President Ramaphosa commends UDF leaders

President Ramaphosa commends UDF leaders

President Cyril Ramaphosa has commended the leaders who were at the forefront when the United Democratic Front (UDF) was formed 40 years ago.

“You were torchbearers in the onward march towards a free country, and we salute you all,” President Ramaphosa said on Sunday.

Speaking at the 40th anniversary celebration of the founding of the United Democratic Front in Johannesburg, President Ramaphosa said it is heartening that leaders remain committed to playing an active role in the politics of the country.

The UDF was formed at the Cape Flats 40 years ago.

“The UDF was launched as a popular front ‘to bolster the tide of the struggle’ against the great injustice of apartheid. The delegates came from the length and breadth of South Africa,” President Ramaphosa said.

President Ramaphosa said amongst the delegates who supported the UDF when it was formed were some 575 civic organisations, trade unions, student formations, the women’s movement, faith-based groups, anti-apartheid coalitions and community organisations.

“As we know, the launch date of the 20th of August was deliberately chosen. This was the date the regime planned to introduce a constitutional amendment to set up the Tricameral Parliament, a hated structure with its separate Houses for whites, coloureds and Indians. The African majority was left out in the cold.

“It was an attempt to lend legitimacy to an illegitimate system. The very purpose was to divide the ranks of the oppressed.

“In a massive show of defiance, the UDF was introduced to South Africa and the world at a public rally in Mitchell’s Plain attended by 10 000 people,” President Ramaphosa said.

The President told delegates that the new organisation had the potent slogan ‘UDF Unites, Apartheid Divides’.

“The UDF would go on to mobilise communities across South Africa against so-called grand apartheid, a system of brute force and petty laws. The UDF organised protests, rent, consumer and bus boycotts, and strikes and stay-aways.

“Affiliates assisted the families of detainees, campaigned for their release, organised political funerals and conducted political education. What made the UDF unique was its distinct political culture. It was able to forge alliances with organisations that identified with its aims.

“At its height, there were three million community members and more than 400 organisations under the banner of the UDF,” President Ramaphosa said.

President Ramaphosa said it is clear that the UDF transformed the country’s political landscape.

“What is remarkable is that it achieved so much when it was in existence for just eight short years.

“We also remember the many UDF activists who were detained without trial, tortured and killed by the regime, and the many men and women from across South Africa who made up the rank and file of the UDF,” he said. - SAnews.gov.za

President Ramaphosa sets pace ahead of BRICS Summit

President Ramaphosa sets pace ahead of BRICS Summit

The expansion of the Brazil, Russia, India, China, South Africa (BRICS) grouping is expected to be one of the key issues to dominate discussions as leaders of the bloc gather in South Africa this week.

More than 30 Heads of State and Government from across Africa will be attending the summit. Furthermore, over 20 countries have formally applied to join BRICS and several others have expressed an interest in becoming part of the BRICS family.

In his address to the nation on Sunday, President Ramaphosa said South Africa supports the expansion of the membership of BRICS.

This is a sentiment shared by China, whose Ambassador to South Africa Chen Xiaodong on Friday said that the body is “a big family of good partners, based on mutual assistance for a win-win cooperation”.

“The value of BRICS extends beyond the interests of its current members. For its efforts to be more effective, BRICS needs to build partnerships with other countries that share its aspirations and perspectives,” President Ramaphosa said, with less than two days to go before the all-important summit.

As a formation, President Ramaphosa said, BRICS plays an important role in the world due to its economic power, market potential, political influence and development cooperation.

“BRICS countries can collectively shape global dynamics and acting together, have the potential to drive significant changes in the world economy and international relations.

“An expanded BRICS will represent a diverse group of nations with different political systems that share a common desire to have a more balanced global order,” President Ramaphosa said.

The South African Head of State said collectively, BRICS members have used their voice to call for a world that is more equitable, balanced and governed by an inclusive system of global governance.

“Being a BRICS member has created positive opportunities for South Africa. It has enabled our country to have a strategic relationship with China.

“Based on the strategic relationship between South Africa and the People’s Republic of China, we will be signing several agreements during President Xi’s State visit.

“We have steadily strengthened trade and investment ties with other BRICS countries alongside collaboration in areas like development, skills, technology, security and innovation,” President Ramaphosa said.

Funding development

The President said South Africa has benefited from the New Development Bank, which was established by the BRICS countries in 2015.

“Our country has been funded by the bank in several infrastructure projects to the value of R100 billion in sectors such as roads, water, transport and energy. South Africa has always championed the interests of Africa within BRICS.

“We want to build a partnership between BRICS and Africa so that our continent can unlock opportunities for increased trade, investment and infrastructure development.

“There are great opportunities for other BRICS countries to participate in the African Continental Free Trade Area by locating production and services in various countries on the African continent, including our own, by partnering with local companies and entrepreneurs,” President Ramaphosa said.

President Ramaphosa explained that the BRICS Summit is particularly important as it is being held as the world is confronted by fundamental challenges that are bound to determine the course of international events for years to come.

“Our world has become increasingly complex and fractured, as it is increasingly polarised into competing camps. Multilateralism is being replaced by the actions of different power blocs, all of which we trade with, invest with, and whose technology we use.

“It is for this reason that South Africa continues to advocate for an open and rules-based global governance, trade, financial and investment system.

“In addition to the other African leaders in attendance, we will also be welcoming leaders from several countries of the Global South. These include countries from the Caribbean and South America, from the Middle East, from West Asia, South Asia and South-East Asia,” President Ramaphosa said.

Supporting global stability

President Ramaphosa reiterated that South Africa is directly involved in a number of efforts to bring peace to Africa.

“We are currently involved in supporting the people of Mozambique and the DRC to ensure that there is peace and stability in their countries,” the President said.

To further strengthen economic ties between African countries and the United States, President Ramaphosa said South Africa is inviting more than 30 African trade ministers and senior US Administration and Congressional representatives to the next forum of the African Growth and Opportunity Act (AGOA) scheduled for November this year.

President Ramaphosa said that South Africa is a member of the Non-Aligned Movement, a forum of 120 countries that are not formally aligned with or against any major power bloc.

“Our decision not to align with any one of the global powers does not mean that we are neutral on matters of principle and national interest. Our non-aligned position exists alongside our active support for the struggles of the oppressed and marginalised in different parts of the world.

“We have always believed that the freedom we won – and the international solidarity from which we benefited – imposes a duty on us is to support the struggles of those who continue to experience colonialism and racial oppression,” the President said.

On Tuesday, President Ramaphosa will host His Excellency President Xi Jinping of the People’s Republic of China on a State Visit to South Africa.

The welcome ceremony will take place at the Union Buildings in Pretoria ahead of the 15th BRICS Summit set to take place from 22 – 24 August 2023.

Police Minister to address officers deployed at the BRICS Summit

Police Minister General Bheki Cele will on Monday address all the forces deployed at the 15th Brazil, Russia, India, China and South Africa (BRICS) Summit, which will be held at the Sandton Convention Centre from 22 to 24 August.

This follows numerous security engagements and briefings by security role-players responsible for safeguarding the upcoming BRICS Summit.

The summit is expected to be attended by over 30 Heads of State and Government from across Africa, scores of government representatives, as well as local and international dignitaries and summit delegates.

The security forces parade will comprise officers from across various disciplines of the South African Police Service (SAPS) and supporting security agencies deployed to safeguard the event.

Last week, the National Joint Operational and Intelligence Structure (NATJOINTS) affirmed South Africa’s ability to successfully host the 15th BRICS summit.

Together, BRICS has more than 40% of the world's population; makes up a quarter of the global economy and accounts for a fifth of global trade.

BRICS leaders are also expected to discuss the issue of membership expansion. Over 30 African Heads of State and Government are expected to attend the summit, with over 20 countries having formally applied to join BRICS.

In his address to the nation on Sunday, President Ramaphosa said South Africa supports the expansion of the membership of BRICS.

“The value of BRICS extends beyond the interests of its current members. For its efforts to be more effective, BRICS needs to build partnerships with other countries that share its aspirations and perspectives,” President Ramaphosa said.

He said BRICS plays an important role in the world due to its economic power, market potential, political influence and development cooperation.

President Ramaphosa to host Chinese President

President Cyril Ramaphosa will on Tuesday host President Xi Jinping of the People’s Republic of China on a State Visit to South Africa.

The welcome ceremony will take place on Tuesday morning at the Union Buildings in Pretoria ahead of the 15th BRICS Summit set to take place on 22 – 24 August 2023.

The State Visit takes place within the context of celebrating 25 years of diplomatic relations between the two countries, while historic ties date back to the Bandung Conference of 1955.

Relations between South Africa and the People’s Republic of China are governed by a Comprehensive Strategic Partnership (CSP), whose programme of action is set out in a Ten-Year Strategic Programme of Cooperation (2020 – 2029).

The State Visit by President Xi on Tuesday will give the leaders and their delegations an opportunity to reflect on developments under the Comprehensive Strategic Partnership and to consider further deepening of cooperation.

The visit crowns deliberations in which the two governments have been engaging on implementing structures such as the Bi-National Commission, Joint Working Group, People-to-People Exchange Mechanism and Strategic Dialogue.

South Africa and China enjoy vibrant economic relations, and China is South Africa’s largest global trading partner by volume.

China is an important investor in South Africa and provides support on infrastructure development projects including the Small Harbour Development Project, the TVET Refurbishment Project and the Mzimvubu Water Project, all of which are instrumental in job creation.

Discussions during the State Visit will explore further collaboration and partnerships the two nations can leverage on to solidify existing diplomatic, economic and people-to-people relations.

The expected outcomes of the visit include:

  • Reaffirming the close and historic political ties underpinned by solidarity, a win-win partnership and people-to-people cooperation – within the framework of the Comprehensive Strategic Partnership and in celebration of 25 years of diplomatic relations.
  • Underscoring the urgent need to address the trade balance and diversify South African exports to China by identifying broad market access for value-added products.
  • Highlighting the importance of sustainable foreign direct investment through supporting manufacturing, infrastructure, and beneficiation and encouraging close private sector engagement from both countries.
  • Acknowledging the support of China on bilateral technical cooperation under the Forum for China-Africa Cooperation (FOCAC) in addressing South Africa’s domestic imperatives.
  • Exchanging views on regional issues in support for development, peace and security.
  • Enhancing multilateral cooperation, specifically within the context of BRICS, the G77 plus China, and the G20, and to seek Chinese support for South Africa and Africa’s call for the reform of global governance institutions, notably the United Nations Security Council.

It is anticipated that several agreements and memoranda of understanding will be signed during the State Visit, focusing on socio-economic cooperation, which both sides will ensure implementation that yield results for both countries.

China in favour of BRICS expansion ahead of Summit

China in favour of BRICS expansion ahead of Summit

The upcoming BRICS Summit will usher new steps towards expanding the membership of BRICS countries, says Chinese Ambassador to South Africa Chen Xiaodong.

Xiaodong confirmed on Friday that Chinese President Xi Jinping will be attending the upcoming 15th BRICS Summit, which will get underway next week.

The BRICS grouping of major emerging economies - Brazil, India, China, South Africa and Russia, is holding its 15th summit at the Sandton Convention Centre in Johannesburg from 22-24 August 2023 under the Chairship of South Africa.

He told the media that China was actively pushing for the strengthening of partnerships with other nations.

“As the world faces rising exclusiveness and protectionism, President Xi Jinping pointed out that BRICS is not an exclusive club or small circle, but a big family of good partners that is based on mutual assistance for a win-win cooperation.”

This is after, according to the ambassador, the BRICS leaders reached a consensus on the bloc’s expansion.

“The leaders supported discussions on the criteria and procedure for expansion.”

The ambassador said the international community voted in strong favour of BRICS cooperation, countries that have formally applied to join the five-country bloc.

“BRICS expansion has become the top trending issue at the moment. Expansion is key to enhancing [the] BRICS mechanism’s vitality. I believe that this year’s summit will witness a new and solid step on this front,” he stressed.

Cooperation

He also touched on BRICS cooperation, which he is of the view that this year’s summit will send signals for solidarity and its commitment to make the world a better place.

“Over the past 17 years, BRICS countries have focused on shared development. BRICS continues to advance cooperation in areas such as trade and investment, energy and resources, as well as finance and monetary matters.”

In addition, they are looking to grow in other areas. These include supply chain, logistics, agriculture, food security, local settlement and cross-border payment, vaccines and public health.

“President Xi Jinping put forward four major goals of building an integrated big market, ensuring sound circulation and transport connectivity at all levels and strengthening cultural exchanges for BRICS.”

He told the media that the leaders would also draw a sharp focus on the youth and people with disabilities.

State Visit

According to a Presidency media advisory, South African President Cyril Ramaphosa is expected to host President Xi on a State Visit on Tuesday, 22 August 2023, at the Union Buildings in Pretoria.

The ambassador said it would be his President’s fourth Official Visit to South Africa after five years.

He described the visit as significant as China and South Africa celebrate 25 years of diplomatic relations this year.

He told the guests that both countries had built a “comrade plus brothers special bond”.

The ambassador also reflected on the partnership that the two nations enjoy.

“China-South Africa ties have set a fine example for China-Africa relations and South-South cooperation.”

Xiaodong said under Presidents Xi and Ramaphosa, the Comprehensive Strategic Partnership has moved to greater heights.

“On the political front, the two countries have strong mutual respect and trust. We firmly support each other on issues of our respective core interest and major concerns.”

In addition, he said on the economic and trade front, the relationship is mutually beneficial.

During the State Visit, he said both Presidents would have wide-ranging and in-depth exchanges on China-South Africa and China-Africa relations, BRICS cooperation, and international and regional issues of common interest.

They are also expected to witness the signing of bilateral cooperation documents and hold a press briefing.
The two Heads of State will also co-chair the China-Africa Leaders’ Dialogue.

“All eyes will be on how stronger BRICS cooperation, China-South Africa relations and China-Africa relations will continue to contribute to regional and global peace and development.” – SAnews.gov.za

SA loses icon ballet dancer Johaar Mosaval

SA loses icon ballet dancer Johaar Mosaval

The passing of legendary ballet dancer and cultural icon Johaar Mosaval has been described as a “great loss” for South Africa’s cultural treasury by President Cyril Ramaphosa.

Mosaval, an Esteemed Member of the National Order of Ikhamanga, passed away yesterday (Wednesday) at the age of 95.

During 1965, the trail blazer was appointed as the first black South African to be a senior principal dancer at the prestigious and world renowned Royal Ballet in England following his move to the country in 1951.

“Johaar Mosaval was an outstanding human being and creative who complemented his personal achievements with a deep interest in developing the communities in which he lived and performed,” President Ramaphosa said.

Mosaval spent some 25 years performing all over the globe as a solo dancer and dancing for the Royal Ballet with a notable performance at the Royal Opera House in London during celebrations of the coronation of Queen Elizabeth II.

Upon his return to South Africa in 1976, he dedicated his time to teaching ballet – opening his own ballet studio in 1977 – and was appointed as the first black Inspector of Schools of Ballet under the then Administration of Coloured Affairs.

He resigned from that appointment in protest that he could only share his knowledge with a limited part of the population. Following that, his ballet studio was closed by the Apartheid government because it was open to all races.

“His life story is one that fills us at one level with pride and inspiration but which also reopens for us the inhumanity and hurt that apartheid inflicted on individuals and entire sectors of our society, including our cultural life and the performing arts.

“Under difficult conditions, Johaar Mosaval enjoyed and leveraged his life of celebrity to create a legacy of service to the people of Cape Town and our nation more broadly. May he rest in peace,” the President said. – SAnews.gov.za

Call to support women

Location: News

Call to support women

Former Deputy President, Dr Phumzile Mlambo-Ngcuka, is convinced that there’s a special place in hell for women who do not support other women.

“I can tell you without fear of contradiction, there is a special place in hell for women who don’t support women!”

The bold assertion was recently received with chuckles, hand claps and no doubt a silent “Amen” from the participants attending a National School of Government (NSG) masterclass event.

The NSG is mandated with the responsibility of ensuring that public servants comply with the provisions of established legislation, regulations and systems, and can exercise proper discretion and innovation in solving routine and complex delivery problems.

At a time when the country is commemorating Women’s Month, Mlambo-Ngcuka said sisterhood is an important ingredient in the empowerment of women.

She said that often women are the ones who leave other women behind in society.

“So we depend on you to make sure that you pay particular attention to  women in society…. Your empowerment is an empowerment of the rest of the women. Sisterhood has to be one of your biggest and most important priorities,” she declared.

Mlambo-Ngcuka called on women in the public service to support “other women that you see in the streets and everywhere in the country that need support from you.”

She also stressed the importance of paying attention to the country’s younger women.

“It has to kill us when we hear that children in Grade 4 who are 10 years old cannot read… finding a plan to rescue that rests on you. This is where you show that you care about other women if we hear that girls in schools are getting pregnant … how do I use my advantage of being in the leadership of the public service to intervene in order to make sure that we address this?”

The former Deputy President was referring to the Progress in International Reading Literacy Study, which has shown that many Grade 4 pupils cannot read for meaning, something which government has committed to resolve.

Cabinet has called on South Africans to use Women’s Month which is commemorated annually in August, not only to honour women who fought for the country’s freedom, but also to play their part in building a society that supports women empowerment and guarantees the safety of women and children.

This year, Women’s Month is being commemorated under the theme: “Accelerating socio-economic opportunities for empowerment of women” to pay tribute to the more than 20 000 women who marched to the Union Buildings in 1956 to protest against the oppressive pass laws of the apartheid government.

The former chair of Parliament’s Public Service Committee reflected on working with the then Public Service and Administration Minister, Zola Skweyiya. The committee worked with the Minister in reconfiguring the new public service after following the dawn of democracy in 1994.

Gender representation

Government at the time came up with the Batho Pele policy of which September 2022 marked 25 years since South Africa adopted the Batho Pele (putting people first) Principles and the White Paper on Transforming Public Service Delivery.

Batho Pele is an inclusive concept that refers to all government policies, strategies and programmes aimed at transforming public service delivery.

She recalled how Skweyiya was “very emphatic” that the policy must reflect “equity in the system so that the citizen that is least served … who always falls between the cracks must feel thatgovernment sees them.

“And obviously women were high on that agenda. We wanted Batho Pele to address the issue of gender representation in the civil service but also the civil servant sensitivity about the gender discrimination of women in the society they are employed to serve,” she explained.

While women have gone on to attain much over the years, Mlambo-Ngcuka said the achievements of women must be celebrated and to “never forget the work that still awaits us.”

“Our work is not yet done - there is still much more that we still need to do,” said the former Executive Director of United Nations Women.

Mlambo-Ngcuka referred to the strides made by the SPAR Proteas netball women’s team and Banyana Banyana who made the country proud at their respective World Cup tournaments recently.

Mentorship

Having served the public service in various roles including that of Minister of Minerals and Energy, she stressed the sector’s importance saying it is the “backbone of government”. She highlighted that while women were continuing to break barriers, they should also mentor others.

“Because there is no point if we are breaking the glass ceiling for yourselves when you're not doing anything for the rest of society.  We have to do these things simultaneously.”

“… So lifting as you climb has to be your mantra and the nice thing about mentorship is that it’s not hard, it has to come from here,” she said as she pointed towards her heart.

In his Women’s Day address, President Cyril Ramaphosa encouraged all sectors of society to advance and improve the lives of the women and girls of South Africa.

“We must mobilise all of society to support the women of our country on their road to empowerment and the improvement of their lives. As government, we are irrevocably committed to continuing the process of advancing and improving the lives of the women and girls of South Africa,” he said.

While it is said that a woman’s work is never done, we all can lend a hand in ensuring that hell freezes over to advance the interests of all women. –SAnews.gov.za

SIU files leave to appeal in Telkom case

SIU files leave to appeal in Telkom case

The Special Investigating Unit (SIU) is expected to file an application for leave to appeal a High Court judgement which deemed its authorisation to investigate the affairs of Telkom as invalid.

The judgement was delivered last month after the unit was authorised through a proclamation by President Cyril Ramaphosa to investigate allegations of “serious maladministration, malpractice, and possible corruption” at the telecommunications company.

“The High Court found that Telkom is not a state institution and therefore, the SIU could not investigate allegations of serious maladministration, malpractice, and possible corruption in the affairs of Telkom.

“After consulting with our legal team, the SIU is of the opinion that there is reason for an appeal,” the SIU said.

The unit insists that the court must “give a fuller picture of what constitutes a state institution as this can set a legal precedent” on which institutions it can investigate.

Currently, government directly holds a 40.5% shareholding in Telkom with a further 15.3% shareholding through the Public Investment Corporation.

“It is important that the issue of the “state institution” must be decided and settled. If this is not clarified, it may create an unwelcome precedent that some public institutions may inadvertently be shielded from investigation by the SIU,” the unit concluded. – SAnews.gov.za

It is all systems depart for the start of the 15th BRICS Summit

Location: News

It is all systems go for the start of the 15th BRICS Summit

By Michael Currin

It is Women’s Month and Government is delighted to be hosting an important group of leading emerging markets and developing countries, namely Brazil, Russia, India, China and South Africa for the 15th edition of the BRICS Summit. Together BRICS has around 42% of the world's population, 27% of global GDP and around 20% of international trade.

It is our third time hosting this important event as a country and South Africa is privileged to be the chair of BRICS this year.

Our theme is "BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism." This theme reflects our vision of BRICS providing global leadership in addressing the needs and concerns of the majority of the world, namely beneficial economic growth, sustainable development and inclusion of the global South in multilateral systems.

This theme also reflects our belief in the benefits a partnership with Africa can bring to BRICS, with our partners eager to explore opportunities to support, and benefit from, operationalisation of the African Continental Free Trade Area.

Since January 2023, we have held a large number of meetings across all three pillars of cooperation, namely:

1. Political and security,

2. Economic and financial; and

3. Social and people-to-people cooperation.

GCIS has supported various Ministerial meetings held to precede BRICS across all provinces. Our Minister in the Presidency Khumbudzo Ntshavheni hosted a Friends of BRICS National Security Advisors Meeting with her BRICS Security counterparts, in Sandton, on 24 July 2023.

The Friends of BRICS is a combination of countries who have expressed an interest in joining BRICS, those who chair prominent institutions of the Global South and those invited as per the Chair’s prerogative and henceforth invited as per the consensus reached between the host and fellow BRICS members. The Friends of BRICS countries who attended this meeting are Belarus, Burundi, Cuba, Egypt, Kazakhstan, Saudi Arabia and the United Arab Emirates.

Various other meetings took place headed by various Ministers such as the BRICS Foreign Ministers, the BRICS Civil Forum, BRICS Ministers of Communication, the BRICS Youth Forum, the BRICS Urbanisation, BRICS Ministers of Health, and BRICS Ministers of Science and Innovation have all concluded their meetings.

Cabinet has encouraged BRICS meetings to be held in different towns and cities so that our guests have a wide range of experience of our beautiful country. It is also important that the tangible economic benefits of hosting our BRICS partners are experienced in a variety of communities.

All these activities build up to the XVth BRICS Summit which will provide an opportunity for BRICS Leaders to reflect on all the elements of BRICS cooperation. The XVth BRICS Summit will also provide an opportunity to amplify the voices of our friends in Africa and the global South with the BRICS-Africa Outreach and BRICS Plus Dialogues.

President Cyril Ramaphosa has confirmed South Africa’s readiness to host the XVth BRICS Summit in Sandton, Johannesburg and we are running a countdown to hype the upcoming activities of the Summit. South Africa Chairs BRICS in a dynamic global environment where the eyes of the world are on us.

Leading up to the Summit, the Department of Trade, Industry and Competition and the BRICS Business Council will be hosting a content-rich BRICS Business Programme from 19 to 23 August which seeks to foster economic growth, promote collaboration, attract investment, and showcase opportunities within South Africa, Africa and BRICS countries.

All the BRICS Business Councils are bringing large business delegations to South Africa. As an outcome of South Africa's Chairing of BRICS in 2013, the BRICS Business Council celebrates its 10th Anniversary in 2023 and we look forward to the celebrations as well as the outcomes of the review of the work of the Council in its first ten years.

The BRICS Summit programme

The first event on the BRICS Leaders' programme is the BRICS Business Forum Leaders Dialogue on the afternoon of Tuesday 22 August. The Leaders will get a report on the outcomes of the deliberations during the BRICS Business Forum and will deliver statements reflecting on BRICS economic relations.

Following the Business Forum, the Leaders move to a quieter venue for the BRICS Leaders Retreat. This is a signature event of South Africa as BRICS Chair. Leaders meet in a comfortable setting in a private venue for an unscripted discussion of contemporary issues of importance. There is no set agenda and Leaders can initiate a discussion on issues of choice such as BRICS membership expansion, reform of global governance, or use of local currencies.

On 23 August, the XVth BRICS Summit continues with a closed plenary followed by an open plenary session.

The BRICS Leaders will deliver national statements which will be followed by reports by the President of the New Development Bank, the South African Chair of the BRICS Business Council and the South African Chair of the BRICS Women's Business Alliance.

It is befitting during Women’s month to re-emphasise my focus on the BRICS Women's Business (WBA) Alliance. This will be the first in-person engagement with BRICS Leaders as it was established in 2020 under the Chairship of Russia during the height of the pandemic. This Alliance aims to empower and advance women entrepreneurs in BRICS to create a vibrant network in partnership with others that facilitates knowledge-sharing, skills development, and business opportunities for women across diverse sectors and industries.

Their flagship meeting is the BRICS-Africa WBA Trade Conference to be held in Durban from 20 to 21 August which brings together over 500 women-owned businesses, including micro, small, and medium-sized enterprises, from BRICS and Africa. The conference will include the first in-person joint meeting of BRICS WBA national chapters and develop recommendations to be presented to BRICS Leaders at the Summit.

Following the reports from the New Development Bank, BRICS Business Council and the BRICS Women's Business Alliance, the Summit is expected to adopt the eGoli Declaration as the main outcome document of the 2023 BRICS Leaders’ Summit.

South Africa is also pleased to welcome the first meeting of Ministers responsible for Women Affairs as an important step in mainstreaming women's issues across all areas of BRICS cooperation.

This is also a concrete step forward in addressing the needs of vulnerable groups. As a partnership, BRICS operates on the principles of openness, solidarity, mutual respect and understanding as well as mutually beneficial cooperation that is seen to deliver tangible benefits.

The XVth BRICS Summit is the venue and occasion for the voices of BRICS, Africa and the global South to converge and be heard. We meet to reflect on the status of cooperation, to consider regional and global developments and to assess the status of global governance reform.

The Summit is not the final event of South Africa as Chair of BRICS. We continue our programme of mutually beneficial cooperation until the end of 2023.

We look forward to further meetings including the Ministers for Disaster Management, Ministers of Tourism, possible Ministers of Transport meeting, the BRICS Parliamentary Forum, the Foreign Policy Dialogue, Young Diplomats and the first workshop on incident management later in the year. We particularly look forward to the return of the BRICS Games in October.

We are confident that we will leave 2023 having strengthened the BRICS partnership and having delivered benefits to the people of South Africa, BRICS, Africa and the global South.

Government calls on South Africans to continue to extend the warmest of South African welcomes to the many official delegates, businesspeople, media and civil society who will arrive from various parts of the continent and the world shortly for the Summit.

‘Tangible progress’ in implementation of State Capture Commission recommendations

'Tangible progress' in implementation of State Capture Commission recommendations

President Cyril Ramaphosa says “significant progress” has been made to implement government’s plan in relation to the recommendations set out by the State Capture Commission.

The President was addressing the nation through his weekly newsletter on the eve of the second anniversary of the final public hearing of the commission.

Some 205 investigative and prosecutorial recommendations were given by the commission.

“To undertake this huge amount of work, the National Prosecuting Authority (NPA) and the Hawks set up an Integrated Task Force to coordinate investigations and prosecutions. There are currently nine cases in court, involving 41 accused people and 12 companies.

“Significant progress has also been made in recovering the proceeds of crime. Freezing orders to the value of R13 billion have been granted to the NPA. A total of R5.4 billion has been traced and returned to the State. The South African Revenue Service has collected unpaid taxes as a result of evidence before the State Capture Commission,” he said.

President Ramaphosa added that “far reaching legislative and institutional changes to reduce the potential of corruption” are also being undertaken.

“Eight of the 14 new laws or legislative amendments identified in our implementation plan have been approved by Cabinet and tabled in Parliament. These address areas such as public procurement, the involvement of politicians in administrative matters, the conduct of public servants, the intelligence services, money laundering and electoral reforms.

“A further six draft laws are in the process of public consultation with stakeholders. Further research is being done on some of the recommendations of the Commission, such as making the abuse of political power a criminal offence,” he said.

Furthermore, the draft Public Procurement Bill and State-Owned Enterprises (SOEs) bills are also in the pipeline to increase transparency in procurement processes, and how boards and executives at SOEs are appointed.

To deal with corruption, the State Capture Commission recommended that additional anti-corruption bodies be formed and according to the President, part of that work “is being led by the National Anti-Corruption Advisory Council, which is working across society to build ethical values and mobilise the nation against corruption”.

Whistle blowers

President Ramaphosa thanked the individuals who exposed State capture at the commission and through other means.

“Corruption is one of the greatest challenges our country confronts as we strive to improve the lives of all our people. State capture is one of the worst forms of corruption our country has experienced in recent times. State capture was the orchestrated theft of billions of rand through the capture of state institutions.

“Our country is grateful to the actions of many South Africans who, acting as individuals and through various organisations across society, exposed state capture and in many ways ensured that decisive steps are taken to end it,” he said.

The President emphasised the importance of having whistle blowers who bravely – and sometimes to their own detriment – revealed wrongdoing.

He added that government is working to ensure that whistle blowers are protected.

“While many people contributed to exposing and ending State Capture, the role of whistle blowers was particularly important. Many of the people who revealed wrongdoing suffered victimisation and hardship due to their courageous actions.

“We have put forward clear and effective recommendations on whistle blower protection and incentives. These recommendations propose a range of measures, such as criminalising threats against whistle blowers, creating a fund for whistle blowers dismissed because of their disclosures, and providing State protection for whistle blowers and their families where necessary,” he said.

The President reiterated that government is persevering in its commitment to rid the country of corruption and cut off the tentacles of State Capture.

“In the coming months, many of the processes underway will be completed and much more progress will be recorded.

“While tangible progress is being made, it is clear to me that we will only be able to put state capture firmly behind us if all South Africans work together to rid our society of corruption in all its forms,” President Ramaphosa concluded. – SAnews.gov.za

President congratulates newly crowned Miss SA Natasha Joubert

President Cyril Ramaphosa has congratulated the newly crowned Miss South Africa 2023 Natasha Joubert who won at the spectacular pageant finale held at the Sunbet Arena at Time Square Casino in Tshwane on Sunday.

In a tweet sent out last night the President said Joubert’s resilience is testament to the nation’s fighting spirit.

“Congratulations to our newly crowned Natasha Joubert. Your resilience is testament to our fighting spirit as a nation. We wish you a fruitful year of reign and we look forward to you making a positive impact as our Miss South Africa,” the President said.

The 26-year-old Joubert is a BCom Marketing Management graduate and is the owner and fashion designer of Natalia Jefferys, a company she started when she was 19.

An emotional and overwhelmed Joubert who hails from Tshwane said she was truly humbled and grateful to win the title and to be the first to wear the glittering new Mowana (“Tree of Life”) crown from Nungu Diamonds.

In her acceptance speech Joubert, a firm favourite among the crowd watching the pageant, said she is incredibly honoured and humbled to be crowned Miss South Africa 2023.

“As I step into this new role, I am filled with a sense of responsibility to make a positive difference in the world around me. I believe that success is not just about personal accomplishments, but about the opportunities, we have to give back and uplift those around us. I will strive to be a source of inspiration and support for others, just as I have been supported on my journey now and before.

“This moment is the epitome of a full circle moment for me. A dream that started 11 years ago…I pledge to use this platform to advocate for the causes close to my heart and to be a source of inspiration for others. Entrepreneurship lies at the heart of innovation and economic growth. It is the driving force that propels nations forward, creating jobs, nurturing creativity, and fostering a spirit of resilience,” Joubert said.

The new Miss South Africa received R1 million in cash in a prize and sponsorship package that includes the use of a serviced apartment at the lavish Brookfield at Royal in Kensington – developed by Tricolt – for the year of her reign.

Providing water a top priority for government

Location: News

Providing water a top priority for government

President Cyril Ramaphosa has assured local communities in Tsomo in the Chris Hani District Municipality that providing water to communities is government’s priority.

“Izimbizo are meant for government to listen to communities, whether you have a complaint, you have an opportunity here,” President Ramaphosa told residents on Friday.

The President was speaking at the ninth Presidential Imbizo held in Tsomo in the Chris Hani District Municipality in the Eastern Cape.

The Presidential Imbizo serves as a platform for face-to-face engagement between citizens and senior government leaders, holding the administration accountable and allowing government to consult and update communities on development and service delivery in the relevant areas.

President Ramaphosa commended those people who did not only raise their concerns or grievances, but also commended what government is doing to improve people’s lives.

“There is a lot that government is doing to improve people’s lives, for all your grievances, there are answers,” President Ramaphosa said.

President Ramaphosa also commended the local communities for heeding the call to attend the Imbizo.

“This is the biggest community Imbizo we have ever been to, I thank you all for coming,” said President Ramaphosa.

The local communities were given an opportunity to raise their concerns before President Ramaphosa and his Cabinet ministers.

Water and Sanitation Minister Senzo Mchunu assured the locals that government is doing everything in its power to ensure that there is water in communities.

“We are working in ensuring that our communities get water. We have already started with some of the projects,” Mchunu said.

Mchunu told the locals that money has been allocated to the municipalities to speed up water projects.

Most raised concerns about water, poor road conditions, lack of job opportunities and other services.

Today is the ninth Presidential Imbizo since government commenced with the District Development Model (DDM) programme in March 2022 in Mahikeng in the North West province.

The DDM is an integrated planning model for Cooperative Governance that seeks to ensure an integrated, district-based service delivery approach aimed at fast-tracking service delivery.

The President’s visit here in Tsomo brought hope to many people in the Chris Hani District Municipality.

Siyamthanda Maqoko from Cofimvaba told SAnews that she is happy that the President has visited their area.

“I hope the President is going to address the many challenges that we have here. We have a water problem, our roads are not good. We hope the President is going to address our grievances and all our challenges,” Maqoko said.

Asked how she feels about 30 years of democracy, Maqoko said she is happy because government has done a lot to improve people’s lives.

“Even though there are still challenges, many people who did not have houses, they now have houses, new schools have been built and most households now have electricity,” she said, adding that people now participate in the running of the government.

Maqoko expressed concern about the high number of young people who are taking drugs, appealing to government to create more job opportunities for young people.

“Government must create job opportunities for young people, this will make our youth to stop taking drugs,” she said.

A learner from Tsomo Mission in Tsomo, Ovayo Booi, told SAnews that the President must intervene and ensure that those who do not have houses should be assisted to get houses.

“Government must help our communities to get houses, water and electricity. Government must also build more schools,” Booi said.

Thabisa Zwakala, a mother of three, said she is happy that the President is in their area, which means government has not forgotten about them.

“For the President to come here, this shows that we are important and that government is going to address our grievances,” Zwakala said, adding that she believes that the communities are going to change for the better.

“Our area is very poor, no water and our roads are very bad,” she said.

Prior to engaging with the local communities, President Ramaphosa started the Imbizo by visiting the local Water Treatment Plant which is expected to help provide water in the area.

Upon his arrival, President Ramaphosa was briefed about the plant by the municipal officials.

He then conducted a walkabout at the plant and thereafter proceeded to the Imbizo venue where he was welcomed by the locals. – SAnews.gov.za

Former President Jacob Zuma granted ‘special remission’

Location: News

Former President Jacob Zuma granted 'special remission'

The department of Correctional Services has confirmed that former President Jacob Zuma reported to the Estcourt Correctional Centre on Friday morning and has since been released after being granted a “special remission”.

The National Commissioner, Makgothi Samuel Thobakgale, revealed his decision this morning during a joint media briefing with Justice and Correctional Services Minister Ronald Lamola.

“As the National Commissioner of the Department of Correctional Services, I have exercised my discretion as per the SCA [Supreme Court of Appeal] judgement, in deciding whether or not to take into account the period served under Community Corrections by the former President, Mr Jacob Zuma.”

This comes after the SCA found that the National Commissioner’s decision to place the former Statesman on medical parole was unlawful and unconstitutional and that he had to complete his sentence.

The Constitutional Court sentenced Zuma to 15 months imprisonment in July 2021 and only served two months after he ignored a court order to testify at a State Capture inquiry looking into a web of corruption during his Presidency.

“In compliance with the SCA judgement, Mr Zuma did report back at Estcourt Correctional Centre this morning. A consideration has been made as per legislation, including processes that were already unfolding in the management of correctional services,” said Thobakgale.

“The administrative procedures have ensued and Mr Zuma has been processed accordingly.”

Thobakgale told the media that although both the SCA and the High Court considered the Commissioner’s decision as unlawful, Zuma was not discharged, but placed under community corrections where he continued serving his sentence, under strict conditions.

“Parole in South Africa is a form of punishment which is served by an inmate within the system of community corrections in terms of Chapter VI of the Correctional Services Act of 1998,” he explained.

“When Mr Zuma left a medical hospital upon placement on medical parole, he was continuously under community corrections serving his sentence. He was never a free man with effect from 8 July 2021.”

Meanwhile, Lamola announced that President Cyril Ramaphosa has approved the remission of non-violent offenders in South Africa.

“Obviously, a question will arise whether former President Jacob Zuma will benefit from this decision or not. Indeed, he’s one of the beneficiaries as a low-risk offender.”

According to the Minister, there are 212 286 inmates, including 9 351 foreign nationals, across the country's 243 correctional centres and 218 community centres.

“Unfortunately, the current occupancy rate is 143%, with the overcrowding rate at 43.06%.

“The recent loss of 3 024 beds at Kutama Sinthumule due to fire means that overcrowding will increase by 4%, raising the overcrowding rate to 47.06% and in turn the occupancy rate will increase 147%.”

Lamola told the media this poses a direct threat to inmate health, security, and management, and it could lead to a surge in gangsterism.

“More importantly, it hampers the department’s ability to provide development and rehabilitation programmes.”

The Minister has described the remission of sentences as a crucial aspect of the country’s justice system.

“However, it's important to note that certain offenders, such as those convicted of sexual offences, tampering with essential infrastructure, serving life sentences, and being declared dangerous criminals, are excluded from this criterion of this special remission.”

Despite this, he said low-risk offenders in these categories may still be eligible for a 12-month remission.

Meanwhile, those convicted of non-violent and nonsexual crimes will be eligible for up to 24 months of remission after completing the pre-release programme and risk assessment.

He said the decision will result in the deportation of 3 064 foreign nationals serving short-term sentences under the guidance of the Department of Home Affairs.

Additionally, he emphasised that it will alleviate overcrowding by releasing approximately 9 488 prisoners and a further 15 000 inmates who are currently under correctional supervision and parole.

“The exercise of exploring special remission commenced on 24 April 2023 when we lost approximately 1 112 bed spaces due to dilapidation in most of our centres.” – SAnews.gov.za

DPE affirms commitment to restructuring Eskom

Location: News

DPE affirms commitment to restructuring Eskom

Government is fully committed to the implementation of the Eskom roadmap and the state retaining 100% control of the three separate entities – Generation, Transmission and Distribution, said the Department of Public Enterprises (DPE).

“The DPE is hereby correcting the misinterpretation and mischievous propaganda arising from a technical letter sent to the Eskom Board,” it said in a statement on Thursday.

The department reminded citizens that the intention to restructure Eskom was first pronounced by President Cyril Ramaphosa’s 2019 State of the Nation Address (SONA) when he mandated the process to transform the structure of the electricity industry to better serve the needs of the country.

The President announced the process of establishing three separate entities – Generation, Transmission and Distribution – under Eskom Holdings.

“The implementation of the Eskom roadmap and current legislation before Parliament will result in a restructured electricity industry.”

Globally, the energy sector is rapidly changing due to new technologies, transforming customer behaviours and climate change policies.

“Eskom’s current structure is no longer suitable to meet the country’s energy needs.”

According to the department, Eskom Holdings currently owns all Generation, Transmission and Distribution assets, of which these assets belong to the state.

“The reform of Eskom requires the ‘restructuring of Eskom’. This means establishing three separate companies housing Generation, Transmission and Distribution businesses – 100% owned by the state,” the statement read.

“To implement the above, corresponding assets need to be transferred from Eskom Holdings to each of the new companies.”

The department said this requires approval in terms of the Public Finance Management Act (PFMA) Section 54 (2), (c) and (d).

In terms of this section, the department said the consent of both Ministers of Finance and Public Enterprises is required for the transfer of these assets into the newly established distribution company.

“The letter to the Board contains the consent of the Minister of Public Enterprises for the transfer of assets from the holding company to the newly established distribution company. Further work still needs to be done and agreed upon in relation to the business and the financial model of the newly established distribution company.”

The department believes that the restructuring process is a crucial part of ensuring energy security in the future for all South Africans.

“The DPE and government are fully committed to the implementation of the roadmap and to retaining 100% control of these entities.

“The public needs to be mindful that there are many vested interests who seem to be intent on undermining energy security and the restructuring process – both of which will be disadvantaging 60 million people.

“This is through misinformation and deliberate distortions aimed at undermining public confidence in the process. This is not in South Africa’s interest,” it said. – SAnews.gov.za

All systems recede for Eastern Cape Presidential Imbizo

Location: News

All systems go for Eastern Cape Presidential Imbizo

It is all systems go for the District Development Model (DDM) Presidential Imbizo, which is set to be held in Instika Yethu Local Municipality in the Chris Hani District in the Eastern Cape on Friday.

This is according to Cooperative Governance and Traditional Affairs (COGTA) Minister Thembi Nkadimeng, who was briefing media ahead of the imbizo.

“All the Ministers will be here. They will be able to account on issues that are raised on human settlements, water and sanitation, health, education, societal ills and crime.

“We are confident that the ninth imbizo will yield the positive results that we have seen in the last eight izimbizo. The main objective is to ensure that our communities are tomorrow afforded the opportunity to speak to the President.

“In a nutshell, tomorrow we will strengthen a partnership with citizens in order to deal with issues affecting their daily lives, as imbizo is a tool of development communication to bridge the information gap and address service delivery backlogs in rural areas,” Nkadimeng said.

Honing in on the challenges the Eastern Cape is facing, the Minister said government is already focused on implementing and finding solutions to the water challenges in the province.

“We are looking strongly into the improvement of our disaster management assessment teams at COGTA and also in the province because we know now that KZN and Eastern Cape are more disaster prone in terms of floods… and some areas like Gqeberha are disaster prone in terms of drought.

“[There is] a water and waste water treatment project… that services both the Amathole and Chris Hani [Districts]. The project is currently running and servicing two districts. I would want… the Eastern Cape government, COGTA and the Department of Water and Sanitation to do a replica of such projects in all the areas in the Eastern Cape that have a problem of water provision and sanitation,” she said.

Izimbizo present an opportunity for South Africans from all corners of the country to voice out the challenges they have directly to the President and Cabinet, with a view to tackle them head on.

Thus far, the President has visited all provinces, with the Eastern Cape imbizo expected to be the last in this round.

“These series of interactions and engagements brought communities closer to the President and the entire leadership across the three spheres, and also ensured that their issues are made known.

“As reflected earlier, the successful institutionalisation of the DDM compels us to collaborate with key strategic stakeholders, including traditional and Khoi-San leaders, as well as business and civil society at large in planning, budgeting and implementation, as well as monitoring and evaluation.

“The DDM Presidential Izimbizo are a practical expression of community centred development that is rooted on active public participation and accountability. President is committed to continuing to build an ethical, capable and developmental State that delivers on its mandate and is corruption free at every sphere,” Nkadimeng said.

She called on citizens in the Eastern Cape to attend tomorrow’s imbizo and have their voices heard.
