Escalating conflict and dire human rights situation of "grave concern" - Presidency

South Africa has expressed its “grave concern” over escalating armed conflict in Sudan, which has reportedly claimed thousands of lives, destroyed infrastructure and displaced millions of people.

Conflict in that country has been ongoing for more than a year.

“We express our grave concern at the outbreak of a major fighting in El Fasher, the capital of North Darfur and the plight faced by many civilians, especially women and children. The reported use of heavy artillery by the fighting parties in populated places continues to place the lives of civilians in danger.

“In this regard we wish to sight the warning by the Secretary-General of the UN, Mr Antonio Gutteres, during his recent address to the UN Security Council, that ‘intentionally directing attacks against the civilian population and wilfully impending humanitarian relief for civilians in need may constitute war crimes’.

“The attacks against El Fasher came amidst the Human Rights Watch Report which detailed cases of gross human rights abuses in Sudan, including ethnically motivated killings and gender-based violence,” the Presidency said in a statement.

South Africa urged those engaged in the conflict to “respect international law, including international humanitarian law, protect civilians, especially women and children, and not to hamper in any manner the distribution of humanitarian assistance as well as provision of medical support”.

“There is a need to urgently put an end to impunity in this senseless conflict. The dire human rights situation arising from the ongoing conflict cannot be ignored, nor can the role of relevant multilateral and regional bodies and initiatives.

“South Africa pledges its full support to the efforts of the UN Secretary-General’s Personal Envoy to Sudan, Mr Ramtane Lamamra, the African Union and Intergovernmental Authority on Development (IGAD) to promote the peaceful end to the conflict through mediation and dialogue,” the statement said.

Furthermore, the statement repeated calls for a ceasefire in the area and for talks between the warring parties to resume.

“South Africa stands in solidarity with the innocent people of Sudan, who have been subjected to untold suffering since the outbreak of hostilities on 15 April 2023, with the main protagonists to the conflict being the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF).

“South Africa reiterates its call for the immediate end to the conflict and resumption of genuine and sincere talks to bring an end to the human suffering that the people of Sudan have endured for a long time,” the statement said. – SAnews.gov.za

Commission for Gender Equality to observe general elections

Commission for Gender Equality to observe general elections

The Commission for Gender Equality (CGE) says it will observe the National and Provincial Elections on Wednesday to ensure equal treatment and the protection of people’s gender rights at polling stations.

Chairperson of the Commission for Gender Equality, Advocate Nthabiseng Sepanya–Mogale, said the commission has been accredited by the Electoral Commission (IEC) to observe the elections throughout the country.

Sepaya-Mogale noted that in line with the provisions of section 187 of the Constitution as well as the CGE Act of 1996, the CGE has the responsibility to monitor and assess the actions of state and non-governmental institutions as part of its obligation to promote, protect and advance gender equality in South Africa.

Section 187 (2) of the South African Constitution grants the CGE the power, as regulated by national legislation, necessary to perform its functions, including the power to monitor, investigate, research, educate, lobby, advise and report on issues concerning gender equality.

“Considering this constitutional obligation, during its election observation, the CGE will employ a gendered analytical framework to determine the extent to which the elections are free and fair from any form of gender discrimination. A team of Commissioners and staff will be observing the elections in various polling stations in all the provinces.

“The team, as part of their role would want to ascertain if the elections are free, fair and transparent, especially free gender discrimination. In this regard a particular attention will be given to pregnant women, persons with disabilities, the aged and those with little babies,” Sepaya-Mogale said.

Wishing all electorates and candidates well, the chairperson said she trusts that South Africans will co-operate with CGE election observers “as we help deepen and strengthen democracy as per our constitutional mandate”. - SAnews.gov.za

All systems go for 2024 Elections

Location: News

All systems go for 2024 Elections

With just hours left to go before voting day, the Electoral Commission is ready for the seventh National and Provincial Elections.

“Our clarion call to all South Africans is - let's go out in huge numbers and vindicate our democratic right to vote,” Chief Electoral Officer (CEO) of the Electoral Commission, Sy Mamabolo, said on Tuesday at a briefing in Midrand.

The commission applauded political parties and independent candidates for relatively peaceful campaigns, adding that the spirit of tolerance and forbearance must be taken on Election Day tomorrow.

“It is time now for all of us to work together to ensure that these elections are free, fair, safe, and that the outcome reflects the will of the South African electorate.”

Tuesday marked the second day of the casting of special votes at 22 626 voting stations and home visits over the past two days with 937 144 voters having been processed.

The commission said it would use the “lessons and experiences” over the last two days of special voting to further refine operations to positively impact on voter experience on Election Day.

“The commission urges all the remaining 26 million eligible voters to go out and cast their votes tomorrow.”

It reminded voters that its network of 23 292 voting stations will open for voting at 07h00 and close at 21h00.

“It is important to emphasise that eligible voters who will be at the voting station at 21h00 will be allowed to vote and not turned away.”

In addition, voters must vote where they are registered.

“The only exception to the general rule is that a voter may vote outside of their registered voting district only after notifying the CEO. Notifications in this regard closed on May 17. Approximately 360 000 voters have been approved to vote outside their voting districts.”

The commission reminded all eligible voters of the following:

  • Bring along valid South African identity document.
  • Each voter will be verified on the voters roll and marked with ink on the left thumb.
  • Each voter will receive three ballot papers: the national, regional, and provincial ballot papers. Voters are reminded to indicate their choices with one mark on each ballot (voters who have given pre-notification to vote at a voting stations outside the province in which they are registered will receive only the national ballot).
  • Each ballot paper will be validated with a stamp on the reverse.
  • All three ballots must be deposited in the ballot box at the voting station.
  • It is prohibited for a voter to take a photograph of their marked ballot paper. This arrangement is necessary to protect the secrecy of the choice of voters and to avoid voters being coerced or unduly induced into making political choices.

The commission called on registered voters to check the correctness of their voting station through the following channels:

  • By SMS ID number to 32810
  • Using voting station finder application on website
  • Contact centre on 080011800.
  • The IEC APP downloadable from Apple and Google app stores.

Load shedding

The commission said that load shedding is not expected on voting day.

“Furthermore, Eskom has given assurances that there are no plans for scheduled maintenance work or load shedding in the period around voting day.

“Instances of power outages must be reported to Eskom in the normal course to enable effective responses.”

Identity documents

For voters who may need identity documents, the Department of Home Affairs will operate all its offices between 07h00 to 21h00 to facilitate collection of identity documents and the issuance of temporary identification certificates.

The commission said it was confident that all preparations are in place for free, fair elections.

“A key aspect of our preparations included engaging with various stakeholders which includes political parties, independent candidates, the media, security and government structures at all levels, civil society organizations, community organizations, and the voters of South Africa. A number of state entities and municipalities are supporting the logistics of elections.” -SAnews.gov.za

Through the collaboration, NBA Africa and Safaricom will host four regional Jr. NBA tournaments across Kenya for boys and girls ages 16 and under, culminating with a 16-team national tournament later this year. The collaboration will also include Jr. NBA Fit clinics, life-skills seminars, coaching capacity building, and an elite basketball development camp for 100 of the top high-school-age players from across the country. Top prospects from the elite camp will have the opportunity to participate in NBA Africa's other elite development initiatives on the continent.

“Our collaboration with Safaricom builds on the NBA's ongoing efforts to grow basketball in Kenya and across the continent of Africa,” said NBA Commissioner Adam Silver. “We look forward to creating more opportunities for young people to engage in physical activity and learn the values inherent in sport.”

“For over two decades, we have supported Kenyan passion points including sports such as football, rugby and golf,” said Safaricom CEO Peter Ndegwa. “We have created numerous opportunities for our youth, providing them with a platform through which they can launch their sports careers. We do this because we are Kenya's biggest supporter and are led by our purpose of transforming lives. We look forward to engaging with NBA Africa as we explore how to transform the lives of our basketball loving youth across the country.”

In November 2023, NBA Africa established a new subsidiary in Kenya, with an office located in Westlands, Nairobi. The NBA Kenya office supports all of the league's business and basketball development initiatives in the country and is led by NBA Kenya Senior Director and Country Operations Lead Michael Finley. The office marks NBA Africa's fifth office on the continent, joining Cairo, Egypt; Dakar, Senegal; Johannesburg, South Africa; and Lagos, Nigeria.

Additional details about the Jr. NBA tournaments and elite camp will be announced at a later date.

Security agencies in Mpumalanga ready for elections

Acting Mpumalanga MEC for Community Safety, Security and Liaison, Busisiwe Shiba, says security agencies are currently deployed at all voting districts across the province.

South Africa will vote in the National and Provincial Elections on Wednesday.

The MEC appealed to citizens who are registered to vote to go out in their numbers and exercise their right to participate in the elections.

Shiba noted a few incidents of intimidation directed at Independent Electoral (IEC) staff and other political parties by some individuals amid the ongoing special votes in the province.

The MEC condemned the behaviour in the strongest possible terms and called on the police to swiftly bring the perpetrators to book.

"The Security Cluster has identified hotspots as part of ensuring that all threats are accordingly eliminated to enable all voters to freely participate in these elections.

“The cluster will decisively deal with any person who threatens other people or officials working at various voting districts across the province.

"We are a democratic state where everybody's right to freely vote should be respected regardless of their political convictions. We therefore wish to reassure the citizens that the security cluster is on high alert and plans are in place to ensure free and fair elections that will not be marred by violence and intimidation," Shiba said. – SAnews.gov.za

Eastern Cape voting stations operational for special votes

Eastern Cape voting stations operational for special votes

Eastern Cape Cooperative Governance and Traditional Affairs MEC, Zolile Williams, has confirmed that special votes are proceeding as planned in the province, including in Mthatha, Port St Johns, Nyandeni and other areas that were impacted by the taxi strike.

Major entry and exit points into Mthatha were blocked on Monday. According to reports, taxi drivers allegedly hijacked trucks and used them to block both sides of the N2 and R61 roads.

Reports suggest that the taxi operators’ actions were because of a crackdown by authorities following an outbreak of violence last week.

“There are no reports of major challenges that can negatively impact the voting process. The potential hotspots are closely monitored to be promptly dealt with by our stakeholders in the Provincial Election Task Team (PETT). We expect that tomorrow will be plain sailing throughout our province,” said Williams.

Today was the second day of special votes ahead of Wednesday’s Election Day.

Williams appealed to protesting communities to stop preventing other people from exercising their right to vote.

“The intimidation of IEC [Electoral Commission of South Africa] staff is not allowed and must stop. No one must be prevented from voting through the closure of voting stations, digging of trenches on the roads, burning of yres and so on. We call on law enforcement agencies to arrest anyone who breaks the law,” he said.

Meanwhile, the IEC said those people who were unable to be visited on Monday for their special vote due to the taxi protest are being serviced today.

According to Williams, those not found at home can still go to cast their votes on 29 May 2029.

He also encouraged people to report any threats to the voting process to the South African Police Service (SAPS) on 08600 10111. – SAnews.gov.za

SA condemns the unlawful targeting of refugee camps in Rafah

Location: News

SA condemns the unlawful targeting of refugee camps in Rafah

The South African government has joined the international community in condemning the “deplorable” and “brutal attacks” on innocent Palestinian civilians.

This is after Israeli forces bombed a tent camp housing displaced Palestinians in a designated safe zone on Sunday night.

According to reports, at least 45 people, including many women and children were killed, with some of these victims reported to be in critical condition.

“The heinous attacks came two days after the International Court of Justice (ICJ) ordered Israel to end its military offensive in Rafah, where more than half of Gaza’s 2.3 million population had sought shelter before Israel’s incursion of Rafah,” the Department of International Relations and Cooperation said in a statement.

South Africa, according to the department, said it was “gravely” concerned with the continuous targeting of hospitals, medical infrastructure, schools, and holy sites, which shelter civilians who endure most of the inhumane attacks.

“These continued attacks on innocent civilians pose an extreme risk to humanitarian supplies, basic services in Gaza, the survival of the Palestinian medical system, and the survival of Palestinians in Gaza as a group.”

The department believes that the current conditions confirm that South Africa is justified for approaching the ICJ in 2023, seeking an order to prevent Israel from committing genocide against the Palestinian people.

“What we are witnessing today bears testimony to South Africa’s assertions,” the department added.

The ICJ, the department explained, has jurisdiction over the situation in Palestine.

“We, therefore, call on the Office of the Prosecutor of the International Criminal Court to urgently act to ensure accountability for those that committing heinous crimes and protect the rights of Palestinians.

“The issuance of arrest warrants which comply with international legal standards is becoming more urgent to bring those responsible to justice. It is the collective duty of the international community to ensure that atrocities of this nature are duly prosecuted in terms of the Rome Statute and the Geneva Conventions.”

The department believes that there can be no real and lasting peace in the region in the absence of justice for Palestine and a just and equitable resolution to the Palestinian question – for the benefit of both Palestinians and Israelis.

“Escalation not only threatens regional stability but risks further inflaming an already tense and hugely volatile situation on the ground. Accordingly, it must be regarded as unacceptable and South Africa, therefore, strongly implores de-escalation.

“The pattern of cyclical escalation must be broken. Our collective human duty to call for a comprehensive and permanent ceasefire cannot be ignored.”

South Africa is urging the international community to respect and uphold International Law, International Humanitarian and Human Rights Law, and relevant United Nations resolutions.

“We must pose the question of how long the international community will continue to watch as an entire population is annihilated before the world can unite to urgently act against these brutal and incessant attacks. Nothing can justify the deliberate killings and injuring of civilians as an entire population endures destruction at a scale and speed without parallel in modern history.” – SAnews.gov.za

Phaahla makes his mark

Minister of Health, Dr Joe Phaahla, was one of the thousands of citizens who cast their special vote on Monday.

Yesterday, South Africa marked the first official voting day locally, with special votes continuing today.

Voters living abroad have already cast their votes.

READ | Mashatile thanks South Africans living abroad for casting their votes

Phaahla said all went well as he made his mark around 1pm at his home village of Ga-Phaahla, under the Makhuduthamaga Local Municipality in Sekhukhune District, Limpopo.

He urged all South Africans approved for special votes to make use of this opportunity, especially the elderly and the infirm.

Domestic special votes are for those who are either infirm or have impaired mobility, who will be visited by the IEC at their home or place of confinement, and also for those who wish to cast their vote early, as they may not be able to access their voting station on general Election Day on 29 May 2024.

Phaahla appealed to the public, who will be voting on Wednesday, to observe non-pharmaceutical interventions at voting stations, as the country is experiencing respiratory infections such as flu, to prevent further transmission.

Phaahla encouraged those who feel vulnerable to wear a mask when going to voting stations.

Voting stations are expected to receive high volumes of people.

The Electoral Commission of South Africa (IEC) reported good progress in the execution of the first day of the special votes.

As of 2pm on Monday, an estimated 201 794 voting station visits of special votes were processed at 22 626 service points.

According to the IEC, all special votes collected will be stored securely overnight and will be transported to voting stations on 29 May to be opened, reconciled and added to the ordinary ballots cast on Wednesday before counting begins.

Over 1.6 million South Africans have been approved to vote via special ballots.

Those who applied to cast a special vote at their voting station must do so between 9am and 5pm.

Voters are reminded that these are different from the voting hours of 7am to 9pm on Election Day and that they must have their identity documents as a requirement for participation.

After casting votes, the ballots must be inserted in an unmarked envelope, which in turn will be inserted in a second envelope with details of the voter. – SAnews.gov.za

The future of digital identity in South Africa (By Gur Geva)

Location: News
iiDENTIFii

By iiDENTIFii (https://iiDENTIFii.com/) CEO and co-founder Gur Geva.

When it comes to accessing essential services, such as national medical care, grants and the ability to vote in elections to shape national policy, a valid identity document is critical.

In South Africa, undocumented citizens are restricted in their ability to collect social grants or go to a hospital. Even those with valid IDs spend hours in queues owing to inefficient and protracted identification processes.

Faster, digitised services would have a transformative impact on the level of financial inclusion of the country's citizens. iProov's report (https://apo-opa.co/3VfYD37), "Unlocking financial inclusion with digital identity and biometric verification," emphasises that digital identity programmes open essential pathways for the unbanked and disenfranchised to access financial and welfare services and, in the case of governments, offer a reduced administrative burden and increased economic growth.

In theory, the positive impact is evident, but how can South Africa with its infrastructural challenges and high levels of inequality put this verification system into practice?

The challenge

An estimated 500 million (https://apo-opa.co/4aFwdEf) people in Africa are living without any form of valid legal identification. In response to this crisis, the African Union Commission is working on an initiative (https://apo-opa.co/3KmsnVP) to develop an interoperability framework for digital identity. The need for this is clear.

In South Africa, for example, lengthy identification processes see citizens queueing for up to three hours to renew a driver's license. Many people (https://apo-opa.co/452hke4) leave their homes in the dark and queue from dawn for their social security grants only to be turned away when the queue is cut because of system failures.

In an address to Parliament (https://apo-opa.co/3wU9pCU), Dr Aaron Motsoaledi, Minister of Home Affairs of South Africa, states that the main reason for the long queues lies in the State Information Technology (SITA) system often being down. The DHA relies on SITA for connectivity, especially in rural villages. Branch Appointment System (BAPS) kiosks that facilitate the live capture of IDs and passports have been set up to bridge this gap. While these efforts are useful, digital identity could transform these processes, whittling down lengthy queues by authenticating identity in a matter of seconds.

In fact, South Africa is pursuing digital identity in some form, through the form of a Smart ID card that stores face and fingerprint biometrics. However, this pioneering initiative is being held back by a restrictive, lengthy onboarding process. Smart ID cards can only be issued from a selection of offices with a ‘live capture system' as well as through certain banks that use the system in-house. This is not enough to implement secure digital identity at scale.

Reframing the identity conversation

Many of South Africa's challenges stem from systemic inequality. This inequality in access across gender, location and education lines has real implications for identity management (https://apo-opa.co/3KmsnVP). For this reason, the conversation needs to shift from identity being an administrative tool to identity being an essential human right (https://apo-opa.co/3KmsnVP).

Whether a person is applying for legal employment, registering at an address, setting up a phone contract, or opening a bank account, a proven identity that can be authenticated is an essential part of the process. Widespread, effective digital identification benefits citizens and generates significant economic value for governments and financial institutions as well.

As a result, a growing number of governments are teaming up with organizations worldwide to develop digital identity programmes that are not only convenient, but open up essential pathways for previously disadvantaged or marginalized individuals to help them access financial and welfare services.

Ground-breaking identity verification in practice

iProov and iDENTIFii have seen the positive impact of Dynamic Liveness Technology in delivering fast, secure and effortless passive face biometric authentication. In addition to being a strong digital alternative to historic forms of identity verification, its anti-spoofing technology is also effective in detecting and protecting against future cyber threats. The U.S. Federal Government lists iProov as a Synthetic Identity Fraud Mitigation Provider and government clients include the U.S. Department of Homeland Security, the UK Home Office, the Australian Tax Office, and GovTech Singapore.

The UK Home Office EU Settlement Scheme, a digital application process for EEA nationals living in the UK post-Brexit, is a powerful example of the impact of digital identity on public services. The scheme was developed by iProov, WorldReach Software, and InnoValor, and provides a simple, secure, and usable solution for applicants to apply for settlement status online. The app includes key features such as remote identity documentation checking using NFC or OCR, and biometric identity authentication via iProov's Dynamic Liveness technology. The app has been extremely successful, with over 4.2 million applications completed, high levels of identity assurance, and an average satisfaction rating of 4.1 stars.

How open are citizens to digital identity?

The Digital Transformation Strategy (https://apo-opa.co/3KmsnVP) for Africa (2020-2030) highlights both the potential social and economic implications of digital IDs for Africans, noting that digital IDs not only support social development, but also enable meaningful participation in productive processes to generate economic growth, spur innovation, and support entrepreneurship. Besides being viewed as an enabler for realising all these policy objectives, digital IDs are seen as critical for the successful implementation of the African Continental Free Trade Area (AfCFTA).

Digital identity programmes can bridge the identity gap by being accessible through even basic smartphones, thus eliminating barriers such as cost and complex application processes that often require travel. A case in point is the European Union Digital Identity Wallet (EUDIW) a decentralised, interoperable digital tool that aims to provide all 447 million EU citizens with the ability to easily store and exchange identity documents and credentials securely, while having full control over their data. Using identity verification will see important public and private services, such as online government services, online banking, remote prescriptions, and SIM registration become significantly more accessible.

The importance of inclusive and safe digital identity

For South Africans to truly embrace and reap the rewards of digital identity, accessibility and security are two critical factors government and other essential service providers must consider.

Adopting accessible verification models maximises inclusivity of digital identity programmes. Traditional remote verification methods, such as video calls or passwords, lack user convenience and may exclude individuals with language barriers or disabilities. By contrast, biometric face verification uses a front-facing camera and does not rely on the end user's technical abilities.

Security is also key as these initiatives must provide the maximum number of people with digital identities and financial access, while consistently mitigating the risks of cybersecurity threats. As with any technology that enables access to a broad range of secured data and financial services, there is a risk of digital identities being compromised for fraud, money laundering, or other illicit activities.

With generative AI contributing towards the sophistication of tools such as deepfakes, this risk is higher and the crime is easier to perpetrate than ever before. Liveness confirms that the person verifying their identity exists and is a live human being with the right to access the online account or service. It also assures that it is a real person and not a photo or mask or other presentation attack. It does not protect against scalable digital attacks like deepfake where synthetic images can be injected into device sensors.

Successful digital identity schemes, such as Estonia's, yield economic benefits for the government and businesses, and demonstrate the positive impact of such initiatives. Similarly, as the European Union's (EU) initiative progresses, other nations can learn valuable lessons from them and adopt strategies that foster a society characterised by enhanced inclusivity and economic prosperity.

Looking forward

While the local government is still rolling out digital identity, the financial services industry in South Africa has been an early adopter. Not only has it proven the ability of digital identity to be more efficient and safer, but it has also shown that it is possible to use biometrics at scale.

Several of iiDENTIFii's South African banking clients have been able to address downtime issues by using subsequent authentication. iiDENTIFii has prioritised this based on the understanding that an authentication process that keeps customers secure and engaged, is a successful one. For this reason, its platform is able to process individuals by storing their reference templates and enabling subsequent authentication. If financial institutions and the government collaborate in digitising government systems, it could make true financial inclusion and accessible digital identity at scale a reality, in a way that reaches all South Africans.
