Roadshows to address outstanding student accommodation payments

Location: News

Roadshows to address outstanding student accommodation payments

The National Student Financial Aid Scheme (NSFAS) will be hosting roadshows across the country to engage directly with the landlords affected by outstanding payments of student accommodation allowances.

NSFAS Administrator, Freeman Nomvalo, said that in response to accommodation providers’ concerns, NSFAS has in the past two months processed bulk catch up payments of accommodation allowances for all legitimate claims.

Nomvalo said that as at 31 July 2024, NSFAS disbursements for private student accommodation had reached R1 billion.

However, Nomvalo acknowledged that there are some landlords who still remain aggrieved.

The important issue to be addressed now is to ensure that all payments are done on time as this is the main remaining “pain point for accommodation providers.”

The Administrator announced that the roadshows will kick off in KwaZulu-Natal on Wednesday, 07 August 2024.

“I will be taking all critical functions responsible for student data and private student accommodation. I have also extended invitations to our colleagues at universities and Technical Vocational Education and Training (TVET) sector, to ensure we all work together in resolving these challenges experienced by our beneficiaries and the landlords,” Nomvalo said.

In response to the challenges and stabilising the organisation, Nomvalo highlighted some of the projects that have been launched, including the Organisational Re-engineering and Re-alignment Project; ICT and Business Processing Review Project; making NSFAS accessible to students and stakeholders; and planning for 2025 and beyond.

“The conclusion of Organisational Re-engineering and Re-alignment Project will result into a new resource allocation model fit for the purpose and function of the size and shape of NSFAS. It will also provide a greater alignment of functions to improve the efficiency of NSFAS.

“The conclusion of the ICT and Business Processing Review Project will deliver a more efficient ICT system that provides for a seamless interface and data sharing between NSFAS and its key stakeholders including universities and TVET’s. The newly envisaged system is also intended to improve the management of applications for bursaries, loans, and appeals,” Nomvalo said.

He said a feasibility study is intended to consider various regionalisation models and cost implications looking at the location of beneficiaries.

“The appointed team will also be engaging with the PSET (Post School Education and Training) stakeholders to determine the most feasible model. The intention is to make NSFAS more accessible and responsive to its stakeholders,” Nomvalo said.

Alleged procurement irregularities

The Administrator announced that NSFAS is following up on various alleged procurement irregularities, including the direct payment mechanism.

Nomvalo acknowledged the support provided by the Special Investigating Unit (SIU) regarding this issue.

“To address capacity challenges in the Procurement Unit, I am currently engaged with the National Treasury with the intention of drawing in a secondment from Treasury for the period of six months to also help us with the review of SCM (Supply chain management) policies, as well as procurement processes at NSFAS,” Nomvalo said.

Fruitless and wasteful expenditure registers

The Administrator further announced that the scheme has put measures in place for the 2024/25 financial year, to implement the irregular expenditure and fruitless and wasteful expenditure registers.

“We will also implement the non-compliance register. These registers will not only ensure compliance with the PFMA (Public Finance Management Act) but will also enhance transparency on the use of public resources by NSFAS,” Nomvalo said. – SAnews.gov.za

Dialogue to assess women’s impact in the community media

As part of Women’s Month celebrations, the Government Communication and Information System (GCIS) together with the Tshwane University of Technology (TUT) will host a panel discussion on 30 years of women excellence in community media.

Themed “30 Years of Women Excellence in Community Media Sector,” Thursday’s panel discussion under the Annual Women in Media and Communication flagship project, brings together women in the community media sector to share their experiences and reflect on how they have overcome certain barriers and progressed to make a success of their careers.

The project aims to advance issues affecting women in the media and community media sector since 2019.

The 2024 Women’s Month coincides with the country's commemoration of 30 years of freedom and democracy, making this year's Women's Month an important juncture for collective reflection on how the country has empowered and advanced the rights of women in our democratic journey.

This year’s Women’s Month commemoration held under the theme: “Celebrating 30 Years of Democracy Towards Women’s Development,” marks the 68th anniversary of the historic march, where more than 20 000 women marched to the Union Buildings on 9 August 1956 in protest against the extension of Pass Laws to women.

The panel discussion will be held at Tshwane University of Technology, Pretoria Campus. – SAnews.gov.za

NSFAS processes payment for qualifying beneficiaries

NSFAS processes payment for qualifying beneficiaries

The National Student Financial Aid Scheme (NSFAS) Administrator, Freeman Nomvalo, says the scheme has been able to constantly process payments for all the beneficiaries who have submitted their banking details.

Addressing the media on the developments in the implementation of his mandate on Tuesday, Nomvalo highlighted that one of the urgent interventions made by the new Administrator was to migrate the Technical Vocational Education and Training (TVET) NSFAS beneficiaries into a direct payment system through their banker.

This follows frustrations experienced by students in receiving their allowances.

Nomvalo said from the data received, about 6% of students are not receiving their allowance because they either failed the verification process due to incorrect information they provided, while some did not capture their banking details.

Nomvalo said, despite various efforts made by NSFAS to get these students to capture their banking details, the students have not responded.

“There are possible two scenarios; one that, these students have no means to reach us, possibly the messages did not reach them or regrettably, some of these could be non-existent students. What is more worrying is that to date we have not received complaints from students who may have not received their allowances,” Nomvalo said.

He said NSFAS will continue to engage with institutions and students to submit their details for their allowances to be paid in the next payment run, while investigating the validity and existence of these students.

On the university payments, Nomvalo reported that the administration has taken a decision to extend the current arrangement with universities facilitating payment of allowances to NSFAS beneficiaries.

He said the arrangement, which follows consultations with the South Africa Universities South Africa (USAF), is extended until the end of the 2024 academic year.

“This decision arrived in response to USAF and in support of the beneficiaries, as well as the stability of the Post School Education and Training (PSET) system,” Nomvalo said.

The Administrator added that the scheme also intends to migrate the university allowances to a more cost effective and efficient payment system.

“The planning for the migration of universities was halted by the interdict warded in favour of Ezaga and others by the Western Cape High Court on 12 July 2024, which NSFAS is appealing,” he said.

ICT system delays conclusion of student appeals

Meanwhile, Nomvalo said the delays in finalising student appeals, loans, and the 2023/2024 funded lists, is directly connected to the current NSFAS ICT system.

Nomvalo noted that the only default position at this stage is to constantly introduce a manual process of verification, which is “completely cumbersome and over overstretching staff.”

He said in 2023 alone, NSFAS received about two million applications.

“It is almost impossible to expect NSFAS staff to manually conduct verification of these applications at some point in the value chain [and] such a work environment is undoubtedly prone to errors,” Nomvalo said.

He announced that with additional capacity acquired, NSFAS will be communicating with universities, including TVET colleges and students on final lists, not later than end of August 2024.

“On behalf of NSFAS we wish to express our sincere apologies to the affected students and our colleagues in the PSET system. We are working hard to ensure the 2025 academic year is less burdened with the same issues,” Nomvalo said. – SAnews.gov.za

Embracing the winds of change

Location: News

Embracing the winds of change

It is often said that the more things change, the more they stay the same - and to some extent this is true.

In an evolving world, change is a necessity and is accompanied sometimes by pangs of anxiety and the eternal “what if” questions that take up residence rent-free in our minds.

As South Africans, we went through a period of transition with July 30 marking exactly a month since President Cyril Ramaphosa announced the Cabinet of the seventh administration under the Government of National Unity (GNU).

The journey to the seventh administration began at the ballot box at the May 29 elections that resulted in no outright winner at the polls for the political parties.

While citizens wanted their voices to be heard through the ballot, all of us were wondering what the future would hold for a democratic dispensation that was not run by a political party that had obtained an outright majority at the polls. In the immediate future, fears of possible mayhem and violence post the elections have not materialised.

Setting the ball in motion in the proverbial winds of change, was the holding of the first Cabinet Lekgotla where the Ministers, the Deputy President and President sat down to map out the programme of action of government.

A few days later on 18 July, the President delivered the Opening of Parliament Address (OPA) where he outlined the new administration’s key priority areas. These are: driving inclusive growth and job creation, reducing poverty and tackling the high cost of living as well as building a capable, ethical and developmental state.

In announcing these priority areas, the President appealed to the larger South African family to behave as weaver birds who give their all to build and cooperate. He has called on all South Africans to remain committed to pursuing the path of cooperation, growth and inclusion.

The new and returning Ministers and Deputy Ministers have hit the ground running in their respective portfolios having tabled their respective Budget Votes that concluded with the President’s reply to The Presidency vote on July 24.

And while we all continue to learn the names and faces of the new executive, what is clear is that the work of government continues unhindered, despite having some new captains at the helm of government departments.

The changes have not brought about angst and instability among our people. Instead, the period between the elections up until the setting up of the seventh administration to date, has been characterised by stability we should not take for granted.

And perhaps quite fittingly the changes are taking place in a year that the country celebrates 30 years of freedom and democracy. The change not only tests the strength of our hard-won democracy, but also cements our freedom of choice in who we want to represent us in government and other areas of everyday life.

That freedom of choice has not been muffled or tampered with but has been taken seriously by the government of the day.

Attesting to this, the first citizen in replying to the Presidency Budget Vote said: “Above all, let us show that government will work for the people and that we can create a new era of growth and prosperity in our country.”

While it is still early days for the GNU, what has been clear for all to see is that there has been a sense of continuity in the operations of government, which is crucial in the creation of a better life for all as well as moving the country forward.

Just as human beings are constantly growing and evolving, change is constant but what remains is that the founding provisions of the Constitution of the republic founded on universal adult suffrage, a national common voters roll, regular elections and a multi-party system of democratic government, to ensure accountability, responsiveness and openness among some of its values, still rings true, albeit the speed bumps along the way.

The Constitution as the supreme law of the land which cannot be superseded by any other law or government action, still lives and breathes for all of South Africa’s people.

Its supremacy has not changed and in an era of change, may its tenets to put South Africa’s people first, never fall. -SAnews.gov.za

Special Tribunal dismisses Limpopo PPE procurement case exception application

Special Tribunal dismisses Limpopo PPE procurement case exception application

The Special Tribunal has dismissed, with costs, an exception application raised by Pro Secure (Pty) Ltd in a matter related to the procurement of personal protective equipment (PPE) by the Limpopo Department of Health in response to the COVID-19 pandemic.

This follows an investigation by the Special Investigating Unit (SIU) into PPE procurement contracts - worth up to some R182 million - by the department in which Pro Secure was a service provider.

“This ruling supports the SIU's stance on the irregular procurement of PPE by the Limpopo Department of Health during the pandemic.

“The SIU’s investigation uncovered irregularities in the appointment of service providers such as Pro Secure (Pty) Ltd, Clinipro (Pty) Ltd, and Ndia Business Trading (Pty) Ltd for the supply and delivery of PPE, resulting in approximately R182 million in irregular and/or fruitless and wasteful expenditure by the department,” the SIU said in a statement.

The investigation occurred following a proclamation by President Cyril Ramaphosa, which gave way for the corruption busting unit to investigate allegations of corruption, maladministration, malpractice, and payments by state institutions related to PPE procurement during the pandemic.

“The SIU is also empowered to institute civil action in the High Court or a Special Tribunal in its name to address any wrongdoing uncovered during investigations related to acts of corruption, fraud, or maladministration. In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU refers any evidence of criminal conduct it uncovers to the National Prosecuting Authority for further action,” the SIU statement said. – SAnews.gov.za

KZN MEC meets Umdoni residents to resolve concerns

KwaZulu-Natal Cooperative Governance and Traditional Affairs MEC, Thulasizwe Buthelezi, has reassured communities under the Umdoni Local Municipality that the department will intervene appropriately to restore good governance and delivery of basic services.

This follows a three-week community protest against the lack of service delivery and alleged corruption within the municipality.

During his engagement with the community, who blockaded the municipal offices on Monday, Buthelezi expressed his concern over the municipality leadership’s inability to deal with the issues raised by the residents.

The MEC highlighted the council’s lack of action regarding a Section 106 forensic investigation conducted by the department in 2018 and the recommendations.

“The failure to act on the forensic investigation by the council creates an unfavourable perception of how seriously the municipality takes the issue of corruption,” Buthelezi said.

Buthelezi committed to write to the council speaker to convene an urgent meeting to address the issues.

“We are committed to seeing the concerns of the community being addressed by the municipality. Transparency and accountability are crucial in restoring trust and ensuring effective service delivery,” Buthelezi said.

The MEC called on the municipality’s Executive Committee (Exco) to exercise proper oversight and not allow matters to go unresolved.

He further called on the community to allow due processes to be followed in the investigation of corruption allegations.

“The Executive Committee must take a proactive role in ensuring that these issues are addressed promptly and effectively. It is essential that we follow proper procedures to ensure that justice is served, and trust is restored.

“Resolving these issues is a priority and every effort will be made to ensure the municipality functions effectively and serves the community as expected,” Buthelezi said.

The MEC reiterated his commitment to support the municipalities across the province so that they can function effectively, warning that the department will not hesitate to act where the municipalities are not acting in the interest of residents. – SAnews.gov.za

Providing freshness to the community of oThongathi

by Keneilwe Velaphi

Sabelo Mkhwanazi’s business, Mayanda Fresh supermarket, is centred on providing fresh produce to the community of oThongathi, KwaZulu-Natal.

Mkhwanazi said prior to launching the establishment, he realised that his community was complaining about purchasing expired and rotten goods from nearby shops, which prompted him to start the business model.

Mayanda Fresh was officially opened in June 2023.

“I entered the supermarket industry because I was driven by passion and the need to supply fresh high-quality produce to my community,” said Mkhwanazi.

The goal of Mayanda Fresh was to create a welcoming and convenient shopping experience to customers, while also supporting local farmers and suppliers.

“There is a need to offer a wide variety of fresh products at affordable prices. Another goal is to strive towards becoming a trusted name in the retail industry in South Africa.”

Mkhwanazi ensures stock availability through the use of advanced technology and strong supplier relationships.

“I have established a trustworthy relationship with my suppliers, allowing me flexible payment terms. This mutual trust ensures timely deliveries and consistent stock availability.”

This approach allows Mayanda Fresh to always supply customers with fresh produce.

Furthermore, Mkhwanazi’s state-of-the-art inventory management system accurately tracks all stock levels, providing real-time updates as he purchases and sells products.

He added that he has received overwhelmingly positive feedback from customers, stakeholders, and the community.

His supermarket also serves the residents of surrounding areas, as well as those who work in oThongathi.

“In order to attract and retain customers, I have strategically chosen to position my first store at the centre of the oThongathi central business district. This is a commercial area that is conveniently near residential neighbourhoods, and the location makes it easy for customers to access daily essentials.

He also leverages media relations to reach a wider audience, ensuring that more people are aware of what Mayanda Fresh has to offer.

The self-made entrepreneur said he did not receive funding from government but with the support of his family and community, he was able to establish his business.

“My business came across many challenges one of the biggest being managing the supply chain to ensure a consistent and timely delivery of fresh produce, and building, and maintaining strong relationships.”

Mkhwanazi has big growth plans.

"I plan to develop an e-commerce website to create an online business, allowing customers to shop from their homes and have their products delivered to their door,” he concluded.

Chiloane condemns Matshidiso Primary School incident

Gauteng Education, Sport, Arts, Culture & Recreation MEC, Matome Chiloane has condemned the “reprehensible” incident caught on video at Matshidiso Primary School in Katlehong.

On the video that has gone viral on social media, a well-known South African pastor is seen wielding pangas and threatening to attack teachers on the school premises.

“Disturbingly, another man is seen grabbing two learners, who were caught in the crossfire of this violent ordeal, while another is wielding an assault rifle. This violent and appalling behaviour has no place in our schools or our society,” said the provincial Department of Education.

In the video, the men with replica firearms and a panga are seen intimidating and harassing learners and teachers.

“The safety and well-being of our learners and educators are of utmost priority. Such acts of violence and intimidation not only undermine the foundation of our education system, but also have the potential to traumatise the entire school community, particularly given that this incident occurred in a primary school in full view of young children and their teachers.

“The department is committed to ensuring that justice is served in this matter. We will not tolerate any acts of violence or intimidation, and will take all necessary measures to protect our learners and educators,” said Chiloane.

The police said in a statement on Tuesday that the local pastor, his security personnel and others stormed the school and forcefully took two minor children.

“According to a preliminary report at our disposal, a conflict between two families over the custody of the boy learners enrolled at the school, in Grade RR and Grade 2, has been escalating. It is said that the mother of the children passed away in April this year, leading to a dispute between the paternal and maternal sides of the family.

“On the day of the incident, the father of the children had a meeting with the principal in the morning. Later in the day, the maternal grandmother, who is the alleged guardian of the children, also met with the principal as well to report and inform him about a conflict that occurred during a meeting held over the past weekend at the house of the paternal grandfather, who is a famous South African pastor,” said the department of Monday’s incident.

Following this, the deputy principal and some staff members refused to release the children without the grandmother’s permission.

This led to the pastor arriving at the school with bodyguards and weapons.

According to the department, teachers, acting on the said instructions from the grandmother, tried to prevent the father from leaving the school premises with the children. In response, the pastor brandished a panga threateningly at the teachers, allowing the father to leave with the children.

“Psycho-social support will be deployed for the affected teachers and learners to help them cope with the trauma resulting from this incident,” said the department. -SAnews.gov.za

Karabo Morapedi rises above the odds

by More Matshediso

Loving and supporting children who live with disabilities is key to enabling them to reach their full potential.

Karabo Morapedi (22) of Welkom in the Free State is a perfect example of what children with special needs can achieve if they are supported by their families.

He is among the South African athletes who will be flying the country’s flag high at the Paris 2024 Paralympic Games in France.

The Paralympic Games are the largest global sporting event for athletes with disabilities. This year, they will open on 28 August and close on 8 September.

Despite being born with cerebral palsy quadriplegia, which affects all four limbs and causes various physical and intellectual challenges, Karabo does not allow the disability to stand between him and his dreams.

At the time of the interview, Karabo was at the World Boccia African Regional Championships in Cairo in Egypt.

Boccia is a Paralympic sport, it is a target ball sport which tests both muscle control and accuracy.

Vuk’uzenzele spoke briefly to his mother and aunt about his life story, academic performance and sport.

His mother, Sebolelo Morapedi, raised Karabo with the help of her sister Selloane Bochedi.

“Karabo’s father passed away when he was just an infant. I raised him together with his aunt,” she explained.

She said Karabo started playing Boccia back in Tswellang Special School in Bloemfontein, which provides Grade R to Grade 9 mainstream education and learner support services to learners who are physically challenged.

He continued with the sport when he joined Martie du Plessis School in Bloemfontein, which is a school for cerebral palsied, physically disabled and learning-disabled learners, where he completed his matric.

Karabo continued to play Boccia at the Central University of Technology (CUT) Welkom Campus, where he graduated with a National Diploma in Public Management this year. He is currently studying towards a qualification in Advanced Diploma in Applied Public Management at the university.

Bochedi said they had to accept his condition, but both committed to giving him love and support that he needed as a child.

“Like any other child, we invested in enrolling him in schools that catered for his special needs, and we have always been actively involved in his educational journey. He has always performed well in school and he excelled in his tertiary education studies,” explained Bochedi.

She believes that Karabo’s journey has so far shown everyone that living with a disability does not mean you have to be locked-up in the house.

She added that Karabo is extremely proud of his achievements so far and he has made his family proud.

The support that he gets from CUT and his coach also encourages him to work harder.

Mhlongo raring to shine at the Paris 2024 Paralympics

by Sihle Manda

When South African athletes enter the Place de la Concorde in Paris on 28 August for the Paris 2024 Paralympics, the country’s hopes will be hoisted high by flag-bearers, sprinter Mpumelelo Mhlongo and swimmer Katherine Swanepoel.

The two will be among the country’s medal hopefuls as South Africa tries to improve on the seven medals won at the 2020 Tokyo Paralympics.

Four years ago, Mhlongo broke the T44 200m world record and set the T44 200m, 100m, and long jump Paralympic Games records.

Reacting to the honour of flag-bearer, he said: “My immediate reaction was the thought that I was being held as the butt of a joke. When I finally faced the reality of the honour, I was flabbergasted.”

He thought there were many deserving individuals to carry the country's flag, adding that he had been extremely grateful as it was something he had experienced at last year's Paris World Para Athletic Championships.

“To do it at the Paris 2024 Paralympics is madness,” he said.

He conceded that the honour had little bearing for him as a professional. “It is an honour that successfully challenges the [human] skeptic in me, that does not dare to dream of a future beyond its circumstances.”

On his personal ambitions, he said representing the country was an overwhelming feeling that needed to be experienced.

“Pride and gratitude are words that do not give the meaning, or the justice it deserves. I think no matter how many words you string together, even the imagination has its limitations which is where experience steps in,” he added.

The sprinter said he was excited for Games that are not held under pandemic lockdown conditions.

“I am looking forward to the Olympic and Paralympic athletes reminding its community how important they are and the joy we get in experiencing these global events with them,” he said.

The Chatsworth-born athlete said while he had set himself targets for Paris 2024, his biggest target was to get to the games in a healthy condition.

Chatsworth is in Durban, KwaZulu-Natal.

“We even have targets for the sort of sleep and recovery we want to see daily. The most important target though, is getting to the Games healthy because we have done everything we can in our preparations to be the best versions of ourselves when it matters.

“Once you are at the Games, you have to intentionally remember to go out there and have fun, just celebrate the opportunity to represent our country and everyone who has reminded us that our story has value just as others,” he concluded.

Apply for funding for community heritage project

by More Matshediso

The National Heritage Council of South Africa (NHC) is inviting heritage practitioners, activists and enthusiasts to apply for Heritage Funding until 30 August 2024.

The NHC is an entity of the Department of Sport, Arts and Culture that is responsible for the preservation, protection and promotion of the country’s heritage.

According to the NHC Acting Chief Executive Officer, Dr Thabo Manetsi, the entity also has a responsibility to disburse funds to approved heritage projects that commit to work together with the NHC to achieve its overall mandate.

“Preserving the tapestry of our diverse heritage is also key for nation building and social cohesion,” he said.

To be considered for funding, you need to have a community project in the heritage sector that seeks to preserve and promote South Africa’s heritage through documentation, research and publication.

This include educational institutions that participate in heritage projects, non-profit companies, non-governmental organisations, community-based organisations, associations, foundations (excluding family foundations), community trusts (excluding family trusts), and not for gain Section 21 companies.

The NHC said interested individuals must be willing to partner with credible and qualifying institutions for implementation and financial reporting of their project.

The entity said priority will be given to proposals or applications that focus in heritage research and publication or documenting of education and training in heritage, as well as indigenous knowledge systems.

The proposals or applications that focus on these projects would be categorised under these priority areas; women and heritage, youth and heritage, education and heritage, heritage research and publication or documenting, including indigenous groups' heritage initiatives.

Additionally, the NHC funding also gives priority to proposals focusing on the following key heritage disciplines:
• Living Heritage
• Cultural History and Heritage
• Education and Training

The NHC said organisations or individuals with heritage projects that are still active under the Presidential Employment Stimulus Programme (PESP) or NHC funding will not qualify for funding until closing reports or committed end products are submitted.

“Don’t leave it for later, start working on your application process and gather the required compliance documents as soon as possible. Our teams are always available to provide the support required by applicants,” urged Manetsi.

Pastor and others arrested for alleged intimidation at Katlehong school

Police have arrested four people following acts of intimidation and violence at a primary school in Katlehong.

In a video that has gone viral on social media, men with replica firearms and a panga are seen intimidating and harassing learners and teachers.

The police said in a statement on Tuesday that the local pastor, his security personnel and others stormed Matshidiso Primary School on Monday and forcefully took two minor children.

“The four were arrested last night and will appear in the Palm Ridge court in due course. They are facing a variety of charges including assault, handling a firearm recklessly that could endanger lives and property, rendering security services while not registered, malicious damage to property and intimidation,” said the police.

The replica firearm and the pangas have been confiscated.

Police said one of the suspects was arrested for assaulting the Station Commander at Katlehong North police station when a group of people was demanding to see the pastor outside the police station.

The Gauteng Provincial Commissioner Lieutenant General Tommy Mthombeni says the possibility of police effecting more arrests cannot be ruled out as investigations into the matter continue. – SAnews.gov.za

Eskom delivering ‘exceptional’ performance but Minister remains cautious

Eskom delivering 'exceptional' performance but Minister remains cautious

Minister of Energy and Electricity, Dr Kgosientsho Ramokgopa, has warned that although Eskom has delivered exceptional performance to keep load shedding at bay, the country is “not out of the woods yet”.

The country has not experienced load shedding for at least 130 days – a feat last achieved some four years ago.

“[Eskom CEO Dan] Marokane and the Eskom team have done exceptionally well. So over the past week [the week of July 22]…Eskom has averaged 70% of EAF [Energy Availability Factor]. When I say EAF, I’m talking about…the rate at which these units are failing and also the degree to which they approximate their design capacity.

“The same period last year…we were going through a period of load shedding and I had said to the country ‘short term pain for long term gain’. The same period last year, we were sitting at about 55% EAF. This is phenomenal. I want to emphasise, we are not out of the woods yet but the team is doing exceptionally well,” he said at a recent media briefing.

He highlighted another milestone reached by the power utility in July.

“The 23rd of July was a day to celebrate because for the first time since 2018, we had availability of 35 000MW plus.

“The last time we had seen this was the 16th of July 2018. This is phenomenal, it is a confirmation that the strategy adopted by the board is working and we are going to stay at it and ensure that we are able to deliver the kind of performance that is required,” he said.

The Minister singled out improved performance at some six power stations, which he said, had reached at least 70% EAF.

“Kusile and Medupi [power stations] are expected to be in that category because they are some of our newest power stations. But I think what is encouraging us is that, consistently, Matla and Matimba [power stations] are there in that category.

“There’s an intra-station competition which is very healthy for the purposes of driving this EAF,” he said. – SAnews.gov.za

Two more Mpox cases recorded in Gauteng and KZN

Two more Mpox cases recorded in Gauteng and KZN

The Department of Health has called for ongoing public vigilance against Mpox disease as two more laboratory-confirmed infections have been detected in Gauteng and KwaZulu-Natal.

According to the department, the recent cases come 26 days after the last cases of Mpox were reported in South Africa.

This means that the total number of cases stand at 24, of which 12 were reported in Gauteng, 11 in KwaZulu-Natal and one in the Western Cape.

Meanwhile, the number of deaths linked to the disease remains three.

According to data, the latest case is a 36-year-old man from KwaZulu-Natal who was admitted at a local public health facility in Durban late in July after he experienced an Mpox-like rash along with fatigue, muscle pain and rigour.

“The patient has no international travel history,” the department explained.

The Gauteng case involves a 20-year-old man seen at a private health facility in Johannesburg on Friday, 2 August.

“The case presented with typical Mpox lesions. He confirmed his international travel history to Peru in South America. It is uncertain if the exposure occurred in Peru or South Africa.”

According to the World Health Organisation (WHO) multi-country Mpox outbreak, Peru is among the countries with a high number of positive cases in the Americas region.

The department said contact tracing and monitoring activities are ongoing in the affected communities in both provinces.

It urged all the identified contacts to cooperate with health officials during contact tracing for screening and possible diagnosis to prevent further transmission of this preventable and treatable disease.

Meanwhile, as per data, of the 22 cases recorded between 8 May and 6 July, 19 of them have fully recovered.

“All people with suspected symptoms are reminded to visit the nearest healthcare facility right away for clinical evaluation, diagnosis and treatment options, instead of self-diagnosing and isolation.”

In addition, the department confirmed the arrival of another batch of Tecovirimat, also known as TPOXX, donated by the WHO as part of ongoing support to the country’s response efforts to this preventable and manageable disease. – SAnews.gov.za

Minister acknowledges need for women to be equitably represented

Minister acknowledges need for women to be equitably represented

Water and Sanitation Minister Pemmy Majodina has committed to ensure that women’s emancipation remains one of the department’s key focus areas, in line with government’s constitutional responsibility to protect, promote and advance the rights of women in all areas of the economy.

Briefing media on departmental plans and priorities for 2024/25 in Boksburg on Monday, Majodina said as the country celebrates 30 years of freedom and democracy this year, the month of August serves as an opportunity for the water sector to reflect on how women, in particular, are affected by a lack of access to clean water and safe sanitation.

“Women normally bear the brunt of the burden of fetching water from afar when they do not have access to clean running water. There is an ongoing need to ensure that women are equitably represented in the sector and have access to opportunities that are available in the sector,” Majodina said.

Community outreach programmes

Majodina said the department will be undertaking community outreach programmes to educate communities to understand that the provision of water services falls under the municipalities’ roles and responsibilities.

This follows numerous calls and messages received by the department, where the public, including local provincial leaders, share their challenges with water and sanitation service delivery at local level.

Among the challenges reported include lack of access to water, sewage pollution, and disruptions in water supply for various reasons.

According to the Minister, the callers do not seem to understand that the provision of water services is the responsibility of municipalities, not the national Department of Water and Sanitation.

“It will be a priority for us to correct this misunderstanding and to encourage communities and community leaders to hold their municipalities accountable for the delivery of water and sanitation services.

“When we receive calls related to the responsibilities of the national department or the water boards, we ensure that these issues are dealt with.

“The first point of call for residents to raise issues regarding municipal water and sanitation services must be their municipalities. However, when we receive calls related to water and sanitation services which are the responsibility of municipalities, we refer these to the relevant municipalities to resolve,” Majodina said.

Majodina reiterated that only the municipalities can resolve these issues, and “the national department cannot do maintenance or repairs to municipal infrastructure on behalf of a municipality”.

The call centre number where the department receives complaints and queries about all aspects of water and sanitation in the country is 0800 200 200.

Highlighting the department’s activities during its first 30 days, Majodina said the department has presented the Budget Vote Policy Statement for the 2024/2025 financial year to Parliament, followed by a series of appearances before various parliamentary committees.

READ I Majodina commits to improving water, sanitation services

“In addition, we have also met and had robust engagements with our seven water boards on their plans, the projects they are undertaking, and the challenges they face in their effort to provide potable bulk water services to their customers, who are municipalities and industries within their areas of service,” Majodina said.

Increase in water demand

While South Africa is one of the 30 most water-scarce countries in the world, Majodina said the consumption of water is 218 litres per capita per day, compared to the international average of 173 litres per capita per day.

“We have already captured 75% of the available surface water in dams, and the remaining opportunities for capturing surface water are expensive. At the same time, the demand for water in South Africa is increasing, as a result of population growth and economic growth.

“The average national access to at least an RDP level of water service has increased from approximately 60% in 1994 to approximately 90% currently. This is a major achievement,” Majodina said.

RDP or higher service levels are regarded as tapped (safe) water through a communal stand pipe within 200 metres from the dwelling, water in the yard or water in the dwelling. – SAnews.gov.za

Public servants urged to enrol for gender awareness courses

Public servants urged to enrol for gender awareness courses

Public Service and Administration Minister, Inkosi Mzamo Buthelezi, has invited public servants to enrol for gender awareness courses at the National School of Government (NSG) to advance women’s socio-economic rights while promoting their safety and security.

This, according to the department, is part of marking National Women’s Month which South Africa commemorates annually in August.

This year the country marks National Women’s Month under the theme: Celebrating 30 Years of Freedom Towards Women’s Development.

READ | SA commemorates Women's Month

Buthelezi has urged public servants at national, provincial and local government to enrol for courses at the NSG as one of the institutions that plays critical role in promoting women’s development and well-being in the public sector and society in general.

The NSG offers a suite of courses promoting gender awareness and gendered policy making.

Some of the courses offered are:

  • The Gender-Based Violence Course aims to improve capacity to identify and address the root causes of and eradicate gender-based violence in society and the workplace.

  • The Mainstreaming Gender in the Public Service Course capacitates public servants to integrate gender considerations into daily planning and programme activities across all levels of the public sector.

  • The Gender Responsive Planning and Budgeting Course builds the capacity of public servants to understand the importance of and acquire the necessary tools and skills for gender responsive planning and budgeting.

The Minister added that government needs to work harder to raise consciousness within the public sector and urged both men and women to enrol for the courses.

“We need to promote a positive attitude and awareness amongst those delivering services at the coalface.

“Staff in government facilities such as small business development centres, social security offices, police stations, courts, hospitals and municipal offices need to ensure that women are treated with respect and dignity.

“They need to understand that women’s rights are human rights, and that equality is a constitutional right for all. The NSG training equips public servants to gain consciousness that will enable them to deliver services in a more informed and gender-sensitive manner.”

Minister Buthelezi encouraged public servants to also take advantage of the courses to empower themselves with the knowledge and skills to fight the scourge through policy making, implementation and the day-to-day work of providing government services.

“Our country sadly faces the scourge of gender-based violence and women are at the receiving end. Many women have lost their lives while many face abuse, harassment and attacks. Survivors and their families need to find responsive and caring public servants in hospitals, police stations and welfare services.”

For enrolment, departments should contact the NSG on contactcentre@thensg.gov.za. – SAnews.gov.za

DWS priorities completion of bucket eradication projects

DWS priorities completion of bucket eradication projects

The Department of Water and Sanitation (DWS) says it will prioritise the completion of the remaining delayed Bucket Eradication Programme projects in the Northern Cape and the Free State.

Briefing the media on the department’s plans and priorities for the 2024/25 financial year on Monday, Water and Sanitation Minister Pemmy Majodina said of the 33 projects which formed part of the programme in the Free State, 26 have been completed (eradicating approximately 32 000 buckets).

“Approximately 10 000 buckets remain to be eradicated in the seven incomplete projects. Of 30 projects which formed part of the programme in the Northern Cape, 29 are completed (eradicating approximately 12 000 buckets), and 596 buckets remain to be eradicated in the one incomplete project,” Majodina said.

However, the Minister acknowledged that the programme will not result in the eradication of the “undignified” and “repugnant” bucket system altogether from the South African landscape. This is because the programme only focuses on eradicating buckets in certain towns in certain provinces, where they were identified in 2012.

She said since then, and on an ongoing basis, other municipalities elsewhere have introduced buckets systems in formal and informal settlements.

“The eradication of buckets is therefore a moving target. In order to address this, Cabinet has recently approved a National Sanitation Framework which will provide the basis for the department to issue new national minimum norms and standards for sanitation which will prohibit the use of the bucket system in both formal and informal settlements,” Majodina said.

Working together with the Water Research Commission, the department is developing new safe, dignified, on-site and non-sewered sanitation systems.

“These solutions will use much less water than water-borne sewered sanitation systems, which is necessary in a water scarce country such as South Africa. Such systems will need to be implemented by municipalities.”

Strengthening partnerships

The Minister added that the Ministry of Water and Sanitation will continue to collaborate with all sectors, especially the private sector, to contribute to resolving the country’s water and sanitation challenges.

This is in line with President Cyril Ramaphosa’s call to strengthen collaboration and social compacts with the private sector, labour, civil society and government.

In addition to partnerships with mining houses for water supply projects, the department is also facilitating partnerships between the private sector and municipalities, through its Water Partnerships Office, which was established in collaboration with the Development Bank of Southern Africa (DBSA) and the South African Local Government Association (SALGA).

This includes finalising plans with the eThekwini, Mangaung, Buffalo City, Nelson Mandela Bay, and Tshwane municipalities to mobilise private sector finance for the replacement of leaking municipal water distribution pipes which are resulting in high levels of non-revenue water.

Water Services Amendment Bill

Meanwhile, the department will shortly be presenting the Water Services Amendment Bill to Cabinet for approval for it to be submitted to Parliament.

Majodina noted that despite the high level of support provided by the department to the municipalities, the municipal water and sanitation services continue to decline.

She said the Amendment Bill provides for the introduction of an operating license system for Water Services Providers, to enable Water Services Authorities to ensure that their providers have a minimum level of capability to provide water and sanitation services that meet national norms and standards.

“The amendments propose that this should be done through the introduction of an operating license requirement for Water Services Providers, to ensure that they have a minimum level of competency.

“The Bill also introduces measures to enable the national department to take regulatory action against municipalities which do not comply with national minimum norms and standards for water services,” the Minister said. – SAnews.gov.za

Fuel price decreases in August

Location: News

Fuel price decreases in August

The Department of Minerals and Petroleum Resources has announced decreases for all grades of fuel for the month of August.

The price decreases expected to kick in on Wednesday are as follows:
   • Petrol 93 (ULP and LRP): 15 cents decrease
   • Petrol 95 (ULP and LRP): 15 cents decrease
   • Diesel (0.05% sulphur): 28 cents decrease
   • Diesel (0.005% sulphur): 17 cents decrease
   • Illuminating Paraffin (wholesale): 22 cents decrease
   • Single Maximum National Retail Price for illuminating paraffin: 29 cents decrease.
   • Maximum LP Gas Retail Price: 14 cents per kg decrease

This means that a litre of 95 petrol, which currently costs R23.26 in Gauteng, will now cost  23.11 cents a litre as of Wednesday.

In a statement on Monday, the department explained the international and local factors leading to the price adjustments for this month.

“The average Brent Crude oil price increased from 82.24 US Dollars (USD) to 83.55 USD per barrel, during the period under review. The main contributing factors are the decline in US inventories, reduced production from Canada due to the wildfires, tensions in the Middle East as well as continued production cuts by OPEC [Organization of the Petroleum Exporting Countries].

“The average international product prices for petrol increased slightly on average as the summer seasonal demand in the Northern Hemisphere improved, while diesel and illuminating paraffin prices decreased on average during the period under review.

“The Rand appreciated on average, against the US Dollar (from 18.44 to 18.23 Rand per USD) during the period under review when compared to the previous one. This led to lower contributions to the Basic Fuel Prices of all products by about 14.00 per litre,” the department said. – SAnews.gov.za
