President Ramaphosa Looks Forward to Engaging With President Trump

South Africa is a constitutional democracy that is deeply rooted in the rule of law, justice and equality. The South African Government has not confiscated any land.

The recently adopted Expropriation Act is not a confiscation instrument, but a constitutionally mandated legal process that ensures public access to land in an equitable and just manner as guided by the Constitution. South Africa, like the United States of America and other countries, has always had expropriation laws that balance the need for public usage of land and the protection of rights of property owners.

We look forward to engaging with the Trump administration over our land reform policy and issues of bilateral interest. We are certain that out of those engagements, we will share a better and common understanding over these matters.

The US remains a key strategic political and trade partner for South Africa. With the exception of PEPFAR Aid, which constitutes 17% of South Africa's HIVAids programme, there is no other  funding that is received by South Africa from the United States.

SADC Extraordinary Summit condemns escalating violence in DRC, calls for urgent action

SADC Extraordinary Summit condemns escalating violence in DRC, calls for urgent action

By Dikeledi Molobela

Harare, Zimbabwe - The Southern African Development Community (SADC) leaders have strongly condemned the ongoing violence in the Democratic Republic of Congo (DRC), where recent clashes have left soldiers dead and displaced thousands of civilians.

The Heads of State and Government also reaffirmed their commitment to restoring peace and stability in the region.

The SADC leaders convened an Extraordinary Summit in Harare, Zimbabwe, on Friday which was chaired by the President of the Republic of Zimbabwe and Chairperson of SADC, Emmerson Dambudzo Mnangagwa.

The summit brought together regional leaders, including President Cyril Ramaphosa and Tanzania’s President Samia Suluhu Hassan.

The summit acknowledged that despite previous peacekeeping efforts, the security situation remains dire. SADC troops deployed under the SADC Mission in the DRC (SAMIDRC) have come under repeated attacks, undermining the 2024 Luanda ceasefire agreement.

“The summit expressed concern that the recent attacks continued to worsen the security and humanitarian situation in the DRC and called for the immediate restoration of essential utilities such as water, electricity, means of communication and supply lines for food and other essential commodities.

“The summit condemned in the strongest terms the attacks on the SAMIDRC troops by the M23 operating in the Eastern DRC, as such actions violated the ceasefire that was brokered through the Luanda Process on 30 July 2024 and undermined peace and security of the DRC and the SADC region,” the leaders said in a joint communique issued at the conclusion of the summit.

The latest wave of violence has led to casualties among SADC peacekeepers, including 13 from the South African National Defence Force.

In a solemn moment, leaders paid tribute to the fallen soldiers from Malawi, South Africa and Tanzania, vowing to ensure their sacrifices would not be in vain.

With growing frustration over continued external involvement in the DRC conflict, SADC leaders signalled a shift towards stronger diplomatic and security measures. The summit also emphasised the need for urgent diplomatic engagement.

In a significant move, leaders called for an immediate joint summit between SADC and the East African Community (EAC) to develop a unified approach to ending the crisis.

The summit also mandated the SADC Organ Troika on Politics, Defence and Security to engage both State and non-State actors in renewed ceasefire negotiations.

The meeting reinforced SADC’s unwavering support for the DRC’s sovereignty and territorial integrity.

Leaders praised the resilience of SAMIDRC troops and welcomed Madagascar’s pledge to provide medical support to the wounded and displaced.

“The summit expressed solidarity with the DRC and extended its appreciation to the men and women deployed in the SAMIDRC for their dedication, resilience and service to the preservation of peace and security in the region.”

The summit also welcomed Mozambique’s new President, Daniel Francisco Chapo, to the regional fold, while commending Tanzania’s President Samia Suluhu Hassan for her leadership in peace and security matters.

While diplomatic efforts will continue through the Luanda and Nairobi processes, SADC made it clear that regional security forces remain on high alert.

Ministers of defence and military chiefs from SADC countries will be dispatched to the DRC to assess the situation on the ground and ensure the safety of troops.

“The summit called for the immediate dispatch of ministers of defence, chiefs of defence and troop contributing countries to the DRC to ensure that the SAMIDRC troops are safe, and facilitate the immediate repatriation of the deceased troops and those who are injured,” the communique said. – SAnews.gov.za

Local designers to shine at SONA

Location: News

Local designers to shine at SONA

The spotlight will shine on South African fashion designers at this year’s State of the Nation Address (SONA).

While the all-important address is a platform for the President to outline the vision for South Africa for the year ahead, SONA also presents an opportunity to showcase local talent in the fashion industry.

Invited guests and dignitaries dress to the nines to honour the auspicious occasion, with many choosing to dress in locally designed garments.

Proudly South African, the country’s official ‘buy local’ advocacy organisation, is leveraging this important moment on the national calendar by partnering with SONA to elevate and support South African industries, particularly the local fashion sector.

Through the Local Fashion Police activation on the red carpet at SONA 2025, Proudly South African aims to highlight the role of local craftsmanship in economic growth and job creation.

By showcasing the incredible talent of South African designers, this activation underscores the power of local procurement as a tool for fostering a sustainable and inclusive economy.

“SONA once again represents a pivotal opportunity to highlight the role of the local R-CTFL [Retail–Clothing, Textile, Footwear and Leather] sector in economic reformation.

“As the country works towards revitalising the economy, it is essential to showcase the innovation and creativity within our borders. Supporting local businesses, particularly in sectors like fashion, can drive job creation and foster sustainable growth,” said Eustace Mashimbye, the Chief Executive Officer for Proudly South African on Thursday.

The Local Fashion Police activation will see government officials and prominent figures walk the red carpet, proudly wearing locally made fashion to demonstrate their commitment to supporting South African designers and manufacturers.

The "Local Fashion Police Officers” are Sello Medupe of Scalo; Palesa Mokubung of Mantsho; Otsile Sefolo of Otiz Seflo; writer Leonie Wagner and red-carpet MC Thami Dish. They will be on hand to celebrate those who choose to showcase local fashion, while also reminding influential figures who didn’t prioritise supporting local designers.

This robust, interactive element aims to spark a nationwide conversation on the importance and impact of buying local.

“By focusing on local R-CTFL industries at SONA, Proudly South African reinforces the message that economic transformation begins the moment we wake up.

“It’s not just about policy; it's about taking tangible steps to support and invest in South African businesses,” Proudly South African said in a statement.

Opportunity beyond policy

SONA, which will be held on Thursday, 6 February, remains one of the most critical moments in South Africa’s calendar, providing a stage for the President to communicate government strategies for addressing the country’s most pressing challenges -- poverty, inequality and unemployment.

Beyond policy, SONA is a catalyst for action, offering a blueprint for unlocking the potential of South Africa’s industries and talents.

In this year’s address, President Cyril Ramaphosa will highlight last year's achievements and outline interventions for the coming financial year.

Buying locally, creates more job opportunities and strengthens the economy. It reflects the power of consumer purchasing decisions, contributing to the value chain and, in the bigger picture, the country’s economy.

“It all starts with one single purchase from a local business, which then becomes a habit that then transforms into a lifestyle.

“This “local is lekker” lifestyle sustains livelihoods, bolsters the economy, and decreases economic pressures on breadwinners and society as a whole,” said Proudly South African.

The red carpet activation will also be broadcast on Parliament TV and Proudly SA’s social media channels, providing a national platform for South Africans to engage with the movement toward economic reformation and local empowerment, one purchase at a time. – SAnews.gov.za

Mashatile extends heartfelt condolences to families of fallen SANDF soldiers in Congo

Mashatile extends heartfelt condolences to families of fallen SANDF soldiers in Congo

Deputy President Paul Mashatile has joined President Cyril Ramaphosa in expressing his deepest condolences to the families of South African National Defence Force (SANDF) members who recently lost their lives in the Democratic Republic of Congo (DRC).

“These brave soldiers were dedicated to their mission and committed to contributing to peace and stability in the DRC. We also call upon His Holiness to pray for peace and stability in the DRC and Africa as a whole,” Mashatile said on Thursday.

The Deputy President was speaking at the official opening of the first phase of the Bochasanwasi Akshar Purushottam Swaminarayan Sanstha (BAPS) Hindu Mandir and Cultural Complex in North Riding, Johannesburg.

Several soldiers serving with peacekeeping forces in the DRC, have been killed by the M23 rebel group in recent days amid fierce fighting, including 13 members of the SANDF.

The recent deadly clashes have intensified in eastern DRC after Kinshasa withdrew its diplomats from Kigali in Rwanda. Rebels have advanced toward the strategic city of Goma, which is rich in minerals.

The SANDF soldiers are part of the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC), which aims to help restore peace, security, and stability in Africa’s second-largest country.

BAPS Hindu Mandir and Cultural Complex

The official opening of the BAPS Hindu Mandir and Cultural Complex was led by His Holiness Mahant Swami Maharaj, the current Guru and President of BAPS, who travelled from India for the occasion.

BAPS is a significant branch of the Swaminarayan Sampradaya, a Hindu denomination.

The BAPS Hindu Mandir and Cultural Complex will serve as a centre for spiritual, social, and charitable activities.

The country’s second-in-command, who also visited the centre during its initial development phase, said the event is more than just the inauguration of an architectural marvel.

“It is a powerful symbol of our shared commitment to building a South Africa rooted in diversity, inclusivity, and mutual respect,” he told the attendees.

The building will be a place of worship, offer language and music classes, and feature a sports complex.

He described this historic inauguration as a representation of the country’s constitutional values, including freedom of religion, human dignity, and unity in diversity.

“As we gather here, we are reminded of the importance of embracing and celebrating our differences. In a world that is often divided by barriers and boundaries, this centre stands as a beacon of unity and understanding,” he said.

The Deputy President stated that the temple will not only function as a place of worship but also as a sanctuary for peace, knowledge, and spiritual enrichment for individuals from all backgrounds.

Mashatile also commended the thousands of volunteers who have worked diligently to make this vision a reality and noted that the government is inspired by their dedication.

“Let us draw inspiration from the Hindu values and principles, as we strive to build united and prosperous communities founded on mutual respect, understanding, love and cooperation.”

The Deputy President invited the BAPS organisation to continue working with government in addressing pressing social challenges, including gender-based violence and femicide (GBVF), substance abuse, violence and crime facing local communities.

“As a religious community, you have a crucial role to play in recognising and bolstering the best practices in your community for preventing and eliminating these ills.

“This is a responsibility that falls squarely on both our shoulders. We must collaborate our efforts within our communities to reaffirm the importance of freedom, peace, security, and respect for all human rights,” Mashatile said. – SAnews.gov.za

SIU investigates Defence Department, KwaDukuza Municipality and Mpumalanga Education

SIU investigates Defence Department, KwaDukuza Municipality and Mpumalanga Education

The Special Investigating Unit (SIU) is rolling up its sleeves in preparation to launch three separate investigations into the Department of Defence, the KwaDukuza Municipality in KwaZulu-Natal, and the provincial Mpumalanga Department of Education.

The three investigations were given the green light by President Cyril Ramaphosa after he signed proclamations authorising the tender corruption related probes.

Department of Defence

The Department of Defence is under the SIU’s investigative microscope for allegations of “serious maladministration” related to two tenders.

These tenders relate to inventory verification, continuous asset verification, and the supply, delivery, installation and commissioning of an asset management system.

“The probe will also examine whether the payments for these contracts adhered to national treasury guidelines and ascertain whether the payments were irregular, fruitless, and wasteful expenditures or financial losses for the department or the state,” the SIU said.

The probe will also hone in on department employees to “establish if there was unlawful or improper conduct” by the employees, officials or agents and any other person or entity to “corruptly or unduly benefit themselves or others”.

“The investigation will also look at whether fraudulent conduct occurred, including the causes of such maladministration, any losses, damages, or prejudice actually or potentially suffered by the Department or the State, and any irregular, improper, or unlawful conduct by employees or officials of the Department or any other person or entity,” the corruption busting unit said.

Mpumalanga Department of Education

The SIU has set its sights on probing six contracts related to the “procurement and contracting for the supply of foodstuff for six schools in the province.

Investigations will assess whether the department followed National Treasury guidelines and if any irregular, fruitless, and wasteful expenditures or financial losses were incurred.

“Furthermore, the SIU will seek to establish if there was unlawful or improper conduct by the department employees, officials, agents, and any other person or entity to corruptly or unduly benefit themselves or others.

“The investigation will also at whether fraudulent conduct occurred, including the causes of such maladministration, any losses, damages, or prejudice actually or potentially suffered by the department or the State, and any irregular, improper, or unlawful conduct by employees or officials of the department or any other person or entity,” the SIU said.

KwaDukuza Municipality

The probe into the KwaZulu-Natal-based municipality will investigate three infrastructure tenders issued by the municipality.

According to the proclamation, the tenders under investigation are:

  • Tender MN132/2018 - Panel of contractors for road rehabilitation for a 36 month contract;
  • Tender MN30/2019 - KwaDukuza Mall Bulk Supply; and
  • Tender MN240/2019 - KwaDukuza Mall Bulk Supply – construction of industrial 33/11 KV substation upgrade.

“The SIU probe will examine whether the procurement and contracting were made in a manner that was not fair, competitive, transparent, equitable, or cost-effective or in violation of applicable legislation, guidelines, or instructions from the National or Provincial Treasury. This includes the municipality or the State’s unauthorised, irregular or wasteful expenditure.

“The probe will also look at any irregular, unlawful, or improper conduct by officials or employees of the municipality, its suppliers or service providers, or any other person or entity implicated,” the SIU said.

Holding wrongdoers to account

The SIU assured that any evidence of alleged criminal acts will be referred to the National Prosecuting Authority for further action.

“Under the SIU Act, the SIU is also authorised to initiate a civil action in the High Court or a Special Tribunal in its name to address any wrongdoing identified during its investigation resulting from acts of corruption, fraud, or maladministration,” the SIU concluded. – SAnews.gov.za

Traffic disruptions ahead: Cape Town roads to close for SONA 2025

Cape Town motorists should prepare for road closures and traffic disruptions as the annual State of the Nation Address (SONA) takes place on Thursday, 6 February 2025, at City Hall.

Some road restrictions will remain in place until 19 February.

“The annual SONA address is taking place on Thursday, 6 February 2025. The event will result in a number of road closures and restrictions. Some of these will be in place until 19 February,” the city said on Thursday.

President Cyril Ramaphosa has requested Speaker of the National Assembly, Thoko Didiza, and Chairperson of the National Council of Provinces, Refilwe Mtshweni-Tsipane, to convene a Joint Sitting of Parliament on 6 February 2025 at 19:00.

This address marks the official start of the parliamentary programme and sets out the government's key policy objectives and deliverables for the year ahead.

“Road closures before, during and after the event will affect the normal flow of traffic in and around the city bowl, as well as the available parking space.

President convenes Cabinet Lekgotla

President convenes Cabinet Lekgotla

President Cyril Ramaphosa has convened a Cabinet Lekgotla with leaders from all spheres of government - to review government’s progress on priorities, assess challenges and set the agenda for the seventh administration.

Addressing members of the media on the agenda of the two-day meeting, Minister in the Presidency, Khumbudzo Ntshavheni, said government was finalising the Medium-Term Development Plan (MTDP) 2024/2029.

The plan proposes three strategic priorities, which include inclusive growth and job creation; reducing poverty and tackling the high cost of living, as well as building a capable, ethical and developmental State.

“We are focusing on the practical actions that we need to take to make good on the promises that we have made and set practical timeframes so that we can realise the priorities of the MTDP.

“We also received a scene-setting report from National Treasury on the economic outlook and the global outlook -- trends that will inform government planning.

“We are looking at what we want to achieve in terms of reforms on global institutions, in particular the security system of the United Nations and global funding institutions,” the Minister said on Wednesday, on the sidelines of the Cabinet Lekgotla.

Other areas of focus include funding Small, Medium, and Micro Enterprises (SMMEs) and the “missing middle”, in reference to students whose household income is too high to qualify for National Student Financial Aid Scheme (NSFAS) funding, yet too low to afford tertiary education without financial assistance.

The Cabinet Lekgotla is taking place on 29 and 30 January 2025 at the Sefako Makgatho Presidential Guest House, in Pretoria.

The outcomes of the meeting will shape government’s policies and programmes that will be announced by the President during his State of the Nation Address (SONA) in Parliament on Thursday, 6 February 2025, at 19:00.

With the seventh administration being under the Government of National Unity (GNU), which comprises 10 political parties from across the spectrum, Ntshavheni emphasised that the meeting will prioritise the interests of the country.

“We are meeting as the GNU and we are not bringing party political interests. We are going to negotiate and discuss as members of Cabinet and representatives of provinces, which are represented by Premiers.

“We work for the best benefit of our country and not the best benefit of our parties. The engagements are on the level of us being members of the national executive,” Ntshavheni said.

South Africa’s term for the Group of Twenty (G20) presidency also features on the meeting’s agenda.

“As we are preparing to host the G20, we will receive a report on the logistics and the content on government goals for the summit,” the Minister said.

South Africa holds the G20 Presidency from 1 December 2024 to 30 November 2025, under the theme: “Solidarity, Equality, Sustainability” .

South Africa's G20 Presidency is the fourth consecutive emerging market Presidency, and it is also the first African Presidency, followed by the admission of the African Union (AU) as the second permanent African member.

The G20 was established to tackle pressing global economic and financial issues. Together, G20 members account for around 85% of global GDP and 75% of international trade.

The G20 comprises 19 countries, including Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, the United Kingdom and the United States, and two regional bodies, namely the European Union and the African Union.

The grouping plays a critical role in influencing global policy making and fostering global economic stability. - SAnews.gov.za

President Cyril Ramaphosa on the Recent Developments in the Eastern DRC and Deaths of SA Soldiers

Location: News

The Presidency of the Republic of South Africa

Fellow South Africans,

Following the recent intensification of fighting in the eastern Democratic Republic of the Congo (DRC), South Africa has lost 13 brave soldiers who were dedicated to their mission and committed to peace. The fighting is the result of an escalation by the rebel group, M23 and Rwanda Defence Force (RDF) militia engaging the Armed Forces of the DRC (FARDC) and attacking peacekeepers from the SADC Mission in the Democratic Republic of Congo (SAMIDRC).

On behalf of the Government and the people of our country, I express our sincerest condolences to their families, their loved ones and colleagues. We bow our heads in honor of their heroic and gallant fight for peace.

We honour and mourn them.

All necessary support is being provided to the families of the deceased and the families of the injured. The process to repatriate the remains of the deceased is underway.

The attacks on peacekeepers resulted in the deaths of SAMIDRC members from other troop contributing countries, namely; Malawi and Tanzania, as well members of the UN Organisation Stabilisation Mission in the DRC (MONUSCO) brigade. We honour all the lives that were lost and pass our condolences to their families, governments and citizens. The situation in Goma and Sake, where our troops and their counterparts are stationed, remains very tense, volatile and unpredictable.

The Minister of Defence and Military Veterans, Ms Angie Motshekga and the Chief of the SANDF, Gen Rudzani Maphwanya and SAMIDRC Force Commander, Maj Gen Monwabisi Dyakopu are working to ensure that the SAMIDRC forces remain well equipped and sufficiently supported during this critical mission.

We are concerned about the speculation about the state of our troops and the battle conditions. All South Africans must rally behind our brave men and women who have dedicated their lives to bringing peace in our continent.

South Africa's military presence in the eastern DRC is not a declaration of war against any country or state. The members of the South African National Defence Force (SANDF) that are in the DRC are part of both SADC and United Nations (UN) efforts to bring peace and protect thousands of lives that are constantly threatened by the conflict in the DRC. The presence of the SAMIDRC forces demonstrates a commitment of SADC member states to supporting the DRC in its efforts to achieve lasting peace and stability and ultimately, create an enabling environment for sustainable development and prosperity.

We welcome the position that was recently adopted by the United Nations Security Council (UNSC) during its special sitting on the situation in the DRC, which calls for an immediate end to hostilities, the reversal of territorial expansion by the M23, the exit of external forces from the DRC and the resumption of peace talks under the Nairobi Process.

The territorial integrity of the DRC must be respected in accordance with the United Nations Charter on the respect of sovereignty, territorial integrity and political independence of other states.

We call on all parties to this conflict to fully embrace the current diplomatic efforts that are aimed at finding a peaceful resolution, including honoring the Luanda Process agreements. We must silence the guns on our continent for the attainment of inclusive development and prosperity.

I thank you.

Minister Steenhuisen Welcomes Signing of Preservation and Development of Agricultural Land Bill Into Law

Department of Agriculture, Land Reform and Rural Development: Republic of South Africa

Minister of Agriculture John Steenhuisen welcomes the signing of the Preservation and Development of Agricultural Land Bill into law by President Cyril Ramaphosa that will support long-term food production and support the Department's goal of creating more jobs and growing the economy.

Since the 2000's there has been various attempts to develop legislation to replace the Subdivision of Agricultural Land Act (SALA) of 1970 (Act no. 70 of 1970), as valuable agricultural land was being lost at an alarming rate for residential and mining purposes.

It is estimated that less than 13% of South Africa's 122 million hectares of land is high potential agriculture land.  Minister Steenhuisen highlighted that improving food security is one of the Department of Agriculture's seven strategic priorities. “We want to create an environment for agriculture to prosper and to ensure the sector creates much needed jobs and food security. The ability to protect and preserve high potential agriculture land for this purpose is one of the essential tools to achieve this goal.”

An advisory committee that will consist of not more than ten members, will be established to advise on the achieving the objects of this Act, and any other matter concerning the preservation and sustainable development of agricultural land.

The legislation further recognizes the need for a national regulatory framework to coordinate the preservation and development of agricultural land in a proactive manner, and to prevent the fragmentation of agricultural land, to minimise the loss of agricultural land, to promote viable farming units and to encourage the optimal use of agricultural land and to provide for food security.

Support being given to families of 13 fallen soldiers in Eastern DRC

Support being given to families of 13 fallen soldiers in Eastern DRC

President Cyril Ramaphosa has expressed his deep sorrow and condolences, following the recent escalation of violence in the eastern Democratic Republic of the Congo (DRC), which resulted in the loss of 13 South African soldiers.

“On behalf of the government and the people of our country, I express our sincerest condolences to their families, their loved ones and colleagues. We bow our heads in honour of their heroic and gallant fight for peace. We honour and mourn them,” President Ramaphosa said on Wednesday.

The fighting in the eastern DRC intensified due to escalations by the rebel group M23 and the Rwanda Defence Force (RDF) militia engaging the Armed Forces of the DRC (FARDC), leading to direct attacks on peacekeepers from the SADC (Southern African Development Community) Mission in the Democratic Republic of Congo (SAMIDRC).

The SAMIDRC is a regional peacekeeping initiative launched on December 15, 2023, to assist the DRC government in restoring peace and security in the eastern regions of the country. This deployment was approved during an Extraordinary SADC Summit held in Windhoek, Namibia, on May 8, 2023, as a response to escalating conflicts and instability caused by the resurgence of armed groups in the area.

According to a press release issued by SADC in January last year, SAMIDRC comprises military contingents from Malawi, South Africa, and Tanzania, working in collaboration with the Congolese Army, FARDC, to combat and eradicate armed groups operating in eastern DRC.

President Ramaphosa assured that all necessary support is being provided to the families of both the deceased and injured soldiers. The repatriation process for the remains of the fallen soldiers is currently underway.

The attacks on peacekeepers also resulted in the deaths of SAMIDRC members from other troop-contributing countries, namely, Malawi and Tanzania, as well as members of the UN Organisation Stabilisation Mission in the DRC (MONUSCO) brigade.

“We honour all the lives that were lost and pass our condolences to their families, governments and citizens. The situation in Goma and Sake, where our troops and their counterparts are stationed, remains very tense, volatile and unpredictable,” the President said.

The President said that the Minister of Defence and Military Veterans, Angie Motshekga, alongside the Chief of the South African National Defence Force (SANDF), General Rudzani Maphwanya, and SAMIDRC Force Commander, Major General Monwabisi Dyakopu, are working to ensure that the SAMIDRC forces remain well equipped and sufficiently supported during this critical mission.

Despite this devastating loss, the SANDF has reiterated its unwavering commitment to fulfilling its peacekeeping mandate under MONUSCO and SAMIDRC. – SAnews.gov.za

Build KZN better

KwaZulu-Natal's development aspirations are taking centre stage at Africa's Biggest Property Management Conference, which is underway at Inkosi Albert Luthuli International Convention Centre in Durban.

The two-day conference, which concludes today, brings firmly into focus the importance of creating resilient and sustainable infrastructure that aligns with the province’s development goals, says KwaZulu-Natal Premier Thamsanqa Ntuli.

Hundreds of property industry experts and stakeholders, including property developers, investors, government representatives and infrastructure specialists - all united in their commitment to advancing KwaZulu-Natal’s real estate sector and boosting economic growth - have converged at the Durban Chief Albert Luthuli International Convention Centre.

The gathering -- launched by the KwaZulu-Natal Provincial Government, in partnership with the National and Provincial Departments of Public Works and Infrastructure, and eThekwini Municipality -- is being held under the theme: 'Build KZN Better'.

The conference aims to foster collaboration, share cutting-edge insights, and explore innovative solutions in property management.

Ntuli said the provincial government aims to build KwaZulu-Natal back stronger than ever before.

“By mobilising experts and stakeholders in the property sector, we can collectively revitalise our urban and rural landscapes, stimulate investment, and generate opportunities for all,” Ntuli said.

Delegates have used the conference to discuss best practices in land use, construction, and property management, while addressing challenges including climate resilience, affordable housing, and inclusive development.

The conference is expected to come up with actionable strategies and partnerships designed to drive long-term growth throughout KwaZulu-Natal and beyond.

As part of plans to turn eThekwini around, the Presidential eThekwini Working Group (PeWG) has been working hard to rebuild the city, as well as reposition it as an investment and tourism attraction.

Since its establishment in April 2024, the PeWG has recorded significant developments in service delivery, business confidence, addressing infrastructure and socio-economic challenges.

According to the PeWG's progress report, business confidence in the city increased from 38.42% in the first quarter of 2024 to 63.01% in the third quarter of the same year.

To respond to the challenges of the municipality, President Cyril Ramaphosa established the eThekwini Presidential Working Group in April 2024. The PeWG was established to accelerate support from national and provincial government to rebuild the municipality following a number of challenges confronting the metro. - SAnews.gov.za

South Africans called to rally behind SANDF troops in the DRC

South Africans called to rally behind SANDF troops in the DRC

President Cyril Ramaphosa has addressed growing speculation about the conditions faced by South African troops deployed in the Democratic Republic of the Congo (DRC), calling on the nation to stand behind its soldiers.

In a statement on Wednesday, the President emphasised government's concern over misleading reports and reaffirmed South Africa’s commitment to peacekeeping efforts.

“We are concerned about the speculation about the state of our troops and the battle conditions. All South Africans must rally behind our brave men and women who have dedicated their lives to bringing peace in our continent.

“South Africa’s military presence in the eastern DRC is not a declaration of war against any country or state. The members of the South African National Defence Force that are in the DRC are part of both SADC and United Nations efforts to bring peace and protect thousands of lives that are constantly threatened by the conflict in the DRC,” the President said.

The President added that the presence of the SADC Mission in the Democratic Republic of Congo (SAMIDRC)  demonstrates a commitment of SADC member states in supporting the DRC in its efforts to achieve lasting peace and stability, and ultimately, create an enabling environment for sustainable development and prosperity.

The President’s remarks follow the recent intensification of fighting in the eastern Democratic Republic of Congo, where South Africa lost 13 brave soldiers who were dedicated to their mission and committed to peace.

The fighting is the result of an escalation by the rebel group M23 and Rwanda Defence Force (RDF) militia engaging the Armed Forces of the DRC (FARDC) and attacking peacekeepers from the SADC Mission in the Democratic Republic of Congo.

President Ramaphosa welcomed the United Nations Security Council's recent position on the situation in the DRC, which calls for an immediate cessation of hostilities, the reversal of territorial expansion by the M23, the withdrawal of external forces from the DRC, and the resumption of peace talks under the Nairobi Process.

“The territorial integrity of the DRC must be respected in accordance with the United Nations Charter on the respect of sovereignty, territorial integrity and political independence of other states,” he said.

He urged all parties involved in the conflict to fully embrace diplomatic efforts, including honoring the Luanda Process agreements.

“We call on all parties to this conflict to fully embrace the current diplomatic efforts that are aimed at finding a peaceful resolution, including honoring the Luanda Process agreements.

“We must silence the guns on our continent for the attainment of inclusive development and prosperity,” he said.

On Tuesday, the SANDF also issued a statement clarifying the misrepresentation of events circulating in a video clip claiming that SANDF forces surrendered to M23 rebels.

The SANDF clarified that the footage in question depicts a white flag raised, which is an outcome of discussions between the opposing fighting forces to agree on a truce to allow M23 to recover their dead and injured in the vicinity of the South African base.

It explained that this will also open the route for South African troops to access medical facilities. The SANDF said this is common practice in any war and members of the public should not be alarmed by the video clip and its meaning.

The SANDF also reaffirmed its steadfast commitment to its peacekeeping mission under the United Nations Stabilisation Mission in the DRC (MONUSCO), and SAMIDRC.

It further emphasised that its troops continue to operate with resolve, courage, and discipline to bring peace and stability to the region.

Steenhuisen welcomes signing of agricultural land bill

Agriculture Minister John Steenhuisen has commended the signing of the Preservation and Development of Agricultural Land Bill into law.

The law aims to support long-term food production as well as the department’s goal of creating more jobs and economic growth.

Signed by President Ramaphosa on Monday, the bill supports government’s objectives and priorities, in respect of the sustainable management and use of natural resources.

It also sets out a countrywide policy and regulatory framework for the preservation, and development of agricultural land.

The legislation further recognises the need for a national regulatory framework to coordinate the preservation and development of agricultural land in a proactive manner, prevent the fragmentation of agricultural land.

It further recognises the need to minimise the loss of agricultural land and promote viable farming units, encourage the optimal use of agricultural land, and to provide for food security.

Steenhuisen highlighted that since the 2000’s there has been various attempts to develop legislation to replace the Subdivision of Agricultural Land Act (SALA) of 1970 (Act no. 70 of 1970), as valuable agricultural land was being lost at an alarming rate to residential and mining purposes.

“It is estimated that less than 13% of South Africa’s 122 million hectares of land is high potential agriculture land. Improving food security is one of the Department of Agriculture’s seven strategic priorities.

“We want to create an environment for agriculture to prosper, and to ensure the sector creates much needed jobs and food security. The ability to protect and preserve high potential agriculture land for this purpose, is one of the essential tools to achieve this goal,” Steenhuisen said in a statement on Wednesday.

The Minister also announced that an advisory committee, including not more than ten members, will be established to advise on achieving the objects of the Act, and any other matter concerning the preservation and sustainable development of agricultural land. – SAnews.gov.za

Stronger measures to protect oceans from pollution

Stronger measures to protect oceans from pollution

President Cyril Ramaphosa has signed into law the Marine Pollution (Prevention of Pollution from Ships) Amendment Bill, ushering in stronger measures to better protect South Africa’s oceans from ship-related pollution.

In a statement, The Presidency highlighted the importance of the legislation, which is also a contribution to global efforts to protect the marine environment and sustainable economic exploitation.

“With a coastline stretching over 3 000 kilometres from Namibia on the Atlantic Ocean to Mozambique on the Indian Ocean, the new legislation is seen as vital to safeguarding the country’s environmental and economic security,” the Presidency said.

South Africa has a large exclusive economic zone at sea and a marine economy which, in 2022, supported about 400 000 jobs in areas across the existing marine economic sectors of shipping, associated construction, tourism and fisheries.

“The law signed by President Ramaphosa is born out of the recognition that ships can pollute our oceans in various ways, from oil spills to harmful chemical sewage and garbage,” the Presidency said.

The law amends the Marine Pollution Act to incorporate Annex IV and Annex VI of the International Convention for the Prevention of Pollution from Ships.

Annex IV regulates the activities for treatment and safe disposal of sewage from ships.  Annex VI is the main global instrument that addresses ship energy-efficiency management and Greenhouse Gas emissions.

The amended legislation further broadens the powers of the Minister of Transport to make regulations relating to, among others, the prevention of air pollution from ships and the prevention of pollution by sewage from ships.

“The new law also increases fines from R500 000 to R10 million for any person convicted of serious offences under the Marine Pollution (Prevention of Pollution from Ships) Act or the international Convention which forms part of South African law,” The Presidency said. – SAnews.gov.za

President signs landmark law to preserve and develop agricultural land

President Cyril Ramaphosa has signed the Preservation and Development of Agricultural Land Bill into law, marking a significant step toward safeguarding South Africa’s agricultural land for long-term food production and economic growth.

The Presidency said in a statement that the law supports government’s objectives and priorities in respect of the sustainable management and use of natural resources.

It also sets out a countrywide policy and regulatory framework for the preservation and development of agricultural land.

“The law creates an enabling environment for the development of the agricultural sector and an increased contribution by this sector to economic growth.

“The law seeks to protect and preserve agricultural land and its productive use to ensure that agricultural land is available and viable for the development of the agricultural sector,” the statement read.

The law also reinforces South Africa’s efforts to ensure that agricultural land is used to its optimal potential to support long-term food production, which will have a positive impact on the economy.

Among other initiatives, the legislation sets out the purpose of provincial agricultural sector plans which will secure the coordination and harmonising of agricultural land use policies and plans to preserve a sustainable agricultural environment.

The bill was introduced to address the growing challenges of land degradation, unsustainable land use practices, and the conversion of prime agricultural land for non-agricultural purposes.

It is built around three main objectives:

•    Preservation of Agricultural Land: Protecting agricultural land to ensure it remains available for farming activities that support food security and rural livelihoods.
•    Development of the Agricultural Sector: Creating an enabling environment for the growth of agriculture, which is critical for job creation, economic development, and export earnings.
•    Sustainable Land Use Management: Establishing a clear policy framework to guide the optimal use of agricultural land in a way that balances food production with environmental sustainability.

SA improves housing consumer rights

SA improves housing consumer rights

President Cyril Ramaphosa has signed into law the Housing Consumer Protection Bill, which is geared at offering greater protection for housing consumers and support for new entrants in the home building industry.

According to a statement by the Presidency, the law also seeks to address “challenges identified by the Department of Human Settlements and the National Home Builders Registration Council (NHBRC), with regard to the Housing Consumers Protection Measures Act of 1998”.

“The new law seeks to ensure adequate protection of housing consumers and effective regulation of the home building industry by, inter alia, strengthening the regulatory mechanisms, strengthening the protection of housing consumers, introducing effective enforcement mechanisms and prescribing appropriate penalties or sanctions to deter non-compliance by homebuilders.

“The law deals with such matters as the personal liability of the members, directors or trustees of a homebuilder; duties of estate agents, financial institutions and conveyancers, and codes of conduct for NHBRC members, homebuilders, developers and other industry role players,” the Presidency said in a statement.

Furthermore, the new legislation will apply to professional home builders and owner-builders who are now “required to register with the registration council”.

“The law also introduces the enrolment of a home prior to the commencement of its construction by a homebuilder, consequences for failure to enrol a home, duties in respect of a subsidy housing project and consequences for failure by housing authorities or subsidy housing delivery agents to follow the law.

“The law applies to repairs, renovations, alterations and extensions to an existing home under the NHBRC’s regulatory regime,” the statement read.

The new Housing Consumer Protection also seeks to dismantle barriers to entrance into that market.

“The law also seeks to address the economic transformation of the building industry through the introduction of provisions relating to the warranty fund surplus, which may be used for developmental programmes for the homebuilding industry. The fund is used primarily to remedy major structural defects reported by homeowners to homebuilders and the HBRC.

“The law seeks to create an enabling environment for new entrants into the home building industry by introducing contractual provisions that ensure their sustainability in the market,” the statement concluded. – SAnews.gov.za

South Africa outlines G20 Presidency plans at WEF

South Africa outlines G20 Presidency plans at WEF

As the world convened in Davos for the World Economic Forum (WEF) Annual Meeting recently, South Africa presented its vision for the G20 Presidency this year – outlining a path towards a more equitable and sustainable future.

This is according to President Cyril Ramaphosa who addressed the country through his weekly Presidential newsletter on Monday.

South Africa’s theme for the Group of Twenty (G20) Presidency is Solidary, Equality, Sustainable Development.

“We made the point that it is in the interests of all countries, large and small, wealthy and poor, to reduce global inequality. That is why one of our priorities is ensuring debt sustainability for low-income countries. By freeing up funds for debt relief in these countries, they will be in a better position to invest in infrastructure, industrial development, education, health care and other forms of development.

“Another focus area, which both reduces poverty and promotes sustainability, is the mobilisation of finance for a just energy transition. Through this, developing economy countries will be able to pursue a low-carbon development path while protecting the interests of affected workers, businesses and communities,” the President said.

Related to this, the President spoke of the “mobilisation of special financing and insurance to enable vulnerable countries to rebuild after being struck by natural disasters” and harnessing critical minerals “to promote inclusive growth and development”.

He emphasised, however, that in order for sustainable growth to be achieved, countries must work together.

“We stressed that our themes and priorities are underpinned by the principle of cooperation. Throughout history, human progress has been possible only through collaboration among peoples and countries.

“We therefore renewed our call for the resolution of global challenges through multilateral actions. We called for inclusive solutions that recognise that the world is more interconnected than ever before,” he said.

Pressing further, the President emphasised that the current world climate shows that “no country can go it alone”.

“No country can sustain its growth, stability and development without working together with other countries to overcome common problems,” he said.

Positive sentiment

President Ramaphosa revealed that South Africa’s message at WEF “resonated with the participants in Davos”.
“It was a sentiment shared by many of the business leaders with whom we interacted, as well as with other heads of state and multilateral institutions.

“Many of the people we spoke to endorsed South Africa’s G20 priorities. They saw the value of our focus on Africa and the interests of countries with developing economies. They appreciated the importance of reducing inequality within and between countries and the need for new growth paths that are climate-friendly sustainable,” he said.

READ | President Ramaphosa outlines SA's G20 Presidency priorities at WEF

Furthermore, there was a much-improved sentiment towards “South Africa and the prospects for our economy in the years ahead”.

“They commented on the successful transition from the 6th to the 7th administrations and the formation of the Government of National Unity. They saw this as a sign of stability and a common commitment among parties to inclusive growth, employment and a capable state.

“They welcomed the far-reaching reforms that are underway in areas such as energy, logistics, telecommunications and water to grow and transform our economy.

“The South African delegation left Davos with a sense that there are many leaders in the world that share our vision of an inclusive, just and equal world. And that they are prepared and willing to work with us through our G20 Presidency towards the achievement of such a world,” President Ramaphosa concluded.
