SA congratulates Algeria on successful Presidential Election

South Africa has extended warm congratulations to President Abdelmadjid Tebboune on his re-election as President of the People's Democratic Republic of Algeria.

The presidential election, held on 07 September 2024, was a significant milestone for Algeria.

The South African government has also commended the efforts of the Algerian National Independent Electoral Authority and other national stakeholders for their role in ensuring the elections were conducted in a conducive and peaceful environment.

The successful execution of the electoral process is seen as a testament to Algeria's dedication to upholding democratic principles, not only within its borders but across the African continent.

South Africa and Algeria share a common history forged during the struggle against colonialism and apartheid.

Following the advent of South Africa’s democracy in 1994, the two countries intensified the bilateral cooperation which has been elevated to the Bi-National Commission co-chaired by the two Presidents.

“The South African Government reiterates its commitment to continue working in solidarity with the Government and people of Algeria to strengthen bilateral relations for the mutual benefit of the two countries, to build strong people-to-people ties, and collaborate in the consolidation of the African Agenda,” the Presidency said in a statement. – SAnews.gov.za

SA increases recycling capacity

SA increases recycling capacity

South Africa is increasing its recycling capacity for the management of plastic waste and eliminating plastic pollution, says Deputy Minister of Forestry, Fisheries and the Environment Bernice Swarts.

“There are various activities aligned to the fight against plastics pollution and marine litter,” Swarts said on Monday in Cape Town during the International Solid Waste Association World Congress.

South Africa has a combination of voluntary approaches aimed at tackling plastic pollution to the plastics industry, coupled with improved household and community waste disposal and the creation of the Extended Producer Responsibility (EPR) schemes.

In 2020, government introduced the Extended Producer Responsibility Regulations which called for EPR schemes for plastic packaging and electrical and electronic equipment amongst other prioritised products.

This circular economy and EPR initiatives have resulted in the formation of five registered extended producer schemes that support plastic waste collection and recycling.

The EPR Regulations aim to influence product design to take environmental considerations into account and are currently being implemented for paper, packaging and some single use products, lighting, electrical and electronic products.

“South Africa is also implementing product design regulations on prioritised plastic products. Recyclate content is a regulated requirement for prioritised plastic products as part of improving circularity,” Swarts explained.

In 2023, government put a restriction of a minimum of 50% recycled content as part of the product design measures for plastic carrier bags. The intention is that by 2027, plastic carrier bags and black refuse bags should be made from 100% recycled material.

“The Extended Producer Responsibility Regulations are a critical element of the considerations that are part of the international legally binding instrument on plastic pollution, currently being negotiated.

“The International Solid Waste Association should remain resolute, in thought leadership by conducting specialists’ studies that will assist and inform negotiating positions at the Intergovernmental Negotiating Committee (INC) on Plastic Pollution and including the environment.

In 2022, South Africa supported the development of an internationally legally binding instrument to combat plastic pollution at the Fifth Session of the United Nations Environment Assembly.

“The fiscus is under a lot of pressure here in South Africa and across many other countries and thus the role of the private sector in reducing the burden and shouldering some of the responsibility is key.

“Political will and commitment has seen the translation of the polluter pay principle into operational policies that create a conducive environment for private sector investment in waste management,” the Deputy Minister said. -SAnews.gov.za

SA students to study scarce skills in China

SA students to study scarce skills in China

In a bid to address the skills mismatch, the Department of Higher Education and Training will send a number of local students to China to study scarce and critical skills of the future.

The department will send around 100 students to China next year.

Higher Education and Training Minister, Dr Nobuhle Nkabane made the announcement during a media briefing held in Pretoria on Monday.

This announcement followed the Minister’s return from China, as part of President Cyril Ramaphosa’s delegation to the recent Forum on China-Africa Cooperation (FOCAC) Summit, held in Beijing, China.

READ | China looks to elevate relations with African countries

Nkabane noted that South Africa has a long-standing cooperation with the People’s Republic of China in various areas of higher education and training, which continues to grow and support South Africa’s knowledge and skills development.

“Our engagement during this visit aligns with South Africa’s strategic goals regarding technological advancement and international collaboration in education,” Nkabane said.

WATCH | Higher Education Minister Dr Nobuhle Nkabane  briefs the media

The Minister, joined by the National Student Financial Aid Scheme (NSFAS) Administrator, Freeman Nomvalo, held a joint media briefing to provide feedback on a four-day Ministerial Stakeholder engagement programme, which started on Thursday and concluded on Sunday.

Nkabane had an extensive consultation with stakeholders in the Post-School Education and Training (PSET) sector on Thursday to solicit inputs and proposals to policy positions on matters that affect the PSET system.

NSFAS participated in the stakeholder engagement meetings where student formations, universities, and Technical Vocational Education and Training (TVET) colleges posed robust engagements and shared with the department, insights on how best they can turn around the institution.

The Minister also consulted extensively with PSET institutional governance structures, including the South African Union of Students (SAUS), South African Further Education and Training Student Association (SAFETSA), South African Public Colleges Organisation (SACPO), and Universities South Africa (USAF).

2025 NSFAS online applications

“It was due to these critical consultations that we have had to postpone the launch of the 2025 NSFAS online application launch, which is a significant concern for students nationwide. Another reason for postponing the launch of the 2025 NSFAS online application process was to allow NSFAS to do a dry run of the online application system to stakeholders,” the Minister explained.

Nkabane said the feedback received has already informed critical system changes to simplify the online application process making it accessible to all.

The stakeholder engagements also helped enrich the department’s understanding of matters, including addressing NSFAS inefficiencies, challenges confronting NSFAS, the student funding model and its interface with the Sector Education and Training Authorities (SETAs), safety and security of Vice Chancellors and students which remains a concern among others.

Having received a presentation during the stakeholder consultations, and having noted the comments received from stakeholders, Nkabane said she is now confident that NSFAS is ready to kickstart the 2025 online application process- effectively on Friday, 20 September 2024.

“I am therefore inviting all students who are siting for their matriculation this year to take this opportunity and apply for either the NSFAS bursary or loan. This invitation is also extended to learners from grade 9, 10, and 11, who would like to enter the Technical and Vocational Education and Training sector,” Nkabane said.

NSFAS is expected to brief the media on the opening of the 2025 online application process on Friday, where detailed information on the process will be shared.

Meanwhile, the Minister said the department intends increasing the intake of the college system by one million enrolments in community colleges and 2.5 million in public and private TVET colleges by 2030.

“In relation to our universities, we will continue to diversify them based on their strengths and the needs of the communities in which they are located by targeting 1.6 million enrolments by 2030. – SAnews.gov.za

Collaboration key to addressing illegal snaring of wildlife

Location: News

Collaboration key to addressing illegal snaring of wildlife

Collaboration and partnerships are key in addressing the negative impacts from the illegal snaring of wildlife.

This was among the takeaways from the inaugural two-day national Snare Mitigation Symposium in Pretoria, which was attended by leading experts in wildlife crime, government officials and representatives of numerous stakeholders across the sector to examine the multi-faceted aspects of the snaring crisis.

The meeting of 140 delegates delved into the impacts, drivers and solutions to this increasing threat to wildlife and the economy.

This is according to a joint statement issued on Monday by the Department of Forestry, Fisheries and the Environment (DFFE), the Cape Leopard Trust (CLT), the Endangered Wildlife Trust (EWT), the South African National Biodiversity Institute (SANBI) and South African National Parks (SANParks).

The statements said snaring is motivated by complex socio-economic and cultural drivers.

The symposium explored snaring from a myriad of angles and viewpoints.

“Information gained through the symposium highlighted that animals are snared largely for personal or commercial use and is occurring at unsustainable rates across all provinces and in diverse landscapes.

“Sadly, many species including leopard, lion, hyena and other predators are killed as by-catch in snares originally set for bushmeat,” said the statement.

A key takeaway from the symposium is that there is a need for less ‘fortress’ mentality and more community and sustainable use interaction among stakeholders towards achieving positive outcomes for this threat to wildlife.

“Communities living with wildlife, and those linked to snaring, need to form an integral part of the solutions being proposed, and to be undertaken, to address snaring.

“No solution will be credible without the involvement of the relevant community voices in co-development of solutions.  Solutions need to be diverse, purposely inclusive and tailored to, and by, the people living in the affected areas. Technological advances were showcased at the symposium to improve snare detection and data collection,” the statement said on Monday.

Among the key decisions adopted as outcomes of the symposium included further research on the drivers and alternative livelihood solutions, more cohesive legislation to address snaring and other wildlife crimes, more centralised reporting and monitoring to ascertain the extent of the problem and creating a greater understanding of the impact of snaring not only on biodiversity, but also on the economy and well-being of communities.

“Looking to the future, greater teamwork and communication between State, private sector and civil society will be cultivated to find sustainable long-term solutions for both people and wildlife,” the statement said. - SAnews.gov.za

Government of National Unity will thrive, says President

Location: News

Government of National Unity will thrive, says President

Following a meeting of the party leaders last week, President Cyril Ramaphosa says in his weekly newsletter that he is even more convinced that the Government of National Unity (GNU) is essential for the growth and development of the country.

“I am convinced that the GNU will not only survive, but that it will thrive. South Africans expect the GNU to succeed, and we will not let them down,” the President said.

On Wednesday last week, the leaders of the parties that form the GNU met to reflect on how the GNU is working.

Three months have passed since 10 parties represented in Parliament signed a Statement of Intent committing themselves to work together in government and Parliament to advance the country’s interests.

The parties agreed to certain fundamental principles, including to respect the Constitution and the rule of law and to promote accountability, transparency, integrity and good governance.

The parties also agreed on a common minimum programme that would form the basis of the work of the GNU. At its first Cabinet Lekgotla in mid-July, Ministers and Deputy Ministers drawn from the GNU partners, together with Directors-General and other officials, developed priority actions to give effect to the minimum programme.

Since these priority actions were outlined in the Opening of Parliament Address on 18 July 2024, the President said Ministers and Deputy Ministers have been hard at work to implement the tasks assigned to them.

“For a few Ministers and Deputy Ministers, being in the Executive is a new experience and for some it has been quite an adjustment. But with the support of their departments, they have all hit the ground running. Across all parties, Ministers and Deputy Ministers are making headway in confronting the challenges the country faces.

“What is significant and most welcome is that the members of the Executive have undertaken their work as part of a Cabinet collective. Although they are drawn from different parties, they have pursued the common GNU programme. They have worked in a spirit of cooperation and collaboration as Cabinet colleagues to serve the interests of the South African people,” the President said.

President Ramaphosa added the members of the Executive have each understood their role in advancing the three strategic priorities of the seventh democratic administration.

“The priorities are clear – a commitment to drive inclusive growth and job creation. A clear focus to reduce poverty and to tackle the high cost of living. A resolve to build a capable, ethical and developmental state.

Ministers and deputy ministers have been focused not on the interests of their respective parties, but on the common mandate they have received to build and develop the country,” he said.

The President said there was general agreement among the party leaders last week that the GNU has made a good start. They believe that the GNU is working well and that everyone is playing a constructive role.

“As party leaders, we nevertheless recognise that the parties in the GNU represent a range of political and ideological perspectives. There are issues on which we disagree and there will be times when differences between the parties will become more apparent.

“A case in point has been the debate around the Basic Education Laws Amendment (BELA) Bill, which I signed into law last week. Even as the leaders were meeting last week, some parties in the GNU were publicly urging me not to sign the Bill, while others were saying that I should sign the Bill,” he said.

The President highlighted that the Constitution is quite clear on the responsibilities of the President with respect to signing legislation.

He explained that once a Bill has been passed by Parliament, the President must either assent to the Bill or, if they have reservations about its constitutionality, refer it back to Parliament.

“Since, after considering all the various submissions, I had no such reservations about the BELA Bill, the Constitution obliged me to assent to it. However, even as I signed the Bill, I noted that some of the parties in the GNU said they wanted to engage each other on parts of the bill dealing with issues of school admissions and language.

“To give the parties time to discuss these issues, I said we would delay implementation of the Act in order for parties to engage and come up with proposals, if any, on the relevant clauses,” the President said.

In taking this approach, President Ramaphosa said he sought to establish a culture of openness and dialogue among the GNU parties.

“We are also drawing on a long history in South Africa of engagement among parties on matters on which they seem far apart.

“As times, agreement can be reached when matters come to a head at the last minute enabling all parties to focus on finding solutions and discovering that there is more that unites them than what separates them. We cannot guarantee that the parties that have requested timeout to engage will reach agreement on every difficult issue. But we need to make every effort to find common ground,” the President said. – SAnews.gov.za

Corrections Week kicks off

Location: News

Corrections Week kicks off

The Department of Correctional Services (DCS) has kicked off Corrections Week to promote awareness and understanding of South Africa’s corrections system.

The week is commemorated during September every year.

This year, the week is commemorated under the theme: “Celebrating 30 Years of Freedom and Democracy Towards Shaping the Future of Corrections”.

The department said the country’s transformation since the fall of Apartheid 30 years ago is intertwined with that of corrections.

“Since 1994, DCS has significantly reformed the correctional system, including playing a major role in the renaming of the United Nations [UN] Standard Minimum Rules for the Treatment of Prisoners to the ‘Nelson Mandela Rules’, by the UN General Assembly in December 2015, which is assisting South Africa to speed up transformation towards a people’s developmental correctional system that is consistent with various principles and guidelines.

“Remarkable success has also been achieved in implementation of the DCS Strategic Framework on Self-Sufficiency and Sustainability [SFSS]. Such notable strides bear witness to the reality that offenders can, indeed, be rehabilitated. Using the SFSS, amongst others, as a springboard, DCS has a strong case for its cause of successful offender rehabilitation and, consequently, fruitful social reintegration,” the department said.

Corrections week is based on the notions that:
• rehabilitation, and not punishment, works in correcting offending behaviour and
• family, community and societal involvement is critical in all of the rehabilitative and social reintegration work that DCS implements on a daily basis.

“The backbone of Corrections Week activities, therefore, is the willingness of DCS to provide opportunities for citizens to witness the value of education, skills development and training, spiritual care, arts and culture, life skills programmes as well as community corrections in preparing an offender for life out of incarceration.

“The involvement of offenders in caring for their community, in taking responsibility for their fellow offenders and their families, are stepping-stones to the reintegration of these individuals into a society equipped to strengthen the moral fibre of society,” the department said.

As the department works to rehabilitate offenders, community participation in the process is vital.

“Relationships between DCS and the community, community-based organisations, NGOs and faith-based organisations are inherent to the successful achievement of the rehabilitation and reintegration of offenders, as well as ensuring a victim-centric correctional system.

“To this end, the participation of the community in ensuring that victims of crime have a voice, and in strengthening and enhancing the rehabilitation and reintegration of offenders, is crucial,” the department said.

The department called on South Africans to join hands in order to fight crime and restore dignity to all.

“Over the last 30 years, Correctional Services has restored the dignity of millions of offenders and changed their lives for the better. Together let us continue to build a South Africa where the values of human dignity, non-racialism, non-sexism and the rule of law remain paramount.

“Let us extend our social net to the most vulnerable in our midst and help build a more inclusive society,” the department said.

Gauteng commits to public hearings following municipal AGSA outcomes

Gauteng commits to public hearings following municipal AGSA outcomes

The Gauteng Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) has met with the Auditor General of SA (AGSA) over concerns about the poor performance of Gauteng municipalities.

This after the release of the consolidated general report on local government audit outcomes 2022/23 last month.

For Gauteng municipalities, the AGSA identified, amongst others, R7.533 billion in irregular expenditure, largely due to non-compliance with procurement regulations; non-compliance with legislation; financial mismanagement and poor service delivery and project implementation.

“In response to these findings, the portfolio committee expressed deep concern over the pervasive non-compliance and the ongoing financial mismanagement in municipalities.

“The committee emphasised the need for municipalities to adhere strictly to legislative requirements and improve their financial and operational management to ensure better service delivery to residents,” the committee said.

In an effort to address some of the issues, the committee committed to holding hearings with residents particularly in municipalities that are struggling.

“These hearings will serve as a platform for engaging with local leaders, stakeholders, and the public to identify solutions and hold municipal officials accountable for their performance. The committee also reaffirmed its commitment to rigorous oversight and will closely monitor the implementation of corrective actions as recommended by the AGSA; and ensure that consequence management is implemented where required.”

The committee called for enhanced coordination between COGTA, Provincial Treasury, municipalities, and other relevant bodies to provide targeted support to municipalities in distress.

“The committee will continue to work tirelessly to ensure that all municipalities in Gauteng operate with the highest standards of governance, transparency, and accountability,” it said. – SAnews.gov.za

Infrastructure maintenance placed under the spotlight

Infrastructure maintenance placed under the spotlight

Thorough infrastructure maintenance to ensure sustainable water supply to residents of the eThekwini Metropolitan Municipality came under the spotlight at a meeting between Water and Sanitation Deputy Minister, Sello Seithlolo and municipal councillors.

Seithlolo made the call during a meeting with municipal councillors, held in Durban, KwaZulu-Natal, on Friday.
The engagement comes after Seitlholo accepted an invitation from municipal councillors to discuss some of the ongoing issues that have been affecting the wards.

These include ongoing water challenges affecting some parts of the municipality, which are exacerbated by ageing infrastructure, rapid urbanisation, floods, theft, and vandalism of water infrastructure.

During the meeting, councillors raised concerns of sewer spillages in the communities, which cause health hazards and water pollution that end up affecting recreational facilities including the beaches in the city.

Seitlholo called on the municipality to address issues that affect water delivery services to communities and the travel sector.

In addition to infrastructure maintenance, he also encouraged the municipality to conduct a full investigation into illegal connections.

“I therefore call on the municipality to be committed on issues of water and sanitation. Municipalities should improve on their investigations related to the issues so that they can be resolved,” Seitlholo said.

He assured the municipality of further provincial visits and engagements, to ensure tangible changes pertaining to water and sanitation challenges.

The Deputy Minister also held a meeting with Umhlanga Tourism Association (UTA) to discuss issues relating to water and sanitation affecting the tourism hub in the Umhlanga area. – SAnews.gov.za

Municipalities called to prepare for Lesotho water project shutdown

Location: News

Municipalities called to prepare for Lesotho water project shutdown

Water and Sanitation Minister, Pemmy Majodina, has called on all the affected municipalities in the Free State to expedite plans to continue to provide water to during the Lesotho Highlands Water Project (LHWP) tunnel shutdown in the next two weeks.

The LHWP tunnel will undergo maintenance from 1 October 2024 to 31 March 2025.

The Minister engaged with the Executive Mayors of Thabo Mofutsanyana and Fezile Dabi District Municipalities in Bethlehem on Saturday.

Majodina was accompanied by Water and Sanitation Deputy Minister David Mahlobo, Deputy Minister of Performance, Monitoring and Evaluation Seiso Mohai, and Free State MEC for Cooperative Governance and Traditional Affairs, Saki Mokoena.

Majodina noted that during the outage, there will be no water deliveries from Lesotho to South Africa.

“It is therefore important for municipalities to ensure that water security measures are maintained and various water enforcements mechanisms like water restrictions are applied by the municipalities.

“Although some municipalities are still lagging behind in terms of their readiness, we as the department, are giving them the support that they need,” Majodina said.

The six-months shutdown will jointly be undertaken by the Lesotho Highlands Development Agency (LHDA, which operates and maintains Lesotho section of the LHWP tunnel system, and the Trans-Caledon Tunnel Authority (TCTA) responsible for operation and maintenance of the section within South Africa.

The tunnel system requires general inspections and repair works to be conducted at approximately five year intervals to ensure the integrity and reliability of the entire water tunnel system.

Due to the tunnel shutdown, 700 million m3 per annum will be transferred in 2024, resulting in a shortfall of 80 million m3 from the normal annual transfer volume.

However, the Department of Water and Sanitation has embarked on relief interventions for municipalities along the Caledon River, Wilge River, Vaal River and Rhenoster River.

The interventions include the upgrading of water treatment works, upgrading of raw water pumps, upgrading of abstraction works, the construction of new reservoirs as well as the development of groundwater resources by drilling and equipping boreholes.

Majodina noted that while all these projects are under way, some of the municipalities are behind schedule with the implementation of the projects.

“Where necessary, the Department of Water and Sanitation will intervene to support the municipalities to complete the projects which are critical in ensuring sustainable water supply to communities during the tunnel system shutdown,” Majodina said. – SAnews.gov.za

Gauteng commended for tackling water challenges head on

Gauteng commended for tackling water challenges head on

Water and Sanitation Deputy Minister, David Mahlobo, has commended Gauteng Premier Panyaza Lesufi’s bold steps towards tackling the province’s water challenges head on.

This comes after the Gauteng Councillors' Imbizo held in Boksburg, east of Johannesburg on Friday.

The event aimed to address the pressing issues of water security in the province’s municipalities, caused mainly by a constant population growth which has negatively impacted on infrastructure and water supply management issues within the municipalities.

Mahlobo, who addressed the event, highlighted the pivotal role water plays in social transformation and economic development.

He warned that neglecting water infrastructure and the management of water supply not only hinders progress but also poses significant water security threat to the province.

The Deputy Minister highlighted that Gauteng has faced ongoing water supply challenges due to increased water demand by the residents.

“Alarmingly, there is no municipality within the province that has achieved a consistent 100% or 99% water supply to its citizens without disruptions. We cannot allow the situation to continue because water will become an impediment to social transformation and economic growth and can also become a security threat within the province,” Mahlobo said.

The Deputy Minister stressed the necessity of a collective mindset shift regarding water management and its conservation within the province, pointing out that the behaviour exhibited by most domestic and institutional water users reflects a concerning lack of awareness about the sustenance of water as a finite and vital resource.

Mahlobo urged councillors not to allow the decision makers to deter their goal of ensuring service delivery in their communities.

“Councillors are in a unique position to engage with their communities and to raise awareness about water conservation, and advocate for necessary infrastructure changes. I hope that when you conclude your sessions in this Imbizo, you will have a different attitude towards matters of water supply and you will handle water and sanitation issues differently," Mahlobo said.

The Imbizo served not only as a platform for sharing concerns but also as a springboard for actionable solutions.

Mahlobo identified several key strategies, which include loss of water due to infrastructure decay, to address the water challenges facing Gauteng.

He highlighted fixing sewer spillages and ensuring that sewage systems are operating efficiently as crucial to ensure sustainable water availability and its management.

Mahlobo's approach also laid the groundwork for sustainable long-term water management practices.

“Residents and municipalities must adopt a practice that promotes responsible water consumption, which can help alleviate pressures on the existing water supply. Moreover, technology should be integrated to monitor and safeguard water infrastructure, and this can enhance management efforts and prevent future crisis,” Mahlobo said.

During the Imbizo, councillors from various municipalities got an opportunity to voice their concerns regarding water and sanitation issues.

Councillor Mariana Kruger from Ward 12 in Midvaal Local Municipality commended Rand Water for their substantial contributions toward improving water supply and emphasised the importance of collaboration between local government and water entities.

"We must maintain an open communication and contact with our counterparts to ensure effective water supply and sanitation services," Kruger said.

The Deputy Minister’s call for a change in relationship dynamics surrounding water management can empower local leaders to take initiatives that prioritise water security for their residents. – SAnews.gov.za

UIF Commissioner placed on precautionary suspension

Minister of Employment and Labour Nomakhosazana Meth has announced that Unemployment Insurance Commissioner, Tebogo Maruping, has been placed on precautionary suspension, following a briefing received from the Acting Director General, Viwe Mlenzana.

The Minister placed Maruping on precautionary suspension on Friday due to the nature of charges he is facing, which emanate inter alia, from the alleged role he played in the conclusion of the agreement between the Unemployment Insurance Fund (UIF) and Thuja Holdings led by Mthunzi Mdwaba amounting to R5 billion.

The agreement was declared invalid and therefore set aside by the Pretoria High Court on 28 May 2024. The Supreme Court of Appeal further dismissed with costs the subsequent appeal that was lodged by Mdwaba on 15 August 2024.

Meth said the agreement caused a public outcry, especially in the employment and labour sector.

She said the Commissioner’s disciplinary process will be dealt with expeditiously, allowing the administration an opportunity to pay undivided attention to the primary mandate of the UIF of providing short-term relief to workers who find themselves unemployed or unable to work due to illness, maternity, adoption including to dependants of the deceased contributors.

“I have further mandated the Acting DG to deal with all systematic and capacity challenges within the department and its entities so that we can respond adequately to the unemployment challenges in the country.

“I am very much mindful of the UIF’s challenges; specifically, the system challenges and the negative impact on workers, the unemployed, beneficiaries of deceased contributors and employers alike. I would like to assure the public that work is currently underway to respond adequately to such challenges,” Meth said. – SAnews.gov.za

SIU to investigate maladministration within Transnet, municipalities

The Special Investigating Unit (SIU) will investigate allegations of serious maladministration at Transnet, including the reinstatement of the former CEO of Transnet Freight Rail Siyabonga Gama.

This after President Cyril Ramaphosa signed proclamations 181, 182, 183 and 184 of 2024, authorising the SIU to investigate allegations of serious maladministration within Transnet, the Gauteng Provincial Department of Human Settlement, the Umzumbe Local Municipality, and Masilonyana Local Municipality and to recover any financial losses suffered by the State.

Proclamation 184 of 2024

Proclamation 184 of 2024 authorises the SIU to investigate allegations of serious maladministration related to Siyabonga Gama's reinstatement as Chief Executive Officer of Transnet Freight Rail in February 2011 and the payment of Gama’s legal costs following his reinstatement.

This includes any unauthorised, irregular, or wasteful expenditure incurred by Transnet concerning these matters.

“SIU is also authorised to probe allegations of serious maladministration in the procurement of or contracting for goods, works, or services of leased accommodation by Transnet and payments made about it in a manner that examines explicitly whether Transnet officials or agents acted corruptly or unduly to benefit themselves or others, leading to unauthorised, irregular, fruitless, and wasteful expenditures or financial losses for Transnet,” SIU spokesperson, Kaizer Kganyago said.

Kganyago said the SIU will also investigate any unauthorised, irregular, or fruitless and wasteful expenditures incurred by or losses suffered by Transnet or the state about the contract for security services related to cable theft and preventing criminal activities against Transnet Freight Rail.

The contract was awarded to Abalozi Security Risk Advisory Services (Pty) Limited (formerly known as General Nyanda Security Advisory Services (Pty) Limited).

“The Proclamation covers allegations of unlawful and improper conduct that occurred between 1 January 2007 and 13 September 2024, as well as any related activities before 1 January 2007 and after the date of the Proclamation that are pertinent to the matters under investigation or involve the same persons, entities, or contracts,” Kganyago said.

Proclamation 183 of 2024

Proclamation 183 of 2024 authorises the SIU to investigate allegations of maladministration in procuring seven contracts at the Umzumbe Local Municipality in the KwaZulu-Natal Province.

The tenders under scrutiny include the construction of the Umzumbe municipal offices; rehabilitation of the Qwabe, Cabhane, Mabheleni, Magabha, Sgananda and Ndletshe Roads; construction of Isipofu Access Road; construction work at the Ntelezi Msani Heritage Centre; construction of the Nkanini Indoor Sports Centre; construction of the  Ntatshana Access Road and bridge; and the three-year Electrification Turnkey Project (2015 to 2018), by or on behalf of the municipality.

“The SIU will investigate any unauthorised, irregular, fruitless, or wasteful expenditure incurred by the municipality or the State. The investigation will also cover any unlawful or improper conduct by municipality officials, employees, suppliers, service providers, or any other involved parties.

“Additionally, the probe will examine the performance, poor performance, defective performance, or late performance by the service providers appointed by the municipality regarding the services delivered, performed, or rendered as part of the projects,” Kganyago explained.

The Proclamation covers allegations of unlawful and improper conduct that occurred between 1 January 2013 and 13 September 2024, as well as any related activities before 1 January 2013 and after the date of the Proclamation that are pertinent to the matters under investigation or involve the same persons, entities, or contracts.

Proclamation 182 of 2024

Proclamation 182 of 2024 directs the SIU to investigate allegations of maladministration with two tenders at the Masilonyana Local Municipality.

The investigation will examine whether municipal officials, including service providers, or any other involved parties unduly benefit themselves or others, leading to unauthorised, irregular, or fruitless and wasteful expenditure or financial losses for the municipality.

Kganyago said the contracts under scrutiny include the refurbishment of Brandfort Water Treatment Works and Raw Water Pump Stations; and upgrading of Brandfort Sport Centre Phase II.

“The Proclamation covers allegations of unlawful and improper conduct that occurred between 1 May 2020 and 13 September 2024, as well as any related activities before 1 May 2020 and after the date of the Proclamation that are pertinent to the matters under investigation or involve the same persons, entities, or contracts,” Kganyago said.

Proclamation 181 of 2024

Proclamation 181 of 2024 mandates the SIU to investigate allegations of maladministration of two tenders in the Gauteng Provincial Department of Human Settlement.

The SIU will investigate contracts including the procurement of, or contracting for,  goods, works and services for the construction of 150 ablution and sanitation infrastructure and facilities at Sicelo Shiceka informal settlement: Phase 1 and Evaton, and the procurement of, or contracting for goods, works and services about the construction of 180 walk units at Sicelo Shiceka extension five.

The probe will also examine whether the payments for these contracts adhered to National Treasury guidelines and ascertain whether the payments were irregular, fruitless, and wasteful expenditures or financial losses for the municipality or the State.

Kganyago said the Proclamation covers allegations of unlawful and improper conduct that occurred between 1 April 2017 and 13 September 2024, as well as any related activities before 1 April 2017 and after the date of the Proclamation that is pertinent to the matters under investigation or involves the same persons, entities, or contracts.

“Beyond investigating maladministration, corruption, and fraud, the SIU will identify systemic failures and recommend measures to prevent future losses. In line with the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act), the SIU will refer any evidence of criminal conduct uncovered during its investigation to the National Prosecuting Authority (NPA) for further action.

“The SIU is also authorised under the SIU Act to initiate a civil action in the High Court or a Special Tribunal in its name to address any wrongdoing identified during its investigation resulting from acts of corruption, fraud, or maladministration,” Kganyago explained. – SAnews.gov.za

Tributes continue for “patriot” former Minister Pravin Gordhan

The South African Revenue Services (SARS) has expressed sadness on the passing of former Finance Minister Pravin Gordhan who was also affectionately known as “PG”.

The revenue service described Gordhan as a “true patriot, social activist and a steward leader.”

Gordhan passed away in hospital in the early hours of Friday morning after a battle with cancer, his family announced. He was 75 years old.

SARS, which joined President Cyril Ramaphosa in expressing sadness in mourning his passing, described Gordhan as a remarkable steward leader whose contributions to the country and the revenue will be remembered for generations to come.

The former Minister served as the Commissioner of SARS from 1999 – 2009 after which he was appointed as the Finance Minister.

“As the Commissioner of SARS from 1999 – 2009, it was PG who ushered in and evangelised the notion that SARS exists to serve a Higher Purpose of enabling government to build a capable democratic state that fosters sustainable economic growth and social development in the interest and wellbeing of all South Africans.

“It was he who set the organisation on a path that still directs and inspires us today and will continue for decades to come. PG was, without doubt, the one who conceptualised and laid the foundation for a Modern Tax and Customs Administration,” said the revenue service.

It added that Gordhan’s leadership and unwavering commitment to the public service has left an indelible mark on South Africa’s economic landscape.

It said that as a key figure in SARS, he championed policies and reforms that strengthened the institution, transforming it into a globally respected revenue service.

His tenure was marked by an unyielding dedication to integrity, good governance, and accountability, ensuring that SARS became the pillar of strength for the nation’s fiscal health.

Beyond his significant work at SARS, he served South Africa with distinction in various leadership roles, including as Minister of Finance, Minister of Cooperative Government and Traditional Affairs and Minister of Public Enterprises, where his courage and vision guided the country through challenging times, it noted.

A social activist

It added that the former Minister’s-- who held the portfolio of Public Enterprises prior to retiring---lifelong commitment to building a fair and just society for all will continue to inspire future generations of public servants and leaders.

“I will remember him as a committed social activist who dedicated his life to the struggle and the improvement of the material conditions of South Africans at a time when we were in the steely grips of state capture, it was PG who stood fearlessly for justice and equality. He spoke with courage of his deep conviction and did not count the tremendous cost to him and his family,” said the revenue service's Commissioner Edward Kieswetter.

SARS said the former Minister  was a life-long revolutionary and a struggle hero, who confronted apartheid unwaveringly, in the public arena and in the underground terrain.

“His legacy will continue to guide SARS and South Africa in its pursuit of ethical governance and economic justice. Our thoughts and prayers are with his wife Vanitha and daughters Anisha and Priyesha, his extended family and friends who experienced his love and friendship, and to all those whose lives were touched by his visionary leadership and dedicated public service,” it said.

Fitch affirms SA’s long-term foreign and local currency debt ratings at ‘BB-’

Fitch affirms SA’s long-term foreign and local currency debt ratings at ‘BB-’

Government has noted Fitch’s decision to affirm South Africa’s long-term foreign and local currency debt ratings at ‘BB-’ and maintain the stable outlook.

According to the ratings agency, South Africa’s credit rating is constrained by several factors, including low real Gross Domestic Product (GDP) growth, high poverty and inequality levels, a high government debt-to-GDP ratio, and a rigid fiscal structure that hampers deficit reduction.

However, the ratings are supported by a favourable debt structure with long maturities and mostly local-currency-denominated, strong institutions and a credible monetary policy framework.

The National Treasury said Fitch noted advancements in the implementation of the 35 priority reforms under Operation Vulindlela, initiated in 2020, aimed at modernising network industries such as electricity, water, and transport.

“The agency views the Government of National Unity (GNU), where the ANC remains the largest party, as a factor that reduces short-term policy uncertainty and facilitates the continuation of the implementation of the reform programme, which will contribute to a modest increase in real GDP growth.

“Fitch also acknowledges significant improvements in the electricity generation, with no supply interruptions since March 2024 and the potential for further increase in the short term,” said Treasury in a statement on Friday.

It said government’s strategy for fiscal consolidation over the medium term involves exercising expenditure restraint and implementing moderate revenue increases, while continuing to support the social wage and ensuring additional funding for critical services.

“Furthermore, government has decided to further mitigate fiscal risks by reducing borrowing over the medium term through leveraging a portion of valuation gains in the Gold and Foreign Exchange Contingency Reserve Account (GFECRA). Extensive reforms in energy, freight, water, and telecommunications are also in progress,” said the department. – SAnews.gov.za

Uphold the principles of equality in honour of Ronnie Mamoepa

Uphold the principles of equality in honour of Ronnie Mamoepa

Deputy President Paul Mashatile has called on citizens to recommit themselves to the values of compassion, justice, and unity in honour of the late Ronnie Mamoepa.

“Together, let us construct a future that affords everyone the chance to prosper, ensures no one falls behind, and upholds the principles of equality and dignity for all.

“As President Oliver Tambo instructed, our task even in the conditions we find ourselves in today, remains that of bringing about the kind of society we visualised in the Freedom Charter,” he said on Friday.

Deputy President Mashatile was delivering a keynote address at the Ronnie Mamoepa Inaugural Annual Lecture at the Tshwane University of Technology’s Pretoria campus.

The late Mamoepa was an esteemed struggle hero, a defender of freedom and democracy, a respected figure in government communication and a dedicated public servant.

He passed away in July 2017 after a long illness at the age of 56.

His last position was as the spokesperson for the Deputy President at that time, Cyril Ramaphosa.

Hosted by the Ronnie Mamoepa Foundation, the inaugural annual lecture honoured the struggle hero, whose work in government communication helped shape the democratic narrative in South Africa.

The Deputy President’s address centred around the 30 Years of Democracy and citizen-centered government communication.

“I am of the view that Ronnie was an optimist, determined to realise the goal of a national democratic society that is non-racial, non-sexist, democratic, united, and prosperous.”

He described him as a revolutionary intellectual due to his critical thinking. “Mamoepa was an intellectual who, like other revolutionary thinkers, recognised the necessity of investing in research, reading, and critical theory and discipline.”

The Deputy President remembered that following his release from Robben Island, Mamoepa returned to his residence in Atteridgeville, Pretoria, and resumed his political activities.

“I must acknowledge that Ronnie Mamoepa, whose work ethic, and dedication to service remains unparalleled, also influenced some of the former student leaders of SASCO [South African Students Congress] who are currently members of my team in the Presidency.”

Together with Mamoepa, he said, they fought against the oppressor and equally stood against any form of discrimination.

“Our resolve to resist colonialism and apartheid stemmed from our belief in the vision of a South Africa in which the people govern, the country’s wealth is restored to the people, and the land is shared among those who work it. Our vision was to establish a society free from human exploitation.”

Government of National Unity

The Deputy President said he believed the late government communicator would have backed the Government of National Unity (GNU).

He told the attendees that GNU parties have made a firm commitment to respect the Constitution and the rule of law, as well as to promote accountability, transparency, integrity, and good governance.

“The GNU has resolved to dedicate the next five years to actions that will advance three strategic priorities – to drive inclusive growth and job creation, to reduce poverty and tackle the high cost of living, and to build a capable, ethical, and developmental State.”

The Deputy President assured citizens that the GNU is working around the clock to build a better South Africa for everyone.

“This means that we must work together to address all the challenges we face. We are at a time where we need to theorise and understand the context of the world we live in.”

The country’s second-in-command said as the seventh administration, led by President Cyril Ramaphosa, the goal is to create a society where every voice is acknowledged, and every citizen is empowered.

“We are confident that the movement of Ronnie Mamoepa will reemerge! Long Live the Spirit of Ronnie Mamoepa long live,” he added. – SAnews.gov.za

President Ramaphosa signs BELA Bill

Location: News

President Ramaphosa signs BELA Bill

President Cyril Ramaphosa has officially signed the Basic Education Laws Amendment (BELA) Bill into law, which aims to strengthen governance within South Africa's education sector.

Delivering remarks during the signing ceremony held at the Union Buildings on Friday, President Ramaphosa said the signing of the Bill marked an important step towards resolving the longstanding challenges in the country’s education system.

Since the advent of democracy, the President said government has made notable progress in expanding access to education for the children of the country. However, he acknowledged that barriers to access still remain.

“Despite the progress that has been made, there are challenges in basic education that hinder our progress. We have seen cases of learners being denied admission to schools because of their language policies.

“We have had cases of children not being allowed back to school or to sit exams because their parents cannot pay school fees. We have seen great disparities in norms and standards, in governance and in access to resources,” the President said.

He emphasised that the Bill seeks to address these challenges and is part of the state’s ongoing efforts to build an education system that is more effective and more equitable.

The Bill follows an extensive consultation process that sought to take account of views and suggestions from across society.

“Consultation, engagement and debate are defining features of our democracy. They enrich the policies that are adopted and the laws that are passed. The law that we are signing today further opens the doors of learning.

“It lays a firm foundation for learning from an early age. Grade R, the reception year before Grade 1, will now be compulsory. This will enhance our focus on Early Childhood Development. It will ensure young children are better prepared for formal schooling,” the President said.

He added that the law requires schools to apply the same standards for the admission of learners.

The Bill contains provisions for improving school admissions policies, particularly with respect to vulnerable learners, like children of undocumented migrants.

The legislation promotes greater accountability with respect to the role of parents and caregivers in ensuring children attend school consistently. Home schooling will now be subject to more effective regulation and oversight.

To promote inclusivity, the new law guides schools on the development of codes of conduct that take into account respect for religious and cultural beliefs.

“This is important for fostering a more tolerant learning environment and a more tolerant society.

“As part of advancing diversity and inclusion, the new legislation addresses the issue of language policy. Schools have to consider the broader linguistic needs of the communities in which they are situated,” the President said.

The law also seeks to align the role of the School Governing Body in determining language and admission policies with the responsibility of provincial education departments to ensure the constitutional right to basic education.

It seeks to ensure uniformity and fairness in educational standards across all schools.

To improve safety in the learning environment, the legislation reinforces the ban on corporal punishment. It introduces stronger penalties for those who administer corporal punishment.

The legislation also introduces financial and public accountability frameworks for School Governing Bodies. It guides the oversight of their activities and work.

Implementation of the BELA Bill

In light of the different views expressed about the Bill, President Ramaphosa said he had decided to delay the implementation date for clauses 4 and 5 of the Bill by three months.

“In the last few days, the parties to the Government of National Unity (GNU) have expressed their wish to further engage each other on sections of the Bill that deal with issues of admission and language.

“In the spirit of cooperation and meaningful engagement, I have decided to delay the implementation date for clauses 4 and 5 of the Bill by three months,” he said.

President Ramaphosa said this will give the parties time to deliberate on these issues and make proposals on how the different views may be accommodated.

“Should the parties not be able to agree on an approach, then we will proceed with the implementation of these parts of the Bill,” he said.

He said all agree on the need for a common framework for collaboration as government, as school governing bodies and as parents. “For our education system to work for all, we have to work better, smarter and in a more cooperative manner,” the President said.

He called on everyone to work together to ensure that all children receive good quality education, wherever they are and whatever their circumstances.

The ceremony was attended by Basic Education Deputy Minister Reginah Mhaule, Gauteng Premier Panyaza Lesufi, Gauteng MEC for Education Matome Chiloane, Mpumalanga MEC for Education Cathy Dlamini, KwaZulu-Natal MEC for Education Sipho Hlomuka and Limpopo MEC for Education Mavhungu Lerule-Ramakhanya, among others. - SAnews.gov.za
