Jo-Ane van Dyk earns Team SA’s sixth medal at Olympics

South African athlete Jo-Ane van Dyk has earned Team South Africa’s sixth medal at the 2024 Paris Olympics Games.

Van Dyk won a silver medal during the women's javelin on Saturday at the Stade de France, Paris, on Saturday night.

“At a packed Stade de France on the final night of track and field action at these Games, she produced a third effort of 63.93m, which highlighted the form she’d shown all week, and moved her up into the silver medal, behind Japan’s Haruka Kitaguchi, who had opened with a winning 65.80m.

“It was an emotional evening all round, because Van Dyk is coached by Terseus Liebenberg, who also guided Viljoen to the silver medal at Rio 2016,” the South African Sports Confederation and Olympic Committee (SASCOC) said.

Van Dyk had attended her first Olympics in Tokyo, and there she was eliminated in qualifying with a best of 57.69m.

“Here, she is three years older, three years wiser and a different athlete entering the prime of her career. The South African’s first throw of 59.72m had been below par by her standards. She upped it by exactly two metres to 61.72m, which still wasn’t enough to get into medal contention on a stacked leaderboard.

“However, her third throw was another two metres further and that 63.93m was to be 25cm better than bronze medallist Nikola Ogrodnikova, and 53cm better than the fourth-placed finisher, Sara Kolak,” SASCOC said.

Meanwhile, high jumper Brian Raats couldn’t better his first jump, where he cleared 2.17m, and ended up in 12th place, with the gold going to New Zealand’s Hamiush Kerr with 2.36m.

“Team SA’s men’s 4x400m took to the track having been reinstated into the final after the referee intervened on Friday following interference and a tumble in their heat. Gardeo Isaacs, in lane one, took the opening, which he covered in 45.67sec, leaving Zakhiti Nene at the back of a nine-country field.

“However, Nene again scorched around the track and has been Team SA’s best 400m athlete at these Games. He made up four places with a lap of 43.81. Lythe Pillay kept the momentum with a 43.97 run and at the changeover, South Africa were still fifth. And that’s where they stayed as Antonie Nortje finished off with a 44.67.

"With the United States winning gold in an Olympic record 2:54.43, South Africa’s quartet set a national record 2:58.12,” SASCOC said. - SAnews.gov.za

Parliament committed to advancing gender equality

Location: News

Parliament committed to advancing gender equality

As South Africa commemorates Women’s Month, Parliament has reaffirmed its commitment to the ongoing programme for greater women empowerment, emancipation and development, and continues to fight all forms of violence against women.

“Parliament will continue to enhance its oversight to ensure the effective implementation of legislation and policies to promote and protect the constitutionally enshrined rights of women in society,” Parliament’s Presiding Officers, led by the Speaker of the National Assembly, Thoko Didiza, and the Chairperson of the National Council of Provinces, Refilwe Mtshweni-Tsipane, said in a joint statement.

The Presiding Officers made these remarks ahead Women’s Day, which was celebrated under the theme: "Celebrating 30 Years of Freedom Towards Women’s Development".

This year’s commemoration of Women’s Day marked 68 years to the day since 20 000 women of diverse backgrounds from across South Africa marched on the Union Buildings to protest against the extension of pass laws to women.

The women presented a petition against the carrying of passes by women.

The Presiding Officers reflected on the country’s progress over the last 30 years of democracy towards greater gender equity and inclusivity. Parliament has passed laws that have significantly improved the lives of women.

“These legislative efforts have focused on promoting gender equality, protecting women's rights, and ensuring their participation in all aspects of society, from the workplace to the political arena.

“Parliament has also reinforced its commitment to combating gender-based violence by passing laws designed to enhance protection for victims and ensure justice for survivors. These advancements mark significant strides towards a more just and equitable society.

“The democratic dividend has been felt by many, as our women have become makers of history as leaders in government, Parliament and legislatures, the judiciary, and the private sector. Notably, among them is Justice Mandisa Maya, the first woman appointed as Chief Justice in the country. We welcome and applaud this historic milestone,” the Presiding Officers said.

READ | Cabinet congratulates Justice Maya on her appointment as Chief Justice

This year also marks the 70th anniversary of the adoption of the 1954 Women’s Charter by the founding conference of the Federation of South African Women (FSAW).

The Charter called for, among other things, the enfranchisement of men and women of all races; equal opportunities in employment; equal pay for equal work; equal rights concerning property, marriage and children; and the removal of all laws and customs that denied women such equality.

While the Presiding Officers reflected on the progress made in uplifting women over the last 30 years, they also acknowledged the challenges that persist.

“In celebrating these milestones and advances made in the pursuit of women’s emancipation during the last 30 years of our democracy, we remain conscious that much more needs to be done to achieve a non-sexist, non-racial, democratic and prosperous South Africa.

“We must do more, be more vigilant, and guard against the scourge threatening the gains of progress made for our women. This responsibility is a shared one for government, Parliament and every South African,” the Presiding Officers said. -SAnews.gov.za

President Ramaphosa concludes working visit to Angola

President Cyril Ramaphosa has concluded his working visit to the Republic of Angola.

In a st

atement on Thursday, the Presidency said the visit covered three key areas of mutual interest which are namely, the strengthening of the bilateral relationship between South Africa and Angola, sharing perspectives on recent developments in South Africa's political landscape that led to the successful formation of a Government of National Unity (GNU), and reflecting on the security situation in the Great Lakes Region, particularly the developments in the eastern Democratic Republic of Congo (DRC).

“Angola continues to be interested in South Africa's political developments just as we are interested in how Angola is progressing because we are two sister countries that continue to share a wonderful relationship,” said President Ramaphosa on South Africa’s recent political developments.

President Ramaphosa was in Luanda, Angola on a one day working visit as a guest of his counterpart President João Lourenço.

On the consolidation of the bilateral relationship between the two countries, President Ramaphosa said the discussions focused on the enhancement of economic and investment ties.

“The two leaders further reflected on the security situation in the Great Lakes Region. President Ramaphosa applauded President Lourenço for his effort in working for peace in the DRC and for achieving a ceasefire between the DRC and the Republic of Rwanda,” said the Presidency.

The ceasefire agreement between the DRC and Rwanda was recently facilitated by Angola.

The signing by the respective foreign ministers, was facilitated by President Lourenço as the mediator of the Luanda Process. Angola will continue to monitor its implementation.

Both South Africa and Angola are signatories to the 2013 Framework Agreement for Peace, Security, and Cooperation in the DRC and the region, along with several other countries.

The two leaders also committed to continue working together and alongside other leaders in the region to ensure that the ceasefire becomes permanent.

President Ramaphosa used the occasion to extend a State visit invitation to President Lourenço, for which President Lourenço accepted.

The State visit will affirm the strong and special bond between the two nations.

Cabinet commends addition of SA sites to UNESCO list

Cabinet has commended the latest addition of the South African human rights and liberation struggle sites in the prestigious list of the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) World Heritage Sites.

The sites in the prestigious list include the Union Buildings, Constitution Hill, Liliesleaf farm, Sharpeville memorial, Walter Sisulu Square, 16 June 1976: The Streets of Orlando West, University of Fort Hare and ZK Matthews House, Mqhekezweni, Waaihoek and Ohlange.

The UNESCO World Heritage Committee also inscribed three Middle Stone Age sites in recognition of South Africa’s significant contribution to the understanding of the origins of modern human behaviour.

These include Diepkloof Rock Shelter close to Elands Bay in the Western Cape, Pinnacle Point Site Complex in Mossel Bay also in the Western Cape and Sibhudu Cave in KwaDukuza, KwaZulu-Natal.

“The sites termed as The Human Rights, Liberation and Reconciliation: Nelson Mandela Legacy Sites, not only help preserve South Africa’s unique heritage, but catapults our country to prominence as a major tourist attraction for World Heritage Sites, thereby boosting tourism and the economy,” said Minister in The Presidency, Khumbudzo Ntshavheni.

The Minister was briefing media at a post-Cabinet briefing held in Pretoria on Thursday.

South Africans are living longer

Meanwhile, Cabinet has also welcomed the Mid-Year Population Estimates (MYPE) for 2024, which showed that South Africans are living longer.

The MYPE shows that life expectancy has increased to 66.5 years from 53.6 years in 2005 due to multiple government interventions, including the expanded rollout of antiretroviral therapy - which is one of the largest antiretroviral therapy programme in the world.

The estimates also show the provision of vaccinations and the decrease in the infant mortality rate from an estimated 57 infant deaths per 1000 live births in 2002 to 22.9 per 1000 live births in 2024.

“South Africa’s population now exceeded 63 million, growing 1.33 percent from July 2023 to July 2024. The updated population growth figures will assist government in its planning and resource allocation as we continue to better the life of all South Africans,” Ntshavheni said.

High-tech rail infrastructure

Cabinet has also commended the introduction of new high-tech trains on the Central Line in the City of Cape Town by the Passenger Rail Agency of South Africa (PRASA). PRASA is an agency of the Department of Transport.

The service has been extended from Nyanga to Mandalay station.

Ntshavheni highlighted that the trains utilise modern signalling system from Langa to Mutual Line, to enhance the safety and reliability of the rail service.

“The modern hi-tech features in these trains include automated doors, and CCTVs for each coach are for improved passenger safety,” the Minister said.

Cabinet has further commended the recovery of more rail lines part of government’s priority of providing safe, reliable and affordable public transport.

Cabinet welcomes ICJ advisory on Occupied Palestinian Territories

Minister in The Presidency, Khumbudzo Ntshavheni, says South Africa’s Cabinet has welcomed an advisory by the International Court of Justice (ICJ) on the “legal consequences arising from the policies and practices of Israel in the Occupied Palestinian Territories”.

Ntshavheni was addressing a post-Cabinet media briefing on Thursday.

The ICJ advisory affirmed that Israel’s continued presence in the territories is unlawful under international law.

“The judgement creates an additional legal obligation for all States to end complicity in Israel’s illegal actions and to act to ensure respect for international law.

“South Africa was amongst 49 United Nations (UN) member States that delivered a statement on the matter to the ICJ in February 2024,” Ntshavheni said.

Elsewhere on the continent, the Minister said Cabinet had noted unrest in Kenya and Nigeria.

“Cabinet raised concerns with the continuing unrests in Kenya and Nigeria, and urged all parties to find urgent solutions to the plight of citizens with the high cost of living, which South Africa is not spared from,” she said.

AGOA Forum

On matters relating to the annual African Growth and Opportunity Act (AGOA) Forum held in July, the Minister said Cabinet was “appraised of the successful participation of South Africa’s delegation” at the forum held in the United States of America (USA).

She said this was a positive confirmation of good bilateral relations between South Africa and the USA.

“South Africa continues to advance a case for the renewal of the Africa Growth and Opportunity Act, which expires in 14 months, and supports calls by African Trade Ministers for the US government to do away with the annual reviews of AGOA,” she said.

UK elections

Turning to elections in the United Kingdom, Ntshavheni said Cabinet congratulated the United Kingdom on their recent elections.

“Cabinet once more congratulated Prime Minister Sir Keith Starmer of the United Kingdom and the Labour Party in their victory in the recent general elections. South Africa stands ready to work with the government of the United Kingdom to increase trade and partnership.

“Government will continue to monitor developments in other countries that are also holding elections this year,” she said. – SAnews.gov.za

Cabinet commends continued law enforcement agencies successes

As part of the ongoing fight against crime, Cabinet has commended the continued successes of law enforcement agencies in the arrest of members of organised crime syndicates and gangs.

Minister in The Presidency, Khumbudzo Ntshavheni, highlighted that Operation Shanela of the South African Police Service (SAPS) has ensured the arrest of 766 237 suspects for various crimes, with 161 752 of these were suspects wanted for priority crimes, including murder, cash-in-transit heists, armed robberies, rape and car hijacking, among others.

“Cabinet welcomed the shutting down of an illegal military training camp in White River, Mpumalanga following an intelligence-driven multidisciplinary law enforcement operation which has also resulted in the arrest of 95 Libyan nationals,” Ntshavheni said.

Cabinet reiterated a call to all South Africans to partner with law enforcement agencies in the fight against crime without resorting to vigilantism.

“Cabinet has taken a dim view of actions by some community leaders that amounted to threatening of learners and teachers at their school. The Department of Basic Education will continue to work with the SAPS to ensure schools remain safe spaces for learning and teaching,” Ntshavheni said.

Call for women ownership in media sector

Call for women ownership in media sector

While government policies have enabled the participation of women in the media sector, Government Communication and Information System (GCIS) Director of Media Relations, Tshegofatso Modubu, has called for an in depth look at the ownership and control by women in the media space.

“In terms of shattering the glass ceiling with the 30 years of democracy, we are seeing women get into the operational space and a bit more into the managerial space. We need to think about ownership and control of media in terms of women,” Modubu said on Thursday.

She was speaking at a panel discussion themed “30 Years of Women Excellence in the Community Media Sector” hosted by the GCIS, together with the Tshwane University of Technology (TUT) in Pretoria.

Reflecting on the 30 Years of Women Excellence in Community Media Sector, Modubu noted that since 1994, freedom of expression has expanded.

“We have done a lot as a country in terms of catching up on freedom of expression, on issues of plurality in the media sector and ensuring that the space is opened [up] to women.

“If you think about the era of apartheid when there was a lot of censorship, and certain voices were not allowed to speak, the media was slightly controlled because there were some newspapers that were aligned to the agenda of the regime.

“Since 1994, the media landscape has expanded, and it has been able to keep up with technological developments. We have a thriving convergent media. We see our media being challenged to move from print into the digital space because of the convergence.”

Modubu highlighted that through the Media Development and Diversity Agency (MDDA), government is providing support to for those who want to develop community and small commercial media.

Through interventions such as the National Youth Development Agency (NYDA) and the Preferential Procurement Policy, government is also promoting the participation of women in any sector of society.

“We see women being in the forefront of journalism in this country. Growing up, we would see newsreaders, which was what was designated for them. We have seen women go into talk show hosting, we have seen women become political journalists and being at the forefront [of journalism].

“There is a strong move to get women into boards because that is where decisions are made. Media companies have boards and women are not participating in those spaces.

“The chief executive officers … women are not playing in that space. These are some of the things we need to think about while we celebrate the strides that have been made,” she explained.

In addition, Modubu welcomed the move by the South African National Editors' Forum (SANEF) to appoint Nwabisa Makunga as Chairperson of the forum.

Makunga is leading a team responsible for representing those who are responsible for telling stories and representing the aspirations and wishes of the population.

“We have women editors in print and broadcast media, SANEF has the second women occupying the position of chairperson. All of this has been enabled by the policies that government has put into place.

“Our responsibility, as people who work in the space of policy making, is to ensure that those policies work, and they work for practitioners within the media space. There are challenges such as the cyberbullying of women, harassment and facilitated technological gender-based violence against women.

“Those are the challenges that we have to think about and how we can create laws and policies to change that,” Modubu said.

Government speaks against GBV, elder abuse

Government speaks against GBV, elder abuse

Government has strongly condemned the heinous acts of violence against women, which continue to plague communities.

“This abhorrent abuse of the elderly and the continued scourge of gender-based violence and femicide (GBVF) in the country will not be tolerated,” the Government Communication and Information System (GCIS) said on Thursday.

Recently, an appalling incident involving a 101-year-old pensioner in Zaaiplaas, outside Jane Furse in Limpopo, was reported. The elderly woman was allegedly raped by a 27-year-old man, an act of unimaginable cruelty that left her with an open wound to her head.

“This is one of many cases of GBVF in the country, and this kind of violence, especially against the most vulnerable members of our society will never be accepted. Those who commit such despicable crimes will face the full might of the law,” said the GCIS.

Government will continue to implement and strengthen measures aimed at protecting all citizens, and communities are urged to work with law enforcement to create a safer environment for all.

The public is urged to report any form of violence to a police station or by call the crime stop number on 08600 10111.

Alternatively, report using the MySAPS App.

“Let us all play our part in ending GBVF by stopping it when we see it. Citizens can also call the 24-hour GBV helpline on 0800 428 428 if they or someone they know needs assistance or SMS HELP to 31531,” said the GCIS.

Government is making progress in establishing dedicated desks at police stations in GBVF hotspots. The desks have police officers, who are specifically trained to provide victim-centred assistance and support.

Members of the public can also make use of Thuthuzela Care Centres, which are one-stop facilities that offer free counselling, medical examination and investigating officers, among other things.

Citizens are urged to support survivors in their journey towards healing.

“Together, we can build a society where no one lives in fear, and where the dignity of every individual is respected and upheld,” the GCIS said. – SAnews.gov.za

Home Affairs calls for space to conclude citizenship investigation

The Department of Home Affairs says it acknowledges the media and public interest into the ongoing investigation requested by the Miss South Africa pageant.

“The update provided yesterday indicates that our team is hard at work to establish the full set of facts and committed to communicating those facts in a transparent manner at the appropriate time.

“To safeguard the integrity of the process, the department will, however, not be commenting publicly again until we are in a position to announce the final outcome of the inquiry. We are committed to concluding the investigation speedily.

“We also call on South Africans to support our work by safeguarding due process, respecting the constitutional rights of all parties at all times, and refraining from inflaming divisions.

“By upholding these principles, we can rebuild the rule of law – together,” the department said.

Cabinet congratulates Justice Maya on her appointment as Chief Justice

Cabinet congratulates Justice Maya on her appointment as Chief Justice

As the country celebrates Women’s Month, Cabinet has congratulated Justice Mandisa Maya on her trail blazing appointment as South Africa’s first female incoming Chief Justice.

Maya, the first South African woman to lead the Constitutional Court, was appointed as Chief Justice of the Republic of South Africa with effect from 1 September 2024 by President Cyril Ramaphosa.

Maya previously served with distinction as the President of the Supreme Court of Appeal since 2017 and was the first woman to hold that position.

Briefing the media on the outcomes of the ordinary Cabinet meeting on Thursday, Minister in The Presidency, Khumbudzo Ntshavheni, said the significance of Maya’s appointment can be best understood with context.

“According to the International Association of Women Judges, in 1994, there were approximately 165 judges, 160 of whom were white men, three were black men, and two were white women; no black women were judges at that time.

“As of February 2023, there are 253 judges, comprised of which 113 are women, broken down to 32% black women plus 13% white women making up a total of 45% women representation. Additionally, the remaining 140 male judges are comprised of 39% black men and 17% white men,” Ntshavheni said.

Call to participate in Women’s Month activities

Meanwhile, Cabinet has invited citizens to take part in events planned to take place in various parts of the country in celebration of the annual Women’s Month.

Ntshavheni said the events also include a trade expo, interactive dialogues and showcase opportunities available for women in diverse sectors that are instrumental in narrowing gender disparities.

South Africa will commemorate the 2024 National Women’s Day tomorrow at the Dennis Nel Stadium in Poffader in the Northern Cape under the theme: “Celebrating 30 years of democracy towards Women’s Development”.

“This year’s celebration of Women’s Month will take stock of progress made on socio-economic empowerment of women since the advent of democracy and the achievements of the objectives of the Women’s Charter.

“Our nation pays tribute to the more than 20 000 women who marched to the Union Buildings on 9 August 1956, in protest against the extension of Pass Laws to women,” Ntshavheni said.

SA, EU citrus disputes result in significant costs for industry

Cabinet says the measures imposed by the European Union (EU) on the export of South Africa’s citrus products to the EU result in significant costs for the South Africa citrus industry, which is estimated at R2 billion (US$110 million) per year.

The first regular Cabinet meeting of the seventh administration, held at the Union Buildings in Pretoria on Wednesday, raised the concern following a briefing about a formal dispute initiated by South Africa with the World Trade Organisation against the EU’s stringent and unnecessary plant health requirements regarding Citrus Black Spot (CBS) and False Codling Moth (FMC) regulations on the export of South Africa’s citrus products to the EU.

Briefing the media on the outcomes of the Cabinet meeting on Thursday, Minister in The Presidency, Khumbudzo Ntshavheni, said South Africa is the world’s second largest exporter of citrus and 33% of the country’s citrus exports are destined for the EU market.

While not a ban, Ntshavheni said the measures imposed by the EU result in significant costs for the SA citrus industry.

“South Africa’s industry provides direct employment for over 140 000 people in rural South Africa and thus supporting over 1.5 million people. The EU has decided to impose the stringent measures against South Africa whilst not requiring the same from countries with similar situations such as Israel,” Ntshavheni said. – SAnews.gov.za

Consistent electricity supply ‘a step closer’

Location: News

Consistent electricity supply 'a step closer'

Consistent electricity supply in South Africa is now “one step closer” due to the diligent and dedicated implementation of the Energy Action Plan (EAP).

This is according to Minister in The Presidency, Khumbudzo Ntshavheni, who on Thursday briefed members of the media on the outcomes of the Cabinet meeting held on Wednesday.

The country has not experienced load shedding for more than 130 days.

“The supply of consistent electricity is now a step closer due to the steadfast implementation of the EAP announced by President Cyril Ramaphosa in July 2022. The EAP’s consistent focus on planned maintenance and work to achieve energy security by bringing onboard new generation capacity has contributed greatly to consistent power supply and no load shedding over several months.

“This is an important enabler for economic growth and has a positive impact on quality of life, allowing citizens to continue with their daily activities unhindered,” the Minister said.

She highlighted that at the end of July, Eskom had recorded an unplanned capability loss factor (UCLF) of 8321 MW, signalling a historic milestone in the improvement of electricity generating at its power stations.

“Cabinet congratulated Eskom on achieving this important milestone and urged South Africans to continue adopting an energy saving lifestyle to protect our national grid. By doing, so we all play our part in helping to keep the lights on, which is crucial to business, industry and the economy,” Ntshavheni said. – SAnews.gov.za

Existing Employment Equity Act provisions remain relevant

Existing Employment Equity Act provisions remain relevant

The existing Employment Equity (EE) Act provisions for the 2024 Employment Equity reporting period are still applicable, pending the signing of the EE amendments.

This is according to the Department of Employment and Labour’s Deputy Director of Employment Equity, Masilo Lefika, who was speaking during the second of the first series of annual Employment Equity roadshows, held in collaboration with the Commission for Conciliation, Mediation and Arbitration (CCMA) in Rustenburg on Thursday.

The series of the workshops is designed to improve racial, gender and disability equality in the workplace.

The first series of the roadshows kicked off in the North West province with workshops held in Klerksdorp on Tuesday and Rustenburg on Wednesday.

This year's Employment Equity workshops are being held under the theme: “Bridging the Equity Gap through Diversity and Inclusion".

The EE Amendment Bill was signed into law on 6 April 2023 by President Cyril Ramaphosa.

The amendments to the EE Act of 1998 and its regulations are primarily aimed at empowering the Minister of Employment and Labour to regulate the setting of sector specific EE numerical targets and the promulgation of Section 53 that deals with the issuing of an EE Compliance Certificate as a prerequisite for the accessing of State contracts.

Reflecting on the 26 years since the enactment of Employment Equity Act legislation, Lefika said the previous amendments implemented in 2013 have not had a positive impact.

Lefika said following the publishing of EE regulations in February, the focus was on their refinement, as these were a key guide to legislation.

“Of importance is to broaden consultation while waiting for proclamation,” he said.

The 2024 EE workshops will focus on the EE status of the labour market, as per the 24th Commission for Employment Equity (CEE) Annual Report; update on the EE amendments, in particular the proposed draft regulations on proposed sector EE targets, and an update on the 2024 EE reporting season.

The workshops will also focus on the key insights from the CCMA on topical cases related to unfair discrimination in terms of harassment, disability and discrimination based on arbitrary grounds.

The EE workshops are targeted at employers or heads of organisations, academics, assigned senior managers, consultative forum members, human resource practitioners, trade unions, employees and interested stakeholders.

The next session of EE roadshows will be held at Upington on 13 August 2024.

More information on the EE workshops, including updates on the venues to be used is available on the department’s and the CCMA’s social media platforms, as well as the department’s website: www.labour.gov.za. – SAnews.gov.za

President Ramaphosa on a working visit to Angola

President Cyril Ramaphosa is expected to embark on a working visit today to the Republic of Angola to meet with that country’s President João Manuel Gonçalves Lourenço.

The President will be accompanied on his trip by Minister of  International Relations and Cooperation Ronald Lamola and Defence Minister Angie Motshekga.

“The two Heads of State will use the occasion of the working visit to reflect on the bilateral relationship between the two countries, who share very deep historical ties that are rooted in the liberation struggle against colonialism and apartheid,” the Presidency said in a statement on Wednesday.

Furthermore, the two African leaders are expected to discuss areas of mutual interest for both countries.

“President Ramaphosa and President Lourenço will also share perspectives on issues of regional mutual interest, including the situation in the Democratic Republic of Congo (DRC) and on regional and continental efforts aimed at resolving the conflicts that are plaguing the continent,” the statement read. – SAnews.gov.za

NPA will reinstate Estina case ‘as soon as possible’

NPA will reinstate Estina case 'as soon as possible'

The National Prosecuting Authority Investigating Directorate (NPA ID) has vowed to reinstate the Estina dairy farm case “as soon as possible”, following a decision by the Free State High Court to strike the matter off the court roll.

NPA spokesperson Advocate Mthunzi Mhaga explained that the case was struck off the roll following an application by the defence “in terms of Section 342 A of the Criminal Procedure Act, citing inability to access the electronic version of the hard copies of the so-called Gupta leaked emails”.

“Yet, as early as 2023, as part of the disclosure process, the State had provided the defence with hard copies of the Gupta leaked emails.

“On 15 June 2024, the defence was provided with the electronic versions of the same hard copies disclosed in early 2023. The State also made its own technical expert available to assist the defence in accessing the digital platform, should they experience any challenges,” Mhaga said.

He added that the NPA had been ready to proceed with the case.

“Since the trial date of 5 August 2024, the State has been ready to proceed, with witnesses ready to testify in court. The ID team has been guided by external and experienced Senior Counsel who have worked diligently on all aspects of the Gupta evidence and relevant disclosures.

“The NPA will reflect further on today’s decision; however, the NPA remains undeterred in the pursuit of this matter and will take all necessary steps to reinstate it,” he concluded. – SAnews.gov.za

Demystify science for the most marginalised – Minister Nzimande

Demystify science for the most marginalised - Minister Nzimande

Minister of Science, Technology and Innovation, Professor Blade Nzimande, has insisted that, given South Africa’s – and Africa’s – historical past of discrimination and under development of parts of the population, it is imperative to “demystify science and its purposes and meaning to the lives of all people, especially the most marginalised”.

He was addressing the opening of the 32nd General Assembly of the International Astronomy Union (IAU) in Cape Town on Tuesday evening.

“Astronomy offers such an amazing opportunity to naturalise and indigenise scientific thinking within all our communities. Therefore, it is most fitting that this event will have Open Access features online, to generate scientific interest from the wider public.

“Young people have been appointed as volunteers for this event while others will be presenting their research posters, the General Assembly [GA] satellite viewing sites across Africa and astronomy ambassadors programme that has been launched throughout the continent as one of the legacy projects post the General Assembly,” Nzimande said.

On a continental scale, the Minister said it was in the interests of the international community to “broaden the participation of the African continent in astronomical sciences”.

“I would also like to recognise the efforts made by the IAU Office for Astronomy Development [OAD] and the African Astronomical Society [AfAS], both based in Cape Town in supporting other African countries to take advantage of opportunities in astronomy.

“We also see this Assembly as an opportunity for raising awareness of the IAU within the African science community and encouraging the emergence and professional development of the next generation African scientists.

“The Organising Committee of the 2024 GA has also announced that over 3000 abstracts were submitted, which is an impressive number for such an event and certainly offers an opportunity to share new sources of data and evidence to test through experimental work the explanatory value of the theoretical models developed in recent years,” he said.

A leading light

Minister Nzimande told the general assembly that government’s vision for South African astronomy is to become a “global hub for astronomical sciences and facilities as articulated in our National Strategy for Multiwavelength Astronomy of 2015”.

“The strategy provides a framework to take maximum advantage of South Africa’s historical strengths in astronomy, its geographical advantage of clear southern skies in the Karoo, the engineering and scientific base, large-scale investments in the MeerKAT/SKA endeavour and SALT [Southern African Large Telescope], and South Africa’s growing international ranking and partnerships in astronomy.

“This strategy is currently under review in consultation with the astronomy community so that it can be enhanced in order to take advantage of new opportunities in this era of multi-messenger techniques and technological innovations.

“The MeerKAT/SKA project, in particular, offers us an opportunity to contribute to the knowledge economy and the big data revolution through international collaborations and the pursuit of world-class research, thereby driving transformation and human capacity development. The SKA is the flagship frontier science partnership of the 21st century and South African remains fully committed to it,” he said.

The Minister revealed that the department is working with the Department of Tourism to develop an “astro-tourism sector through community-public-private partnerships in remote parts of South Africa”.

“We are looking forward to the approval of our newly established Astro-Tourism Strategy by Cabinet in the next few months.

“[Tourism] Minister Patricia de Lille and I will soon be co-hosting the Annual World Tourism Day in Carnarvon on 27 September 2024 – and this event will provide us with a unique opportunity to promote the preservation of dark skies and radio silence in the Karoo as this is essential for star-gazing and astro-tourism to thrive and to create jobs,” Minister Nzimande said. – SAnews.gov.za

Minister Groenewald intervenes in gang leader’s prison transfer

Minister Groenewald intervenes in gang leader’s prison transfer

Correctional Services Minister Pieter Groenewald has  intervened in the transfer of the notorious leader of the 28s prison gang, George “Geweld” Thomas, to the Helderstroom Prison in the Western Cape.

This follows an outcry from community leaders due to the high risk Thomas’ presence may pose to communities of the province.

Thomas is serving at least 175 years imprisonment after his conviction in 2015 on more than 50 charges including:
   • Seven counts of murder
   • Three counts of attempted murder
   • Eleven counts of illegally possessing firearms
   • Ten counts of illegally possessing ammunition
   • Two counts of racketeering
   • Three counts of belonging to a criminal gang
   • Three counts of conspiracy to commit a crime
   • Ten counts of inciting the commitment of a crime
   • One count of housebreaking with the intent to commit robbery
   • Three counts of theft

“We will work with communities on an ongoing basis to improve the system and maximise the positive change it can bring to vulnerable communities,” Groenwald said.

The department explained in a statement that Thomas has been “swiftly redirected” to an alternative maximum-security facility.

“The department will also urgently investigate the matter thoroughly to identify the reasons for the prisoner’s irregular movement.

“Emphasising the need for community engagement, the Minister also today [Tuesday] had a meeting with community representatives part of the Cape Crime Crisis Coalition to engage on concerns and possible interventions to minimise the presence of bad actors in communities ridden with gang-related violence,” the department concluded. – SAnews.gov.za

Izimbizo an opportunity to ensure all understand how GNU is working for them

Location: News

Izimbizo an opportunity to ensure all understand how GNU is working for them

The Presidential District Development Model (DDM) Izimbizo are a priority for the seventh administration, as President Cyril Ramaphosa has identified local government as a priority focus area of the Government of National Unity.

This is according to Presidential Spokesperson Vincent Magwenya, who briefed media at the Union Buildings in Pretoria on Wednesday on the President’s engagement diary.

He said government has an obligation to interact and communicate with citizens in all corners of the country.

“With the Government of National Unity, this has become more urgent so that all citizens can understand how the new administration is working for them,” he said.

The Presidential DDM Izimbizo have been held since 2019 after President Ramaphosa indicated that he would like to visit South Africa’s 44 district municipalities and eight metropolitan municipalities.

Magwenya said the Izimbizo – which are attended by all Cabinet members – affords ordinary citizens a platform to voice their challenges and to hear from those that lead government on a national, provincial and local level.

“The Izimbizo is more than just a feel-good or gig for the President and the Cabinet. It is about identifying a district in conjunction with the provincial governments. Once a district has been identified, the various spheres of government come together, different workstreams are established to drive the process that is coordinated by the political champion.

“A few days before the actual Imbizo, Ministers and Deputy Ministers are deployed to the district to inspect their respective programmes. New projects are identified. On the day of the Imbizo, the President is accompanied by the Ministers, Deputy Ministers, Premiers, Members of provincial governments, Mayors and Councillors and the community engages them. It does get heated at times and emotional,” Magwenya said.

He highlighted that public participation in the country has been a hallmark of South African culture since the dawn of democracy 30 years ago.

“Public participation is intrinsically part of the DNA of the democratic South Africa. To be exact, it was initiated by the Constitutional Assembly in 1994 to consult and keep South Africans abreast of the Constitution writing process.

“It is against this background that the President can assert that the Presidential Izimbizo and the public participation programmes are not political gimmicks of the current and previous administrations.

“Neither is it an extravagant exercise and wasteful expenditure of taxpayers’ money. But it is a caring government which is engaging its citizens across the political divide.

“It started in 1994 and it is entrenched in the South African public discourse. It has evolved from former President’s to today’s public participation programme of the Presidential Izimbizo under the banner of the [DDM],” he said.

At the briefing Magwenya hit back at critics of the izimbizo. This after recent reports claimed that government had spent at least R44 million on hosting four Izimbizo over the past 18 months.

While he conceded that hosting an Imbizo could be costly at times “all the officials involved must ensure that procurement processes are conducted within the prescripts of the Public Finance Management Act”.

“Yes, critics will point out the high cost of DDMs and they will motivate how the money could have been utilised elsewhere. Indeed, one cannot quantify the impact of the Presidential Izimbizo in monetary terms, but it should be measured over the medium to long-term of what changes such events will bring to communities.

“It is mischievous to reduce the Presidential Izimbizo to Rands and Cents. It is about a caring government that is closer to the people, ensuring their right to access to basic services is solidified.” – SAnews.gov.za

City of Ekurhuleni to host next Presidential Imbizo

Location: News

City of Ekurhuleni to host next Presidential Imbizo

President Cyril Ramaphosa is expected to lead a Presidential District Development Model (DDM) Imbizo in Ekurhuleni in Gauteng later this month.

This is according to Presidential Spokesperson Vincent Magwenya who was briefing the media on Wednesday.

The Presidential Imbizo will be the first to be held by the seventh administration. It is scheduled for Friday, 23 August.

“The DDM was established to improve coordination and alignment between the different spheres of government. This is an important initiative to improve planning, budgeting and implementation at a local level by bringing all spheres, departments and stakeholders together, towards uplifting our communities.

“You will recall that the planned District Development Model (DDM) oversight visit during April 2024 to the City of Ekurhuleni Metropolitan Municipality, had to be postponed due to challenges faced by the municipality at the time. The President is therefore pleased that the oversight visit to the City of Ekurhuleni Metropolitan Municipality will take place,” he said.

The President is expected to be accompanied by all members of the National Executive who would already be on the ground leading up to the visit.

A success story

During the media briefing, Magwenya batted away notions that the DDM Izimbizo have not delivered – pointing out that notable successes have been recorded in municipalities like Sedibeng in Gauteng where an imbizo was held in 2022.

This after criticism about the Presidential Izimbizo came to the fore this week.

“[The] Presidential Imbizo contributed to a clinic becoming fully operational. The clinic, which was built before the COVID-19 lockdown, had become a white elephant and the community in Zone 17, Sebokeng had to travel distances for basic medical care.

“Through the Presidential imbizo in [August] 2022, an inter-governmental task team comprising of national, provincial, local government and Eskom, identified the gaps for the clinic to become operational. The big issue was that it was not connected to the grid and that there was a stand-off between the different spheres of government about costs.

“The Presidential Izimbizo unlocked the bottlenecks. Eskom and the various government departments procured the transformer and finances to connect the clinic to the grid. Today, the community is benefiting,” Magwenya highlighted.

He added that the seventh administration will engage citizens.

“This seventh administration will continue to engage citizens through the Presidential Imbizo and the second round of the Presidential Izimbizo starts later this month at the Tsakane Stadium in the Ekurhuleni Metro and many more will follow over the next five years,” he said. – SAnews.gov.za
