Statutory rape of 13-year-old a 'heinous crime'

Deputy Minister of Police, Polly Boshielo, has condemned as a “heinous crime” the alleged statutory rape and subsequent impregnation of a 13-year-old child in Limpopo.

The Deputy Minister was in the Seshego Magistrate’s Court on Monday where 28-year-old Ditebogo Gololo, appeared on charges related to the incident.

Gololo is facing a charge of sexually grooming a minor and statutory rape.

“I hope this heinous crime does not happen again. The scourge of teenage pregnancy is very bad in this country. For the financial year under review, 2023/2024, a total of 29 150 gender-based violence and femicide perpetrators were arrested. 

“Out of them, 556 accused were handed down life sentences, 480 sentenced between 10 and 20 years, and 998 sentenced between 1 and 9 years. In Limpopo, there has been a challenge of rape cases involving children, especially in the Seshego and Matlala policing areas. 

“I have instructed SAPS in the province to implement a programme to address these social issues,” Boshielo said.

In a statement, the National Prosecuting Authority (NPA) said Gololo allegedly groomed the child after meeting at a mall in January this year, “until they became intimate in May 2024”. 

“The minor only revealed the incident to her aunt after experiencing complications, and later in November 2024, medical tests confirmed she was eight months pregnant, thus ultimately giving birth to a baby boy on Christmas Day,” the NPA said.

Gololo was arrested a day after the child gave birth.

“The docket will be forwarded to the Director of Public Prosecutions for directives. The matter is postponed for bail application and further investigations to 08 January 2025, at Seshego Magistrate's Court. Gololo is remanded in custody,” the statement concluded. – SAnews.gov.za

Limpopo police arrest 25 for illegal mining and other transgressions

Twenty-five suspects have been arrested for various transgressions, including illegal mining in Limpopo, said the South African Police Service (SAPS).

This as the SAPS’ Operation Vala Umgodi continues across the country.

In a statement on Sunday, the police said the 25 were arrested for contravening the Immigration Act, possession of illicit drugs, and involvement in illegal mining activities over the weekend.

“The operation was conducted between 28 and 29 December 2024 -which was a coordinated effort, together with South African National Defence Force. The operation was aimed at addressing illegal mining and related criminal activities that brings instability within the mining environments,” said the SAPS.

The suspects were arrested in various locations across the five Districts of Limpopo, for illegal possession of narcotics and unlawful mining. 

Police also apprehended numerous undocumented foreign nationals who were contravening the Immigration Act.

Illicit drugs such as crystal meth, along with mining equipment including shovels and spades were seized.

In Mokopane, Waterberg District, eleven undocumented foreign nationals were arrested. In Maake, Mopani District, five individuals were arrested while in the  Capricorn District, six arrests were made within the area. 

Additionally, the Sekhukhune District Task Team traced and arrested a 34-year-old suspect for assault with grievous bodily harm (GBH) in Groblersdal. Two suspects were also arrested for possession of suspected crystal meth and dagga in the Marble Hall policing area. 

The other suspect was found in possession of cash which amounts to R3000-00 believed to be proceeds from the drugs.

“The arrested suspects will face charges under the Immigration Act, possession of illicit drugs, illegal mining, and other related charges,” said the police.

Meanwhile, government says a number of illegal miners, known as Zama Zamas, have voluntarily emerged from the disused mine shafts in Stilfontein in the North West, indicating that these individuals have the capability to exit the underground tunnels independently. 

This is according to a statement issued by the National Joint Operational and Intelligence Structure (NATJOINTS) on Sunday.

“Their delayed emergence appears to be a tactic to evade arrest by law enforcement agencies. Contrary to claims that food underground ran out months ago, evidence suggests that the miners have had access to supplies until recently,” said NATJOINTS.

Extra police vigilance on N1 following spiking incidents

The Johannesburg Metro Police Department (JMPD) and the South Africa Police Service (SAPS) are stepping up efforts to clamp down on crime on the N1, following a surge in spiking incidents on that stretch of road.

In a statement posted on social media, the City of Johannesburg Department of Public Safety strongly condemned the criminal behaviour.

“The MMC for Public Safety, Dr Mgcini Tshwaku, is deeply outraged by the reckless criminal acts on the N1 North between the Soweto Highway and Maraisburg Off-ramps and the N1 South between Maraisburg and Rand Show Road Off-ramps. 

“The deliberate placement of rocks on these routes has caused multiple accidents, jeopardizing the lives of innocent motorists. This is an attack on the safety and dignity of our residents.

“We have directed the…JMPD in partnership with the SAPS [to] act to decisively root out these criminal elements. Joint operations are underway across our freeways and highways, ensuring no road user is vulnerable. During this festive season, we prioritise the safety of every citizen and visitor traveling through Johannesburg,” the statement read.

The department added that equally troubling are “reports alleging that JMPD officers failed to assist a motorist who was nearly mugged in the same area” after the motorist’s tyres were spiked.

“Let it be clear: The department of Public Safety will not tolerate negligence or dereliction of duty by those entrusted to serve and protect. The Internal Affairs Unit has launched a full investigation to ensure that any officer found guilty of misconduct is held accountable.

“We encourage the community to play a role in ensuring safety by reporting emergencies or suspicious activities by contacting 082 060 0057 or 011 375 5911 immediately, and the Department of Public Safety is aware of the alarming rise in road spike incidents across Johannesburg and is dealing with it decisively to ensure the safety of all motorists.

Government says a number of illegal miners, known as Zama Zamas, have voluntarily emerged from the disused mine shafts in Stilfontein, indicating that these individuals have the capability to exit the underground tunnels independently. 

This is according to a statement issued by the National Joint Operational and Intelligence Structure (NATJOINTS) on Sunday.

“Their delayed emergence appears to be a tactic to evade arrest by law enforcement agencies. Contrary to claims that food underground ran out months ago, evidence suggests that the miners have had access to supplies until recently. 

“Assertions that aid sent down is shared equally among miners are unverified. Government has not sanctioned any official aid deliveries to individuals engaged in illegal activities. Reports indicate that any supplies reaching the miners are controlled by underground syndicates, often leading to unequal distribution and exploitation. 

“The notion that miners remain trapped solely due to police actions is misleading,” said the statement. 

SAPS has implemented measures to secure the area and prevent further illegal activities, but designated exit points have been established to allow miners to surface safely and face due legal processes. 

NATJOINTS said the miners possess the means to exit independently, as demonstrated by those who have surfaced in recent days. 

“Government's stance is to uphold the rule of law; thus, while immediate aid is not provided to facilitate illegal activities, measures are in place to ensure the safety and humane treatment of individuals who choose to come above ground. 

“Government acknowledges the presence of various narratives surrounding this issue. It is important to rely on verified information from official channels. SAPS and other government bodies are committed to transparency and will continue to provide accurate updates on the situation,” said government.

It said it remains steadfast in efforts to address illegal mining activities, which pose significant risks to both the individuals involved and the broader community. Operations such as "Vala Umgodi" ("Close the Pits") are ongoing to rehabilitate abandoned mines and prevent further unlawful exploitation. 

Government is also working to tackle the underlying socio-economic issues that contribute to illegal mining, including unemployment and lack of economic opportunities. 

“We cannot allow a situation where the government is held hostage. All court directives have been complied with thus far, including the allowed food supply on a daily basis. 

“SAPS has previously indicated that it is working closely with all stakeholders involved in trying to get those illegal miners extracted from underground. The Stilfontein rescue operation that is being undertaken is not as easy as it seems; it is quite complex, with the depth of the shaft playing a major role in how this operation is carried out. 

“Unlike the Sabie operation, in which the shaft is 150 meters deep, the Stilfontein shaft is 2 kilometers deep to where these illegal miners allegedly are, making it a very difficult and highrisk operation to undertake. 

“The rescue team has recommended that the necessary resources and expertise must be acquired. The practicality and risks involved are also being taken into account. The liability involved is also a major factor. Police are not experts and can therefore not lead this rescue operation.”

Government said at this stage, the mine must acquire services to conduct the rescue operation, in which costs are involved. 

“We are in possession of a quotation that indicates that there must also be a 100% upfront payment. 

“It should be agreed upon that the government must approach this process with due diligence and the utmost care, taking into consideration the applicable supply chain management processes involved. 

“These processes must be above board in line with relevant prescripts.” 

Government urged all individuals involved in these activities to surface voluntarily and engage with law enforcement to ensure their safety and well-being. 

Government said it was committed to upholding human rights and the rule of law in all its operations. – SAnews.gov.za

Limpopo Premier welcomes arrest of a 28-year-old for statutory rape

The Limpopo Provincial Government has praised the quick action of the South African Police Service (SAPS) in Seshego, which resulted in the arrest of a 28-year-old man for statutory rape.

The arrest follows an incident where a 13-year-old girl gave birth at Seshego Hospital on 25 December 2024.

SAnews reported today that over 1 360 babies were safely delivered at public health facilities across the country on Christmas Day.

According to the National Department of Health, the number of teen mothers has decreased from 145 in 2023 to just under 90.

Among the new teenage mothers is a 13-year-old who gave birth to a healthy baby at Seshego Hospital, located outside Polokwane. 

Three 15-year-olds delivered their babies at Emmaus, Hlabisa, and St Andrews Hospitals in KwaZulu-Natal.

In addition, a 16-year-old gave birth to a baby boy at Klerksdorp-Tshepong Tertiary Hospital in the North West.

Limpopo Premier, Dr Phophi Ramathuba, expressed her gratitude for the police’s prompt action.

“We welcome this quick response by the SAPS after the hospital had raised concern over a 13-year-old giving birth during Christmas. 

“It is now our responsibility to make sure that the judiciary acts in accordance with the extent of the crime. Statutory rape is visible in many parts of our province, and we need to end such a sad chapter.”

The Premier emphasised the importance of protecting the rights of children and ensuring that justice is served. 

“The man is in custody in Seshego and will soon make an appearance in court. We must remain vigilant and committed to preventing such heinous acts in our communities,” she added.

The Limpopo Provincial Government is dedicated to collaborating with law enforcement and the judiciary to eradicate crimes against children and create a safe environment for everyone.

“The government will continue to advocate for the protection of vulnerable individuals and ensure that those who perpetrate such crimes are held accountable.” 

The department said the decrease in teenage mothers may be due to several interventions, including Sexual and Reproductive Health (SRH) programmes, a healthy lifestyle campaign, and the establishment of youth-friendly zones in primary health facilities nationwide.

These initiatives create an enabling environment for young people to access sexual and reproductive health services without waiting in the queue with general patients.

The interventions are implemented in collaboration with various stakeholders, including the Departments of Basic Education and Social Development, the South African National AIDS Council, Higher Health, loveLife, and Soul City. 

The aim is to increase the uptake of family planning services, reduce stigma, and minimise unplanned pregnancies among young people by promoting contraception methods. – SAnews.gov.za

Beach tagging programme reunites lost children with their families

The City of Cape Town’s Identikidz programme tagged 25 770 children over the public holidays, reuniting 169 lost children with their families.

Coordinated by the Community, Arts, and Culture Development Department, the busiest beaches were Strandfontein (3 264 tags), Strand (3 183 tags) and Monwabisi (3 005 tags).

Mayoral Committee Member for Community Services and Health, Patricia van der Ross, said the number of children tagged is an indication of how packed the beaches were.

“It is easy for young children to lose sight of where their family is located and get lost in the crowds. A number of the lost children in the past two days were not tagged. 

“Parents and caregivers can rest assured that their information is confidential and is only used when their child is lost and it helps us to keep your little ones safe,” van der Ross explained.

With more holidays and good weather coming up, van der Ross encouraged parents and caregivers who visit the beach with children to find the Identikidz registration desks and get their little ones tagged.

The tag helps reunite lost or displaced children with their families.

The team collaborates closely with the provincial Department of Social Development, the city’s enforcement agencies, and the South African Police Service (SAPS) to ensure the safety and successful reunification of these children.

Vandalism of Western Cape court condemned

The Department of Justice and Constitutional Development (DJCOD) has condemned acts of vandalism during a protest that caused extensive damage to the Bishop Lavis Magistrate Court in the Western Cape.

According to the department, protestors on Saturday vandalised the court, “set parts of it on fire and stole essential court equipment”.

“We are working closely with the South African Police Service (SAPS) to secure the premises and prevent further damage.  Additional security measures have been implemented, including the deployment of extra security guards and a 24-hour police presence to safeguard the building.

“The department can confirm that systems are being put in place to ensure the continuation of court operations. Measures have already been initiated to facilitate the postponement of cases, with proceedings expected to resume [on Monday],” the DJCOD said.

The department said repairs will be made to the court.

“The department is prioritising emergency repairs to the damaged infrastructure, including restoring water supply and other essential services, to ensure that the court remains accessible and operational.

“We condemn any acts of vandalism and urge the community to cooperate with law enforcement authorities as investigations into the incident continue,” the department said. – SAnews.gov.za

KZN reassures public safety through collaborative initiatives

The KwaZulu-Natal Government has reaffirmed its commitment to ensuring public safety through collaborative initiatives and targeted strategies.

KwaZulu-Natal Premier, Thamsanqa Ntuli, made the commitment during the release of the province’s second quarter crime statistics for 2024/2025, on Tuesday.

The crime statistics, covering the period of July to September 2024, revealed a marginal increase of 0.1% in the 17 community reported serious crimes.

The statistics showed that 63 666 cases were reported, with 20 794 arrests made.

A total of 1 428 murder cases were registered in the province, and this includes 71 multiple murder incidents, involving 164 victims.

“While overall murders declined, rural areas and townships remain high-risk zones, with arguments, robberies, and retaliation being key causes. Alarmingly, 186 victims were women and 77 were children,” Ntuli said.

The Inanda Police Station in the north of Durban, remains in the top 10 stations for serious crimes, followed by Umlazi and Ntuzuma.

Notable improvements were seen in carjacking with less than 17.3% and robberies at residential and non-residential premises.

However, the province witnessed an increase in cash-in-transit robberies with 11 incidents recorded, compared to eight incidents recorded last year. Persisting crime syndicates also remain a challenge.

Strengthened crime fighting capacity

Recognising resource challenges faced by the South African Police Service (SAPS), Ntuli announced the donation of 36 vehicles worth over R14 million, which will bolster law enforcement capabilities across the priority stations.

The vehicles were handed over to KwaZulu-Natal Provincial Police Commissioner, Lieutenant-General Nhlanhla Mkhwanazi, who commended the initiative, noting that it would significantly aid in tackling crime hotspots.

Among the key measures to help in crime fighting also include increased visibility in crime hotspots and areas affected by faction fights, such as Nongoma, Nquthu, Loskop, and uMzimkhulu; tightened operations at ports of entry and border gates, in collaboration with the Border Management Authority; as well as joint law enforcement raids focusing on food safety inspections in spaza shops, following incidents of expired goods being sold.

With the festive season underway, the provincial government has further unveiled intensified safety measures, including the deployment of 656 new police constables to the key stations.

Ntuli said additional support will come from 198 Road Traffic Inspectorate (RTI) officers, including 467 authorised officers, and 124 metro police constables.

The Premier and provincial leadership reiterated their commitment to tackling crime through a multi-faceted approach, including the recent launch of the KZN Council Against Crime (CAC).

Ntuli said the council will monitor and devise integrated strategies to fight crime over the next five years.

As the festive season continues, the provincial government reassured the residents and visitors of its dedication to maintaining safety.

“We wish to thank the brave men and women in law enforcement for their tireless efforts in ensuring a crime-free KwaZulu-Natal,” Ntuli said. – SAnews.gov.za

Deadline for spaza shop registrations extended to February 2025

Government has extended the registration deadline for spaza shops and other food handling outlets to 28 February 2025, as announced by Cooperative Governance and Traditional Affairs Minister, Velenkosini Hlabisa, on Wednesday.

This follows the end of the initial 21-day registration period, which concluded on Tuesday, 17 December 2024.

A total of 42 915 applications were received, and 19 385 of them have been approved.

President Cyril Ramaphosa announced the registration last month as one of the measures to address growing concerns regarding spaza shops and tuck shops, which are linked to an increase in foodborne illnesses and deaths.

The President’s address highlighted a foodborne illness crisis, with over 890 cases and about close to 30 deaths since September.

The Minister emphasised the importance of compliance with health regulations, noting that 1 041 non-compliant shops were closed. 

“Before the revised deadline of 28 February 2025, government in all its spheres will continue to implement the action plan to address the crisis of foodborne illnesses and the illicit trade of goods across the country,” Hlabisa told the media at a briefing in Pretoria.

Meanwhile, he said those who have registered their businesses and received their acknowledgement of registration still need to undertake a further process to obtain their trading licences.

“For this process, environmental health practitioners and other regulatory authorities will still inspect owners of registered food-related trading businesses to ensure that their businesses are eligible to trade.”

He urged municipalities to maintain capacity for assisting those registering as operations decline during the holiday season.
“We also urge business owners to continue with their registration process within their respective municipalities and not wait until the next registration deadline.”

The Minister explained that the State was dealing with two distinct processes where business owners need to register the spaza shops and comply with health regulations. 

“This process does not depend on whether you are registered or not. If you don’t comply with the health regulations, the business is closed down immediately. Hence, 1 041 spaza shops have already been closed,” he added. 

In addition, the Minister said 15 health experts were appointed to a Ministerial Advisory Committee to develop long-term prevention measures. 

“We want to emphasise that registration alone does not mean a business is eligible to trade. To obtain a licence or a permit to trade, business owners must comply with all health regulations and municipal by-laws related to conducting a business.”

Pesticides

Meanwhile, the Minister said enforcement efforts included seizing 470 litres of pesticides and intensifying inspections at ports of entry.

According to Hlabisa, inspections of imported food items, medicines, drugs, and pesticides have also been intensified at ports of entry. 

He said heightened surveillance at all 71 ports of entry, especially marine ports in KwaZulu-Natal including Durban, is aimed at preventing the entry of unsafe goods.

Warning

The Department of Home Affairs’ (DHA) Albert Matsaung addressed the legal implications of assisting illegal foreigners to register spaza shops, referencing Section 42 of the Immigration Act.

He reiterated the importance of adhering to immigration laws and the role of the DHA and stressed the serious consequences for South Africans who assist illegal foreigners.

“No one should assist. No one should provide any kind of support - either be it in the form of providing immovable property, which in this case is the garages or houses where these spaza shops are being run. It means that it becomes a serious offence, criminally and in terms of the Immigration Act.”

Matsaung stated that anyone who assists a foreigner who does not deserve to participate in this process will be prosecuted. – SAnews.gov.za

Two more drug traffickers arrested at OR Tambo International Airport

The South African Police Service (SAPS) has arrested two more suspected drug traffickers at the OR Tambo International Airport in Gauteng.

The arrest comes after the arrest of a suspected drug mule from Paraguay earlier this month.

In a statement issued on Monday, the SAPS said the two Brazilian drug traffickers, aged 30 and 35, were arrested shortly after landing at OR Tambo International Airport from São Paulo, Brazil, on Sunday.

“One of these traffickers was found in possession of over 4kg of cocaine in his luggage, while a medical x-ray confirmed the presence of drug 'bullets' swallowed by the other drug mule. Fifteen 'bullets' containing cocaine have been released,” the police said.

The suspects are expected to appear before the Kempton Park Magistrates' Court this week, on charges related to drug trafficking. – SAnews.gov.za

Meet Captain Loganathan Chetty, who is currently the acting commander of the Milnerton Family Violence, Child Protection and Sexual Offences (FCS) Unit in the Western Cape. 

Chetty is one of many dedicated South African Police Service (SAPS) members, who goes beyond the call of duty to help the country to fight the scourge of gender-based violence and femicide (GBVF). 

Chetty is also an investigator attached to the provincial Serial and Electronic Crime Investigations (SECI) team.

Following in his uncle’s footsteps, Chetty joined the Service 33 years ago as a student constable. 

“I wanted to be a police officer just like my uncle, because I want to serve and protect the people of South Africa,” says Chetty.

Chetty has been within the FCS environment for the past 11 years and vividly recalls his first case as an FCS investigator. 

He was assigned to investigate a case where a child within the Harare policing area went missing. 

The child’s body was found a week later near a shack. Chetty and his team left no stone unturned and managed to arrest the suspect that same day. The accused was found guilty and sentenced to life imprisonment.

While his career highlights are many, Chetty particularly takes pride in a case that landed on his desk for investigation in 2015. 

He had received information from Homeland Security regarding a South African suspect linked to possession, distribution and manufacturing of child sexual abuse material.

Through the application of various investigative techniques, Chetty traced the suspect to an address in Bergsig and executed a search and seizure warrant. 

Various electronic devices containing child abuse images and videos were seized. One of the victims in these images and videos was positively identified as the suspect’s own daughter. She was three years old at the time of the abuse.

This case is still under investigation to ensure a solid case is being presented against the accused in court.

Currently the acting commander of Milnerton FCS Unit, Chetty’s duties include managing a team of FCS investigators, who investigate crimes such as sexual crimes (rape, sexual assault, incest, bestiality, any other sexual offences); person directed crimes (assault, assault GBH); illegal removal of persons (kidnapping, abduction and missing children), and online sexual child abuse material.

He is also still an active investigator and is currently working on several cases.

Chetty, a devoted husband and father of two, says his family is his pillar of strength. They inspire him to go out every day in the field to trace and arrest more sexual predators.

“A childhood dream came true when I got enlisted in the service. Being a detective is my calling, and it gives me great pleasure to trace and arrest rapists. This is my contribution to make my community a safer and secure environment for all,” Chetty said.

The Portfolio Committee on Home Affairs has reiterated its call for enhanced cooperation between the Border Management Authority (BMA), law enforcement agencies, Mozambican counterparts and long-haul goods trucks to resolve the current backlog of trucks at the Lebombo Port of Entry. The committee concluded a successful and informative oversight visit to the port of entry and highlighted health concerns and the impact of extended delays in processing goods across the border as a direct result of the political protests in Mozambique.

“The Border Management Authority has been agile and provided the necessary leadership in responding adequately to the protest to ensure safety of infrastructure and personnel on the South African side of the border. Despite this, the long delays in processing goods across the border have created a health, economic and safety hazard that needs greater collaboration to ensure immediate relief,” said Mr Mosa Chabane, the Chairperson of the committee.

The committee was informed that the health risks associated with long delays relate to the lack of abolition facilities and water, which will create a health hazard for truck drivers. Also, the direct impact on trade is also untenable, especially in a period of increased economic activity as a result of the festive season.

In addition, the committee called on role-players within the trucking industry to enhance collaboration with the BMA and law enforcement agencies to find workable solutions to the current challenge, including re-routing some trucks to alleviate the current pressures at the Lebombo Port of Entry. Also, continuous communication and collaboration is necessary between the South African and Mozambican governments to find short- to medium-term solutions to the current challenges.

In the long term, the committee welcomed the assurance that discussions are ongoing between the BMA, the Trans African Concessions and the National Treasury to develop bulk clearance facility infrastructure at KM 7, which will provide the needed relief at Lebombo and lead to quicker processing times of goods. The committee also emphasised the importance of finalising the private–public partnership process provided for by the one-stop border post, which will ensure integrated and seamless movement of goods and people across the border.

Despite this, the committee applauded the opening of the port of entry for goods late on Tuesday afternoon as it was completing its oversight visit. The committee also called for constant assessment of the risk levels as the goods are processed to ensure safety and security of goods and the protection of truck drivers' lives.

Meanwhile, the committee had a first-hand illustration of the use of unmanned drones and is confident that this will provide the necessary tool to combat any form of illegality in and around the port of entry. The drones will also provide the needed force multiplier in an environment facing increasing financial difficulties as a result of constant budget cuts. Nonetheless, the committee commended the plans in place, including the increase of human resources at the port of entry to cope with the expected influx of goods and people wishing to cross the border. The committee has called for the full deployment the drones at all land ports of entry to ensure maximum results provided by technological advances in law enforcement along the border.

Meanwhile, the committee saw first-hand the increase in the presence of law enforcement agencies along the N4 and is of the view that this will deter any breaking of the law. “The collaboration with local law enforcement, the South African National Defence Force and the South African Police Service (SAPS) will ensure that joint efforts create the ripple effect necessary to deter illegal movement of people, smuggling of contraband and any other attempted illegal action. The committee has also called for a no-nonsense approach in preventing illegality,” Mr Chabane said.

The committee has also called for the full implementation of the safer festive season plan at all ports of entry to ensure the seamless movement. “The lack of implementation of any identified pillar will threaten the intentions of the plan and will hamper safe and speedy processing of people and goods. Furthermore, there is a need for agility to ensure quick response to any area of weakness,” Mr Chabane suggested.

The committee has requested a consolidated report on the roll-out of the safer festive season plan and also the progress report on finalising the implementation protocols between the SAPS and the BMA. The committee will also continue to monitor the implementation of the safer festive season plan to ensure its success.

The South African Police Services’ (SAPS) men and women in blue continue to fight against the scourge of gender-based violence (GBV).

Detective Sergeant Edward Mndeni Mzila who is based at the Serial and Electronic Crimes Investigations (SECI) Unit in Inanda, KwaZulu-Natal, is among the officers of SAPS making a difference in their communities.

This as the country continues to mark the 16 Days of Activism for No Violence Against Women and Children campaign.

SECI is a specialised investigation unit that deals with the investigation of serial rape cases and sexual crimes committed through electronic mediums such as child pornography.

As an investigator, Sergeant Mzila has dedicated the past decade to investigating serial rapists as well as ensuring that they serve lengthy sentences in prison. 

He ensures that sex predators no longer pose a threat to the community, moreover, especially to vulnerable groups such as women, children, and people living with disabilities. 

To date, Sergeant Mzila has secured 79 life term sentences and an additional 1 336 years’ imprisonment for 50 sexual predators.

His outstanding detective work saw him arresting and securing harsher sentences for several serial rapists and sexual predators in KwaZulu-Natal.

Mzila’s career highlights include the arrest and sentencing of a 30-year-old Moses Mavila dubbed the ‘Durban Highway Rapist’ for the manner in which he attacked his victims along the busy M19 freeway in Durban.

Over a period of seven years, Mavila preyed on unemployed women, aged between 20 and 58 years. He would lure his unsuspecting victims to the Westville and New Germany areas under the premise of employment opportunities. He would then rape them and rob them of their belongings.

“Mavila’s case landed on Sergeant Mzila’s desk for further investigation. The suspect was not known for a period of seven years, but the tenacious Sergeant Mzila’s dedication and stellar investigative skills brought Mavila to book.

“Sergeant Mzila meticulously pieced all the evidence together and linked the suspect with DNA to 32 cases of rape, as well as two cases of attempted rape and robbery.

With overwhelming evidence which Sergeant Mzila brought before the court of law, Mavila decided to plead guilty to all charges. On 31 August 2019, the Pinetown Magistrates’ Court sentenced Mavila to 32 life terms and 384 years imprisonment on 32 counts of rape, attempted rape and robbery,” said the SAPS in a statement.

In a separate case involving a Facebook serial rapist, Sergeant Mzila’s investigative skills and hard work put another sex predator behind bars when he secured lengthy sentences for 31-year-old Siyabonga Ndwandewe.

Ndwandwe used Facebook to lure his victims to Durban, offering them prospective employment as child-minders and tuck-shop assistants. Once they arrived in Inanda, he would take them to a secluded area and  rob and rape them at knifepoint.
Sergeant Mzila thwarted his reign of terror, which lasted for two years, when he traced and arrested Ndwandwe in 2020.

With a water-tight case brought against him by Sergeant Mzila, Ndandwe was left with no option but to plead guilty on all seven charges of rape. He was sentenced to 175 years’ imprisonment in the Ntuzuma Magistrates’ Court. 

Currently, Sergeant Mzila is investigating a case of the murder and rape of a 17-year-old girl, where he managed to trace and arrest three suspects within a short period of time.

Mzila has vowed to fight for justice for vulnerable groups in society and has pleaded with the victims of gender-based violence to speak up and report perpetrators to the police. 

“Working on these cases has given me the drive and passion to fight the scourge of gender-based violence not only within ‘16 Days of Activism’ but as an ongoing thing.

“Looking at the degree of violence perpetuated against women and children, including people living with disabilities who can’t fight for themselves, I took it upon myself to use my skills to fight for them and put perpetrators behind the bars for the rest of their lives,” said Mzila.

The 16 Days campaign forms part of government’s comprehensive 365 Days of Activism for No Violence against Women and Children.

This year’s campaign is being held under the theme: “30 Years of Advancing Collective Action to End Violence against Women and Children".

The campaign is held from 25 November to 10 December every year.

Police complete operation to resurface illegal miners in Sabie

Police have completed the operation to resurface illegal miners at the abandoned South Mine in Sabie, Mpumalanga.

The operation commenced last Tuesday and was completed on Friday evening.

During the operation, a total of 153 alleged illegal miners were brought to the surface, with three bodies retrieved on Wednesday.

No injuries were reported during the operation, both amongst the individuals brought to the surface and the law enforcement personnel involved.

The diverse team involved in the operation included stakeholders from a mining company, security companies, government departments such as the South Africa Police Service (SAPS), Home Affairs, Health (Emergency Medical Services) and the South African National Defence Force, among others.

“...The National Commissioner of the SAPS, General Fannie Masemola -- accompanied by Divisional Commissioner: Detective and Forensic Services, Lieutenant General Hilda Khosi Senthumule; Divisional Commissioner for Visible Policing and Operations, Lieutenant General Maropeng Johanna Mamotheti and the Acting Provincial Commissioner of the SAPS in Mpumalanga, Major General (Dr) Zeph Mkhwanazi -- visited the site on Thursday.

“It is worth noting that amongst the 153 individuals brought to the surface, most are foreign nationals from Lesotho, Zimbabwe and Mozambique, with some South Africans also included in the group,” SAPS said.

Mkhwanazi has expressed his appreciation for the teamwork, professionalism and cooperation displayed during the operation.

"The investigation into the illegal mining activities has already begun to ensure that justice is served. 

“We plead with everyone to allow this team space to conduct their investigation without being distracted and the public will be notified in due course. Meanwhile, Operation Vala Umgodi will continue to be active to curb illegal mining activities in the province," said Mkhwanazi. – SAnews.gov.za

Agriculture Minister, John Steenhuisen, has commended a joint operation to remove products that were incorrectly labelled and sold as honey-based syrup from various stores in Gauteng.

The operation conducted by the Directorate: Inspection Services (D: IS) within the Department of Agriculture, Land Reform and Rural Development (DALRRD), targeted products marked as “honey-based” syrup which were red-flagged by the increased number of complaints nationally.

Gauteng was the first province where the directorate conducted joint operations with the assistance from the Provincial Illicit and Counterfeit Goods Unit of the South African Police Service (SAPS).

Among the wholesalers visited during the operation, include Crowns Mines and Kempton Park in Johannesburg, and Laudium and Marabastad in Pretoria.

Steenhuisen said from 25 to 29 November 2024, the team seized a total of 1 059 “honey-based” syrups and 388 honey products, which were non-compliant according to marking requirements.

This prompted directions to be issued by the directorate, with SAPS members issued two wholesalers with R1 500 fines for each wholesaler.

Steenhuisen said the seizures of such products will be expanded to other provinces in a bid to ensure citizens get quality goods they intended to purchase.

The Minister warned that the products pose a health risk, especially to the compromised communities suffering from diseases, such as diabetes.

“The main concern with incorrect labelling, misleading information and quality of these products is that consumers buy them thinking they are buying a product that is beneficial to their health, when in fact it may compromise their health,” Steenhuisen said.

The Directorate: Inspection Services is responsible for enforcement of certain agricultural products in terms of Agricultural Product Standards Act (APS), 1990 (Act No. 119 of 1990), among others.

The Act regulates the quality and marking of certain agricultural products and ensures that products comply with the minimum requirements as prescribed by the regulations under the APS Act at point of sale.

“Prescribed marking requirements in these regulations are there for the protection of consumers and providing them with accurate and relevant information regarding a product, and to allow the consumer to make a sound decision on the product,” the Minister said.

Steenhuisen has also encouraged consumers to report foodstuff that is incorrectly labelled.

SAPS highlights work of its men and women in blue

As the country observes this year's 16 Days of Activism for No Violence against Women and Children, the South African Police Service (SAPS) is highlighting the work of its men and women in blue, who go beyond the call of duty to protect women and children in South Africa.

Today, SAPS introduces the nation to Warrant Officer Sonwabile Dlomo, an investigator attached to the Serial and Electronic Crime Investigations (SECI) Unit in Zwelitsha, Eastern Cape.

Dlomo says his childhood dream of becoming a police officer came true when he got enlisted to the Service 19 years ago. 

His inquisitive mind eventually led him to become a detective and he has been within the Family Violence, Child Protection and Sexual Offences (FCS) environment since 2010.

To date, Dlomo secured 23 life terms and 594 years for 16 rapists, who are now behind bars.

In June 2024, the Makanda High Court sentenced Glass Lechesa to six life terms and an additional 125 years imprisonment on multiple counts of rape, robbery with aggravated circumstances and robbery common.

Lechesa targeted young girls in and around the areas of Joubertina and Addo, the youngest victim being 14 years old at the time. He stalked and attacked these victims in farm areas, robbed and repeatedly raped them before he fled the scene.

The case landed on Dlomo’s desk for further investigation. The suspect was still unknown at that stage, but that did not deter Dlomo from cracking the case. He meticulously pieced all available leads together and through the application of various investigative techniques, he managed to link the suspect to 10 rape cases.

Hot on the suspect’s heels, Dlomo proceeded to Addo police station to ascertain if there were more rape dockets similar to these 10 cases.

Dlomo says his instinct led him to trace the suspect’s activities during his ‘cooling off’ period. He then found three more cases with a similar modus operandi. These cases were eventually added to the serial following positive confirmation from the SAPS’ Forensic Science Laboratory (FSL).

Lechesa’s reign of terror came to an end on 16 April 2023, when he was arrested by Dlomo and his team. They operationalised information they obtained on the location of the suspect. Dlomo successfully opposed bail and Lechesa remained in custody until sentencing.

As a SECI investigator, Dlomo's duties include the investigation of serial rape cases, as well as sexual crimes committed on electronic mediums, such as the possession, distribution and manufacturing of child pornography.

"In most of my cases, the suspects are unknown at first. My goal is always to go beyond the call of duty to trace and arrest these suspects to ensure justice prevails for the victims," said Dlomo. – SAnews.gov.za
