President signs the General Intelligence Laws Amendment Bill

President signs the General Intelligence Laws Amendment Bill

The State Security Agency (SSA) is set to split into two separate departments, foreign and domestic, following President Cyril Ramaphosa's signing of the General Intelligence Laws Amendment Bill into law.

The General Intelligence Laws Amendment Bill signed on Friday is the basis for significant reforms of South Africa’s intelligence services that will be accompanied by improved oversight and accountability.

In a statement, the Presidency said the amendment Act amends the National Strategic Intelligence Act of 1994, the Intelligence Services Act of 2002, and the Intelligence Services Oversight Act of 1994.

“Among other reforms, the amendment Act disestablishes the current State Security Agency as a national government department and replaces it with two separate departments.

“The new departments are the Foreign Intelligence Service (FIS) which shall be responsible for foreign intelligence gathering so as to identify opportunities and threats to National Security, and the Domestic Intelligence Agency (DIA) which shall be responsible for counter-intelligence as well as the gathering of domestic intelligence in order to identify threats to National Security,” the Presidency said.

The amendment Act also re-establishes the South African National Academy of Intelligence (SANAI) and Intelligence Training Institute for both Domestic and Foreign Intelligence capacities.

The wide-ranging amendments constitute implementation of the recommendations of the 2018 Presidential High-Level Review Panel on the State Security Agency (SSA) and of the Judicial Commission of Inquiry into Allegations of State Capture, Corruption and Fraud in the Public Sector (the Zondo Commission).

“The law also addresses concerns about bulk interception by intelligence services of internet traffic entering or leaving South Africa, by introducing new measures including authorisation within the intelligence services as well as court reviews of such interception,” the statement read.

The law provides for the administration, financial management and expenditure of the intelligence service entities to be within the ambit of the oversight of the Joint Standing Committee on Intelligence – a multiparty committee of Parliament that processes public complaints about the intelligence services and monitors the finances and operations of these services.

The newly enacted amendments also provide for greater autonomy for the Inspector-General of Intelligence and the National Intelligence Coordinating Committee (NICOC) in making administrative and functional decisions. – SAnews.gov.za

SADC’s withdrawal from DRC not a sign of abandonment of peace efforts

SADC’s withdrawal from DRC not a sign of abandonment of peace efforts

Deputy President Paul Mashatile has reiterated that the Southern African Development Community’s (SADC) decision to withdraw the SADC Mission in the DRC (SAMIDRC) should not be interpreted as a sign of defeat or abandonment of peace efforts.

“However, it should be seen as a confidence-building measure to ensure peace and stability in the eastern DRC,” the Deputy President told the Members of the National Council of Provinces (NCOP) in Parliament, Cape Town on Thursday.

Two weeks ago, SADC announced its decision to withdraw the SAMIDRC force from eastern DRC, opting for a phased withdrawal.

Reports indicate that leaders from the 16-nation SADC have lost at least a dozen soldiers in the eastern DRC since January of this year.

Locally, 14 members of the South African Defence Force (SANDF) lost their lives, and several others sustained injuries as fighting in the Goma region intensified between 23 and 27 January.

These soldiers were part of the SAMIDRC, which aims to help restore peace, security, and stability in Africa’s second-largest country.

Deputy President Paul Mashatile told Members of the NCOP that South Africa remains committed and supportive to ongoing peacekeeping efforts on the continent in line with the country’s foreign policy vision of a “prosperous and peaceful continent”.

“South Africa’s contribution to peace and support operations should not be measured in isolation. As the country participates through missions, mandated and authorised by multilateral institutions such as United Nations and SADC,” he explained.

However, he acknowledged that the recent death of 14 “brave” SANDF soldiers in the DRC is a clear indication of these challenges.

Deputy President Mashatile sent his deepest condolences to the families of the deceased SANDF soldiers and wished the injured a speedy recovery.

The second commander-in-chief stated that South Africa welcomes the appointment of former President Kgalema Motlanthe, who will join a panel of former presidents tasked with mediating peace in eastern Democratic Republic of the Congo (DRC).

This decision to include Motlanthe was made during a virtual joint summit of the SADC and the EAC on Monday.

“We welcome the recent progress and commitments made by EAC-SADC, and we also welcome the government of DRC and Rwanda’s commitment to an immediate and unconditional ceasefire.

“The President and I will also continue interventions in South Sudan, to try and avert the return to full-scale war and holding of peaceful elections.”

The questions presented before him covered issues related to government’s plans to deliver quality water services to communities across all provinces and the progress achieved in facilitating the settlement of outstanding land claims.

Water

On ensuring quality and reliable water delivery to communities, he stated that water is a fundamental human right as specified in Chapter 2 of the country’s Constitution.

“President Cyril Ramaphosa has established a Water Task Team, which I am chairing, working with Ministers and Water Authorities to provide clean water and sanitation services to all communities.

“In executing its task, the Water Task Team has been conducting outreach programmes, inspections, and oversight visits to assess challenges in communities affected by water supply challenges.”

Land claims

He also addressed the issue of land claims, stating that the government’s commitment to finalising outstanding land claims remains a key priority.

“Over successive years, we have made good progress regarding the settlement of land claims and returning the land to those who were previously dispossessed. However, much more still needs to be done.”

To expedite land access and reform, he announced that the government is focused on concluding restitution cases.

This includes prioritising old-order claims, which will lead to the transfer of secure and legally registered tenure to claimants along with settlement packages.

Meanwhile, he said R11.6 billion will be allocated over the medium term to settle about 844 land restitution claims, with R3 billion earmarked to allocate 138 000 hectares of land. – SAnews.gov.za

Window for grant recipients to switch to black cards extended

Location: News

Window for grant recipients to switch to black cards extended

The Postbank has announced a two-month extension for beneficiaries using the South African Social Security Agency (SASSA) gold card to switch to the Postbank black card, allowing them to continue accessing their social grants through April and May 2025.

Postbank CEO Nikki Mbengashe stressed that beneficiaries who have not yet replaced their gold cards with the new black Postbank black card now have additional time to make the switch.

Government had initially set the deadline for the transition to the new cards to 28 February after which a second extension was set for 20 March 2025.

Mbengashe said the extension provides relief for those who have not yet completed the card replacement process.

“This is now mainly, of course, to those beneficiaries who have not had the time to go and replace their gold card with the black card. It is quite important as well to note that the usage of the card and how it works remains the same,” she said at a media briefing on Friday.

At the briefing in Pretoria, the CEO warned that after 31 May 2025, there will be no alternative methods to access grants.

Grants will continue to be paid into bank accounts but can only be accessed using the new Postbank black card.

“There will be no new extensions. Therefore, after these two months, there'll be no alternative. If you don't have your black card, you will not be able to access your grant,” she cautioned.

She said the gold SASSA cards still work the same and can be used at all retailers and ATMs through to 31 May 2024.

For those who still need to switch to the black card, there are over 300 national sites available for card replacement.

The sites are primarily located within select outlets of major retailers that include Shoprite, Usave, Shoprite, Spar, Pick ’n Pay and Boxer and beneficiaries can dial *120*355# from any cellphone to locate a nearby site.

According to the CEO, only an ID or temporary ID document is required to get a new card.

She said the sites are currently processing approximately 30 000 card replacements daily and urged beneficiaries not to wait until the last minute to replace their cards.

According to Postbank only 1.3 million of the 2.6 million social grant beneficiaries managed to switch from SASSA gold cards to Postbank black cards.

Mbengashe encouraged those who are still using their SASSA gold cards to not use the Post Office.

“So, we are insisting that people please not use the Post Office. They will not service you if you go to them,” she said, adding that the card can be used at all retailers and ATMs.

She stated that only Mzansi Flexi card customers using the Post Office or asylum seekers can continue to use the Post Office.

“I think the most important thing as we continue to allow people to use their gold card is to emphasise that you must go and still replace this gold card and use these two months to your advantage and your benefit,” she added. – SAnews.gov.za

Incubator programme to empower emerging developers

Incubator programme to empower emerging developers

Human Settlements Minister Thembi Simelane has hailed the Emerging Developer Incubator and Post-Investment Support Programme, which aims to empower emerging developers.

Launched in Sandton, Gauteng, the incubator programme will catalyse the transformation of the built environment and assist the Department of Human Settlements in achieving its five-year targets.

The department’s 2025/2030 Medium Term Development Plan (MTDP) seeks to deliver over 200 000 housing units, including 237 000 serviced sites, and 15 000 social housing units. The plan also seeks to upgrade over 4000 informal settlements.

The technical support programme, a brainchild of the department’s agency, the National Housing Finance Corporation (NHFC), will present an opportunity for contractors and emerging property developers to participate and play an active role in assisting the department in housing the nation.

Speaking at Friday’s launch, Simelane commended the NHFC for initiating the “indispensable and bespoke” incubation programme, noting that working together in the human settlement value chain, they can “move the needle as far as transformation is concerned".

The Minister highlighted that the initiative is intrinsically linked to one of the priorities of the government of driving inclusive growth and job creation, and a transformative three-year initiative designed to promote inclusivity and sustainability within the housing sector.

Recognising the challenges faced by emerging developers, including weak balance sheets, limited access to finance, and inadequate technical expertise, Simelane said the NHFC has strategically introduced this programme to address these barriers directly, by providing structured support to aspiring developers, with a keen focus on majority Black-owned and designated groups.

“What is particularly outstanding is that the three-year programme aims to support aspiring developers from majority Black-owned and designated groups by providing non-financial support and facilitating project sustainability through skills transfer and built industry technical assistance.

The Minister noted that the human settlement sector is currently beset with a myriad of challenges of blocked projects abandoned by contractors and developers, with capacity to manage projects, and access to finance being among the few contributing factors to these challenges.

The introduction of the initiative is to ensure an increased delivery of housing units within the sector; grow the participation of aspiring developers in the housing value chain, with an added focus on designated groups (women, youth and people with disability), and ease access to funding from the NHFC and from other financiers.

Monitoring

The Minister also assured that the launch of the programme is not a rhetorical statement.

“We are not here for a talk-shop, we must be intentional and deliberate in driving transformation and in empowering the mentioned designated groups. At the core of the programme is capacity building, which ensures that emerging developers gain essential skills to manage and deliver successful projects.

“The incubator offers hands-on on and off-site support throughout the project lifecycle, from feasibility studies to financial modelling and compliance with statutory regulations, as well as construction monitoring. We are doing away with the tendency of launching projects of this magnitude and design without post-project monitoring and evaluation to measure impact and success.”

She emphasised that a key risk mitigation strategy embedded within the programme is the post-investment technical monitoring function, which ensures that the projects maintain quality and efficiency standards, while developers receive ongoing oversight and advisory services.

The NHFC will collaborate closely with the appointed incubator service provider experienced in contractor and developer support, ensuring adherence to industry best practices and skills transfer to the NHFC itself.

“This Emerging Developer Incubator Programme is designed not only to provide immediate support, but to cultivate a new generation of capable and self-sustaining developers who will contribute meaningfully to the housing sector.

“By aligning with best practices and leveraging past lessons, the department and the NHFC are setting the stage for long-term transformation and economic inclusion,” Simelane said. – SAnews.gov.za

Human Settlements moves help  Eastern Cape storms victims

Human Settlements disaster relief teams from all spheres of government have arrived Amatole District Municipality, in Eastern Cape, to assess damage and give immediate help to communities affected by heavy storms.

The storms ripped through several municipalities on Tuesday, leaving a trail of destruction, including electricity infrastructure and properties.

The department said that after receiving notification on Tuesday, Human Settlements Minister, Thembi Simelane, immediately deployed three teams from the Emergency Housing Unit to assess the situation and determine the kind of help necessary in relation to the provision of much needed shelter during these difficult times.

“The teams will do a verification process in the three affected municipalities in the Amatole District, which include Great Kei, Raymond Mhlaba and Amahlathi Local Municipalities. However, people in need of immediate accommodation have been temporarily housed in mass care centres available in the area,” the department said in a statement on Wednesday.

The Minister has also tasked officials to work around the clock to relocate other victims to the Temporary Emergency Housing units, with the assistance of the local municipalities.

Based on the preliminary report from the deployed teams, the department said there is a need to relocate families whose mud houses collapsed during storms to Temporary Residential Units (TRUs) and provide building materials for the communities to rebuild their destroyed structures.

“The team will have a clear magnitude of the of disaster once the verification process has been completed,” the department said. – SAnews.gov.za

Second sluice gate opened to increase Vaal Dam water outflows

The Department of Water and Sanitation (DWS) has on Friday opened a second sluice gate at the Vaal Dam to manage increasing water levels due to the continuous rainfall.

This follows the opening of the first sluice gate last weekend.

The opening of another sluice gate on Friday increased the outflow to approximately 240 cubic metres per second (mᵌ/s).

The department said that all six valves that were opened on Monday, have been closed.

“The dam is currently sitting at 106.52% and the increased outflows seek to keep the dam at 105%. The current water release by the two sluice gates is still within the safe operational limits and is not expected to lead to overtopping of riverbanks downstream.

“At Bloemhof Dam, levels are currently at 96.10% and the outflow of 400 mᵌ/s will remain unchanged to allow for the extra flows that are expected from Vaal Dam, and to keep water levels at the dam below 100.0%,” the department said in a statement on Friday. – SAnews.gov.za

Two-thirds of South Africans express strong interest in science and technology

Two-thirds of South Africans express strong interest in science and technology

The 2022 South African Public Relationship with Science (SAPRS) survey, a first of its kind for the country, has found that two-thirds (66%) of the public were “very” or “quite” interested in South African science and technology (S&T).

This was among the highlights of the SAPRS, which is the focus of a conference underway at the Birchwood Hotel in Boksburg, Gauteng.

The Minister of Science, Technology and Innovation, Professor Blade Nzimande, released the report in December 2024 at the annual Science Forum South Africa.

This week various stakeholders have convened to discuss the survey and its implications for science engagement programmes, among others.

The Principal Investigator of the SAPRS Survey and a Distinguished Research Specialist at the Human Sciences Research Council (HSRC), Dr Vijay Reddy, stated that the survey’s purpose is to monitor the public’s relationship with science, focusing on knowledge, attitudes, and engagement.

The Department of Science, Technology and Innovation (DSTI) collaborated with the Equitable Education and Economies Research Programme of the HSRC on the survey.

The survey was conducted among adults aged 16 and older, selected from 500 areas across all nine provinces.

The survey showed that 71% of the public has confidence in universities and research organisations that produce S&T information.

According to SAPRS, 51% of those surveyed believed that scientists were honest about their work, which highlighted the need for greater transparency and public engagement.

The majority (76%), however, agreed that scientists make life better for people and provide answers that explain the world we live in (75%).

“The survey also showed that South African adults have a notable understanding of science knowledge,” the statement read.

Meanwhile, six in 10 adults reported they were aware of S&T and had some formal S&T knowledge, while three-quarters (75%) of the public had been exposed to at least one post-grade 9 science or mathematics subject in school.

The two-thirds of South African adults (66%) reported they were interested in S&T or wanted to know or learn more.

When it came to the country’s research priorities, those polled had the highest knowledge (79%) about the quality of education in South Africa.

Meanwhile, clean and efficient water supply ranked second (77%), energy supply third (76%), and access to good-quality food came in fourth (75%).

The lowest-ranked priorities were advanced technologies such as robotics (57%) and space science and astronomy (44%).

Acting Director-General of the DSTI, Gugulethu Zwane, said that the SAPRS survey results reflect that more needs to be done to provide equitable resources to all communities.

She said there was a need to move from temporary improvements to permanent solutions that ensure inclusive science engagement and science literacy.

“As we have said many times before, science affects everyone, and so – according to the ’nothing about us without us’ principle – all communities need to have at least some exposure to science. We need to rethink our approaches and ramp up our science outreach,” said Zwane.

In its 2019 White Paper on Science, Technology and Innovation, the DSTI has committed to carrying out this survey every five years.

Preparations for the next survey will begin in the 2025/26 financial year.

“The report on the second survey should be completed and released by the end of the current administration’s term. The first survey has shown us where we stand as a nation and given us data that will serve as the foundation for future efforts. The work to improve the situation starts here, in this conference, today,” she added. – SAnews.gov.za

SASSA welcomes decision for continued use of gold card

SASSA welcomes decision for continued use of gold card

The South African Social Security Agency (SASSA) has welcomed the South African Reserve Bank (SARB) decision to allow for the continued use of the SASSA gold card until all the cards have been successfully replaced.

The decision by SARB comes after several engagements between SASSA and Postbank on several issues, including alternative payment methods for beneficiaries who have not migrated to the Postbank black card.

SASSA Acting Chief Executive Officer, Themba Matlou, said the decision has been made in the best interest of all the beneficiaries to safeguard their dignity, lessen panic, while ensuring their safety and easy access to their grants.

Matlou said he respects and abides by the decisions taken by the relevant banking authorities, including SARB. He also appealed to all gold card holders to still go out to change their card to Postbank black card sooner rather than later.

“We humbly plea to our beneficiaries to use this opportunity and not wait for the last hour, as this will further inconvenience them. From the onset, we listened to the cries of our beneficiaries and understood their frustration.

“This should not make you to relax, this should make you to wake up tomorrow, with less pressure, and change your card,” Matlou said in a statement on Friday.

Briefing the media on Thursday, following Cabinet’s meeting on Wednesday, Minister in the Presidency Khumbudzo Ntshavheni said the deadline for South African Social Security Agency (SASSA) grant beneficiaries to swop their SASSA gold cards for the new Postbank cards had been extended to 30 April 2025.

This is to allow SASSA and the Department of Social Development to complete the migration of the outstanding beneficiaries – SAnews.gov.za

Department confirms rescue of 23 South Africans from Myanmar

Location: News

Department confirms rescue of 23 South Africans from Myanmar

The Department of International Relations and Cooperation (DIRCO) has confirmed that 23 South Africans – who were part of a group of 7 000 people from various countries – have been rescued from Myanmar.

“Our citizens returned to South Africa a few hours ago, assisted by DIRCO and the Border Management Authority. DIRCO facilitated the repatriation of the South African nationals and provided financial assistance,” the department said in a statement issued on Thursday afternoon.

Before leaving South Africa last year, these men and women were lured by an employment agency to Thailand under the pretences of lucrative jobs that were advertised on various social media platforms.

“These adverts promised the victims good salaries, free accommodation, comprehensive travel expenses, and other lucrative benefits. Once in Thailand, they were transported to Myanmar against their will.”

The victims were held captive for more than four months in a cybercrime compound in Myanmar, which borders Thailand.

“They were subjected to brutal treatment, including intimidation, physical torture, and forced labour. They were also compelled to engage in illicit activities, including online scams that targeted individuals worldwide.”

In addition, DIRCO said, they were under 24-hour armed security and a ransom of about R50 000 was demanded for their release.

“They were forced to work for 16 hours a day and were frequently beaten or tortured if they refused, and they survived on spoiled food and contaminated water without access to medical treatment.”

The department explained that the repatriation of the South African victims was part of the bilateral cooperation agreement to combat human trafficking and other forms of transnational organised crime signed by Thailand and South Africa in 2023.

“The government is grateful for the assistance provided by Thai authorities in facilitating the repatriation of the victims.”

Victim support

The Department of Social Development (DSD) and the Directorate for Priority Crime Investigation (DPCI) have since conducted an initial screening of the victims to verify their identity and family information.

Following the screening interviews, the DPCI will transport the victims to health facilities to undergo health screenings.

Temporary accommodation will be provided for those from outside Gauteng, enabling them to reunite with their families and relatives, while those who live in the province will be transported home by DPCI.

Investigation

According to the department, the DPCI will investigate the matter and follow up appointments will be scheduled at a later stage with the victims to gather comprehensive statements, as their emotional and physical wellbeing must be taken into consideration.

“The DPCI will continue to work with all the relevant government departments to ensure the safety and wellbeing of the victims, as well as the successful arrest and conviction of traffickers in South Africa.”

The department said the South African government strongly condemns any acts of trafficking and has introduced relevant legislation to deal harshly with this heinous crime.

The government has urged citizens to exercise extreme caution when considering employment opportunities abroad.

“If the promise of employment is too good to be true, you must exercise caution and be suspicious.”

All countries with embassies and liaison offices in South Africa are listed on the DIRCO website www.dirco.gov.za .

Travellers are also advised to register on the DIRCO Travel Smart app, a digital platform that provides support and information to South African citizens travelling or residing in foreign countries.

However, those who suspect that their loved one or someone else is a victim of human trafficking can report the matter to the SAPS Crime Stop hotline on 08000 10111, the nearest police station, the DSD, or a designated child protection organisation.

“Your safety and well-being are in your hands. Stay vigilant and protect yourself and your loved ones from falling victim to these malicious schemes. Let us all work together to stop trafficking in persons,” the department said.

Use the following helplines to report suspected incidents of human trafficking:

• Childline – 116

• Film and Publication Board – 0800 148 148

• GBV Command Centre – 0800 428 428

• National Human Trafficking Hotline – 0800 222 777. – SAnews.gov.za

Call to scale up cervical cancer interventions

Location: News

Call to scale up cervical cancer interventions

The international community has been called upon to scale up cervical cancer interventions and progress against the only noncommunicable disease that can be eliminated.

This call was made by the Government of South Africa, Unitaid and the World Health Organization (WHO) at the Group of Twenty (G20) Health Working Group meeting, which took place on Thursday in Zimbali, outside Durban.

According to the Department of Health, cervical cancer is preventable and potentially curable, as long as it is detected early and managed effectively. It is the second most common form of cancer among women in South Africa.

Statistics by the WHO show that the disease claimed the lives of almost 350 000 women globally in 2022.

“New vaccines, tests, and treatment technologies have transformed cervical cancer prevention in recent years, yet the disease continues to disproportionately impact women mostly in low- and middle-income countries where access to primary health care and preventive services are limited. Cervical cancer elimination would address a major gap in Women’s health,” the department said.

Speaking on the sidelines of the G20 health meeting, Unitaid’s Deputy Executive Director Tenu Avafia said Unitaid has invested US $81 million or R1.4 billion to bring down prices, increase volumes and address operational questions involved in cervical cancer screening and treatment to enable countries to scale up proven interventions with minimal risk.

“However, funding shortfalls still pose enormous challenges to building national cervical cancer elimination programs in low- and middle-income countries,” Avafia said.

Unitaid makes health products accessible, available and affordable for people who need them most.

Department of Health’s Director-General Dr Sandile Buthelezi said improving women’s health was not just a health issue but “an economic imperative”.

“It drives social stability, boosts productivity, and breaks the cycle of poverty. Global efforts to combat cervical cancer serve as a concrete illustration of how cooperation can advance women’s health and realize a shared goal to bring about the first-ever elimination of a cancer,” he said.

In 2020, the WHO launched the global strategy for cervical cancer elimination, the first-ever roadmap for the elimination of a cancer. Since then, countries have made enormous strides in rolling out new tools and services.

Vaccination against Human Papillomavirus (HPV) provides protection against infection that causes nearly all cases of cervical cancer.

And a package of screening and treatment tools – including HPV tests with the option for self-sampling and devices for quickly and easily removing pre-cancerous cells – make it possible to make lifesaving services available to women at lower levels of the health care system.

The health working group session called for a coordinated approach drawing on domestic resource mobilization, blended financing, and partnerships with multilateral development banks to scale these solutions, ensure long-term sustainability and reduce dependency on external aid.

Government asserted South Africa’s commitment to scaling up cervical cancer prevention programs nationwide with support from Unitaid, the WHO and other partners.

“The South African G20 health agenda promotes solidarity, equality and sustainability. It complements the African Union’s Agenda 2063, the development agenda of Africa as the world’s fastest-growing continent, and the Lusaka Agenda. It also focuses on rebuilding momentum to reach the 2030 Sustainable Development Goals (SDGs),” the department said.

On Wednesday, Health Minister Dr Aaron Motsoaledi reiterated the importance of nations reallocating resources towards health, strengthening global health partnerships, and exploring innovative financing mechanisms to address funding gaps.

The Minister used the platform to highlight South Africa’s commitment to universal health coverage (UHC) through the National Health Insurance (NHI) system, which aims to provide financial protection and efficient resource utilisation.

Call to fight GBVF

Urgent action is required to turn the tide against gender-based violence and femicide (GBVF), KwaZulu-Natal Premier Thamsanqa Ntuli said.

“We cannot allow our communities to live in fear. Ending GBVF requires all of us—leaders, police, traditional authorities, and citizens, to act together with urgency, conviction, and compassion,” Ntuli said.

This as he led a Crime Prevention Imbizo at Inkosi Mzondeni Civic Centre, in Mtubatuba on Thursday.

He called on the community of KwaMsane and the broader uMkhanyakude District to take a united stand against crime, particularly the devastating scourge of GBVF.

The Imbizo served as a platform for the Premier to engage directly with mayors, including law enforcement agencies, traditional leaders (Amakhosi), and community members on government-led strategies to address crime.

These include increased policing visibility, community-based safety initiatives, support services for survivors, and stronger partnerships between government and civil society.

The engagement aligns with the 7th Administration’s broader commitment to creating safe, inclusive, and dignified communities throughout KwaZulu-Natal.

It also reinforces a provincial call to action: “no more silence, no more tolerance, and no more inaction in the face of violence and crime.”

The event started with a symbolic Peace Walk against GBVF at the Inkosi Mtubatuba Local Municipality and ended at Mtuba Police Station.

Among the participants at the walk included local leaders, civil society organisations, youth, and ordinary community members, wo also sent a strong message that GBVF has no place in KwaZulu-Natal. – SAnews.gov.za

Cabinet welcomes corruption busting efforts

Cabinet has welcomed this week’s launch of the Border Management and Immigration Anti-Corruption Forum (BMIACF).

“Cabinet welcomed the launched Border Management and Immigration Anti-Corruption Forum on 25 March 2025, as part of efforts to clamp down on corruption in border management and immigration,” Minister in the Presidency Khumbudzo Ntshavheni said on Thursday.

The Minister was briefing media on the Cabinet meeting held on Wednesday.

Speaking at the launch of the BMIACF, Home Affairs Minister Dr Leon Schreiber warned crooked officials that the department will leave no stone unturned to rid its ranks of corruption.

Schreiber said cooperation amongst the relevant authorities was making an impact on efforts to restore the image of the Department of Home Affairs and the Border Management Authority (BMA).

“We are also committed to the kind of systems reform that will close the space for discretion, which enables fraud and corruption in the first place,” Schreiber said on Tuesday.

Cabinet welcomes hemp and cannabis food product regulations withdrawal

Cabinet has welcomed the withdrawal of the Department of Health's regulations that banned the sale of hemp and cannabis food products, according to Minister in the Presidency Khumbudzo Ntshavheni.

This week the Presidency announced that Health Minister Dr Aaron Motsoaledi will retract these regulations following a meeting with President Cyril Ramaphosa.

”Whilst acknowledging the negative impact of the unregulated sale of hemp and cannabis food products on possible consumption by children, such regulations must be fully consulted, must not be in contempt of the Constitutional Court Judge, and must not contravene the Cannabis for Private Purposes Act,” the Minister told journalists in Pretoria on Thursday during a post-Cabinet media briefing.

President Ramaphosa reaffirmed his commitment to increasing stakeholder consultation and public participation in developing new regulations that will reduce health risks and the negative impact of food products containing cannabis and hemp, especially concerning minors.

“In light of further stakeholder consultations, the Minister of Health will withdraw the Regulations under the Foodstuffs, Cosmetics, and Disinfectants Act (Foodstuffs Act) to prohibit the sale, importation, and manufacture of foodstuffs containing hemp and cannabis.

“The Department of Health will continue to consult broadly before publishing the revised regulations,” the Presidency added.

In addition, Ntshavheni said on Thursday that the Department of Justice and Constitutional Development is coordinating an interdepartmental draft regulation for the implementation of the Cannabis for Private Purposes Act. – SAnews.gov.za

SASSA gold card swop deadline extended to end of April 2025

The deadline for South African Social Security Agency (SASSA) grant beneficiaries to swop their SASSA gold cards for the new Postbank cards has been extended to 30 April 2025.

“The deadline for SASSA beneficiaries to swop their SASSA gold card for the Postbank black card has been extended to 30th April 2025 to allow SASSA and the Department of Social Development to complete the migration of the outstanding beneficiaries,” Minister in the Presidency Khumbudzo Ntshavheni said on Thursday.

The Minister was briefing media following Cabinet’s meeting on Wednesday.

At the briefing in Pretoria, Ntshavheni said Cabinet received an update on the migration of SASSA grant beneficiaries to the new and secure Postbank black card.

“The Postbank has met eight of the nine requirements of the South African Reserve Bank for paying social grants, and the last outstanding item being the physical replacement of the cards,” she said.

Government had initially set the deadline for the transition to the new cards to 28 February after which a second extension was set for 20 March 2025.

The new Postbank black cards can be obtained at various retailers, including Checkers, Shoprite, Pick n Pay, Usave, and Boxer. To receive a new card, beneficiaries need to present a valid South African ID or a temporary ID.

Postbank has also made it easy for beneficiaries to locate the nearest place in every province where they can collect their Postbank Black Cards. Beneficiaries can use their cellphones to:

•    Dial: *120*355#
•    To continue, reply by pressing number: 1
•    Reply with the number representing the province you live in.

The new Postbank black cards offer several benefits, including improved security features, one free card replacement per year, three free withdrawals in stores per month, and one free monthly statement over the counter. – SAnews.gov.za

SA, DRC strengthen ties amid security concerns

International Relations and Cooperation Minister Ronald Lamola has met with his counterpart from the Democratic Republic of Congo (DRC), Thérèse Kayiwamba Wagner, to enhance bilateral cooperation and address ongoing security challenges.

During the political consultations, Lamola expressed his condolences due to the turmoil affecting the Congolese people, particularly vulnerable groups such as women and children.

“The security situation in the eastern Democratic of the Congo is fragile and is cause for concern. Many people have lost their lives and, millions, especially women and children, have been displaced,” he said on Thursday.

He noted that the United Nations Security Council had convened multiple emergency sessions to address the crisis.

“The United Nations Security Council convened no less than three emergency sessions to review developments in the eastern DRC. Similarly, our regional and continental organisations have also met and called for a ceasefire, an end to hostilities, facilitation of humanitarian assistance, and a return to the peace talks.

“The people of the eastern Democratic Republic of the Congo are yearning for peace and normalcy. We dare not fail them.”

South Africa has pledged its unwavering support for peace efforts in the region as it backs ongoing mediation initiatives aimed at achieving a long-term resolution to the conflict.

Lamola highlighted the appointment of former President Kgalema Motlanthe to the mediation team, stressing his extensive political experience as an asset in the quest for peace.

“We have no doubt that with his vast political experience, former President Motlanthe will be an asset to the team,” he added.

Lamola and Wagner, the DRC Minister of Foreign Affairs, International Cooperation, and Francophonie, reviewed the state of bilateral relations during their meeting and reflected on the commitments made during the recent Bi-National Commission (BNC) session.

“We should examine progress in our joint efforts of promoting trade and investment between our countries, an area which is critical to the growth of our respective economies and the improvement of the lives and livelihoods of our people.”

As South African companies show increased interest in investing in the DRC, Lamola encouraged both nations to create the necessary conditions for these investments and announced that the country’s development finance institutions are also willing to extend and expand their coverage.

“Working together I am confident that we will create the necessary conditions for these investments to be realised,” he added.

The two countries plan to convene a comprehensive review of BNC outcomes in the coming months, setting the stage for the next session later this year.

Lamola said Wagner’s visit was a testament to the commitment of both nations to foster a stronger partnership.

“Senior officials should be directed to put their shoulders to the wheel to follow through all the tasks that have been agreed to but remain outstanding.”

Lamola and Wagner were joined by the Ministers of Defence from both locally and the DRC. – SAnews.gov.za

President commends progress made in provision of water and sanitation

President commends progress made in provision of water and sanitation

President Cyril Ramaphosa has commended the Department of Water and Sanitation for its ongoing efforts to improve water and sanitation access in the country.

Delivering the keynote address at the Water and Sanitation Indaba currently underway at Gallagher Convention Centre in Midrand, Gauteng, the President highlighted that through the department’s efforts, progress has been made towards meeting the minimum standards for the provision of water and sanitation services, and in addressing connection backlogs.

“As a country we can be proud of the progress we have made in fulfilling this basic right of our people since the advent of democracy. The National Water Act of 1998 was the key legislative enabler to facilitate access to adequate water and sanitation for our people.

“The results of Census 2022 point to our ongoing progress since the National Water Act was signed into law. In 2022 access to clean water stood at 88.5 %, and access to improved sanitation stood at 80.7 %,” the President said on Thursday.

The President highlighted an increase in water infrastructure build, and this includes the National Infrastructure Fund which has to date, secured R23 billion for seven large water infrastructure projects, Phase 2 of the Lesotho Highlands Water Project (LHWP) which is currently underway, as well as work on the uMkhomazi Dam.

Preparations are also underway for the construction of the Ntabelanga Dam on the uMzimvubu River.

The President noted a number of other water infrastructure projects earmarked for blended financing through the Infrastructure Fund, including the Polihali Dam that will feed 490 million cubic meters of water a year from the Lesotho Highlands into the Vaal River System.

Held under the theme: “Water Security and Provision”, the Indaba set for Thursday and Friday, underscores government’s ongoing commitment to tackling South Africa’s water security challenges and ensuring reliable and sustainable water and sanitation services for all citizens.

With its focus on water security and provision, the two-day gathering takes place during National Water Month and Human Rights Month, a significant period that underpins the importance of water as a fundamental human right and a critical resource for socio-economic development.

The timing of the gathering also underscores the urgency of addressing water and sanitation challenges to uphold the dignity and well-being of all South Africans.

Clean water and sanitation for all

While progress has been made, President Ramaphosa acknowledged that the country still has a long way to go towards achieving clean water and sanitation for all, as encapsulated in Sustainable Development Goal (SDG) 6.

“Last year’s Water Summit identified ageing and poorly maintained infrastructure, vandalism of water infrastructure, illegal connections, and organised crime in the water sector as some of the challenges facing service delivery in this sector.

“At a local government level, financial mismanagement, insufficient revenue collection systems and high levels of physical water losses are compounding existing service delivery problems. These challenges have been consistently reflected in reports of the Municipal Strategic Self-Assessment, Stats SA, the Auditor-General and others,” the President explained.

With this dire state of affairs, he added that the country has seen declining private sector investment in water infrastructure, “a situation that is only now improving”.

By equal measure, he said the municipalities have not reinvested the revenue they earn from the provision of services to the upkeep of key water infrastructure.

“A number of water boards have been or are the subject of probes by the Special Investigating Unit (SIU) for corruption and fraud. These are problems impacting a country with a growing population, which is one of the most water-scarce countries in the world,” the President said. – SAnews.gov.za

Call for national turnaround plan on water security

Call for national turnaround plan on water security

The need for an urgent and high-level national turnaround plan on water security that is aligned to the Government of National Unity’s Medium-Term Development Plan 2025 to 2029, has been underscored by President Cyril Ramaphosa.

The President made the call during the Water and Sanitation Indaba, currently underway at the Gallagher Convention Centre in Midrand, Gauteng.

“What is needed is an urgent and high-level national turnaround plan on water security that is firstly aligned to the Government of National Unity’s Medium-Term Development Plan 2025 to 2029, and secondly, that harnesses the momentum of the reforms in the sector," said the President.

Delivering his keynote address at the opening of the two-day Indaba on Thursday, President Ramaphosa noted that Operation Vulindela has prioritised reforms in the water sector to improve water quality, to catalyse investment in the construction and maintenance of water infrastructure and strengthen regulation in the sector.

“Under the sixth administration we reinstated the drop water quality monitoring system as an important incentive. These reports are particularly important in area where water resources are key to the tourism, agriculture, and other sectors,” President Ramaphosa said.

As part of the structural reform process in the water sector, the President said government has been able to significantly reduce the turnaround time for the issuing of water use licenses, with 75% of applications being currently processed within 90 days.

“An additional 110 technical and scientific staff have been hired to support further process improvements. Last year we published the Raw Water Pricing Strategy as part of promoting efficient water management, and following a process initiated in 2022 under Operation Vulindlela.

“This will be key to promoting transparency around how raw water is priced in the country and will contribute towards instilling business and investor confidence. Creating an enabling legal and regulatory framework for water stewardship is a priority,” he said.

Interventions

The President added that through the Water Services Amendment Bill the country will introduce a licensing system for water service providers and remove licenses where providers do not meet the standards for quality drinking water.

He added that by next year government hopes to finalise the establishment of the National Water Resource Infrastructure Agency, “one of the most significant reforms coming to the sector to date.”

“This new agency will bring strategic alignment, consistency and accountability to the various institutional arrangements for water stewardship that have to date proven to be less than ideal,” he said.

The President also highlighted a number of strategic interventions implemented to enhance the delivery of water services in municipalities and support them to address their water and sanitation challenges.

Among the interventions include sustained progress in the Presidential eThekwini Working Group in KwaZulu-Natal.

He said the ongoing oversight work of the Presidential Water Task Team will augment these efforts.

Collaboration

President Ramaphosa also emphasised that resolving the country’s water and sanitation challenges necessitates deepened collaboration between all stakeholders in the water resources management ecosystem.

He underscored a need for greater cooperation between national and provincial government, including the water resource management entities, and the private sector to support the turnaround in water stewardship.

“Much of this focus must be on supporting service delivery at local government level, where it matters most. Structural reforms in the water sector, as vital as they are, cannot be effectively implemented without local government being strengthened.

“Municipalities are not effectively leveraging the likes of the Urban Settlements Development Grant, Municipal Infrastructure Grant, and other ring-fenced financial resources to improve the provision of these services in their localities. For its part, local government leadership needs to prioritise turnaround strategies for their respective Water Services Authorities.

“This Indaba must not become an exercise of problem-diagnosing: the challenges are well-known. What is needed is course correction - and comprehensive plan that will expand access to water and sanitation services, improve the quality of water and sanitation infrastructure, and bring stability and good governance to all the entities involved in South Africa’s water stewardship,” the President said. – SAnews.gov.za

Gautrain looks to adapt to evolving ridership environment

Gautrain looks to adapt to evolving ridership environment

In response to the changing ridership patterns post-COVID-19, the Gautrain is identifying underserved customer groups and their specific needs and will be adapting its products and services to make travel more accessible for a diverse range of passengers.

The pandemic drastically and permanently altered the transit industry. Former frequent commuters continue to work from home in hybrid or remote positions.

“The days of a predictable 9-to-5, Monday through Friday commute are over. Passengers are demanding that we run a frequent service throughout the day and offer dynamic pricing to suit their hybrid work schedules. And with the rising cost of living, cost is increasingly becoming the sole determinant when choosing a mode of transport,” Gautrain Management Agency CEO, Tshepo Kgobe, said on Thursday.

Across the world, rail operators continue to adjust to changing ridership patterns by adapting their service offerings accordingly.

The Gautrain recently commissioned a brand study, which found that the rapid rail link has maintained its brand positioning as a safe, efficient, clean, and convenient service.

However, there is an indication that the brand is perceived as inaccessible to some market segments.

“This presents an opportunity to respond innovatively to changing customer needs, preferences and patterns,” Kgobe said.

In November 2023, the Gautrain kick-started the process to appoint a new delivery partner who will operate, maintain, modernise, innovate, and upgrade the Gautrain system when the current Gautrain concession agreement comes to an end in March 2026.

“A new Public-Private Partnership agreement presents an opportunity to rethink the Gautrain business model, ensuring financial sustainability and operational excellence. Under the new agreement, we will be able to consider a range of fare policies and pricing incentives, introduce products and services that address the needs of a diverse range of passengers, and advance equity in transportation.

“Public transport systems such as the Gautrain should indeed be inclusive, ensuring accessibility and ease of movement for diverse market segments. We are resilient and adaptable, this is an opportune time to rethink, redesign, renew, and build on a highly functional, world-class system,” the CEO said.

Gauteng, South Africa's most populous province, faces significant road congestion due to high traffic volumes and a rapidly growing population, impacting economic activity and daily commutes.

Kgobe said the rapid rail extensions from current Gautrain stations, mostly in the suburbs, to other economic nodes and townships like Soweto and Mamelodi, will significantly increase the customer base, boost ridership, and enable inclusive transport connectivity.

“As part of the diversification strategy, we have already introduced vehicle licensing services at Gautrain stations, and we will be transforming Gautrain stations into hubs for business, retail, and social activities.

“Gauteng, with its diverse attractions, is also an entertainment playground, so we are striving to position the Gautrain as the mobility of choice for large-scale social, sport and lifestyle events, and places of fun and entertainment,” he said. - SAnews.gov.za

Deputy Minister cautions against bogus colleges

Deputy Minister cautions against bogus colleges

The Deputy Minister of Higher Education and Training, Dr Mimmy Gondwe, says bogus colleges are robbing young people of their future by denying them opportunities to gain employment due to students obtaining qualifications from unregistered institutions of higher learning.

Gondwe made the remarks during her two-day Bogus Colleges Awareness campaign in Durban on Wednesday.

KwaZulu-Natal has the second-largest student concentration after Gauteng. It faces challenges such as the proliferation of unregistered private colleges in the inner city and registered private colleges that offer unaccredited programmes.

“Some of the learners are the only hope for their families. Their parents invest in their education so that their child can be qualified and have a successful career...

"Now, if a learner studies via a bogus college, they are effectively robbed of an opportunity to gain a legitimate qualification and employment opportunities. It is also robbing the student and their parents of hard-earned money,” said the Deputy Minister.

The awareness campaign was a collaborative government effort led by the Deputy Minister in partnership with the eThekwini Metropolitan Municipality, the Department of Employment and Labour and the Department of Home Affairs.

“As a university City, we have a responsibility to ensure that the thousands of people who come to our City to access higher education register with recognised and legal institutions.

“Durban is a university City because it is home to UKZN, Durban University of Technology, Mangosuthu University of Technology, and numerous TVET colleges, as well as several private institutions of higher learning,” said Cllr Nkosenhle Madlala, eThekwini Municipality, Governance and Human Capital Committee Chairperson.

The Deputy Minister, along with all stakeholders, visited several private colleges around the Durban City Centre on Monty Naicker and West Street.

Some private colleges were found to be registered with the Department of Higher Education and Training, but compliance issues were flagged, and students also raised concerns about fee payments and the lack of refunds.

The Deputy Minister instructed officials from the department to provide assistance to all students.

Gondwe reiterated her stance on the important role played by private higher education institutions but insisted that this needed to be done within the confines of the law.

“They are allowed to operate, but they have to operate within lawful parameters, and that is what we are trying to ensure that their operations are legal and are registered with us and that the programmes they’re offering are accredited by our quality assurance bodies, Umalusi, QCTO and the Council on Higher Education,’’ she explained.

The campaign continues in the Durban CBD, with further oversight of private institutions of higher education scheduled for Thursday, 27 March. – SAnews.gov.za

MOU signed to develop public servants and trainers

Public Service and Administration Minister Inkosi Mzamo Buthelezi has welcomed the signing of an agreement between the National School of Government (NSG) and the E’cole Nationale d’Administration (ENA) - the national school of administration in Burundi.

The two institutions signed a Memorandum of Understanding in Pretoria on Wednesday to facilitate cooperation on educating, training, and developing public servants and trainers.

The MoU was signed by Professor Busani Ngcaweni, NSG Principal, Professor Jean de Dieu Ndikumana, the Director General of ENA, witnessed by the Ambassador of Burundi to South Africa, Alexis Bukuru.

Minister Buthelezi said the agreement was an important development in cementing relations between the two institutions and the two countries.

He added that it contributed to the implementation of the African Union's objectives, to build state capacity and to build stronger states and a functional, capable and efficient public sector on the African continent.

“The NSG will play its role in contributing towards building capacity in Burundi, while South Africa has a lot to learn from Burundi as well, as the country has the invaluable experience of having to rebuild state capacity after a protracted war. We wish both the NSG and ENA the best in the implementation of this agreement,” Minister Buthelezi said.

The MoU enables the parties to collaborate in the following areas:

  • Capacity building for teacher trainers, trainer professionalisation programme and the digital or virtual art of facilitation
  • The joint development and implementation of continuous training actions for senior executives of ENA
  • The exchange of trainees between the NSG and ENA
  • Collaboration in research and sharing of experiences on the development of a new journal
  • Allowing the NSG and ENA researchers of the same academic areas to write, publish and conduct academic and innovation conferences together and

Cabinet notes misinformation campaigns

Cabinet has noted with concern “continuing misinformation campaigns by Solidariteit and AfriForum and their allies”.

This is after AfriForum and Solidarity were in the United States recently.

Minister in the Presidency Khumbudzo Ntshavheni said at a media briefing in Pretoria on Thursday that law enforcement agencies were investigating these violations of South African laws.

“To prevent further misinformation, the South African Police Service (SAPS) met with AfriForum to clarify the allegations of white genocide with reference to farm murders.

“At the meeting, AfriForum conceded that the crime statistics as released by the Minister of Police are accurate, including on farm murders.”

Ntshavheni said “it is common knowledge that some of the farm murders are committed by people known to the farmers including family members”.

The Minister was briefing the media on the outcomes of the Cabinet meeting held on Wednesday.

“Cabinet is also aware of the false claim that there are approximately 72 000 white farmers who have signed up to relocate to the USA [United States of America] in response to the invitation by the US President.”

Citing data from Statistics South Africa (Stats SA), Ntshavheni said South Africa has only 41 122 farming units, therefore the number of commercial white farmers does not exceed this figure. – SAnews.gov.za

Cabinet welcomes strengthened ties between SA and Japan

Cabinet has expressed its support for the strengthened relationship between South Africa and Japan following Deputy President Paul Mashatile’s working visit to Japan earlier this month.

The visit, held from 17 to 19 March 2025, aimed to enhance cooperation between the two countries in areas of mutual interest.

“Engagements were also held with the Japan International Cooperation Agency to explore areas of economic collaboration, the Association for African Economic Development in Japan to discuss trade and investment opportunities, and the Japan Organisation for Metals and Energy Security to highlight investment opportunities in the mining sector,” said the Minister in the Presidency Khumbudzo Ntshavheni.

She was addressing the media during at a post-Cabinet media briefing in Pretoria on Thursday.

SAnews reported that Deputy President Mashatile successfully concluded his working visit to Japan last week.

The two nations commemorated 115 years of strong diplomatic relations, with 2025 marking a significant milestone as both countries chair key multilateral organisations.

South Africa currently holds the Presidency of the Group of 20 (G20), while Japan will lead the Ninth Tokyo International Conference on African Development (TICAD-9) Summit in August this year.

During the working visit, Mashatile met with Japanese government officials, including a courtesy call to Prime Minister Ishiba Shigeru and Chief Cabinet Secretary Yoshimasa Hayashi.

The country’s second-in-command also met with the Japan-African Union Parliamentary Friendship League to strengthen bilateral relations and parliamentary cooperation between South Africa and Japan.

SA-Ghana strengthen tourism partnerships

SA-Ghana strengthen tourism partnerships

Tourism Minister Patricia de Lille has embarked on a special outreach programme to Ghana to strengthen tourism partnerships and promote cultural exchange between the two nations.

As part of the outreach programme, taking place from 26 – 28 March, de Lille will engage the Minister of Tourism, Culture and Creative Arts of Ghana, Abla-Dzifa Gomashie as well as the South Africa-Ghana Chamber of Commerce, tourism trade, key media and tourism stakeholders to showcase South Africa as an attractive leisure and MICE (meetings, incentives, conferences and exhibitions) destination.

The easing of visa regulations between the two countries in November 2023 was a progressive step that contributed to unlocking significant tourism potential.

It also marked a new chapter in strengthening tourism and trade, creating a seamless journey for both South Africans and Ghanaians to experience the beauty and diversity Ghana and South Africa have to offer. This development also opened doors for increased business, leisure and cultural exchange.

“Ghana and the broader African continent are incredibly important markets for South Africa’s tourism sector.

“This visit reaffirms our dedication to deepening partnerships and unlocking growth opportunities through meaningful collaboration. Ghana has emerged as a standout performer, recording an exceptional 149.0% increase in tourist arrivals to South Africa in 2024 when compared to 2023.

“The number of Ghanaian visitors surged to 36 656, largely due to the introduction of a visa waiver in November 2023 coupled with the consistent marketing by South African Tourism, allowing citizens of both countries to travel to each other's country visa-free for up to 90 days within a year,” the Minister said.

Her visit holds added significance as it takes place in a year when South Africa proudly hosts the G20 Summit - a momentous occasion that highlights South Africa’s growing influence on the global stage and its commitment to fostering meaningful partnerships across the African continent.

“We recognise the immense potential of intra-African travel to drive economic development, cultural exchange, and shared prosperity. It is for this reason that we are conducting this outreach mission to strengthen relations and partnerships with our counterparts in Ghana,” de Lille said.

The outreach programme will also enable senior officials from both countries to engage further on tourism bilateral issues and enhance relations. – SAnews.gov.za
