Expansion project to address DNA backlogs

Expansion project to address DNA backlogs

President Cyril Ramaphosa on Thursday commended the South African Police Service (SAPS) for their hard work and commitment to addressing backlogs in the analysis of DNA retrieved from crime scenes.

This, after the President Ramaphosa officially opened the DNA expansion project at the Forensic Science Laboratory at the Eben Donges Building in Gqeberha in the Eastern Cape.

With the new and enhanced capacity in the Eastern Cape Forensic Science Laboratory, police can expect faster turnaround times, especially with respect to the investigation of gender-based violence and femicide (GBVF) cases.

“The improved forensic capabilities should expedite investigations and help our police build strong cases with solid evidence to enable the successful conviction of perpetrators,” he said.

He added that people who commit crimes against women and children have no place in society.

“We depend on this and other forensic science laboratories across the country to make sure that these criminals are put [in] prison and remain there.

“It is impressive that the construction of this upgraded facility, which started during the COVID-19 pandemic in 2021, was completed at six months ahead of the projected completion time and below budget,” President Ramaphosa said.

President Ramaphosa used the occasion to commend and appreciate all women in the integrated security and law enforcement agencies across all the ranks.

“It is these women who continue to make significant strides in what was previously considered to be male-dominated environments.

“Women are increasingly present in national intervention units, special task forces, bomb disposal units, tactical response teams, search and rescue teams, flying squads and highway patrol units.

“More and more women are becoming pilots and airborne law enforcement officers; forensic, ballistic and DNA analysts; and crime scene reconstruction experts,” President Ramaphosa said.

President Ramaphosa said there should no longer be any area of police and security work that is closed to women and no area where they are not able to excel.

“Let me commend the Ministry of Police and the management of the SAPS, and all the heads of other law enforcement agencies, for ensuring that the goal of gender equality in the workplace is closer to becoming a reality.

“Let me also recognise and commend efforts by other departments like the SANDF, Correctional Services, metros and traffic police who are also working to make sure that women have equal opportunities for career advancement.

“We appreciate the struggles of women over the generations that laid the foundation for these accomplishments. We welcome this kind of integration of multiple forces and capabilities led by women in the security and law enforcement space,” President Ramaphosa said. – SAnews.gov.za

Building fire tragedy ‘a very difficult lesson’ that must not be repeated: President Ramaphosa

Building fire tragedy 'a very difficult lesson' that must not be repeated: President Ramaphosa

The building fire which claimed the lives of at least 74 people in Johannesburg should serve as a “wake up call” for the urgent need to resolve housing challenges in the inner city, according to President Cyril Ramaphosa.

He was addressing the media at the site of the building – called the Usindiso Building – on Thursday evening.

“We are very saddened as government about the passing of so many people here in Johannesburg. This is unprecedented. Johannesburg has never had an incident like this where so many people die as a result of a fire in the centre of the city. This is tragic, this is very sad and I want to pass my condolences and that of the government to the families of those who have passed on and those who are still in hospital.

“We’ve got to [get] to the bottom of what caused this fire. It’s a wake-up call for us to begin to address the situation of housing in the inner city that a building like this…once the lease had expired, it was then hijacked and we need to get on top of this and find effective ways of dealing with problems of accommodation of housing and services in the inner city,” he said.

Swift response

President Ramaphosa said the emergency and social response in the aftermath of the report of the fire in the early hours of Thursday morning was in line with expectations.

He said this demonstrates that the “determination to care for the people of South Africa is…a top priority”.

“I’m told that as soon as the fire was reported at 1:19 in the morning, in ten minutes the firefighters were here. That is a real good and quick response which we must recognise on the part of the province, the city, that they have been ready for calamities and events like this. A response of 10 minutes when such a devastating fire is something that needs to be recognised.

“The sad part is that much as they fought the fire, they were not able to save everyone and some people were saved…but it’s said that we have lost up to 74 people and some of them children who must have died very tragically and this is the type of death that we never wish on anyone.

“The ministers, the MECs and the province and the city are working now full out to make sure that those who need assistance from accommodation to trauma counselling to hospitalisation are being looked after,” he said.

Rooting out criminality

The President addressed the fact that the Usindiso Building belongs to the City of Johannesburg but was hijacked by “criminal elements” who prey on those in desperate need for accommodation.

“The lesson for us is that we’ve got to address this problem and root out those criminal elements because it is these types of buildings that are taken over by criminals who then levy rent on vulnerable people and families who need and want accommodation in the inner city.

“There needs to be law and order in the inner city. The initiatives that we are embarking on through our security forces…one of those, working with the city and with the province, we are going to ensure that we root out all criminal elements and restore the livelihoods of people who live in the city,” he said.

President Ramaphosa emphasised that when dealing with buildings such as the Usindiso Building, government must carefully balance the constitutionally mandated right to housing with dealing with criminality.

“We are not standing here to shift blame and to pass blame on anyone. And if anything, we are all responsible for the calamity that has occurred and we need to take it in [our] stride and say, yes this should never have happened, yes we should be learning a lesson and sometimes these are very difficult lessons that have been sparked off by loss of life.

“But nonetheless, this is a lesson and yes, I repeat, a wake-up call because we don’t want to see a repeat of what has happened here. So therefore, we need to look at…the regulations, the laws and everything.

“We have achieved a great deal. Our constitutional construct has given all of us a right that we’ve always yearned for. But we’ve always found that we go through a number of processes as we try to do the right thing. At the same time, there’s either too many delays, too many detours that then make it difficult for us to do the right thing at the right time,” he said. – SAnews.gov.za

Committee Receives Briefing from Department on Restructuring of Eskom and its First Quarter Performance

The Portfolio Committee on Public Enterprises received briefings from the Department of Public Enterprises on its first quarter performance report for the 2023/24 financial year, and on progress regarding Eskom restructuring yesterday.

Briefing the committee, the Acting Director-General of the department, Ms Jacky Molisane, informed the committee that the department has drafted the National State-owned Companies Bill, which is currently undergoing consultations. She said a draft business case for the proposed holding company has been prepared for consultation.

The committee heard that following broad consultation on the Eskom Debt Relief Bill, it was passed by National Assembly and sent to the National Council of Provinces (NCOP) for concurrence in May 2023, where it was passed on 21 June 2023. The Bill was sent to the President for assent and it was assented into law on 5 July 2023 (Act 7 of 2023). The committee also heard that the National Treasury is finalising the strategic conditions of compliance for Eskom to enable the conversion of the loan into equity.

Regarding the three Eskom companies that were separated and operationalised, Ms Molisane said that the National Transmission Company South Africa (NTCSA) was established, it was registered and incorporated as a wholly owned subsidiary of Eskom. Ms Molisane told the committee that application of approval for the revised transmission licence was submitted to the National Energy Regulator of South Africa (NERSA) in September 2022.

On 27 July 2023, the NERSA approved the licence of the NTCSA to operate the transmission system (excluding the Trading and the Import/Export applications) within the national boundaries of the Republic of South Africa. NERSA stated that trading and the import/export applications will require further consideration before being submitted to NERSA's electricity subcommittee.

The committee was concerned about the department's delayed processing of the SOC Bill. The committee also questioned the need for Eskom to be unbundled into three companies, including one for distribution, without considering municipalities for distribution. The committee stressed that the municipalities should have full control of the distribution of electricity in communities within their jurisdiction.

The committee indicated that Eskom supplies electricity to the entire country, converting debt to equity. It said Eskom is not generating revenue, which has a direct impact on Eskom's liquidity, hence the government must intervene all the time.

On Transnet, the committee was of the view that Transnet has made progress in creating space for the private sector to participate, but questioned why the private sector would invest in an unprofitable business and what this says about job security for Transnet employees.

On the issue of the closure of the department, which was announced by President Cyril Ramaphosa when he delivered the 2023 State of the Nation Address, Ms Molisane said they are awaiting promulgation by the President. The department will start the process of closure after that.

The Deputy Minister of the department, Mr Obed Bapela, who led the department during presentations, said: “The DG and the team are engaging officials in that the department is coming to an end, the matter of officials. The process is under way to discuss a way forward, which also includes organised labour.”

Lamola tables NPA Amendment Bill for anti-corruption efforts

The Minister of Justice and Correctional Services, Ronald Lamola (MP), has tabled the National Prosecuting Authority Amendment Bill in parliament after receiving approval from the cabinet on 14 August 2023. The bill was approved subject to a technical amendment on other ad hoc investigative directorates in the future, in line with the cabinet's direction.

President Ramaphosa's pronouncement in the State of the Nation Address will be realized once the parliament passes the amendment, making the Investigative Directorate Against Corruption a permanent feature of our anti-corruption law enforcement efforts. This move is aimed at ensuring the effective implementation of the recommendations of the State Capture Commission.

The Investigative Directorate Against Corruption investigates corruption-related crimes uncovered by the commission and the commissions of the South African Revenue Service and Public Investment Corporation.

Adopting a prosecution-led investigation model is the most effective way to prosecute crimes like corruption, as demonstrated by international best practices. This bill will allow the NPA to apply the experience gained from South Africa's efforts to tackle high-level corruption, said Lamola.

The bill is a significant step towards enhancing the NPA's independence and ability to prosecute high-level crimes. It creates a specialized entity within the NPA, staffed with trained individuals who enjoy the requisite level of independence, resources, and security of tenure to tackle corruption head-on.

Over the last four years, the Investigative Directorate against corruption has enrolled 34 matters, with 203 accused. During the 2022-23 financial year, it enrolled 18 new matters and authorized 13 new investigations, totalling 97 matters authorized over the previous four years. The Directorate has also contributed significantly to the recovery of R2.5 billion, which was paid into the Criminal Asset Recovery Account.

Overall, this bill is a crucial step in strengthening South Africa's anti-corruption efforts and ensuring that those who engage in corrupt practices are held accountable for their actions.

Mashatile holds fruitful discussion with South Sudan counterpart

Deputy President Paul Mashatile said he had a fruitful discussion on Tuesday with South Sudan’s First Vice President and leader of South Sudan People’s Liberation Movement-in Opposition, Dr Riek Machar.

“I just completed a very fruitful discussion with Vice President, Dr Riek Machar, where we discussed a number of important issues that will allow South Sudan to move forward in the implementation of the Revitalised Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS),” he said.

Machar received Deputy President Mashatile and his accompanying delegation yesterday.

The Deputy President is in South Sudan on behalf of President Cyril Ramaphosa, as a Special Envoy to track the implementation of R-ARCSS and to assist in resolving the challenges that may hinder free and fair elections at the end of the transitional period.

The Deputy President noted some of the concerns raised by the Vice President, among others, the issues of refugees and the country’s permanent Constitution.

“We’ve agreed that we will look into the issues that they have raised. But a commitment to move forward to complete the peace process and have the election is agreed to… The Vice President is committed to ensuring that we achieve this within the timeframes that have been agreed upon, which is February 2025 to have the election.”

However, according to South Africa’s second-in-command, there is a need for the country to assist South Sudan in resolving some of those challenges.

“I will be meeting with the President to further discuss the issues. But, I’m very confident that with the kind of discussions we had, we will be able to resolve most of the issues and able to complete the peace process and have a successful and free and fair elections within the timeframe.”

Meanwhile, the Acting Press Secretary in the Office of the First Vice President, Puok Both Baluang, said the two leaders discussed bilateral relations, the progress and challenges facing the implementation of the revitalised agreement.

The leaders also touched on strengthening economic cooperation between the two sisterly countries.

“Dr Machar expressed that the meeting was a significant opportunity for both countries to enhance their friendship.

“He noted that South Sudan and South Africa share common values and principles, and he looks forward to the two nations’ relationship and collaboration growing.”

Baluang said Vice President Machar also briefed the visiting delegation on the progress and challenges of the R-ARCSS and the prerequisites for conducting free, fair and credible elections in South Sudan.

“He also assured them of his commitment to continue working for the full implementation of the agreement.”

The task of the Special Envoy is to help the parties to the Transitional Government of National Unity in South Sudan with the implementation of the R-ARCSS.

The power-sharing agreement was signed between the warring parties in August 2018 in a bid to end the five-year civil war.

The Deputy President of South Africa expressed gratitude and admiration on behalf of himself and his delegation for the warm welcome they received in South Sudan and for the cordial ties that exist between the two nations. – SAnews.gov.za

President Ramaphosa meets with SOE chairpersons and CEOs

President Ramaphosa meets with SOE chairpersons and CEOs

Implementing reforms will serve to enhance the ability of State Owned Enterprises (SOEs) not only to adapt to industry developments but also to serve South Africans into the future.

This is according to President Cyril Ramaphosa who met with chairpersons and chief executives of SOEs on Tuesday.

“It is quite clear that the success of our economic recovery relies on the effective functioning of state-owned entities. We are implementing reforms to ensure that SOEs are able to adapt to new economic conditions, including rapid developments in technology, their respective operating environments and changing global trends, and to serve the country well into the future,” President Ramaphosa said.

In a statement, the Presidency said the meeting sought to “discuss the implementation of measures to stabilise their financial and operational performance and harness their economic potential”.

“Government has, since 2018, embarked on a process of reform to address the legacy of state capture in SOEs, including through the appointment of capable leadership, the recovery of stolen assets and the pursuit of those responsible for perpetrating acts of corruption.

“In addition, as part of Operation Vulindlela, fundamental reforms are being implemented in the energy, logistics and water sectors to address structural challenges and reposition SOEs for the future.

“President Ramaphosa called on the management and boards of SOEs to accelerate this reform agenda and fulfil their developmental mandate. He emphasised the importance of SOEs, as strategic national assets, in driving inclusive growth, investing in infrastructure, and creating jobs. President Ramaphosa will continue to prioritise the turnaround of South Africa’s SOEs in order to drive economic growth and transformation,” the statement read.

Also at the meeting, the Presidential State Owned Enterprises Council tabled a report while the National Treasury presented an update on its review of the procurement system of SOEs.

“Since its establishment, the Council has undertaken in-depth analyses at 21 SOEs to inform its recommendations. It has proposed changes to the governance framework and shareholder ownership model to enhance oversight, separate the ownership, policy and regulatory functions of the state, and leverage the combined balance sheet of SOEs.

“In addition, the National Treasury provided an update on its review of the procurement system to implement the recommendations of the Commission of Inquiry into State Capture while enabling SOEs to operate in an efficient and competitive manner. Legislative and regulatory reforms are underway to strike an effective balance between preventing corruption and abuse and allowing innovation, agility and responsiveness in procurement,” the Presidency said. – SAnews.gov.za

Industry involvement needed in TVET curriculum review process

Location: News

Industry involvement needed in TVET curriculum review process

Higher Education and Training Minister, Dr Blade Nzimande, has underscored the need for additional industry involvement in the Technical and Vocational Education and Training (TVET) college curriculum review process.

“What is also critical is the need for more substantial industry involvement in the TVET curriculum review process to enhance responsiveness to industry needs and requirements,” the Minister said.

He was addressing the TVET Curriculum Transformation and Innovation Summit, currently underway at Vodaworld Dome in Midrand.

Nzimande said the (TVET) college curriculum reform has the potential to contribute in various ways to improving the employability, productivity and success rates of college graduates.

“In order for us to be successful in bringing these changes, there is also a need for change in the management strategies to prepare for current and future TVET curriculum challenges. Furthermore, we need to develop leadership programmes to help leaders within the TVET sector to bring about the necessary curriculum change,” Nzimande said on Monday.

Highlighting some of the progress made in building a sustainable TVET sector, Nzimande said South Africa is producing on average 20 000 qualified artisans per year.

“Ours is to ensure that the number increases significantly to meet our National Development Plan (NDP) target to produce 30 000 qualified artisans per year by 2030.”

Nzimande also highlighted that the number of Centres for Specialisation has been expanded to 34 at 27 TVET colleges, to enhance workplace linked training of artisans and related occupations.

A further investment of R68 million has also been allocated in 16 colleges, who now have 33 trade test centres.

“These trade test centres have trade tested over 600 apprentices of which over 500 have qualified as artisans. Currently 26 of our colleges are engaged in entrepreneurial training through our entrepreneurship hubs.”

The department is hard at work to ensure that all the colleges are involved in some form of entrepreneurship training and also plans to, through the Department of Science and Innovation (DSI), introduce innovation hubs in TVET colleges.

The Minister said, the department has to date, opened up 14 954 TVET placement opportunities to the value of R726 million. It has also committed to achieving a target of 20 000 placements of TVET graduates in work placements, as per President Cyril Ramaphosa’s commitment at this year’s State of the Nation Address.

Establishment of 4IR centres

The importance of responsiveness of TVET colleges to 21st century conditions, both locally and globally was also emphasised and various initiatives are underway to achieve this. These include the establishment of seven Fourth Industrial Revolution (4IR) centres.

“These centres, with the support of stakeholders such as the ETDP SETA (Education, Training and Development Practices Sector Education and Training Authority), aim to scale up digital skills among students and staff.

“Leveraging the potential of the digital economy to reduce youth unemployment is a priority, and we are grateful to our partners such as HUAWEI, Cisco, GIZ, IYF, and others for their contributions to our digital skilling mission,” Nzimande said.

The Minister also expresses his appreciation to the department’s partners, including the Allan and Gill Gray Foundation, the Small Enterprise Development Agency (SEDA) for their support in assisting the department to produce young entrepreneurs.

“The Vhembe TVET College in Limpopo has reported producing three millionaires through this development initiative,” he said.

The three-day summit which started on Monday, is being held under the theme: “TVET curriculum transformation: a key to unlock skills development for the modern economy”.

The summit brings together various role players in the TVET sector under one roof to engage and take to higher levels the curriculum transformation and innovation challenges of the TVET sector. – SAnews.gov.za

Boys and men key in fighting GBVF

Location: News

Boys and men key in fighting GBVF

South Africa’s men and boys are a crucial part of combatting the scourge of violence against women and girls.

President Cyril Ramaphosa said this in his address at the Presidential Young Men and Boys Indaba on Tuesday.

“As young men, you may be tired of being told you are a problem. You want your dignity respected and upheld. You want your good qualities to be recognised. We are here to tell you that we see you as not the problem, but as the solution. It is in your hands to bring about a new generation of South African men,” the President said.

At the session held at Maponya Mall in Soweto, learners who took part in the indaba were given a chance to ask the President questions which led to a fruitful engagement.

“From what I have heard today, I am more confident than ever that the boys and men of this country are an essential part of our struggle to end all forms of violence against women in our society.

“Your views, thoughts and ideas have enriched our understanding of the challenges young men face and how you are taking responsibility for yourselves and your society,” the President said.

In his address, the President said that “because it is men who are responsible for this scourge [violence against women and girls], men need to be part of bringing it to an end”.

“This young men’s dialogue is very important. To end gender-based violence, we must focus on prevention. We must stop this violence before it even happens.”

The President emphasised that there must be an open and honest conversation about what contributes to violence against women and girls.

Toxic masculinity

He strongly advised boys and men to talk about patriarchal attitudes and practices. Men were also urged to challenge toxic masculinity, which is the idea that being a man means one must dominate and demean women.

The conversation must include the influence of culture and media depictions of men and women.

Raising good men

“What about the Boys?” brings together government, the private sector, academia, civil society, the media and other stakeholders in a collaboration towards raising a nation of good men.

“What About The Boys?” is a gender-based violence and femicide(GBVF) prevention initiative to raise a nation of good men and is an outcome of a 2022 social compact, led by youth organisations and stakeholders in the public and private sectors.

“We have just seen the video and listened to the voices of participants, and it is clear that this programme continues to be well-received and has had a positive impact.

“We are correct to ask the question, “What about the Boys?”, because young men and boys must not be left behind.”

In addition, he emphasised that boys must be part of the journey towards a South Africa free of gender-based violence. They must be encouraged and supported to be change-makers in society.

He told the indaba that it is not easy to be a boy or a man in today’s era.

He highlighted that men and boys face a lot of pressure in in their peer groups, their families, in relationships, with friends, at school and places of higher learning and in society as a whole.

In South Africa today he said, young black men are most vulnerable to violence.

“As young men, you are vulnerable too. You also experience depression, loneliness, and frustration. These can sometimes manifest in aggressive behaviour, especially towards women and girls, problematic relationships, and violence. We must talk.”

He said the new generation of men are respectful, masculine in a positive way and sensitive.

“They would never think of a woman as less than a man. They would never think about raising their hand against a woman.”

Safe spaces

The first citizen said the dialogue was convened because government recognises that it must engage men and boys separately from women and girls.

This as government wants to create more safe and open spaces where boys can talk about their feelings, share with each other and collaborate on strategies that help them advance through different stages of their lives.

He emphasised that the focus of the programme is to reimagine and reinvent masculinities in sensitive, kind, respectful, accountable, expressive and nurturing ways.

“It is about working with young men and boys through theatres of learning to influence how they view themselves and the kinds of men that they grow into.

“As government, civil society, business and social partners we are committed to supporting you in your journey to becoming better men,” he said.

The President extended his gratitude to the Department of Basic Education, Primestars, SterKinekor and all the partners of the programme for taking the initiative to design such a positive and uplifting programme, and for their commitment to being part of change. – SAnews.gov.za

Economic reforms to create growth, jobs

Location: News

Economic reforms to create growth, jobs

Through economic reforms implemented through Operation Vulindlela, President Cyril Ramaphosa says government is steadily laying the foundation for a revival of economic growth.

In his weekly newsletter, the President noted the release of a progress report, which highlights a number of key milestones that have been reached during the past quarter.

“Since Operation Vulindlela was established, we have built significant momentum in economic reforms to create growth and jobs.

“Through these reforms we are steadily laying the foundation for a revival of economic growth. By restructuring our network, industries like energy, telecommunications, ports and rail, we are opening the space for investment and a renewal of our nation’s infrastructure,” the President said.

The President highlighted that the first of the reform milestones was the digital migration process which government implemented by switching off analogue transmission for all frequencies above 694 MHz on 31 July 2023.

“This marks a significant step in migration from analogue to digital signal. This means that radio frequencies that were being used for television broadcasting can now be used for mobile telecommunications, which will make network communications more accessible and increase the speed and reduce the cost of data. The implementation of this reform will bring new investment in the telecommunications sector,” he said.

President Ramaphosa told citizens that work is underway to implement necessary reforms in the  logistics sector to address the challenges that have held back the growth of South African exports.

He highlighted that the lack of investment and the increased cost of doing business have added to the many challenges that need to be addressed.

Another key milestone was reached with the selection of an international terminal operator to partner with Transnet at the Durban Pier 2 container terminal. This terminal handles close to half of South Africa’s port traffic.

“This partnership will increase investment for upgrading equipment and expanding terminal capacity. A key aspect of this partnership is that port infrastructure will remain state-owned and all jobs will be protected,” he said.

The President further highlighted that two critical pieces of legislation were tabled in Parliament this month, that will advance economic reform.

The Electricity Regulation Amendment Bill will support the restructuring of Eskom into three separate companies owned and controlled by Eskom Holdings, including an independent grid operator.

“Through this bill we will introduce competition in electricity generation, enabling a number of independent generators, alongside Eskom, to produce electricity to meet our country’s demand. This reform will fundamentally transform, modernise and improve South Africa’s energy sector to ensure energy security into the future.

“Meanwhile, the reforms we have implemented through the Energy Action Plan have unlocked new investment in renewable energy sources, both to end load shedding and to use our unique wind and solar resources to power economic growth,” he said.

One of key reforms that government has prioritised is in the water sector. Government has introduced the South African National Water Resources Infrastructure Bill to establish a dedicated national water agency to design, plan and finance water resource infrastructure.

This agency will enable significantly greater investment in bulk water infrastructure to guarantee water security in the years and decades to come, while creating jobs and unlocking new agricultural potential.

“We are implementing a range of other reforms to unlock economic growth, from creating an enabling regulatory environment for hemp and cannabis production to eradicating the backlog of title deeds for subsidised housing,” he said.

Despite difficult global conditions, the President said investors continue to see value in the South African economy and the benefit of the reform agenda government is pursuing.

He added that he is pleased that the BRICS Business Forum held last week was attended by 1 500 investors and business people from all five member countries.

The President said the Summit was able to showcase the potential of South Africa and the African continent as the next frontiers of productivity and growth.

“Many of the participants remarked on the enormous potential of our economic reform agenda to drive growth in the green economy, the digital economy and other key sectors.

“In all of the work that we do, our ultimate goal is the same: to build an inclusive, fast-growing and dynamic economy and thereby create a better life for all South Africans,” he said. – SAnews.gov.za

Presidential Youth Employment Initiative making strides

Location: News

Presidential Youth Employment Initiative making strides

Between April and June this year, at least 135 000 earning opportunities were secured by young people through the Presidential Youth Employment Initiative’s (PYEI) National Pathway Management Network.

Some 108 061 of these were accessed through the SA Youth platform with 27 088 opportunities scored through the Department of Employment and Labour’s Employment Services of South Africa (ESSA) website.

This was revealed during a media briefing on Monday to update the nation on the progress made by the PYEI.

The PYEI was announced by President Cyril Ramaphosa during 2020 as an intervention to rising youth unemployment in South Africa.

Speaking to SAnews, Deputy Minister in the Presidency, Kenny Morolong said it is critical for the PYEI to receive more funding in order to reach more young people.

“That is why we are engaging [National] Treasury and are awaiting a pronouncement during the MTBPS period because the recapitalisation of the PYI programme will go a long way in reaching out to many other young people who have yet to transition from learning to earning.

“Over 4.1 million young people are participating in the platform at no cost. There is evidence that they are being linked to opportunities and those opportunities are critical for their livelihoods. It is a programme that we intend to sustain and that is why discussions are ensuing with National Treasury to recapitalise it,” Morolong said.

Reflecting on the current employment challenges, the Deputy Minister spoke on the need to create pathways into the economy for youth not only as employees but as entrepreneurs.

“It is important to get young people participating in the mainstream economy. This programme is also critical because it exposes young people to self-employment opportunities; that is why we encourage young people to take full advantage of it,” he said.

According to the PYEI dashboard, since its April 2020 inception, some 4.1 million people have registered and are accessing the SA Youth platform and more than 1 million earning opportunities have been secured by young people.

Young women taking opportunities

Director of the Presidential Youth Employment Initiative, Lerato Shai, told the media briefing that of the work opportunities accessed by young people, at least 70% of these were accessed by young women.

“What we are learning through SA Youth, is that young women continue to face specific barriers even as progress is being made. In particular…more young women are actually getting educated than young men. We are seeing more women that are educated, that are tenacious but they’re still facing substantial barriers once they enter into the labour market with many of them being far less employed and, where they are, earning far less than what men earn in the same jobs.

“What we do see is that if there is intentional design in the programmes to really tackle the barriers that are affecting young women, especially in male dominated sectors, women…take up these opportunities and they run with them and they create new pathways for themselves.

“What we really are seeing is that to tip the scale towards more equity, we need a systemic shift. So it’s not about jobs for girls, but employment systems that actually work for women,” Shai said.

Turning to the Youth Employment Service (YES), Shai said this initiative is also dominated by young women.

“They are supporting just over 58% of young women and since its inception, they’ve managed to really start to generate the kind of demand and access to opportunities we are wanting to see in the private sector with 42% of their alumni employed in permanent or contract roles.

“So YES really is starting to shift the trajectory and…create pathways to earning for young women,” she said. – SAnews.gov.za

Agreements to aid energy solutions

Agreements to aid energy solutions

Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa has emphasised that the agreements signed in the past week with Chinese state owned entities and the donation by the People's Republic of China are to address this country’s emergency energy solutions.

South Africa concluded a significant amount of agreements with Chinese state owned entities (SOEs) with the signing of two overarching memoranda that were witnessed by President Cyril Ramaphosa and President Xi Jinping.

South Africa hosted the 15th BRICS Summit last week and the country also hosted President Xi on his fourth State Visit to South Africa ahead of the Summit.

Addressing the media on the Energy Action Plan on Sunday, Ramokgopa explained that the two agreements include amongst others, addressing issues of green energy solutions, exploitations of renewable energy sources and the use of modern technology.

“The two agreements – the first one addresses issues around green energy solutions- the partnership agreement we will be entering in relation to the exploitation of renewable energy sources in our country; the use of modern technology and the degree to which we are able to connect renewable energy onto the grid.

“The rationale for entering with the Chinese in this regard is because they are a dominant player on the renewable energy space. They have 688 gigawatts of installed capacity of renewables, a combination of PV and wind. They have done one of the biggest expansions of transmission and they have also worked on the kind of transmission modernisation required to be able to accommodate the intermittency of renewable sources,” the Minister said.

In regards to the donation by the People's Republic of China, the Minister said this is aimed at addressing South Africa’s emergency energy solutions, which is targeted at key public facilities such as police stations, health institutions and correctional centres.

Minister Ramokgopa emphasised that provincial departments will play a role in identifying the key public areas.

“The second one, was an exchange of letters in relation to a donation that we are receiving from the People’s Republic of China that is meant to help us in addressing the emergency energy solution in the country.

“I did indicate that it’s likely going to be targeted in key public facilities such as hospitals, clinics, correctional services, and police stations. In this regard, we will be working with the nine provincial governments for them to be able to identify sites that are suitable for this.

“We already have a technical capacity that is supporting us in relation to the appropriateness of the technology solutions that are given to us and those that have been agreed upfront,” he said.

Ramokgopa further announced that the first shipment of the technology solutions by China is en route and an announcement will be made when it arrives in the country, having left Chinese shores on 14 August.

“We will announce at the right time when the first shipment lands and give an indication of the first public facilities that will benefit from this generous donation.”

Turning to the performance of the system for the past week, the Minister said that the available capacity has come down.

“I did indicate that we are beginning to normalise being above 28 000 megawatts on average. We have kept close to that most of the week and the average is about 27 561 megawatts,” he said.

“We did indicate that we were going to slow down planned outages and once we get out of a very difficult winter we are going to ramp up because we need to protect these machines, generation and units to ensure their sustainability and reliability going into the future.

“We still remain above 15 000 megawatts in relation to unplanned capacity lost factor. I made a point that we want to bring it down,” the Minister said.

Load shedding

On load shedding, Ramokgopa said government was confident the system was stabilising and the country will continue to have lower stages of load shedding as the system recovers.

“On the issue of performance, we are more that satisfied. We have shown where we moved from a historic low of 48% of energy availability factor. We have been averaging 60% energy availability factor.

“When we went to the winter period, the worst case scenario was Stage 8. We only had 30 hours of Stage 6. You can see the intensity of load shedding is coming down. The issues of outage slips, I have shown to you, they have come down from a high of 3 300 megawatts to 766 megawatts,” the Minister said.  – SAnews.gov.za

The Presidency and National Treasury have today, Sunday 27 August 2023, released a progress report for Q2 2023 on the implementation of economic reforms through Operation Vulindlela.

In October 2020, President Cyril Ramaphosa announced the establishment of Operation Vulindlela as a joint initiative of The Presidency and National Treasury to accelerate the implementation of reforms to revive economic growth and create jobs.

The progress report outlines several key milestones that have been reached as part of government's economic reform agenda, including the following:

● Gazetting of the final date for analogue switch-off (ASO), which has enabled analogue transmission to be switched off for all frequencies above 694 Megahertz (MHz) on 31 July 2023 to enable the use of spectrum for mobile telecommunications. This key reform will improve network quality, reduce data costs and expand digital access for all South Africans.

● Selection of an international terminal operator to partner with Transnet at the Durban Pier 2 container terminal. This will crowd in private investment and management expertise to improve the performance of South Africa's largest container terminal, handling 72% of the Port of Durban's throughput and 46% of South Africa's port traffic.

● Establishment of the National Logistics Crisis Committee (NLCC) to oversee short and long-term interventions to fix South Africa's freight logistics system. The NLCC has eight work streams focused on immediate operational improvements in the logistics system as well as longer-term reforms to improve efficiency and competitiveness, and will report to the President.

● Approval of the National Water Resources Infrastructure Agency (NWRIA) Bill for tabling in Parliament. The establishment of the NWRIA as a dedicated agency to manage and invest in bulk water resource infrastructure is the centrepiece of institutional reforms in the water sector.

● Establishment of the One Stop Shop for energy projects to accelerate private investment in new generation capacity. The One Stop Shop will facilitate regulatory authorisations for energy projects, with the aim of establishing a single, fully electronic application process.

● Progress in procuring new generation capacity to close the gap in electricity supply, with nine projects from Bid Window 5 having reached financial close to date and a further four expected to close by September 2023.

The report provides a detailed update on each of the priority reform areas in Operation Vulindlela, including reforms to the energy, logistics, telecommunications, and water sectors as well as the visa regime.

Operation Vulindlela reaches several key milestones

Operation Vulindlela has made significant progress by reaching several key milestones in the second quarter of 2023.

The Presidency and National Treasury on Sunday released the progress report for quarter two of 2023 on the implementation of economic reforms through Operation Vulindlela.

According to the report, over 70% of the reforms have have been completed or are on track to be finalised within the next year.

President Cyril Ramaphosa announced the establishment of Operation Vulindlela in October 2020, as a joint initiative of The Presidency and National Treasury to accelerate the implementation of reforms to revive economic growth and create jobs.

“Operation Vulindlela is now approaching its third anniversary. In that time, progress in the implementation of priority structural reforms has gathered pace. As it stands, over 70% of OV [Operation Vulindlela] reforms have now either been completed or are on track to be finalised within the next year.

“A minority of reforms – those in the municipal space and the additional reforms that Operation Vulindlela has taken on in the last year – will run beyond the 2023/2024 fiscal year,” stated the report.

The progress report outlines several key milestones that have been reached as part of government’s economic reform agenda.

The first of these came with the gazetting of the final date for the analogue switch-off (ASO) on 15 June 2023.

“Gazetting of the final date for analogue switch-off, has enabled analogue transmission to be switched off for all frequencies above 694 Megahertz (MHz) on 31 July 2023 to enable the use of spectrum for mobile telecommunications. This key reform will improve network quality, reduce data costs and expand digital access for all South Africans,” the report said.

In the transport sector, President Ramaphosa directed the establishment of the National Logistics Crisis Committee (NLCC) to oversee implementation of the Freight Logistics Roadmap, which is being developed by government and Transnet.

The roadmap incorporates proposals to resolve the immediate operational challenges while developing interventions to fundamentally restructure the logistics sector to support inclusive economic growth.

“A key milestone was reached with the selection of an international terminal operator to partner with Transnet at the Durban Pier 2 container terminal. This will crowd in private investment and management expertise to improve the performance of South Africa’s largest container terminal, handling 72% of the Port of Durban’s throughput and 46% of South Africa’s port traffic,” the report said.

Another key milestone was reached in the establishment of the NLCC to oversee short and long-term interventions to fix South Africa’s freight logistics system.

The NLCC has eight work streams focused on immediate operational improvements in the logistics system as well as longer-term reforms to improve efficiency and competitiveness, and will report to the President.

In the water sector, the National Water Resources Infrastructure Agency (NWRIA) Bill received approval from Cabinet to proceed to Parliament.

The Bill, which seeks to establish an agency to manage national bulk water resource infrastructure and attract investment in water resource development, is expected to be tabled in Parliament by August 2023.

“The establishment of the NWRIA as a dedicated agency to manage and invest in bulk water resource infrastructure is the centrepiece of institutional reforms in the water sector,” the report said.

Another milestone reached is the establishment of the One Stop Shop for energy projects to accelerate private investment in new generation capacity. The One Stop Shop will facilitate regulatory authorisations for energy projects, with the aim of establishing a single, fully electronic application process.

“Progress in procuring new generation capacity to close the gap in electricity supply, with nine projects from Bid Window 5 having reached financial close to date and a further four expected to close by September 2023.”

The report provides a detailed update on each of the priority reform areas in Operation Vulindlela, including reforms to the energy, logistics, telecommunications, and water sectors as well as the visa regime.

President Xi Jinping and South African President Matamela Cyril Ramaphosa Co-chair China-Africa Leaders’ Dialogue

On the evening of August 24 local time, President Xi Jinping and South African President Matamela Cyril Ramaphosa co-chaired the China-Africa Leaders' Dialogue in Johannesburg.

President Xi Jinping delivered a keynote speech entitled “Joining Hands to Advance Modernization and Create a Great Future for China and Africa”. (Full text of the speech was released separately.)

President Xi Jinping pointed out that it was his 10th visit to the continent. In 2013, he was there in Africa for his first foreign visit after becoming Chinese President and announced the principle of sincerity, real results, amity and good faith for China's Africa policy. Over the past 10 years, China has stayed committed to this principle. Together with the African friends and drawing strength from the spirit of China-Africa friendship and cooperation, the two sides have pressed ahead on the path of solidarity and cooperation, stood for justice amid shifting global dynamics, and looked out for each other in face of the COVID-19 pandemic. The two sides have taken China-Africa relations to new heights and entered the new stage of jointly building a high-level China-Africa community with a shared future.

President Xi Jinping pointed out that China is pursuing the great rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. Africa is making all-out efforts to build a new Africa that enjoys peace, unity, prosperity and strength. China and Africa must work together to create a sound environment for realizing their respective development visions; to promote a just and equitable international order, unequivocally oppose vestiges of colonialism and hegemonism in all forms, firmly support each other in defending core interests, and stand strong by the just calls of developing countries; to safeguard a peaceful and secure global environment, implement the new vision of common, comprehensive, cooperative and sustainable security, advocate the resolution of differences and disputes through dialogue and cooperation, facilitate the political settlement of international and regional hotspot issues, safeguard world peace and stability, and protect the security of the global eco-environment; to build an open and inclusive world economy and an open world economy where developing countries are better involved in the international division of labor and share the fruits of economic globalization, and to overcome estrangement between civilizations through exchanges and promote inclusiveness and mutual learning between civilizations.

President Xi Jinping emphasized that there are various paths leading to modernization. The African people have the most say on which path suits Africa best. Advancing modernization through integration is the independent choice made by African countries and people. On this path to modernization, China has all along been a firm supporter, and walking side by side with Africa. Looking ahead, China will work with Africa to enhance the synergy of their development strategies and continue to support Africa in speaking with one voice on international affairs and continuously elevating its international standing. China will work actively to support the AU's full membership in the G20. China supports making special arrangements on the U.N. Security Council reform to meet Africa's aspiration as a priority. China will call on multilateral financial institutions to enhance the say of African countries.

To chart the course for China-Africa practical cooperation in the next stage and assist in Africa's integration and modernization, President Xi Jinping made the following three proposals:

First, China will launch the Initiative on Supporting Africa's Industrialization. China will better harness its resources for cooperation with Africa and the initiative of businesses to support Africa in growing its manufacturing sector and realizing industrialization and economic diversification. In implementing the nine programs under the framework of the Forum on China-Africa Cooperation (FOCAC), China will channel more resources of assistance, investment and financing toward programs for industrialization.

Second, China will launch the Plan for China Supporting Africa's Agricultural Modernization. China will help Africa expand grain plantation, encourage Chinese companies to increase agricultural investment in Africa, and enhance cooperation with Africa on seed and other areas of agro-technology, to support Africa in transforming and upgrading its agricultural sector. China will host the second Forum on China-Africa Cooperation in Agriculture in Hainan this November and will provide additional emergency food assistance to some African countries in need.

Third, China will launch the Plan for China-Africa Cooperation on Talent Development. China plans to train 500 principals and high-caliber teachers of vocational colleges, and 10,000 technical personnel with both Chinese language and vocational skills for Africa every year. China will invite 20,000 government officials and technicians of African countries to participate in workshops and seminars. To support Africa in strengthening education and innovation, China will launch the China-Africa Universities 100 Cooperation Plan and 10 pilot exchange programs of China-Africa partner institutes.

President Xi Jinping noted that the world today is undergoing transformation and turmoil, and changes unseen in a century are unfolding at a faster pace. At this point of history, all countries face the tasks of how to address the deficit in development, overcome security challenges and increase mutual learning between civilizations. China and Africa, through their creative explorations for modernization, are giving answers to the questions of the times, and making joint efforts to advance the great endeavors of win-win cooperation, harmonious coexistence and shared prosperity of civilizations.

President Xi Jinping highlighted that next year, China will host the FOCAC meeting, where China and Africa may come together again and draw up new plans for development. He expressed confidence that China and Africa will carry forward the traditional friendship, strengthen solidarity and coordination, and bolster cooperation across the board. As China and Africa join hands to advance modernization, they will deliver a better future for the Chinese and African people, and set a fine example in the building of a community with a shared future for mankind.

The African leaders spoke highly of the China-Africa Leaders' Dialogue co-hosted by China and South Africa, and thanked China for supporting African integration and assisting African countries in times of need. Africa-China relations are based on solidarity, friendship and mutual respect. Chinese investment in and cooperation with African countries has played an important role in boosting Africa's development, and China is Africa's indispensable cooperation partner in its quest for modernization. The African side highly commended and welcomed the new initiatives put forth by President Xi Jinping, namely, the Initiative on Supporting Africa's Industrialization, the Plan for China Supporting Africa's Agricultural Modernization, and the Plan for China-Africa Cooperation on Talent Development. These three proposals once again show that China is a genuine friend and partner who always bears in mind Africa's concerns and needs. The African side spoke highly of and expressed full support for the Belt and Road Initiative (BRI), the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative put forth by President Xi Jinping, and expressed readiness to build a strong synergy between the AU's Agenda 2063, the national development strategies of African countries and the BRI. The FOCAC is an efficient platform for South-South cooperation, and the African side is ready to work with China to continue advancing the forum's institutional development. The African side is firmly committed to the one-China policy. Africa and China will firmly support each other in upholding their sovereignty, security and development interests, strengthen collaboration in international affairs and on multilateral occasions, raise the representation and voice of developing countries, and uphold the common interests of the developing world.

The meeting adopted and issued the Joint Statement of the China-Africa Leaders' Dialogue. The Chinese side released the Initiative on Supporting Africa's Industrialization, the Plan for China Supporting Africa's Agricultural Modernization, and the Plan for China-Africa Cooperation on Talent Development.

Cai Qi and Wang Yi were present at the Dialogue.

Xi says BRICS expansion historic, recent starting point for cooperation

Chinese President Xi Jinping said Thursday that the BRICS expansion is historic and a new starting point for BRICS cooperation.

Xi made the remarks at a press conference during the 15th BRICS Summit after South African President Cyril Ramaphosa announced that six countries, namely Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates, were invited to become new BRICS members.

China offers its congratulations to these countries, and expresses its high appreciation for the efforts made by South Africa, the chair of BRICS, and President Ramaphosa, Xi said.

The expansion reflects the resolution of the BRICS countries to unite and cooperate with other developing countries, meets the expectations of the international community, and serves the common interests of emerging markets and developing countries, Xi stressed.

He added that the expansion will also inject fresh vitality into the BRICS cooperation mechanism, and further strengthen the forces for world peace and development.

The BRICS countries all hold important influence and shoulder crucial responsibilities for world peace and development, Xi noted.

During this summit, in-depth discussions were held on the current international situation and BRICS cooperation, among others. Broad consensus was reached, a declaration issued, and fruitful results achieved, he said.

Xi said he believes that as long as the BRICS countries pull together, a lot can be achieved in BRICS cooperation, and a promising future awaits the BRICS countries.

The Chinese president also called on BRICS members to work together to write a new chapter of solidarity and cooperation among emerging markets and developing countries for development.

The press conference was hosted by Ramaphosa, and also attended by Brazilian President Luiz Inacio Lula da Silva and Indian Prime Minister Narendra Modi. Russian President Vladimir Putin participated online.

Continental Free Trade Area key for Africa’s growth

Continental Free Trade Area key for Africa’s growth

The African Continental Free Trade Area (AfCFTA) is the engine for African economic and regional integration, President Cyril Ramaphosa said on Thursday.

The President said this during the China-Africa roundtable on the occasion of the State Visit by Chinese President Xi Jinping.

The China-Africa Leaders’ Roundtable Dialogue co-chaired by Presidents Ramaphosa and Xi was held in an effort to further enhance and strengthen multilateral and international cooperation and partnership for the benefit of Africa’s development.

Both sides stressed the importance of the AfCFTA, having the potential to transform and positively impact upon all sectors of African economies once fully operationalised. The Chinese side committed to promote Africa’s regional economic integration by strengthening and integrating intra-Africa trade, promoting investment, facilitating the development of value chains, and boosting mutual capacity to produce and export value-added manufactured products.

President Ramaphosa said Thursday evening’s deliberations had been robust, giving all a sense of the challenges facing Africa and the opportunities for progress.

“The discussions highlight the importance of effective regional coordination to enhance and support continental integration,” President Ramaphosa said at the session held at the Hilton Hotel in Sandton, Johannesburg.

This as South Africa hosted the 15th BRICS (Brazil, Russia, India, China and South Africa) Summit  as well as hosting President Xi who was on his fourth State Visit to South Africa.

President Xi also participated in the three-day summit which wrapped up on Thursday.

President Ramaphosa said that with the support of China and others, regional development and integration will support the diversification of Africa economies. He added that it will enable African countries to shift away from the export of raw materials to the export of high-quality manufactured goods and services.

“We conclude these deliberations with a clear understanding that the African Continental Free Trade Area is the engine for African economic and regional integration. We have discussed that investment in infrastructure in Africa will need to be significantly scaled up.”

The first citizen said sustained engagement with China as one of the principal supporters of strategic infrastructure development projects is critical.

In addition, obstacles in the way of regional integration such as inadequate financial resources, poor infrastructure networks, increasing violence, terrorism, political instability and others have been identified.

“At the same time, the COVID-19 pandemic and the Russia-Ukraine conflict have worsened public finances and increased the debt burden of many African countries. This has reduced infrastructure investment in Africa,” said President Ramaphosa.

BRICS Africa Outreach and BRICS Plus Dialogues

Meanwhile, the Chinese side expressed its full support for South Africa’s BRICS Africa Outreach and BRICS Plus Dialogues, which provides a platform for the African continent to play an even greater role in global governance and international affairs.

China expressed its strong support for the African Union (AU) to become a full member of the Group of 20 (G20) forum. The African side commends China for introducing the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, in support of strengthening multilateralism and trusts that China and Africa’s development will bring more opportunities for peace and development in the world.

In a joint statement, the two sides agreed that since its inception in 2000, the Forum on China-Africa Cooperation (FOCAC) has proved to be an effective platform for south-south cooperation, focused on achieving common prosperity and sustainable development of all the people of Africa and China.

“We have acknowledged the importance of the Forum on China-Africa Cooperation as means of deepening collaboration in the cause of development.

"The adoption of our joint statement a few minutes ago will further solidify our resolve and commitment to enhancing China-Africa relations.”

The President added that it is now incumbent upon us all to translate these intentions into concrete regional actions that are time-bound and results orientated.

“We should use all necessary regional and continental tools, through our Regional Economic Communities and the African Union, to realise our commitment to an integrated, dynamic and prosperous Africa,” said President Ramaphosa. – SAnews.gov.za

Egypt appreciative of BRICS membership

Egypt, the new kid in the Brazil, Russia, India, China and South Africa (BRICS) family has expressed appreciation in becoming a member of the family.

The 15th BRICS Summit held at the Sandton Convention Centre in South Africa under the leadership of President Cyril Ramaphosa announced six new members of the BRICS bloc this morning.

In his remarks, Egypt Prime Minister Dr HE Mostafa Madbouly told delegates that his country will cooperate with the BRICS requirements.

“We welcome the step to be part of the BRICS family. We look forward to contributing to practical solutions,” Madbouly said on Thursday.

Madbouly said they are also looking forward to contributing positively in the areas such as food prices and developing agriculture.

“We look forward to participating positively and enhancing the role of the [New] Development Bank and supporting energy efficiency initiatives,” Madbouly said.

He said Egypt is also willing to support peaceful resolutions in the continent.

The other new members are Argentina, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates and are to become full members of BRICS with effect from 1 January 2024.

Egypt submitted in June 2023 a formal application to join the group following the ratification by the Egyptian leader Fattah al-Sisi of the country’s membership in BRICS’s New Development Bank (NDB).

Russia backed Egypt’s membership application to join the BRICS.

South Africa, as Chair of BRICS, hosted the XV BRICS Summit under the theme: BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism.

In his remarks this morning, President Cyril Ramaphosa said as the BRICS family they value the interest of other countries in building a partnership with BRICS.

He said the admission of new members to the BRICS family is the first phase of the group’s expansion process.

“We have tasked our Foreign Ministers to further develop the BRICS partner country model and a list of prospective partner countries and report by the next Summit,” President Ramaphosa said.

South Africa’s participation in BRICS is premised on its national interests in line with the National Development Plan and the Medium-Term Strategic Framework (MTSF) 2019 – 2024 Priority 7.

During the summit which concludes today, BRICS leaders engaged with business during the BRICS Business Forum and engaged with the NDB, BRICS Business Council and other mechanisms during the Summit.

BRICS partnership is a catalyst for global growth

President Cyril Ramaphosa says the BRICS partnership is a catalyst for global growth and development that responds to the needs of all nations.

“It is the right of Africa and the entire Global South to fully reap the benefits of global trade and investment. Without trade and investment our economies cannot thrive and our peoples’ material conditions cannot improve,” Ramaphosa said.

Ramaphosa was speaking at the BRICS (Brazil, Russia, India, China and South Africa) Africa Outreach and BRICS Plus Dialogue, held on the last day of the 15th BRICS Summit on Thursday.

“As the African continent we are determined that the continent’s substantial resources are harnessed for the benefit and development of Africa’s people. The African Continental Free Trade Area, once fully operational, will unlock the benefits of the continental market and generate substantial opportunities for African and other countries,” he said.

To make use of these opportunities, Africa is looking to the BRICS partnership to unlock infrastructure and development financing, noting this was part of the founding vision of the New Development Bank.

He said the Bank is playing a leading role in efforts to increase the resilience of the global South, and to bring fairness to global trading and financial systems by strengthening the use of BRICS currencies.

“We have to reform global economic, financial and political governance, including the multilateral trading system, so that we create a conducive environment for fair trade.”

While many countries of the global South are seeing significant progress in industrialisation, technological development, innovation and the digital economy, they are not fully reaping the economic benefits.

“By working together, by sharing skills and capabilities, by mobilising resources, we will be able to give renewed impetus to global growth and sustainable development. We need to move beyond expressions of solidarity towards inclusion and mutually-beneficial economic cooperation,” President Ramaphosa said.

Call for special attention to global South concerns

Meanwhile,  the Prime Minister of India Narendra Modi commended President Ramaphosa for hosting a success summit, noting the summit has given them the opportunity to share views with countries of Africa, Asia and Latin America.

Modi said that in discussions over the last two days, members have emphasised the priorities and concerns of countries in the global South.

“We believe that by calling special attention to these issues by BRICS, is a need of these current times. .. And we welcome all the new member countries [and] this will make global institutions and forums more representative and inclusive, a step towards such efforts of ours.

“When we use the term global South, it is not just a new diplomatic term. In our shared history we have together faced colonialism, [and] it was in this land of Africa that Mahatma Gandhi developed a powerful concept of non-violence and peaceful resistance, tested here and then used them in India’s struggle for freedom. His thinking and ideas inspired great leaders like Nelson Mandela,” Modi said.

Republic of Brazil President, Lula da Silva, said he was very impressed with the maturity of the BRICS Summit, and the results they managed to reach.

“The GDP [gross domestic product] of the BRICS is growing up to 37% of the GDP in terms of the purchasing power and 46% in terms of the world population,” da Silva said.

He also commended the team from the Foreign Affairs Ministers for the extraordinary work they did to conduct the declaration of Johannesburg which was signed on Thursday, adding that BRICS will continue to open to new members and also approve criteria procedures for future members.

Rebuilding of a new multi-polar world order

Russian President, Vladimir Putin also commended South Africa for the efforts made during their joint work.

Putin said BRICS stand for rebuilding of a new multi-polar world order, one that is “truly balanced and takes interest in as many nations as possible.”

He said Russia will always remain a reliable food supplier and continue to support countries who are most in need.

“We will promote the overcoming of all ways of inequality that exists in the world, and BRICS will continue to be the driving force of the new international order," Putin said. – SAnews.gov.za
