Phaahla visits Limpopo following crash that claimed 45 lives

Minister of Health, Dr Joe Phaahla, is scheduled to visit Limpopo to oversee the progress of the efforts to identify human remains and repatriate the victims of the Botswana bus crash that happened over the Easter weekend.

This after the bus that was travelling from Molepolole in Botswana to Moria in Limpopo, to celebrate Easter, plunged off the bridge along the Mmamatlakala Pass on Thursday last week.

The tragic crash claimed 45 Easter pilgrims, with an eight-year-old being the sole survivor.

According to a statement, the Minister will also interact with the eight-year-old and visit the scene of the incident.

Limpopo MEC for Health, Dr Phophi Ramathuba, and other senior officials will join Phaahla.

President Cyril Ramaphosa has also conveyed his condolences to Botswana and the family and friends of the deceased.

“President Ramaphosa extended his sympathies in a call to President Mokgweetsi Masisi of Botswana and pledged the continued support of the South African government during this time of need for the people of Botswana,” a government statement read.

Meanwhile, President Masisi expressed gratitude for the cooperation received from the Department of International Relations and Cooperation (DIRCO), as well as from provincial and local government structures. – SAnews.gov.za

Department calls for support for those living with autism

Location: News

Department calls for support for those living with autism

The Department of Health has urged families and communities to support individuals with autism spectrum disorder (ASD), also known as autism, to thrive and reach their full potential, and to refrain from discriminating against them.

This as South Africa joins the global community today to increase awareness about autism and how communities can support autistic people.

Every year, on 2 April, World Autism Awareness Day is celebrated to empower and help autistic people lead a full life.

The day is also used to empower the public, and health and welfare service providers with information, dispel misconceptions, and promote a deeper understanding of autism to help reduce stigma and discrimination by fostering a more inclusive environment for autistic persons and their families.

According to the World Health Organisation (WHO), about one in every 100 children globally has autism.

In South Africa, the Department of Health said local studies have found the prevalence of autism to be between 0.08% and 2%.

“This condition is mainly found to be more prevalent in males than females,” the department said.

Autism can be a life-long condition, but according to the department, through appropriate and tailored support, children and adults with autism can make significant progress and live fulfilling lives.

“Autistic individuals, as well as their parents and caregivers, often face many challenges, but these do not have to define them because they have the same health needs and rights as the general population. They may, in addition, have specific healthcare needs related to autism or other co-occurring conditions requiring attention, support and care," the department said.

The department believes that all people, including those with autism, have the right to the enjoyment of the highest attainable standard of physical and mental health.

“However, autistic people are often subjected to stigma and discrimination, including unjust deprivation of care, education, and opportunities to engage and participate in their communities,” the department said.

People with ASD have unique physical, social, mental healthcare and educational needs because of their conditions.

This is the reason the department is of the view that this requires strong collaborative efforts with other government departments such as Basic Education and Social Development for the provision of an all-inclusive basket of services for early detection and intervention of ASD to improve their overall health outcomes and lessen long-term suffering and costs of care.

Developmental milestones screening is one of the key interventions to detect disorders like ASD to facilitate early interventions, as studies have shown that the median age of diagnosis of these conditions is between 18 to 24 months.

In South Africa, the Road to Health Booklet or clinic card issued to all children at birth helps parents monitor each child's health and development until the age of five.

This also assists in early identification and intervention when a child’s development is not in line with the expected developmental milestones.

Early diagnosis and intervention of autism, the department said, can significantly impact the child’s development and help families understand their child’s strengths and challenges and create a personalised treatment and support plan.

Parents are encouraged to familiarise themselves with the educational information contained in the clinic card.

Although there is no cure for autism spectrum disorders, some medications are used to help people with ASD function better by treating co-occurring symptoms such as high energy levels, inability to focus, or self-harming behaviour, including head banging or hand biting.

Treatment can also help manage co-occurring mental health problems, such as anxiety or depression, and physical conditions such as seizures and sleep problems.

“If you suspect that you or your family member or child may be having autism spectrum disorder, visit your nearest health care facility or provider for screening and assessment to enable them to provide the necessary interventions, or refer where necessary,” the department advised. – SAnews.gov.za

Consumers to dig deeper as petrol, diesel prices increase

Location: News

Consumers to dig deeper as petrol, diesel prices increase

Motorists are expected to feel the pinch even further this month when the prices of all grades of fuel increase.

The following are the increases that have been announced by the Central Energy Fund (CEF):

  • Petrol (93 ULP & LRP): 65 cents increase
  • Petrol (95 ULP & LRP): 67 cents increase.
  • Diesel (0.05% sulphur): 3 cents increase.
  • Diesel (0.005% sulphur): 1 cent decrease.
  • Illuminating paraffin (wholesale): 29 cents decrease.
  • Single Maximum National Retail Price for illuminating paraffin: 58 cents decrease.
  • Maximum LP Gas retail price: 19 cents decrease

This means a litre of 95 petrol, which used to cost R24.45 a litre in Gauteng, will now cost R25,12.

“The average international product prices for petrol increased, while diesel and illuminating paraffin decreased during the period under review.

“The rand appreciated against the US dollar during the period under review, on average, when compared to the previous period. The average rand/US dollar exchange rate for the period 1 March 2024 to 26 March 2024 was 18.8689 compared to 19.0186 during the previous period. This led to a lower contribution to the Basic Fuel Prices on petrol, diesel and illuminating paraffin by 10.78 c/l, 10.88 c/l and 10.74 c/l respectively,” the CEF said.

Furthermore, Finance Minister Enoch Godongwana announced, during the Budget Speech in February, increases to the Carbon Fuel levy of some 1c per litre on petrol and 3c per litre on diesel.

“No increases will be made to the General Fuel and Road Accident Fund levy on both petrol and diesel.

“With effect from 03 April 2024, the Fuel Levy in the price structure of petrol and diesel will increase to 396.0 c/l and 384.0 c/l respectively and the Road Accident Fund Levy in the price structure of both petrol and diesel will remain at 218.0 c/l,” the CEF said. – SAnews.gov.za

Presidency releases Energy Action Plan update

Location: News

Presidency releases Energy Action Plan update

The Presidency has released the 18-month update on the implementation of the Energy Action Plan (EAP).

The EAP was introduced by President Cyril Ramaphosa in July 2022 and is coordinated by the National Energy Crisis Committee under the leadership of Electricity Minister, Dr Kgosientsho Ramokgopa.

The EAP’s key interventions are to:

  • Fix Eskom and improve the availability of existing supply.
  • Enable and accelerate private investment in generation capacity.
  • Fast-track the procurement of new generation capacity from renewables, gas and battery storage.
  • Unleash businesses and households to invest in rooftop solar.
  • Fundamentally transform the electricity sector to achieve long-term energy security.

The President’s spokesperson, Vincent Magwenya, said the EAP update highlights “significant progress” made.

“The detailed update on the Energy Action Plan shows that significant progress has been achieved over the last six months in implementing government’s plan to end load shedding.

“Government is working towards the full implementation of the Energy Action Plan to bring an end to load shedding once and for all,” he said.

Magwenya highlighted some of the milestones made over the past six months.

“Some of the achievements achieved in the past six months include the return of the three units at Kusile Power Station months ahead of schedule, the amount of rooftop solar installed by businesses and households, more than doubling to over 5 000MW, helping to reduce demand on the grid.

“In December, three further Independent Power Producer [IPP] bid windows were released for 7 615MW of new capacity from solar, wind, gas and battery storage,” Magwenya said.

Other key milestones reached include the following:

  • Eskom has launched the Cross Border Standard Offer Programme (CBSOP), which will procure up to 1000 MW in additional power from neighbouring countries for a period of three years.
  • The first project from Eskom’s Battery Energy Storage System (BESS) programme has been connected to the grid, and will provide 100 megawatt hours (MWh) of storage capacity. Seven other projects are in construction as part of Phase 1 of the programme, which will together provide a total of 833MWh of capacity.
  • An additional 3 400MW of grid capacity has been immediately unlocked in the Cape region through the implementation of curtailment, which enables Eskom to fit more generation capacity onto the grid.

The full report can be accessed on this link https://rb.gy/0ebd2b.

Meanwhile, Eskom has suspended load shedding until Sunday.

“Due to the sustained available generation capacity and the planned return to service of 2 300MW of generation capacity by Friday, along with the anticipated low demand over the long weekend, load shedding will remain suspended until Sunday at 4pm.

“Eskom will provide an update for the week ahead on Sunday afternoon or communicate should any significant changes occur,” the power utility said on social media platform, X. – SAnews.gov.za

KZN man sentenced to four life terms for murdering family members

A police investigation has secured four terms of life imprisonment for 35-year-old Nthutuko Mthethwa for the murder of three Mkhize family members at their home in Umntilombo, Eshowe, in April 2023.

The Mtunzini High Court found him guilty of the murders of three family members.

On the evening of 12 April 2023, the Mkhize family was attacked by two armed suspects who shot at six family members.

Three people were pronounced dead at the scene while the other three were taken to hospital for medical attention.

An investigation led the police to Mthethwa who was arrested the following day. The Investigating Officer successfully opposed the accused’s several bids for bail and he was kept behind bars until his sentencing on Wednesday.

Mthethwa was sentenced to a life term imprisonment for each murder and another life term behind bars for attempted murder, as well as an additional 22 years in prison.

The Provincial Commissioner of KwaZulu-Natal, Lieutenant-General Nhlanhla Mkhwanazi, applauded the investigating team for working around the clock to arrest the suspect as well as for presenting a strong case in court, which led to the attainment of a maximum sentence.

“Our mandate is to prevent and combat crime, however, if a crime happens, our reactive capacity should dig deep to bring justice to the families of the victims.

“We applaud the Investigating Officer and all those that he worked with in ensuring that justice was served and bring closure to the family,” said Lieutenant-General Mkhwanazi.

Police are still searching for Sicelo Dambayi Sikhakhane, 33, who is believed to be the second suspect on the matter.  – SAnews.gov.za

Call to use child car seats

Location: News

Call to use child car seats

In anticipation of the increase in traffic volumes this Easter long weekend, the Road Traffic Management Corporation (RTMC) has called for an investment in child car seats and restraints to ensure the safety of children in vehicles.

“The RTMC calls for greater cooperation from motorists to reduce the number of children who are injured or killed on the roads,” RTMC Spokesperson Simon Zwane said on Wednesday.

South African regulations state that (a) all adults must use seat belts if available; (b) the driver must ensure a child aged between three to 14 uses a child restraint, if available, or seat belt if available; and (c) infants under three must be strapped into a car seat where possible. Drivers may be held accountable for failure to comply.

“We know that seatbelts save children’s lives, because every day we see children who are severely disabled or who die due to road accidents because they were not wearing a seatbelt.

“Children who are not properly restrained in a car are catapulted out of the car on impact, and the consequences can be devastating; nothing but a seatbelt/car seat can prevent that. Making sure a child is properly restrained is the easiest thing parents can do to ensure their child’s safety,” Associate Professor Ursula Rolhwink of the University of Cape Town (UCT) Neuroscience Institute and spokesperson for the African Brain Child Initiative said.

Executive Director and Spokesperson for ChildSafe South Africa Zaitoon Rabaney said the number of lives lost on the roads, particularly among children, is unacceptable and preventable.

“This Easter, we urge drivers to reflect on their road behaviour and commit to making the necessary changes. By simply buckling up, respecting speed limits, and ensuring our children are safely secured in appropriate car seats, we can dramatically reduce the risk of fatalities and severe injuries,” Rabaney said.

The World Health Organisation Road Traffic Injury fact sheet 2022 shows the use of a seat belt reduces the risk of fatal injury by 40 - 50% for drivers and front-seat occupants and by up to 25% for rear-seat occupants.

According to the African Brain Child's report, 96 out of every 100 children who are admitted to ICU because they were involved in a motor crash have a moderate or severe injury to the head because they were not wearing a seat belt. – SAnews.gov.za

Happy and safe Easter holidays

Happy and safe Easter holidays

President Cyril Ramaphosa has wished the nation a peaceful and safe Easter period.

“The prayers and reflection that define Easter renew the spirit of the nation. This period also allows us to connect with family, friends and the community around us and to explore our most beautiful country.

“We must, however, remain mindful of and reach out to people in our families and communities who are needy and who will appreciate our support,” the President said on Thursday ahead of the Easter long weekend.

In offering his best wishes to South Africa’s diverse Christian denominations for their Easter observances, President Ramaphosa urged the nation to “do our best to make this a safe Easter.”

“Easter does not have to be a time where we sit back and wait to see statistics on tragedy or injuries on our roads or at places where people come together in large numbers.

“This should be a time where each of us evaluates our own attitudes and behaviours and conduct ourselves in ways that build our society and make the country safe for everyone. This applies especially to our obligation to end violence against women and children.”

The President urged the country to “make this a time to exercise our spirituality, enjoy our country and care for everyone around us.” -SAnews.gov.za

Heightened police visibility this Easter weekend

Heightened police visibility this Easter weekend

Law enforcement and border security measures are in place to ensure the safety of all this Easter holiday period, Cabinet said on Thursday.

“There will be heightened police visibility across the country aimed at preventing, combating and at the same time, countering serious and violent crime during the holiday period and beyond,” said Minister in the Presidency Khumbudzo Ntshavheni.

Ntshavheni addressed the media on Thursday the outcomes of the last official Cabinet meeting of the sixth administration held yesterday.

She also took the time to extend Cabinet’s best wishes to the Christian and Jewish communities as they observe the religious Easter and Passover holidays this weekend.

“During this time, many South Africans will travel around the country to visit their families and friends, resulting in increased traffic volumes,” said Ntshavheni.

She used the platform to appeal to those travelling during this holiday period to exercise caution on the road, adhere to traffic rules, and respect other road users.

“Law enforcement has adopted a zero tolerance for road users who drive recklessly and are negligent and those who use excessive speeds.”

She also reminded parents and caregivers to always be aware of their children’s whereabouts and ensure that their children are only left with responsible adults.

The Minister also advised them to be extra vigilant while supervising children around swimming pools or anywhere near water.

Shifting her focus to border security management, she said the Executive further welcomed the Border Management Authority’s (BMA) efforts to increase security control measures and reducing congestion.

She also announced that the BMA would extend the operating hours at critical ports of entry and deploy an additional 400 border guards to deal with the expected increase of travellers this Easter weekend.

The South African Police Service (SAPS), South African Revenue Service (SARS), South African National Defence Force (SANDF) and Cross-Border Road Transport Agency (C-BRTA) are supporting this Easter operational plan.

The Executive applauded the work of the BMA, which will on 1 April 2024, mark one year since it was established.

The agency has intercepted over 270 000 people who tried to enter South Africa illegally and helped curb illegal migration, human smuggling, trafficking and cross-border crime.

Gaza conflict

Cabinet has also welcomed the United Nations Security Council (UNSC) resolution that calls for an immediate ceasefire in the Gaza Strip for the Holy month of Ramadan and the unconditional release of all hostages.

The resolution also notes the urgent need to expand the flow of humanitarian assistance.

“This resolution is the affirmation of the correctness of South Africa’s position on the need to prevent genocide and the violation of human rights of the people of Palestine and the release of hostages by Hamas.”

According to the Minister, she said these resolutions are binding and that the UNSC should ensure compliance.

“Therefore, adoption of this resolution is a critical step to also enable the flow of humanitarian assistance to the Gaza area,” she said.

Gender-based violence (GBV) prevention, corruption, and municipality officials arrested for corruption were some of the issues discussed by Cabinet.

30 Years of Freedom

Meanwhile, on 5 April 2024, South Africa will launch the 30 Years of Freedom commemoration which also coincides with Freedom Month in April.

“The occasion forever reverberates in the history of our nation as a month that gave birth to our freedom and constitutional democracy. The commemoration of 30 Years of Freedom is an opportunity to celebrate the remarkable journey we have traversed to create a vibrant democracy where the lives of all people are valued and people treated with respect,” said the Minister.

Other matters

Meanwhile, Cabinet said the signing of the agreement between South Africa and Zimbabwe to transfer treated water from Beitbridge Water Treatment Works in Zimbabwe to Musina, Limpopo, will alleviate water supply challenges in Musina.

“There will be further socio-economic benefits from the construction of a 20km pipeline and pump stations to transfer this 41 mega litres of water per/day to ensure Musina has sufficient water supply for the medium term.”

In addition, she said South Africa aims to promote industrialisation, competition, and job creation through seven master plans in different sectors.

The seven master plans are being implemented through the deployment of industrial policy tools, to develop capacity, increase investment and localisation, expand exports, and preserve and grow jobs.

In addition, she stated that Cabinet received an update on progress towards digital migration, with the final analogue switch set for December 2024. – SAnews.gov.za

X marks the spot

Location: News

X marks the spot

With the clock inching closer to Voting Day when citizens will mark their X next to the name of their preferred candidate in the 2024 general elections, it is important that we all go into the various voting booths across the country armed with all the relevant information to make an informed choice, writes Neo Semono.

The 2024 National and Provincial Elections coincide with the 30 years of freedom and democracy celebrations that the country is observing this year.

Young and old registered voters will make their mark in South Africa’s seventh democratic elections on 29 May after which the seventh administration will come into being.

While we are accustomed to receiving two ballots in national and provincial elections, things will be a little different this Voting Day.

Instead of the usual two - registered voters will this time around receive three ballot papers - wherein to mark their X.

The three ballots are the result of the passing of the Electoral Amendment Act of 2023.

The Electoral Amendment Act of 2023 which President Cyril Ramaphosa signed into law on 17 April 2023, gives effect to the Constitutional Court judgment handed down in June 2020.

The judgement declared the Electoral Act of 1998 unconstitutional for stipulating that election to the National Assembly and provincial legislatures may only be attained through membership of political parties.

The court gave Parliament two years to remedy the defects. Since the court decision, the Electoral Bill was born and extensive public consultations on the bill were held by Parliament’s National Assembly and the National Council of Provinces.

This prompted Parliament to request two deadline extensions from the court with the final deadline for Parliament to pass the bill having been set at 28 February 2023.

And while there were hiccups, the Act finally became law in June 2023.

Less than a year later since becoming law, South Africans will be voting in elections that include independent candidates.

Come Wednesday, 29 May, voters will receive three ballots - the first being for the election of the compensatory 200 members of the National Assembly, which is only contested by political parties on a closed list basis.

According to the Electoral Commission (IEC), the second ballot will be for the regional elections of the 200 members of the National Assembly. This ballot will vary from region to region, depending on which parties and independent candidates contest the relevant regional election. Only the names of political parties and independent candidates that have met the requirements to contest each regional election will appear on this ballot.

According to the commission, in the national elections, independent candidates will contest the 200 regional seats alongside political parties, while the other 200 seats will be compensatory to bring back general proportionality for political parties.

This means that the total votes for a party in a region determine the number of seats they hold.

The third ballot which is the provincial ballot, will be for electing the members of the provincial legislature in each of the nine provinces. It contains the names of the political parties and independent candidates that have met the requirements to contest each provincial election.

However, while independent candidates can contest in multiple regions, they are limited to winning just one seat in the National Assembly.

The participation of independent candidates in the country’s elections for the very first time, is a feather in South Africa’s cap. It’s a reflection of a democracy in action.

And while the country is not without its faults, including corruption and the continued impact of the state capture years among a list of things that need attention, our democracy is a robust one and very much alive with individuals and organisations able to approach the courts for relief.

The judgment in the matter of the New Nation Movement NPC & others V President of the Republic of South Africa & others where the Electoral Act of 1998 was declared unconstitutional for stipulating that election to the National Assembly and provincial legislatures may only be attained through membership of political parties, is one such example.

The year of the three ballots at the polls is also the year wherein the South African voters’ roll which was first compiled ahead of the 1999 national and provincial elections, has swollen to 27.79 million registered voters.

In 1999, the voters’ roll stood at 18.17 million registered voters.

While it is not a perfectly hung portrait, the South African canvass is continually being improved upon with the flair and outspokenness that we’re known for.

Let us go out and exercise our right to vote. The South African Inc picture is far from being complete, it needs you and I. -SAnews.gov.za

Motorists urged to prioritise safety ahead of Easter weekend

As thousands of South Africans are set to hit the country’s freeways for the long Easter weekend on Thursday, Newcastle Local Municipality Mayor Xolani Dube has urged all motorists to prioritise safety, adhere to traffic regulations and exercise caution while traveling.

Dube made the call at the launch of a comprehensive road safety campaign on Wednesday, ahead of the long weekend.

"By working together, we can make a significant impact in reducing road accidents and ensuring a safer community for everyone," Dube said.

The Newcastle Local Municipality, in collaboration with the provincial Health Department and various stakeholders, including Heineken Beverages, the KwaZulu-Natal Liquor Authority, the South African Police Service, and the South African National Taxi Council (SANTACO) Amajuba Region, launched the campaign in an effort to curb road accidents during the Easter holidays.

Dube said the main aim of the campaign is to convene important stakeholders to promote safer road usage over the upcoming holidays, with the goal of lowering traffic accidents and encouraging responsible driving behaviour.

During the launch, representatives from the various stakeholders distributed essential road safety paraphernalia to drivers.

Dube said these efforts are focused on fostering a safer road environment for all road users and encouraging responsible driving habits.

Members of the police emphasised the need of vehicle inspections to guarantee the vehicle's roadworthiness and cautioned against driving while intoxicated and speeding.

The police have placed a strong emphasis on the value of vehicle inspections to guarantee roadworthiness and discouraged driving while intoxicated and at high speeds.

“The Easter holiday period often sees a surge in road accidents, and it is imperative that we take proactive measures to prevent unnecessary loss of life and property. Through collaborative efforts with our partners and stakeholders, we are committed to promoting road safety awareness and encouraging responsible driving habits," the police said.

Interventions to stabilise water supply in Durban South Coast areas

Interventions to stabilise water supply in Durban South Coast areas

The eThekwini Metropolitan Municipality says the city is working around the clock to stabilise water supply in areas that are supplied through the South Coast Augmentation (SCA) pipeline.

The municipality said the system has been struggling to recover and maintain healthy levels to supply dependent reservoirs following the completion of repairs on a section of the 1200mm diameter SCA steel trunk main.

The trunk main underwent repairs after it was damaged by heavy rains.

The municipality said the city is building up storage at the Woodlands 3 and 4 Reservoirs by managing demand at the SCA pumpstation.

“Managing demands involve rationing supply to different reservoirs and switching off the booster pumpstations to allow reservoirs to recover. With this intervention, Woodlands 3 and 4 reservoirs have improved, with levels going from being empty to currently sitting at 30%.

“The city aims to reach 80% storage levels to be able to maintain pumping to the Amanzimtoti Waterworks to supply all dependent reservoirs that are located downstream from the Waterworks,” the municipality said.

The affected areas include Amanzimtoti CBD, Almond, Kingsburgh, Doonside, Illovo Beach, Panorama Park, Umgababa, Mgobhozini, Mfume, KwaSoni, Mshiwase, Nkwali, Lovu, Bhekulwandle, KwaMakhutha, Mkhazini, Ezimbokodweni, KwaFakazi, KwaMgendwa, Mahlathini, Ohlongeni, eKuphileni, Adams Mission, Umnini, Danganyana, Magabheni, Dlambula, Ehlanzeni, Thoyane, Umkomaas, Clansthal, Craigeburn, Amahlongwa, Amalundi, Crowder Farm, Malukazi, and Scottburgh.

Construction of retaining walls underway

Meanwhile, a team from the city is hard at work building the retaining walls along Sinamuva Road in Inanda Newtown extension B, Ward 107.

This follows recent heavy rain, which exposed the main water pipe and damaged the roadside wall.

The city said the installation of retaining walls will increase safety measures for the community using Sinamuva Road in Ward 107.

As part of remedial efforts, the team is securing the water main pipe and protecting the road from soil erosion.

City’s Project Foreman, who is providing strategic direction to ensure the work is done in accordance with job specifications, Bongani Shabalala, said the project started in December last year.

“Part of the work includes placing gabions to protect against soil erosion. A previous storm severely damaged the side wall, and other parts of the road were affected,” Shabalala said.

Resident Siboniso Mpanza, who is working on the project, said the repair work has created job opportunities for locals.

“Most of the workers here are the youth who are learning new skills. We will continue to use these skills gained even after the project is completed,” said Mpanza. – SAnews.gov.za

20-year sentence for July 2021unrest killing

A 38-year-old man, Joel Pillay, has been sentenced to 20 years imprisonment for a murder he committed during the KwaZulu-Natal public unrest in July 2021.

Pillay was sentenced in the Scottburgh High Court.

National Prosecuting Authority (NPA) spokesperson, Natasha Ramkisson-Kara, said Pillay was found guilty of murdering Lindani Mthethwa while he was walking down a street in Verulam when Pillay drove past him.

“Pillay, who was driving a marked vehicle owned by a security company, turned his vehicle around and drove back towards Mthethwa. When he was alongside Mthethwa he lowered the window of his vehicle and shot him in the head. Mthethwa died on the scene.

“The NPA commends the work done by the prosecution and other stakeholders in securing the conviction,” Ramkisson-Kara said.

The state’s case was led by Advocate Thabani Buthelezi who led evidence from two eyewitnesses.

“Buthelezi also submitted a Victim Impact Statement compiled by Mthethwa’s sister and facilitated by Court Preparation Officer Thandeka Mofokeng. In her statement the woman said Mthethwa was a responsible and hardworking person. She said that her family has been financially and emotionally affected. She added that the incident was traumatic, as she still has flashbacks.

“In sentencing Pillay, the court deviated from the minimum sentence of life imprisonment, citing that he was a first offender when he committed the offence. Pillay was sentenced accordingly, and the court found him unfit to possess a firearm,” Ramkisson-Kara said.

Some 350 people lost their lives during the July 2021 unrest that unfolded in Gauteng and KwaZulu-Natal.

The violence and destruction also caused damage to infrastructure and businesses costing South Africa’s economy some R50 billion, with a further two million jobs being lost or affected. – SAnews.gov.za

Government to work with transport sector for economic growth

Minister of Transport Sindisiwe Chikunga has reaffirmed government's commitment to fostering a transport ecosystem that is agile, responsive and adaptable to the evolving needs of society and the changing global landscape.

“Transport plays a critical role in shaping the societal, economic, and spatial landscape of our nation. With mandates spanning across rail, road, civil aviation, maritime, public transport, and macro planning, the Department of Transport and its entities hold a significant responsibility in driving forward the country's developmental agenda,” Chikunga said on Tuesday.

She made these remarks during a strategic workshop for the transport sector, which served as a platform for strategic conversations and dialogue, fostering a shared understanding of mandates and a unified vision for the transport portfolio.

“From roads and highways to railways, airports, and seaports, a well-established transportation network not only facilitates the movement of goods and people but also acts as a catalyst for economic development.

“It is imperative that policymakers, businesses, and communities work together to prioritise sustainable infrastructure development that meets the needs of present and future generations. Only through concerted efforts can we build a transport infrastructure that drives inclusive and sustainable development for all,” Chikunga said.

The Minister outlined key priorities essential for driving the transport sector forward.

These priorities, spanning various facets of transport infrastructure and operations, underscore the government's commitment to enhancing efficiency, sustainability, and accessibility within the transport ecosystem.

She reiterated the importance of revitalising rail infrastructure and operations.

Key priorities in this domain include the recovery of rail major corridors, signalling system, implementation of the station modernisation programme, and expansion and modernisation of rolling stock.

“The recently launched National Rail Policy underscores the necessity for collaborative efforts aimed at fostering transformation and ensuring fair competition within the sector,” she said.

The Minister stressed the importance of finalising key policies such as the Roads Funding Policy and the Public Transport Subsidy Policy.

This being the last strategic workshop for the transport sector in the sixth administration,  the workshop undertook a robust review of the mandate analysis of the Department and its entities,  review of its achievements in the current term,  analysis of the legislative frameworks and the need for its modernisation as well as building of institutional capacity, governance and leadership.

The Minister underscored the importance of transitioning towards greener transport solutions.

Priorities in this domain include developing the Transport Just Transition plan, raising public awareness on the Electric Vehicles (EV) Regulatory Framework, and collaborating with the Department of Trade, Industry, and Competition (DTIC) on implementing the Green Transport Strategy. – SAnews.gov.za

The BFI is a reform established in 2016 to support the execution of priority infrastructure projects and programmes through a more rigorous planning, appraisal, and selection process.

“The primary purpose of this BFI Special Window is to close funding gaps and provide viability gap funding for projects and programmes that will leverage private sector financing and technical assistance,” National Treasury said on Wednesday.

This call for proposals was announced by the Minister of Finance during the 2024 Budget Speech.

“The National Treasury intends to utilise this BFI Window to develop a pipeline of projects and programmes to test alternative financing and funding models. Public institutions are being invited to submit proposals in respect of projects and programmes that will form part of this pipeline.

“Public institutions that qualify to submit proposals include those in the National, Provincial and Municipal spheres of government as well as Public Entities. The Call for Proposals is open to projects and programmes that are undertaken under alternative financing and delivery mechanisms and private sector participation frameworks such as Public Private Partnerships (PPPs) and concessions,” National Treasury said.

To be eligible, proposals should closely follow the BFI Guideline for this window, which can be accessed at https://www.treasury.gov.za/publications/guidelines/. – SAnews.gov.za

KZN welcomes over 4000 new employees

The KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (CoGTA) has welcomed over 4 000 new employees as part of the government's S’thesha Waya Waya e-recruitment initiative.

S’thesha Waya Waya is a provincial government initiative that assists job seekers by providing an online portal to search and apply for jobs in the public sector.

This initiative has benefited thousands of job seekers across departments and public entities.

CoGTA MEC, Bongiwe Sithole-Moloi, handed over appointment letters to new employees during a ceremony held this week at the uThongathi Sport Centre.

The new recruits, which included among others over 500 interns, 220 in-service trainees and 100 permanent employees, received their appointment letters to officially welcomed them into the public sector.

Sithole-Moloi said the department conducted a major recruitment drive through the government’s Sthesha Waya Waya e-recruitment initiative.

The interns and in-service trainees will be placed in different municipalities across the province, while others will be based in the head office to capacitate different units with their new skills and acquire the experience that will help them to become employable.

She said the majority of the new employees, which include professional officers, middle, and senior managers, will assume their duties on 1 April 2024.

The MEC reiterated government's commitment to creating sustainable jobs by simplifying the application process.

While still accepting traditional CV submissions, she said most applications are received through S’thesha Waya Waya, via the online portal.

“We still have more positions that have been advertised, and we encourage job seekers to utilise the platform by visiting the department website and logging onto the job portal. It is an easy and cost-effective method; we want to support job seekers in securing employment,” Sithole-Moloi said. – SAnews.gov.za

Call for responsible driver behaviour

Location: News

Call for responsible driver behaviour

Motorists have been warned against violating traffic laws this Easter weekend as law enforcement officials intensify their operations to ensure the country’s roads are safe.

“Roadblocks will be staged on all major routes and within residential areas to address deviant behaviours by those who think that long weekends are a license to break the rules of the road and undermine our national effort to make our road safe,” Minister of Transport Sindisiwe Chikunga said.

Traffic volumes are expected to start increasing on Thursday, 28 March, from about 10:00 and will stay high until about midnight.

“On Friday, 29 March, traffic volumes will start increasing early in the morning and will return to normal after 14:00. Return traffic will commence with worshippers from Moria City and other places of worship on Sunday, 31 March.

“All other main routes are expected to be extremely busy throughout Monday, 01 April. We appeal for motorists to stagger their traveling,” Chikunga said.

Addressing the 2024 Easter Road Safety Campaign in Mpumalanga the Minister said government has set a target to reduce road fatalities by 15% this Easter.

“We have mapped the routes, sharpened our strategies, and prepared our battle plan. With Gauteng being home to 40% of South Africa’s vehicle population, we expect a substantial number of motorists to leave Gauteng to different holiday destinations.

“The N1 towards Polokwane, especially the road to Moria City in Limpopo and to Beit Bridge, will be heavily policed. The N3 to the coastal city of Durban and N1 to the Free State, Western Cape, particularly Cape Town to Eastern Cape will be no exception.

“Here in Mpumalanga, on the N4 we expect heavy traffic especially on stretches leading to border gates and around toll gates,” the Minister said.

She called on the religious community, especially those that will be travelling to different places of pilgrimage, to ensure that the busses and taxis they hire are roadworthy and fit to be on the roads.

“Attention must be paid to ensure that the bus has two drivers who will relieve each other during the trips to avoid fatigue. Vehicle must also have proper permits that allow them to travel outside of their normal routes. This will help to avoid conflict with other operators and inconvenience to passengers when the vehicles are stopped by law enforcement authorities,” the Minister said.

She said government is committed to improving performance on road safety.

This endeavour will be achieved by integrating law enforcement efforts and avoiding fragmentation, improving community understanding of factors behind road carnages and the role they can play to reduce as well as placing road safety on the national agenda.

“We are warning those who are a law unto themselves to obey traffic rules or else they will face the full might of the law. The message is simply that if you are reckless and irresponsible you will be locked up in jail, for in our view you are danger to society… if you drive drunk, if you drive at excessive speed, you drive a vehicle without number plates, you drive without a driver’s licence,” the Minister said. – SAnews.gov.za

SA welcomes adoption of the UNSC resolution on Gaza ceasefire

SA welcomes adoption of the UNSC resolution on Gaza ceasefire

South Africa has expressed its support for the United Nations Security Council (UNSC) resolution calling for an immediate ceasefire in Gaza.

This comes after the adoption of Resolution 2728 (2024) by the UNSC on Monday, which demands an “immediate ceasefire” in the Gaza Strip for the duration of the Muslim holy month of Ramadan, which ends in two weeks.

While the United States abstained from the vote, the 14 other council members all voted in favour to none against the Security Council ceasefire resolution.

“South Africa is pleased that the Security Council has, at long last, demanded an immediate and lasting ceasefire for the month of Ramadan and the resolution must also propose that this ceasefire should lead to a lasting sustainable ceasefire,” said International Relations and Cooperation Minister, Dr Naledi Pandor.

“It is now the responsibility of the United Nations Security Council to ensure that there is compliance with the resolution, which is binding on the parties,” said the Minister in a statement on Monday.

Pandor said South Africa remains concerned that in the over five months since the conflict began, thousands have lost their lives, including over 13 000 children.

Resolution 2728 also notes an “urgent need to expand the flow of humanitarian assistance to and reinforce the protection of civilians in the entire Gaza Strip”.

“It is, therefore, vital that the parties comply with the Security Council,” the Minister added.

The Council also demanded the “lifting of all barriers to the provision of humanitarian assistance at scale, in line with international humanitarian law, as well as Resolution 2712 (2023) and 2720 (2023)”.

Secretary-General of the UN, António Guterres, tweeted: “The Security Council just approved a long-awaited resolution on Gaza, demanding an immediate ceasefire, and the immediate and unconditional release of all hostages. This resolution must be implemented. Failure would be unforgivable.”

Guterres also called for the fight in Gaza to end now.

“The hostages must be released now. And we must not lose sight of the big picture. A lasting end to the Israeli-Palestinian conflict can only come through a two-State solution.” – SAnews.gov.za

Call for inclusivity in efforts to grow biodiversity economy

Call for inclusivity in efforts to grow biodiversity economy

President Cyril Ramaphosa has emphasised that previously disadvantaged individuals and communities must be at the centre of efforts to fully harness the benefits of the biodiversity economy.

“We must put rural communities at the centre of every decision making process, and ensure we are empowering and equipping them for the new opportunities in the biodiversity sector,” President Ramaphosa said on Tuesday in Boksburg.

Addressing the Inaugural Biodiversity Economy and Investment Indaba, the President called on industry, finance institutions, philanthropies, civil society and traditional leaders, healers and practitioners to collectively embrace government’s vision for a transformed biodiversity economy.

“For us to fully harness the benefits of the biodiversity economy, we have to understand its scope and breadth. Work is underway to develop Natural Capital Accounting for the biodiversity sector.

“This is being done through a partnership between the Department of Forestry, Fisheries and the Environment, Statistics South Africa and the South African National Biodiversity Institute. This initiative will ensure that the contribution of the biodiversity sector, including its entire value chain, is formally recognised.”

He said today, sustainable use of biodiversity is a pillar of rural economies across South Africa, supporting hundreds of thousands of jobs.

Beneficiation

“Sustainable biodiversity use also contributes to urban economies. For example, traditional medicine markets exist in nearly every major urban centre in South Africa.

“The trade in indigenous medicine plants is a multi-million-rand industry that supports jobs and livelihoods across the value chain. As a country, we have been firm that communities must benefit in a tangible manner when plant and animal species are harvested for commercial gain,” the President said.

He mentioned that Rooibos as a product is popular not just in South Africa but around the world.

“Four years ago, the first industry-wide benefits sharing agreement was launched between the South African Rooibos Industry and the Khoi and San Councils.

“This agreement has to date distributed a total amount of R28 million to the two councils in recognition of the communities’ indigenous knowledge of the Rooibos species.”

There must be tangible beneficiation in communities when indigenous plant species are harvested for commercial benefit, whether it is for medicine, cosmetics or other purposes.

“Sustainable mass cultivation of indigenous plant species must support the creation of businesses, factories and value chains that allow for end products to be exported to the rest of the continent and abroad.

“This mass cultivation can also assist land restoration and rehabilitation, as well as carbon sequestration, which is important in the context of climate change. To ensure a more holistic approach to access and benefit sharing, we are developing nurseries for the production of   indigenous species, so these can be cultivated for medicinal and cosmetic purposes,” Ramaphosa said.

There are already a number of commercially successful game meat production facilities in several parts of the country.

“For many decades, fishing was the preserve of commercial enterprises only. This is something we are working hard to change. In January this year, we allocated 15-year fishing rights to the small-scale fishing sector in the four coastal provinces. We must build on this,” said the President.

Job creation

“Job creation must be at the centre of our efforts. As with our mineral resources, we cannot simply be mere exporters of raw materials so that jobs and industries can be created elsewhere. Jobs and opportunities must remain here, in South Africa, in our communities. This is what the revised Biodiversity Economy Strategy aims to address,” the President said.

He said when it comes to animal species, beneficiation must result in the establishment of community-run businesses, be they lodges or game meat butcheries and production facilities.

“We have a Game Meat Strategy that is focused on scaling economic enterprises for communities and previously disadvantaged individuals and providing land use patterns that are compatible with conservation.

“It aims to synergise our economic and conservation objectives by emphasising that a successful biodiversity economy must be linked to the restoration of ecosystems. It broadens the existing terrestrial goals and adds marine, coastal, estuarine and freshwater opportunities,” the President said.

Transformation

This strategy places the transformation of the biodiversity sector at the centre of efforts to fully harness the benefits of the biodiversity economy.

“Rural communities, disadvantaged individuals and traditional leaders must be part of devising new approaches to investment in community-owned land for biodiversity-based enterprises.

“The work to conserve and restore our biodiversity takes place as the world is experiencing the increasingly destructive effects of climate change. African countries are among the most vulnerable to the effects of a rapidly changing climate. They have to adapt and build resilience within the context of historically low levels of development and severely limited capacity,” the President said.

The Climate Change Bill, which is currently before the National Council of Provinces, seeks to enable a just transition towards a low-carbon, climate-resilient society.

“This just transition must contribute toward the creation of decent work for all, social inclusion and the eradication of poverty. A just transition puts people at the centre of decision making, especially those most affected by the transition, by empowering and equipping them for new opportunities of the future,” the President said. – SAnews.gov.za

Minister conducts site inspection at Lighthouse Precinct project

Tourism Minister Patricia de Lille visited the Lighthouse Precinct project in the Cape Agulhas National Park on Tuesday to inspect progress on site and to impress on all stakeholders the importance of working together to grow the country’s tourism offerings.

The project is one of many being implemented by the Department of Tourism across the country as part of the Tourism Sector Master Plan’s objectives to stimulate demand by investing in new and maintaining existing tourism infrastructure and attractions.

The Lighthouse Precinct Project in the Agulhas National Park in the Western Cape is a R54.9 million investment by the department into the area to ensure that the site remains attractive to visitors and supports tourism development in the surrounding communities.

The project is being implemented together with the SANParks and overall progress on site is now at 73% and it is anticipated that it will be completed in June this year.

The park is located in the Southern Overberg region of the Western Cape and stretches along the coastal plain between the towns of Gansbaai and Struisbaai and includes the southern-most tip of Africa.

“Investment in infrastructure by government shows the private sector that we are serious about growing our tourism offering and by government investing, we are creating the conditions conducive for further investment by the private sector.

“As a top tourist destination, we remain committed to constantly diversifying and growing our tourism offering so that we remain an attractive destination that keeps visitors coming back,” de Lille said after the visit, along with the Mayor of the Cape Agulhas Municipality, Paul Swart, the Deputy Mayor of the Overberg District Municipality, Helen Coetzee and other councilors from the region.

The project was funded in two phases. Phase 1 was completed in 2018. Phase 2 is currently under construction and includes:

• Construction of a restaurant

• Interpretation centre (including vendor stalls, ablution facilities, curio shops, booking office and lecture theatre)

• Construction of reception area/offices

• External works and bulk infrastructure

The project also has a significant socio-economic benefits as so far the project has employed 77 people including 48 youth, 50 women and two persons with disabilities during construction.

Eight sub-contractors from surrounding communities were also employed on the project to do work such as brick and steel work, stone cladding, laying of kerbs and channels.

De Lille said all stakeholders were pleased with the progress of the project and have agreed that they must continue working as partners, the department, SANParks, the Cape Agulhas and the Overberg District Municipalities to ensure that the project continues to benefit the area for many years to come.

“We must work together to ensure its continued success and to ensure that the attraction is properly maintained and looked after so that it can bring economic benefits to tourism and the surrounding communities,” de Lille said. – SAnews.gov.za
