Eskom breaches ‘psychological mark’ of 70% Energy Availability Factor

Location: News

Eskom breaches ‘psychological mark’ of 70% Energy Availability Factor

Eskom has achieved an Energy Availability Factor (EAF) of some 70.78% - a feat last achieved nearly three years ago.

This is according to Minister in The Presidency responsible for Electricity, Dr Kgosientsho Ramokgopa, who was briefing media on the implementation of the Energy Action Plan on Monday.

The power utility has suspended load shedding for more than a month.

“As I stand before you today, the Energy Availability Factor of Eskom has breached the 70% mark. That’s significant. The last time we achieved this was in August 2021.

"The month-to-date statistics suggest that we are at 64.34% and the year to date we are at 59.92%. But we have breached the psychological mark of 70% as a result of this consistent performance.

“This has happened over a period of time. It stretches from the appointment of [the current Eskom] board in October 2022. It gets to be codified in the Energy Action Plan unveiled by President Ramaphosa [in] July 2022, the appointment of the Minister in The Presidency responsible for Electricity, the stabilisation of the management team, the introduction of performance related incentive bonuses and the isolation of critical stations that required attention,” he said.

WATCH |

The Minister reflected that as the country was plunged into higher stages of load shedding as a result of heightened and extensive maintenance and other factors, government argued that "the short-term pain would be eclipsed by long-term gains".

“The aggressive maintenance-led recovery plan is beginning to yield fruits. When we went into December 2023, transitioning into January 2024, we reached the highest levels of planned maintenance in the period of three years. We took out 18% of the total generating capacity into planned maintenance and these units are coming back."

Ramokgopa said as a result of the improved performance of Eskom’s coal fleet, the power utility is less reliant on the Open Cycle Gas Turbines (OCGTs), which consume diesel.

“What we are told in the public domain…[is] that the result of this improvement is on the back of the burning of diesel. There could be nothing further from the truth. This is anchored by these machines that are at Kusile and many other power stations.

“The load factor of the OCGT [has decreased] from what was previously 19.13% to now what is 6.8%. So we have reduced it by about 13 percentage points. What anchors this recovery is the performance of these coal fired power stations,” Ramokgopa said.

The Electricity Minister warned that although there has been noteworthy improvement, more work must be done to resolve the energy challenge in its entirety.

“We need to ensure sure that we bring other power stations to the levels of [best performers] Kusile, Lethabo, Majuba and Medupi so that across the entire fleet, when you use station by station, we should be above 70%.

“Of course we don’t congratulate a fish for swimming because it must swim but we know where we come from. So I want to say to the [Eskom] team, thank you for breaching the 70% EAF… but we know that there are power stations that require attention going into the future,” Ramokgopa concluded. – SAnews.gov.za

Public Works Minister to visit George building disaster site

Public Works and Infrastructure (DPWI) Minister, Sihle Zikalala, will today lead a delegation comprising built environment professionals and experts to the George building disaster.

Zikala’s visit follows last Monday’s collapse of the Victoria Street multi-storey site building in the Western Cape’s George Municipality.

In a brief statement on Monday morning, the George municipality confirmed 24 fatalities adding that rescue and recovery efforts are continuing.

The delegation will include leadership from DPWI senior executives, the Construction Industry and Development Board (CIDB), Council for the Built Environment (CBE) and its regulatory professional councils, namely Quantity Surveyors, Town Planners, Engineers, Environments Practitioners, Land Surveyors, Project and Construction Managers, Property Valuers, Architects and Landscape Architects.

The two entities of the DPWI are responsible for regulating the built environment and construction sector in the country.

The purpose of the visit is to ascertain the role of professionals who were involved with this project and assess if there was compliance with all built environment regulations or there was no misconduct committed by the professionals leading to the disaster.

Minister Zikalala will first visit the Joint Operations Center and get a briefing and update on the situation, then proceed to visit the disaster site.

The Minister will then address the media together with his delegation of professionals.

South Africa seeks additional provisional measures in Gaza

South Africa seeks additional provisional measures in Gaza

South Africa has returned to the International Court of Justice (ICJ) to seek an urgent order from the court for the protection of Palestinian people in Gaza amid Israel’s ongoing military assault on Rafah.

The urgent application filed on Friday follows the escalation of Israel’s assault on Rafah, which poses an extreme risk to humanitarian supplies, basic services into Gaza, the survival of the Palestinian medical system, and the survival of Palestinians in Gaza as a group.

In a statement issued by the Presidency on Saturday, President Cyril Ramaphosa said South Africa contends that the attack on Rafah further worsens the prevailing situation and causes irreparable harm to the rights of Palestinians in Gaza, and that the situation has changed significantly since the Court’s order of 28 March 2024.

Rafah is home to 1.5 million Palestinians, and it is the last refuge in Gaza for those displaced by Israeli action. It is the last viable centre for public administration and the provision of basic public services, including medical care.

“Since the start of the military action in Rafah, Israel has seized control of both the Rafah and Kerem Shalom (Karem Abu Salem) crossings, effectively controlling all movement in and out of Gaza, and cutting off all critical humanitarian and medical supplies, goods and fuel.

“Israel has further prevented medical evacuations and has treated evacuation zones as extermination zones, as evidenced with the destruction of hospitals in Gaza and discovery of mass graves in other major health care facilities in the Strip,” President Ramaphosa said.

South Africa has called for urgent interventions and investigations of all actions that continue to cause irreparable prejudice to the rights of Palestinians, including the use of Artificial Intelligence (AI) for targeted killings.

South Africa called on the State of Israel to immediately withdraw and cease its military offensive in the Rafah Governorate, and take all effective measures to ensure and facilitate the unimpeded access to Gaza of United Nations and other officials engaged in the provision of humanitarian aid and assistance to the population of Gaza.

The country also called for fact-finding missions by internationally mandated bodies or officials, investigators and journalists in order to assess and record conditions on the ground in Gaza and enable the effective preservation and retention of evidence and shall ensure that its military does not act to prevent such access, provision, preservation or retention.

“The State of Israel shall submit an open report to the Court on all measures taken to give effect to these provisional measures within one week as from the date of this Order; and on all measures taken to give effect to all previous provisional measures indicated by the Court within one month as from the date of this Order,” the President said.

South Africa also requested that the Court reaffirm and seek urgent compliance by Israel with the provisional measures ordered by the Court on 26 January and 28 March 2024.

“South Africa remains firmly of the view that the necessary condition for the effective implementation of the Court’s provisional measures is a permanent ceasefire in Gaza. We call on the international community, including the allies of the State of Israel, not to turn a blind eye to the ongoing genocide in Gaza.

“The gross human rights violations perpetuated by Israel have scaled to incomprehensible levels of cruelty, hate and extreme violent oppression. The world must do more to end the persecution of Palestinians, including that of many innocent women and children,” President Ramaphosa said.

President Ramaphosa said South Africa is deeply heartened by the protest actions of university students in the United States and other parts of the world.

“We are also greatly encouraged by the adoption of the United Nations General Assembly draft resolution that recommends to the Security Council to reconsider favourably the application by the State of Palestine for full membership of the United Nations.

“The support of this resolution shown by 143 countries is a further demonstration that the world is listening to the cries of the Palestinians,” Ramaphosa said. – SAnews.gov.za

No lack of investor confidence in SA – Minister Ntshavheni

Location: News

No lack of investor confidence in SA - Minister Ntshavheni

Minister in the Presidency, Khumbudzo Ntshaveni, has reiterated government’s stance that “there are no investors leaving" the country in droves.

This as some media reports stated earlier this month that Shell  is leaving South Africa after operating in the country for over 100 years.

The Minister was speaking on the sidelines of the Presidential District Development Model (DDM) Imbizo held at Kuruman in the Northern Cape on Thursday.

“There are no investors that are leaving the country in droves. You are dealing with commercial transactions which companies look at. One company comes out, another one comes in.

“[There was] a story that VW was leaving South Africa. VW just reinvested R4 billion preparing for a new line of auto-manufacturing vehicles that are coming in 2027 to 2029. So, it’s commercial transactions that happen globally. Every business looks at their own opportunities and says what’s in their own interest and it doesn’t mean it’s a reflection on the investor confidence in the country,” she said.

The Minister said investments “continue to flow into this country” – citing the Boegoebaai green hydrogen project as an example.

“I could churn out the numbers that are invested. The President has mentioned Boegoebaai. There are international investors that have partnered with us on Boegoebaai and there are South African companies themselves.

“What’s important is when your own businesses invest in your own country – that’s most significant than anything else because it shows the international community that we have confidence,” she said.

In the State of the Nation Address (SONA) earlier this year, President Cyril Ramaphosa highlighted that green hydrogen and electric vehicle manufacturing are receiving particular attention.

“We are going to set up a Special Economic Zone in the Boegoebaai port to drive investment in green energy. There is a great deal of interest from the private sector to participate in the boom that will be generated from green hydrogen energy projects,” the President said at the time.

Load shedding and logistics

Addressing the challenge of load shedding and the issues in freight rail to businesses, Ntshavheni said government is steadily working on those challenges.

“Three months ago, the media was saying load shedding is making sure that investors leave but we have handled load shedding up to where we are [more than a month without load shedding].

“There are notions that we are burning diesel. We are not burning diesel. Eskom has told us that they are switching off some [generating units]. They are putting some in maintenance early because we’ve got excess power.

“We have been dealing with the logistics issue with Transnet in Durban in particular and they are back on speed in terms of the backlog that they faced. So, there is no lack of investor confidence in our country.

“In terms of the World Bank, we are still rated the largest economy in Africa…and we compete with other countries toe to toe in terms of attracting investments,” Ntshavheni concluded. – SAnews.gov.za

KZN Premier receives provincial allocation of Home Affairs mobile offices

KwaZulu-Natal Premier Nomusa Ncube-Dube has described the allocation of new Home Affairs mobile trucks as a game-changer in the provision of government services.

Dube-Ncube made the remarks when she received the provincial allocation of Home Affairs mobile offices that were unveiled by President Cyril Ramaphosa in Mokopane, Limpopo, this week.

The unveiling of 100 new mobile offices on Tuesday is part of the Home Affairs Hybrid Access Model, which expands services to areas, where the department footprints is limited.

On Friday, Nomusa-Dube received 16 of the 100 mobile offices allocated to KwaZulu-Natal.

Speaking at the event held at Hoy Park Stadium in Durban, Dube-Ncube said the day marks yet another milestone in the quest to bring dignity to the people of the province.

“What we are seeing here today is just another milestone for us [and] our people in the townships and far-flung areas who have not been able to reach Home Affairs. Today, they will be able to reach Home Affairs.

“This is a game-changer in the provision of Home Affairs services. We are here to wage a war against the inaccessibility and unavailability of government services for our people,” Dube-Ncube said.

Dube-Ncube said with the allocation of the new fleet, people can now walk to a Home Affairs office and apply for identity documents and passports.

The Premier said many people have been complaining about long queues at Home Affairs offices, especially in Umngeni, Durban central and Pinetown.

“With these mobile offices, our people... [can] wait for the trucks to come near their areas where they will be able to do their ID and passport applications or birth certificate registrations. Each truck is fully equipped and caters for people with disabilities and the elderly,” Dube-Ncube said.

She said with services being brought closer to where people reside, this will curb the unauthorised practice of people paying for spots in queues outside the offices.

The additional trucks will bring the total number of mobile trucks in the province to 30. Members of community safety will accompany the trucks, to ensure their protection from the criminals, while bringing services in various areas.

The Premier expressed her appreciation to the President and Motsoaledi for allocating mobile offices to the province.

She said the relevant provincial MEC will collect and dispatch the mobile offices to the districts.

President mourns passing of retired ConCourt Justice Yvonne Mokgoro

President Cyril Ramaphosa has expressed sadness at the passing of retired Constitutional Court Justice Yvonne Mokgoro, who was also an esteemed member of the Order of the Baobab.

Mokgoro, 73, passed away on Thursday, 9 May 2024, following an extended illness after a car accident.

“On behalf of government, President Ramaphosa offers his deep condolences to Prof Job Mokgoro and the late Justice’s immediate and extended family, as well as her many associates in the legal fraternity in South Africa and abroad,” a statement from the Presidency read.

Mokgoro was a judge of the Constitutional Court of South Africa from its inception in 1994 until the end of her 15-year term in 2009.

She was South Africa’s first black woman judge to sit on the Constitutional Court’s bench.

The Justice obtained a Bachelor of Jurisprudence (B Juris) degree at the then University of Bophuthatswana (now North West University) in 1982, a Bachelor of Laws (LLB) two years later, and a Master of Laws (LLM) degree in 1987.

She also studied at the University of Pennsylvania in the United States, where she obtained a second LLM degree in 1990.

Throughout her legal career, she taught several courses, including Constitutional Law, Human Rights Law Jurisprudence, History of Law, Comparative Law, Criminal Law, Private Law and Customary Law at a number of universities in South Africa, the United Kingdom, the United States and the Netherlands.

“She wrote and presented papers, and participated in a myriad of national and international conferences, seminars and workshops in South Africa and internationally, mainly in sociological jurisprudence and particularly on human rights, and customary law, focusing on the impact of law on society generally, and women and children specifically,” said the Presidency.

In 2015, she was inducted as a member of the Order of the Baobab in Bronze for her excellent contribution to the field of law and administration of justice in a democratic South Africa.

President Ramaphosa said: “Justice Mokgoro’s passing deprives our nation of a formidable intellect and impeccable jurist, who served our democracy at its very inception and through the years that followed.

“As we recall the inauguration of our founding President Nelson Mandela 30 years ago on this day, 10 May, we count his appointment of Justice Mokgoro to the Constitutional Court as one of the critical, transformative decisions he exercised in those early days of our liberation.”

As a black woman judge, President Ramaphosa said Mokgoro was a pioneering embodiment of and contributor to the transformation of the country and the legal system and new jurisprudence that enabled transformation.

“Justice Mokgoro distinguished herself as an academic, a justice of our apex court, Chairperson of the South African Law Commission and as a strategic advisor to a diversity of boards in different sectors.

“Her insightful and principled counsel lives on in the thousands of legal careers she shaped in the course of her academic endeavours.

“She has left us under very tragic circumstances, and we, therefore, join the family in their sadness and their prayers that this beloved mother, patriot, leader and citizen of the globe will rest in peace,” the President said. – SAnews.gov.za

President Ramaphosa reiterates government's commitment to service delivery

President Cyril Ramaphosa has assured citizens that government remains committed to delivering services and addressing their challenges.

The President was speaking during the District Development Model (DDM) Presidential Imbizo held in Kuruman in the Northern Cape on Thursday.

The DDM Presidential Imbizo programme presents a platform for communities to lay out the challenges they face to the President, his Cabinet and provincial and local government.

“We don’t want you, our people, to lose hope. Government is working in a very focused manner to address the issue of education and health. We are focusing on various industries, industries that are important for your progress like mining and renewable energy.

“Those are some of the key industries that we are focusing on. We are also focusing on spreading the skills base. That is why training is going to happen here… The public employment programme is going to create more job opportunities.

“With that, we should be filled with hope and confidence that in the course of time, we will be addressing some of the issues that you have raised here,” he said.

During the imbizo, residents told of challenges, including a lack of access to water, educational and vocational training facilities for youth, housing challenges and crime related issues.

Speaking to the media on the sidelines of the imbizo, President Ramaphosa acknowledged that the challenges the residents face are enormous but vowed that government will address them.

“As an administration, we have sought to fulfil and address those needs and we will continue to do so. They were huge from 1994 and we have done a lot to address many of those needs. The needs of our people will continue but we will continue working very hard to address those needs.

“But what is good is that the people have the freedom and the opportunity to raise their concerns, and as they raise their concerns, we are much more encouraged to address those concerns. It’s important that we should get to hear how our people are living, and what they are experiencing.

“This is a great opportunity for us to do more and to do more together, with our people,” he said.

“In a way, we saved the best for last. This is the imbizo that really tops everything and closes off the sixth administration,” President Ramaphosa said. – SAnews.gov.za

Divorce Amendment Bill signed into law

Divorce Amendment Bill signed into law

President Cyril Ramaphosa has signed into law the Divorce Amendment Bill, which amends the Divorce Act of 1979 to recognise Muslim marriages and safeguard the interests of Muslim women and children of Muslim marriages in the event that marriages are dissolved.

Currently, Muslim couples who choose to marry according to Islamic law can only be afforded the statutory protection of the South African legal system as it pertains to civil spouses if they, in addition to their marriage under Islamic law, register a civil marriage.

“The amended legislation addresses shortcomings in the Divorce Act of 1979, which differentiated between people married in terms of the Marriage Act and people married according to Muslim rites, especially women.

“The amendments enacted by the President provide for a definition of a Muslim marriage in the Divorce Act of 1979; the protection and safeguarding of the interests of dependent and minor children of a Muslim marriage; the redistribution of assets on the dissolution of a Muslim marriage and forfeiture of patrimonial benefits of a Muslim marriage," the Presidency said on Thursday.

The new legislation is a response to an earlier Constitutional Court judgment that recognised the need for and importance of protecting Muslim women and children of Muslim marriages, particularly when a Muslim marriage is dissolved. –SAnews.gov.za

Communities eager to see and listen to President Ramaphosa

Communities in Kuruman and the surrounding areas in the Northern Cape have come out in large numbers to listen to what President Cyril Ramaphosa will say at the District Development Model Presidential Imbizo on Thursday.

The imbizo is a government approach to improve integrated planning and service delivery across the three spheres of government, with district and metropolitan spaces as focal points of government and private sector investment.

Various government departments are exhibiting their products and services at the imbizo which was expected to get underway at 11am at the Batlharos Sports Ground.

Community members representing different regions in the province will be given an opportunity to voice their concerns to the President. The President and other leaders in government will then respond to issues.

Many people have gathered and are waiting to see and listen to the President when he give his address.

Government will also use the imbizo platform to take stock of the progress made since the last Presidential Imbizo in the province.

The District Development Model (DDM) enhances integrated and sustainable service delivery through the maximisation of intergovernmental planning, budgeting and implementation towards creating inclusive economic opportunities for locals.

Keorapetse Mothwa from Kuruman told SAnews she was excited that the President was visiting their area.

“I happy that the President is coming to our area. I only see him on TV. I am happy that I am going to see him today,” Mothwa said.

Mothwa said if given an opportunity to speak to the President, she was going to ask him to build more schools and healthcare facilities in her community.

Frank Ratapi told SAnews he would ask the President to create more job opportunities.

“In this area the rate of unemployment is very high and this results in our young people turning to crime,” he said.

President assents to law Bill criminalising hate crimes, hate speech

President Cyril Ramaphosa has given his approval to the Preventing and Combating of Hate Crimes and Hate Speech Bill, which criminalises hate crimes and hate speech.

The law also outlines the prosecution process for individuals who perpetrate these offences.

“This legislative measure gives effect to South Africa’s obligations in terms of the Constitution and international human rights instruments concerning racism, racial discrimination, xenophobia and related intolerance, in accordance with international law obligations,” the Presidency explained in a statement on Thursday.

According to the statement, the Constitution sets out certain basic values, including human dignity, the achievement of equality and the advancement of human rights and freedoms and non-racialism and non-sexism.

The Bill of Rights, in Section 9 of the Constitution, prohibits direct or indirect unfair discrimination against anyone on the grounds of race, gender, sex, pregnancy, marital status, ethnic or social origin, colour, sexual orientation, age, disability, religion, conscience, belief, culture, language and birth.

“The Bill of Rights gives everyone the right to dignity and gives everyone the right to freedom and security of the person, which includes the right to be free from all forms of violence from either public or private sources.”

The President’s Office explained that the new Prevention and Combating of Hate Crimes and Hate Speech Act provides for the prevention of hate crimes and hate speech, effective enforcement measures, and the gathering and recording of data on hate crimes and hate speech.

“A hate crime is committed if a person commits any recognised offence under any law that is motivated by prejudice or intolerance based on one or more characteristics or perceived characteristics of the victim, as listed in the legislation or a family member of the victim.”

The definition of the crime, the Presidency said, extends to offences targeting the victim’s association with or support for a person with one or more of the listed characteristics or a group of persons who share these characteristics.

“The offence of hate speech applies to any person who intentionally publishes, propagates, advocates, shares or communicates anything to one or more persons in a manner that could reasonably be construed to demonstrate a clear intention to be harmful or to incite harm and to promote or propagate hatred based on defined grounds.

“The law also makes it an offence when speech material is intentionally distributed or made available in electronic communication, and the said person knows that such electronic communication constitutes hate speech.”

However, the law does not consider actions undertaken in good faith during engagement as part of hate speech.

These actions include artistic creativity, performance or other form of expression; academic or scientific inquiry; and fair and accurate reporting or commentary in the public interest.

It also excludes interpretation and articulating or espousing of any religious conviction, tenet, belief, teaching, doctrine or writing that does not advocate hatred or constitutes incitement to cause harm.

The law also contains directives on training and other measures to be undertaken by the South African Police Service (SAPS) and the National Prosecuting Authority (NPA) to ensure effective processing of the newly defined crimes. – SAnews.gov.za

District Development Model Imbizo kicks off in the Northern Cape

Minister of Cooperative Governance and Traditional Affairs (COGTA), Minister Thembi Nkadimeng, says the District Development Model (DDM) izimbizo are critical for ensuring that government serves the people and that no one is left behind.

She was speaking at the DDM Imbizo held at the Batlharos Sports Ground in Kuruman in the Northern Cape.

The imbizo is the 13th that has been held by the sixth administration lead by President Cyril Ramaphosa.

The izimbizo, which have been held in all provinces, allow members of communities to interact with leaders from national, provincial and local government on service delivery challenges that communities are facing.

“We are here to listen to you as the people who are supposed to receive government services. President Ramaphosa has come with Ministers, provincial leaders as well as councillors so that they can bring answers and solutions to all of the challenges you have.

“The President has come with his Cabinet so that you can talk to them,” she said.

The Minister told the crowd that the upcoming general election – expected to be held on 29 May – does not have any influence on why the DDM is being held.

President to engage Northern Cape residents on various issues

President Cyril Ramaphosa will today lead government’s interaction - in the form of a District Development Model Presidential Imbizo - with communities and stakeholders within the John Taolo Gaetsewe District Municipality in the Northern Cape.

Themed "Leave No One Behind", the 12th Presidential Imbizo promotes participatory democracy and inclusive development by allowing community members and stakeholders to voice proposals and express any concerns or dissatisfaction they may have about conditions in the district or province.

The official programme is expected to get underway at 11am at the Batlharos Sports Ground.

According to the Presidency, the John Taolo Gaetsewe District Municipality is a rural district municipality which comprises three local municipalities - Ga- Segonyana, Joe Morolong and Gamagara.

“Mining, tourism, manufacturing and agriculture and forestry are key economic drivers in the district,” the office said in a statement.

The imbizo is directed at enabling successful implementation of the “One District, One Plan” District Development Model in which residents, traditional leaders, business formations, organised labour and faith- and community-based organisations work with government across all phases of planning, implementation, and evaluation.

In March, residents of Emalahleni, in Mpumalanga, had the opportunity to engage the President on the pressing matter of service delivery, among other issues.

Government committed to resolve SA challenges

While government has made significant progress in improving the lives of its citizens in the past 30 years, President Cyril Ramaphosa has acknowledged that for millions of South Africans, the promise of 1994 has not yet translated into a meaningful change.

“That is why we must, and we will, continue to work in earnest to resolve the challenges that are holding back our progress,” the President said on Wednesday in Pretoria.

Addressing the launch of the 30 Year Review Report, he said there is room for improvement in growing the economy, addressing unemployment, poverty, inequality and underdevelopment.

The 30 Year Review Report reflects on the work the country has collectively undertaken to build a democratic, prosperous and free South Africa.

“We continue our efforts to overcome the energy crisis, to implement structural reforms to boost economic growth, to drive programmes that create more employment, and to improve the capacity of the state to deliver services,” Ramaphosa said.

He said the democratic breakthrough of 1994 represented both a decisive break with a painful past and an opportunity for South Africa to chart a new course.

WATCH | Launch of the of the 30 Years of Democracy Review Report in Pretoria

Strides made

“South Africa is a vastly different place compared to what it was 30 years ago. Guided by our Constitution and its Bill of Rights, successive democratic administrations have implemented progressive policies and programmes to uplift the material condition of all South Africans, particularly society’s most vulnerable,” the President said.

These policies have included the provision of basic services, housing, education, health care and social support.

“We have established a unitary, democratic state and created institutions to uphold democracy and promote accountability.

“We have an independent judiciary, a robust civil society, a free media and a clear separation of powers between the executive, legislative and judicial branches of government.

“We have advanced transformative policies to change the racial and gender composition of the economy and the workplace. We have implemented laws to protect workers and advance their rights.”

Government has restored land to many who had been dispossessed and has provided emerging farmers with the means to productively use their land.

Challenges

“South Africa today is a valued member of the international fellowship of nations. We pursue a progressive foreign policy rooted in advancing the African Agenda, in social justice and solidarity, and in support of multilateralism. Yet we know that still much more needs to be done.

“We are contending with slow economic growth, high unemployment, poverty, inequality and underdevelopment. What is made clear by this Review Report is that the task of consolidating our democratic gains is not just the responsibility of the state. It is a responsibility that we all share.

“Just as we stood together to overcome COVID-19, just as we have united to confront other crises, we can overcome this period of difficulty in the life of our nation together,” the President said.

He said government was to create a better South Africa, a transformed South Africa, a South Africa that leaves no-one behind.

“The story of 30 years of democracy contained in this report is an honest and critical appraisal. It presents both light and shade, both progress and challenges. It is a vital reference for anyone who wants to understand the last 30 years and for everyone who wants to look into our future.

“It is our hope and expectation that this Review Report will be studied in detail and that its findings will be applied. This 30 Year Review Report is much more than a chronicle of a changing nation.

"As we chart the path ahead for our democracy, we will look to this Report as a valuable instrument for transformation, progress and growth. Let us make this a living document that inspires, encourages and guides us as we continue to build a democratic, prosperous and free South Africa,” the President said. –SAnews.gov.za

Mashatile meets with Rand Water leadership to address water challenges

Deputy President Paul Mashatile has stressed the significance of strategic engagement and collaboration in light of the water shortages affecting many municipalities, including those in Gauteng.

The Deputy President was addressing the leadership of Rand Water in his role as the Chairperson of the Water Task Team.

President Cyril Ramaphosa established a Water Task Team under the leadership of the Deputy President to address water challenges in various areas in the country.

Rand Water, according to the Presidency, is the largest bulk water utility in Africa and one of the largest in the world, providing bulk potable water to more than 11 million people in Gauteng, parts of Mpumalanga, Free State and the North West.

“In our efforts to avert a water crisis in Gauteng province and other municipalities around the nation, we must have strategic engagements and collaboration with the Rand Water leadership to urgently find solutions to this pressing issue,” said the Deputy President on Wednesday.

During the engagement, the country’s second-in-command also received an update on Rand Water’s efforts aimed at ensuring the efficient provision of water to Gauteng residents.

With a global reputation for providing high-quality water, its customer base includes metropolitan municipalities, local municipalities, mines and large industries in the province and surrounding areas.

The Deputy President commended efforts by Rand Water to ensure that millions of people have access to water constantly, as this has a significant impact on the wellbeing of the society as it relates to socio-economic factors such as health, food security and general welfare.

As part of his engagement, the Deputy President also visited the Rand Water Zuikerbosch Plant in Vereeniging.

The water purification plant at Zuikerbosch Station 5A was built to ensure a sustainable water supply and meet the current and future water demands.

The water purification plant, according to his Office, is part of the water utility’s capital expenditure projects and seeks to bring more capacity to the water utility system to ensure water security.

“I am eager to collaborate closely with the Rand Water leadership to identify a preventative measure against the impending water scarcity crisis.

“It is widely recognised that water is essential for sustaining life, and ensuring access to an adequate amount of water is a basic duty outlined in the Constitution, which states that ‘Everyone has the right to have access to sufficient food and water’,” said the Deputy President.

The Deputy President was supported by Police Minister Bheki Cele, Water and Sanitation Deputy Minister David Mahlobo and Cooperative Governance Deputy Minister Parks Tau. – SAnews.gov.za

Burning of SA flag is unacceptable: President Ramaphosa

Burning of SA flag is unacceptable: President Ramaphosa

President Cyril Ramaphosa has condemned the burning of the South African flag in a political advert saying it is “treasonous”.

“The flag of our country is sacred in the life of our country. It is that flag that unites all of us. It is despicable that a political party goes and burns the symbol of our unity, the symbol of our existence as a nation. I think it is treasonous,” President Ramaphosa said.

The President’s comments follow on the Democratic Alliance’s (DA) election advert depicting the burning of the national flag.

Speaking on the sidelines of the official opening of the Department of Home Affairs’ offices in Mokopane, Limpopo, the President said those that were involved in the making of the advert should be ashamed of themselves.

“All we want is to build South Africa and unity … People died for the flag of the nation. People rally around the flag of the nation and it is about us. They are destroying that unity, that identity that we all have. It is totally unacceptable,” President Ramaphosa said.

In a media statement issued by the Presidency later in the day, the President said he believes that the depiction of the burning flag “is desperate and inciteful” and undermines the principles of democracy and unity in the midst of the national celebration of 30 Years of Freedom and the preservation of tolerance and peace in the build-up to the 29 May national and provincial elections.

“All South Africans should deplore this abuse of our national flag for party political purposes.

“Our flag is a symbol of identity, integrity and unity that we fly with a pride and consciousness that transcends party political interests.

“Our flag holds profound significance for the nation as it represents the hard-won freedoms and peace achieved through historical struggles against injustice.

“As government, we firmly defend the right to freedom of expression, with the expectation that this right be exercised with respect for all people and that it does not incite social upheaval or violence.

“To manipulate or exploit national symbols for personal or partisan gain is disrespectful and also undermines the essence of democracy and civic responsibility.

“It is our shared responsibility to ensure that our elections are free, fair and dignified.”

The President further called on all political parties and South Africans to uphold the dignity of all national symbols and to conduct themselves in ways that foster unity and progress for all.

Meanwhile, Minister of Sport, Arts and Culture Zizi Kodwa has condemned in the strongest terms the political advertisement by the DA.

The Minister said the South African flag will not be used as an instrument to sow division and hysteria.

This purpose-built offices offers all Home Affairs services in a convenient way, which includes shaded waiting areas and ample parking.

Speaking at the unveiling of the mobile offices, President Ramaphosa said these trucks are assets meant for the benefit of all people and all communities.

He said they should take pride in them and help government to care for them.

“Another way we have taken government’s services to you, the people, is by opening Home Affairs offices in hospitals for birth registrations. This has made a big difference in the rate of civil registrations and we hope it will continue to bring down the number of late registrations of births.

“These trucks are assets meant for the benefit of all people and all communities. The Department of Home Affairs will soon be unveiling a kiosk model that allows you to access services just like withdrawing money at an ATM,” he said.

In total, 100 mobile offices were unveiled and they will be distributed to other provinces.

The mobile offices will help reduce the influx of people at the department's offices. The mobile trucks will take home affairs services to people in rural areas and will ensure services are accessible during load-shedding and times of poor network connection. – SAnews.gov.za

Emergency personnel “true heroes” as 36 pulled from building site

Emergency personnel "true heroes" as 36 pulled from building site

The number of people retrieved from the collapsed five-storey building in George has risen to 36 as of Wednesday morning.

This means 39 others are currently unaccounted for, while seven people have been declared dead.

According to the Western Cape Premier, Alan Winde, the multi-disciplinary team of more than 200 emergency services personnel continues with its rescue operations at the site of the collapsed building on Victoria Street.

Seventy-five construction workers are said to have been on-site at the time of the collapse, which occurred around 2pm on Monday, 6 May 2024.

The Premier has thanked all those assisting during this tragedy.

“From the first responders who have been working tirelessly since Monday afternoon to save the lives of the trapped construction workers, to residents who turned out in their numbers to offer help in any way that they can. You all make me as your Premier of this extraordinary province humble and grateful for everything you have done and are still doing,” the Premier said after touring the site.

He said the teams on the ground are working tirelessly to rescue the remaining 39 individuals.

“I cannot express the emotions I felt yesterday when the site suddenly went completely quiet in the hope that our teams might be close to locating another survivor.”

He also took the time to express his gratitude to the Western Cape residents for stepping up when confronted with incidents of this nature.

He added that while an arduous few days still lie ahead as search and rescue efforts continue, the heart and soul that volunteers and non-government organisations (NGOs) have shown in offering support to the families of the affected construction workers has been extraordinary.

“There are so many to thank, and I know that there are countless more organisations and residents that I must still thank. Thank you to LoveGeorge, Gift of the Givers, SARZA, the Lions of George, Garden Route Food Pantry and Food Sock Meals, Neighbourhood Watches and Community Policing Forums, and all the individual residents who have helped.”

“Without us all pulling together, we would not have been able to respond to this incident in the way that we have. We must not give up hope. To all the emergency personnel assisting: you are true heroes,” he said.

Winde said his heart goes out to the families of the deceased.

“I share your pain. We will do everything we can to ensure we determine the exact cause of this incident. Every time one of those huge pieces of concrete is lifted from the site, I hope fervently for good news.”

On Monday, President Cyril Ramaphosa offered his deep condolences to the relatives and friends of the deceased.

“The President’s thoughts are with the families who have lost loved ones as well as the families of close to 50 people who are trapped in the rubble,” his statement read.

He also wished the rescue team the best as they go about their operations and said the investigations into the cause of the incident must aim to bring closure to the community and prevent a repeat of this disaster. – SAnews.gov.za

Second Adjustments Appropriation Bill, the Electoral Matters Amendment Bill signed into law

Second Adjustments Appropriation Bill, the Electoral Matters Amendment Bill signed into law

President Cyril Ramaphosa has signed into law the Second Adjustments Appropriation Bill and the Electoral Matters Amendment Bill.

In signing the two Bills, President Ramaphosa said: “In a year in which voters are presented with the greatest diversity of electoral choice, the legislation that is now enacted constitutes tangible, material support for a vibrant, competitive, open and equitable electoral system and democratic culture.”

According to the Presidency, the two Bills will expand “financial resources for South Africa’s multiparty democracy, including support for independent candidates and representatives”.

“[The] Second Adjustments Appropriation Bill…provides for a net movement of R290 million across functions and economic classifications in line with the requirements of the state.

“Furthermore, the Bill provides additional financial support to a number of departments and institutions, including R200 million to the Department of Home Affairs for the purpose of transferring the money to the Independent Electoral Commission for the Represented Political Parties Fund,” the Presidency said.

The resources in the fund are to be provided annually from the National Revenue Fund and expected to be distributed to political parties represented in both the national and provincial legislatures.

“By providing for this funding, the Second Adjustments Appropriation Bill gives effect to the provision of Section 236 of the Constitution of the Republic of South Africa, 1996, which directs that national legislation must provide for the funding of political parties participating in national and provincial legislatures on an equitable and proportional basis,” the Presidency said.

The Electoral Matters Amendment Bill, the Presidency explained, amends the Political Party Funding Act of 2018 to provide for the regulation of the private and public funding of independent candidates and independent representatives, among other provisions.

“The Bill makes consequential amendments to the Electoral Act of 1998, the Electoral Commission Act of 1996 and other relevant legislation, which arise from the introduction of independent candidates and independent representatives in the National Assembly and provincial legislature.

“In this context, the new legislation provides for independent representatives to receive funds from the Multi-Party Democracy Fund, which is also administered by the Independent Electoral Commission.

“While the Represented Political Parties Fund is resourced by the fiscus, the Multi-Party Democracy Fund aims to raise and distribute donated funds from the private sector to represented political parties. The fund will now include independent candidates,” the Presidency said. – SAnews.gov.za

President Cyril Ramaphosa condemns in the strongest terms a Democratic Alliance election advertisement which depicts the burning of the national flag.

The President believes this depiction is desperate and inciteful and undermines the principles of democracy and unity in the midst of the national celebration of 30 Years of Freedom and the preservation of tolerance and peace in the build-up to the 29 May national and provincial elections.

President Ramaphosa said: “All South Africans should deplore this abuse of our national flag for party political purposes.

President launches new Home Affairs offices in Limpopo

President launches new Home Affairs offices in Limpopo

Through the use of innovation, the Department of Home Affairs aims to offer its services at a quicker pace and closer to where people reside, says President Cyril Ramamphosa.

“The programme we are launching is called Home Affairs on Wheels, and it is going to change the provision of Home Affairs services for the better across South Africa. We don’t just want to make it easier. We want to make it faster and we want to make it cheaper.

“For many people, especially in the rural areas, travelling to reach government services can take a lot of time and be expensive,” the President said on Tuesday.

This as he officially opened the new Home Affairs offices in Mokopane, Limpopo.

“The Department of Home Affairs will soon be unveiling a kiosk model that allows you to access services just like withdrawing money at an ATM.”

President Ramaphosa said once the system is up and running, people will be able to use this walk-in kiosk to do things like applying for replacement copies of a birth, marriage or death certificate.

“You will also be able to use the kiosk to apply for a passport or a smart ID card. Another way we have taken government’s services to you, the people, is by opening Home Affairs offices in hospitals for birth registrations.

“This has made a big difference in the rate of civil registrations, and we hope it will continue to bring down the number of late registrations of births.”

Apart from the 412 Home Affairs offices in different parts of the country, the Department of Home Affairs has been able to expand the reach of services through partnerships with the banks, with shopping malls and with expanded offices like the one launched in Mokopane today.

“I call on each of you to see these new Home Affairs trucks as your own and to treat them as your own. Take pride in them and help us to care for them. These trucks are assets meant for the benefit of all people and all communities.”

He also told those at the venue that 2024 marks 30 years since South Africa attained freedom.

“With the advent of democracy, we set out on the path to restore the dignity of all South Africans. During apartheid, the regime denied black South Africans their dignity by controlling where we lived, worked and travelled.”

He added that since 1994, government has progressively built a Department of Home Affairs that is the custodian and protector of the citizens of South Africa and other people who are legally residing in South Africa.

“By recognising people’s legal identity and by providing them with the necessary documentation, the department is helping them to lead lives of dignity.

“It ensures their right to access public services and social protection. It allows them to vote, to find work, to open bank accounts and to travel beyond our borders.”

Since the dawn of democracy, government have taken important steps to ensure that civil registration is made as accessible as possible.

“The opening of the expanded Home Affairs office here in Mokopane and the introduction of these mobile offices are a great leap forward,” President Ramaphosa said.

Meanwhile, Home Affairs Minister, Dr Aaron Motsoaledi, echoed the President’s call in urging communities to look after the mobile offices as they exist to serve them.

“These are for you. They are there to serve you,” the Minister said.

Services closer to home

The launch of the new Home Affairs office and the unveiling of the mobile offices was welcomed by the locals.

Rethabile Masunke from Mahwelereng told SAnews that she is happy that she is now going to get Home Affairs services closer to where she stays.

“I am happy that now I don’t have to spend money to travel to Home Affairs offices which are far,” Masunke said.

Echoing the same sentiments, was Thabo Rabotho who said he is happy with what government has done in bringing services closer to where he stays.

“Now I just walk to Home Affairs offices and apply for whatever document I need,” he said.

According to the Department of Home Affairs, the new 100 mobile offices will extend the reach of the department’s services, especially in remote areas and that the unveiling of these mobile offices is part of Home Affairs’ Hybrid Access Model which expands services in areas where the department’s footprint is limited.

South Africa remains an “attractive investment destination” – President Ramaphosa

Location: News

South Africa remains an "attractive investment destination" - President Ramaphosa

In his weekly newsletter, President Cyril Ramaphosa says the growth of South Africa’s automotive sector is a demonstration of “the potential of South Africa as an investment destination”.

The President said 2023 was a milestone year for South Africa’s automotive sector with the sixth millionth South African built vehicle exported with new vehicle exports reaching nearly 400 000.

“These figures are significant for a number of reasons. They show that our auto sector continues to grow despite a gloomy global economic outlook and disruptions to the flow of goods between countries.

“The growth of the automotive sector also demonstrates the potential of South Africa as an investment destination. It is a good example of how committed investors, supported by government policies and programmes, can achieve good returns for their shareholders while contributing significantly to the South African economy,” President Ramaphosa said.

The President pointed out that world leading vehicle manufacturers and other companies continue to pour more investment into South Africa.

“By way of example, Volkswagen last month announced a R4 billion investment to expand its Kariega plant in the Eastern Cape in preparation for the production of a new vehicle model expected to roll off the assembly line in 2027. This investment is expected to secure the livelihoods of approximately 3500 workers and support an additional estimated 50 000 indirect jobs and opportunities.

“South Africa’s value as an investment destination extends across many other industries, as local and international companies continue to either expand their investments or undertake new investments.

“Investment is important because, among other things, it creates employment, supports the growth of emerging suppliers, generates revenue for the country, and, in doing so, supports our efforts to reduce poverty and inequality,” he said.

According to the President, a recent report by PricewaterhouseCoopers (PwC) has found that net foreign direct investment (FDI) into South Africa has been consistently positive since the global financial crisis of 2007 to 2009 – meaning more investment has come into the country than out.

“Last year, FDI inflows amounted to R96.5 billion, equivalent to 1.4 percent of our Gross Domestic Product (GDP). This supports a trend where foreign direct investment has, on average, been far greater over the last five years than over the previous decade.

“The PwC report notes that South Africa has attractive fundamentals, such as world-class financial services and communications industries, deep capital markets, abundant natural resources and a transparent legal system. Furthermore, South Africa is ‘a strategic geographical location for entry into the rest of sub-Saharan Africa’,” he said.

Addressing challenges

President Ramaphosa highlighted that although there is a “broadly positive attitude towards South Africa among investors”, more work needs to be done to ensure that the FDI as a percentage of GDP is heightened.

“That is why we continue to work to implement our policies and align regulatory and other obstacles, so that we can attract higher levels of investment. Through the auction of broadband spectrum and progress in digital migration, for example, we have greatly expanded opportunities in telecommunications.

“We have significantly reduced waiting times for water use licences and other authorisations that are so important for getting major investment projects off the ground. We are working to get rid of other forms of red tape that impede and slow down investment,” the President said.

He also acknowledged that South Africa’s electricity problems remain a “major challenge to our people and the economy at large” and issues at ports and rail are being addressed.

“Through our Energy Action Plan, we have made much progress in dealing with the country’s electricity crisis. We have seen an improvement in the performance of Eskom’s power stations and substantial investment in new generation capacity. This has contributed to a sustained decrease in the severity of load shedding.

“The work we are doing with business, labour and other social partners in improving the efficiency of our ports and rail infrastructure is also starting to bear fruit. Further progress in these areas will increase the country’s competitiveness and attractiveness as an investment destination,” the President said.

The President assured that government will continue in its path towards economic recovery.

“We will continue to build on the gains that we have made towards creating an enabling business and investment climate that promotes economic growth and creates jobs.

“It is only through attracting higher levels of investment, both foreign and domestic, that a swift, sustainable economic recovery can be assured,” President Ramaphosa said. – SAnews.gov.za
