Kubayi calls for partnerships to increase affordable housing stock

Location: News

Kubayi calls for partnerships to increase affordable housing stock

Human Settlements Minister, Mmamoloko Kubayi, has urged the private sector to continue to work in partnership with government to increase affordable housing stock in the major metropolitan and secondary cities.

This is so as to prevent a repeat of recent disasters.

Kubayi made the call as South Africa joined the global community in celebrating World Habitat Day on Monday.

The United Nations designated the first Monday of October of every year as World Habitat Day to reflect on the state of habitats, and on the basic right of all to adequate shelter.

This year's World Habitat Day was commemorated under the theme: “Resilient Urban Economies. Cities as Drivers of Growth and Recovery.”

Kubayi noted that the metropolitan and intermediary cities have, according to recent figures, experienced rapid urbanisation than major metropolitan cities and therefore putting pressure on infrastructure and the provision of sustainable human settlements.

She reiterated South Africa’s commitment to the upgrading of informal settlements, which was one of the resolutions adopted at the 2023 UN-Habitat Assembly held in June, to “Accelerating the Transformation of Informal Settlements and Slums by 2023”.

“Sustainable human settlements affect every aspect of people’s lives and communities’ development.

“Creating and managing better places to live, not only addresses economic opportunities, poverty and inequality but also fosters inclusion through provision of dignity, access to basic services and transport and creating improved living environments that foster food security, education, health, gender equality, resilience, and the protection of vulnerable groups,” Kubayi said.

The UN-Habitat Assembly adopted numerous critical resolutions to change the trajectory for the achievement of sustainable human settlements and adequate housing, in the context of rapid urbanisation and climate change.

One of the resolutions identifies key actions to be undertaken globally to accelerate the transformation of informal settlements, as a vital entry point and catalyst for sustainable development by addressing the needs of the most vulnerable.

The Minister highlighted that during 2023/2024 financial year, over R4 billion has been allocated towards the upgrading of informal settlements.

“Additionally, over R7 billion Urban Settlements Development Grant (USGD) has been allocated to Metropolitan Municipalities to increase housing stock and deliver basic services of the cities’ residents,” Kubayi said.

Commenting on the recent fire at Cemetery View in Pretoria East, Tshwane that affected over 2 000 households, the Minister said the location of the informal settlements is an indication that people want to live closer to places of work.

However, she underlined that government initiatives working with the private sector are meant for qualifying beneficiaries.

Title Deeds Friday Campaign

Meanwhile, Kubayi has announced that the department will during the month of October, launch a Title Deeds Friday Campaign, aimed at mobilising the beneficiaries of fully subsidised houses to collect their title deeds at municipality offices.

The campaign, which was part of the outcomes of a recent meeting held between the Minister and MECs responsible for Human Settlements in provinces, will also see the MECs and councillors setting aside part of their Fridays to dispatching and encouraging beneficiaries to collect their title deeds.

“We must never be in a position where we unnecessarily keep people’s title deeds in our buildings. Our aim is to have cleared over 30 000 title deeds currently at our disposal by February 2024,” Kubayi said.

The Title Deeds Friday Campaign is expected to be launched with communities of MAWIGA (Mabopane, Winterveld and Ga-Rankuwa), north of Tshwane in Gauteng. – SAnews.gov.za

Dube-Ncube condemns witchcraft accusations aimed at elderly

Dube-Ncube condemns witchcraft accusations aimed at elderly

KwaZulu-Natal Premier, Nomusa Dube-Ncube, has strongly condemned the phenomenon where senior citizens are accused of witchcraft due to the onset of dementia and related mental conditions.

Dube-Ncube on Sunday commemorated International Day for Senior Citizens at Umkhanyakude District Municipality.

The Premier said she is worried about the increasing number of senior citizens, who are being killed because of claims of witchcraft.

“The onset of dementia and Alzheimer’s causes forgetfulness among the elderly. Unfortunately, this is interpreted as witchcraft by members of the public, who then hurl and inflict abuse on the senior citizens,” Dube-Ncube said.

She said government has created an awareness campaign to educate members of society so that they understand the causes and symptoms of dementia and related mental conditions.

“We are gathered here today to tell our senior citizens that they are more precious than rubies, gold or diamonds. Senior citizens are reservoirs of knowledge, wisdom and history. We cherish their presence in our lives so that we can continue to quench our thirst for knowledge and wisdom,” the Premier said.

Dube-Ncube highlighted the provincial government’s achievements in supporting Small, Medium and Micro enterprises (SMMEs) owned by senior citizens.

“As the provincial government, we have thus far been able to create opportunities for senior citizens to run their own businesses successfully. Here in Umtubatuba, we have Lethusizo Old Age Club, which is managed by senior citizens, and government is funding it,” Dube-Ncube said.

The Premier also awarded cheques to the value of R1 million to assist senior citizen-owned cooperatives and entities, and showered centenarians with gifts.

She further advised senior citizens to take care of their lives by being active so that they stay healthy, and take their medications regularly and constantly because they still have a big role to play in society.

On the pressing issue of the late South African Social Security Agency (SASSA) grant payments, Dube-Ncube expressed her sincere regret and assured the senior citizens that she is in constant contact with Social Development Minister Lindiwe Zulu.

“The late payment of social grants to the elderly is deeply regretted and we assure the senior citizens that such mishaps do not happen again,” Dube-Ncube said. – SAnews.gov.za

Public Works leads DDM outreach in N West

Public Works leads DDM outreach in N West

Public Works and Infrastructure Deputy Minister, Bernice Swarts, has interacted with the community of Leeudoringstad in the North West.

The Deputy Minister, in her capacity a champion of the Presidential District Development Model (DDM), visited Leeudoringstad on Friday, where the community voiced a plethora of issues affecting their daily lives.

Swarts explained that government, through the DDM, has planned a range of interventions to address challenges in the community.

“We are looking at packaging a plethora of interventions to address the issues that you have raised. On the issue of unemployment in the area, we are looking at a range of measures such as training young people on firefighting, so that they can assist the area during fire season.

“When we talk about creating work for our people, especially our youth and women, we must look at implementing projects that can create employment at a mass scale. We will also look at engaging the private sector to assist with the creation of work for our people,” Swarts said.

She pointed out that to create more work opportunities for the residents of Leeudoringstad, the DDM team would also look at implementing the Expanded Public Works Programme (EPWP).

The Deputy Minister said they have a long-term programme to create jobs in the area, which includes a plan to resuscitate the fresh produce market, as well as bringing back trains in the area.

“These initiatives can create jobs in the long term,” she said.

On the issue of collapsing road infrastructure, Swarts said government, through the DDM, will revisit the model used to construct roads.

“We must construct roads that will remain strong and stable for a long time. We are also looking at rolling out paved roads for a longer life span. These kind of roads will also assist with the creation of work opportunities for residents,” the Deputy Minister said.

Swarts appealed to residents to look after the public infrastructure that was being implemented by the government.

“We have to work with you in ensuring that we bring development in the area. You, as residents, have a duty to protect the assets that are being implemented by your government,” she said.

Turning to the issue of overcrowded schools, Swarts said the DDM team will engage schools in the area to understand what can be done to deal with overcrowding, and the possible construction of a “smart school” in the area.

“You have raised concerns that you have three primary schools and one secondary school. We will have to attend to this as the DDM Team.

“We will work with you all the way to ensure that we attend to this matter. If need be, we must look at the possibility of building a smart school in the area,” Swarts said.

Swarts commended the young people who volunteer in projects aimed at tackling the cleanliness of the municipality.

“The greening programmes that you spoke about respond to the issue of climate change. The work you are doing in this area shows that together, we can respond to climate change,” she said.

She praised both the Executive Mayor of Dr. Kenneth Kaunda District Municipality, Nikiwe Num, and the Executive Mayor of Maquassi Hills Local Municipality, Mzwandile Feliti, for driving the development of the community of Leeudoringstad.

During the event, the political principals participated in service delivery activities, such as pothole patching and litter picking.

One of the residents, Voster Makola, thanked Swarts for visiting the area.

Practical partnerships forged for growth and jobs – President Ramaphosa

Practical partnerships forged for growth and jobs – President Ramaphosa

In his weekly newsletter to the nation, President Cyril Ramaphosa says government is forging practical partnerships for growth and job creation.

The President highlighted that he recently met with business leaders and the leadership of the country’s four labour federations respectively, where they agreed to work more closely to address the immediate challenges that confront South Africa’s economy.

“These efforts are important because an economy that is growing slowly cannot create enough jobs. It can also not generate enough revenue for government to fully implement the programmes needed to improve people’s lives.

“The fact that the country’s debt service costs are the fastest growing budget item means that spending on education, health, social protection and infrastructure come under even greater pressure.

“We are acting with increased focus and effort to remove the most immediate constraints on growth and doing so together with our social partners,” the President said.

President Ramaphosa said that the economy is now larger than it was before the pandemic and the two million jobs that were lost have largely been recovered.

Yet, he said, the combination of global economic instability and the effects of the electricity crisis have meant that the economy continues to grow too slowly and is unable to create jobs at the pace needed.

While government has done much to implement the Economic Reconstruction and Recovery Plan, which was launched in October 2020, the President said that they have always maintained that the success of its efforts would depend on greater partnership across society.

“Our collaboration with business, for example, has moved far beyond discussions. Since June this year, government has been working closely with Business for South Africa on critical actions to address the key challenges of energy, logistics, and crime and corruption,” he said.

The President highlighted that last week’s meeting confirmed that good traction has been achieved in these areas, most notably in the work being done by the National Energy Crisis Committee (NECOM) to end load shedding and achieve energy security.

He further highlighted that a good example of the work being done is the mobilisation by business of additional capacity and skills to support the recovery of Eskom’s power plants.

This includes the deployment of technical support teams to five power stations, Kendal, Kriel, Majuba, Matla and Tutuka, and experts to help speed up the repair of units at Kusile power station that were damaged in November last year. This weekend, he said, Kusile unit 3 was returned to service two months earlier than planned.

“Full implementation of the plan to improve the performance of Eskom’s existing power stations, add new generation capacity and reform the energy sector is expected to result in over 12 000 megawatts of generation capacity being recovered or added to the system by the end of 2024,” the President said.

Turning to the freight rail network, President Ramaphosa said work is underway to improve the operational performance of the bulk freight rail network and port system through the National Logistics Crisis Committee (NLCC).

“Corridor recovery teams have been established for five strategic rail corridors, comprising Transnet executives, industry representatives and independent experts. They are working to urgently increase the volume of freight traffic on our rail lines,” he said.

Through this collaboration, the President said, business is working with government to build capacity within the National Prosecuting Authority and the Hawks, along with the modernisation of the 10111 emergency response centre and collaboration between industry and the South African Police Service to address crimes targeting infrastructure.

The President said that this work is being made possible by the willingness and determination of all social partners to collaborate on practical actions that make a measurable difference in the performance of the economy.

“While these partnerships may take different forms and may be at different stages of advancement, both business and labour have shown their commitment to work with government to address these challenges.

“It is this kind of cooperation in action, even more so than negotiated agreements, that gives meaning to the concept of a social compact that is based on achievable outcomes.

“Yet, while we have together identified key milestones and timeframes, the success of all these efforts will ultimately be measured by their impact on the lives of the South African people,” the President said.

From the progress that has been made to date, President Ramaphosa said he is certain that “this is a task at which we will together succeed”. – SAnews.gov.za

Defy’s solar-operated appliances a game changer for the environment

Location: News

Defy’s solar-operated appliances a game changer for the environment

The Defy manufacturing plant, the country's largest home appliance producer, on Monday declared its commitment to environmental progress.

The announcement was made during Trade, Industry, and Competition Minister Ebrahim Patel’s visit to a plant situated in Ladysmith, KwaZulu-Natal.

During his visit, Patel was hosted by Defy Appliances CEO Mustafa Soylu, management, staff and NUMSA shop stewards.

A major announcement was made regarding South Africa's advancement towards green technology and sustainability. The Ladysmith plant will initiate the production of fridges and freezers capable of operating entirely on solar energy, marking a substantial step in promoting eco-friendly alternatives in the appliance industry.

Soylu said the pioneering initiative marks a monumental step in the production of environmentally friendly appliances, positioning South Africa as a leader in the fight against climate change.

The innovative products, anticipated to be available  for retail by January 2024, is set to empower families to adopt a fully green approach to their food cooling units at home.

Patel expressed his support for this remarkable advancement.

“Climate change necessitates a comprehensive transformation of the technologies utilized both at home and within the industry. South Africa is actively ensuring the production of future technologies and meeting the demand for lower-emission consumer products,” he said.

Patel highlighted the significant progress from Defy’s previous hybrid units that required partial access to grid energy.

The new units, designed to operate exclusively on solar energy, will be equipped with an attached battery system, enhancing their efficiency and eco-friendliness.

“I am delighted that Defy is focusing on making these fridges and freezers affordable, enabling a broader consumer base to transition to green appliances,” Patel said.

Defy Appliances continues to make substantial contributions to the local economy, employing over 2 000 workers in South Africa and producing 1.5 million appliances locally.

The range includes fridges, freezers, stoves, ovens, dryers and top-loading washing machines. With two factories located in Jacobs in eThekwini and Ezakheni in the Ladysmith area, Defy stands as a significant player in the local manufacturing sector.

In addition to bolstering local production, Defy exports products to 35 other African countries said Soylu, reinforcing South Africa’s position as the continent’s largest producer of home appliances.

Today’s announcement and Patel’s visit underscore the commitment of both the South African government and industry leaders like Defy appliances to prioritize sustainable and green technologies.

This initiative not only contributes to the global effort to mitigate climate change but also signifies the nation’s dedication to innovation, economic growth, and the welfare of its citizens. – SAnews.gov.za

IEC concluded the revision of voting district boundaries

Location: News

IEC concluded the revision of voting district boundaries

The Electoral Commission has concluded the revision of voting district boundaries in an effort to increase voter access in the 2024 National and Provincial Elections.

As a result, some new voting districts have been created, others have been disestablished, while some existing voting districts have changed shape.

The revision of voting district boundaries, a process known as re-delimitation, has given rise to 23 296 voting districts, compared to 23 148 for the 2021 Municipal Elections –  an increase of 148 voting districts, or 0,6%.

“This increase in voting districts, however slight, implies increased access and convenience to voting for voters,” said Chief Electoral Officer Sy Mamabolo in a statement.

Unlike wards, voting districts are not political boundaries, but are the creation of the Electoral Commission for the purposes of electoral efficiency and planning.

Mamabolo said the Electoral Commission will embark on a campaign of targeted communication and re-registration of voters affected by the voting district boundary changes on Monday, 2 October 2023.

The campaign will continue until Friday, 27 October 2023, ahead of voter registration for the forthcoming elections.

By law, eligible voters must be registered in the voting district in which they ordinarily reside in order to participate in elections.

“Nationally there are 1 925 affected voting districts identified for this campaign, the majority of which are in KwaZulu-Natal (774), the Eastern Cape (332) and Limpopo province (296),” said Mamabolo.

The targeted communication and re-registration of voters affected by the voting district boundary changes will be done by a combination of methods, including trained fieldworkers walking from house to house in certain affected voting districts, and the use of direct messaging with affected voters via SMS and other digital channels to inform them of the need to re-register in their new voting districts.

“Our fieldworkers, identifiable by identification card and vest clearly marked with IEC branding, will be equipped with voter management devices (VMDs) to re-register voters on the spot,” Mamabolo said.

Where voters are not home, a flyer will be dropped off communicating details of their new voting district and station, the national registration weekend dates, and also directing them to the Voter Portal where they can self-register online 24/7.

Voters are encouraged to check their voter registration status on the Electoral Commission’s Voter Portal.

Visit www.registertovote.elections.org.za or scan the QR code in the banner below, or SMS your ID number to 32810 to get a notification of the current voting district and station on record for you.

When you visit the Voter Portal or use the SMS line, your registration details will be displayed, including your voting district and station. If you have moved to a new home, you are most likely in a different voting district.

“We appeal to voters that if your voting district has indeed changed, it is important that you re-register in your new voting district to ensure that your name appears on the voters’ roll segment for your voting district on Election Day,” Mamabolo said.

The Electoral Commission will host the first registration weekend for the 2024 Elections on 18-19 November 2023, when all voting stations will be open from 8am to 5pm on both the Saturday and Sunday. – SAnews.gov.za

Home Affairs Minister welcomes sentencing of corrupt official

Location: News

Home Affairs Minister welcomes sentencing of corrupt official

Home Affairs Minister, Dr Aaron Motsoaledi, today welcomed the lengthy sentences recently meted out to two South Africans and a Pakistani national in two different cases in Durban and Johannesburg, respectively, for passport related crimes.

Arfan Ahmed, a Pakistani national who was arrested in a sting operation that included the Counter Corruption Branch of Home Affairs, the Hawks and the Police Crime Intelligence on 24 March 2022 at the Home Affairs office in Krugersdorp, has been sentenced to eight years imprisonment by the Brixton Magistrate Court.

He was sentenced for the passports that were found in his house following his arrest in Krugersdorp. The department awaits his sentencing for his role in the Krugersdorp passport syndicate.

Ahmed is a kingpin of a passport syndicate that sought to undermine the country’s laws by fraudulently procuring South African passports for Pakistani nationals who did not have a legal right to possess South African passports.

He was working with some corrupt officials of Home Affairs in a network that spanned Gauteng, Limpopo, KwaZulu-Natal, Eastern Cape, Western Cape and Mpumalanga.

While the Pakistani is languishing in jail, the 12 corrupt Home Affairs officials who enabled his scheme have already been fired and submitted to the Hawks for criminal investigations.

In another important development, the Durban Magistrate Court sentenced Anda Ngozi and Nomathandazo Mboyane to 26 and 24 years, respectively. The two were officials of the Department of Home Affairs employed at the office in Queenstown, in the Eastern Cape.

They used to travel 650km each way at a time during the night to Home Affairs offices in Commercial Road and in Prospecton in Durban, KwaZulu-Natal, to fraudulently process 52 passports for foreign nationals, mostly from the DRC, who are not legally entitled to them.

They were paid between R3 000 and R5 000 for each passport. South Africans who were prepared to lend their identities for this nefarious scheme were paid a paltry R500. These were usually young people who were on nyaope.

The two were arrested in November 2022 by Counter Corruption Branch of Home Affairs and the Hawks following the conclusion of an internal investigation led by the Counter Corruption Branch.

Ngozi was sentenced for eight years for fraud, as well as for contravention of the:

•            Identification Act – four years

•            Immigration Act – four years

•            Prevention and Combating of Corrupt Activities Act – 10 years

Mboyane was sentenced for eight years for fraud, as well as for contravention of the:

•            Identification Act – four years

•            Immigration Act – four years

•            Prevention and Combating of Corrupt Activities Act – eight years

The sentences of the two will run concurrently, practically meaning that Ngozi will spend 10 years, while Mboyane will spend eight years.

“I am extremely pleased that the courts are meting out lengthy sentences to those who seek to undermine the integrity of Home Affairs systems. It is worth noting that the courts had refused bail to all three after their arrests.

"I am also happy the collective work of the multidisciplinary law enforcement teams has ensured that these rascals face the full might of the law for their criminal actions,” said Minister Motsoaledi.

Minister Motsoaledi added that he was looking forward to the sentencing of more people related to these two cases as the Hawks haven't yet closed their investigations.

“Once again, I want to reiterate that we shall stop at nothing in ensuring that all Home Affairs officials who engage in malfeasance face the full might of the law. If you are at Home Affairs and are corrupt, expect our knock at your door," said Minister Motsoaledi.

He added that the actions of corrupt officials, kingpins, South Africans and corrupt foreign nationals have the following consequences for the country:

•            People who don’t qualify for South African passports are legitimised through these actions to the detriment of the sovereignty of our country.

•            They can use these documents to travel the world as South Africans, and in the process, they may be committing acts that are detrimental to the reputation of the country.

•            More worrisome is the fact that even those who claim to be asylum seekers or refugees use these passports to travel back to their home countries proving that the whole claim of asylum was just a rouse.

•            South Africans will find it difficult to travel the world as the authenticity of their documents will be questioned.

"South Africans who stupidly lend their identities to be utilised in this manner end up suffering serious prejudice when trying to do transactions with other State institutions, banks and some industry associations.

“This is because the SA Social Security Agency (SASSA), banks and the Private Security Industry Regulatory Authority (PSIRA) verify the identity of the people they transact with through the Home Affairs National Population Register (NPR).

"Every time you apply for an ID or passport you are required to take a photo. The latest photo you take becomes the one in our database and all previous ones are automatically deleted.

"So, if a South African sells their identity in this way, it means that the photo in the Home Affairs system is that of the foreign national. So, institutions verifying through NPR refuse to deal with people whose identity at Home Affairs have pictures that don't look like the person in front of them," said Motsoaledi.

The Durban Magistrate Court also ordered that the 52 passports be surrendered to the State.

Because of this abuse of the passport application system, Home Affairs has drastically changed the processes through which passports are acquired in the country. – SAnews.gov.za

DPWI warns public of job scams ahead of the festive season

Location: News

DPWI warns public of job scams ahead of the festive season

The Department of Public Works and Infrastructure (DPWI) has in a statement warned members of the public to be vigilant of fraudsters.

As the festive season approaches, fraudsters have increased their unscrupulous methods of tricking unsuspecting South Africans to part with their hard earned money. One of these methods, which is currently on the rise, is to fraudulently advertise jobs, falsely claiming they are at the Department of Public Works and Infrastructure.

Unsuspecting job seekers are prompted to send their applications to a website bearing the name of the department but has slight difference from the official site.

Once the application is received by the fraudsters, applicants are requested to deposit money for a purported verification fee. Applicants are requested to make the deposit via cell-phone generated money transfer known as E-Wallets and at supermarkets like Spar, Shoprite, Pick ‘n Pay, etc.

After the money is deposited, fraudsters disappear with the money never to be seen and heard from again. This leaves the potential job seekers broke and their sensitive personal information at the hands of fraudsters who could further use the information to commit more fraud.

“The department will never ask for payment for any jobs advertised. DPWI only advertises jobs through the DPSA circular and on the official DPWI website www.publicworks.gov.za,” the department said.

The website, application links and the email addresses always end with gov.za and never with .org as advertised in the latest fraudulent advert.

“We urge all job seekers to always verify all advertised vacancies by going to the official websites as highlighted above. Job seekers are also advised to visit DPWI offices to verify any vacancies advertised.

“The current vacancy scam that has been doing the rounds, is for 85 Data Capturing Clerks. The DPWI has not advertised this and warns the public NOT to click on the link and send their sensitive information,” the department said. – SAnews.gov.za

Mraqisa is among the five people that were shot and killed on Saturday evening in Gugulethu.

The member was attached to the Western Cape’s Protection and Security Service (PSS) Division and served as a close protector to Mathale since 2019.

Police have since mobilised maximum resources to trace and apprehend those behind the attack and killing of four men and a woman.

Mathale has described the late member as dedicated, humble and hardworking.

“The number of police officers killed on and off duty remains a concern for the leadership of the SAPS. We need the whole of society and government to fight this scourge.

“Mraqisa was a soft spoken, dedicated and focused police officer who was always punctual and professional in his conduct. We hope police will find and bring to book those responsible for his death. My condolences go to his family,” he said.

KZN Health launches urgent investigation after hospital assault of 13-year-old boy

KwaZulu-Natal Department of Health has instituted an urgent investigation after a 13-year-old boy was filmed while being assaulted by two security guards at Ladysmith Hospital.

According to the department, the incident took place last week Thursday, and the matter was brought to the attention of hospital management on Friday.

Department spokesperson, Ntokozo Maphisa, said the security company implicated in the matter was immediately informed about the incident, and immediately took action against the employees.

“The department can, in the meantime, confirm that the two security guards have been immediately dismissed by their employer, who is contracted to provide security services at the hospital. The department has also instituted an internal disciplinary process against the nursing staff implicated in the matter,” Maphisa said.

Maphisa said the patient, who suffers from a disability and was a resident of a place of shelter before his admission to Ladysmith Hospital, has since been moved to another healthcare facility in Durban.

“As a department, we are shocked and appalled by this incident. Our Health MEC, Nomagugu Simelane has made it clear that the safety and well-being of our patients is our priority, and that their abuse under any circumstances, and in any way, shape or form, will not be accepted.

“We can confirm that the matter has been reported to the police, and to the Department of Social Development. We can also confirm that a disciplinary process is underway into this matter,” Maphisa said.

He said the disciplinary process will look into, among others, where the nurses were when the incident took place, who called the security guards and why the patient was assaulted. – SAnews.gov.za

Office of the Tax Ombud celebrates 10 years of excellence

Office of the Tax Ombud celebrates 10 years of excellence

Having stood the test of time as a capable organisation with a proven track record in helping to resolve taxpayers' complaints against the South African Revenue Service (SARS), the Office of the Tax Ombud (OTO) is celebrating its 10th anniversary.

"We are encouraged by the average 98% implementation by SARS of our nonbinding recommendations. Also worth noting is that, on average, 80% of complaints received by the OTO in the past decade were resolved in favour of taxpayers, and only 20% were in favour of SARS,” Tax Ombud Yanga Mputa said on Sunday.

She attributed the success of the OTO to its dedicated employees, the support of stakeholders, including Finance Ministers, the National Treasury and SARS, and recognised controlling bodies in the tax sphere.

Established on 1 October 2013, the OTO has been credited with improving the country's tax administration system and promoting and championing taxpayer rights.

“We have made a significant contribution towards promoting a healthy balance between taxpayer rights and obligations on the one hand, and SARS powers and duties on the other. We champion the promotion and protection of taxpayer rights through our ongoing ‘Making Taxpayers' Rights Matter’ educational campaign, which takes our services to the doorsteps of communities nationwide. We reiterate the call for taxpayers to utilise the free and impartial services provided by the OTO to those with complaints against SARS,” Mputa said.

The OTO has published the country's first-ever Compilation of Taxpayers' Rights, Entitlements and Obligations to promote its mandate.

This document's main aim is to highlight taxpayers' rights and obligations, as contained in various laws, including the Constitution of the Republic of South Africa, 1996 and the Tax Administration Act, 2011, and be used as a reference tool to guide taxpayers towards the information needed.

"One of our priorities in the next decade is to promote awareness about the OTO and take our services to the four corners of our country. We will continue to benchmark ourselves and, wherever we can, to share our expertise with other government institutions – in South Africa and beyond," Mputa said. – SAnews.gov.za

Stakeholders to engage on railway safety practices at conference

The Passenger Rail Agency of South Africa (PRASA) will this week take centre stage at the International Rail Safety Council (IRSC) conference through the presentation of several papers on railway safety, with a key priority on the revitalisation of passenger rail in the country.

The IRSC, a forum of railway safety practitioners and professionals, is renowned for its global reach and in-depth exchange of ideas and experiences for improving rail safety globally.

“We are confident that this conference will inspire all to double their efforts in making railways safety a top priority,” PRASA Group CEO Hishaam Emeran said on Sunday.

PRASA has assumed the mantle of the main sponsor of the IRSC 2023 Annual Conference, taking place at Century City, Cape Town, from 01 – 06 October 2023, under the theme “Reshaping railways in an uncertain world.”

PRASA has expressed excitement to be collaborating with the council this year and are proud that the conference is back in South Africa.

“This partnership reflects our commitment to railway safety. Safer railways make it possible for operators to maintain this mode of transport as one of the safest and most affordable,” Emeran said.

PRASA, through its Asiphephe campaign, commits to a culture of safety across its rail network and operations.

“By sponsoring this conference, we seek to contribute to raising awareness about the importance of railway safety not only within our industry but also among the wider public. The ability to engage with industry leaders and professionals, and forge new partnerships at the event, is a positive step for PRASA as we rebuild and revitalize the passenger rail network,” the agency said. – SAnews.gov.za

Jabaar Mohamed shines at SAFTAs

Location: News

Jabaar Mohamed shines at SAFTAs

‘Accessibility With Jabaar’ TV talk show host, Jabaar Mohamed, could hardly believe it when he received news of his SAFTA nomination.

“When I got the email that I had been nominated, I was like, ‘for real? Me Jabaar, a Deaf person in the SAFTAs? Many in our society still see and treat our deafness and disability as a limit,” Mohamed told SAnews a day after being honoured with the Outstanding Person With Disability Contributor Award at the 2023 edition of the South African Film and Television Awards (SAFTAs) held in Midrand, Gauteng.

The SAFTAs honour and celebrate excellence, quality and innovation in South African cinema and television.

Mohamed, the Provincial Director of DeafSA Western Cape, was nominated for the award by Cape Town TV, the station that airs ‘Accessibility With Jabaar’ (previously called the ‘Disability Show’. He has been with the channel since 2018. During COVID-19, in July 2020, the show’s name was changed to ‘Accessibility With Jabaar’.

Mohamed said in all his time doing the show, he never thought he would one day be at the SAFTAs. He ventured into the TV show because he felt marginalised because of his disability.

“Imagine feeling marginalised because of a disability that you are living with. As unfair as this sounds, it is the reality for many South Africans trying to access opportunities in an environment that doesn’t cater for their special needs.

“People with disabilities constantly have to prove their capabilities to an often prejudiced and ignorant world, leaving many of them feeling that they can’t reach their full potential.

“‘Accessibility With Jabaar’ is a talk show that confronts misconceptions about ‘disabilities and the disadvantaged’ community through informative and engaging conversations so that the broader public can see the benefits of having an inclusive society,” Mohamed said.

‘Accessibility With Jabaar’ plays a role in changing the narrative of people with disabilities by highlighting powerful universal stories that make for uplifting content.

“The show plays the role of informing members of the community about opportunities and tips on not only coping with a disability but flourishing with it.

“Guests come into the studio to discuss issues pertaining to disabilities, which also features documentary inserts, where the show gets out into the field to interact with the disability community and uncover the issues that they confront in their daily lives,” Mohamed said.

Opening up views

Mohamed said ‘Accessibility With Jabaar’ is about being open minded, and educating audiences to avoid the word "shame".

“I have been doing this from 2018 and will continue for life, where my aim is to break the barriers and open more doors... as well to train other people to be producer or TV presenter one day,” he said.

Currently, Mohamed is working as a member of the Deaf Education Task Team for the Western Cape Education Department with the DeafSA expert team, and on a committee for the Provincial Department of Health.

He is also an ambassador for the Universal Accessibility Hub. He serves on many events as Motivational Speaker, Master of Ceremonies (MC) and Guest Speaker.

Mohamed completed his BCom Public Management degree, without the South African Sign Language Interpreter (SASLI), at University of the Western Cape. – SAnews.gov.za

Electricity generation improving with return of Kusile units

Electricity generation improving with return of Kusile units

Due to the return to service of Kusile Unit 3, the sustained improved generation performance and the lower than anticipated demand for electricity, load shedding will be suspended until 16:00 on Monday, when Stage 2 load shedding will be implemented.

Power parastatal, Eskom, on Sunday, said should any significant changes occur, it will communicate.

Electricity Minister Dr Kgosientsho Ramokgopa said at a briefing on Sunday that significant progress has been made with regard to electricity generation. Kusile Unit 3 returned to service ahead of schedule, with Ramokgopa saying South Africa was "starting to turn the corner" in terms of electricity provision.

The three units at the Kusile plant were discontinued in October 2022 for maintenance purposes. This strained the national grid and affected Eskom's generating capacity.

Speaking at his weekly media briefing in Pretoria on Sunday, Ramokgopa said they had to discontinue the units to address safety concerns.

“It’s been almost a year that these units have not been operating. Essentially, the South African economy and the grid were losing about 2 400 megawatts of generating capacity… and that contributed to a significant amount of strain that has been experienced on the grid,” Ramokgopa said.

Ramokgopa said Kusile Unit 3 now currently generates 550MW, and that it will take a considerable amount of time to restore normality, with the other units expected to return on-stream in due course.

“I am really excited to say that we will be returning the other units, with 2 400 megawatts,” Ramokgopa said.

This is eventually expected to be bumped up to 3 200MW when Unit 5 is brought back on-stream.

Ramokgopa said he is confident about the work that is currently being done.

Government continues to implement the country’s Energy Action Plan in earnest, with the long-term goal of securing continuous, credible energy supply.

To respond to the severe impact of load shedding on households, small businesses and the economy as a whole, President Cyril Ramaphosa announced a range of measures in July 2022 to improve the performance of existing power stations, and add new generation capacity as quickly as possible. – SAnews.gov.za

Funda Mzantsi marks 13 years of championing literacy

Funda Mzantsi Championship -- a collaboration between the Department of Correctional Services (DCS), the National Library of South Africa (NLSA) and George Local Municipality -- is turning 13, with this milestone set to be commemorated from 2 - 6 October in George, Western Cape.

Funda Mzantsi is a prestigious championship that celebrates literacy and fosters a love for reading. For the past 12 years, Funda Mzantsi has been an exciting and educational experience for readers and spectators alike.

A total of 299 inmates, representing all nine provinces, will once again face-off with book clubs from universities, public schools and the community.

Participants are assessed in four categories: impromptu reading, debating, spelling bee and book reviewing.

Imizila Yegazi, Indodana yoNongo, Umandisa, Small Things, Om op eiers te dans, Tshedza tsho tovhowa and Ngaka Mosadi mooka are some of the books prescribed for this year’s championship.

What makes Funda Mzantsi Championship unique is its feature of a direct interplay between book clubs from diverse backgrounds.

The initiative is aimed at enhancing the culture of reading and eradicating illiteracy in South Africa. The involvement of the NLSA ensures that there is harmonisation and proper coordination with other programmes sharing a similar objective.

The programme further equips inmates with the best possible opportunity for a second chance in life, the ability to make better choices and be more discerning citizens.

“It is through reading that we acquire knowledge, learn about different cultures, explore scientific discoveries, and understand the wisdom of the ages. Whether it is reading textbooks for academic excellence or diving into literature to cultivate empathy and creativity, reading is the bridge to a brighter future,” the Department of Correctional Services said in a statement. – SAnews.gov.za

Ga-Mothibi clinic brings services to N West community

The opening of the community health centre in Ba-Ga Mothibi, North West, is a reaffirmation of the right to human dignity and basic services, says Deputy President Paul Mashatile.

Mashatile on Friday officiated the opening of the Ba-Ga Mothibi Community Health Centre.

“The Ba-Ga Mothibi Community Health Centre stands amongst the best in our country, and I would even dare to say, on the African continent.

“I am honoured to be part of today’s important gathering in celebrating another milestone in the improvement of service delivery to our people through the official opening of this centre,” said Mashatile.

The launch of the clinic is in line with the Thutsa Lerole Accelerated Service Delivery Programme in Sekhing Village, in the greater Taung Local Municipality in the Dr Ruth Segomotsi Mompati District.

Mashatile commended the North West provincial government for their commitment to focus on job creation and accelerated service delivery, under the umbrella of the Thuntsa Lerole Intervention.

He explained that the Thuntsa Lerole Intervention is aligned with the District Development Model (DDM), which is designed to address problems with service delivery by allowing all spheres of government, from local municipalities to national government, to work together in a more effective and coordinated way.

“The DDM enables all spheres of government to better plan, budget and implement projects and programmes. Communities will undoubtedly benefit from more integrated service delivery as a result of this commitment and collaborations directed by the DDM.

“The backlog in housing delivery remains a challenging issue for the government. Education has always been our top priority for the government. We pledged to improve the quality of education, and achieve universal access and equal opportunities for all,” Mashatile said.

Mashatile said healthcare has been a critical focus for government.

“The promise to provide accessible and quality healthcare to all South Africans led to the implementation of the National Health Insurance (NHI) scheme.

“The aim was to ensure that everyone, regardless of their financial circumstances, would have access to quality healthcare services.

“However, the introduction of the NHI [National Health Insurance] has been slow, and the healthcare system still grapples with issues such as overburdened public hospitals, a shortage of medical staff, and unequal access to quality care,” the Deputy President said.

Mashatile said accelerated service delivery, like the Thuntsha Lerole Programme, is not a luxury but a necessity.

“It is a human right, as enshrined in our Constitution. It is the key to unlocking the full potential of our communities and ensuring a brighter future for generations to come. – SAnews.gov.za

F State college agrees to pay back NSFAS money

The Special Investigating Unit (SIU) has signed an Acknowledgement of Debt (AoD) agreement with Motheo Technical Vocational Education and Training (TVET) college in the Free State.

This relates to the SIU's National Student Financial Aid Scheme (NSFAS) investigation.

The institution has agreed to pay R38 686 477.10 back to NSFAS. The monies paid by Motheo TVET College are unallocated funds from 2017 to 2022.

The unallocated funds are monies that were meant for students, who qualified for funding but either changed institutions or deregistered. The funds stayed in the institution's possession for a year and were supposed to return to NSFAS at the end of the period.

Motheo TVET College has agreed to a monthly instalment of R855 679.91 over a period of 60 months. This is the first AoD the SIU has signed with an institution of higher learning since the inception of the investigation.

The SIU has encouraged other institutions of higher learning to come forward and pay back unallocated funds due to NSFAS. The SIU has so far recovered over R421.3 million from institutions of higher learning.

The SIU's preliminary investigation has revealed that more than R5 billion NSFAS money was possibly allocated to students who did not qualify to be funded.

The SIU is, in terms of Proclamation R88 of 2022, authorised to investigate allegations of corruption and maladministration in the affairs of NSFAS, and to recover any financial losses suffered by the State through corruption and negligence.

The SIU is empowered to institute civil action in the High Court or a Special Tribunal in its name to correct any wrongdoing uncovered during investigations caused by acts of corruption, fraud, or maladministration.

In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU will refer any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority (NPA) for further action. – SAnews.gov.za

W Cape calls for caution on the roads

The MEC of Local Government, Environmental Affairs and Development Planning in the Western Cape, Anton Bredell, has called for holidaymakers to plan their travels carefully as several roads remain closed following the floods.

“It is the start of the school holidays in the Western Cape, and we are asking people to consider their plans for traveling very carefully, as several roads are still closed, have only limited lane access, or stop-go arrangements in place,” Bredell said at a briefing on Friday.

Bredell said currently, there is a stop-go arrangement on the N1 in De Doorns, which will be in place for at least three months. The N2 is closed outside Botriver; the R43 is closed in the direction towards Villiersdorp; Hemel and Aarde Road is closed towards Hermanus, and the R321 is closed from Molteno in the direction of Villiersdorp.

Updates on road closures can be viewed at: https://www.westerncape.gov.za/news/latest-road-closures.

“Hermanus suffered extensive damages to water supply infrastructure during the floods, and emergency services are currently supplying water with trucks and tankers for the entire community.

“If you are planning to visit, please be considerate to water trucks on the road. Please bring water along for your own needs, and it would be much appreciated if you could also bring a few litres extra for someone in the affected community,” Bredell said.

The City of Cape Town has updated its numbers of communities in need. Bredell said 21 011 people and 6 906 structures have been confirmed as impacted. Assessments are still outstanding for Covid Settlement, LA Burundi, and Strongyard in Mfuleni.

The MEC said relief efforts continue to reach rural communities still cut off due to roads being washed away.

“We are concerned about farm worker families, especially in the Breede River Municipality, and are doing everything in our power to connect and support everybody in need.”

Bredell said the severe storm has kept 16 Western Cape schools closed, down from 39 closed on Tuesday and 21 closed on Wednesday. We are pleased that the recovery effort is proceeding quickly, allowing schools to reopen successfully.

“Our officials are working with schools to ensure that all can reopen as soon as possible, and we encourage parents to keep in contact with their school for updates regarding closures.

“We thank the emergency services, our government and NGO partners, and our schools for the assistance they are rendering to our teachers, learners, and parents as we recover from this devastating storm,” said David Maynier, the Western Cape MEC for Education.

Bredell thanked Eskom for working 24/7 to rectify faults and repair damaged infrastructure caused by the severe weather.

“We know there are still problems in the system, but we were assured by Eskom that they are working as fast as possible under difficult conditions to address these outstanding problems,” Bredell said.

W Cape records increase in dam levels after heavy rains

Location: News

W Cape records increase in dam levels after heavy rains

The national Department of Water and Sanitation’s hydrological report of 26 September indicates significant improvement across the Western Cape dam system following the disruption of heavy rainfall in the past few days.

The Cape Town System Dams increased by more than 7% compared to last week, the Department of Water and Sanitation (DWS) said on Friday.

The Western Cape Water Supply System (WCWSS) -- comprising six dams (Theewaterskloof, Bergriver dam, Upper and Lower Steebras, Voelvlei and Wemershoek dams) supplying water to the City of Cape Town and its surroundings -- is sitting at 109.38%, a significant improvement compared to 85% same time last year.

On individual dams, Theewaterskloof, the biggest dam in the Western Cape, which accounts for 54% of the province's water supply, is at 100% and spilling.

Other dam levels are standing as follows: Misverstand Dam 152.67%; Brandvlei Dam 80.91%; Ceres Dam 101.16%; Gamka Dam 102.49%; Clanwilliam Dam 101.38% and Miertjieskraal 111.71%.

The Olifants / Doorn River Catchment has reached the 100% mark, a very healthy water yield compared to 86.71% of last year.

“It is pleasing to see that Gouritz River Catchment is hovering above 80%, as the system was below 50% at the same time last year.

“Some dams have sluice gates, while others do not have sluice gates. When the dams are full or overflowing, water is automatically released through spillways to control the flow downstream,” the department said.

While DWS is pleased with the significant rainfall, it has acknowledged that the heavy rains and adverse weather conditions have led to significant damage of infrastructure and detrimentally affected lives and livelihoods, especially those in riverbanks and low-lying areas.

“DWS continues to urge citizens to be careful near water resources and facilities, including crossing low-lying bridges.

“The department is currently conducting assessments on the infrastructure and there are no immediate reports of extensive water infrastructure (gauging stations) being damaged or washed away.

“DWS, together with other stakeholders, is monitoring the situation.” – SAnews.gov.za

President Ramaphosa pays tribute to legacy of Aziz Pahad

Location: News

President Ramaphosa pays tribute to legacy of Aziz Pahad

President Cyril Ramaphosa says to give full expression to the legacy of stalwarts like Aziz Pahad, their teachings must not be confined to history books but they must be frequently revisited and taken into the future.

“We have lost a comrade, a friend and a patriot who dedicated his life to the liberation of our country and its people,” President Ramaphosa said on Saturday.

Delivering the eulogy at the funeral service of the former Deputy Minister of Foreign Affairs, Aziz Pahad, at Westpark Cemetery in Johannesburg, President Ramaphosa described Pahad as a hardworking public servant.

“It is a sad day for the diplomatic community, particularly for the many men and women chosen to represent the country abroad, who had the privilege of being mentored, counselled and trained by our departed brother and comrade,” President Ramaphosa said.

President Ramaphosa declared a Special Official Funeral Category 2 for Pahad and ordered that flags be flown at half-mast until this evening. Former Presidents Thabo Mbeki, Kgalema Motlanthe, Gauteng Premier Panyaza Lusufi, senior government officials, politicians and members of the public attended the funeral.

“Over the past few years, we have had to bid farewell to many dear comrades, men and women who were giants of the liberation struggle,” President Ramaphosa said.

President Ramaphosa said the departed stalwarts played an important role in the history of the country.

“They were there at all the high and low points in our struggle for liberation, and remained on to shepherd us along the difficult road to democracy. At times such as this, when we lose another stalwart, we are shaken, as would a tree whose roots have been damaged or lost.

“These great men and women, of whom Aziz Pahad was one, were the roots that nourished the tree of our democracy. It feels as though a part of us has gone with them.

“And yet, such were the legacies they left behind that this great tree that is our democracy, abides. We may at times be battered by strong headwinds. Times can be hard.”

President Ramaphosa said the democracy that Aziz Pahad and his generation worked so hard to achieve remains firm, steady, well-anchored and strong.

“Aziz Pahad will be remembered for his many fine attributes and we will have reflected on some of them today.

“He was an activist who played a formative role in the liberation movement in exile in the 1960s and beyond, and was a key figure in the anti-apartheid movement in Europe and the United Kingdom.

“As Deputy Minister of Foreign Affairs, he was involved in peacebuilding and mediation efforts in a number of conflicts on the continent and in the Middle East,” the President said.

Pahad passed away on Wednesday evening at the age of 82. He served as the Deputy Minister of the then Department of Foreign Affairs - now the Department of International Relations and Cooperation (DIRCO) -from 1994 to 2008.

Pahad's passing follows that of his brother and former Minister in the Presidency, Essop Pahad, in July 2023.

Former colleagues hailed Pahad as a fine diplomat. He has also been hailed as one of the key architects of South Africa’s foreign policy.

In April 2021, the University of Pretoria conferred on him an Honorary Doctorate in Literature for his contributions to local and international peace, security, justice and international solidarity.

“Pahad's contributions and approach to diplomacy bring strong moral convictions, careful judgement and above all, a quiet, influential determination in the search for solutions to South Africa's challenges,” the University of Pretoria said at that time.

Years after relinquishing his role in government, Pahad remained active in civic affairs. In 2018, he chaired the Foreign Policy Review Panel appointed by then Minister Lindiwe Sisulu.

At the Ubuntu Awards organised by DIRCO early this year, Pahad was awarded the OR Tambo Lifetime Achievement Award in recognition of his contribution to a South Africa that is free and democratic, and a world that is fair and just. - SAnews.gov.za

Justice dept gives Gupta brothers extradition update

Location: News

Justice dept gives Gupta brothers extradition update

The Department of Justice and Correctional Services is engaging with its counterparts in the United Arab Emirates (UAE) in South Africa’s extradition request of the Gupta brothers, Atul and Rajesh.

The two are wanted in South Africa on charges including fraud and money laundering related to State Capture.

In April this year, the UAE rejected South Africa’s extradition request for the brothers, which the department described then as “inconsistent with article 17 of the United Nations Convention Against Corruption, to which both nations are a signatory”.

In a statement, the department said it has now been requested to resubmit a new extradition request.

“On 26 July 2023, the South African Embassy in Abu Dhabi forwarded a Note Verbale dated 25 July 2023, as received from the UAE Central Authority in which… South Africa is requested to urgently resubmit a new extradition request for the Gupta brothers.

“It is, however, our view that a new extradition request can only be submitted to the UAE once the questions raised in our Note Verbale dated 19 June 2023, have been sufficiently answered by the UAE

“On 18 and 28 August 2023, respectively the Minister and Director-General directed letters to their counterparts in the UAE stating South Africa’s position that despite the UAE’s invitation to submit a new extradition request, it remains necessary to first obtain clarity on the questions asked previously by the Central Authority of South Africa in order to assess the matter before a decision can be taken to submit a new extradition request,” the statement read.

The department added that it has not yet received a response to the correspondence with the South African Embassy in Abu Dhabi “following-up in this regard”.

Fugitive prophet

In the extradition case against controversial pastor Shepherd Bushiri and his wife, Mary Bushiri, the department said the matter – which is being heard in a Malawian court where the two fled to – has been postponed to October.

“On 30 May 2023, the matter was postponed due to arguments raised on behalf of the Bushiris that South Africa’s extradition request was not properly authenticated. The South African prosecutors prepared arguments to assist the Malawian prosecutors with the filing of supplementary affidavits for purposes of the interim application where the legal team of the Bushiris is again trying to stop the extradition processes.

“On 10 August 2023, the formal application brought by the Bushiris was argued in court and thereafter postponed to 11 September 2023, for a ruling by the court. On 11 September 2023, the Magistrate gave judgment during which she indicated that the extradition request was in fact not certified in terms of the Malawi’s Extradition Act.

“The State however was afforded an opportunity to re-certify the request. The matter has been postponed to 10 October 2023, on which date state representatives will give testimony,” the statement read.

Criminal tribunal request

The department said a request by the International Residual Mechanism for Criminal Tribunals (IRMCT) related to alleged Rwanda genocide killer Fulgence Kayishema to stand trial overseas has been transferred to the High Court for hearing.

“The request cannot be executed as a normal extradition request under the Extradition Act, 1962 (Act No. 67 of 1962), or in accordance with the Implementation of the Rome Statute of the International Criminal Court Act, 2002 (Act No. 27 of 2002), as requests from tribunals do not fall within the ambit of this legislation.

“The position is that there is no domestic legislative framework to deal with the mechanism’s request. The request is being dealt with in accordance with South Africa’s international law obligations.

“The matter was transferred to the High Court, and has been set down for hearing on 1 November 2023. It is worth noting that along with the IRMCT request Mr Kayishema is also being charged with 51 counts of contravening the Immigration Act, 2002 (Act No. 13 of 2002), and three counts of fraud,” the department said. – SAnews.gov.za

Western Cape working to restore services after severe storm

The Western Cape Provincial Government has urged flood-ravaged municipalities to compile damage assessments for provincial government to present a disaster declaration motivation to the National Disaster Management Centre.

Local Government, Environmental Affairs and Development Planning MEC, Anton Bredell, said the provincial government needs a national disaster declaration in order for the municipalities to qualify for potential assistance.

Bredell said the provincial government is working to restore services and calculating the costs of the severe storm.

He said the City of Cape Town’s assessment shows that 3 986 structures and 4 449 people are in need of assistance, with more than 30 areas still needing to be formally assessed.

“The South African National Roads Agency (SANRAL) reported that a stop-and-go is in place on the N1 at De Doorns. The N2 section that washed away at Botriver has been visited by engineers, and there are discussions with the SANDF to provide a temporary solution with a mobile bridge for the short-term.

“Sir Lowry’s Pass is confirmed open. Pringle Bay and Bredasdorp are still without cell reception and a helicopter has been made available to assist restoring the infrastructure located in mountainous area,” Bredell said.

Noting some of the interventions by provincial government, Bredell said water tankers from other municipalities are being sent to Overstrand Local Municipality to assist.

In Breede River Municipality, the MEC reported that several farms are still inaccessible due to roads being washed away. He said plans are being made to provide the affected people with food and other essentials.

“Work is progressing in Franschhoek, which is currently divided into two inaccessible parts, and the CBD is still without electricity. Road access should be restored in the next 24 hours.

“Eskom reported that major faults are being restored, and power in affected areas in Khayelitsha and Caledon should be restored by [Thursday night]. Smaller faults will be attended to as soon as possible,” Bredell said.

Bredell said he has also written to President Cyril Ramaphosa requesting assistance with humanitarian aid.

“This is now the number one priority, and we need urgent support from the Department of Social Development and the South African Social Security Agency (SASSA) to reach especially people in rural and isolated areas. We are also requesting engineering support from the SANDF to help with temporary roads and bridges, as well as aerial support to help with evacuations and logistics in inaccessible areas.

“Donations are being coordinated by the Red Cross, and anyone wishing to donate is encouraged to contact them. Relief work is being conducted throughout all the affected areas, with 3 250 people currently receiving food from aid agencies, as coordinated by SASSA,” Bredell said. – SAnews.gov.za
