Cabinet notes water supply disruptions in Gauteng

Location: News

Cabinet notes water supply disruptions in Gauteng

Cabinet has, according to Minister in the Presidency Khumbudzo Ntshavheni, noted existing water supply disruptions in Gauteng and in some Free State municipalities that are not related to the Lesotho Highlands tunnel closure.

“We further noted that the DWS [Department of Water and Sanitation] has supported municipalities to engage stakeholders in relation to the closure of the Lesotho Highlands tunnel,” the Minister said.

She was addressing the media on Friday, regarding the outcomes of the Cabinet meeting held on Wednesday.

“Cabinet further noted that in Gauteng, rapid population growth, lack of infrastructure maintenance, lack of enforcement of by-laws and delays in the implementation of phase 2 of the Lesotho Highlands project have contributed immensely to the current water disruptions.

“However, the completion of phase 2 of the Lesotho Highlands project will bring relief if supplemented by water demand management interventions, use of new water-saving technologies and proper maintenance of infrastructure.”

Cabinet had at its ordinary meeting this week been briefed on the closure of the Lesotho Highlands Water Project’s tunnel for planned maintenance from 1 October 2024 to 31 March 2025.

The Minister said Cabinet believed the planned maintenance work was crucial to protect the infrastructure for another 20 to 30 years and failure to undertake this work would risk the transfer of water to the Integrated Vaal River System (IVRS), which provides the water supplied by Rand Water to its customers and all municipalities in Gauteng.

The Minister said a thorough analysis to assess the risk to the performance of the IVRS, which consists of 14 interconnected dams, have since been undertaken by the DWS.

“The analysis confirmed that the impact of the tunnel closure on the overall IVRS will be minimal as most dams in the IVRS are currently full.”

Meanwhile, she said the Cabinet noted the department had been holding readiness meetings with Free State municipalities which receive water from the Liebenbergsvlei River since 2022.

The purpose of these meetings is to mitigate the risks of service interruptions during tunnel maintenance.

“However, delays by municipalities to upgrade and/or refurbish their infrastructure remains a challenge. Cabinet noted that the DWS will monitor and where necessary, intervene to support these municipalities.”

Water restrictions in Gauteng

Shifting her focus to the implementation of level 1 water restrictions in Gauteng, she explained that this was a result of Rand Water reaching its maximum water output on the IVRS.

“Water demand in Gauteng continues to grow because of population growth, increase in non-revenue water in municipal systems, including illegal and unbilled connections, and lack of maintenance resulting in huge water leaks, which are at 33% average across Gauteng municipalities.”

Currently, Ntshavheni said, the peak demand for water from Rand Water’s municipal customers is close to and occasionally exceeds the supply available from its treatment plants and storage reservoirs.

“To avert greater restrictions Gauteng municipalities must prioritise reducing water leaks in their water distribution systems and enforce water-use restrictions.”

Ntshavheni announced that the DWS, Rand Water and Gauteng municipalities are partnering with the World Bank 2020 Water Resources Group to implement a mass awareness and communications campaign on using water sparingly, in collaboration with civil society and business leaders. – SAnews.gov.za

Cabinet hails progress in fight against crime with Operation Shanela

Cabinet has welcomed progress being made in the fight against crime through Operation Shanela, which continues to make its mark in rooting out criminality.

“Between 2 and 8 September 2024, law enforcement agencies arrested 13 691 suspects for serious crimes such as murder, rape, possession of illegal firearms and business robberies,” Minister in the Presidency Khumbudzo Ntshavheni said during a post Cabinet media briefing on Friday.

Since its inception in May 2023, Operation Shanela consists of regular stop and searches, roadblocks, vehicle check points, high visibility patrols, including foot patrols, the tracing of wanted suspects with a focus on murder and rape suspects, and compliance inspections at liquor outlets and second-hand goods dealers.

Through detectives and crime intelligence tracing operations, roadblocks, as well as stop and searches - police have taken a bold and decisive approach in protecting the communities that they serve.

Since its launch, Operation Shanela has resulted in the arrest of 850 375 suspects, and seizure of 824 illegal firearms and over 17 282 rounds of ammunition. In addition, drugs worth over R13 million were seized at the OR Tambo International Airport over the past two months, and copper worth over R20 million was recovered from a scrapyard near Durban, with a suspect arrested.

“Through a coordinated multidisciplinary and intelligence-led operations, law enforcement agencies are focused on dismantling extortion syndicates across the country. In the past two weeks, 14 extortionists were arrested in various provinces,” Ntshavheni said.

Restoring Integrity of Law Enforcement Officers

Through a multidisciplinary collaboration, law enforcement agencies have arrested 14 suspects in Mpumalanga on charges of fraud and corruption for issuing illegal learners’ and driver’s licences. Meanwhile, 11 traffic officers were also arrested for soliciting bribes from motorists along the N1 freeway in Limpopo.

“Three off-duty police officers and a civilian were arrested in Durban, KZN, for soliciting a R100 000 bribe from a businessman in exchange for the release of confiscated goods, and four more police officers handed themselves over to the SAPS on the same case,” the Minister said.

Furthermore, eight suspects were arrested for alleged involvement on tender fraud and corruption amounting to R850 million in the City of Cape Town, Western Cape. – SAnews.gov.za

Homecoming ceremony for deceased liberation struggle heroes

The South African government will receive the human remains of freedom fighters and anti-Apartheid political leaders who died in Zambia and Zimbabwe in a ceremony expected to be held next week.

The ceremony is expected to take place at the Waterkloof Airforce Base in Pretoria.

While briefing the media on the Cabinet meeting held this week, Minister in the Presidency Khumbudzo Ntshavheni said the remains are that of Advocate Duma Nokwe, Florence Mophosho and Basil February.
“Cabinet received an update on the preparations to repatriate the mortal remains of South Africa’s freedom fighters who are buried in Zimbabwe and Zambia.

“The repatriation of the remains from Zambia and Zimbabwe forms part of the Resistance and Liberation Heritage Route Project [RLHR]. The RLHR is a national memory project aimed at commemorating, celebrating, educating, promoting, preserving, conserving and providing a durable testament of South African’s road to freedom.

“A Homecoming Ceremony will take place at the Waterkloof Airforce base on 27 September 2024 when the mortal remains arrive in South Africa,” Ntshavheni said on Friday.

Briefing media earlier this month, Presidential Spokesperson Vincent Magwenya said the repatriation is in line with the pronouncement by President Cyril Ramaphosa in the statement of the January 8, 2020, and subsequently State of the Nation Address.

“In that pronouncement, he made a commitment that the repatriation and reburial of liberation stalwarts, namely Dumalisile Nokwe and Florence Maphosho, in both Zambia and Basil February in Zimbabwe, would mark the Road to Freedom and Democracy. The two countries were strategically prioritized for the implementation of the project,” Mangwenya told a media briefing at the time.

Tourism development White Paper approved for public comment

The White Paper on the Development and Promotion of Tourism in South Africa has been approved for public comment by Cabinet.

This is according to Minister in the Presidency Khumbudzo Ntshavheni who addressed the media following the Cabinet meeting held on Wednesday.

The Minister said the policy aims to increase tourism’s “contribution to the South African economy through increased volume of visitors”.

“In 2023, Cabinet approved the publication of the Green Paper…and the comments from affected parties were incorporated into this draft policy. This White Paper now provides an agreed policy framework and guidelines for tourism development and promotion in South Africa.

“This policy will promote entrepreneurship in the tourism sector and ensure the sector’s enhanced contribution to employment,” she said.

Furthermore, the policy proposals also on “aligning the tourism policy with current government policy frameworks and to enhance the sector’s resilience and ability to respond to crisis”.

Astro-tourism

Ntshavheni told the media briefing that Cabinet had also approved the publication of the National Astro-Tourism Strategy and implementation plan for public comment.

“The strategy aims to position South Africa as a world class astro-tourism destination and this will boost economic development and employment in the tourism sector. South Africa is the first African nation to develop a national astro-tourism strategy and this will boost the country’s tourism diversification,” she said.

The strategy focuses on various pillars including:
•    Infrastructure development
•    Optimising astronomy tourism streams
•    Public/private partnerships
•    Inclusive tourism and transformation.

“South Africa boasts several advantages that make it an ideal astro-tourism destination. This includes the unpolluted night skies and favourable weather conditions.

“The Department of Tourism in collaboration with the Department of Science and Innovation will launch the National Astro-Tourism Strategy at the national Tourism Day celebrations on the 27th of September where the Square Kilometre Array is located,” Ntshavheni said. – SAnews.gov.za

Cabinet welcomes positive economic numbers

Cabinet has welcomed the positive economic indicators following the slight growth in the country’s gross domestic product (GDP), slowing inflation and the drop in the repo rate.

This is according to Minister in the Presidency, Khumbudzo Ntshavheni, who briefed the media on the outcomes of the Cabinet meeting held this Wednesday.

South Africa’s GDP increased by 0.4% during the second quarter of 2024 following a 0.0% growth in the first quarter. Additionally, inflation dropped to 4.4% in August from 4.6% in July while the repo rate also dropped for the first time since 2020 to reach 8%.

“We are seeing positive economic indicators and therefor Cabinet welcomed the positive economic indicators as per the data released by Statistics South Africa. This increase [of the GDP] was influenced by the improvement in the manufacturing sector of 1.7% growth year on year. The revival of the manufacturing sector is a critical success factor in the re-industrialisation of South Africa.

“There has been a consistent improvement in the CPI since March 2024. We must also extend our appreciation to the cut on the interest rate by 25 basis points…that is [a] welcome[d] relief to all South Africans,” the Minister said at Friday’s briefing.

State owned companies

Ntshavheni said steady progress in revitalising and improving the performance of State owned companies (SOCs) is welcomed.

She added that this will “positively contribute to South Africa’s industrialisation drive”.
“In this regard, it is worth noting that Denel posted a profit of R390 million before interest and tax for the 2023/24 financial year with irregular expenditure declining by a whopping 98%.

“Prasa [Passenger Rail Agency of South Africa] is making strong headway in getting passenger trains back on track with 31 of the 40 rail corridors now operational.

“Eskom’s recovery plan continues to deliver positive outcomes with load shedding remaining suspended for more than 175 days as of the 18th  of  September 2024,” she said. – SAnews.gov.za

Urgent warning as level 6 snowstorm approaches KZN

KwaZulu-Natal Cooperative Governance and Traditional Affairs MEC, Thulasizwe Buthelezi, has warned residents of severe weather conditions that are expected to affect large parts of the province from Friday until the weekend.

According to the latest warning issued by the South African Weather Service (SAWS), Level 6 disruptive snow can be expected in parts of the uThukela, Harry Gwala and uMgungundlovu Districts.

Buthelezi warned that these weather conditions pose a danger to life and could lead to temporary road closures due to ice accumulation, causing traffic disruptions on major routes.

Buthelezi urged residents in the areas expected to be affected, to take the necessary precautions, including delaying unnecessary trips, as the risk of entrapment due to icy roads is very high.

A Level 2 disruptive snow warning has also been issued for the parts of Ugu, uThukela, uMgungundlovu, Harry Gwala and Amajuba Districts.

The remaining parts of the province have a Level 2 warning for disruptive rain.

Buthelezi has assured residents that disaster management teams, coordinated by the Provincial Disaster Management Centre, are on the ground and will closely monitor developments.

“These teams are equipped to respond to emergencies and provide assistance where needed. Plans are also in place to clear roads in collaboration with local municipalities and the Department of Transport.

“This coordinated effort aims to ensure that major routes are accessible and that any disruptions are promptly addressed. Residents are encouraged to stay updated through official platforms and trustworthy news sources to receive the latest information and safety advice,” Buthelezi said. – SAnews.gov.za

RTMC welcomes jail term of truck driver in fatal N3 crash

Location: News

RTMC welcomes jail term of truck driver in fatal N3 crash

The Road Traffic Management Corporation (RTMC) has welcomed the  Pietermaritzburg Magistrate’s Court decision to impose a direct jail term on a reckless truck driver who caused a fatal crash.

The crash claimed the lives of a traffic officer and a tow truck driver on the N3 highway, opposite the Midlands Mall in Pietermaritzburg, last year.

The truck driver, Ndumiso Petros Dzanibe, has been found guilty and sentenced to two terms of 10 years imprisonment each for two counts of culpable homicide.

He was also sentenced to six months for reckless driving, three months for exceeding the speed limit, and another six months for failing to report the crash. The sentence is to run concurrently.

This comes after a fatal crash on the N3 highway when a speeding truck plunged into another heavy vehicle that had overturned on the road in September last year.

“A traffic officer and tow truck driver were killed when Dzanibe crashed into the overturned truck. An ambulance official sustained severe injury, while another traffic official escaped with slight injuries,” the RTMC said, adding that Dzanibe fled the scene and failed to report the crash.

A crash reconstruction expert from the RTMC, Terence Murphy, investigated the collision.

He found that Dzanibe had been driving with an expired professional driving permit and at a speed of 128km/h, which was 48 km/h above the restricted 80 km/h speed limit for the class of vehicle he was driving.

“The investigation further found that he drove his truck knowing that it had defective brakes, failed to heed warning signs put in place to warn about an active crash scene ahead, he was under the influence of alcohol and that he fled the scene after causing the crash,” Murphy said.

This investigation report was submitted to court as evidence, and Dzanibe did not challenge the findings and pleaded guilty.

The RTMC commended Murphy for his excellent investigation and believes that the sentence will serve as a warning to other vehicle drivers, highlighting that reckless and negligent driving is a criminal offence punishable by imprisonment when fatalities are involved.

“While recognising that the sentence will not bring back the colleagues who died on the scene, we sincerely hope that it assists the families to have closure, as the culprit has been punished. The RTMC believes that a much harsher sentence could have been imposed, however, it accepts that justice has been served,” said RTMC CEO, Advocate Makhosini Msibi. – SAnews.gov.za

Minister Macpherson welcomes Castle of Good Hope court order

Minister Macpherson welcomes Castle of Good Hope court order

Public Works and Infrastructure Minister, Dean Macpherson, has welcomed a court order which stipulates that those occupying the Castle of Good Hope have to vacate the property by 17 October.

The eviction order was granted to the Department of Public Works and Infrastructure (DPWI) by the Western Cape High Court.

The order stipulates that those occupying the Castle of Good Hope have to vacate the property by 17 October 2024, following which an eviction may occur as needed for any remaining unlawful occupants.

The City of Cape Town has a standing offer to unlawful occupants to take up dignified transitional shelter at the city-run Safe Space facilities.

Safe Spaces offer warm beds, ablution facilities, meals, access to medical care, substance abuse treatment, Expanded Public Works Programme (EPWP) work, personal development planning and more, to help people leave the streets.

“The eviction order serves as a boost for Cape Town’s economy ahead of the busy summer tourism season in the city and reinforces our position that state assets should be looked after and be used for public good.
“We simply cannot allow state assets to be occupied and vandalised, such as the Castle of Good Hope during the COVID-19 pandemic. The occupation and decay of state buildings nationwide create issues for the municipalities by attracting crime and grime which we have also seen at the Castle of Good Hope,” Minister Macpherson said.

He added that the castle is an important part of South Africa’s history, and it is therefore important that it be safeguarded and maintained to ensure that future generations can learn from the past to build a better future.
He added that the castle is also an important tourism attraction in the City of Cape Town and thereby plays an important role in the local economy which helps to create jobs which are sorely needed.

Meanwhile, the Minister will be joining City of Cape Town Executive Mayor Geordin Hill-Lewis on Friday afternoon, to tour the Grand Parade next to the Castle of Good Hope, as well as the Hout Bay Harbour.

The Minister will also address the media on efforts by the DPWI to address hijacked and decayed State-owned properties in the city.

The Minister said he is committed to working with all municipalities to turn South Africa into a construction site and use public assets for public good.

“Similarly to the Memorandum of Understanding that I will soon be signing with the Mayor of eThekwini, I look forward to concluding an agreement with the City Of Cape Town, to work closer together with the Department of Public Works and Infrastructure to address hijacked and decaying state-owned buildings, but also to contribute to economic growth and job creation. Let’s Build South Africa,” he said. – SAnews.gov.za

Government welcomes repo rate cut

Government welcomes repo rate cut

Government has welcomed the announcement by the South African Reserve Bank to cut the repo rate by 25 basis points to 8%.

The drop means the prime lending rate will also drop to 11.50%.

Government Communication and Information System (GCIS) Acting Director-General, Nomonde Mnukwa, said the cut will come as a relief for cash strapped consumers.

“The reduction in the interest rate and the sustained decline in inflation provide a welcome reprieve for our citizens. These combined factors are not only helping to lower the cost of borrowing, but also offer significant relief to households struggling with high costs of living,” she said.

Mnukwa added that government remains focused on stabilising the economy and “supporting household income”.

“It is also inspiring to note that the inflation rate now falls comfortably within the South African Reserve Bank's target range of 3% to 6%, allowing more room for economic planning and investment,” she said.

In his announcement of the repo rate cut on Thursday, SARB Governor Lesetja Kganyago said the bank’s forecasts expect progress in inflation to be sustained.

“In the near term, we continue to see a dip in headline inflation, supported by the stronger exchange rate and lower oil prices. The implied starting point of the rand is R18.04 to the US dollar, an appreciation of nearly 2% relative to our July assumption.

“This contributes to fuel price deflation, which helps keep headline inflation below 4% through the first half of next year. As usual, we will look through this near-term supply shock, focusing on the medium-term outlook,” Kganyago explained. – SAnews.gov.za

Basic Education ready for 2024 matric examinations

Basic Education ready for 2024 matric examinations

The Department of Basic Education (DBE) says all systems are in place for it to administer the National Senior Certificate (NSC) examinations for the Class of 2024.

The department briefed the Portfolio Committee on Basic Education this week on a preliminary report regarding the state of readiness for this year’s Grade 12 final examinations.

Basic Education Minister Siviwe Gwarube, Deputy Minister Dr Reginah Mhaule and Director-General Mathanzima Mweli led the departmental delegation to Parliament.

The examinations are set to run from 21 October to 27 November 2024, and marking will commence immediately thereafter.

“There are 55 053 markers appointed, who will be stationed at 188 marking centres. The results will be released to candidates on 16 January 2025. The Minister will announce the results on 15 January 2024,” the department said.

Delivering opening remarks, Gwarube said the DBE had done a lot of work to prepare both the candidates and the system for this year’s examination. She said this was a pivotal moment for the learners, who are in their last weeks in the basic education system.

In terms of system readiness, the Chief Director for National Assessment and Public Examinations, Dr Rufus Poliah, reported that there were 732 448 full-time candidates enrolled for NSC examinations this year, which is 8 400 more than in 2023.

“KwaZulu-Natal has the largest Grade 12 population with 172 213 candidates, while Gauteng contributes the second largest number with 136 620. Eastern Cape has 103 975 and Limpopo has 94 236. Mpumalanga has 68 455 and the Western Cape has registered 64 552 candidates. The North West has 41 480, while the Free State has 37 737 and the Northern Cape has 13 180 registered candidates this year.

“There are 136 195 part-time candidates registered to sit for various subjects this year. The examinations will take place in 6 909 centres across the nine provinces,” the department said.

Poliah said a total of 162 question papers for the 2024 October/November examinations have been approved by Umalusi and are ready for handover to provinces for printing.

The Class of 2024 is the seventh cohort that will sit for South African Sign Language (SASL) Home Language (HL) examinations in November 2024. Twenty- three schools in nine provinces have 210 candidates registered for SASL HL, compared to 134 candidates in 2023.

In terms of learner readiness, the Deputy Director-General for Curriculum, Dr Barney Mthembu, highlighted several factors that need to be taken into account regarding the current cohort of Grade 12 learners.

“Firstly, the Class of 2024 was in Grade R in 2012, the year of implementation of the Curriculum and Assessment Policy Statement (CAPS) in foundation phase. Secondly, they entered Grade 8 in 2020 at the height of COVID-19, which means their transition from primary to secondary school was seriously disrupted.

“Thirdly, their Grade 9 year (2021), which is crucial for subject selection in Grade 10, was also disrupted due to COVID-19,” Mthembu said.

He said learners experienced social distancing, which limited group work between teachers and group assessment activities. Rotational attendance affected coverage of the curriculum and created content gaps. At the height of COVID-19, teacher absenteeism affected teacher curriculum coverage negatively for this cohort.

In spite of these disruptions, the department said this cohort started to benefit from the Learning Recovery Programme at primary school.

“Strategies and interventions aimed at addressing the academic setbacks of COVID-19 were introduced. In Grade 10 (2022), the system was beginning to recover from the COVID-19 restrictions, which led to a return of the majority of learners to school.

“This saved this cohort from rotational attendance and loss of teaching and learning time. It also helped them to complete the Grade 10 Annual Teaching Plans (ATPs). In Grade 11 (2023) this cohort had an advantage of the removal of social distancing and other related restrictions. This helped it to cover the Grade 11 Annual Teaching Plans,” the department said.

This year, in Grade 12, they are benefiting from a wealth of resources that were developed to assist the classes of 2020, 2021, 2022 and 2023 with learning and studying. These include previous diagnostic reports, question papers and study material.

Mweli has visited 162 study camps in different parts of the country throughout the year to support the Grade 12 learners.

The department further highlighted that the Class of 2024 has also benefited from being taught by teachers who have improved subject results in 2022 and 2023, making them motivated to improve performance in 2024.

The Class of 2024 reached Grade 12 when schools had mastered the skill of using the diagnostic reports of the previous years for examination preparation. – SAnews.gov.za

Repo rate drops for the first time since 2020

Location: News

Repo rate drops for the first time since 2020

The South African Reserve Bank’s Monetary Policy Committee (MPC) has decided to cut the repo rate by 25 basis points, bringing it down to 8%.

The cut – the first one since 2020 – moves the prime lending rate to 11.50%.

The cut was announced by Reserve Bank Governor Lesetja Kganyago following a meeting of the bank’s MPC.

“In discussing the stance, MPC members considered an unchanged stance, a 25-basis point cut, and a 50-basis point cut. The MPC ultimately reached consensus on 25 basis points, agreeing that a less restrictive stance was consistent with sustainably lower inflation over the medium term.

“The forecast sees rates moving towards neutral next year, stabilising slightly above 7%. As before, the rate path from the Quarterly Projection Model remains a broad policy guide, changing from meeting to meeting. Decisions of the MPC will continue to be data dependent, and sensitive to the balance of risks to the outlook,” Kganyago said on Thursday.

The cut comes on the heels of an announcement by Statistics South Africa that inflation has once again dipped to 4.4% – the lowest it has been since April 2021.

Kganyago said the bank forecasts that this will be sustained.

“Moving to inflation, headline eased to 4.4% in August, a three-year low, and close to the middle of our target range. Our forecast suggests this progress will be sustained, with inflation contained below the 4.5% midpoint of our range through to the end of the forecast horizon, in 2026.

“In the near term, we continue to see a dip in headline inflation, supported by the stronger exchange rate and lower oil prices. The implied starting point of the rand is R18.04 to the US dollar, an appreciation of nearly 2% relative to our July assumption.

"This contributes to fuel price deflation, which helps keep headline below 4% through the first half of next year. As usual, we will look through this near-term supply shock, focusing on the medium-term outlook,” Kganyago explained.

The Governor warned that it is crucial for South Africa to sustain the momentum of reforms, “given a potentially adverse external environment”.

“This entails both structural reforms to support growth capacity, and macroeconomic efforts to rebuild fiscal and monetary buffers.

“The MPC’s main contribution is to deliver low and stable inflation, with well-anchored inflation expectations.

“We also recommend additional measures that would improve economic conditions. These include reaching a prudent public debt level, further repairing and strengthening network industries, lowering administered price inflation, and keeping real wage growth in line with productivity gains,” Kganyago concluded. – SAnews.gov.za

The late former Minister was also affectionately known as “PG”.

“It was his humility as a person and as a leader that made him great. It was his unwavering belief that a political activist must serve no other cause than the cause of freedom that made PG exceptional.

“It is that which makes great all true servant leaders. Leaders who accept the responsibility to lead with humility, commitment and courage. They are leaders who also submit themselves to being led.

“These are leaders who speak up when they must, but who also listen to the voices of our people attentively. These are Leaders who are magnanimous in victory and gracious in defeat. Such leaders are people who stand up for what is right even at great personal cost to themselves,” President Ramaphosa said.

Gordhan’s political journey began at a young age when he became involved with the Natal Indian Congress and the South African Communist Party. His activism, rooted in civic and student politics, saw him rise to the ranks of leadership in both the African National Congress (ANC) and the South African Communist Party (SACP).

Commitment to justice

The first citizen recalled Gordhan's role in Operation Vula, his subsequent torture and solitary confinement, and his steadfastness in the face of adversity.

The President added that Gordhan's involvement in the United Democratic Front, his leadership during the anti-apartheid struggle, and his critical role in South Africa’s transition to democracy underscored his deep commitment to justice.

“He was one of those rare people who knew the cost of struggle. His activism earned him arrests, beatings and detention. He knew the perils of underground work.

“As an operative of Operation Vula, he was interrogated, tortured and thrown into solitary confinement. Yet, whenever called upon, he stepped forward to serve,” the President said.

Diligence

Gordhan’s impact extended beyond the political arena, most notably during his tenure as Minister of Finance, where he navigated South Africa through challenging economic times.

President Ramaphosa praised Gordhan for his diligent work at the South African Revenue Service (SARS) and his contributions to the careful management of public finances, which laid the foundation for the transformation of South Africa’s society.

In his eulogy, the President also reflected on Gordhan’s courage during the turbulent period of state capture, where the former Minister stood firm against corruption and abuse of power.

“During one of the most painful chapters in our democratic history, as the state was being looted by the powerful and connected, he chose to resist. Using all means at his disposal, he worked to thwart the capture of the state

“Drawing on his substantial moral stature, he refused to be silenced. He was prepared to confront those who had once been his comrades, whom he had once looked up to as his leaders, but who had abandoned the cause of the people,” he said.

The President hailed Gordhan’s resilience despite enduring personal attacks.

“As many others looked away, his revolutionary consciousness demanded no less of him than that he speak out. For him, it was no different to when he joined the struggle against apartheid. It was a choice between what was right and what was wrong. It was a choice between standing with the people or standing against the people. There was never any doubt where Pravin Gordhan would stand,” President Ramaphosa said.

The President described Gordhan as a person of "true mettle", whose revolutionary consciousness never wavered. He emphasised that Gordhan’s legacy continues to inspire those striving for a just, free, and equal South Africa.

Collaborative spirit

President Ramaphosa had the privilege of working alongside Gordhan for many years during the struggle against apartheid, at the Convention for a Democratic South Africa (CODESA), the Constitutional Assembly, in the African National Congress and in government.

“I will remember him fondly for his collaborative spirit. I will remember him for his tact, especially when we disagreed. I will remember him standing firm on principle. I will miss his incisive contributions in Cabinet and other meetings. I will miss our many discussions over many hours, and the telephone conversations late into the night.

“I valued his frankness and forthrightness. I respected his opinions. And I appreciate that he always afforded me the same courtesy. He was my comrade and my colleague, but he was also a friend,” the President said. – SAnews.gov.za

The most fitting tribute to Gordhan is to reflect on our own actions – President Ramaphosa

The most fitting tribute to Gordhan is to reflect on our own actions – President Ramaphosa

President Cyril Ramaphosa has called on leaders and South Africans alike to reflect on the lessons drawn from the life and activism of the late former Cabinet Minister Pravin Gordhan.

The President urged individuals to embody the values of integrity, courage, and service that defined his leadership.

President Ramaphosa was addressing mourners at Gordhan’s special official funeral held at the Inkosi Albert Luthuli Convention Centre in eThekwini on Thursday.

"There are a great many lessons we can draw from his life and from his political activism. The most fitting tribute we can pay to him is to reflect on our own actions.

“To consider what we can and should each do to serve our country. To reflect on what it means to be an activist. To consider if we are prepared to weather the great storms that so often confront acts of courage and integrity. It is in times of difficulty that moral courage is valued most. It is at times of renewal and rebuilding that activism is most needed,” the President said.

As South Africa continues to recover from its challenges, President Ramaphosa said government will rely on men and women of integrity to help steer the nation toward a new era.

He described Gordhan as one such leader, whose courage and unwavering commitment to the country’s democratic values will continue to inspire future generations.

“As we strive to rebuild our country, as the Government of National Unity, we will rely on men and women of integrity, honour and courage to support us, to hold us to account, and to help shepherd in a new era for South Africa and its people.

“Pravin Gordhan’s spear has fallen. Let us together pick it up,” President Ramaphosa said, invoking a powerful symbol of the nation’s collective responsibility.

He acknowledged the personal sacrifices made by Gordhan’s family throughout his years of public service, expressing the nation's shared sorrow at the loss of a devoted husband, father, and brother.

As the nation bids farewell to one of its most dedicated public servants, President Ramaphosa concluded his tribute with a poignant message, quoting the Indian poet Rabindranath Tagore: "Give me the strength lightly to bear my joys and sorrows. Give me the strength to make my love fruitful in service."

In remembering Gordhan, the President praised his commitment to standing for the poor, his refusal to bow to injustice, and his resilience in the face of personal attacks.

"Where many tried to bring you low with their insults, your feet remained firmly on the high ground. And now you have surrendered your strength to the will of the Creator,” he said.

Gordhan’s legacy, the President stressed, is one of service, integrity, and love for the people of South Africa.

"You were a much admired, much respected, and much loved comrade, colleague, leader, and friend. Rest in peace, good and faithful servant of the people,” the President said. – SAnews.gov.za

Gender equality is contingent on women’s economic development

Location: News

Gender equality is contingent on women's economic development

Department of Women, Youth and Persons with Disabilities Director-General, Advocate Mikateko Maluleke, says gender equality is contingent on women's economic development and financial independence.

“Worldwide, history and research has demonstrated that women’s economic empowerment increases their access to economic resources and opportunities including jobs, financial services, property and other productive assets, skills development and market information,” Maluleke said.

She highlighted that for South Africa, this outlook has translated itself in vast areas of development where women are taking the reins and actively contributing to their country’s development agenda.

“South Africa’s economic empowerment mechanisms for promoting the status of women, fully utilising government resources and effectively mobilising social resources lays an important foundation in the promotion of gender equality and women’s development,” Maluleke said.

The DG was speaking on Thursday at the Women for Social Progression session held during the BRICS Women’s Forum currently underway in St. Petersburg, Russia.

The Eurasian Women’s Forum is an influential international platform that enables women leaders from all continents to engage in dialogue and adopt joint decisions on key issues concerning international cooperation, sustainable economic development, the assimilation of new technologies, a healthy lifestyle, environmental safety, and the promotion of social charitable projects.

Maluleke pointed out that shared commitment across all sectors to support, grow, empower, and recognise women leaders not only promotes fairness, but it also improves the performance of state companies and organisations.

She said empowered, inspired, and developed women are critical to improving any country’s global competitiveness and “this is equally the legacy that will be passed over to future generations”.

“Gender equality and empowered women are catalysts for multiplying development efforts and positively positioning the competitiveness of countries as an attractive investment destination.

“Women are architects of society and are revered for their strength in building the family unit and homes, as well as their contributions to the communities, societies and nations,” Maluleke said. She emphasised the importance of integrating digital technologies into all areas of business, changing how economic and social activities are conducted.

While digital technology can bring tremendous opportunities, Maluleke acknowledged that it can also widen socioeconomic gaps for those who lack internet connectivity, affordable devices, or the skills to benefit from digital services.

She said vulnerable people and groups who do not have training in digital skills are equally more susceptible to online risks including fraud, data disclosure, identify theft and cyberbullying.

Maluleke also noted that while the digitalisation of social protection presents immense opportunities for delivering welfare services more efficiently and effectively, it also raises critical challenges related to data protection, data poverty, and bias and discrimination.

“Protecting sensitive data, ensuring privacy through consent, and minimising surveillance risks are crucial for maintaining trust and upholding individual rights. Addressing the digital divide and providing alternative methods for inclusion will ensure that vulnerable groups are not left behind in the transition to digital systems,” the Director-General said. – SAnews.gov.za

Tourism sector encouraged to unite to grow

Tourism sector encouraged to unite to grow

Tourism Deputy Minister Maggie Sotyu says it is important for the tourism sector to stand together, united by the common goal of growing an inclusive sector.

“We have over 300 delegates representing the sector, which is testimony of our success in working together to fully recover from COVID-19 shocks and further grow the tourism sector,” Sotyu said.

Addressing the Tourism Leadership Conference taking place in Sun City, North West province, on Thursday, Sotyu applauded the tourism sector for its resilience and perseverance since the COVID-19 pandemic.

“We are here to not just reflect on the past but also to look forward, charting a course for the future of the tourism sector,” she said.

Sotyu said by continuing to adapt and finding ways to maintain operations, the tourism sector played a vital role in supporting local economies and communities.

“While we are here to understand the business landscape and plan together for a prosperous sector ahead, let us acknowledge our achievements that materialised since the last conference.

“I want to emphasise that the tourism sector is a crucial economic sector for our country. Another notable achievement is that we are on our way to achieve our collective target of 2019 international arrivals by 2024, and we must build on this to achieve our National Development Plan (NDP) revised target of 15.1 million tourists by 2030.

“Also pleasing is that we have fully recovered on the domestic tourism front, and now need to consolidate on the gains and go beyond just travel,” Sotyu said.

She commended the tourism sector for their participation in the sho’t left campaign in their numbers.

READ | Township and village tourism have a lot to offer

“The listing of your products and the all-important discounts on the sho’t left website is much appreciated. However, we need more in the future campaigns,” said Sotyu.

In September 2023, the Tourism Minister released the green paper on tourism for public comment, and over 3 500 submissions were made to the department, which were all considered and the white paper is currently under consideration by Cabinet.

Cabinet has also approved the Tourism Sector Master Plan and extended its implementation until 2026.

Sotyu explained that the reason for the extension was based on the fact that the sector has not fully recovered from the COVID-19 impact and that more still needs to be done, such as increase aviation capacity and improve visa facilitation for large markets, especially India and China.

“The gazetting of the white paper for implementation will improve the enabling regulatory environment. I would like to indicate that the implementation of the Tourism Master Plan is well underway, and the tourism stakeholders are holding each other accountable through the Master Plan structures,” she said.

Sotyu said the department had partnered with the sector and developed the Tourism Crisis Management Strategy to build the resilience of the sector.

“If anything, COVID-19 taught us to anticipate any scenario. The strategy aims to ensure that the sector is able to mitigate and respond to and manage crisis as and when such occurs,” she said. – SAnews.gov.za

SA signs reviewed joint declaration with Germany to boost urban development

SA signs reviewed joint declaration with Germany to boost urban development

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, and his German counterpart Federal Minister of Building, Klara Geywitz, have signed a declaration of intent to strengthen relations.

According to the department, the declaration signed on Tuesday renews the commitment to close the exchange that has existed since 2013 with the initial agreement.

The future cooperation themes include enhanced collaboration in integrated urban development across all administrative levels and joint efforts to ensure increased public participation in urban development issues.

The signing of the reviewed Joint Declaration of Intent (JDI) took place on the sidelines of the 17th Federal Congress on National Urban Development Policy in Heidelberg, Germany.

Hosted by Germany’s Federal Ministry for Housing, Urban Development and Building, in conjunction with the Conference of German Building Ministers and top city associations, the congress aims to facilitate crucial discussions on the future of urban spaces.

Speaking at the signing of the reviewed JDI, Hlabisa said it marked a significant milestone in their ongoing partnership.

“This collaboration, which has flourished for over a decade, continues to enrich both our nations. By sharing expertise and engaging in joint efforts to enhance urban development, we are not only addressing the needs of our cities but also setting a global standard for inclusive and sustainable growth.

“This partnership shows how working together and learning from each other can make a big difference in improving our communities. By sharing ideas and solutions, we can create better and safer places for everyone.

"It’s proof that when we join forces and support each other, we can build a better future for all,” the Minister said.

Geywitz also welcomed the signing of the reviewed JDI, saying they were continuing the close and enriching collaboration with South Africa that has lasted for over 10 years.

“It is a joint commitment to further intensive, trusting and cordial cooperation. The exchange with South Africa – both with our partner ministry and with the municipalities and civil society – gives us valuable insights into administrative action and planning practice in South Africa. These perspectives and approaches to solutions help us a lot in our work,” she said.

In addition to an active exchange of expertise on national urban development policies and their implementation programmes in Germany and South Africa, there has been a further focus on inter-municipal learning networks between the two countries’ municipalities, city associations and national governments since 2016.

“The current network with the cities of KwaDukuza, Nelson Mandela Bay, Stellenbosch, uMhlathuze, Bottrop, Karlsruhe, Ludwigsburg and Nuremberg deals with the question of how urban districts can be made livable and safe for everyone, especially for marginalised groups such as women and girls, and how equal access to public spaces can be ensured.” – SAnews.gov.za

Committee welcomes plans to terminate Cape Town NSFAS lease

Committee welcomes plans to terminate Cape Town NSFAS lease

The Portfolio Committee on Higher Education and Training has commended the proposed plans by Higher Education and Training Minister, Dr Nobuhle Nkabane, to terminate the rental agreement of the National Financial Aid Scheme (NSFAS) headquarters in Cape Town.

Committee Chairperson, Tebogo Letsie, said the NSFAS headquarters in Cape Town had always been a sore point for the committee since moving from its previous leased building in Wynberg to the Cape Town city centre.

“While many students suffered in terms of funding, getting their allowances on time and accommodation challenges, the entity enjoyed a building with scenic views," said Letsie.

This comes as it has been reported that there are plans to end the lease of the Cape Town office to reduce costs, among other things.

Letsie said the committee had criticised the decision by NSFAS to move its headquarters to a place where most of its clients do not have access to their services.

He said the planned termination was long overdue and was a positive step towards addressing decades of mismanagement of student affairs by NSFAS.

“[The] NSFAS budget is bigger than many national departments and we have always maintained that the offices of NSFAS must be in Gauteng where we have the highest concentration of the student population.

“Ultimately, the committee would like to see the decentralisation of NSFAS to all regions which will ensure accessibility to students across the country added,” the chairperson said.

The committee welcomed the new NSFAS 2025 online applications intake opening on Friday, 20 September 2024, to allow for extensive consultations with institutions, stakeholders, and student formations. – SAnews.gov.za

KZN Premier attends Climate Week in the US

KwaZulu-Natal Premier, Thamsanqa Ntuli,  has embarked on a strategic working visit to the United States of America (USA) where he will be attending the highly anticipated Climate Week forum.

The Climate Week NYC, held in conjunction with the United Nations General Assembly, is one of the world’s largest annual events dedicated to climate action and sustainability.

The forum will take place in New York City from 22 to 29 September 2024. It brings together leaders from the world of business, including government, political change makers, academia, and civil society from all over the world, who will gather to drive the transition forward, speed up progress, and champion change that is already happening.

Ntuli, who left the country this week will be engaging in high-level discussions and forming strategic partnerships during Climate Week.

The KwaZulu-Natal Provincial government said Ntuli’s visit to New York underscores the province’s commitment to addressing climate change, promoting sustainable development, and strengthening ties with the USA—South Africa's third-largest trade partner.

“Premier Ntuli’s objectives include reaffirming the strategic and mutually beneficial relationship between KwaZulu-Natal and the United States, advocating for enhanced international cooperation in tackling climate change, securing investments in green technologies, and implementing sustainable land-use practices,” the provincial government said.

The provincial government added that the Premier’s visit aims to achieve several key outcomes, including securing international cooperation; obtaining support and investment for renewable energy projects and climate adaptation initiatives; forging global partnerships; and collaborating with international organisations, climate-focused non-profits, and private sector stakeholders to advance climate action.

The visit also aims to showcase provincial progress, highlight KwaZulu-Natal’s achievements in climate resilience, including improvements in disaster risk management and biodiversity conservation.

“Ntuli’s participation in Climate Week and related events signifies KwaZulu-Natal’s proactive approach to global climate challenges and positions the province as a leader in climate adaptation and sustainability. The insights and partnerships gained from this visit are expected to enhance KwaZulu-Natal’s long-term climate resilience and contribute to sustainable development efforts,” the provincial government highlighted.

The Premier will on Friday hold a meeting with the South African Consul General to New York, Simon Cardy, which will cover a range of global issues, including trade, investment, climate change, food security and energy.

The discussion is part of a broader effort to align KwaZulu-Natal’s strategies with global climate goals and secure international support for the province’s sustainability initiatives.

Climate resilience

KwaZulu-Natal has recently faced severe climate-related challenges, including heavy rainfall, strong winds, hailstorms, and a tornado that have caused significant infrastructure damage, particularly in the eThekwini Metro, Ilembe and Howick areas.

The April 2022 floods, among the worst in the province’s history, resulted in over 400 fatalities and severe disruption to infrastructure, including port operations in Durban.

“These recent events underscore the urgent need for enhanced climate resilience. The Premier’s visit aims to address these challenges by securing international collaboration and investment to bolster KwaZulu-Natal’s capacity to manage and adapt to climate risks,” the provincial government said.

MEC for Agriculture and Rural Development, Thembeni kaMadlopha-Mthethwa, has been appointed as Acting Premier of the province during Ntuli’s absence. KaMadlopha-Mthethwa will oversee the provincial responsibilities until the Premier returns. – SAnews.gov.za

Deputy President's NCOP briefing postponed

Deputy President Paul Mashatile has written to the Chairperson of the National Council of Provinces (NCOP), Refilwe Tsipane, to request a postponement of the session for oral reply to questions scheduled for later today.

“The Chairperson has kindly acceded to the Deputy President’s request.

“In line with questions from the NCOP, Deputy President Mashatile was due to brief the council on the seventh administration’s plans to improve the performance of municipalities and accelerate service delivery challenges in some municipalities,” the statement read.

According to the Presidency, the Deputy President’s request was occasioned by two considerations.

These include the passing of former Minister and stalwart Pravin Gordhan, whose funeral is underway in Durban.

“The Deputy President thought it prudent to allow members and former colleagues of the Minister the opportunity to pay their respects fully and to show their support to the Gordhan family at this difficult time.”

In addition, the Deputy President has been advised by his medical team to take a week off from his official duties to rest and recuperate following the medical incident over the weekend in Tzaneen, Limpopo.

READ | Deputy President well after N’wamitwa Day celebrations address

“While the Deputy President is no longer in any danger and is in high spirits, he is following the medical team’s advice and has withdrawn from scheduled official duties for the current week,” the statement read.

According to his Office, the country’s second-in-command takes parliamentary oversight extremely seriously and has worked tirelessly during his time to boost the national executive’s accountability to the National Assembly and the NCOP.

“As such, he will work closely with the NCOP Chairperson to find a suitable date for the rescheduling of the session as soon as possible.”

The Presidency said the Deputy President looks forward to having an opportunity to appraise Parliament of the Government of National Unity’s efforts to improve municipal governance and service delivery, accelerate the process of land reform and boost South Africa’s agricultural output and food security.

The Government of National Unity is also looking into the imminent rollout of plans to fight crime, and deal with the emergent scourge of criminal extortion and other forms of economic sabotage.

“The Office of the Deputy President and the NCOP will communicate the alternative arrangements for the postponed session as soon as they are agreed and finalised.” – SAnews.gov.za

The Maternity Support Grant is a government initiative

The Maternity Support Grant is a government initiative

By Lumka Oliphant

Government remains committed to building a better South Africa for all, as envisaged by former President Nelson Mandela.

The more we get things right and strengthen legislation and policies, the more the target seems to outpace the five years of any single administration.  One such example is anything related to social assistance or social grants.

Last week, two things caught my eye around social assistance that I think we need to talk openly and honestly about:
1. The maternity benefits or pregnancy grant as it was framed, and
2. The supposed underspending by the South African Social Security Agency (SASSA) of R4 billion on the grant – the second one being the most contentious one.

Let us deal with the first one quickly. I would  have loved to delve deeper on the R4 billion supposed underspending but it is a subject of a court challenge and these facts will be part of the court case.

So, it would be premature to discuss these in the public domain.

The Maternal Support Grant (MSG) Draft Policy has been in the making by the Department of Social Development since 2012, when the department commissioned a study on the feasibility of introducing maternity benefits in South Africa.

At the time, the study sought to investigate state support options for vulnerable pregnant women.

The study was necessitated, amongst others, by the acknowledgement and recognition of the constitutional provision that everyone has the right to have access to social security and that those who are unable to support themselves and their dependents should access appropriate social assistance (Section 27, (1) (C) of the Constitution).

Following the conclusion of the study, an interdepartmental task team (IDTT) was formed.  It was led by the departments of Health and Social Development, and included the SASSA, and the departments of Basic Education, Higher Education, Home Affairs, Justice and Labour, among others.

The team was also supported by national and international organisations with a particular focus on addressing stunting in South Africa – they provided technical support.

A workshop held in 2015 acknowledged all the pregnancy-related services offered across government, coming to the conclusion that there was a need to link them, hence the institution of the task team.

The central objective of the MSG Draft Policy is to provide comprehensive support to vulnerable pregnant women who are unable to support or take care of themselves.

It intends to introduce a state social assistance provision for vulnerable pregnant women in order to improve the health and wellbeing of vulnerable mothers and their unborn children.

The draft policy also aims to provide an MSG linked to related services from the first trimester up to the first 1000 days of a child’s life.

It is also expected to assist the Department of Home Affairs in its effort to register all births in South Africa within 30 days of birth.

Policy-making is a very rigorous process, which begins with research to gather evidence, developing a discussion document and subsequently a policy document.

This policy is no exception, and to this end, the discussion and draft policy document were extensively consulted across government, civil society, organised labour as well as potential beneficiaries.

Subsequent to having extensively consulted the discussion paper prior to the COVID-19 pandemic, the department conducted extensive consultations around the country – between May 2022 and March 2023, wherein a total of 27 consultations were completed.

The draft policy has already been taken to the Social Protection, Community and Human Development Cluster – a normal government policy process – and has been given the green light for tabling at Cabinet for consideration for public comments.

It should be noted that this is a policy of government and should be contextualised as such.

Should Cabinet support the draft policy for public comments, we will encourage all interested parties at the right time to raise their voices so that we can strengthen our child protection services within the first 1000 days of a child.

Suspect arrested for attempted murder, possession of illegal ammunition

Police have arrested a suspect wanted in an attempted murder case in Malmesbury in the Western Cape.

On Tuesday morning, members of the Malmesbury Crime Prevention Unit responded to information about a wanted suspect, who was in hiding. The suspect had evaded arrest after perpetrating attempted murder over the weekend, where a victim sustained a gunshot wound.

The information led the members to the hiding place of the suspect on Anemone Street in Wesbank, Malmesbury, where they found and apprehended the 22-year-old suspect.

When the members searched the suspect and the premises, they found a .38 special revolver and four rounds of ammunition. Further investigation revealed that the suspect had stolen the firearm during a burglary.

The suspect will appear in the Malmesbury Magistrates’ Court on charges of possession of an unlicensed firearm and ammunition, and attempted murder. – SAnews.gov.za

Digital platforms crucial to keeping citizens connected

Digital platforms crucial to keeping citizens connected

Deputy Minister in the Presidency, Kenny Morolong, has emphasised the significance of digital platforms like Meta in connecting citizens and empowering them through educational content, job opportunities, service announcements and real-time communication.

“This is indeed a step towards creating a more informed and connected society where government is responsive to the needs of citizens,” he said on Wednesday.

The Deputy Minister was delivering a keynote address through a virtual platform at the second Meta for Government Summit in Johannesburg on Wednesday.

Meta, in partnership with the Ministry in the Presidency and the Government Communication and Information System (GCIS), is hosting this year’s summit, which is currently underway.

The Deputy Minister said the summit’s timing was crucial as it confronts digital age challenges and opportunities for government communication and economic growth in South Africa.

He believes that South Africa is witnessing an unprecedented transformation in the way government governs and engages with citizens.

“Digital media platforms such as those provided by Meta play a pivotal role in this journey by helping us connect with our citizens more directly, openly and effectively.

“Government has made digital engagement central to our efforts to uplift our people and empower them to take charge of their destinies,” he told the attendees.

He said digital tools can drive economic inclusion and ensure all citizens benefit from Meta's platforms, the parent company of Facebook.

“This is particularly crucial for small businesses and entrepreneurs who have used these platforms to create jobs and expand their reach.”

Fake news

The conversation also addressed the challenges of misinformation and the need for media sustainability.

Shifting his focus to online threats, fake news, disinformation, misinformation and deepfakes, he said government continues to witness the unintended consequences of social media platforms.

“These issues relate to the immigration of bad practices, some of which have resulted in high levels of cyberbullying directed at journalists, children, youth and people with disabilities.”

He said the South African government viewed the spread of misinformation as a serious threat and called on platforms such as those managed by Meta to play an active role in curbing this “unwelcome reality”.

The Deputy Minister underscored ethical digital tool usage, with a call for collaboration to ensure safe and effective digital engagement.

Morolong welcomed Meta’s ongoing efforts to tackle disinformation by employing fact-checkers, developing sophisticated content moderation systems and supporting digital literacy initiatives.

“This is vital to ensuring that citizens receive accurate information that they can trust and are protected from malicious content designed to cause discomfort,” he added.

Southern Africa Meta’s Head of Public Policy, Thabo Makenete, highlighted the use of WhatsApp for event announcements and the potential of artificial intelligence (AI) to create richer content and broader reach.

He described AI as a breakthrough technology of the 21st century with a focus on its potential to solve new and old problems.

Cooler weekend expected, says weather service

Location: News

Cooler weekend expected, says weather service

While many South Africans are experiencing a hot to very hot start to spring with the first heat wave of the season occurring over parts of Mpumalanga and Limpopo, cooler weather is expected from Thursday.

Weather conditions are expected to change significantly as a cold front and cut-off low-pressure system will introduce wintery conditions to the Western Cape, southern parts of the Northern Cape and the Eastern Cape from Thursday, 19 September 2024.

Significantly colder conditions will then spread to KwaZulu-Natal, the Free State and Mpumalanga on Friday, 20 September, and reach Gauteng, North West and Limpopo on Saturday, 21 September.

“Disruptive snowfall and bitterly cold conditions are expected to affect the high-lying areas of the Eastern Cape (especially the north-eastern high-ground) from Thursday, spreading to the eastern and southern high-ground of the Free State, the western and southern high-ground of KwaZulu-Natal and extending as far as the southern Highveld of Mpumalanga on Friday into Saturday morning,” the SA Weather Service (SAWS) said in a statement.

The public and small stock farmers are advised to take the necessary precautions ahead of the expected adverse weather conditions to ensure the safety and health of their animals.

A cold front arrives in the Western Cape today resulting in showers and rain over the south-western parts, spreading to the Garden Route and Little Karoo by this evening and to the Eastern Cape tomorrow.

“It will be cold to very cold over parts of the Western Cape interior and the Eastern Cape on Thursday. Strong to near-gale force winds with rough seas of 4 to 6 metres are likely along the Western Cape coast today, spreading to parts of the Eastern Cape coast overnight and to the coast of KwaZulu-Natal tomorrow.

“Light snowfalls are likely to occur over the eastern mountains of the Western Cape and the northern high-ground and mountains of the Eastern Cape, mainly from Thursday afternoon into the evening, while becoming disruptive over the north-eastern high ground of the Eastern Cape later in the evening,” the Weather Service said.

In contrast, very hot to extremely hot temperatures - exceeding 38 to 40°C - are expected to occur over parts of the Limpopo Valley and Lowveld of Limpopo ahead of this system.

On Friday, an intense cut-off low pressure system will develop along the border of the Northern and Eastern Cape provinces and will move into the southern parts of the Free State in the evening.

This system will result in widespread showers and thundershowers over parts of the Eastern Cape and KwaZulu-Natal (with possible heavy rainfall along the coastal regions), while scattered thunderstorms are possible over parts of Gauteng, western Limpopo, the eastern parts of the North West and the Free State as well as parts of Mpumalanga.

Bitterly cold daytime temperatures of 4 to 8°C can be expected over the high-lying areas of the Eastern Cape, the eastern Free State, and the interior of KwaZulu-Natal, where widespread snowfall is likely.

SAWS said current numerical weather prediction models indicate the possibility of light snowfall over the southern parts of Gauteng and the remainder of the Highveld of Mpumalanga on Saturday morning.

“However, there is significant uncertainty regarding this outlook, as the forecast may still change.”

Disruptive snowfall of 15 to 30 cm can be expected over the north-eastern high-lying areas of the Eastern Cape, the western and southern areas of KwaZulu-Natal, the eastern Free State and the southern Highveld and escarpment of Mpumalanga, mainly on Friday continuing into Saturday morning.

“This may result in the closure of mountain passes, loss of livestock and crops, and affect major traffic routes (parts of the N3, N5 and N11). Cold to very cold daytime temperatures (8 to 12°C) can also be expected over Gauteng and the eastern parts of North West on Saturday, 21 September.

The cut-off low is expected to weaken and exit the country from Saturday afternoon. Daytime temperatures are expected to recover quickly from Sunday into Monday across eastern South Africa.

The weather service will therefore continue to monitor any further developments relating to this weather system and will issue subsequent updates as required.

The public is urged and encouraged to regularly follow weather forecasts on television and radio. – SAnews.gov.za
