The Presidency announces recipients of National Orders

The Chancellor of the National Orders, Director-General in the Presidency, Phindile Baleni, has announced the recipients of National Orders.

On Tuesday, Baleni made public the names of South Africans and foreign nationals, who will be awarded National Orders at a prestigious ceremony on 30 April 2024.

The National Orders are the highest awards that South Africa, through the President, bestows on citizens and well-known foreign nationals, who have contributed towards the advancement of democracy and who have significantly impacted the lives of South Africans.

The awards also recognise the contributions made by individuals who contributed and continue to contribute to building a non-racial, non-sexist, democratic and prosperous South Africa, as envisaged in the Constitution.

President Cyril Ramaphosa will bestow on deserving recipients the Order of Mendi for Bravery, the Order of Ikhamanga, the Order of the Baobab, the Order of Luthuli, the Order of Mapungubwe, and the Order of the Companions of OR Tambo.

President Ramaphosa sets sights on five million EPWP jobs in next five years

President Ramaphosa sets sights on five million EPWP jobs in next five years

President Cyril Ramaphosa believes that the Expanded Public Works Programme (EPWP) remains a critical policy instrument to tackle unemployment and reduce poverty as government grapples with high levels of joblessness.

The President has since pledged on behalf of government to improve the EPWP and to deliver five million work opportunities in the next five years.

President Ramaphosa was speaking on Tuesday at the 20-Year celebration of the EPWP and launch of Phase 5 of the programme in Buffalo City Municipality, Eastern Cape.

The President painted the EPWP as a success story that has empowered communities to address local needs and build resilience.

The country’s commander-in-chief said since 2004, the programme has created more than 14 million work opportunities across the EPWP sectors, with more than 300 public bodies across all spheres of government and non-profit organisations (NGOs) as implementing agents.

WATCH |

“The EPWP is changing lives and transforming communities, and the evidence is there for all to see,” President Ramaphosa told the crowd.

Through the EPWP infrastructure projects, President Ramaphosa said Welisizwe Rural Bridges are constructed and maintained to create better access to markets, schools and clinics.

Beneficiaries include those cleaning streets and beaches, and those involved in Early Childhood Development (ECD), community home-based care, school feeding and community crime prevention.

According to the President, some of the beneficiaries have gone on to be trained as emergency response personnel in the South African Police (SAPS) and even qualified as pilots.

While there are many achievements, President Ramaphosa urged government to use the 20-year milestone as a springboard for even greater achievements in the years to come.

“We must build not only on lessons from the EPWP but also from the Presidential Employment Stimulus, which has, over the last few years, demonstrated that public employment can go to significantly greater levels of scale.”

However, he acknowledged that the quality of work experience and service delivered to the communities needed to be improved.

According to the President, government also needs to mobilise the nation behind a revitalised portfolio of public employment programmes.

This, he said, will include urgent service delivery priorities such as road upgrading through pothole patching and block paving, and infrastructure maintenance.

The President is of the view that public employment can also assist in tackling social challenges, such as gender-based violence (GBV) and substance abuse.

The programme will also support tackling clean energy installation and catchment management to improve water quality and limit the risks of floods.

President Ramaphosa said it could also help in the digitisation of public records and give young people a first step into this growing sector of the economy.

Deepening youth participation

The President believes that the EPWP Phase 5 will rise to the challenge by increasing youth participation and strengthening skills development.

“As we enter this new phase, we must reiterate that there can be no space for corruption, nepotism or favouritism. Effective and fair recruitment practices must be applied.”

He called on social partners and the private sector to work with the State during Phase 5 to lend a hand in creating jobs and work opportunities for South Africa’s youth, women and people with disabilities.

“Working together through public and social employment programmes and by providing support for small enterprises and cooperatives, we can create more jobs at a much faster pace while improving the delivery of basic services.”

The President has vowed to continue to expand public employment through the EPWP, the Presidential Employment Stimulus, the National Youth Service, and others.

In addition, he stated that government will assist civil society organisations that are creating work opportunities.

The Head of State also promised to back entrepreneurship and job creation by increasing support for small enterprises and cooperatives in townships and villages.

“We will continue to prioritise young people in public employment programmes, in work-based learning programmes, in artisan training and entrepreneurship programmes.”

He assured the young South African men and women that government will not leave them behind.

“We are determined to reach you, one and all, to help you and to support you. This is the promise of democracy and freedom,” he said. – SAnews.gov.za

Worker share ownership schemes important to economic transformation

Worker share ownership schemes important to economic transformation

President Cyril Ramaphosa says giving workers a seat at the table where strategic corporate decisions are made fosters good morale and innovation and also builds a resilient economy.

The President said this when he delivered the keynote address at the inaugural Worker Share Ownership Conference held in Johannesburg on Tuesday.

The conference serves as a platform for advocacy for Employee Share Ownership Plans in private companies.

“This conference is an opportunity for meaningful dialogue among a diverse array of participants, including trustees, CEOs, labour and business representatives, and company chairs. It is an opportunity to develop a model of worker ownership that can serve the needs of our economy.

“When workers participate as owners, the workers also develop a deeper understanding of the challenges and opportunities that face their own companies, enabling more fruitful partnerships to unlock opportunities for growth, investment and job creation.

“This is a paradigm shift, which aims to empower workers not only as wage earners but also as partners, as stakeholders with ownership in capital,” he said.

President Ramaphosa added that beyond social justice “worker ownership initiatives make sound business and economic sense”.

“They are key to building a more resilient economy whose benefits flow equitably through society. Worker share ownership initiatives boost morale and productivity.

“Workers who feel valued and respected by their employers are more likely to contribute ideas for improving processes, products and services. It is human nature that one is more inclined to contribute one’s best efforts when one has a vested interest in the success of that particular venture,” he said.

Economic transformation

The President emphasised that government has done much to improve transformation of the economy following devastating apartheid legislation which deliberately excluded black South Africans from “participating meaningfully in the economy of their own country”.

The democratic government has done this through enacting laws in competition to bolster small and medium-sized enterprises, introducing labour legislation to ensure decent working conditions and the promulgation of the Broad-Based Black Economic Empowerment (BBBEE) Act.

“Yet, despite the measures of successive democratic administrations that we have introduced to transform patterns of ownership in the economy, we still have much more to do.

“This is therefore a good time to collectively assess the impact of the enabling legislative environment to examine the learnings over the past two decades. A vital measure of economic empowerment is the extent to which ownership and control of the economy is broadened, particularly among black and women South Africans.

“Worker [share] ownership schemes are valuable instruments to broaden ownership and, with time, to enable greater control of the economy. Also known as Employee Share Ownership Programmes, these schemes are underpinned…by the [BBBEE] Act, together with the Competition Act, the Companies Act and the various number of others,” he said.

Shared commitment

The President highlighted that government plays an important role in providing guidance on the design and implementation of these programmes through the Department of Trade, Industry and Competition and also provides catalytic funding through the Industrial Development Corporation, the National Empowerment Fund and others.

He added, however, that a shared “commitment to economic transformation” is imperative.

“It is vital that we harness the spirit of partnership as we chart the course for the future of these programmes and for an even better, more sustainable worker shareholder regime.

“By championing worker ownership, we are building a future where every employee has a stake in the success of their company. Together, we are paving the way for a more equitable and prosperous society in which no-one is left behind,” President Ramaphosa said. – SAnews.gov.za

South Africa will support efforts to rebuild and consolidate democracy in Africa

President Cyril Ramaphosa says South Africa is proud of its ongoing support for the efforts of fellow African countries to emerge from conflict to rebuild and consolidate democracy.

The President returned from a working visit to South Sudan last week.

READ | SA supports efforts for consolidating peace in South Sudan

The northeast African country has emerged from the ravages of civil war to become one of the world’s newest independent nations – a feat that President Ramaphosa said is much akin to South Africa’s own journey.

“Much like our own experience as South Africa, the people of South Sudan were faced with the task of constructing a new nation in the midst of conflict and social divisions, all the while contending with a legacy of racial discrimination and oppression.

“The South Sudanese set out to do so in the face of the most extraordinary, challenges. The incoming government of the newly independent country of South Sudan had to build an economy and institutional capacity from the ashes of their sad past,” he said.

WATCH |

The President recalled that when internal conflict broke out in South Sudan, South Africa joined the ranks for peace efforts.

These efforts, in part, resulted in the 2018 signing of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan, which still holds to date.

“It is admirable that the permanent ceasefire continues to hold and that the parties to the agreement have honoured their commitment to end armed conflict and engender national security by seeking to form a united national defence force through the cantonment and training of former combatants.

“This political and legal framework that is being implemented outlines the aspirations of the people of South Sudan to bring a permanent end to armed conflict, consolidate democracy and determine their collective destiny. Included in the agreement are commitments to adopt a permanent constitution and create unified security services,” President Ramaphosa said.

Upcoming elections

President Ramaphosa emphasised that South Sudan now stands at a “crucial point in its journey towards consolidating democracy” with elections expected to be held this year in that country.

“Parties are hard at work to ensure that the necessary preconditions are in place for the holding of elections that are free, fair and credible,” he said.

The President explained that during the working visit to South Sudan, he met with President Salva Kiir Mayardit, First Vice-President Riek Machar and other South Sudanese political leaders.

“I also met with representatives of the African Union (AU), monitoring bodies and international development organisations. I was glad to see the progress that has been made in the run-up to the elections, including the establishment of a national elections commission and the registration of political parties.

“What is pleasing is that the South Sudanese are working together to address the outstanding issues on the agreed Roadmap as the country advances towards elections. This proves that the adage, 'African solutions for African problems', is truly at work in South Sudan. The best we can all do is to encourage and support the process,” he said.

The President insisted that the African continent and the international community “owe it to a people, who have suffered so much and for so long, to support South Sudan’s journey towards becoming a fully-fledged democracy”.

“Thirty years since we attained our freedom, we are proud of our ongoing support for the efforts of fellow African countries to emerge from conflict to rebuild and consolidate democracy.

“Despite the ravages of a bitter war, South Sudan was remarkably able to emerge and join the community of nations.

“With the ongoing political and material support of the international community, the United Nations, the AU and other countries supporting the peace process, stability, prosperity and a sustainable peace in South Sudan are well within reach,” President Ramaphosa said.

Upper uMkhomazi Water Project a catalyst for KZN water security

Upper uMkhomazi Water Project a catalyst for KZN water security

The signing of offtake agreements this week has signified the start of phase one of the much-awaited R28 billion Upper uMkhomazi Water Project.

The project is expected to be a catalyst to water security and vibrant economic activity in the eThekwini area and surrounding districts.

Water and Sanitation Minister Senzo Mchunu, joined by Deputy Minister David Mahlobo, lead the signing of joint offtake agreements with the Trans-Caledon Tunnel Authority (TCTA), uMngeni-uThukela Water Board and six KwaZulu-Natal municipalities during a ceremony at Deepsdale in Bulwer on Friday.

The project consists of the construction of an 81 metre high dam at Smithfield on the uMkhomazi River with a gross storage capacity of 251 million m3, as well as a 33 kilometre and 3.5 metre diameter tunnel from Smithfield Dam to the uMlaza River Valley, and a 5.1 kilometre and 2.6 metre diameter gravity bulk pipeline connecting the tunnel to the Baynesfield Water Treatment Works.

Upon its completion, the project is set to increase the amount of raw water in the uMgeni Water System yield by 55%, from 394 to 608 million cubic metres (or kilolitres) per annum.

The TCTA will implement the raw water component of project and uMngeni-uThukela will implement the bulk water treatment component for distribution to the identified six water services authorities.

Speaking at the event attended by various Mayors in the area, Mchunu noted the project has seen delays but they are excited at the commencement of the project.

The Minister said the department is hard at work with other projects within the province to address the water challenges.

“We are here to do a number of things, we visited the site where the Upper uMkhomazi Dam will be built [because] we wanted to see the actual site [and] we are delighted that we managed to view the site.

“The next thing is to allow TCTA to provide a road map about the actual construction of the dam and the timeframes regarding commencement and completion dates,” Mchunu said.

Mahlobo highlighted that the projects that are currently being implemented by the department, working together with entities and municipalities, are a response to an instruction from President Cyril Ramaphosa.

He said President Ramaphosa has put the Economic Reconstruction Recovery Plan at the centre of renewing the country.

“Water is one of the infrastructures that has become an impediment around the issue of economic growth, hence we are pushing major bulk water infrastructure projects to ensure that we do not run out of water,” Mahlobo said. – SAnews.gov.za

President Ramaphosa mourns passing of Dr Ernest Pheko

President Cyril Ramaphosa has expressed his deep sadness at the passing of liberation struggle veteran and former Pan Africanist Congress (PAC) President, Dr Ernest “Motsoko” Pheko.

Dr Pheko, aged 94, passed away on Friday.

He was a lawyer, author of 30 books, theologian, academic and historian.

According to a statement by the Presidency, President Ramaphosa has offered his condolences to the family, comrades and associates, both nationally and internationally, of Dr Pheko who formerly served as the PAC Representative to the United Nations and as a Member of Parliament during his distinguished political career.

“With the passing of Motsoko Pheko, we are grateful for the extended lifetime during which this son of Lesotho became a champion of our liberation struggle and fought for the rights of dispossessed and landless people who had endured colonialism and apartheid.

“His diverse qualifications and interests made Motsoko Pheko an invaluable contributor to human development and the intellectual heritage of our nation and that of our continent whose causes and accomplishments were uppermost in his consciousness and activism,” President Ramaphosa said.

As South Africa observes 30 years of freedom, the President said: “We honour all individuals and political traditions who brought about the dispensation in which we live today and to whom we remain indebted.”

“May Motsoko Pheko rest in peace,” President Ramaphosa said. – SAnews.gov.za

SA supports efforts for consolidating peace in South Sudan

SA supports efforts for consolidating peace in South Sudan

The South African government will continue to support the government and people of South Sudan as their country works towards “consolidating peace, democracy and development”.

This according to Minister of International Relations and Cooperation, Dr Naledi Pandor, who was delivering remarks on behalf of President Cyril Ramaphosa during his working visit to the Northeast African country.

“We are here to express our support to the leadership and people of South Sudan on the ongoing efforts to consolidate peace, democracy and development, at this critical moment of the country’s history,” Pandor said.

The Minister commended South Sudan on the “historic” Revitalised Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS) which was signed in 2018 – bringing an end to conflict in that country which “almost derailed the prospects of building a stable, peaceful and prosperous country”.

“It has been five years since this peace agreement was signed. We are encouraged by the progress achieved thus far. The ceasefire agreement is holding and threats to the country’s peace and stability have been reduced. We believe that with the ongoing work in the establishment of the unified security forces for the country, the security situation will further improve.

“We are encouraged that the parties remain committed to the Revitalised Agreement as the most viable vehicle to address the root causes of the conflict and building sustainable peace in South Sudan,” Pandor said.

Upcoming elections

South Sudan is expected to hold national elections following a transitional period.

Ahead of this, the country’s National Elections Commission, Political Parties Council and the National Constitution Review Commission have been reconstituted.

Pandor said the elections will be a key moment for South Sudan.

“The people of South Sudan are eagerly waiting for the general elections which will bring the end of the transitional period. These elections will be a watershed moment in the country’s transition to democracy.

“I understand that parties are engaged in a dialogue in order to agree on the necessary conditions for the holding of credible elections. This will require addressing the outstanding provisions of the Revitalised Agreement such as the adoption of the permanent constitution and the security arrangements.

“Lasting peace, stability and development will depend on how the collective leadership navigate the challenging times ahead. The Revitalised Agreement is a very comprehensive commitment on how to take the country forward and the Parties to it must be applauded. Progress in the implementation of the provisions of the R-ARCSS is laudable. However, more work is still outstanding,” she said.

The Minister added that South Africa offers its support for the country.

“[We] are hopeful that the parties will continue to dialogue and find consensus on outstanding issues of the implementation of the Revitalised Agreement so that the people of South Sudan can look forward to a peaceful and democratic end to the transitional period.

“On behalf of my government and people of South Africa, we reiterate our commitment to support the South Sudanese as they go through the transitional period.

“We will provide every support possible within our means to ensure a democratic and peaceful end to the transitional period,” Pandor concluded. – SAnews.gov.za

Nxesi calls on all spheres of government to work together to fight unemployment

Nxesi calls on all spheres of government to work together to fight unemployment

Employment and Labour Minister, Thulas Nxesi, says government spheres must do away with a “silos mentality” as it prevents service delivery programmes from reaching ordinary citizens.

In an effort to eradicate unemployment in South Africa, particularly among the youth, Nxesi engaged several potential employers and work-seekers at the Saldanha and Vredenburg areas in the Western Cape on Thursday.

The Department of Employment and Labour is hosting a two-day jobs fair and service delivery initiative, where Nxesi has paid a visit to work-seekers at the local Vredenburg Sports Ground.

The two-day event commenced with an Employer Breakfast Session where the Minister led discussions on labour market issues and addressing unemployment in the province.

Nxesi said unemployment and employment have nothing to do with politics.

“I want to repeat this, employment or no employment knows no politics. It is a crisis facing our young people. Therefore, when we deal with the issue of unemployment, we must know that we are dealing with a crisis, which is facing our young people.

“And we are saying, we are interacting with all the Premiers, but our intention is very simple because the Premiers have the authority to talk with their departments and their municipalities. At the end of the day, if we want these programmes to be relevant they must come to the district and local municipalities and that is our logic,” he said.

He is of the view that the problem with the state is not allowing each sphere of government to conduct programmes in provincial, district and local government.

“The District Development Model (DDM) says we must come down to the people to talk with them. The President said he wants integration and coordination of all the programmes between national and all spheres of government.

“We should do away with the silos. The problem with government is silo mentality and territorial,” he added.

The department and the Minister have since embarked on the initiative to provide a platform for employers to share information, engage with stakeholders and develop partnerships.

The jobs fair initiative is championed by the department’s Public Employment Services (PES) branch and seeks to create opportunities for work seekers and provide a platform to interact with prospective employers.

“These efforts should be understood against President [Cyril] Ramaphosa’s 2019 Budget Speech in which he committed government to the roll-out of a new integrated district-based approach – popularly known as the DDM tailored to promote and support local businesses and local communities.”

Nxesi raised concerns about the unemployment rate on the West Coast, which he said was “alarmingly high”.

“In an attempt to mitigate this, the department has considered the Jobs and Careers Fair as a useful platform where the unemployed, especially the youth, can meet with prospective employers from different sectors to access both jobs and learning opportunities,” said the Minister.

The inter-departmental jobs fair involves the Departments of Small Business Development and Higher Education, Science and Innovation.

The session also provides a platform where people can get access to career information and employment counselling; registration of work-seekers and exhibitions by various departments; registration of vacancies and or recruit work-seekers on the Employment System of South Africa. – SAnews.gov.za

President Ramaphosa to address Worker Share Ownership Conference

Location: News

President Ramaphosa to address Worker Share Ownership Conference

President Cyril Ramaphosa is expected to address the inaugural Worker Share Ownership Conference to be held in Johannesburg on Tuesday.

In a statement on Thursday, the Presidency said the conference will serve as a platform for “advocacy for Employee Share Ownership Plans” (ESOPs).

“ESOPs gained prominence in South Africa in the late 1980s, notably with schemes introduced by Anglo-American and De Beers. This initiative was fueled by the Broad-Based Black Economic Empowerment Act (B-BBEE Act) of 2003 and subsequent amendments, which mandated companies to adopt broad-based ownership schemes, including ESOPs.

“The event will evaluate the regulatory environment and discuss strategies to advance it further. Additionally, it will examine the impact, challenges, and opportunities associated with worker ownership.

“The inaugural conference will facilitate dialogue among trustees, CEOs, labour and business representatives, and company chairs. It aims to foster collaboration and integrate ESOPs into South Africa's economic landscape,” the statement read. – SAnews.gov.za

The municipality, organised labour, and the business community expressed their commitment to leverage their expertise to support turnaround strategies across the identified focal areas.

“The Working Group represents an intergovernmental collaborative approach to addressing challenges in local government and will include active participation from all levels of government, the private sector, state owned enterprises, organised labour, and civil society,” the Presidency said in a statement.

Play your part to consolidate democracy

President Cyril Ramaphosa has called on citizens, political parties and civil society to work together to ensure that this year’s election is a “success in our ongoing journey of democratic consolidation”.

The President was addressing the nation through his weekly newsletter.

The 2024 National and Provincial Elections are expected to be held on 29 May this year.

“It is up to us all, whether as government, political parties, candidates, voters, the media or civil society organisations, to play our part by ensuring that our actions and words inspire faith in our democracy. We must continue to work together to ensure that nothing undermines the integrity of our elections.

“Above all, it is up to us all to ensure that this hard-won right to vote, for which so many sacrificed so much, is exercised by every eligible citizen in a climate free of intimidation and all forms of violence,” President Ramaphosa said.

This year’s elections will be the seventh held since the dawn of democracy 30 years ago.

As highlighted by the President, the country’s electoral processes together with the rights enjoyed by citizens and political parties to organise, campaign and contest, “are among the greatest strengths of our constitutional order”.

Valuable rights

President Ramaphosa reminded South Africans that in this country, politicians are free to contest and media freedom to report is guaranteed with the courts administering justice “without fear or favour, including an Electoral Court that oversees the work of the Independent Electoral Commission [IEC] and the conduct of elections”.

“As the country counts down to the election, the vibrant and robust campaigning that is taking place reflects how South Africa’s politics continues to evolve and mature. It is also a reflection of the many different views in our society and the variety of choices that voters have.

“In a democracy such as ours, we should not be worried about differences, even when sharply expressed. That is because the vast majority of South Africans value and respect the democratic process. They have faith in the rule of law and know that any disputes can be resolved through the courts and other legal avenues.

“Over the past 30 years we have held elections that are not only free and fair, but also peaceful and free of intimidation. Dire predictions of South Africa ‘regressing into violence’ or ‘democratic backsliding’ that regrettably remain a common feature of some reportage and analysis have been proven wrong time and again,” he said.

The South African voter

President Ramaphosa said that according to research, most South Africans “recognise the importance of their vote and believe they have a duty to vote” with the IEC commissioned research finding that some 57% of South Africans having expressed belief that voting is their duty.

“While youth apathy is often cited as a problem in our country, some 55% of 18-24 year olds saw it as their duty to vote. It is significant that young people accounted for over 78% of new voter registrations last year. The IEC research also found that the majority of respondents agreed that democracy is preferable to other kinds of government.

“Despite its many challenges, our democracy is in good health. Even as political and other forms of contestation continue in the run-up to this year’s polls, they are taking place under the broad umbrella of a constitutional order characterised by fundamental freedoms and human rights,” President Ramaphosa said. – SAnews.gov.za

President Ramaphosa expected to visit Uganda, South Sudan

President Ramaphosa expected to visit Uganda, South Sudan

President Cyril Ramaphosa is expected to undertake a Working Visit to the Republic of Uganda to meet with President Yoweri Museveni.

In a statement, the Presidency said the two leaders are expected to discuss security in that region of Africa “including the situation in the Eastern Democratic Republic of Congo”.

Following that visit, President Ramaphosa is expected to visit the Republic of South Sudan in order to strengthen bilateral relations between the two countries.

“The President will also use the visit to receive a detailed briefing from President Salva Kiir Mayardit, and all other stakeholders, on the status of implementation of the Revitalised Agreement on the Resolution of Conflict in the Republic of South Sudan [R-ARCSS] which was signed on 12 September 2018,” the statement read.

The agreement comes to an end in February next year and elections must be held in December this year.

“It is in this context that President Ramaphosa has designated Deputy President Paul Mashatile, as his Special Envoy, to provide practical and political support to the parties to the R-ARCSS and the Revitalised Transitional Government of National Unity [R-TGoNU], towards achieving the measures set to achieve a democratic and peaceful end to the transitional period.

“To this end, Deputy President Mashatile has visited South Sudan and based on his engagements with stakeholders, recommended a follow-up visit by President Ramaphosa. South Africa has always been walking with South Sudan on its path to reconstruction and development since the dawn of independence in 2011.

“South Africa has participated in various conflict resolution and mediation mechanisms, State building, capacity building of State institutions and programmes for post-conflict reconstruction and development,” the Presidency statement said.

Official bilateral relations between South Sudan and South Africa were signed into establishment in September 2012 and are conducted through the General Cooperation Agreement.

“South Africa is also the Chair of the African Union High-Level Ad-hoc Committee for South Sudan (also known as C5), which has been mandated by the African Union to support South Sudan in its transitional process.

“South Africa enjoys cordial bilateral relations with South Sudan and the two countries have a long-standing historical relationship that pre-dates South Sudan’s independence on 9 July 2011,” the statement read. – SAnews.gov.za
