KZN government calls for deeper collaboration with Black business

KwaZulu-Natal Premier Thamsanqa Ntuli has called for deeper collaboration between government and Black business.

Ntuli made the call at the Diamond Jubilee Celebration of the National Federated Chamber of Commerce and Industry (NAFCOC) held at Inkosi Albert Luthuli International Convention Centre on Friday.

The event reflected on six decades of dedicated work toward the economic empowerment of African businesses and ongoing economic transformation.

In his address, the Premier hailed the organisation’s historic and ongoing role in empowering Black entrepreneurs and advancing inclusive economic transformation across South Africa.

“For over six decades, NAFCOC has been the enduring voice of Black business, even during the darkest days of apartheid. Today, we recognise the many men and women who, with NAFCOC’s support, have broken through barriers, and now play influential roles across both public and private sectors,” Ntuli said.

The high profile event was attended by President Cyril Ramaphosa, His Majesty King Misuzulu kaZwelithini, national and provincial government leaders, business stakeholders, and NAFCOC executives.

Ntuli described the NAFCOC Diamond Jubilee as “a celebration of resilience, vision and the power of unity”.

He congratulated the organisation and called for continued joint action in building an inclusive and prosperous KwaZulu-Natal.

The Premier used the occasion to reflect on NAFCOC’s legacy, while looking forward to a new era of economic partnership and shared growth.

Ntuli outlined a bold five-year plan for the province, focused on rebuilding the economy; strengthening governance; advancing sustainable development; improving healthcare, education, and infrastructure; promoting community safety; mitigating climate change, and building a capable and ethical State.

Ntuli invited NAFCOC to be a central partner in driving this agenda.

“We cannot succeed without business playing its part. Our job as government is to clear bottlenecks and unlock opportunities, particularly in the township and rural economies, which are critical to achieving true economic freedom,” Ntuli said.

Ntuli also announced a renewed push to attract investment and accelerate industrialisation through the Special Economic Zones in Richards Bay and at the Dube Trade Port.

He said a revised Provincial Integrated Trade and Investment Strategy will guide this work, alongside stronger air connectivity and expanded tourism and export markets.

The Premier also commended recent efforts by the South African Police Service, led by Provincial Commissioner Lieutenant General Nhlanhla Mkhwanazi, to clamp down on organised crime.

“A safe province is essential for a thriving economy,” he said, pledging an improved coordination between law enforcement and business stakeholders.

The celebration also included a keynote memorial lecture in honour of NAFCOC founding leader Dr Sam Motsuenyane, delivered by African National Congress Treasurer General, Dr Gwen Ramokgopa. – SAnews.gov.za

The Eastern Cape Provincial Government has welcomed President Cyril Ramaphosa’s official visit to the province, to assess progress on service delivery, challenges and opportunities for inclusive economic growth.

The Presidential Oversight Visit, set to take place in Gqeberha from 15 to 16 April 2025, will be attended by leaders from all three spheres of government, and provides an opportunity for government to interact with residents.

Eastern Cape Premier, Oscar Mabuyane and his Executive Council are looking forward to engaging with President Ramaphosa and Members of the National Executive on key provincial priorities.

In a statement, the provincial government said the visit underscores the President’s commitment to engaging directly with provinces, strengthening collaboration, and driving South Africa’s broader development agenda.

“The provincial government is particularly encouraged by the visit’s focus on fostering synergy, sharing best practices, and enhancing service delivery to accelerate economic growth,” the statement read.

The two-day visit will include an oversight visit at Coega Industrial Development Zone (IDZ), followed by a Joint Cabinet meeting, which will be extended to Executive Mayors of the Eastern Cape District and Metro Municipalities.

This platform will allow for a comprehensive review of progress made, as well as a candid discussion on both the challenges and opportunities in advancing inclusive economic growth and efficient service delivery for the people of the Eastern Cape.

The Eastern Cape Provincial Government said it remains committed to creating an enabling environment for investment, job creation, and improved public services.

“We are confident that this visit will strengthen the partnership between the Eastern Cape and National Government. Working closely with the President and his administration, we aim to accelerate development, address critical needs, and unlock the full potential of our province,” Premier Mabuyane said.

Five suspects to appear in court for kidnapping

Five suspects are due to appear in the Wolmaransstad Magistrate's Court today on charges of kidnapping, extortion, aggravated robbery and assault with intent to do grievous bodily harm (GBH).

The suspects, aged between 29 and 45, were arrested on Sunday by various South African Police Service (SAPS) national and provincial units.

The members were activated following a kidnapping for ransom incident reported on Friday night in Wolmaransstad. Subsequent negotiations led the team to Welkom and Virginia in the Free State, where five suspects were arrested and a male kidnapping victim, aged 39, was rescued unharmed.

During the arrest, the team seized three cellphones, including the victim's and a replica firearm.

The Acting Provincial Commissioner of the North West province, Major General Patrick Asaneng, has commended the SAPS members for their commitment, dedication and bravery in tracking, arresting and safely rescuing the victim of kidnapping linked to extortion.

"The team worked non-stop, day and night, before arresting the suspects at the hideout in the Free State.

"This arrest should send a strong message to heartless criminals that the police shall pursue them wherever they are and no resources will be spared in making sure that they are removed from society and jailed for their heinous crimes," said Asaneng. – SAnews.gov.za

Budget 2025 vital for economic growth and poverty alleviation

In his weekly newsletter, President Cyril Ramaphosa has emphasised the crucial role of the 2025 Fiscal Framework and Revenue Proposals, which were recently passed by Parliament, in driving economic growth and relieving the effects of poverty.

The budget – tabled by Finance Minister Enoch Godongwana in Parliament last month – was passed by Parliament last week.

“The 2025 Budget is directed at growing the economy and supporting the livelihoods of our people.

“It is a critical instrument to drive development, eradicate poverty and narrow inequality. At a time of constrained economic growth and narrow fiscal space, the budget must direct sufficient resources to activities that encourage inclusive growth and lay the groundwork for sustained economic recovery.

“It reflects the strategic priorities of the Government of National Unity: inclusive growth and job creation, reducing poverty and tackling the high cost of living and building a capable, ethical and developmental state,” he said.

Uplifting the nation

The budget has a strong focus on the social wage with 61% of resources directed at, amongst others, healthcare, education, housing and social grants.

“Over the past 24 years we have implemented an indigent policy under which free water, electricity and sanitation services are provided to qualifying households.

“Social grants, like the childcare, old age and disability grants, are another tool for alleviating poverty. This year, the value of these grants will increase at above inflation. The Social Relief of Distress grant, which has played an important role in poverty alleviation, will also be extended for another year," President Ramaphosa said.

As part of improving access to healthcare, the President said there will be a higher allocation of funding to clinics and community health centres.

He said government is investing in the recruitment and retention of health personnel, particularly doctors and nurses, and to employ newly qualified doctors after their community service ends.

The budget also allocates substantial funding to “other frontline services such as teachers, police, emergency personnel and the Border Management Authority”.

“Improving educational outcomes is key to community upliftment, development and producing the skills needed by our economy. Budgetary allocations have been made to support teacher training, for expanded mother-tongue bilingual education and for early reading programmes.

“This year sees a substantial investment in early childhood development, reflecting our commitment to establishing a solid foundation for the development of every child,” the President added.

Funding for public employment programmes and to support small businesses has also been allocated.

Driving growth

President Ramaphosa noted sustaining expenditure on the social wage requires “higher levels of economic growth”.

“The budget allocates considerable resources to encourage infrastructure development, which drives growth and job creation.

“Taken together, up to R1 trillion will be spent on infrastructure over the medium term. This includes the allocation in this budget of an additional R62 billion over the next three years for road maintenance, electricity transmission lines, water and sanitation projects, school infrastructure and to support the ongoing recovery of our rail networks.

“Support is also provided to other growth enhancing measures in the medium term, including incentive programmes in automotive, business process outsourcing, special economic zones, electric vehicle production, clothing and textiles, and other sectors,” he said.

South Africa’s municipalities will also receive adjusted budget allocations to help them address infrastructure needs and improve service delivery.

“In a challenging economic environment – both locally and globally – this year’s budget supports measures to drive growth and relieve the effects of poverty. At the same time, it aims to stabilise public finances and continue to reduce our national debt.

“The budget reflects the priorities of Government’s Medium Term Development Plan, a five-year programme of action that prioritises rapid, inclusive growth, creating a more just society and building state capacity.

“At a time when our singular focus must be the South African people, we need to use the limited resources we have to work together for the common good,” President Ramaphosa concluded. – SAnews.gov.za

KZN mass murderer sentenced to life imprisonment

A KwaZulu-Natal mass murderer has been sentenced to seven life terms and 70 years imprisonment for the murders, attempted murders and housebreaking he committed in August 2023.

According to the National Prosecuting Authority (NPA), Siphamandla Dlomo – together with others – orchestrated the killing of nine people following a fallout with one of the complainants in the case.

“Shortly after the fallout, Dlomo planned with others to eradicate the family of the complainant. On 11 August 2023, Dlomo and others armed themselves with firearms and proceeded to the complainant’s homestead at Umlazi Q Section, in search of the complainant. They could not find the complainant as the complainant had fled his home, upon hearing that Dlomo was looking for him.

“Dlomo and the assailants then shot and killed the complainant’s neighbour, as well as other people who were in [the complainant's], before setting the house alight. Dlomo then managed to find the complainant and while a scuffle ensued between them, the complainant managed to escape.

“Dlomo and the others then proceeded to search for others and fatally shot them. The following night, Dlomo returned to Umlazi Q Section and fatally shot two people who were friends of the complainant,” the NPA said in a statement.

Dlomo subsequently handed himself over to police.

He was convicted and sentenced to:

Seven life terms and 30 years imprisonment for the nine counts of murder.
Ten years imprisonment for each two counts of attempted murder.
Fifteen years imprisonment for the unlawful possession of a firearm.
Five years imprisonment for housebreaking

“The NPA welcomes the successful finalisation of this matter. Together with our partners in the crime prevention cluster, we will continue to fight for justice on behalf of the victims of crime,” the prosecutorial body said. – SAnews.gov.za

Police in Cape Town have arrested a 46-year-old woman for the possession of drugs with an estimated street value of R1 million.

Members attached to the Khayelitsha South African Police Service (SAPS) Crime Prevention Unit arrested the suspect on Friday, who was found with a large amount of mandrax.

“On Friday, the members were conducting a stop and search operation, when they received information about a premises in T-Block, Sector 6, Site B, Khayelitsha, that is allegedly used as a liquor storage facility.

“The members immediately operationalised the information and on arrival, they found a lady on the premises carrying a big green bag, and found 10 packets of mandrax tablets and four small clear packets also with mandrax tablets.

"When counted in each of the 10 packets, 1 000 units of mandrax tablets were found and inside the four small packets, 100 mandrax tablets were found, with an estimated street value of R1 million,” the police said.

The suspect is expected to appear in the Khayelitsha Magistrates Court on Monday for possession of drugs.

Fifth sluice gate opened at Vaal Dam

A fifth sluice gate has been opened this morning at the Vaal Dam to manage water levels, which have increased overnight as a result of the ongoing rainfall in the Vaal River catchment.

This is in about 24 hours after the Department of Water and Sanitation (DWS) had opened the fourth sluice gate at the Vaal Dam.

Water storage levels at the dam stood at 107.82% on Saturday but as of this morning, the levels have risen to 109.39%. The outflows at the dam will move from 550 cubic metres per second (mᵌ/s) to just under 700 mᵌ/s. The inflows into the dam are currently 1 000 m3/s.

Bloemhof Dam storage levels have also risen from yesterday’s 103.23% to 106.91% this morning, and water releases will be staggered incrementally from the current 1 000 mᵌ/s to 1 100 m³/s at 10am; 1 200 m³/s at 12h00; 1 300 m³/s at 14h00, and the last increase at 16h00 to 1 400 m3/s.

The increased outflows from Vaal Dam are expected to reach the barrage in about six hours and Bloemhof Dam in three to four days, and will result in water levels rising in both the dam and the river, overtopping of the riverbanks.

Due to increased water releases by the five sluice gates, there might be a possible overflowing at the riverbanks downstream and this will affect infrastructure built in lower lying areas.

At Grootdraai Dam located in Mpumalanga in the Upper Vaal River Catchment, upstream of Vaal Dam, one sluice gate remains opened at 2.5 metres to enable the water releases. The dam is currently sitting at 102.41%.

The department is implementing these necessary controlled water releases at the dams as part of dam safety precautions to safeguard infrastructure and ensure that there is full storage capacity after the rainfall season.

The department, through various platforms, continuously shares hydrology reports and updates on a regular basis with recommendations in order to send early warning systems and activate evacuation plans in case of flooding. – SAnews.gov.za

Three suspects arrested for kidnapping

An intelligence-driven operation has led to the arrest of three suspects aged between 34 and 57 for kidnapping and robbery in Tshwane District.

A collaborative effort between the police from Akasia and Ga-Rankuwa, including the Crime Intelligence Unit, Tshwane Flying Squad, Bank Forensic Investigation and TMPD K9, resulted in the successful rescue of a 50-year-old woman kidnapped in Ga-Rankuwa on 31 March 2025.

The victim's son reported her missing and it was later discovered that funds were withdrawn from the victim's bank account.

Police investigations led to two suspects at a house in Karen Park, where the victim was also kept. She was rescued and provided medical treatment before being reunited with her family. Police further recovered a white Polo vehicle that was allegedly used in the kidnapping. Police investigations continue.

The three suspects are expected to appear before the Ga-Rankuwa Magistrates Court soon.

Gauteng police management has commended the swift response of the members, which led to the successful rescue of the victim and the arrest of the suspects. – SAnews.gov.za

Home Affairs Minister Dr Leon Schreiber has gazetted a second invitation for applications to the highly successful Trusted Tour Operator Scheme (TTOS).

Since the first tourist visa applications from China and India were processed through this scheme on 12 February 2025, the department has been inundated with requests to expand it so that more tour operators can contribute to driving tourism growth.

The department said it is encouraged by this "overwhelmingly positive response", as it confirms the enormous potential of visa reforms to create more jobs by bringing more tourists to South Africa's shores.

In response to these calls, and after effecting additional upgrades to the online platform that processes TTOS applications, Schreiber opened a second window for more tour operators to apply to join the scheme.

Tour operators who want to apply have 30 days to submit their applications through the dedicated online portal accessible via the department’s website. No paper-based applications will be accepted.

As with the first intake, applications will be assessed by an interdepartmental team using Artificial Intelligence tools to vet and select successful participants.

“The key to the success of TTOS lies in the fact that the process has been digitally transformed from start to end.

“Whereas prospective tourists from China and India previously had to stand in long queues, submit paper applications, and sometimes wait so long for paper outcomes that they missed their flights, the digitalisation of this process through TTOS means that even visa outcomes for large groups are now issued digitally within hours,” he said.

“In the weeks since TTOS was launched, over 2 000 additional tourists from China and India, who would otherwise not have come to our country owing to previous visa inefficiencies, have come to our country.

“Even more encouraging is the trend of applications received. On the first day of operation, 12 February, 21 applications were received.

“[On] 3 April, this figure had grown to 165 per day and shows no sign of slowing down. The intake of more operators will further accelerate this growth, as Home Affairs delivers on our commitment to replace a manual, paper-based and insecure visa system with secure, world-class digital infrastructure to drive economic growth,” the minister said. – SAnews.gov.za

Home Affairs Minister Dr Leon Schreiber on Saturday officially opened a new state-of-the-art office in Mitchells Plain, Cape Town.

Nelson Mandela Bay Municipality Executive Mayor, Babalwa Lobishe, has commended the appointment of two senior managers who have been placed in acting roles for the next six months.

"We welcome these appointments. We will hit the ground running to fast-track service delivery issues, prioritise the flood related infrastructure interventions in Kariega and other affected areas,” Lobishe said of the appointments in the Eastern Cape based municipality.

This as on Tuesday, the MEC for Cooperative Governance and Traditional Affairs (COGTA), Zolile Williams confirmed the appointment of Ted Pillay as the Acting City Manager and Lonwabo Ngoqo as the acting Chief Operating Officer (COO).

These appointments materialise following a request by the Nelson Mandela Bay Municipality Council and the Executive Mayor, for a section 154 intervention through COGTA and the MEC by appointing an Acting City Manager and a COO.

The appointments come after a request from the municipality’s council and Executive Mayor for a Section 154 intervention through COGTA, aimed at strengthening the municipality's administrative and governance capacity.

Section 154 of the South African Constitution requires the national and provincial governments to support and strengthen the capacity of municipalities to perform their functions.

Speaking at a recent press conference, Lobishe said the appointments come at a time when the municipality is working around the clock to accelerate service delivery.

"We thank MEC Williams for the interventions to address service delivery challenges. We are looking forward to work with this team of experienced senior officials,” Lobishe said.

On the status of the current City Manager, Mayor Lobishe confirmed that negotiations are ongoing with Dr. Noxolo Nqwazi, who is currently on suspension, regarding the terms of her contract termination.

The municipality aims to the resolve the matter with the incumbent City Manager over the next six months.

The MEC said the interventions are based on the request that the Council has made for the specific appointments.

The acting appointments took effect from 1 April 2025.

Work continues to solve Matatiela rape case

No effort will be spared in bringing the responsible parties to account in the case of the alleged sexual assault of a seven-year-old child in Matatiele, says Police Minister Senzo Mchunu.

“What I can promise, on behalf of the Ministry of Police and the SAPS [South African Police Service] is that we are committed to upholding the law and ensuring that justice is served,” Mchunu said.

The Minister was addressing a media briefing in Pretoria on Friday.

“This is a matter that transcends individual tragedy, and we acknowledge the deep emotional impact it has had on our communities,” said the Minister, adding that the Eastern Cape matter is a sensitive one that police are handling and dealing with, with great sensitivity.

“When the matter first came to our attention earlier this year, we sent a warrant officer to investigate the matter, interact with the complainant and the investigating officer, whilst looking at other related matters.

“In the initial report we received from the warrant officer, we came to learn that the incident occurred in October last year, and a case was formally opened on the 16th of October 2024, following [the] medical examination of the minor and session with a social worker.”

The Minister said from the report provided by the warrant officer, police concluded that the matter could have been handled better and still needed intervention.

“We then realised that we needed to reinforce the team and have a dedicated officer on the matter. After the handling of the matter by the various offices, one critical aspect which has continued to present a serious challenge is the matter around DNA. DNA testing was done on the victim, with no foreign DNA having been found,” he explained.

Three persons of interest have since emerged and following that, further DNA processing is underway as the investigation continues.

“A thorough investigation is now fully underway, and I can assure you that we are consulting with all relevant role players to ensure that every aspect of this matter is examined carefully and comprehensively.”

Additionally, he said the track record of the Family Violence, Child Protection (FCS) Unit remains commendable with more than 35 500 gender-based violence and femicide (GBVF) suspects arrested in the last two years.

“During the same period, 4500 accused were convicted to time in prison for GBVF related crimes and notably, 660 of them were sentenced to life in prison. This indeed, must illustrate the seriousness at which the SAPS treats victims of GBVF related crimes especially those involving young children,” Mchunu said.

Citing police success in dealing with gender-based violence cases, Mchunu said in the past week alone, 259 rape suspects were arrested.

“This week, we have also welcomed the arrest of a 58-year-old male educator on Monday afternoon, 31 March 2025, for an alleged rape incident of a 13-year-old female learner in the Capricorn District of Limpopo. The Educator has appeared before the Mankweng Magistrates Court and is facing a charge of rape.”

Police will continue to support the family and the victim through the Employee Health and Wellness unit, including any other aspects related to the case.

“We assure the affected family of our full support and commitment to this case,” he said.

On Saturday, the Ministry of Police assured members of the public that law enforcement is actively investigating two incidences involving the rape of minors in the Eastern Cape.

This was after the Ministry took note of calls on various social media platforms regarding the tragic violation of the two minors in two separate incidences in October and November last year.

SA unveils strategic economic diversification plan amid US tariffs

South Africa has unveiled a comprehensive strategy to mitigate the economic impact of new United States tariffs, focusing on export diversification, value-added production, and strengthening regional trade partnerships.

This is after United States President, Donald Trump, announced global reciprocal tariffs on most imported goods, with South Africa facing a 31% tariff increase.

“The new tariff regime arising from the decision by the United States of America, which have been directed not only to South Africa, but the entire world, necessitates strategic responses to maintain and grow our industrial base, as a crucial avenue to pursue inclusive growth,” the Minister of International Relations and Cooperation, Ronald Lamola, said on Friday.

Lamola was speaking during a joint media briefing with the Minister of Trade, Industry and Competition, Parks Tau.

He informed journalists that South Africa will continue to tackle the challenges and seize opportunities with resilience and innovation, as the country moves forward with ensuring economic growth, industrial development, and the well-being of its citizens.

Lamola outlined plans to navigate the challenges posed by the 31% tariffs set to take effect from 9 April 2025.

These include negotiating favourable trade agreements with the United States; leveraging the African Continental Free Trade Area (AfCFTA) to boost intra-African trade; and prioritising high-value manufacturing to reduce tariff exposure.

In addition, he said government remains committed to building economic resilience, exploring alternative market access through existing trade agreements and strategic partnerships with countries across various regions.

“We will intensify efforts to diversify export destinations, targeting markets across Africa, Asia, Europe, the Middle East, and the Americas,” the Minister stated.

According to Lamola, government aims to reduce dependence on single export markets and foster economic resilience.

Meanwhile, he announced that the State will invest strategically in industries impacted by the tariffs, supporting economic growth through modernisation and targeted infrastructure development.

The sweeping tariff measures will affect several sectors of South Africa’s economy, including automotive, industrial agriculture, processed food and beverage, chemical, metals, and other segments of manufacturing.

According to Lamola, South Africa’s tariff and industrial strategy are designed to support industrial development, employment growth, and economic resilience.

“By aligning these policies with the national interest, South Africa will ensure that its economy emerges stronger, more diversified, and resilient in the face of global trade complexities,” he explained.

This approach will also apply to the 7 February Executive Order, which led to the withdrawal from the Just Energy Transition (JET) partnership with South Africa.

“South Africa’s average tariff is 7.6% and therefore South Africa needs clarity on the basis for the 31% to be implemented by the US.”

Lamola clarified that products such as copper, pharmaceuticals, semiconductors, lumber articles, certain critical minerals, and energy and energy products, have been exempted from the reciprocal tariffs.

These reciprocal tariffs will also not apply to products already facing Section 232 tariffs of 25%, such as steel, aluminium, automobiles, and auto parts.

Currently, the Minister said the United States represents 7.45% of South Africa’s total exports, while South Africa accounts for only 0.4% of the United States’ imports.

“As such, South Africa does not constitute a threat to the US, and there is a trade imbalance in favour of South Africa. It is mainly on agricultural products, which are counter-cyclical, and on minerals, which are inputs in US industries.”

Highlighting the potential impact, Lamola noted that the tariffs “effectively nullify the preference that Sub-Saharan African countries enjoy under the Africa Growth and Opportunity Act (AGOA).”

However, despite the challenges, Lamola said government remains optimistic.

“The tariffs affirm the urgency to negotiate a new bilateral and mutually beneficial agreement with the US, that will establish more fair-trade relations with the US as an essential step to secure long-term trade certainty,” Lamola added.

Transparency in tariff calculations

Meanwhile, Tau stressed the need for confirmation from the United States on how they arrived at the tariff number, referencing international norms and standards.

He also highlighted the importance of transparency in tariff calculations, using World Trade Organisation (WTO) standards and the most favoured nations mechanism.

“And that’s why we are advocating for a reform of the World Trade Organisation and ensuring that it’s able to adapt to current reality, but also ensuring that we’re able to reinforce a multilateral system of trade and transparency across the board. Otherwise, you’re going to have an environment where there are no global rules,” Tau added. – SAnews.gov.za

Work underway to transform government services

An agreement between several government entities is set to digitally transform and revolutionise government services.

The Department of Home Affairs, the Border Management Authority (BMA), Government Printing Works (GPW) and the South African Revenue Service (SARS) concluded the agreement on Thursday.

“The agreement marks a new era that will fundamentally reform and improve the way that government works in the Republic of South Africa. In terms of the agreement, the service ecosystem composed of Home Affairs, the BMA and GPW will leverage the world-class technology capacity within SARS to revolutionise all civics and immigration services,” said the Department of Home Affairs.

As a direct result of the successful conclusion of this agreement, the public can look forward to the following improvements:

•    Launch of a world-class Electronic Travel Authorisation (ETA) system to digitalise and automate immigration procedures to eliminate inefficiency and fraud;
•    Integration of Home Affairs services with banking platforms to expand access to Smart ID and passport services to hundreds of bank branches as well as to banking apps;
•    Creation of an option to select secure courier delivery of documents that eliminates the requirement to collect documents only at Home Affairs offices;
•    Upgrading of the Movement Control System (MCS) at all ports of entry; and
•    Introduction of Smart IDs for naturalised citizens and permanent residents.

“This list of reforms also represents only the most immediate priorities for the next twelve months, with many more to follow over the term of the seventh administration in pursuit of our vision to deliver ‘Home Affairs @ home,’” said the department.

Additionally, it added that work to roll out the improvements is now in full swing, and that it will announce their activation on an ongoing basis.

Home Affairs Minister, Dr Leon Schreiber said: “It is difficult to overstate the significance of what we have jointly achieved with [the] adoption of this historic agreement. SARS is a world-class institution that must never be taken for granted, and I want to thank the Commissioner and his team for their visionary commitment to breaking down silos in the interests of South Africa.”

The Minister also applauded the unwavering commitment of the Home Affairs, BMA and GPW teams in embracing the power of digital transformation.”

“The beauty of this shared approach is that delivering on our vision to digitally transform Home Affairs services will yield major benefits to both us and SARS. For example, the creation of a biometrically secured digital identity platform will enhance the ability to crack down on fraud and collect outstanding revenues, while the digitalisation and automation of immigration processes through the ETA will improve customs collection,” he said.

“While the department respects the independence of the judiciary, a clarion call by the National Strategic Plan on Gender-Based Violence, Pillar Number Three (Justice Safety and Protection), emphasises the importance of strengthened capacity within the criminal justice system to address all impunity and effectively respond to femicide and facilitate justice for GBV survivors.

“The department stands firmly with both victims and survivors of the prolonged case. The Department of Women, Youth and Persons with Disabilities acknowledges and recognises the emotional toll and the potential secondary trauma that may be experienced by survivors,” the department said in a statement on Thursday.

The department said the acquittal of Omotoso serves as a judicial turning point for the many women who came forward to testify as both victims and survivors.

The department, together with other sister departments, has called for essential services, including psychosocial support and counselling, to navigate the emotional and psychological impact of these traumatic experiences.

The department maintained that GBV and femicide is a multifaceted and complex phenomenon that needs urgent and comprehensive attention.

The department called on all sectors of society to unite in action, solidarity and support for survivors to continue with the fight against all forms of gender-based violence.

“To combat gender-based violence, accountability, coordination and strong leadership are crucial for effective prevention, response and support for survivors, which will require a multi-sectoral approach with clear roles and responsibilities.

Nzimande’s programme to engage science-intensive State departments is also informed by the DSTI’s recently adopted mantra, which is: “Placing Science, Technology and Innovation at the Centre of Government, Education, Industry and Society.”

Through this mantra, the DSTI seeks to significantly raise the profile and impact of science, technology, and innovation within government and across key sectors of society.

The Ministers also stressed the importance of facilitating access for both departments to strategic national and international platforms and networks, strategic partnerships, and opportunities.

The two leaders also reaffirmed their commitment to strengthening cooperation and the exchange of critical information between the two departments.

“The Ministers further agreed to set up an inter-departmental committee that will coordinate key joint projects and the overall cooperation between the two departments.

National Director of Public Prosecutions (NDPP), Advocate Shamila Batohi, has requested a report from the Eastern Cape Director of Public Prosecutions (DPP), Barry Madolo, on the judgement in the Timothy Omotoso case.

Timothy Omotoso and his co-accused, Lusanda Sulani and Zukiswa Sitho, were acquitted by the Gqeberha High Court of 32 serious charges, including allegations of rape, racketeering and human trafficking, on Wednesday.

In a stinging judgement, Judge Irma Schoeman noted that the prosecution’s cross-examination of the accused was “shallow and lacking the intention to uncover the truth” – leading to the acquittal as the prosecution did not prove their case beyond reasonable doubt.

National Prosecuting Authority (NPA) spokesperson Advocate Mthunzi Mhaga said Batohi would “carefully study the judgment when it is made available to the parties”.

“In the meantime, she has expressed her serious concerns about adverse findings made by the judge against the prosecution team, relating to the manner in which the prosecution was conducted.

“The NDPP has called for a transcript of the proceedings and will consider it in order to determine whether the criticism of the prosecution team is warranted. Depending on the outcome of this process, the NDPP, together with the DPP: EC [Eastern Cape], will decide on appropriate action,” Mhaga explained.

He added that the DPP in the Eastern Cape has also “indicated that the team will study the judgement and decide on whether to bring an application to appeal the judgement”.

Mhaga emphasised that the NPA has demonstrated commitment to the fight against gender-based violence (GBV) and sexual offences.

“The NPA has a world-class special unit called the Sexual Offences and Community Affairs Unit which is dedicated to dealing with sexual violence and related cases. The NDPP appreciates the public outrage expressed by many in response to the judgment in view of its devastating impact on the victims in this case, and the fight against the scourge of gender-based violence in the country.

“The NDPP is proud of the NPA’s track record in providing victim-centred and professional support to victims of gender-based violence, including through the national rollout of Thuthuzela Care Centres (TCCs) that for the past eight years have provided specialised support in almost 280 000 matters (or 34,600 matters per year).

“This recent judgement represents a travesty of justice that we cannot accept. The NDPP awaits the report from the DPP EC and will consider the next steps to ensure that this tragic outcome is dealt with swiftly and appropriately, based on the facts and the legal dimensions relevant to the judgement,” Mhaga concluded.

Meanwhile, Justice and Constitutional Development Minister Mmamoloko Kubayi, has expressed her deep concern regarding the manner in which the case of Timothy Omotoso and his co-accused was handled by the prosecuting team.

Police in KwaZulu-Natal have arrested 11 780 suspects for various crimes while also recovering 341 firearms and 3 562 rounds of ammunition.

“The highest number of arrests was for contact crimes where 3 872 suspects were nabbed, with 219 of them arrested for murder, 222 for attempted murder and 160 for robberies including robbery with aggravating circumstances, house and business robbery, carjacking and cash in transit robbery,” the South African Police Service (SAPS) said of the arrests made in March.

In its statement on Thursday, the SAPS said the Family Violence, Child Protection and Sexual Offences Unit (FCS) detectives arrested 248 suspects for rape while 49 suspects were also arrested for sexual assault.

Additionally, 1 817 suspects were arrested for cases of assault with intent to inflict grievous bodily harm, whilst 891 more suspects were nabbed for common assault. On property related crimes, 268 suspects were arrested for burglary at residential premises and 55 suspects were arrested for stock theft with 33 cattle and 80 goats recovered in the process.

Seventeen suspects were also arrested for theft of motor vehicles.

On drug related crimes, 1 599 suspects were arrested.

“Police visibility on the roads was maintained and 512 suspects were arrested for driving under the influence of alcohol or drugs, and 41 people were arrested for reckless and negligent driving.

“Stop and search operations resulted in the recovery of 791dangerous weapons, of which 716 were knives. These operations will be amplified during the month of April and high police visibility will be maintained, especially during the Easter weekend,” said the police. -SAnews.gov.za

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has launched a series of public consultations aimed at facilitating the ward delimitation process in Mpumalanga.

Hlabisa officially launched the Municipal Demarcation Board’s (MDB) public consultation process for the 2025 Ward Delimitation.

The event, held in Mbombela, Mpumalanga, on Thursday, marked the beginning of engagements with communities nationwide regarding the adjustment of municipal ward boundaries, in preparation for the 2026 Local Government Elections (LGE).

The Ward Delimitation Process plays a crucial role in enhancing democracy by ensuring that municipal ward boundaries accurately reflect demographic changes, promote fair representation, and foster effective local governance.

Public participation is essential to empower communities to influence how they are represented in local government, ensuring that public policies and initiatives reflect the diverse needs, values, and perspectives of the communities they serve.

Delivering a keynote address, Hlabisa encouraged communities to actively participate in these discussions.

The Minister reflected on the impact of ward delimitation on the lives of communities, as it is also a transformative opportunity for communities.

Hlabisa believes that the timely conclusion of this process is also integral to the success of the next Local Government Elections.

The Minister called for all stakeholders to provide the Municipal Demarcation Board with maximum support, to ensure the success of this process within the agreed timeframe.

According to the department, Section 154 of the Constitution stipulates that, if the electoral system includes ward representation, the delimitation of wards must be conducted by an independent authority appointed in terms of, and operating according to, procedures and criteria prescribed by national legislation.

The MDB is the independent authority tasked with defining municipal boundaries and overseeing community consultations with support from CoGTA and other relevant stakeholders.

“I urge us all to consider the impact that effective spatial planning and demarcation have on the lives of our citizens and the prosperity of our communities. This is important because while Municipal Wards are the smallest, they are critical units of local governance. They are the foundation upon which we build inclusive and effective systems for local governance,” Hlabisa said.

Hlabisa also stressed the significance of recognising that the delimitation of municipal wards is not merely a technical task, but “a transformative opportunity to strengthen democracy, promote inclusivity, and enhance service delivery.”

According to the Minister, the municipal wards serve as the fundamental building blocks of local government and spaces, where citizens directly engage with elected representatives and where community needs are identified and discussed.

“Wards reflect the diversity of our cities and towns, serving as microcosms of their respective communities. For these reasons, we should strive to ensure that ward delimitations foster improved social cohesion among our communities,” he added.

The Minister called on everyone, including the youth, people in traditional areas, and other community structures across the country, to become active participants in the process set to finalise the wards ahead of the LGE.

“The social cohesion will result from the connectedness, solidarity, and shared goal of ensuring democracy in action through the ward delimitation process. This will result in the community feeling empowered and included in deciding and finalising the wards.

“This will foster trust emanating from the engagements with communities through the public consultation process.”

The event focused on redefining municipal wards and the building blocks for inclusive and efficient local governance.

The gathering kick-started with public consultations for the nationwide ward delimitation process.
The public consultations will occur in all provinces, from April to June 2025.

The department believes that the success of the process depends on the nationwide maximum participation of our communities.

By the end of October 2025, the MDB will hand over the wards to the Electoral Commission of South Africa (IEC), in preparation for the 2026 LGE.

The speakers at the event emphasised that the ward delimitation process is democracy in action as it will see all South Africans given an opportunity to have a say on how their wards will be configured.

Government departments commended for timeous payment of supplier invoice

Public Service Commission (PSC) Commissioner, Anele Gxoyiya, has commended government departments that are complying with the legislation of paying suppliers timeously.

“Departments that consistently comply with this legislation are commended and encouraged to continue and maintain this performance and pay all legitimate invoices from suppliers timeously or within 30 days as required by the Public Finance Management Act and its related prescripts,” Gxoyiya said.

Addressing the media in Pretoria earlier today, Gxoyiya highlighted that as of the end of the third quarter of the 2024/25 financial year, 38 153 invoices, amounting to approximately R1 billion, were paid by the national departments after 30 days.

However, 4 993 invoices valued at about R442 million, remained unpaid by the departments, beyond the 30-day period.

Gxoyiya said the Department of Defence reported the highest number of invoices paid after 30 days during the third quarter with 30 355 invoices amounting to over R456 million.

“This department was also the highest during the first and second quarters with an average of 61% and 80% respectively of the total number of invoices paid after 30 days by national departments,” Gxoyiya said.

“The most common reasons provided by departments for the late and/or non-payment of invoices vary from misfiled, misplaced or unrecorded invoices to internal control deficiencies,” he said.

Gxoyiya said a total of 76 154 invoices amounting to over R8 billion were paid after 30 days and a total of 94 914 invoices older than 30 days not paid with the rand value of over R12 billion.

“The non-payment of invoices within 30 days remains a concern to the PSC as it is a contravention of the Public Finance Management Act.

“The PSC will further engage the Office of the Auditor-General on mechanisms to ensure consequence management against Accounting Officers who fail to pay service providers within 30 days upon receipt of an invoice particularly where queries are concerned,” he said.

The National Treasury is continuously assisting suppliers with queries on non-payment of invoices through a dedicated central email address (30daysqueries@treasury.gov.za) by following up with transgressing institutions and providing feedback to suppliers with reasons for the late or non-payment of invoices, and possible date for the payment or any other resolution.

The National Treasury is encouraged to engage with service providers on various platforms to raise awareness of the dedicated queries communication platform so that more queries can come to the fore and receive attention. – SAnews.gov.za

South Africa’s Presidency of the Group of 20 (G20) is making significant progress in tackling global challenges through an inclusive and collaborative approach.

This is according to the country’s G20 Sherpa, Zane Dangor. Sherpas are the personal representatives of the G20 leaders.

“We believe this is important and that the G20 must work with the UN [United Nations] and other multilateral institutions to mitigate these challenges and to find practical solutions for all of us.

“We look forward to constructive engagements from all members of the G20, the invited guests [and] also the international organisations,” he said on Thursday.

Dangor who is also the Director-General for International Relations and Cooperation, chaired the second virtual meeting of the G20 Sherpas in Pretoria on Thursday.

He also stressed the importance of Ubuntu – a philosophy of inclusiveness and solidarity – in addressing global challenges and achieving shared interests across international organisations.

“We must express our appreciation in the way that you embraced the spirit of Ubuntu, the culture that underpins not just South Africa’s culture of inclusiveness, but also Africa’s wider culture. Ubuntu really underpins our commitment and solidarity in addressing our common challenges in achieving shared prosperity,” he said during the opening session of the meeting.

Dangor stressed South Africa’s commitment to multilateralism and shared prosperity, with 15 working groups having already conducted their first meetings and three task force meetings.

Working Groups are made up of representatives from member countries’ Ministries. The G20 working groups cover diverse areas, including development, anti-corruption, culture, education, women’s empowerment, environment, health, tourism, and disaster risk management.

“We hope that as you listen to the reflections of the working group members in your own inputs, you’ll be able to sharpen what you believe we should be taking forward as a collective.”

He also touched on a diplomatic engagement where he told attendees that the Foreign Ministers’ meeting in February this year expressed strong support for South Africa’s themes and priorities, particularly in managing geopolitical issues.

At the meeting in February, G20 foreign ministers threw their weight behind South Africa’s Presidency priorities, which focus on sustainable development and debt sustainability for low-income countries, amongst others.

In addition, he said following Brazil’s model, South Africa’s Presidency aims to develop in-depth discussions on geopolitical matters through ministerial and leadership channels while allowing working groups to focus on technical issues.

The Sherpa said the objective of the two-day meeting which will conclude on Friday, is to take stock of what has happened, identify areas for improvement, and address key issues.
