Minister calls for improvement in system that identifies talent in sports

While efforts have been made to transform the sports fraternity, Minister of Sport, Arts and Culture Minister Zizi Kodwa has called for the development of a framework for the early identification and development of sporting talent.

“We still preside over a divided and ill-defined sports system characterised by fissures of our past. We have no universal access to facilities,” the Minister said on Thursday in Johannesburg.

Addressing the School Sport Indaba, he said by identifying talent early in school, the youth can have the needed support, mentorship, and resources to make it as a professional sportsman or sportswoman.

“This implies the government and other stakeholders making budget available to support identified initiatives. When looking internationally, it is common to see sports stars in their teenage years making their mark in the upper echelons of world sport,” Kodwa said.

According to the EPG 2018 report, the School Sport competition system is currently indicating that there are three streams from which talent is identified and competition is staged.

The Minister said this system is currently not integrated and has some challenges.

“The system shows that there is a government-run school sport system, then there is one model where former Model C schools and private schools compete, this is where most athletes are identified, and then there is a system which the Federations use to stage the tournaments and select national athletes.

“The athletes competing in the Government-run school sport system, come from more 23 000 public schools, majority of which are previously disadvantaged with poor or no sport facilities in place.

“These are the athletes whose system of competition is poorly organized and do not have proper coaching support. The second group are athletes, from the former Model-C schools, including private schools which are properly resourced, with world-class sport facilities and proper coaching support,” the Minister said.

The last group are athletes competing in Federations-staged tournaments, most of whom must have means to attend these events with the majority being from the former Model C schools.

Upon successful competition, these athletes are awarded the National colours and may be eligible for selection into academies and underage national teams.

“Dare I say, we as all stakeholders have failed learners and young people at school and out of school, and we need a theory of change? We need to clearly spell out how School Sport is supposed to work, why it will work, and the conditions required for its successful implementation,” the Minister said.

He said the School Sport Indaba is government’s intervention to revitalise school sport in South Africa.

The Minister noted the need for investment in the development of local expertise, through running of sports academies from foundation phase as well as the establishment of bilateral agreements with other governments for the creation of development opportunities for studies in the different sporting fields like Sports Science.

Kodwa also called for the creation of internship opportunities for graduates in schools and sports clubs.

“The National Sport and Recreation Plan (NSRP) contends that provision and maintenance of facilities forms the foundation of the entire sport and recreation system, therefore if facilities backlogs are not addressed it will be difficult to achieve transformation, sport development and increased participation objectives in sport.

“This situation or reality, therefore, requires all stakeholders to put all hands-on-deck for the future of sport in our country. Only when we all collaborate, will we be able to develop athletes that can successfully compete internationally, and reach our goal of being a winning nation!

“The Department of Sport, Arts and Culture has already undertaken to address the challenge of talent identification by building multipurpose sports courts and outdoor gyms in rural and township communities, which have historically lacked these facilities,” the Minister said.

As part of the legacy projects of the Netball World Cup, multipurpose courts have been built in several communities around the country, including in Hammarsdale in KwaZulu-Natal.

Work is also being done to build netball courts in Cala Secondary School and Mchewula High School in Cala, Eastern Cape.

“There is much being done and much more to do in the country. As I have said, Government cannot do it alone. I would like to applaud all the commercial and community partners that support the work of Government to develop sport at grassroots level,” the Minister said. – SAnews.gov.za

Take part in awareness campaigns for people with disabilities

Citizens have been called to participate in the various awareness campaigns and support programmes available for people with disabilities to remove the barriers perpetuated by stigmatisation and discriminatory practices. 

Department of Women, Youth and Persons with Disabilities (DWYPD) Deputy Director-General, Shoki Tshabalala, made this call during a webinar for artists with disabilities held on Wednesday.

The department, in partnership with the Department of Sport, Arts and Culture (DSAC), hosted the webinar to foster inclusion, integration and the promotion of artists with disabilities into the mainstream arts and culture sector.

The webinar also aimed to remove the limitation of placing people with disabilities in a system that does not promote arts and cultural activities of people with disabilities, and not as active participants in the country’s arts and cultural programs.

In her address, Tshabalala said the department had identified several areas of collaboration with the Department of Arts, Culture and Sport for the 2023/2024 financial year and empowerment of people with disabilities in the arts, is one of them. 
 
She said in 2021, the department was invited by the DSAC to a workshop which was convened during Disability Rights Awareness Month (DRAM) 2021 in Kopanong. 

“There were workshop resolutions and identified areas of support needed by artists with disabilities [and] the resolutions would guide us to develop a plan of action. During the DWYPD 2022 4 Cities Tour, there was a realisation of a greater need for persons with disabilities to be aware of and be exposed to the funding opportunities available within DSAC,” Tshabalala highlighted. 

Tshabalala said, through this collaboration, empowerment workshops will be conducted, as most of the artists are not professionally organised. 

The workshops will provide access to funding on business and professionalisation of their artistry/crafts, and how artists should interact with different funding schemes. 
 
Tshabalala acknowledged that there are issues of access to markets, saying government needs to ascertain how best they can participate in the mainstreaming of the industry and rope in different industry stakeholders, including private or public to assist artists. 

“There is a need to look at institutionalisation of the disability forums [and] this ties up with the mainstreaming of DSAC programmes. We will look at how DSAC programmes are structured in terms of DSAC annual performance plan and operational plans, and DWYPD will assist in the mainstreaming indicators thereof to ensure there is disability inclusion. 
 
“Consistent with the “nothing about us without us” movement, the creation of a framework on self-representation for persons with disabilities is also one of our top priorities for this,” the Deputy Director-General said.

Addressing barriers for artists with disabilities

CEO of the Artscape Theatre in Cape Town, Marlene le Roux, highlighted some of the needs of artists with disabilities, including special transport; accommodation close to the performing venue; assistive devices; medical support such as physiotherapy; assistants to help artists and provision of sustenance.

“While we all strive for equality, as this means ‘we all get the same’, it can only work if we all start from the same place. In many instances and especially for persons with disabilities, we need to address the barriers that they must first overcome in order to have equal opportunities,” le Roux said.

She emphasised that the National Disability Rights Awareness Month, which is celebrated annually from 3 November to 3 December, should not be a “box-ticking” activity but rather it should be a time for introspection on what has happened, what is supposed to be happening, and where the country is going. – SAnews.gov.za

As the three-time world champions, the Springboks, face off against Scotland in their first game at the 2023 Rugby World Cup, South Africans have been encouraged to support the team.

“On behalf of all South Africans, I would like to wish the Bokke all the best in the World Cup. Do your best and make us proud. Bring it back Bokke!” Sport, Arts and Culture Minister Zizi Kodwa said.

South Africans can watch the clash of the Springboks against Scotland on Sunday at 17:45 on SuperSport, SABC 2 and SABC+.

The World Cup fixtures runs from Friday 8 September to Saturday 28 October.

“The Springboks represent the best of South Africa. They inspire national unity, and foster social cohesion and national identity. This was captured by President Nelson Mandela during the 1995 Rugby World Cup, where the Springboks were a key ingredient to his message of national unity.

“The current Springboks represent this country's diversity and represent South African excellence with their performances,” the Minister said.

He made these remarks during a media briefing in Pretoria on Friday.

Earlier this week, SuperSport announced a failure to reach an agreement with the SABC on the broadcast rights to the tournament.

“This week began with much concern that most of the country would be unable to watch the 2023 Rugby World Cup on SABC channels. This followed an impasse in negotiations between SABC and MultiChoice on broadcast rights for the 2023 Rugby World Cup.

“On Monday, I had a discussion with the Minister of Communications and Digital Technologies, and met with senior executives of the SABC, urging the public broadcaster to find a solution to this impasse with MultiChoice.

“I had made it clear that my interest in this matter was for all South Africans to have access to sport of national interest. I had also made clear the need to find a permanent solution to this matter, as this goes beyond rugby. All South Africans need to be able to watch our sports teams performing on international platforms,” the Minister said.

MultiChoice and the SABC reached an agreement on the matter on Thursday.

“Yesterday’s developments, where MultiChoice agreed to sub-license broadcast rights to the SABC for the 2023 Rugby World Cup means that millions of South Africans will be able to watch this global showpiece, and to see the Springboks go on to defend their world title.

“I reiterate my call for a permanent solution to be found, as we cannot find ourselves in this situation before major sporting events,” Kodwa said. – SAnews.gov.za

SABC, MultiChoice agree on rights to broadcast Rugby World Cup

The Minister of Sport, Arts and Culture Minister Zizi Kodwa has welcomed the agreement between the South African Broadcasting Corporation (SABC) and MultiChoice regarding the broadcast rights for the 2023 Rugby World Cup.

MultiChoice announced that it had reached an agreement with the SABC to sub-license broadcast rights to the public broadcaster for the Rugby World Cup.

This means that millions of South Africans will be able to watch key matches in the 2023 Rugby World Cup, including all the games the Springboks will participate in.

“I welcome this groundbreaking agreement which will allow all South Africans to watch the world champions, the Springboks, as they defend their Rugby World Cup title.

“Rugby has the potential to unite our people, to foster social cohesion and national unity. We have seen this in the times the Springboks have won the Rugby World Cup,” Kodwa said on Thursday.

The Springboks who are three-time world champions will be participating in the 2023 Rugby World Cup taking place in France.

“On behalf of all South Africans, I would like to wish the Bokke all the best in the World Cup. Do your best and make us proud. Bring it back Bokke!” Kodwa said.

The 2023 Rugby World Cup begins on Friday, with the Springboks playing their first game on Sunday against Scotland. The World Cup fixtures runs from Friday 8 September to Saturday 28 October.

“The Springboks represent the best of South Africa. They inspire national unity, and foster social cohesion and national identity. This was captured by President Nelson Mandela during the 1995 Rugby World Cup, where the Springboks were a key ingredient to his message of national unity.

“The current Springboks represent this country's diversity and represent South African excellence with their performances,” the Minister said.

“One of the priorities of the Department of Sport, Arts and Culture is grassroots sports development. The School Sports Indaba will go a long way towards strengthening our focus grassroots sports development through early identification and nurturing of sporting talent.

“The Sports Indaba will see over 30 organisations, as well as teacher unions, sports federations, international bodies and governments gather to exchange and come up with a blueprint for South African schools sport,” Kodwa said. – SAnews.gov.za

He made these remarks after engaging with Minister of Communications and Digital Technologies Mondli Gungubele and the SABC on the 2023 Rugby World Cup broadcasting rights.

SuperSport had announced a failure to reach an agreement with the SABC on the broadcast rights to the tournament.

The Springboks, who are three-time world champions, will be participating in the 2023 Rugby World Cup taking place in France. The World Cup fixtures run from Friday, 8 September to Saturday, 28 October.

Kodwa urged the SABC to find a solution to the matter, so that the public broadcaster can be able to fulfil its mandate to cover sport of national interest.

“I am hopeful that an agreement will be reached between SABC and SuperSport. Rugby plays a critical role in nation building and social cohesion. This included 20 Heads of State and Government. We were also honoured by the attendance of the United Nations Secretary-General Mr Antonio Guterres.

“The success of the summit is a credit to our country and its people. It is another demonstration of our ability to host major international gatherings that have a significant impact on the conduct of international affairs far beyond our borders. Overall, many people have said that this was a most successful BRICS Summit,” he said.

The President honed in on key decisions and outcomes that were taken during the summit, including the call for a comprehensive reform of the United Nations, including its Security Council.

“This was a most significant decision in view of the fact that it was supported by two BRICS members who are permanent members of the UN Security Council. The reform of the United Nations is important for South Africa and our continent Africa because we stand to benefit from a world that is more fair and from international institutions that are more democratic and more representative.

“In taking this position, the BRICS leaders recognised the desire of many other countries to contribute to redefining the terms of international relations,” he said.

On the second key outcome of the summit – which was to expand BRICS membership invitations to Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates – President Ramaphosa said: “Through an expanded BRICS, we will be able to better align the voices of those countries that seek a fairer global governance, financial, investment and trading system based on clear rules that apply equally to all countries.

“An expanded BRICS also means that we will be able to export more of our products to major markets and, as a result, we will be able to produce more and create more jobs. While an expanded BRICS will be an important champion for the Global South, South Africa stands to benefit from its relationship with these countries.”

International relations

President Cyril Ramaphosa also used his address to reaffirm South Africa’s non-aligned stance in international relations.

“South Africa’s participation in BRICS and its support for the expansion of BRICS does not detract from the good and strategic relations we have with many other countries around the world.

“From the advent of our democracy, we have always sought to develop ties of friendship, cooperation and respect with all nations. We have never aligned ourselves with any one global power or bloc of countries. Our non-aligned approach has enabled us to pursue an independent foreign policy and to forge our own developmental path.

“We have consistently advanced the articles of the United Nations Charter, including the principle that all members shall settle their international disputes by peaceful means,” he said.

The President emphasised the importance of South Africa’s relations with our other countries and reflected on its impact on ordinary South Africans.

“[Our] country’s relations with other countries and the conduct of our foreign policy affects our lives as South Africans in many ways, such as in trade and investment, sport, peace and security, technology, education, and many other areas. As we have said before, our international work cannot be separated from our efforts to end poverty, to create jobs and to reduce inequality in South Africa.

“Through stronger investment and trade relations with other countries, we are able to grow our economy, create more opportunities for new businesses and reduce unemployment. By supporting peace and stability on our continent, and by promoting Africa’s development, we are able to improve social cohesion in our own country.

“By encouraging greater cooperation between countries in areas such as investment, financing for development, international crime, fighting terrorism, climate change and vaccine production, we are able to strengthen our efforts to tackle these challenges in our own country,” President Ramaphosa said. – SAnews.gov.za

Kodwa launches Heritage Month

Sport, Arts and Culture Minister Zizi Kodwa has officially launched this year’s Heritage Month at the Moletjie Tribal Authority.

Hosted in the rich, unique, and culturally diverse province of Limpopo, the event featured a medley of various components of sports, arts, language, and cultural performances. 

Heritage Month is celebrated annually in September and marks the country’s diverse culture and heritage.

The 2023 National Heritage Month will be commemorated under the ‘Celebrating our cultural diversity in a democratic South Africa’ theme. 

“This year’s theme puts a spotlight on South Africa’s rich and diverse cultural heritage which incorporates African, Asian, and European cultures and traditions,” said the Department of Sport, Arts and Culture.

Minister Kodwa said music and dancing are an important part of many traditional African societies. 

“We do our traditional dance because it gives us our African identity.”

He also touched on the importance of breaking into song and music as Africans. 

“Music is our soul. When we cry, [when we are] happy or saddened, we sing music. Those who do not understand us think when we have bereavement or a death in a family and when we dance, they think we are celebrating. But we’re consoling ourselves.” 

“Many centuries ago, we were not allowed to celebrate what we see here,” he added, pointing to the stage where traditional dancers were performing.

He told attendees that Heritage Day is about “celebrating who we are”. 

Kodwa also called on Africans to tell their own stories.

“Those books must promote the African culture and diversity of our culture,” he stressed, while adding that traditional leadership is crucial to promoting  African culture. 

He also urged all Mayors to organise cultural events leading up to Heritage Day, which will be celebrated on 24 September. 

The event also unveiled publications of Living Human Treasures in honour of the late Koko Meiki Grace Masuku, Themba Patrick Magaisa, Vho Tshimangadzo Esther Sinyengwe, Oom Petros Vaalbooi and Dr Thomas Hasani Chauke. – SAnews.gov.za

KZN government unveils Nongoma multimillion rand projects

KwaZulu-Natal Premier Nomusa Dube-Ncube has assured the residents of Nongoma that the provincial government remains committed to facilitate the speedy delivery of water, roads and houses, and to completing some unexpected project delays in the area.

Dube-Ncube was speaking during the province’s Operation Sukuma Sakhe (OSS) Cabinet Day, held recently, where the province’s MECs addressed various service delivery concerns and unveiled projects throughout the Nongoma Local Municipality.

Dube-Ncube said the OSS gives the leaders an opportunity to listen without mediation, to the voices and concerns of the people of KwaZulu-Natal.

The Premier unveiled the Bhuqwini Rural Housing Project, which will deliver 300 houses in Ward 17. The R49.4 million project will also see the employment of at least 60 people and 20 being trained as National Qualifications Framework (NQF) Level 2 builders.

Unveiling the project, Dube-Ncube said they have introduced the contractor to build houses and urge the community to take care of the project and to make sure that the houses are not vandalised. 

“When we deliver houses as the Government of KwaZulu-Natal, we are implementing the Freedom Charter which says there shall be houses, security and comfort for all,” Dube-Ncube said.

The Premier also undertook to facilitate the repair and maintenance of Royal Palaces some of which are said to have fallen into disrepair due to lack of regular attention.

“We value the institution of traditional leadership as the glue that holds our communities together as the custodian of our customs and traditions. The Palaces are an important part of our history and we will ensure that for years to come, this heritage is protected for generations to come,” the Premier said.

Various MECs and senior government officials also visited other projects and centres to deliver dignified services to the community.

Economic Development Tourism and Environmental Affairs MEC and Government Business leader, Siboniso Duma, visited the R19 million Maphophoma Milling, which is owned by a co-operative and funded by the Department of Agriculture and Rural Development. 

The MEC committed the provincial government support for the co-operative to access more land and to increase their maize production. 

He said, the provincial state agencies, including Agri-Development Agency, ITHALA and the KZN Growth Fund, will also ensure access to funding for the co-operative.

Duma also visited the pedestrian bridges that are currently being constructed by Transport and Defence Departments.

Finance MEC, Neliswa Peggy Nkonyeni, visited the Casukile Primary Co-operative run by a group of women who manufacture toilet papers. Nkonyeni committed the provincial government to fund the co-operative members’ training on business skills, branding of their products and sourcing new markets for their products.

Nkonyeni also encouraged the Nongoma Local Municipality to buy locally manufactured goods in order to grow the local economy. 

Over 20 speed points were donated to Ward 19 businesswomen, in a bid to encourage them to grow their businesses and create more jobs for the locals.

Sport, Arts and Culture MEC, who is also Zululand Cabinet OSS Champion, Dr Ntuthuko Mahlaba, visited the Buxedene Clinic where the toilets are not in good working order and have no computers, forcing personnel to capture data manually. 

Mahlaba announced that Road D1880 which runs from Bhekumthetho to Ncemaneni will undergo an upgrade to install blacktop, and that the contract has already been advertised with an award expected to be finalised soon.

In addition to the housing shortage, Nongoma faces other challenges, including water, taxi-related killings, revenge murders, unemployment, teenage pregnancy and Gender-Based Violence and Femicide (GBVF), which Provincial Cabinet promised to urgently attend to.

The Premier said the departments, working with local government will soon return to the Nongoma Local Municipality, in order to follow up on all the challenges identified during the OSS engagement. – SAnews.gov.za
