presented us with a unique opportunity to pave a way forward in ensuring that misinformation, disinformation and content moderation never thrive in the upcoming elections,” said Mr Maneli.

Mr Maneli further said that Parliament through collaboration with industry players should ensure strict implementation of sector regulations. He also said that digital skills will go a long way in minimising misinformation, content moderation and disinformation.

Blended finance fund to assist farmers abate energy challenges

Location: News

Blended finance fund to assist farmers alleviate energy challenges

The ongoing load shedding in South Africa has become a serious constraint on growth and profitability for various sectors, including agriculture.

In addressing the negative impact on the productivity and profitability of farm operations brought about by the load shedding crisis, the Land Bank and Department of Agriculture, Land Reform and Rural Development (DALRRD), have launched a blended finance fund, which is geared towards financing alternative energy solutions with a focus on energy intensive agricultural activities which include irrigation, intensive agricultural production systems and on-farm cold chain related activities.

The Agro Energy Fund aims to support all South African citizens, producers in the agricultural sector, including smallholder, medium scale, large scale and mega commercial producers.

The launch of the Agro Energy Fund follows the successful launch of the Blended Finance Scheme (BFS) in October 2022 through the partnership between Land Bank and DALRRD, where the bank, in collaboration with the department launched the R2 billion BFS.

Speaking at the launch held in Pretoria on Tuesday, DALRRD Minister Thoko Didiza emphasised that the purpose of the Agro Energy Fund is to incentivise farmers to invest in alternative energy sources, and will run parallel to other existing financial instruments that are designed to support farmers with production, farmer infrastructure and market, amongst others.

Didiza explained that the applications for the fund will be directed to the Land Bank and will be subjected to approval guidelines of the bank.

“The funding will be deployed through a blended finance structure which is a combination of a loan and grant. DALRRD will contribute a grant portion to a total value of R500 million which will be matched with a loan portion to a total value of R710 million from Land Bank.

“This will effectively create a R1.21 billion fund size. The fund will be available in the market until the allocated funds are completely drawn down,” Didiza explained.

The Minister added that the priority will be on supporting dairy farming, piggeries, poultry, all irrigated commodities and on-farm processing.

“In deploying funding to producers, the Bank will also rollout its Green Finance product offering with a focus on financing solar panels, biogas and biomass plants which will result in the installation and commissioning of energy efficiency projects across the country which will partially offset electricity usage from the grid.

“The fund will enable the bank to contribute to building resilience against energy shocks in the sector which have negatively impacted productivity and profitability in farm operations. The food security and rural development remain key priorities in the agricultural sector,” the Minister said.

Land Bank Board Chairperson, Thabi Nkosi, expressed the bank’s appreciation to be in partnership with the department for the implementation of the Agro Energy Fund, and also commended the department’s allocation of the R500 million grant.

“The fund aims to support all South African producers - from smallholder farmers to large commercial producers - in a manner that ensures a balanced allocation of funds across various farming cohorts, according to need,” Nkosi said.

Nkosi explained that the smallholder producers will be eligible for up to 70% total finance amount, with the grant portion capped at R500 000 per applicant, while medium scale producers will be eligible for up to 50% of the total financed amount, with the grant portion capped at R1 million per applicant.

“Large producers will be eligible for a grant of up to 30% of the total financed amount, with the grant portion capped at R1.5 million per applicant. On this basis, the fund is expected to support over 500 farmers across the country,” Nkosi said.

While acknowledging that the fund may not reach all of South Africa’s farmers, Nkosi said, this initiative, with specific focus on renewable energy solutions, will catalyse the agricultural sector’s adoption of more sustainable farming practice.

The applications to the Agro-Energy Fund are now open, and the details about the fund, product offering, and how clients can contact and apply for funding support from the Land Bank can be found on www.landbank.co.za or www.dalrrd.gov.za – SAnews.gov.za

Collective effort needed to fight cyberbullying

Collective effort needed to fight cyberbullying

Collective effort can create greater awareness of cyberbullying or any violence against women, says acting government spokesperson Nomonde Mnukwa.

“Through our collective effort, we can create greater awareness of cyberbullying or any violence against women especially and bring perpetrators to justice. Often people are reluctant to report such cases but I want to encourage you to do so through the SAPS Crime Stop (Tip-off Line) [on] 0860 010 111,” she said on Friday.

Mnukwa who is also the acting Director-General of the Government Communication and Information System (GCIS), was speaking at the fourth annual Women in Media and Communication panel discussion focusing on the cyberbullying of female journalists and online gender-based violence.

She told those attending the session at the TUT Pretoria Campus that the gender-based violence pandemic is felt at all levels of society.

“Young and old, rich or poor, all races - we are all not immune.  In our time, we have made our voice heard and continue to do so against such injustices.  However, we need the voice of the youth to be louder, we need to change the landscape, it is our responsibility, it is in our hands,” she said.

She urged young people to use the resources at their disposal to ensure the safety of women.

“We may be focussing on cyberbullying today, but we know that the attitude that we see on social media towards women is just an extension of what happens in homes and communities.”

She said the effect of online violence or cyberbullying can be devastating, leaving the targeted person feeling hurt, humiliated, angry, depressed or even suicidal.

“I want to remind you today that you about the power that we possess as women and as youth, we change environments, we move mountains, we are unstoppable. You are not powerless if you are a target of online violence and abuse.

“Save the evidence by capturing the social media post, voice note, image or video for use as evidence should you ever need it. As you may know, social media websites are also doing their part to keep the spaces free of abusive content.”

Responsibility

Turning her attention to government communication, she said government communicators have a responsibility to provide on time, credible information as prescribed in the constitution.

“It is our responsibility to communicate to South Africans about issues that are pertinent in their lives – ranging from providing empowering information, progress on government commitments and key developments, most importantly in the languages that they understand. It is also our responsibility to communicate about South Africa in the continent and the world at large.

“Coming closer to today’s theme, it is part of our work as government communicators to empower citizens like yourselves with information on where to report acts of abuse of any form especially cyberbullying.

“We need to work in a very ethical, responsible, accountable ways. In a world of misinformation and fake news, these professionals are the gatekeepers of truth.  Fake news and misinformation is rife in cyberspaces.”

She added that communicators and journalists have a critical role in countering false narratives, dispelling myths, and ensuring that citizens receive credible information.

“By doing so, they empower the public to make informed decisions and actively engage in the democratic processes. Being a government communicator comes with great responsibility. Similar to journalists, upholding high levels of integrity, ethical standard is paramount, as their words and actions have the power to shape public opinion and influence decision-making processes.

“As students, you represent the future of this nation. Whether you aspire to become government communicators or pursue other paths, the value of effective communication cannot be underestimated.

“By developing your communication skills, you contribute to building a more informed, empathetic, and united society. Embrace the power of dialogue, listen to diverse perspectives, and cultivate the ability to convey your thoughts clearly and respectfully,” she said. –SAnews.gov.za

Call to address Limpopo water challenges

Officials involved in the Olifantspoort and Ebenezer upgrade project have been urged to move with speed in resolving water challenges.

Minister of Water and Sanitation, Senzo Mchunu, his deputy, David Mahlobo, as well as Polokwane Local Municipality Mayor Mosema Mpe echoed this sentiment during a meeting with Lepelle Northern Water in Pretoria.

The aim of Thursday’s meeting was to receive progress report on the Olifantspoort and Ebenezer upgrade project that is meant to address water challenges in the Capricorn and Sekhukhune Districts, Polokwane Local Municipalities and surrounding areas in Limpopo.

The project entails the refurbishment and upgrading of aging water infrastructure to meet the current water demands of the increasing population.

Phase 1A of the Olifantspoort and Ebenezer upgrades includes the refurbishment of the water scheme to function at full capacity of 114 m/l per day by October 2024. This is to be increased to 144 m/l per day by 2026, depending on the funding.

Meanwhile, phase 1b is aimed at increasing the capacity to 180 m/l per day by 2027. Phase 2 of the project is earmarked to increase production to 270 m/l per day by 2029.

“Giving marching orders to the officials from the department, Lepelle and Polokwane Local Municipality, Minister Mchunu said they need to revise the plans to implement the project and come up with workable solutions that will address the current challenges,” said the Department of Water and Sanitation.

Deputy Director-General responsible for Water and Sanitation Services, Risimati Mathye presented  a12-point plan that is set to unlock challenges facing all stakeholders directly involved in the project.

These include amongst others, concrete partnership with Development Bank of Southern Africa, improved contract management, improved capacity, improved decision making and good governance.

Minister Mchunu implored all those involved in the project to take their work seriously with dedicated project managers to oversee the work done on the ground.

He asked for regular updates with clear timelines on when certain aspects of the project will be completed. –SAnews.gov.za

DPE, China Development Bank sign agreement

The Department of Public Enterprises has entered into a Collaboration Framework Agreement with the China Development Bank (CBD) which the department says will enhance the sustainability of State Owned Companies (SOCs).

The CBD already has funding agreements with Eskom and Transnet for locomotives and the building of power stations, Medupi and Kusile.

“We are laying the foundation for a more sustainable path to ensure that our developmental goals as a country stay on track. This agreement is also a sign of our commitment as government to create an enabling environment for our SOCs. They are a critical lever to drive service delivery and economic opportunity to improve the lives of millions of South Africans,” DPE Minister Pravin Gordhan said.

He added that the agreement will open new paths for SOCs.

“This agreement is a culmination of the discussions and engagements that we conducted with the CDB during our visit to Beijing in May this year. The DPE is confident that this agreement will allow us to better position our SOCs for future growth as we leverage the exchange of expertise, technical skills and other strategic catalysts that this collaboration framework agreement makes possible,” Gordhan added.

The agreement was signed on the side lines of the 15th BRICS Summit held in Johannesburg and is one of the key initiatives to deepen China-South Africa relations following Chinese President Xi Jinping’s Official State Visit to Pretoria on Tuesday.

CBD Vice Chairman and President, Tan Jiong, said: “We view this agreement as one more step in our efforts to enhance cooperation across a range of key strategic sectors to enable further development that is underpinned by a strong relationship between our two countries".

“The CDB already has a close relationship with Transnet and Eskom, but now we also have the opportunity to work with the DPE in other areas of mutual interest, including mining and forestry”. – SAnews.gov.za

Tax Ombud engages taxpayers at Fourways Mall

Taxpayers who require assistance with tax matters have been encouraged to visit the Fourways Mall today as the Tax Ombud is there to assist people who have tax complaints against the South African Revenue Service (SARS).

“We are at the Fourways Mall promoting awareness about the free and impartial services we provide to taxpayers with tax complaints against SARS. Being at the mall is part of our concerted efforts to take our services to the doorsteps of communities nationwide,” Tax Ombud Yanga Mputa said on Friday.

The Ombud has been providing status updates on existing tax complaints, but most importantly, help those who want to lodge new complaints.

“The response from taxpayers, tax practitioners and businesses since we have been here has been amazing, and this shows the need for us to go to our communities and empower the public about the much-needed service we provide to those needing assistance,” Mputa said.

Taxpayers have been benefitting from the Tax Ombud’s initiative to take services to the doorsteps of communities since Tuesday, 22 August 2023. The campaign at Fourways Mall ends on Monday, 28 August 2023.

She said that while the Office of the Tax Ombud plans to increase its footprint (it currently has a single office in Menlyn, Pretoria), visiting communities and increasing face-to-face engagements with stakeholders will remain a priority.

“Although we have embraced digitisation enabling taxpayers to lodge complaints and engage with us from anywhere in the country, we also acknowledge the desire for that personal face-to-face engagement from our stakeholders, as well as that some have not embraced technology,” Mputa said.

She encouraged taxpayers to visit the Fourways Mall food court for assistance.

“Our team of operational, legal and communications specialists are ready to answer your tax questions and assist with tax complaints. The Office of the Tax Ombud senior leadership, including the CEO Professor Thabo Legwaila, is also providing full support to our team at the mall. I will also be at the mall on Saturday, 26 August 2023, to assist and provide support,” Mputa said.

She reiterated that the Office of the Tax Ombud is committed to promoting and protecting taxpayer rights but will not assist taxpayers in dodging their tax obligations.

“We have access to the SARS system and can independently verify any information received from taxpayers, which is very important to ensure our impartiality when dealing with complaints,” Mputa said.

The visit to the mall is part of the Making Taxpayers’ Rights Matter educational campaign launched on 1 August 2023 by the Tax Ombud.

Delays in payment of tax refunds and identity theft are some of the typical taxpayer complaints received at the mall. – SAnews.gov.za

15th BRICS Summit kicks off

The anticipation is over and the stage is set. The much vaunted 15th Brazil, Russia, India, China, South Africa (BRICS) Summit kicks off at the Sandton Convention Centre in Johannesburg today.

The Summit is held under the theme: “BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism” and is expected to last until Thursday.

The Summit brings together Heads of State and Government from Brazil, Russia, India, China and South Africa with at least 30 other Heads and of State and Government from Africa and all across the world expected to attend.

President Cyril Ramaphosa set the tone for the summit on Sunday evening, saying the BRICS grouping has the ability to “collectively shape global dynamics and acting together, have the potential to drive significant changes in the world economy and international relations”.

“This BRICS Summit is particularly important as it is being held as the world is confronted by fundamental challenges that are bound to determine the course of international events for years to come.

“Our world has become increasingly complex and fractured as it is increasingly polarised into competing camps. Multilateralism is being replaced by the actions of different power blocs, all of which we trade with, invest with, and whose technology we use.

“It is for this reason that South Africa continues to advocate for an open and rules-based global governance, trade, financial and investment system. It must be a system that does not depend on the exercise of power or unilateralism, but by the advancement of the interests of the peoples of the world,” he told the nation.

Last week, the Justice, Crime Prevention and Security Cluster, the National Joint Operational and Intelligence Structure (NATJOINTS) moved to assure South Africans and delegates at the Summit that law enforcement officials will be on high alert.

The structure said it had mobilised “maximum resources from all government departments” to ensure the safety of the summit.

“[The] NATJOINTS is ready to ensure that as government prepares to welcome Heads of State, Ministers and leaders from various countries from across the world - that this happens in a safe and secure environment with minimal to no incidents of instability and criminality.

“A priority committee comprised of various government departments across all three spheres, has been meeting regularly with all relevant role-players to ensure a security plan is developed that looks at transport, route, venue, accommodation, traffic control, sea, land and airport border security.

“The safety and security preparations for the Summit are on track, with all critical role players ready to execute their various responsibilities as per their mandate,” the structure said.
