Budget speech postponed

Budget speech postponed

In an unprecedented moment for the South African Parliament and the country, National Assembly Speaker Thoko Didiza announced this afternoon, that the tabling of the Budget Speech for 2025/26 has been postponed to a later date.

Finance Minister Enoch Godongwana was due to deliver the budget speech in Parliament on Wednesday afternoon.

“I have just had a consultation with all the Whips of parties following a consultation with the leader of government business. In terms of rule 48 sub-section 2, we have decided to adjourn proceedings for a date to be determined by the programming committee. This is in accordance with rule 10.

“Before we started the session, we were informed by the leader of government business…that while we have gathered here to have the Minister of Finance presenting the budget to this august House, there has not been agreement in terms of parties in the executive to actually find one another in proposals of the budget…about where there are possible increases.

“Cabinet therefore decided not to come and do a presentation of the budget and allow themselves enough time to relook at the budget and come back to this House in March at the time at which they will inform us,” she said.

Didiza explained the Chief Whips of the political parties in Parliament met to discuss the way forward.

“It is something that is unprecedented, but I do think it is correct that when such situations happen, we need to collectively think on the best way forward,” she said. – SAnews.gov.za

Citizens outline expectations for Budget 2025

Reducing red tape for business and tackling the funding gap for higher education are among the items on the wishlist of ordinary South Africans ahead of Finance Minister Enoch Godongwana’s  2025 Budget Speech, this afternoon.

Michael Mokwena, a small business owner in Garankuwa, north of Pretoria, told SAnews he hopes the government will make it easier to small business people to access loans from  banks.

“We small business owners  find it hard to access loans to expand our businesses. The laws and the requirements make it difficult for us to access funds,” Mokwena said.

Speaking ahead of the Budget which the Minister will table at 2pm, Mokwena said government must set aside funds to boost small businesses in the townships.

“Township businesses are playing a big role in the country’s economy and they are playing a role in job creation. We can’t all get employed. Some of us must create job opportunities for others. For that to happen, we need support from government. We need funding so we can play an active role in growing our economy,” Mokwena explained on Wednesday.

Meanwhile, Elvis Montoedi from Hamanskraal, told SAnews that government must create more job opportunities for young graduates and importantly, government must prioritise funding for students.

“Government must set aside more money for education. It is sad to see some young people being unable to continue with their studies because of lack of funding. Government must also assist with job placement for those who have completed their studies,” Montoedi who is a final year Bachelor of Commerce (BCom)  student at the University of South Africa (UNISA) said.

Godongwana’s  Budget Speech will provide a detailed plan for 2025 spending, including proposals for revenue collection to help fund the government’s planned interventions and commitments.

This as senior lecturer at UNISA Ndou Eliphas said he expects the Minister will deliver a budget that caters for the poor - to infuse business optimism; to send a message to the public that government is working on raising economic growth and that government wants to eradicate poverty and inequality.

“The Minister of Finance should focus more on raising economic growth, [the] implementations of reforms that support economic growth, explaining how to reduce the debt servicing costs and stabilising debt to GDP ratio,” said Ndou.

Ndou is of the view that the Minister will deliver a budget that will give an optimistic outlook at a time of global economic uncertainty.

For those eager to follow the financial roadmap firsthand, the Budget Speech will be broadcast live on Parliament TV (DStv Channel 408) and streamed across Parliament’s digital platforms. South Africans can tune in to see how the numbers stack up and what lies ahead for the economy in 2025, across various TV channels and Government platforms, including on www.SAnews.gov.za .

Rainy weather expected to continue

Isolated to scattered showers and thundershowers are expected to continue in parts of the country, the South African Weather Service (SAWS) said on Wednesday.

With regard to Thursday and Friday, SAWS has predicted 30 to 60% showers and thundershowers in most parts of the country with 80% of rain over the central parts.

“Temperature is expected to be mostly cool across the country but warm to hot in some places,” the South African Weather Services said on Wednesday.

According to the weather service, disruptive rain is expected to last until Thursday in most parts of the country.

It said widespread showers and thundershowers are expected over the north-western parts of KwaZulu-Natal on Wednesday and Thursday.

It added that significant rainfall amounts of up to 100mm are expected in places over the northern parts as well as along the coast and adjacent interior of KwaZulu-Natal on Thursday which may lead to flooding.

At the weekend, the weather service advised of the return of heavy showers across parts of South Africa this week.

In a statement on Sunday, the weather service advised communities living in low-lying areas and flat plains to be on the lookout for the disruptive rain across the central and eastern regions of South Africa.  – SAnews.gov.za

Gauteng Legislature bemoans night club incident

Gauteng Legislature bemoans night club incident

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety, has called on law enforcement agencies to ensure those responsible for the inhumane treatment of patrons at ZanZou nightclub in Pretoria, are swiftly apprehended and brought to justice.

The committee strongly condemned the shocking videos circulating on social media, which depict the alleged brutal and barbaric handling of patrons perpetrated at Zanzou nightclub.

Committee Chairperson, Bandile Masuku said the incident is a grave violation of human rights and an abuse of the dignity of the individuals involved.

“The committee is deeply concerned by the inhumane treatment of the patrons, which is completely unacceptable and must be condemned in the strongest terms. This incident serves as a painful reminder of our apartheid past, where Black men and women were subjected to torture and dehumanisation at the hands of the racist apartheid security forces.

“We cannot allow such atrocities to be repeated in a free and democratic South Africa. Such actions have no place in a democratic society that is founded on the principles of human dignity, equality, and the rule of law,” Masuku said in a statement on Tuesday.

The committee has called on Gauteng South African Police Service (SAPS) Provincial Commissioner, Lieutenant-General Tommy Mthombeni and all relevant law enforcement agencies, to ensure those responsible are swiftly apprehended and held accountable.
The committee also called for a comprehensive investigation into allegations that there might have been some form of police complicity in concealing and not acting appropriately in dealing with such violations.

The committee further called for the immediate closure of ZanZou nightclub and other establishments known to endanger the safety and rights of their patrons.

“No individual or entity should be allowed to violate the rights of others in such a manner, and those responsible must face the full might of the law. The committee has already written to the Provincial Police Commissioner to request a detailed status report on the investigation into this matter.

“We will continue to monitor developments closely to ensure that justice is served, and that such incidents are prevented in the future,” Masuku said.

Masuku’s comments come as the SAPS has launched a manhunt for at least eight foreign national suspects in connection with the incident that is making the rounds on social media platforms.

This as video clips of the incident have been circulating on social media.

Masuku reiterated the committee’s commitment to upholding the principles of community safety, warning that it will take any necessary actions to ensure accountability.

“The Portfolio Committee on Community Safety stands in solidarity with the victims of this incident and urges anyone with information that could assist in the investigation to come forward and report to the relevant authorities. Together, we must work towards a society where the rights and dignity of every individual are respected and protected.

Meanwhile, the Department of Justice and Constitutional Development has condemned the incident.

National Consumer Tribunal fines Cell C

National Consumer Tribunal fines Cell C

The National Consumer Tribunal has fined mobile network operator Cell C, R500 000, over an international roaming dispute with a client.

This comes after the consumer contacted Cell C on 4 May 2022 and requested an increase of the monthly limit by R2000, to enable the consumer to roam while overseas.

According to the statement issued by the National Consumer Commission (NCC) on Tuesday, the request was activated by an agent of Cell C. However, upon arrival back in South Africa, the consumer was slapped with a bill of R11 265.32.

Cell C’s terms and conditions on international roaming state that “Cell C also cannot guarantee the accuracy of the limits set.”

“The National Consumer Commission had considered the matter and in November 2023, decided not to refer it to the Tribunal. In this instance, the consumer decided to refer the matter to the Tribunal in line with applicable provisions of the CPA (Consumer Protection Act),” the Commission said.

The Tribunal is an independent adjudicative entity, deriving its mandate from the National Credit Act and various parties can bring cases before the Tribunal including consumers and credit providers.

The CPA aims to promote fairness, openness, and good business practices between suppliers of goods and services and consumers of these goods and services.

In its ruling on this matter, the Tribunal noted that under section 54(1)(b), the respondent must provide its service in a manner and quality that consumers are generally entitled to expect.

“When consumers take the necessary steps to set limits on their accounts, they often do so out of necessity and not enjoyment. They sacrifice the freedom to spend more than the limit but weigh this against the reassurance that they will not be financially prejudiced or become over-indebted,” the Tribunal ruled.

In the judgment issued on 11 February 2025, Cell C was fined R500 000 for contravening sections of the CPA.

Reacting to the ruling, the NCC’s acting Commissioner, Hardin Ratshisusu, said the judgement is significant and provides clarity on how similar matters ought to be approached.

"This ruling clarifies the responsibilities of mobile network operators with respect to international roaming. It is therefore incumbent on mobile network operators to not only communicate their terms and conditions but also ensure that such terms and conditions comply with the Consumer Protection Act,” Ratshisusu said.

Police launch manhunt following Pretoria night club incident

The South African Police Service (SAPS) has launched a manhunt for at least eight foreign national suspects in connection with a Pretoria night club incident that is making the rounds on social media platforms.

This as video clips of the incident have been circulating on social media.

In a statement on Tuesday, the SAPS said that its Family Violence, Child Protection and Sexual Investigations (FCS) unit had taken over investigations into the incident.

The FCS unit is responsible for the investigation of sexual related offences.

“The main charges that are being investigated by the SAPS are the following: compelled rape, assault, crimen injuria, intimidation and kidnapping. Following a call by the SAPS for victims to come forward, the SAPS confirms that only three victims aged 20, 21 and 22 reported at the Brooklyn police station on Monday evening.

“According to the victims, the[re] were a group of five friends who were subjected to the abuse. Police are confident that the other two victims will be traced and their statements will also be included in the docket,” said the SAPS.

The victims allege that the incident happened in January 2023 wherein a dispute arose between the five friends, bouncers and manager of the night club.

The bouncers and manager allegedly forced the five victims into a storeroom and began assaulting them, instructed them to insert alcohol bottles into their private parts and forced them to perform sexual acts on themselves.

“Police are also calling on a man who claims to be a former bouncer of the night club who goes by the name of Pablo on social media to also come forward to assist police investigations. Pablo has made numerous allegations and police are of the view that he would be instrumental in assisting police to solve this case,” said the SAPS.

Meanwhile in statement posted to social media platform X on Monday, Zanzou management said it was aware of the circulation of “disturbing historical videos which depicts security personnel employing excessive and violent force in response to incidents of phone theft by the individuals therein".

“At the time when management became aware of these practices, an immediate investigation was conducted which resulted in the immediate halting of such as well as the dismissal of security personnel responsible for the perpetration thereof, in line with our commitment to ensuing a safe and secure environment,” it said.

The night club said it remained steadfast in its dedication to the safety and well-being of its patrons.

“We are fully prepared to cooperate with law enforcement authorities in any investigations related to his matter,” it said.

The National Commissioner of the SAPS, General Fannie Masemola has commended the Provincial Commissioner of Gauteng, Lieutenant General Tommy Mthombeni and his team for the speed in which they have attended to the case.

“General Masemola is satisfied with the level of response and assures the victims that police will ensure a thorough investigation is conducted to ensure perpetrators are brought to book,” said the SAPS.

The police also called on those who have knowledge of the whereabouts of the suspects to report to the Brooklyn police station or call the Crime Stop Hotline number on 0860010111. Those with smart phones are encouraged to download the MYSAPS app to share information. “Those reporting are reminded that they may remain anonymous,” said the police. -SAnews.gov.za

Health Department calls for calm amid HFMD outbreak

Location: News

Health Department calls for calm amid HFMD outbreak

The Department of Health has called for calm following an outbreak of Hand, Foot, and Mouth Disease (HFMD) in KwaZulu-Natal, mostly around the Durban area.

In a statement on Tuesday, the department assured the public that it was working closely with the National Institute for Communicable Diseases, monitoring the situation while providing necessary support to the province to contain the spread.

HFMD is a fairly common viral infection, which mainly affects infants and children under the age of five.

“There is no need for the public to panic because the outbreak remains under control and at the current moment there is no serious public health threat detected. However, parents and caregivers are urged to be vigilant in case their children display common symptoms such as fever, sore throat, tiredness, loss of appetite and small blisters on the inside of the mouth, sides of the tongue, palms of the hands and soles of the feet,” it said.

The department explained that the infection is usually self-limiting and clears without medication after seven to 10 days. This means that one can recover without taking treatment or medication.

“Parents are urged to keep symptomatic children at home until they recover to prevent further spread of the disease.

“Hygiene practices are some of the most effective preventative and control methods to contain the spread of the disease, hence educators and parents are encouraged to promote good hygiene habits at homes and school environment including regular hand-washing, covering mouth when coughing, regularly cleaning surfaces and not sharing eating utensils and stationery.”

The department has been receiving numerous enquiries from the media and community members regarding the outbreak and possible health threat.

The disease is caused by a group of viruses known as enteroviruses, and it mainly occurs in small outbreaks at schools, crèches and day-care centres during the summer and autumn months.

HFMD spreads from person-to-person by direct contact or by droplets from the mouth or nose of an infected person. The virus may also be spread through contaminated objects (e.g. toys, stationery) and faeces. Children under the age of 10 years are at greatest risk of infection.

It is not common in adults, but people with weak immune systems may be prone to infection.

HFMD affects humans and it is completely different from foot-and-mouth disease, otherwise known as hoof-and-mouth disease which mainly affects farm animals like sheep and cattle. Thus, the two diseases are not related and are caused by different viruses.

“Although, HFMD is not part of the notifiable medical conditions, the department remains on high alert to monitor the number of cases in KZN and to detect outbreaks, if experienced, in other parts of the country,” the department said. – SAnews.gov.za

SIU, Transnet secure settlement agreements worth millions

Location: News

SIU, Transnet secure settlement agreements worth millions

The Special Investigating Unit (SIU) and Transnet have signed multiple settlement agreements totalling over R31.4 million following a Special Tribunal order that set aside several unlawful contracts.

“These agreements, which involve repayments from companies and individuals who benefitted from irregular transactions, form part of ongoing efforts to recover financial losses suffered by the state and uphold accountability in public procurement,” the SIU and Transnet said in a joint statement on Tuesday.

This as the unit and Transnet approached the Special Tribunal following an investigation by the SIU.

This investigation revealed that two former Transnet executives allegedly received unlawful financial benefits totalling approximately R10 million from service providers Superfecta Trading 209 and BBDM Bros Advertising Agency.

The executives are accused of using these unlawful financial benefits to acquire luxury properties.

On 12 February 2025, the Special Tribunal ruled that the decision of the former Group Executive: Transnet Property to award contracts to Superfecta Trading 209 (now Dynamic Power Engineering) for generator installation in 2016 and maintenance services in 2017 at the Carlton Centre precinct was unconstitutional, unlawful and invalid.

Both contracts have been reviewed and set aside.

“The first settlement agreement was concluded between the SIU, Transnet and Dynamic Power Engineering (formerly Superfecta Trading 209). The deal follows the Special Tribunal’s ruling that the contract awarded to Dynamic Power in 2016 for installing two generators at the Carlton Centre precinct was unlawful. Additionally, a contract awarded to the company in 2017 for maintaining electrical and mechanical services at the same precinct was also found to be unlawful and set aside.

“Dynamic Power agreed to repay Transnet R21.4 million in net profits and legal costs as part of the settlement, with payments structured over three months,” the two entities explained.

According to the SIU, a second settlement agreement was reached with former Transnet Group Executive: Transnet Property, Zakhele Ezekiel ‘Thabo’ Lebelo, his wife Aletta Mokgoro Mabitsi and the Thabo Lebelo Family Trust.

“Mr Lebelo was accused of unlawfully receiving bribes and secret profits totalling over R5.2 million while employed at Transnet. Under the settlement terms, the debt will be recovered by selling three preserved properties in Rosebank valued between R3.8 million and R4.2 million, as well as Mr Lebelo’s pension benefits held by the Transnet Retirement Fund.

“Should the proceeds be insufficient, Mr Lebelo and the Trust will remain liable for the outstanding balance.”

Furthermore, Lebelo and the Trust will contribute R250,000 towards the SIU and Transnet’s legal fees.

The third settlement agreement pertains to the former Transnet Regional Manager: Coastal Region, Phathutshedzo and his wife, Matlhodi Phillicia Mashamba.

The Special Tribunal ruled that they were indebted to Transnet. To settle the debt, the agreement provides for recovery through Mashamba’s pension fund and the sale of a preserved property in Dainfern, which has been valued at approximately R6.5 million to R6.8 million.

If these assets do not fully cover the debt, the Mashambas must make additional payments in equal instalments over 12 months.
Furthermore, the Mashambas will contribute R250,000 towards the SIU and Transnet’s legal fees.

“These settlement agreements continue the implementation of the SIU investigation outcomes and consequence management to recover assets and financial losses suffered by State institutions and/or prevent further losses.

“The agreements reinforce accountability and demonstrate the government’s commitment to enforcing transparency and ethical governance within state institutions.”

The Special Investigating Units and Special Tribunals Act 74 of 1996 empowers the SIU to institute civil action in the Special Tribunal or the High Court to correct any wrongdoing it uncovers in its investigation.

Where evidence points to criminal conduct, the SIU refers the evidence to the National Prosecuting Authority for further action. – SAnews.gov.za

NSFAS urged to act swiftly against student exploitation by landlords

NSFAS urged to act swiftly against student exploitation by landlords

Higher Education and Training Deputy Minister, Buti Manamela, says the National Student Financial Aid Scheme (NSFAS) must act swiftly against the exploitation of vulnerable students by landlords.

This follows media reports that some landlords demand sexual favours from students in exchange for accommodation.

Manamela said the exploitation of vulnerable students by landlords was deplorable and deeply worrying.

“I welcome the strong statement by NSFAS condemning these actions and the decisive steps to investigate, blacklist, and terminate the services of any implicated landlords,” Manamela said.

He emphasised the need for greater accountability and oversight in student accommodation.

He said institutions, including accommodation provider associations, NSFAS, and the Department of Higher Education and Training must work together to ensure that students are housed in safe, dignified environments, free from exploitation and abuse.

Manamela urged the affected students to report cases of exploitation immediately to their institutions, NSFAS and law enforcement.

“We will not tolerate anyone who preys on students,” he said.

Progress on student registration and financial aid

While the reports of landlord abuse are disturbing, Manamela acknowledged that the overall student registration process for 2025 has been largely smooth, with minor glitches that are being attended to.

NSFAS has taken measures to ensure that funded students are registered without financial barriers, including:
• No upfront registration fees for NSFAS-funded students at public universities and TVET colleges.
• NSFAS close-out project students (awaiting outstanding fees from previous years) must be allowed to re-enrol, with institutions instructed to submit their details to NSFAS.
•  NSFAS Loan Scheme applicants who qualify should be allowed to register and secure accommodation while documentation is finalised.
•  Students with outstanding 2024 allocations should be permitted to register and graduate, with NSFAS committed to settling fees.

“We acknowledge concerns over funding delays and are actively working with NSFAS and institutions to resolve these issues as quickly as possible,” Manamela assured.

Monitoring the academic year

As delegated by the Minister of Higher Education and Training, Dr Nobuhle Nkabane, to assess the progress of the academic year and ensure that student concerns are addressed, the Deputy Minister will over the next two week visit Limpopo, North West, Northern Cape and Gauteng.

“These visits will give us an opportunity to engage directly with students, institutional leadership, and NSFAS officials to ensure that registration, accommodation, and financial aid issues are properly addressed,” Manamela said.

Students in universities, including Technical, Vocational, Education and Training College (TVET) colleges, and Community Education and Training (CET) colleges have been urged to report unsafe accommodation, if they are experiencing exploitation or unsafe conditions, to their institution’s student affairs office, and to NSFAS helpline: 0800 067 327 / info@nsfas.org.za.

“If you are struggling with registration or NSFAS-related funding issues, contact NSFAS servicing teams deployed at institutions or engage your SRC for assistance. Most institutions provide counselling services and wellness programs. Students are encouraged to use these resources.

“Our students should never have to endure exploitation, abuse, or barriers to their education. We will continue working with all stakeholders to ensure a safe and supportive learning environment for all,” Manamela said. – SAnews.gov.za

Government strongly condemns acts of dehumanisation

Government strongly condemns acts of dehumanisation

The Department of Justice and Constitutional Development says it strongly condemns the shocking and deeply disturbing acts of violence, torture and dehumanisation allegedly perpetrated at Zanzou nightclub in Pretoria, as depicted in widely circulated videos.

According to the department, these "reprehensible acts" are a gross violation of the fundamental human rights enshrined in the Constitution of the Republic of South Africa, which upholds the values of human dignity, equality, and the rule of law.

The Constitution is the supreme law of the land and it guarantees the inherent dignity and worth of every person.

Section 10 explicitly affirms that everyone has the right to have their dignity respected and protected, while Section 12 guarantees freedom and security of the person, including the right to be free from all forms of violence, torture, and cruel, inhuman, or degrading treatment.

"The horrific actions witnessed in the videos are an affront to these foundational rights and have no place in our democratic society.

“No individual or group has the right to take the law into their own hands. South Africa is governed by the rule of law, where justice is administered through legal and constitutional means,” the department said in a statement.

The "barbaric and inhumane treatment of individuals, as seen in the videos, must be met with the full force of the law to uphold justice and reaffirm the principle that human rights are non-negotiable".

“We call upon law enforcement agencies and all relevant constitutional structures to act swiftly and decisively in investigating this grave violation of human rights. The perpetrators of this shameful act must be held accountable to ensure that justice is served without delay.

“Furthermore, businesses operating within South Africa are required to adhere to our constitutional framework, which includes the obligation to respect and promote human rights. Any establishment found to be complicit in or tolerating such heinous acts must face serious consequences. In this regard, we call for the immediate closure of Zanzou nightclub until a full and thorough investigation is concluded,” the department said.

The department said it remained steadfast in its commitment to upholding the Constitution, protecting the dignity of all individuals, and ensuring that those who engage in acts of torture and dehumanisation face the full might of the law.

“We urge any victims and witnesses to come forward and cooperate with law enforcement to bring the perpetrators to justice,” the department concluded. – SAnews.gov.za

Public urged to follow safety measures amid continued rainfall

Public urged to follow safety measures amid continued rainfall

As rains continue to impact various regions, authorities are warning residents to take necessary precautions to prevent flood-related dangers.

The Department of Cooperative Governance and Traditional Affairs, along with local disaster management teams, has issued a set of safety guidelines to help the public stay safe during flooding events.

One of the key recommendations advises those living in low-lying areas to remain vigilant, monitor rising water levels, and evacuate if necessary.

Motorists are urged to avoid flooded roads, low-lying bridges, and swiftly moving water, as even 15cm of fast-flowing water can sweep a person off their feet.

Driving through flooded areas poses significant risks, with officials stressing that vehicles can be swept away in strong currents. Instead, drivers should seek alternative routes and park in safer areas.

Pedestrians are also warned against walking into low-lying waters, as such areas can be more dangerous than they appear.

Weather alerts should be closely monitored via radio and television, and residents should keep their cellphones handy with emergency numbers saved.

The authorities said that in case of danger, citizens should contact their local disaster management centres or emergency services at 112, 10177, or 107.

Additionally, people are advised to store important documents in water-resistant containers and be extra cautious at night when road hazards are harder to detect.

Avoiding camping or parking near rivers during storms is also recommended, as sudden floods can be life-threatening.

Another concern is the contamination of floodwaters, which may contain raw sewage, chemicals, or even electrical charges, making them extremely hazardous.

Authorities are particularly focused on educating children about the dangers of floods, urging parents to inform them about safety measures.

"Knowledge and awareness can save lives. We need everyone to take these warnings seriously," said the department.

With continued rainfall expected, officials are reinforcing the importance of these safety measures. Residents are urged to stay informed and prepared to mitigate risks associated with flooding. - SAnews.gov.za

R2.5m to promote food security in Madibeng

In a move to advance agricultural development and bolster small-scale farming in the North West, Agriculture and Rural Development MEC, Madoda Sambatha, has officially handed over greenhouse tunnels worth R2.5 million to a local farm.

The Bokfontein-based JT Farm Fresh enterprise, located in the Madibeng Local Municipality, received the investment last Friday, as part of the Provincial Accelerated Service Delivery Programme (Thuntsa Lerole Reloaded), reinforcing the province’s commitment to sustainable farming and food security.

The handover of the greenhouse tunnels aims to enhance the production capacity of JT Farm Fresh enterprise, enabling year-round cultivation of various crops and contributing to the local economy.

The enterprise specialises in the production of vegetables. The initiative will greatly benefit the production with the new infrastructure, which is set to improve the quality and quantity of their crop yields.

Sambatha emphasised the importance of empowering local farmers and entrepreneurs to contribute to the economic growth of the province, while ensuring that communities have access to fresh, locally grown produce.

"By investing in small-scale farmers like JT Farm Fresh, we are building a strong foundation for agriculture that can withstand challenges, such as climate change and rising food prices. These greenhouse tunnels will help improve production efficiency and sustainability, ultimately benefiting the entire community,” Sambatha explained.

JT Farm Fresh part owner Jabulani Galubetse expressed his gratitude for the support received from the department.

"This support will significantly enhance our operations, allowing us to scale up our production and meet the increasing demand for fresh produce in the region," Galubetse said.

The support the department has given JT Farm Fresh is substantial towards ensuring the long-term success of small-scale farmers in the district, creating employment opportunities, and enhancing food security for local communities.

The MEC said the department will continue to collaborate with emerging farmers in the province, providing them with the tools, resources, and guidance necessary to succeed in the agricultural sector. – SAnews.gov.za

TNPA to use cutting edge technology to improve its dredging capacity

Location: News

TNPA to use cutting edge technology to improve its dredging capacity

The Transnet National Ports Authority (TNPA) is set to improve its dredging capacity with the installation of a new marine excavator on the Italeni, a Grab Hopper Dredger.

It is used by the ports authority to maintain the promulgated depth of port berths, basin and entrance channels necessary for the safe navigation of vessels in the ports.

The installation of this cutting-edge technology will boost dredging volumes and increase efficiency at South Africa’s commercial seaports.

A marine excavator is a specialised technological machinery that is used to improve dredging operations while ensuring safe and sustainable practises of marine and coastal environments.

With an investment value of R76 million, the newly installed excavator is designed to grab dredged material weighing up to 2000kg at a radius of at least 20 meters.

The upgrade will enable the Italeni to efficiently handle dredged volumes of 150 000 cubic meters (m³), a significantly increase from its annual capacity from 94 000 m³.

The upgrade replaces the excavator fitted in 2014 that has reached its operational lifespan. This feature bolsters berth availability to meet the increasing demand of larger vessels calling into South African ports.

"The Italeni upgrade enables TNPA’s strategic intent of creating a smart port system through harnessing innovation and technology.

“Coupled with enhancing the dredger’s capability to dredge the ports to the required depth, the new marine excavator will ensure that our waterside infrastructure remains competitive by improving TNPA’s customer service offering," said Phyllis Difeto Acting TNPA Chief Executive.

Italeni is the only dredging vessel in South Africa capable of accessing confined berths and quay walls, distinguishing the craft from the rest of TNPA’s dredging fleet necessary for maintenance work.

Through its Dredging Services business unit, TNPA is actively optimising port depth to ensure the provision of commercially viable berths to its shipping and terminal operation customers.

The installed machinery adheres to the Safety of Life at Sea (SOLAS International Convention for the Safety of Life at Sea, South African Maritime Safety Authority (SAMSA) regulations and the International Convention for the Prevention of Pollution from Ships (MARPOL) legislation regarding carbon emissions. – SAnews.gov.za

Deputy Minister refutes claims of idle Firefighting vehicles at centurion fire station

Deputy Minister refutes claims of idle Firefighting vehicles at centurion fire station

Forestry, Fisheries and the Environment Deputy Minister Bernice Swarts has refuted claims that firefighting vehicles procured by the department are sitting idle in depots across the country instead of being deployed for active service.

On Monday, the Deputy Minister visited the Tshwane Metropolitan Municipality’s Fire Station in Centurion to inspect the firefighting vehicles stored there by the department.

According to a statement issued by the department, the vehicles were procured for use by a service provider in the implementation of the Working on Fire Programme. However, the Auditor-General of South Africa (AGSA) found that service providers were expected to use their own resources to execute bid-related objectives under the current five-year contract, which commenced on 6 January 2023.

Tshwane Metropolitan Municipality is among the municipalities earmarked to receive these firefighting vehicles once the transfer process is finalised.

The Deputy Minister’s visit follows media reports alleging that the vehicles are being left unused instead of being deployed for firefighting efforts.

Additionally, there were claims that no DFFE firefighting vehicles were parked at the Tshwane Fire Station and that some vehicles stored at other municipal fire stations had been stripped of key components, such as batteries.

“The purpose of my visit to Tshwane Fire Station in Centurion was to verify the presence and condition of our firefighting vehicles. I can confirm that nine firefighting vehicles are parked here and that they have not been vandalised, contrary to some reports,” the Deputy Minister said.

She further dismissed claims that the vehicles had been unused for more than two years.

“These vehicles arrived at Tshwane Fire Station in November 2024. Any suggestion that they have been sitting idle for two years is incorrect,” she clarified.

The Deputy Minister acknowledged the challenges faced by Fire Protection Associations (FPAs) due to the repossession of vehicles from the service provider, Kishugu. She reassured FPAs and forestry stakeholders that the department was working to expedite the transfer of the vehicles to municipalities.

“I recognise the challenges that Fire Protection Associations have faced due to this transition. I, however, commit to ensuring that the process to transfer these firefighting vehicles to the respective municipalities is expedited so that these vehicles can go back to work and assist FPAs to attend to veld fire incidents in our communities.

“Having said that, we must also afford municipalities the opportunity to follow their internal processes – including coming up with Council resolutions - regarding the transfer of these firefighting vehicles,” Swarts added.

In total, DFFE has reclaimed 283 firefighting vehicles from Kishugu. Of these, 107 are earmarked to be transferred to various municipalities in the country.

The remaining 176 vehicles are used by the department’s internal forestry branch to manage fires in DFFE plantations across the country. – SAnews.gov.za

AfCFTA offers SA businesses unlimited opportunities

AfCFTA offers SA businesses unlimited opportunities

The implementation of the African Continental Free Trade Agreement (AfCFTA) offers businesspeople in South Africa unlimited opportunities to grow their businesses and expand their market into the rest of the continent.

This is according to the Director of Africa Bilateral Economic Relations at the Department of Trade, Industry and Competition (the dtic), Calvin Phume.

Phume was speaking at a workshop that was hosted by the dtic in partnership with the Mpumalanga Department of Economic Development and Tourism and Gert Sibande District Municipality in Ermelo, Mpumalanga, recently.

The purpose of the workshop was to equip the Mpumalanga businesspeople with information that will enable them to take advantage of opportunities presented by the AfCFTA in order to enter the African export market and expand their businesses into the continent.

“The African Continental Free Trade Agreement has created a single market comprising more than 1.3 billion people that businesspeople across the continent can take advantage of.

“This will provide South African companies with new market access opportunities to key markets in the African continent beyond the Southern Africa Development Community,” he said.

Phume said the main objective of the agreement was to eliminate all barriers to trade in Africa to enable the free flow of goods and services across the continent.

“This is meant to allow businesspeople like yourselves to contribute in increasing intra-African trade and investment. Through the Agenda 2063: The Africa We Want, African leaders have set themselves an ambition of increasing intra-Africa trade from the current 17% to 81% by 2035,” Phume said.

He stressed that the agreement emphasises harmonisation of trade regulation in the continent, value-addition, economic inclusion, industrialisation and beneficiation.

“These open up a myriad of opportunities for your companies to increase production and create jobs for women, youth and people with disabilities in order to service the huge market that has been created by the AfCFTA.

“This is your chance to grow your businesses by tapping into the expansive African market, increase your exports, increase your revenue, and contribute positively in growing the intra-African trade and investment,” he said.

Phume advised businesspeople to set themselves realistic ambitions when they venture into the rest of Africa, as the imposing size of the market created by  the free trade agreement offers huge benefits and rewards, but could also be challenging and daunting for their small businesses.

“It is important that you conduct a thorough research and study of the market you intend entering because the fact that there are 55 countries means that each market has its own dynamics related to business environment and culture, infrastructure, logistical requirements, as well as norms and standards.

“It is always advisable to partner with a local company that can assist you to navigate the regulatory challenges and other hurdles. This will enable you to transform obstacles into opportunities that will be profitable and rewarding to your business,” advised Phume. – SAnews.gov.za

East London man sentenced for RAF fraud

The East London Hawks’ Serious Corruption Investigation  unit, in collaboration with the Road Accident Fund (RAF), has helped to secure the conviction of Solomon Ndika-Ndika (59) for fraud.

Ndika-Ndika was sentenced to five years' direct imprisonment by the East London Regional Court on 14 February 2025.

Ndika-Ndika was initially arrested on 7 November 2023 and released on warning the following day. His case stemmed from a claim filed with the RAF on 29 January 2016. He stipulated that on 7 October 2014, he was involved in a motor vehicle accident, as he was traveling from Elliot towards Cala.

Ndika-Ndika further divulged that during the time, an oncoming vehicle approached him. When he tried to avoid the accident, his car overturned, and he sustained injuries.

During the claim processing, RAF picked up discrepancies between documents that were submitted by Ndika-Ndika and the police report. RAF repudiated the claim and referred the matter to the Hawks for a thorough probe.

A comprehensive investigation by the Hawks revealed that through misrepresentation made by Ndika-Ndika, RAF nearly suffered a loss of more than R1.6 million.

Ndika-Ndika made numerous court appearances until his sentencing by the East London Regional court on 14 February 2025.

He was sentenced to undergo five years direct imprisonment with no option of a fine. Furthermore, Ndika-Ndika was declared unfit to possess a firearm. – SAnews.gov.za

Steenhuisen commends signing of Plant Health Bill

Agriculture Minister John Steenhuisen has welcomed the signing of the new Plant Health Bill into law aimed at boosting agricultural trade and biosecurity.

The Plant Health (Phytosanitary) Act, 2024 (Act No. 35 of 2024), which is the repeal of the Agricultural Pests Act, 1983 (Act No. 36 of 1983), was assented to by President Cyril Ramaphosa last Thursday.

The bill provides for phytosanitary measures to prevent the introduction, establishment and spread of regulated pests in South Africa and the control of regulated pests.

It further provides for the regulation of the movement of plants, plant products and other regulated articles, into, within and out of South Africa.

The new Act seeks to address gaps and challenges, including constitutional issues, alignment with the international prescripts and provision of export, in the current phytosanitary system.

This is in view of the requirements of this country’s major trading partners and the requirements under the relevant international agreements and treaties of which South Africa is a signatory member.

Among the notable changes in the new Act is the inclusion of new sections or provisions that will cover. among others, the establishment of the National Plant Protection Organisation of South Africa (NPPOZA), the development of regulations to facilitate exports, in transit and re-export of plants and plant products, establishment of pest free areas, areas of low pest prevalence, the provision of which is an obligation in terms of South Africa’s signatory membership of the International Plant Protection Convention (IPPC).

Steenhuisen highlighted that the Act also provides for the involvement of all spheres of government to cooperate when managing pests and diseases within the country.

He said the Act will serve as a biosecurity measure to safeguard South African agriculture from plant pests and diseases, to ensure an effective phytosanitary regulatory system that is needed to support trade-driven growth in the sector encompassing market access, regional economic integration, and protection of natural resources.

“It therefore aims to support the South African Government’s objectives and priorities, such as sustainable management and use of natural resources, the provision of effective national regulatory services and risk management systems, as well as increased contribution of the sector to the country’s economic growth and development, job creation and food security.

“Furthermore, it will contribute to our capacity to maintain existing markets and ability to enter into new export markets for plants and plant products and thus have a positive impact on the South African economy,” Steenhuisen said on Monday.

The new Act will also serve to position South Africa as one of the key role players that will provide a more coordinated phytosanitary surveillance programme, preparedness, and quarantine pest prevention systems in order to maintain and expand its competitive position in the global trade arena. – SAnews.gov.za

W Cape unveils key strategies to boost environmental resilience

W Cape unveils key strategies to boost environmental resilience

The Western Cape Government and CapeNature have taken steps to protect the province’s rich biodiversity and critical ecological infrastructure by launching two strategies to boost environmental resilience.

The strategies will support the “Build Back Better” approach by focusing on protecting and restoring important natural areas, making them stronger and more resilient.

Western Cape Local Government, Environmental Affairs and Development Planning MEC, Anton Bredell, said while the province cannot rebuild ecosystems like it does with buildings, it can support them so that they recover more effectively from damage and adapt to environmental changes.

Bredell said healthy ecosystems, including wetlands, forests and rivers, help to reduce the impact of natural disasters like floods, fires and droughts.

“By including nature in how we design and build infrastructure, we can create a safer and more sustainable future,” Bredell said in a statement on Friday.

The two crucial strategies for advancing conservation and sustainable land use in the Western Cape include the 2023 Western Cape Biodiversity Spatial Plan (WCBSP) and the Western Cape Protected Areas Expansion Strategy (WCPAES).

The 2023 WCBSP identifies priority areas for conservation and sustainable land use and serves as a blueprint for prioritising the province’s most valuable ecosystems.

Bredell said the plan will form the bedrock of sustainable development in the province.

The second strategy, the WCPAES, outlines a clear approach to expanding protected areas, ensuring that both nature and people can thrive together.

“The 2023 WCBSP identifies and prioritises important areas for conservation, integrating environmental protection with responsible land-use planning. The WCPAES takes this further by mapping out important areas for expansion of the protected area network to secure key ecological infrastructure, strengthen climate resilience, and support sustainable development,” Bredell explained.

The 2023 WCBSP is the first provincial spatial plan, in accordance with the Western Cape Biodiversity Act (Act 6 of 2021).

Bredell emphasised that the economy and the environment are inextricably linked, and all future planning must be implemented with this in mind.

He said environmental protection and expansion of the conservation estate remains a critical priority for the Western Cape Government.

The MEC also emphasised the link between biodiversity conservation and communities.

“Our province’s economy is deeply tied to nature, agriculture and tourism, and rural livelihoods depend on the long-term health of our ecosystems. Investing in conservation means investing in economic stability, food security and sustainable job creation.

“Through providing upfront considerations for spatial planning, we provide key insights to existing and potential investors. Creating a vibrant economy and the jobs created through this remains our focus. Investors can begin their planning processes with the environmental sector considerations already on the table,” Bredell said.

CapeNature CEO Dr Ashley Naidoo said conservation is not just about protecting species but also bolstering the long-term sustainability of the Western Cape.

“A thriving conservation sector drives job creation through the provision of stable ecosystem services like water security for our industrial sectors. Healthy biodiversity and ecosystems also remain the most cost-effective way to improve society’s resilience to extreme weather and climate change impacts.”

The WCPAES has been published for public comment, giving stakeholders an opportunity to shape the future of conservation in the Western Cape.

CapeNature invites all interested parties to review and comment on the Draft WCPAES by visiting https://www.capenature.co.za/western-cape-protected-areas-expansion-strategy.

Written comments on the Draft Strategy must be submitted within 60 days from the date of publication of the Notice in the Provincial Gazette, which was 31 January 2025. – SAnews.gov.za

South Africa elected chair of African Regional Labour Administration Centre Governing Council

The Ministry of Employment and Labour has welcomed the election of South Africa as the chair of the African Regional Labour Administration Centre (ARLAC) Governing Council for the 2025-2027 term of office.

The Minister of Employment and Labour, Nomakhosazana Meth, will serve as the chair of the ARLAC Governing Council following the election of South Africa at the 51st Governing Council meeting held in Lusaka, Zambia, from 10 - 14 February 2025.

The Minister was represented at the summit by Deputy Minister Judith Nemadzinga-Tshabalala, who successfully led the South African delegation.

The ARLAC is a regional institution with a mandate to strengthen labour administration systems in Africa through training, research and consultancy advisory services. It was established in 1974 by the International Labour Organisation and the United Nations Development Programme (UNDP).

“We welcome the election of South Africa by member countries and wish to thank the outgoing chair of the Governing Council, Minister E. Moyo from Zimbabwe, and wish him well in his endeavours. We wish to also extend sincere gratitude to the government of Zambia for their warm welcome and hospitality,” Meth said.

Vice-President Mutale Nalumango of the Republic of Zambia was the guest speaker during the meeting of the Governing Council, and she emphasised the importance of fair employment and tackling informal employment.

The Governing Council meeting was preceded by a High-Level Ministerial Symposium on 12 February 2025, which featured a presentation by the International Labour Organisation (ILO) under the theme: “Innovative Approaches to Tackling Informality and Promoting Transition towards Formality to Promote Decent Work”, which is linked to Sustainable Development Goal 8 (SDG8) on “Decent Work and Economic Growth”.

The meeting focused on the importance of formalising informal work and the need to establish a legislative and policy framework to ensure the realisation of decent work on the African continent.

Warning of heavy showers across SA

Location: News

Warning of heavy showers across SA

The South African Weather Service (SAWS) has advised of the return of heavy showers across parts of South Africa this week.

In a statement on Sunday, the weather service advised communities living in low-lying areas and flat plains to be on the lookout for the disruptive rain across the central and eastern regions of South Africa, from 16 February to 19 February 2025.

“Motorists and pedestrians should be extra cautious where roads are slippery and/or visibility is affected. These conditions with cloudy to overcast skies are expected across South Africa along with subregions of ordinary showers and thundershowers.

“The rainfall accumulation is expected to be in the region of 20 to 50 millimetres (mm). Daytime temperatures in these regions are also expected to be cool. The transport of moist tropical air from continental low over Botswana is the main source of the current cloudy and showery conditions,” SAWS said.

Added to which, severe thunderstorms are expected in places across the southern Free State and northern region of the Eastern Cape where damaging winds, excessive lightning, hail and heavy downpours are likely.

“However, potentially strong damaging winds are expected along the west and south-west coasts of the Cape Provinces. Damaging winds are possible due to the tight pressure gradient along the west coast.

“No major changes are anticipated on the rainfall pattern on Monday, 17 February 2025, apart from the extension of widespread showers (80%) across the North West and Gauteng, where additional disruptive rain is expected in places.

“Summer thunderstorms across South Africa ordinarily develop in the afternoon and early evening. As was stated just before the onset of persistent showers in early January, the tropical moisture typically possesses a significant amount of energy,” SAWS said.

In the case of Sunday through Tuesday, 18 February 2025, the tropical airmass is expected to cause disruptive rain during this week, with amounts in the region of 30 to 50 mm daily.

Further, continual showers are also expected on Wednesday and might persist into Thursday morning.

There will still be the likelihood of disruptive rain around the coastal region of the eastern half of the Eastern Cape, as well as the southern coastline of KwaZulu-Natal, before the rainfall return to the more favourable weather in South Africa.

To ensure safety and preparedness, the following precautions are advised:

  • Avoid crossing flooded roads or swollen streams.
  • Move to higher ground if rising water levels are observed.
  • Refrain from travelling on bridges or roads in low-lying areas, which are particularly vulnerable to flooding.
  • Adherence to these guidelines can significantly reduce risks and help ensure public safety during this period of adverse weather conditions. - SAnews.gov.za
