Three companies fined for contravention of export permit conditions

Location: News

Three companies fined for contravention of export permit conditions

Three companies who attempted to export scrap metal and copper ingots without valid export permits have been fined in the Durban Regional Court.

Amalgamated Metal Recycling (Pty) Ltd, Cayo Largo Holdings (Pty) Ltd and Group Wreck International Non-Ferrous (Pty) Ltd entered a Section 105A plea and sentence agreement.

All three companies admitted the allegations and counts contained in their respective charge sheets, and to a contravention of section 54(1)(b) of the International Trade Administration (ITA) Act.

This is according to a statement by the International Trade Administration Commission of South Africa (ITAC), which is vested by the ITA Act with the authority to issue import and export permits.

Permits issued under such authority prescribe the kind, quantity, value and other attributes of goods that can be imported into or exported from South Africa.

Scrap metal and copper ingots are examples of products that are subject to permitting.

In a statement, ITAC said each of the three companies is a licensed metal recycling merchant that collects, sorts, processes, recycles and sells recycled metal.

“The sale of certain scrap metals, at the time of the contravention, was subject to ITAC export permit control and/or the Price Preference System (“PPS”) on the exportation of scrap metal, introduced in 2013 to promote the affordable supply of scrap metal to domestic steel and other metal makers, by requiring scrap dealers to first offer scrap to the domestic consuming industry at a prescribed discount to international prices, before it can be exported to other markets.

“If such recycled metal at that time could not be sold locally in terms of the PPS, a prospective seller (the accused) could apply to the ITAC for an export permit, allowing the export of the metal to foreign buyers.

“Furthermore, the exportation of copper and copper alloy ingots is subject to ITAC export control measures, mainly to ensure that stolen infrastructure is not smelted and exported,” it said.

The respective companies applied for the requisite permits for scrap metal and ingots, after having offered such scrap on the local market and after such offers were not taken up locally.

On obtaining the requisite export permits, the companies sourced a foreign buyer and sought to arrange the logistics and shipping of the scrap to give effect to the sale.

“The three companies admitted that, when the containers were entered into the customs export stacks for exportation, the export permits were no longer valid.

“All three companies admitted that they are guilty of contravening section 54(1)(a) and or (b), read with sections 1, 6(1)(c), 15, 26, 27, 55 and 56 of the ITA Act, as read with Government Notice R92 published in the Government Gazette 35007.

“Since the accused had failed to apply for new or revised permits at the time of export, the presiding officer Anand Maharaj found the respective entities guilty of contravention of the ITA Act,” said ITAC.

All three companies further admitted that they benefited from the proceeds of their crime and consented to three separate Section 18 orders issued in terms of the Prevention of Organised Crime Act, 121 of 1998 (POCA), said the commission.

According to ITAC, the following orders were made by the court:

- Amalgamated Metal Recycling (Pty) Ltd to pay R250 000 into the Criminal Assets Recovery Account established in terms of Section 63 of the POCA.

- Cayo Largo Holdings (Pty) Ltd to pay R250 000 into the Criminal Assets Recovery Account.

- Group Wreck International Non-Ferrous (Pty) Ltd to pay R1 000 000 into the Criminal Assets Recovery Account.

ITAC said it will continue to work with law enforcement agencies and the National Prosecution Authority to ensure that those involved in illegal exports and imports and permit abuse face the consequences of their actions. – SAnews.gov.za

Women, Youth and Persons with Disabilities calls an conclude to stigmatisation and discrimination of people with albinism

Location: News

Republic of South Africa: Department of Women, Youth and Persons with Disabilities

September is South Africa's National Albinism Awareness Month. This month is dedicated to Persons with albinism, to highlight their pride, challenges and finding solutions. During this month all endeavors should be channeled towards the provision of information on albinism to create awareness and education of the disability.

Albinism is a rare genetic condition that reduces the amount of melanin pigment formed in the skin, hair or eyes and occurs in all racial and ethnic groups throughout the world. People with albinism continue to face an uphill struggle to attain a life with dignity and equality and to fight against injustice and discrimination. The declaration of 13 June by the General Assembly in 2015 as International Albinism Awareness Day (IAAD) highlights the critical need for the world to recognise the plight of persons with albinism.

We have the opportunity to pause, reflect and remember that not all persons are treated equally, and that many persons with albinism continue to suffer human rights abuses and violations, often invisibly and in silence. People with albinism continue to face multiple forms of discrimination because it's still profoundly misunderstood, socially and medically.

The Department of Women, Youth and Persons with Disabilities in collaboration with the National Albinism Task Force will host an Albinism Community Outreach programme and webinar for youth with Albinism to engage on pressing issues faced by youth and persons with albinism in the country and persons with albinism broadly. This month will be celebrated under the theme "Inclusion is

Strength," which builds from last year's theme of "United in making our voice heard."

It aims to ensure the inclusion of the voices of persons with albinism in all sectors of life. It emphasises the importance of inclusion of a diversity of groups from both within and outside the albinism community.

The 2023 albinism month theme will also highlight the importance and benefits of:

  • Including a broad spectrum of persons with albinism in albinism-related discussions, including youth, women, children, older persons, LGBTQ+ and persons with albinism of all races and ethnic backgrounds;
  • Collaborating and embracing albinism within the disability movement, and in other sectors where decisions affect persons with albinism; and
  • Seeking synergies with human rights groups and other groups from outside the albinism movement

This will help people to understand Persons with albinism and the challenges they face. People must understand that Albinism is a rare, non-contagious, genetically inherited condition which occurs worldwide regardless of ethnicity or gender.

People with albinism are entitled to civil, political, economic, social, and cultural rights recognized in the Bill of Rights and our Constitution in South Africa. The DWYPD calls upon people in communities and workplaces both in the public and private sectors to organise Albinism Awareness Month activities these include, organised talks about albinism, fun days, picnics, charity walks and fun runs.

South Africa has a White Paper on the Rights of Persons with Disabilities which is a call to action for the government, civil society and the private sector to work together to ensure the social and economic inclusion of persons with disabilities is achieved. this includes Persons with albinism.

The International Convention on the Elimination of All Forms of Racial Discrimination and the Convention on the Rights of Persons with Disabilities are particularly relevant; both guarantee protection against discrimination. Equality and non-discrimination are essential human rights principles for people with albinism, owing to their vision impairment and their needs regarding preventive measures to address their vulnerability to skin cancer.

A clarion call was made to all South Africans to treat persons with albinism with care, love, respect and dignity, and try and assist and support them wherever possible.

How cybercriminals trick their victims

Location: News
KnowBe4

Key findings:

  • 40% of the respondents from eight countries had been scammed online
  • Distraction and multi-tasking made 43% of the victims fall for an online scam
  • Financial scams affected nearly 48% of respondents

Nearly half of the 800 African survey participants have fallen victim to an online scam at least once, losing thousands of dollars in the process and compromising their personal data. This alarming statistic is one of the key findings of the KnowBe4 2023 Online Scams and Victims in Africa Report, which was just released. The report is based on a survey of 800 respondents across eight African countries, including South Africa, Kenya, Ghana, Nigeria, Morocco, Egypt, Mauritius, and Botswana. According to the report, 53% of the respondents who fell victim, were convinced the offer was legitimate because the website looked real, while nearly 48% of the scams were financial.

“These numbers highlight that online scams have evolved,” says Anna Collard, SVP Content Strategy & Evangelist at KnowBe4 AFRICA. “What is concerning is that 43% of the victims were distracted and multi-tasking when they fell for the scam, which highlights how easy it is for a person to make a mistake when they are not paying attention. Their emotional states can affect a person's judgment, awareness, and decision-making, causing them to be more vulnerable to online deception,” says Collard.

Financial scams were the most common type of online fraud, affecting nearly half of the respondents (50%). Other prevalent scams involved fake investments (30%), cryptocurrencies and NFTs (29%), brand impersonation (28%), information theft (24%), online shopping (21%), and fake job offers (21%). Less frequent but still significant scams included the classic Nigerian scam (17%), family or friend impersonation (18%), law enforcement impersonation (7%), tax fraud (6%), holiday fraud (9%), romance fraud (13%), and lottery fraud (15%).

An email was the preferred channel for scammers to initiate contact, accounting for 24% of the cases. Social media came in second with 19%, followed by WhatsApp with 10% and other messaging services like Telegram with 8%. In Nigeria, however, social media was the most used platform for scams (32%), while in South Africa, email was the dominant method (28%). The scammers often used social engineering techniques to convince their victims, such as creating rapport or trust by making websites look legitimate, sending messages that appealed to emotions, using social media profiles that seemed authentic, and avoiding spelling or grammar mistakes.

Collard says that the statistics reveal a more evolved and sophisticated network of scammers who use emerging technology to lure people into costly mistakes. 30% lost between US$100 and US$1,000, 40% around US$100, and 9% more than US$1,000.

The report also showed that falling for a scam had a significant psychological impact on many victims. While 23% said it had little or no effect on them, nearly 50% felt a strong or moderate impact. The results highlight how easy it is for victims to blame themselves, when in reality, they were deceived by cunning scam tactics. The survey found that many victims experienced negative emotions, such as embarrassment (39%), anger (40%), naivety (40%), loss of trust (36%), and shame (25%). Some also felt traumatised (20%), vulnerable and helpless (25%), anxious (16%), and guilty and fearful (15%).

The emotional toll of falling for an online scam may be more harmful than the money lost as a result. For most victims, the financial consequences were not severe, with 24% saying it took them several months to recover and 10% saying it took more than a year, but the majority had no repercussions or recovered in a few days to a few weeks. However, when it came to healing from the psychological impact of the scam, the majority said it took them a few months (22%) and 11% said it took more than a year.

“The report shows how vulnerable people are to online scams and the emotional distress they cause,” says Collard. “While respondents were aware of scams and understood the risks, many still said they did not feel prepared, which highlights the need for regular training that gives people continuous awareness of scams and the threat they pose, to themselves and their organisations.”

Didiza commends agri sector’s contribution to economy

Didiza commends agri sector's contribution to economy

Agriculture, Land Reform and Rural Development Minister, Thoko Didiza, says growth in the agricultural sector signifies the importance and influence of the sector in the nation's economy.

Didiza’s remarks come after the latest figures released by Statistics South Africa on the Gross Domestic Product (GDP) for the second quarter of 2023, showing that the agricultural sector was once again, one of the biggest contributors to the country’s economic growth.

The report showed that the agricultural sector grew by 4.2% in the second quarter of 2023, fuelled largely by a good summer harvest of grains, and oilseeds commodities, coupled with solid horticultural exports.

The report also showed that South Africa has, in the second quarter of 2023, exported agricultural products worth R60.2 billion, which is almost 13% higher than the corresponding period last year.

Didiza commended the agricultural sector’s continued contribution to the country’s economy, noting that currently, the country is expected to harvest 16.4 million tons of maize and about 743 000 tons of sunflower, a crop size that will bode well for consumers, as food inflation will subside.

“The growth in agriculture and its contribution to the country’s economy can be attributed to the increasing footprint of South Africa’s agricultural products in the international markets.

“This is underscored by government's decisions to invest resources in opening new export markets, while maintaining trade relations with existing markets,” Didiza said.

Didiza said already in July 2023, food inflation had receded to 9.9%, providing a much-needed relief to consumers.

In August 2023, the Minister secured new export markets for avocados, beef and other animal products to countries including Saudi Arabia and China.

“The drive to open new export opportunities will continue as government strives to grow a competitive, resilient and export-oriented agriculture,” Didiza said. – SAnews.gov.za

Call to support Springboks

Call to support Springboks

As the three-time world champions, the Springboks, face off against Scotland in their first game at the 2023 Rugby World Cup, South Africans have been encouraged to support the team.

“On behalf of all South Africans, I would like to wish the Bokke all the best in the World Cup. Do your best and make us proud. Bring it back Bokke!” Sport, Arts and Culture Minister Zizi Kodwa said.

South Africans can watch the clash of the Springboks against Scotland on Sunday at 17:45 on SuperSport, SABC 2 and SABC+.

The World Cup fixtures runs from Friday 8 September to Saturday 28 October.

“The Springboks represent the best of South Africa. They inspire national unity, and foster social cohesion and national identity. This was captured by President Nelson Mandela during the 1995 Rugby World Cup, where the Springboks were a key ingredient to his message of national unity.

“The current Springboks represent this country's diversity and represent South African excellence with their performances,” the Minister said.

He made these remarks during a media briefing in Pretoria on Friday.

Earlier this week, SuperSport announced a failure to reach an agreement with the SABC on the broadcast rights to the tournament.

“This week began with much concern that most of the country would be unable to watch the 2023 Rugby World Cup on SABC channels. This followed an impasse in negotiations between SABC and MultiChoice on broadcast rights for the 2023 Rugby World Cup.

“On Monday, I had a discussion with the Minister of Communications and Digital Technologies, and met with senior executives of the SABC, urging the public broadcaster to find a solution to this impasse with MultiChoice.

“I had made it clear that my interest in this matter was for all South Africans to have access to sport of national interest. I had also made clear the need to find a permanent solution to this matter, as this goes beyond rugby. All South Africans need to be able to watch our sports teams performing on international platforms,” the Minister said.

MultiChoice and the SABC reached an agreement on the matter on Thursday.

“Yesterday’s developments, where MultiChoice agreed to sub-license broadcast rights to the SABC for the 2023 Rugby World Cup means that millions of South Africans will be able to watch this global showpiece, and to see the Springboks go on to defend their world title.

“I reiterate my call for a permanent solution to be found, as we cannot find ourselves in this situation before major sporting events,” Kodwa said. – SAnews.gov.za

SA welcomes efforts to accelerate pace of SDGs

SA welcomes efforts to accelerate progress of SDGs

South Africa has welcomed the Indian Presidency’s efforts to accelerate progress on the Sustainable Development Goals.

“The achievement of the SDGs must remain at the centre of international financing discussions to ensure that finance is mobilised in sufficient quantities and of suitable quality to support development in low- and middle-income countries,” President Cyril Ramaphosa said on Saturday.

The 17 Sustainable Development Goals (SDGs) are an urgent call for action by all countries - developed and developing - in a global partnership.

They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.

In his statement on the Working Session II: One Family, G20 Leaders’ Summit that took palace in New Delhi, India, the President applauded the Indian Presidency’s focus on women’s empowerment as part of achieving the Sustainable Development Goals.

“South Africa has embarked on a journey of ensuring the empowerment of women. The education of girls must be prioritised. We must act to end gender-based violence and enable women to enter the mainstream of economic activity,” President Ramaphosa said.

He emphasised the importance of committing to strengthening the global health architecture for pandemic prevention, preparedness and response, and support ongoing engagement on how this proposed architecture will be funded.

“Our experience of the devastating COVID-19 pandemic sends a clear message that global health security is paramount. There is need to develop robust global one health surveillance systems that promote effective collaboration at national, regional and global level.

“We urgently need a coordination mechanism that supports the sharing of information and resources, research, outbreak investigation and response,” he said.

He noted that countries continue to face an unsteady global economic recovery.

“As policy makers, we therefore need to be flexible and respond quickly and appropriately to risk. Multilateral cooperation is critical to addressing food and energy insecurity. As African countries, we support a discussion on policy options to address the effects of volatility in food and energy markets.

“As G20 nations, we must drive the transformation of economies and societies in pursuit of mutual prosperity, inclusive growth and a shared future,” the President said. – SAnews.gov.za

Economic recovery measures improve economy

Location: News

Economic recovery measures improve economy

Deputy President Paul Mashatile has attributed the growth in gross domestic product (GDP) to the economic recovery measures that were implemented by government to support the economy.

Stats SA reported that the country's GDP grew by 0.6% in the second quarter of 2023 while it grew by of 0.4% in the first quarter.

These measures include financial support for distressed businesses, infrastructure investment, and job creation initiatives such as the Presidential Youth Employment Initiative (PYEI), implemented as the Basic Education Employment Initiative (BEEI) across all nine provinces.

“Between April and June this year, at least 135 000 earning opportunities were secured by young people through the Presidential Youth Employment Initiative’s National Pathway Management Network.

“Some 108 061 of these were accessed through the SA Youth platform, with 27 088 opportunities scored through the Department of Employment and Labour’s Employment Services of South Africa (ESSA) website. We are adamant that if PYEI can receive more funding, it will reach more young people,” Mashatile said on Saturday in Johannesburg.

Addressing the Forty Under 40 South Africa Awards Ceremony, he called on young people to take up the opportunities available in digital sectors and others to combat the high youth unemployment rate.

“Our government believes that entrepreneurship is part of the remedy for the massive youth unemployment. In partnership with the private sector, we have launched several youth business funding opportunities to help youth start and maintain their businesses. This includes the Youth Challenge Fund (YCF), the Youth Pipeline Development Programme, and the Youth Technology Innovation Fund (YTIF).

“While these measures have helped stabilise the economy, we must remain vigilant and adaptable to emerging challenges. Moreover, we have also gained some pace by implementing the structural reforms for the reconstruction and recovery plan, Operation Vulindlela,” Mashatile said.

Since Operation Vulindlela was launched in October 2020 as part of the Economic Reconstruction and Recovery Plan, government has implemented 35 priority structural reforms identified for their impact on economic growth and job creation.

“We have made progress in energy, our logistics network, digital communications, and the reform of the visa regime to enable businesses to attract the skills they need to grow. Eleven reforms have been completed, while 14 are on track or progressing well.

“Regarding the energy challenge that has remained a top priority in our country, we have amended Schedule 2 of the Electricity Regulation Act to remove the licencing requirement for generation projects of any size,” the Deputy President said.

More than 100 projects are at various stages of development, representing over 10 000 megawatts of new generation capacity and over R200 billion in private sector investment.

“Additionally, three projects from the risk mitigation programme have been constructed, with five projects expected to reach financial closure this quarter.

“We approved the Electricity Regulation Amendment Bill in March, which has been tabled in Parliament. This Bill will establish a competitive electricity market, enabling multiple generators to compete on a level playing field. These are essential to ramping up energy generation in the short and medium term,” the Deputy President said.

He said government’s efforts in investing in young people means redirecting efforts and resources in a number of critical areas, including the skills revolution and education, providing quality health care, investments in new technologies as part of 4IR and artificial intelligence as well as investments in infrastructure for ease of business and movement of goods allows entrepreneurs to flourish.

“Investing in youth participation is not just a trendy concept but a necessity for our collective future. It goes beyond just financial resources. It requires a mind-set shift and a collective commitment to nurturing talent and empowering individuals,” Mashatile said.

Taking advantage of opportunities on the continent

The Deputy President urged entrepreneurs to take advantage of the African Continental Free Trade Area (AfCFTA).

“In this regard, South Africa is a significant member of this trade revolution that will shape the continent's future by stimulating innovation and value-chain growth and boosting industrialisation and job creation across industries. The AfCFTA has 54 signatories, making it the largest free trade area in terms of the number of member states, second only to the World Trade Organisation.

“As part of Agenda 2063, we must dismantle the barriers that hinder youth participation in the economy. We need to break free from the cycle of generational exclusion and embrace an intergenerational approach where the knowledge and experience of our elders are combined with the fresh ideas and perspectives of today's youth,” he said.

Mashatile said unlocking the demographic dividend will spark a wave of growth and progress that will benefit the youth and the entire continent.

“We need greater collaboration among governments, civil society, the private sector, and international partners to achieve this,” he said. – SAnews.gov.za

AU joins G20 as a permanent member

AU joins G20 as a permanent member

President Cyril Ramaphosa has welcomed the admission of the African Union as a member of the Group of Twenty (G20).

“We are delighted that the G20 has accepted the African Union as a member of the G20,” the President said on Saturday.

G20 is the premier forum for international economic cooperation and it plays an important role in shaping and strengthening global architecture and governance on all major international economic issues.

The group comprises of 19 countries (Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom, and United States) and European Union.

The G20 members represent around 85% of the global GDP, over 75% of the global trade, and about two-thirds of the world population.

In his statement on the Working Session I: One Earth G20 Leaders’ Summit, which took place in New Delhi, India, President Ramaphosa called for countries to respond collectively, decisively and with urgency to climate change.

“No country is spared the effects of climate change. It is vital that industrialised countries, which have the means and which carry the greatest responsibility for climate change, support sustainable development in developing economies.

“For us to realise the vision of People, Planet and Prosperity, we need to meet our respective commitments and responsibilities. In so doing, we will be helping to create a world that is more equitable, more resilient and more sustainable,” the President said.

He said global reconstruction in the wake of the COVID-19 pandemic presents a unique opportunity to accelerate the transition to low-carbon, climate resilient, sustainable societies.

“Developing economies are bearing the brunt of climate change, despite carrying the least responsibility for this crisis. As African and other developing economy countries, we face the task of meeting our climate commitments in the midst of significant developmental challenges like poverty, inequality and unemployment.

“Climate change, environmental degradation, unsustainable consumption and production and resource scarcity are challenges that can only be addressed collectively and with a great deal of solidarity. South Africa calls for an enhanced and expanded Global Partnership for Sustainable Development,” the President said.

He said these efforts must be supported by the concrete policies and actions outlined in the Addis Ababa Action Agenda on Financing for Development.

“Access to adequate and predictable financial resources from a variety of public and private sources is critical if we are to achieve the Sustainable Development Goals.

“Development partners need to both meet their existing commitments and upscale Official Development Assistance. Ordinary people see billions of dollars being spent on the weapons of war instead of addressing development challenges.

“In particular, development partners need to meet their commitments to capacity building and infrastructure development in low- and middle-income countries,” the President said. – SAnews.gov.za

SA celebrates women in science, technology, innovation

SA celebrates women in science, technology, innovation

Higher Education, Science and Innovation Minister, Dr Blade Nzimande, says the South African Women in Science (SAWISA) Awards 2023 are premium awards to celebrate women who are contributing immensely to the Science, Technology and Innovation (STI) sector.

“The industrial revolutions are epochs in our social and economic history that are based on disruptions in innovations and technological developments, leading to advanced forms of production and service delivery,” Nzimande said.

Speaking at the SAWISA Awards 2023 event held in Durban on Friday, Nzimande said patriarchal attitudes, systematic barriers and certain practices and norms have defined women out of the research, scientific and technological developments that are engines of the industrial revolutions.

“We therefore have seen successive industrial revolutions having effects of disrupting or changing the lives of societies and economies,” Nzimande said.

Nzimande said with each industrial revolution, whole industries were adjusted or disrupted, new ones were created, and existing occupations and job families went through fundamental changes, with far reaching consequences for societies.

“Our (2019) White Paper on STI engages with the pivotal changes brought by the modern technology in promoting inclusivity, transformation, the development of human capabilities, knowledge expansion and innovation in ensuring that the benefits of the digital economy are enjoyed by all South Africans.

“The measures aimed at greater gender inclusion in our recently approved STI Decadal Plan (2022-2032), our ten-year plan, include the STI Transformation Framework, and the STI Gender Strategy that is aligned to the government-wide gender responsive planning and budgeting framework,” the Minister said.

This year’s glittering awards were attended by among others, members of Parliament, students and international guests.

SAWISA is an annual countrywide event profiling distinguished women researchers and scientists, as well as younger women who are emerging as excellent researchers.

The awards also provide registered Masters and PhD students with fellowships to support their studies, in areas ranging from indigenous knowledge systems to astronomy.

Harnessing technological change and innovation

University of Witwatersrand Chancellor, Dr Judy Dlamini, congratulated the Department of Higher Education, Science and Innovation for introducing the awards 20 years ago.

“Harnessing technological change and innovation, starts with ensuring access in the remote areas of our country, it’s about ensuring affordability by the most vulnerable, providing quality education with digital access in all our schools especially the township and rural schools, addressing inherent biases and social-cultural norms that are a hindrances to women and girls’ access,” Dlamini said.

Dlamini said the gender digital divide that still exists, especially for black rural women, has to be addressed.

“Women are under-represented in the ICT jobs, men are four times more likely than women to be ICT specialists,” she said.

Running since 2003, SAWISA also awards registered Masters and PhD students.

The theme for this year’s awards was, “Harnessing technological change and innovation to achieve gender equality and empower women and girls”.

Award categories

In honour of the late climate-change activist and science champion, the Department of Science and Innovation (DSI) called the fellowships the DSI-Ndoni Mcunu Fellowships.
