Foreign-qualified medical doctors to finally sit for board exams

Foreign-qualified medical doctors to finally sit for board exams

The Health Professions Council of South Africa (HPCSA) announced on Monday the appointment a new service provider for foreign-qualified medical doctors to sit for their board exams.

This comes after South African foreign-qualified doctors encountered numerous delays due to administrative challenges.

Earlier this month, a group of jobless doctors who studied overseas, marched to the Union Buildings in Pretoria to raise their grievances about their inability to write their board exams so that they could start practising.

“The appointment of the new service provider was a lengthy process. However, I am pleased to announce that a new contract has been signed with the University of KwaZulu-Natal (UKZN) to manage the HPCSA Medical Board Examinations for the next three years,” HPCSA Registrar, Dr Magome Masike, said on Monday.

The HPCSA said it regrets the delay in arranging the board medical examinations.

“The medical board examinations were previously managed by an external service provider on behalf of the Medical and Dental Professional Board. The contract with the previous service provider has since expired,” the council explained.

The HPCSA announced that the first round of examinations will take place as soon as October.

According to the statement, the theory exams will be written on 25 October 2023 at the UKZN Nelson R Mandela School of Medicine.

Meanwhile, the practical exams will be held between 5 and 8 December 2023 at the Howard College Campus.

“Applicants who meet the requirements will be invited to sit for the set examination soon,” the council said. – SAnews.gov.za

South Africa, Germany sign agreement for vaccines production

Location: News

South Africa, Germany sign agreement for vaccines production

The Department of Science and Innovation (DSI) and Germany's KfW Development Bank have concluded a financing agreement for the production of vaccines.

Under the agreement the German government, through KfW, will provide South Africa with €20 million for vaccine production over a period of five years.

The grant is exclusively for financing equipment for the development, production and certification of active pharmaceutical ingredients for vaccine production in South Africa.

Announcing the signing of the agreement, Higher Education, Science and Innovation Minister Dr Blade Nzimande said the grant will be used, among other things, to support the mRNA technology transfer hub that South Africa is hosting for the World Health Organisation (WHO), to build vaccine manufacturing capacity in low and middle-income countries, “although it will go beyond this in providing support”.

“The objective of the technology transfer hub is to establish or enhance sustainable mRNA vaccine manufacturing capacity in regions with no or limited capacity, introduce new technologies in low and middle-income countries, promote regional research and development, strengthen regional bio manufacturing know-how and workforce development, and develop regulatory capabilities to support and accelerate regional approval and distribution of mRNA vaccines,” Nzimande said.

In response to the WHO decision made during the COVID-19 pandemic, Nzimande said the German government indicated its commitment to supporting vaccine production in South Africa.

The agreement, signed on 25 July 2023, makes the DSI the recipient of the KfW financial support on behalf of the South African government, and recognises the DSI and its Director-General, Dr Phil Mjwara, as the custodian and leader of the South African vaccine manufacturing strategy.

The Minister said the German decision to work with the department could be seen as a vote of confidence in its leadership's management of international funds.

"The German investment will build on the strategic investments by DSI and other partners, and KfW has agreed to work in alignment with the South African vaccine manufacturing strategy," Nzimande said, adding that the funding could support catalytic initiatives under this strategy.

The South African Medical Research Council (SAMRC) will be the project executing agency and will report to the DSI through a steering committee.

SAMRC President and CEO, Professor Glenda Gray said, the Council is delighted to be part of the program, which will provide critical support to establishing a vaccine manufacturing industry in Sub-Saharan Africa.

“In addition to complementing the activities of the mRNA hub program, this partnership will seek to provide critical support in filing gaps in the pre-clinical research domain,” Professor Gray said.

KfW will appoint an implementation consultant to support the KfW and to assist the SAMRC.

The consultant will be responsible for providing sector-specific support for project planning, management, monitoring and evaluation, among others.

Ambassador Andreas Peschke, from the German Embassy in Pretoria, reiterated the important role played by South Africa in strengthening continental vaccine manufacturing capacities, indicating that “the country is at the very forefront of continental efforts for local pharmaceutical and vaccine research and production.”

“[South Africa’s] world-class research institutions and a solid industry meet the prerequisites for independent vaccine research, development, and production,” Peschke said. – SAnews.gov.za

SA eyes growing trade, exporting coal to Vietnam

SA eyes growing trade, exporting coal to Vietnam

South Africa is looking forward to broadening existing bilateral trade with Vietnam, says Deputy President Paul Mashatile.

“As South Africa we’d like to increase our exports to Vietnam because we believe there is big potential for growth,” said the Deputy President on Friday.

He was speaking at the President Guesthouse in Pretoria where he was hosting his Vietnamese counterpart, Vice President Vo Thi Anh Xuan on an Official Visit to South Africa.

He told the delegates that South Africa is looking into providing the Southeast Asian country with agricultural agro-processing products.

“Vietnam is also interested in acquiring coal from South Africa and we’ll be able to provide that.”

While bilateral relations have been characterised by “good progress”, the country’s second in charge is of the view that there is room for improvement in some areas.

“There will be areas, Vice President, where we will continue to ask for your support. But we want in particular to work with Vietnam on a number of peace initiatives that we’re engaged with.

“We’re aware that Vietnam supports our peace initiatives on the African continent,” he said.

The two nations are celebrating 30 years of diplomatic relations and the Official Visit aims to reinvigorate and strengthen friendship ties and solidarity as well as to consolidate the multifaceted partnership further.

“I would like to take this opportunity to extend my utmost gratitude and sincere appreciation to you for graciously accepting and honouring my humble invitation for an Official Visit.”

He also thanked Vietnam for supporting South Africa to be part of the sectoral dialogue partner of the Association of Southeast Asian Nations (ESEA), which was approved recently.

Vietnam is South Africa’s fifth-largest trading partner in the ASEAN region.

Meanwhile, the total bilateral trade between South Africa and Vietnam in 2022 was valued at R23.8 billion, with imports from Vietnam valued at R18.5 billion and exports to Vietnam valued at R5.2 billion.

The Deputy President told the Vice President that South Africa places great significance on their “enduring” and “robust” relationship with Vietnam.

“Our relations are based on strong historical ties, solidarity and the integral role Vietnam played in the fight against colonialism and racial discrimination.”

He also reflected on the bilateral relationship that has evolved and strengthened over the years, resulting in a diverse and multifaceted partnership characterised by enhanced collaboration in several domains.

He said this includes rapid progress in people-to-people links and strong government-to-government relations.

“As we move forward, it is our sincere hope that these networks, which have already demonstrated their immense potential, will not only maintain their current level of strength and stature but also experience significant and continuous growth in the years to come.”

Deputy President Mashatile said he was pleased that some of the leaders in government have also further consolidated their relations in the energy, mineral resources and higher education sectors.

“South Africa has prioritised new investments as a source of economic growth stimulation with a view to create jobs and reduce poverty and inequality by promoting investment, improving our competitiveness, and leveraging technology and innovation.

“Your presence here highlights the importance that both our countries attach to deepening and broadening our existing bilateral relations, especially in growing our trade and economic ties.” – SAnews.gov.za

Gain free access to SA’s National Parks

Gain free access to SA's National Parks

Minister of Forestry, Fisheries and the Environment Barbara Creecy has urged South Africans to take advantage of the free access granted to the country’s National Parks during SA National Parks Week.

Addressing a media briefing in Pretoria on Friday, the Minister said National Parks Week runs from 16 - 24 September 2023.

“National Parks Week is an ideal opportunity for us to introduce the majesty and beauty of the country’s national parks to the people, especially to communities who seldom get to experience and enjoy these areas of conservation, cultural heritage and biological diversity, right on their doorstep,” Creecy said.

The free access offered through the South African National Parks (SANParks) system is aimed at inspiring people to take pride in the country’s cultural heritage while spending time in and with nature.

She said elderly people who have lived all their lives next to a National Park without ever seeing what is on the other side of the fence must be taken in their thousands to go and visit their neighbouring National Parks.

SANParks will again host pupils, pensioners, persons with disabilities and many others. In order to qualify for free entry, all South Africans are encouraged to carry their identity documents; children below the age of 16 will not be required to provide identification.

“Since the inception of the South African National Parks Week in 2006, more than 619 292 South Africans, who may not otherwise had an opportunity to visit a national park, have participated.

“I am pleased to note that National Parks Week has gripped the imagination of some of our provincial conservation authorities, with the Limpopo Tourism Agency and North West Tourism and Parks Board joining to host Mahala Week where select game reserves in the provinces are offering free access as well,” Creecy said.

The Minister said conservation and the protection of the country’s rich biodiversity is a commitment that must be achieved, especially as government works towards expanding the conservation estate to meet international commitments and work to protect the natural world in a sustainable way for current and future generations.

Under the established theme Know Your National Parks – this year’s SA National Parks Week campaign kicks off in the Kruger National Park.

This world-renowned park is not only South Africa’s first national park but is also the largest spanning 19 458 square kilometres.

The Kruger is the sixth largest national park in Africa and not only boasts the iconic Big Five alongside a wide variety of wildlife and plants but is also home to unique landscapes and biomes.

“SANParks is among our institutions that is reliant on revenue generated from its tourism offerings and other activities. Tourism is an important part of our country’s economy and contributes significantly to Gross Domestic Product and job creation.

“As a preferred tourist destination, we should not lose sight of the importance of continuing to find innovative ways to continue to grow this sector. Key to this remains the partnerships between government, communities and the private sector. It is thus important to acknowledge the much needed assistance from the National Department of Tourism, which has supported several infrastructure projects in our national parks,” the Minister said.

She said R273 million has been spent on 863 Small, Medium and Micro enterprises (SMMEs) through the Expanded Public Works Programme (EPWP), creating more than 5 364 full-time equivalent work opportunities in communities where there is little other formal employment.

“Every day, an average of 7 500 individuals employed by the EPWP enter our national parks and do crucial work such as land rehabilitation, cleaning of beaches, support of rangers and infrastructure maintenance,” Creecy said. – SAnews.gov.za

SA, Vietnam to increase, diversify trade

SA, Vietnam to increase, diversify trade

It is important to increase and diversify South African exports to Vietnam in order to cover more value added items, says Trade, Industry and Competition Deputy Minister Nomalungelo Gina.

The Deputy Minister was addressing a roundtable discussion on Vietnam-South Africa Economic Cooperation on the occasion of 30 years of diplomatic relations between the two countries in Pretoria on Thursday.

The roundtable interrogated economic areas of mutual interest for a shared future and was attended by Vietnamese officials and businesses in various fields such as energy, coal, pharmaceuticals, agriculture products, seafood and logistics, among others.

The session provided an opportunity for South African and Vietnamese business to match up investment and import-export opportunities.

Gina said trade between the two countries was slowly growing and mostly in favour of Vietnam.

Bilateral trade between South Africa and Vietnam was valued at R23.8 billion in 2022, up from R16 billion in 2018.

The trade balance amounted to R13.3 billion in favour of Vietnam.

Against this background, Gina said, it was important to increase and diversify exports to cover more value added items.

South Africa’s major exports product include maize that accounted for 53% of total SA exports to Vietnam.

South Africa has identified products with export potential such as citrus, apples, steel and aluminium, leathers, polypropylene, meat products, among other products.

“South Africa's basket of imports from Vietnam is dominated by manufactured products such as telephone sets (36.6%), footwear (10.9%), printing machinery (3.9%), SA imports from Vietnam are a bit diversified as compared to SA exports to Vietnam,” said the Deputy Minister.

South African exports to Vietnam are mostly primary products like oil and steel, aluminium, sea food, fresh fruits and nuts, in contrary, there is a scope for South Africa to increase exports of manufactured goods such as capital equipment, agro processing, automotive components.

“There is a need to diversify SA’s export basket and shape the massive trade deficit. Both countries need to make concerted efforts to increase South Africa’s value added products to Vietnam,” said Gina.

The Deputy Minister encouraged Vietnamese business people to explore investment opportunities in South Africa.

“With regards to the investment and cooperation on electric vehicle and battery manufacturing, the levels of investment remain low but there is room for improvement. The development of our automotive industry, in particular electric vehicles and their associated components such as batteries is key to our economy,” Gina said.

She mentioned furniture manufacturing as one area of interest and said South Africa would like to cooperate with Vietnam in this sector and receive investment.

She said there was so much that both countries can learn from each other.

Taking into account South Africa's abundant natural resources and Vietnam's position as the world's second-largest furniture exporter, Gina said there was a need to engage more and develop mutually beneficial areas of cooperation.

The roundtable was preceded by a bilateral meeting between Gina and her Vietnamese counterpart, Phan Thi Thang.

The purpose of the meeting was to discuss bilateral trade and investment issues including a follow-up on the outcomes of the 5th SA-Vietnam Joint Trade Committee.

Some of the key issues the two discussed include increasing and diversification of exports to Vietnam, expansion of investment by Vietnamese companies in South Africa, cooperation on the Automotive sector (electric vehicles), cooperation on furniture manufacturing and market access for agricultural products. – SAnews.gov.za

All September SASSA grant payments will be made, assures Minister

All September SASSA grant payments will be made, assures Minister

Government and its agencies, the Postbank and the South African Social Security Agency (SASSA), have assured social grant beneficiaries that they will get their payments for the month of September 2023.

The Minister of Social Development, Lindiwe Zulu, and the Minister of Communications and Digital Technologies, Mondli Gungubele, along with Postbank and SASSA held a joint media briefing in Pretoria on Thursday where they extended their sincerest apologies to social grant beneficiaries who have encountered difficulties accessing their grants this past week.

“Government assures South Africa and social grants beneficiaries that all social grants beneficiaries that have not yet received their social grants payments will be paid their money in full.

“Postbank and SASSA staff will be in communities this entire week to assess progress in the delayed payment of grants and to assist recipients who may require further guidance and assistance,” Minister Gungubele said.

On Tuesday, 5 September 2023, and Wednesday, 6 September 2023, Postbank experienced intermittent system challenges at ATMs and retailers, leading to failed withdrawal attempts by some grant recipients for the old age and disabilities grants.

Gungubele explained that the system challenges led to the transactions of some beneficiaries resulting in ‘transaction incomplete errors’ because of the system’s communication timeouts.

He said the ‘transaction incomplete errors’ are common payments systems errors within the banking space, however, normally go by unnoticed due to automated reversal functionality.

“The system challenges that affected Postbank unfortunately impacted the availability of the auto reversal functionality. Regrettably, this resulted in some social grants beneficiaries that were due to be paid on the 5th and 6th of September 2023 not receiving their social grants payments on time.

“We would like to reassure our social grants beneficiaries, the public and all stakeholders that the system challenges were as a matter of fact resolved on the morning of the 6th of September 2023. The Postbank system has been working optimally since the afternoon of 6 September 2023,” he said.

Gungubele confirmed that the payment of all other social grants - which involves a much bigger clientele number - was concluded on 7 September 2023 without any challenges across all National Payments Systems (NPS) channels including ATMs and retailers.

He said that more than four million individuals were paid their social grants money by Postbank through the SASSA Gold Cards on 7 and 8 September 2023.

However, the Minister acknowledged that there might be a few beneficiaries who have not yet received their social grants.

“Unfortunately, though, due to the automated reversal not working on the 5th and 6th, a number of clients, mainly the elderly, were unable to access their funds for a prolonged period of time as a manual process had to be implemented to credit their accounts.

“This is what Postbank is now contending with which is the source of the understandable nationwide concerns relating to the September 2023 social grants payments and the issue that as Ministers we saw the need to address,” Gungubele said.

The Minister announced that originally this affected approximately 600 000 beneficiaries, which translates to around 10% of the 5.3 million beneficiaries that are paid their social grants via Postbank’s SASSA Gold Cards monthly.

“We would like to confirm to South Africa that the majority of these accounts have now been corrected and clients have been able to access their money,” he said.

Postbank has completed more than 500 000 funds reversals to date and the affected beneficiaries have gotten their social grants payments.

However, the Minister said it is important to acknowledge that due to the manual processes involved, the process is time consuming and has taken a longer than desirable.

Clients who are still encountering challenges with accessing their grant money and require support have been encouraged to contact the Postbank call centre on 0800 53 54 55 or email to PBbalancingSaswitch@postbank.co.za. – SAnews.gov.za

SA economy demonstrates resilience through multiple gains

Location: News

SA economy demonstrates resilience through multiple gains

Despite the prevailing difficult global economic conditions, South Africa’s economy continues to demonstrate its resilience, with multiple gains being achieved towards the country’s economy, investment and trade.

These include the 0.6% expansion of the Gross Domestic Product (GDP) in the second quarter of 2023, a R5 billion investment pledge by auto component manufacturers, job creation at the Rainbow Chickens facility in Hammarsdale and an investment by Stellantis to develop a greenfield manufacturing facility.

“Cabinet is pleased with the resilience of the South African economy as shown by South Africa’s GDP second quarter data, as released by StatsSA. This is despite the prevailing difficult global economic conditions and the persistence of the electricity situation in the country,” Minister in The Presidency Khumbudzo Ntshavheni said on Thursday.

According to Stats SA, six industries on the supply side of the economy grew in the second quarter, with manufacturing and finance driving much of the upward momentum.

“The manufacturing industry increased by 2.2% in the second quarter, contributing 0.3 of a percentage point to GDP growth. The continued improvements in manufacturing data indicates improvements in the production capacity, which in turn contributes to an increase in total manufacturing employment.

“The petroleum, chemical products, rubber and plastic products division made the largest contribution to the increase in the second quarter. The basic iron and steel, non-ferrous metal products, metal products and machinery division also made a significant contribution to the growth in this industry,” the Minister said.

The finance, real estate and business services industry increased by 0.7% in the second quarter, contributing 0.2 of a percentage point to GDP growth while the agriculture, forestry and fishing industry increased by 4.2%, contributing 0.1 of a percentage point to GDP growth.

The personal services industry increased by 0.7% in the second quarter, contributing 0.1% of a percentage point to GDP growth.

The Minister made these remarks during a media briefing in Pretoria on the outcomes a Cabinet meeting that was held on Wednesday.

Cabinet had at the meeting also welcomed a pledge for an investment worth approximately R5 billion by auto component manufacturers made at the National Association of Automotive Component and Allied Manufacturers (NAACAM) show recently.

“These pledges by companies operating in South Africa show the confidence of the industry in the South African market and the opportunities to localise the production of components, providing auto assemblers with a more resilient supply base.

“Shortly after the announcement, the Minister of Trade, Industry and Competition officially opened the Benteler plant extension in the Eastern Cape, producing components for local car assemblers. The expansion of production is estimated to replace imports worth R1 billion and the workforce grew to 743 workers,” Ntshavheni said.

Gains in poultry sector

Cabinet said the recent job creation for 750 people at the Rainbow Chickens facility in Hammarsdale demonstrates the success of the implementation of the Poultry Masterplan.

“During 2017, Rainbow Chickens had retrenched more than 1 000 workers and closed operations. After adoption of the masterplan, government implemented a variety of measures to safeguard the local poultry industry including placing anti-dumping duties on poultry imported from producers in five countries.

“This, together with increased investment and measures to transform the industry and bring more black-owned firms into the market, has seen real successes,” Ntshavheni said.

Rainbow Chickens has since re-opened and invested R220 million.

In addition, the overall employment within the poultry industry has been reported to have increased by 2 780 jobs and more than R2 billion in fresh investment has been implemented.

Meanwhile, Cabinet welcomed the confirmation by Stellantis of its intention to develop a greenfield manufacturing facility in Coega, South Africa. The greenfield manufacturing project is planned to be completed by the end of 2025.

“The first launch, planned for early 2026, is for a 1 T pick-up truck, with volumes expected to reach up to 50 000 annually, including for export, in line with the industry masterplan, known as the Automotive Production Development Program (APDP).

“Direct employment to support the first capacity step is expected at 1 000 jobs. Stellantis will be massively investing in over 500 000 hours in training and skills to develop and support the local teams to the level of global standards. We are targeting a localisation rate over 30%,” the Minister said. – SAnews.gov.za

Minister Gordhan will apply the law regarding Mango Airlines judgement

Public Enterprises Minister Pravin Gordhan has in a statement emphasised his responsibility to apply the law and policies that govern the way he dispenses his oversight of State Owned Companies (SOCs) as the government shareholder representative.

This in relation to the Pretoria High Court’s decision ordering that the Minister decide on the sale of South African Airways (SAA) subsidiary, Mango Airlines, within 30 days as proposed by the business rescue practitioner.

Gordhan said he is studying the judgement and will proceed on the basis of legal advice he receives on the matter.

“My duty as the executive authority is to safeguard the interests of South Africans. At no point will I abandon my fiduciary responsibility to ensure that any decision that is taken regarding the future of Mango is consistent with the prescripts of the law and is in the best interest of the public.

“The issues around this case evolve around my request for further information from the business rescue practitioner. This is what the Public Finance Management Act (PFMA) requires in order to make a judiciously sound decision. I will not be bullied to act in a manner that will compromise the work of government in this regard.

“While we respect the decision of the Court, the department will ensure that we follow all the prescripts of the law in terms of how we execute on our responsibility to put all our SOCs on a stable footing,” Minister Gordhan added.

According to the department, Gordhan requested the following information from the business rescue practitioner to “enable him to make the decision on the PFMA Section 54 (2) application”:

  • Detailed business plan to assess the consortium's viability.
  • Comprehensive due diligence.
  • Foreign ownership details to comply with South African laws.

“Despite several requests, the Minister was not furnished with the requested information. The Minister cannot make a decision based on insufficient information,” the department said. – SAnews.gov.za
