KZN, Transnet Pipelines meet to discuss areas of support

The KwaZulu-Natal Provincial Government is committed to supporting the Transnet Pipelines (TPL) in implementing interventions to address the challenges faced by the organisation.

KZN Premier, Nomusa Dube-Ncube, made the commitment during a meeting held with Transnet Pipelines Acting Chief Executive, Sibongiseni Khathi.

The focus of the meeting was to provide the Premier with a comprehensive understanding of TPL's operations, emphasising the strategic significance of the fuel pipeline in safeguarding energy supply.

TPL, an operating division of Transnet SOC Ltd, owns, manages and controls South Africa's network of 3 114 kilometres of high-pressure petroleum and gas pipeline network in South Africa.

The meeting also familiarised the Premier with the upcoming capital projects scheduled for commencement in KwaZulu-Natal, specifically the liquefied natural gas (LNG) terminal in Richards Bay and TM1 Accumulator Tanks in Island View.

The two projects are poised to make a substantial economic impact in the province.

During the engagement, held on Friday, Khathi presented the challenges related to fuel theft from the organisation’s pipelines and encroachments along the pipeline servitude.

Khathi also underscored the importance of securing necessary licenses and approvals, including Environmental Impact Assessment (EIA) timeously for the upcoming projects.

“Building strong relationships with the KZN government is fundamental to our commitment to sustainable development and community engagement. The discussions were insightful, and we are excited about the opportunities that lie ahead for collaborative efforts to growing the economy of the region.

“TPL remains dedicated to fostering strong partnerships with key stakeholders, and the engagement with Dube-Ncube marks a significant step towards mutual understanding and cooperation,” Khathi said.

The Premier said the collaborative spirit demonstrated during the meeting signifies a shared commitment to the success of TPL's operations and the realisation of the upcoming capital projects.

“We have a vested interest in the resolution of these challenges because we appreciate that the province’s economic performance which translates to job creation and addressing unemployment, is determined by how well strategic entities like TPL operate,” Dube Ncube said.

The meeting formed part of several engagements undertaken by the Premier with various stakeholders in different sectors, ahead of the State of the Province Address (SOPA) to take place on 28 February 2024. – SAnews.gov.za

President Ramaphosa pays last respects to Namibian President Hage Geingob

President Cyril Ramaphosa has hailed the late Namibian President Hage Geingob as a leader committed to his people.

Geingob passed away earlier this month while being treated for cancer.

Over the weekend, President Ramaphosa joined the Geingob family and other Heads of State at Geingob’s funeral service held in Namibia.

“I will forever remember, very fondly, his brotherly love. I remain inspired by the dedication he demonstrated towards his work, his undoubted commitment to the wellbeing of his people and his desire to see a peaceful, united and developing continent of Africa.

“His support and guidance to me and to fellow Heads of State and Government within SADC remains invaluable to this day and in the future,” President Ramaphosa said.

According to a statement by the Presidency, President Ramaphosa and Geingob “enjoyed a close relationship”.

“President Ramaphosa reiterates, on behalf of the government and people of South Africa, his deep condolences to the government and people of Namibia, especially First Lady Madame Monica Geingos.

“President Ramaphosa further extends his sympathies to President Nangolo Mbumba, the Cabinet of our neighbouring state and the leadership and members of the SWAPO Party at this time of mourning.

“President Ramaphosa and President Geingob enjoyed a close relationship which infused relations between our two countries. In 2023, President Ramaphosa hosted President Geingob on a State Visit to South Africa in April, while in October, President Ramaphosa undertook a Working Visit to Namibia to co-chair with President Geingob the Third Session of the South Africa-Namibia Bi-National Commission,” the Presidency said.

While in Namibia, President Ramaphosa held a meeting with his counterparts from the Democratic Republic of Congo, Burundi and Malawi.

“The meeting continues from an engagement between the Heads of State that took place in Addis Ababa on the margins of the recently held AU [African Union] Summit. The leaders, whose countries have contributed troops to the SADC Mission in the DRC, discussed efforts towards the restoration of peace and security in the eastern DRC,” the Presidency said. – SAnews.gov.za

His Excellency Deputy President Shipokosa Paulus Mashatile will on Tuesday, 27 February 2024, deliver a keynote address on the launch of principles and guidelines for the use of digital and social media in African elections at the Protea Hotel, Wanderers in Illovo, Johannesburg.

These guidelines seek to create awareness among Election Management Bodies and other stakeholders on the benefits and threats of digital and social media to the electoral process and integrity.

These principles and guidelines are a comprehensive framework for the continental EMBs and were adopted in Cotonou, Benin during the 11th General Assembly meeting of Association of African Electoral Authorities (AAEA) in November 2023.

The Electoral Commission of South Africa provided secretariat support and facilitated the process for the development of these guidelines. The first draft of the guidelines was presented at the validation workshop hosted by the African Union in Addis Ababa, Ethiopia in September last year.

These guidelines are relevant to the South African context as they are aligned to our appreciation of the pivotal role that social media plays in strengthening our democracy, and the importance of social media as a source for credible and factual information to the public.

President Cyril Ramaphosa has officially proclaimed and gazetted the 29th of May as Election Day in South Africa.

“This follows consultation by the President with the Independent Electoral Commission (IEC). The proclamation on the election date has been published in the Government Gazette of Friday, 23 February 2024,” the Presidency said in a statement.

The President has also proclaimed the day of the election, 29 May 2024, as a public holiday throughout the Republic.

Meanwhile, the Electoral Commission (IEC) is expected to hold a media briefing on Monday on the state of readiness for the 2024 general elections.

“During the briefing, the commission will unpack key aspects of the elections timetable, which will include the certification of the voters’ roll, the publication of voting station details, submission of candidate nominations, notices to vote outside of the country, applications for special votes, and other election-related matters,” the electoral body said.

Meanwhile ahead of the close of the voters’ roll on Friday, the IEC reminded eligible voters of the general rule of elections.

“That is, a person must register where they live, and vote at the voting station where they are registered.

“The only exception to the rule is that a voter may vote outside of the voting district of registration after notifying the Electoral Commission by a date set in the Election Timetable, which is to be announced shortly,” the IEC said. – SAnews.gov.za

Infrastructure project funding under the spotlight

Infrastructure project funding under the spotlight

Partnership between the private sector and government, as well as its entities, with regard to the funding of infrastructure projects has taken centre stage at a Southern African Development Community (SADC) panel discussion.

The Government Communication and Information System (GCIS), in partnership with the Department of Water and Sanitation, Infrastructure South Africa (ISA), South African National Roads Agency (SANRAL), and the Industrial Development Corporation (IDC), hosted a virtual discussion focusing on infrastructure.

“The participation of the private sector is key to the delivery of the infrastructure projects, [and] the issue of infrastructure funding is the key if we are to meet the goals set as South Africa and SADC, and the African continent,” Head of Infrastructure South Africa, Mameetsa Masemola, said during the discussion on Friday.

Masemola noted that the National Infrastructural Plan indicates that, just to close the current infrastructure investment gap, South Africa needs something in the region of R5.7 trillion, looking at the priority sectors, including water and sanitation, information and communications technology (ICT), energy, transport, and human settlements.

Masemola said the fiscus alone will not be able to carry and fund these projects, stressing a need to find mechanisms of bringing in the private sector to participate in the delivery of these infrastructure projects.

Highlighting the partnership between SADC and South Africa, the Water and Sanitation Deputy Director-General responsible for Provincial, Entity Governance and International Cooperation, Lindiwe Lusenga, described the collaborations with SADC in supporting the water projects as “excellent”.

Lusenga said partners are willing to put in the funds while also acknowledging the support the department has received from the institutions, including the Global Environmental Funds, and African Development Bank, who have funded feasibility studies for the Lesotho-Botswana Water Transfer Project.

“There is [also] an appetite because of the commitment and the manner in which we intricately commit, and the instruments of governance that we have deployed to enable us to manage these projects, like the Lesotho Highlands Water Project (LHWP). At local level, the industry has come on board, particularly organised business like mining forums that has taken up and assisted the department in local projects,” Lusenga said.

While noting challenges when it comes to funding, SANRAL’s Head of Marketing and Communication, Vusi Mona said the entity has a wonderful working relationship with the region, working through the SANRAL platform.

“We have received a lot of support from the private sector,” Mona said.

Mona also stressed a need to have a matured conversations about how road infrastructure and infrastructure in general is funded.

He also stressed the need to have a serious discussion around the user pay principle, because “we are not going to develop infrastructure without a brazen principle”.

Infrastructure investment

Infrastructure investment is one of South Africa’s critical drivers of economic growth and it also promotes regional integration in the SADC region.

The investment is also a critical driver of future growth of the South African economy, and the provision of superior quality infrastructure allows an economy to be more efficient, improve productivity, and raise long-term growth and living standards.

SADC has made significant progress in regional infrastructure development, including reginal transport and communications systems, which are fundamental to cooperation in the SADC region.

Concern over HIV patients who are not receiving treatment

Location: News

Concern over HIV patients who are not receiving treatment

Health Minister, Dr Joe Phaahla, says he remains concerned by those who are not on antiretroviral therapy (ART) despite knowing their HIV status.

“We are doing extremely well on the number of people living with HIV/AIDS (PLHIV) who know their status. However, we have been struggling to reach a great milestone on the number of people that are on ARTs,” he said on Thursday.

Speaking at the high-level meeting convened in Cape Town by the US President’s Emergency Plan for Aids Relief (Pepfar), Phaahla said a majority of these patients do come for treatment, but they disengage from care due to various factors.

However, he assured delegates that his department is currently addressing the matter, working together with all key role players, notably the PLHIV sector.

Phaahla reported that their interventions have resulted in tracing and linking treatment for just over 1.1 million patients in December 2023, down from 1.4 million in March 2023.

Meanwhile, he said the number of PLHIV virally suppressed has increased by 510 469.

“Through this stakeholder collaboration and backed by the deployment of the community health workers, we hope to bring the many patients back to care.”

He mentioned that the State is making progress towards achieving a new set of ambitious targets.

These targets include ensuring that 95% of all individuals living with HIV are aware of their HIV status, 95% of all individuals diagnosed with HIV infection receive continuous treatment, and 95% of all those on treatment achieve viral suppression by 2025.

The number of estimated new HIV infections in the country has decreased from 164 000 in 2022 to 146 784 in 2023, indicating the effectiveness of interventions in reducing new infections.

According to the latest data, deaths due to HIV are also declining, with an estimation of approximately 44 534 HIV-related deaths in South Africa in 2023.

This marks a reduction of over 50% compared to the last decade’s 92 129 AIDS-related deaths, said Phaahla.

The Minister also touched on the men and children who are living with HIV who are not on treatment.

“While we have seen this steady, though still low progress, we continue to worry because we see fewer men and children being linked to care.

“We need to find 586 192 men and 71 763 children living with HIV and put them on treatment. Whilst for adult women we need to find and treat 530 737.”

He expressed gratitude to the United States government for playing a pivotal role since 1994 and being South Africa's strategic partner.

To end the global HIV/AIDS public health threat by 2030, the United States has made significant progress towards HIV epidemic control with Pepfar support.

The Minister said in April 2022, the Director-General, signed the Country Operational Plan (COP22) to the tune of $455 753 517 for South Africa.

“After the signing of COP22, I and the US Ambassador later signed a mutually beneficial Memorandum of Understanding which provides the overarching leadership on a broad range of health collaborations in June 2022.”

The collaboration based on this memorandum encompasses a wide range of programmes and partnerships including HIV, tuberculosis (TB) and sexually transmitted infections (STIs).

“In the end, I would like to express, unreservedly, the appreciation for the work that is our coordinating body SANAC, UN agencies and other development partners and many others that play a significant role in the HIV/AIDS response in the country.” – SAnews.gov.za

State-funded bursary beneficiary vows to advance service delivery

State-funded bursary beneficiary vows to advance service delivery

A 29-year-old youngster from Cape Town considers himself fortunate after being awarded a government-funded bursary to pursue further studies.

Lonwabo Mfubesi, who graduated with a BSc Degree in Construction Management from Nelson Mandela University, uses his expertise to serve his country as an employee of the National Department of Public Works and Infrastructure.

He was one of the lucky students who was awarded a bursary during his first year which covered his full tuition fees, stationery, food, an allowance and accommodation until completion of his degree.

“The assistance I received from government made me focus more on my studies and I became a top student as a result,” Mfubesi said, beaming as he recalled his good fortune.

He said having a scholarship meant he was not a burden to his mother who raised him alone.

“It was a relief to be awarded a bursary that covered everything. There was no way my mom could have afforded to pay for my studies,” he told SAnews.gov.za in an interview.

After finishing university in 2016, Mfubesi secured an internship in the same department where he now works as a Construction Project Manager.

“If it wasn’t for the National Department of Public Works and Infrastructure, I don’t know where I’d be. I’m truly grateful for the opportunity.”

As part of his work, Mfubesi is responsible for starting and managing construction projects, overseeing procurement processes, and ensuring adherence to quality standards.

The Construction Project Manager has been involved in various projects of different sizes, including the construction of magistrate’s courts and installing facilities for people with disabilities.

Mfubesi is close to attaining the title of Professional Project Manager and credits his employer for making it possible.

“Those opportunities were availed by the Department of Public Works and Infrastructure through the experience, interactions and a whole lot of things,” he explained.

Mfubesi said he resonated with President Cyril Ramaphosa’s State of the Nation Address (SONA) when the latter described the story of Tintswalo.

The President had said that the story of the past 30 years of South Africa’s democracy can be best told through the life of a young girl called Tintswalo born at the dawn of freedom in 1994.

Mfubesi has no doubt that he lives in a better country than his mother did in the past, just like Tintswalo.

“I confidently consider myself as a Tintswalo – democracy’s child. That is why I will always be grateful and support the government. I will always be a citizen of this country and a public servant and will always assist to improve service delivery,” he said with pride. – SAnews.gov.za

The Africa Editors Forum plays a crucial role in fostering dialogue among media professionals and addressing challenges faced by the media industry across the African continent. The department added that it recognises the significant contributions made by SANEF in upholding press freedom, ethical journalism, and media diversity in South Africa.

Showing up for SA

Location: News

Showing up for SA

Even if one does not usually pay attention on a daily basis to the ins and outs of government and the political landscape in the country; the flurry of activities within this domain  over the past few weeks could hardly be missed.

Invited into our living rooms have been the country’s number one citizen President Cyril Ramaphosa delivering his State of the Nation Address (SoNA) on our TVs; various political parties responding to that Address, and then of course the President again in his reply to those debates.

I should stop here to remind all that we will be seeing all of this again in a few months time, after the National General and Provincial Elections, as in an election year, these Parliamentary proceedings happen twice. Heads up to make plans for those TV snacks in advance!

With all of us entitled to our own views, there have been - as it should be in a robust democracy such as ours - varied responses to the President’s address which sets out deliverables for the year ahead while also setting out government’s key policy objectives. After all, the state of the country does concern each and every one of us.

While the political parties represented in Parliament responded to the SoNA on the national stage, citizens have probably expressed their opinions to each other on the train-ride or minibus taxi to work or at the dinner table.

Others have done so on various social media platforms and in many cases expressing their frustration with the pace of service delivery.

The sixth administration which came to the helm in May 2019, has not had it easy. It is an administration that had to deal not only with the COVID-19 pandemic and its effects on everyday life, but also challenges SA had been facing prior to the arrival of the pandemic - such as poverty and unemployment.

However, in delivering the SoNA, and in reflecting on the last thirty years of our country’s democracy, the President said that perhaps “the greatest damage was caused during the era of state capture.”

This as the effects of state capture continue to be felt across society, “from the shortage of freight locomotives to crumpling public services; from the poor performance of our power stations to failed development projects.”

We must admit that it can’t be easy to turn the fortunes of the country around, especially one that comes from a history of inequality that is still a part of our social fabric today.

I’m not suggesting that we ought to blame the past for all our current challenges. However, as in most cases in life, the past does have a bearing on the present. No  matter how hard one tries, it cannot be ignored.

The past which excluded the majority, reminds government, said the President of the “responsibilities that freedom has placed on our shoulders to forge ahead to realise for all South Africans the promise of a better life”.

While the reference to Tintswalo, the child of democracy is in some quarters being criticised, exacerbated by challenges such as corruption, Tintswalo is no figment of the imagination.

In the eyes of some members of the public, the story of Tintswalo is one of young people unable to find work, unable to complete their studies due to outstanding fees or being held under the thumb of gender-based violence, amongst others.

unquestionably, the reality is that the Ghost of Christmas Past, masquerading itself in the form of poverty and unemployment amongst others, continues to hamper government’s efforts.

However, what remains is that the Tintswalo President Ramaphosa spoke of, is real.

Born in 1994, she grew up in a society governed by a constitution rooted in equality, the rule of law, and affirmation of the inherent dignity of every citizen.

She grew up in a household provided with basic water and electricity, in a house where her parents were likely to have lived without electricity before 1994.

While the Tintswalo of today faces a world different to that of the past, government is committed to bettering the lives of its people.

In the SoNA debate reply, the President noted that despite the contributions made at the debate, “no speaker has been able to refute the fundamental reality that the lives of millions of South Africans have been transformed over the 30 years of freedom.”

Government has and continues to make progress in various aspects of everyday life.

This includes the introduction of the National Minimum Wage, which guarantees the minimum floor below which no worker may be paid, which was introduced for the first time in the country’s history in 2019.

The sixth administration also oversaw the successful raising of the R1.51 trillion worth of investments over the last five-year period through the South Africa Investment Conference (SAIC) that the President announced in 2018.

Held annually over the past five years, the SAIC surpassed the initial R1.2 trillion target to reach the R1.51 trillion in investment pledges.

The transformation of South African lives can be found in the Census 2022 results which among others showed that access to electricity for lighting increased from 58% to 95% between 1996 and 2022 as well as 82.4% of households having access to piped water either inside their dwelling or inside their yard.

Additionally, by November 2023, the 20 specialised South African Police Service Economic Infrastructure Task Teams that were set up to work with business, private security and state-owned enterprises to tackle illegal mining, construction site extortion, cable theft and vandalism of economic infrastructure, had made arrests.

The teams had made over 4 000 arrests for damage of critical infrastructure, 70 arrests for extortion at construction sites and over 3 000 arrests for illegal mining.

With my popcorn in hand, watching the President deliver his address, my bite on this one was clear - the journey of a better South Africa has not been perfect, but succumbing to our challenges is not an option. As South Africans, let’s continue to show up for ourselves and for our country.  -SAnews.gov.za
