CMA to Host Investment Forum Showcasing Opportunities in African Critical Minerals

Location: Business
Energy Capital & Power

Investment in African critical minerals are on the rise, with global entities acquiring assets, funding upstream projects and developing midstream and logistics facilities. Over the past three years, Zambia (http://apo-opa.co/3yk2ymJ) – Africa's second-largest copper producer – has recorded $10 billion in investments (http://apo-opa.co/3WibyRd) in its mining sector. These investments are pushing the country closer to its goal of increasing copper production to one million tons by 2026 and three million tons by 2030, with several new projects coming online. To promote opportunities and drive fresh investment across African markets, the upcoming Critical Minerals Africa Summit (http://apo-opa.co/3WzznFR) will feature a dedicated Investment Forum.

The Critical Minerals Africa 2024 summit on November 6 - 7 serves to position Africa as the primary investment destination for critical minerals. The event is held alongside the African Energy Week: Invest in African Energy 2024 conference (http://apo-opa.co/3VMQTpp) on November 4 - 8, offering delegates access to the full scope of energy, mining and finance leaders in Cape Town. Sponsors, exhibitors and delegates can learn more by contacting sales@energycapitalpower.com

The Investment Forum will delve into investment opportunities across the spectrum of critical minerals and rare earth projects, highlighting how African governments are partnering with global stakeholders to create an enabling environment for market expansion.

Zambia introduced the Mineral Royalty Tax Reform in 2022 – reducing mineral royalty rates for investors – resulting in a surge of fresh investments. In June 2024, mining firm Jubilee Metals Group (http://apo-opa.co/3WiXJlA) acquired two operational copper mines to support efforts to increase activities at its Sable Refinery in Zambia. Canadian mining firm Ivanhoe Mines (http://apo-opa.co/4d4bNqc) also announced that is investing in the expansion of a concentrator at the Kipushi Copper Mine, aiming to increase output to 960,000 tons of copper annually by 2030, up from 140,000 tons in 2024. The UAE's International Resources Holding is providing $300 million to enhance copper production at Mopani Mines, following its acquisition of a 51% stake in a $1.1 billion deal in April 2024. The Investment Forum will showcase lucrative prospects for global investors within Zambia's copper value chain.

Meanwhile, Zimbabwe (http://apo-opa.co/3WwoAfw) banned the export of raw lithium in 2022 in a bid to attract investments across the midstream sector to value add its lithium output. The regulation aims to help the country account for 20% of global lithium demand, build a $12 billion economy by 2030 and has resulted in an influx in new investments and project launches. Mining revenue (http://apo-opa.co/4bPAEwM) has grown from $3.5 billion in 2020 to $9.77 billion in 2023, as a result. Mining firms including Rwizi Rukuru, Shengxiang Investments, Chengxin Lithium Group, Zhejiang Huayou Cobalt and Sinomine Resource Group have invested in large-scale lithium processing facilities in 2023 and 2024. The Investment Forum will feature stakeholders from Zimbabwe's critical mineral sector in panel discussions and exclusive networking sessions, highlighting investment opportunities across the mining value chain.

With the global demand for critical minerals set to increase by four times by 2030 – driven by increasing adoption of clean energy technologies – Africa, which holds 30% of the world's total critical mineral reserves, is well positioned to attract global investors. South Africa holds 80% of the world's platinum group metals, Morocco 70% of total phosphate, the Democratic Republic of Congo the world's largest cobalt reserves, Guinea-Conakry the world's second-largest bauxite reserves, and Gabon the world's second-largest manganese resources. CMA will spotlight these resources and partnership opportunities available for global stakeholders as African countries unlock their full mineral potential for GDP growth.

“Africa's critical mineral resources present an opportunity for the continent to forge partnerships on infrastructure development and economic growth with global investors. We hope to see an increase in investments flowing into Africa as global mining stakeholders capitalize on the continent's vast resources and strategic locations to feed the global demand,” stated Rachelle Kasongo, Project Director at CMA-organizer, Energy Capital & Power.

Opening of Parliament to feature TshiVenda Imbongi

The upcoming Opening of Parliament Address (OPA) will feature the cultural tradition of an Imbongi, bridging the country’s rich heritage with democratic present, says Speaker of the National Assembly, Thoko Didiza.

Didiza explained that the Imbongi's role extends far beyond mere performance. "They are tasked with poetically reflecting on the socio-economic and political state of the nation, offering insightful commentary on the country's rich cultural tapestry”.

Addressing the media on the state of readiness for the OPA in Cape Town, Didiza said the Imbongi will perform in TshiVenda.

They are chosen through a rotational selection process to ensure fair representation of South Africa's linguistic diversity.

“Lutendo Evens Mugagadeli, widely known as "Vendaboy Poet," is the chosen Imbongi for the upcoming Opening of Parliament Address. This multi-talented artist has made a name for himself as a praise poet, musician, promoter, voiceover artist, writer, and presenter,” Didiza said.

She said Vendaboy Poet rose to national prominence after an impromptu performance of praise poetry for President Cyril Ramaphosa on a domestic flight, showcasing his quick wit and artistic prowess.

“His unique, raw and homegrown talent has since graced both domestic and international stages, earning him multiple accolades.

“Among his notable achievements are winning the Best Poet category at the 2018 South African Traditional Music Awards (SATMA), Best SATMA Tshivenda Album in 2019, and Best SATMA Praise-Singer in 2022.

“Vendaboy Poet's versatility and skill have seen him perform at high-profile events, including the BRICS Summit in South Africa, various awards ceremonies, festivals, and corporate and government functions,” Didiza said.

His selection as the Imbongi for the Opening of Parliament Address reflects both his exceptional talent and the importance of TshiVenda in South Africa's rich linguistic tapestry.

Didiza said Vendaboy Poet's performance promises to add a powerful cultural dimension to this significant national event.

Through this OPA, Didiza said Parliament will once again collaborate with Proudly South Africa, government and fashion industry representatives, to promote the use of locally produced attire to boost the local economy.

“This initiative urges Members of Parliament and guests to wear South African designs to boost the local fashion industry, celebrate national creativity, and support economic growth.

“By showcasing homegrown talent, this partnership not only highlights the richness of South African fashion, but also contributes to job creation and economic empowerment,” Didiza said.

The OPA coincides with International Nelson Mandela Day.

Parliament has called on all parliamentarians, South Africans and global citizens to emulate Madiba's selflessness and untiring service to humanity on this day.

Didiza encouraged everyone to engage in meaningful and impactful acts of service to others, thereby changing the world around us.

The Presiding Officers of Parliament will take time away from their OPA duties to participate in service programs around Cape Town, working with non-governmental organisations and institutions. – SAnews.gov.za

Hydrogen Energy Technologies to Drive Demand for Africa’s Platinum Group Metals (PGMs)

Location: News
Energy Capital & Power

The global market for platinum group metals (PGMs) – which include platinum, palladium, rhodium, iridium, osmium and ruthenium – will record a 4.47% increase between now and 2029, according to market research firm Mordor Intelligence. In part, market growth will come from growing demand for PGMs in green technologies, including hydrogen energy technologies, in turn generating opportunities across Africa's mining and hydrogen value chains.

https://apo-opa.co/3Rzawim

The Critical Minerals Africa (CMA) Summit, taking place on November 6-7 in Cape Town, will unpack the nexus between PGMs and green hydrogen and their evolving role within the African and global energy transition. The continent is home to the world's largest PGM reserves, with South Africa alone possessing over 80% of global resources and Zimbabwe also holding substantial reserves. These metals play a vital role in fuel cell technology, enabling the production of electricity from hydrogen and oxygen. As African countries – including Namibia, South Africa, Mauritania and Egypt – intensify their green hydrogen activities, long-term PGM demand is expected to grow substantially, powering a wide range of applications from hydrogen fuel cell vehicles to stationary power generation to industrial processes.

Africa's Green Hydrogen Potential

The African continent holds substantial potential for green hydrogen production given its abundance of co-located renewable resources. According to the European Investment Bank, Africa has the potential to produce 50 million tons of green hydrogen per annum by 2035, which could help meet power, transportation and industrial energy needs, decarbonize heavy-polluting industries, as well as be used for global export.

Namibia represents a pioneer of green hydrogen on the continent, having secured billions in investment for green hydrogen projects from various investors, including the USAID, the Development Bank of Southern Africa and Japanese investment firm ITOCHU. Green energy firm Hyphen Hydrogen Energy is implementing a $10-billion project, with the capacity to produce 350,000 metric tons per year using 7 GW of renewable energy and 3 GW of hydrogen electrolyzers. Last May, Belgian port operator Antwerp Bruges partnered with the Namibian Ports Authority to develop a EUR 250-million hydrogen and ammonia storage facility at Walvis Bay Port to facilitate the transport of hydrogen to regional and global markets.

Realizing the potential of green hydrogen to drive regional energy security, South African tourism, trade and investment agency Wesgro signed an agreement last month with the Northern Cape Economic Development, Trade and Investment Promotion Agency, Namibia's Environmental Investment Fund and infrastructure company Gasunie and Climate Fund Managers. The agreement paves the way for the parties to assess the feasibility of developing a green hydrogen corridor connecting the Western Cape and Northern Cape provinces of South Africa with Lüderitz in Namibia.

https://apo-opa.co/3KR5JVJ

https://apo-opa.co/3XvTSnz

Furthermore, green energy companies Hive Energy UK and Genesis Eco-Energy are developing a R105 billion green hydrogen and ammonia project in the Coega Special Economic Zone in the Eastern Cape province of South Africa. The project will add 14,400 MW of electricity to the grid and produce 900,000 tons of green ammonia for export to global markets, increasing the country's export revenue. South Africa has also established a $1-billion fund in partnership with the Netherlands, aimed at accelerating the deployment of green hydrogen projects to feed growing demand in Europe.

https://apo-opa.co/3xdxaWM

Private and public sector entities in South Africa are demonstrating the potential for synergy between PGMs and green hydrogen, specifically in hydrogen fuel cell vehicles. Last October, mining firm Anglo American entered into a partnership with automotive firm BMW South Africa and international energy firm Sasol to develop South Africa's PGMs and green hydrogen value chains. Anglo American will provide PGMs used in hydrogen fuel-cell vehicles, while Sasol will provide the green hydrogen and BMW the vehicles.

https://apo-opa.co/3XBI9UJ

As global demand for green hydrogen rises due to carbon emission reduction policies and growing energy needs, a parallel surge in PGMs demand is also anticipated. Given that Africa is home to the overwhelming majority of these critical minerals, CMA 2024 will explore the latest policies, projects and developments ensuring that the continent capitalizes on green hydrogen as a key growth driver.

Organized by Energy Capital & Power, CMA is the largest gathering of critical mineral stakeholders in Africa. Taking place from November 6 – 7 in Cape Town, the event positions Africa as the primary investment destination for critical minerals. This year's edition takes place under the theme Innovate, Enact, Invest in African Critical Minerals to Sustain Global Growth, connecting African mining projects and regulators with global investors and stakeholders to untap the full potential of the continent's raw materials. Sponsors, exhibitors and delegates can learn more by contacting sales@energycapitalpower.com.

Pandor believes BRICS has opportunity to shape a ‘refreshed’ global order

Location: News

Pandor believes BRICS has opportunity to shape a 'refreshed' global order

The world is at a crucial turning point, requiring decisive leadership and innovative ideas, and BRICS has a unique opportunity to influence a refreshed global order.

This is according to International Relations and Cooperation Minister, Dr Naledi Pandor, who spoke in Russia on Tuesday.

“The BRICS bloc is a legitimate voice of the global South regarding global governance reform. We also remain a critical player in global agenda setting for economic, political and social cooperation,” Pandor said.

The Foreign Ministers from the expanded BRICS (Brazil, Russia, India, China and South Africa) group of nations met for a two-day meeting focused on current international relations, global governance reform and conflict resolution.

The meeting, chaired by Russian Foreign Minister Sergey Lavrov, is the first since the bloc expanded in 2023 to include Egypt, Iran, the United Arab Emirates, Saudi Arabia and Ethiopia.

The Minister believes that the expansion of BRICS is evidence of the bloc’s growing importance and the critical role of cooperation in collectively promoting the shared interests and values of emerging and developing countries.

“It also signals our hunger for a body in the globe that embraces progressive ideals and seeks to alter the current nature of international relations to a more inclusive, equitable and development-oriented world.”

She told her colleagues that the “current complex divided global environment” demands that BRICS continue to advocate for multilateralism to play a critical role in fostering stability and cooperation in times of significant geopolitical uncertainty.

“Therefore, for our collective, multilateralism remains the only solution to successfully address global challenges such as poverty, inequality, underdevelopment, climate change, migration, disease, human trafficking, terrorism, and hunger, and to ensure an environment of sustainable peace and continuous development.

“I am convinced that our mutually beneficial cooperation through BRICS uplifts communities instead of increasing their vulnerability,” she added.

The Minister said it is evident that the world is currently falling short of achieving the development goals outlined in the 2030 Agenda for Sustainable Development.

This, she said, was due to increased economic risk for the most vulnerable and persistent low growth for those with the greatest need.

“We have to urgently accelerate our collective action to achieve the 2030 Agenda for Sustainable Development.”

South Africa, Pandor stressed, is committed to a successful Summit of the Future.

“We are convinced that it could support efforts that bridge the development divide and provide new solutions to tomorrow’s challenges.

“We believe the summit presents an opportunity to revitalise the multilateral system and fulfil our promises to reform the current system of global governance to make it more representative and inclusive for everyone,” Pandor said. – SAnews.gov.za

Licensing Rounds Open New Block Opportunities in Africa Ahead of AEW 2024

Location: Business
African Energy Chamber

With a strong slate of exploration and production activities and competitive licensing rounds in 2024, Africa is well-positioned to realize its potential as the global energy frontier. These bid rounds are poised to cement Africa as a global hub for hydrocarbon development.

Licensing rounds from Africa's leading upstream players will be on display at this year's African Energy Week (AEW): Invest in African Energy 2024 – scheduled for November 4-8 in Cape Town. Investors will be able to access exclusive information and technical presentations from the relevant petroleum ministries and regulators on both current and planned licensing rounds as the continent seeks to attract a broader range of companies to sign new contracts and drive exploratory drilling.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

Oil and Gas Revival in North Africa

As part of the country's plan to boost oil production to two million barrels per day within the next three to five years, Libya's parastatal National Oil Corporation has announced plans for an oil and gas licensing round in 2024 or early 2025. The licensing round will focus on fields in the Sirte, Murzuq and Ghadames basins and presents a vital opportunity for Libya to attract new upstream investments.

Meanwhile, Algeria is expected to launch a licensing round offering between 10 and 12 onshore blocks in late 2024. The bid round forms part of the country's strategy to maximize its gas and LNG potential. Additionally, in September 2023, the Egyptian General Petroleum Corporation and the South Valley Petroleum Holding Company launched a new licensing round aimed at boosting the country's energy reserves and production capacity. The licensing round offers 23 on- and offshore blocks for oil and gas exploration in the Western Desert, Eastern Desert, Gulf of Suez and Red Sea.

Driving Production in Africa's Promising Frontiers

With energy supermajors bp, TotalEnergies and Shell as well as upstream independent Kosmos Energy spearheading exploration activities in Mauritania, the country's upcoming licensing round for 15 offshore blocks in 2024 is poised to mark a significant milestone in its energy sector. Mauritania's coastal basin features extensive 2D and 3D seismic data coverage covering over 100,000km and 100,000km2, respectively.

Additionally, with its latest licensing round having featured 56 offshore blocks and concluding last September, another bid round is on the horizon for Sierra Leone in 2024. Despite its position as a frontier exploration market, Sierra Leone boasts a significant petroleum system that includes the Venus-B1, Mercury-1, Jupiter-1 and Savannah-1X discoveries. The country's licensing round is supported by extensive 2D and 3D multi-client data, competitive and transparent fiscal terms and cooperation agreements in place with other African markets.

Set to spur new exploration and drilling activities in the prospective acreages of its deepwater basins, Nigeria's Upstream Petroleum Regulatory Commission relaunched its latest licensing round during the Invest in African Energy summit in May. The round features 12 deep offshore and shallow water oil blocks and is available for bidding through January 2025.

Propelling Southern and Eastern Africa's Energy Security

Last September, Angola's national concessionaire the National Oil, Gas and Biofuels Agency launched a public tender for 12 onshore blocks in the Kwanza and Congo Basins. Receiving 53 bids, the tender includes four blocks in Angola's Congo Basin and eight in the Kwanza Basin.

https://apo-opa.co/4ciSR6B

Expected for 2024 or 2025, the South African government will put up at least 10 new onshore blocks for shale gas development in the country's Karoo region to reduce imports and alleviate an ailing energy grid. The licensing round will serve as the country's first competitive auction for oil and gas resources. According to the state-owned Petroleum Agency of South Africa, the Karoo basin is estimated to hold up to 209 trillion cubic feet of recoverable shale gas and includes 90,000km2 of acreage previously held by Shell.

https://apo-opa.co/4cfD8F4

Tanzania has proposed auctioning up to 26 oil and gas blocks by June 2024 and will award licenses to the winners by December of the same year. The round will serve as Tanzania's fifth bid round and is designed to revive interest in the country's largely underdeveloped oil and gas sector. Of the 26 demarcated blocks open for bidding, 11 will be situated in the country's offshore while 15 will be onshore. The Tanzanian government is currently in talks with a multi-client data contractor to compile extensive 2D and 3D seismic data within the basins.

https://apo-opa.co/3Vj2B9V

Meanwhile, having introduced a new Hydrocarbons Code in 2019, Gabon has emerged as a preferred destination for energy investors and majors due to investor-friendly reforms. Gabon's heightened interest is attributable to the deregulation of its hydrocarbons sector, which is a core aim of its recently enacted reforms.

https://apo-opa.co/3VglcU9

During the AEW: Invest in African Energy conference, industry experts will unpack block opportunities across Africa's mature and emerging oil and gas markets. Through dedicated country spotlight sessions, panel discussions and investor briefings, the event promotes deal-signing and project development.

Civil Society Organizations Launch “Principles for a Fair JETP” Framework Ahead of the Group of Seven (G7) Leaders Summit

Location: News
350.org

On Monday, 10 June, a coalition of Civil Society Organizations (CSOs) from South Africa, Indonesia, Vietnam, and Senegal presented the “Principles for a Fair Just Energy Transition Partnership (JETP)” (https://apo-opa.co/45iTydE) during a virtual press conference launch ahead of the G7 Summit proceedings starting on June 13th. These guiding principles for global just transitions highlight the integral need for accountability, transparency, equity, and other principles in climate finance towards addressing the urgent climate crisis, from the perspective of the Global South communities and civil society in line to receive JETP finance.

The JETP deals announced in South Africa, Indonesia, Vietnam, and Senegal underscore the necessity for finance in combating the climate crisis. As discussions around COP29 in November begin to take shape, robust commitments to principled climate finance are deemed essential for the world's climate response. Despite finally meeting the USD$100 billion annual goal, developed countries are seemingly in favour of placing higher interest rates and restrictive conditions on their investments. This course of climate finance may ultimately hinder effective climate action in developing nations and increase their debt burden. Civil society voices urge G7 leaders and developed nations, as major polluters, to commit to creating a sustainable energy future through just climate finance deals.

Collectively developed by 350Africa.org, 350.org Indonesia, Trend Asia, Nu Climate Movement, Enviro Vito, Good Governance Africa, Lumière Synergie Développement (LSD) and Action Solidaire International (ASI), through sharing knowledge and experiences, these Global JETP Principles (https://apo-opa.co/45iTydE) call for climate justice and affirm the aspirations of CSOs in recipient countries for enduring climate solutions. They aim to serve as an advocacy and capacity-building tool, bringing together civil society and grassroots communities to advocate for fair and ambitious climate finance that is responsive to the realities of developing countries.

JETPs recognize the need for resources to transform energy systems and support developing countries. Expensive access to finance traps these nations in debt, limiting climate investments and necessitating a reevaluation of climate finance delivery. Collaboration among CSOs in the global south is vital to challenge the top-down approach. Principles developed by recipient countries, facilitated by civil society, are essential for accountability and asserting local aspirations in the energy transition.

Alia Kajee, Public Finance Campaigner at 350.org “Finance is not neutral; it can support transformative aspirations or perpetuate injustices under the guise of environmental progress. The current international financial system reveals significant power imbalances between developed and developing nations, which must be addressed to achieve just, people-centered climate action”.

Ndeye Fatou Sy, Program Manager at Lumière Synergie Développement (LSD) "Finance ministers must prioritize funding mechanisms aligned with justice objectives to avoid undue strain on national economies, while ensuring greater transparency and accountability within JETPs. These partnerships, guided by principles ensuring efficacy and impact, are critical for driving effective climate action."

Andreas Sieber, Associate Director of Policy and Campaigns at 350.org "A principled approach to finance is vital for navigating the global climate finance landscape, ensuring equitable and effective solutions. Initiatives like JETP highlight the need for just transitions, but aligning them with national climate finance direction and unlocking public finance, particularly in the Global South, is crucial. It is crucial that G7 member states demonstrate willingness to deliver finance at COP29."

Maureen Harris, Senior Advisor at International Rivers and coordinator of the Vietnam Climate Defenders Coalition
"In Vietnam, the government has committed to a just energy transition and signed up for a JETP, while at the same time imprisoning the country's leading climate defenders. Targeted attacks on climate leaders and environmental organizations severely limit genuine opportunities for consultation with civil society, which are essential to any just transition. To meet the urgency of the climate crisis, energy transition financing must center principles of transparency, participation and accountability, towards truly just and sustainable solutions.”

Liangyi Chang, Asia Managing Director at 350.org “In the scorching grip of the 2024 climate heat wave, Asia bears witness to the harsh reality of climate change. As temperatures soar and ecosystems strain, the urgency of transitioning to renewable energy becomes ever more apparent. Every climate leader from civil society shall be part of the Just Energy Transition Partnership from all governments, only together we can make it possible and to solve the climate disruption."

Africa's coal industry will also play a crucial role in shaping a just transition, with many countries relying on clean coal as a primary energy source. In South Africa, the Council for Geoscience is piloting the use of carbon capture storage and utilization technology to capture emissions from coal-fired power generation in Mpumalanga Province, leveraging funding from the World Bank. Botswana plans to construct a $2.5-billion coal-to-liquids plant, producing 12,000 barrels of diesel and gasoline daily. The facility will enable the southern African country to maximize the exploitation of its 212 billion tons of coal reserves for regional energy security, while reducing emissions, compared to using conventional coal combustion. The Just Energy Transition Summit will address strategies to decarbonize and transition existing coal power stations, while ensuring assets are not left stranded.

Africa's burgeoning green hydrogen industry is pivotal in advancing the continent's inclusive energy transition agenda. By accelerating renewable energy infrastructure development, attracting new investments, creating jobs, and fostering workforce development, Africa is maximizing its green hydrogen potential. Namibia is spearheading this movement with the $10 billion Tsau/Khaeb project, securing funding from global investors including the German government, Japanese investors, and regional financial institutions. The Just Energy Transition Summit will spotlight projects and investment opportunities in Africa's leading green hydrogen markets, such as Mauritania, Egypt, South Africa, and Morocco, illustrating their significant role in driving the energy transition continent-wide.

Furthermore, the Summit will highlight the intersection of social justice, environmental sustainability and economic policies, and how African leaders can prioritize local workforce development as part of the transition. Private and public sector entities across Africa are introducing policies and programs aimed at supporting local capacity building and female empowerment, ensuring that oil and gas sector activities are inclusive. Last month, Angola-based investment firm ABO Capital launched the Amity Training Center in Luanda to equip the next-generation workforce with technical skills across various sectors, including oil and gas. Namibia is also prioritizing local content with the launch of its draft Local Content Policy last November, anticipating an upcoming oil and gas boom and affirming capacity building as a critical component of a just transition.

“The exploitation of Africa's oil, gas, renewable and coal resources is crucial for a successful, inclusive and just energy transition. Increasing female and youth participation – another critical component of the Just Energy Transition Summit – will also ensure value addition to local economies, while ensuring long-term stability of energy markets,” states NJ Ayuk, the Executive Chairman of the African Energy Chamber.

President Ramaphosa signs GBV, NPA Bills into law

President Ramaphosa signs GBV, NPA Bills into law

As the country marks 30 years of democracy, President Cyril Ramaphosa has warned that the aspiration to be a truly free and equal society cannot be achieved as long as criminals steal resources meant to benefit the people and the country’s women and children do not feel safe and free to walk in the streets.

President Ramaphosa said corruption and gender-based violence are two scourges that plague South Africa and corrode the country’s social fabric.

“Corruption and gender-based violence are affronts to the human dignity that is the inalienable right of every South African. These forms of criminality are holding our country back and preventing us from realising our full potential,” President Ramaphosa said.

He made the remarks at a ceremony to sign into law the National Council on Gender-Based Violence and Femicide (GBVF) Bill and the National Prosecuting Authority (NPA) Amendment Bill, held at the Union Buildings on Friday.

The two signed pieces of legislation will form part of government’s efforts to strengthen institutions, develop partnerships and build state capacity.

The National Council on Gender-Based Violence and Femicide will coordinate and provide strategic leadership to the fight against GBV and femicide, and be multi-sectoral, drawing on the expertise of all stakeholders, including civil society, labour and business.

The establishment of the council was one of the resolutions of the first Presidential Summit on GBVF convened in 2018.

President Ramaphosa said that since the first summit important progress has been made. This includes the development of a National Strategic Plan (NSP) on Gender-Based Violence, and the founding of the Women's Economic Assembly, which aims to integrate women-owned enterprises into industry value chains, promote sustainable economic development, and empower women economically, among other things.

Around R21 billion was dedicated over the medium term to the implementation of the six pillars of the NSP, including the economic empowerment of women.

“We enacted new laws to strengthen the response of the criminal justice system to gender-based violence. We have worked to improve the support provided to survivors of gender-based violence through the establishment of new Thuthuzela Care Centres, new Sexual Offences Courts, and victim-friendly rooms at nearly all police stations across the country.

“Through these efforts, we have seen improvements in conviction rates and in stricter sentencing. While this progress is welcome, our greatest task is to prevent Gender-Based Violence from being perpetrated in the first place…. we want to end, once and for all, the violence that men perpetrate against women,” President Ramaphosa said.

While acknowledging progress made in implementing the NSP for GBVF, President Ramaphosa emphasised the need for the national response to be more coordinated between the different stakeholders.

“We need a national effort that is more inclusive, more focused, and better resourced. We are confident that this council will provide much of what we need and will further strengthen the national effort to eradicate violence against women and children,” the President said.

On the National Prosecuting Authority Amendment Bill, President Ramaphosa highlighted that great progress has been made since the establishment of the Investigating Directorate within the NPA in the last five years.

“It has been five years since we established an Investigating Directorate within the NPA to investigate cases of corruption and other serious crimes arising from the Commission of Inquiry into State Capture. These are five years in which great progress has been made.

“To date, the Investigating Directorate has taken 39 state capture and corruption cases to court, involving 212 accused persons and 68 accused entities. In the last five years, the NPA has also secured the conviction of almost 700 government officials for corruption,” President Ramaphosa said.

He noted the NPA’s Asset Forfeiture Unit has restrained and preserved “state capture assets” to the value of more than R14 billion and over R6 billion has been recovered so far.

The signing into law of the National Prosecuting Authority Amendment Bill will establish an Investigating Directorate against corruption as a permanent entity within the NPA.

The Investigating Directorate against corruption will be a permanent, prosecution-led agency with full criminal investigative powers.

“This legislation will help to overcome challenges with capacity and expertise within the NPA to investigate and prosecute complex corruption cases. The Investigating Directorate against corruption will be able to recruit and retain specialist skills to deliver on its mandate.

“Permanent criminal investigators will be appointed, with full police powers. The Investigating Directorate against Corruption will be able to reap the benefits of collaboration with the private sector and other social partners,” President Ramaphosa said.

He added that efforts are underway as part of the partnership between government and business to create a Digital Evidence Unit specialising in the identification, collection, analysis, and presentation of digital evidence.

The President called on all stakeholders, including government, business, labour and across civil society to support the effort to make the two new entities a success. – SAnews.gov.za

President Ramaphosa, EU Council President hold bilateral call

President Cyril Ramaphosa has held a bilateral telephone conversation with the President of the European Council, Charles Michel.

According to a statement by the Presidency, the conversation was a positive and constructive discussion on bilateral, regional, and global issues.

The statement said the two leaders also discussed the need for more engagement to address global peace and reaffirmed shared respect for international law.

“They both welcomed the recent bilateral South Africa-European Union Political and Security Dialogue Forum, and the Human Rights Dialogue held in Pretoria on 26 and 27 February 2024, and they agreed to continue stepping up cooperation to support stability and prosperity.

“In this regard, both Presidents discussed the importance of upholding the UN Charter and the principles of sovereignty and territorial integrity notably in Ukraine. Furthermore, both Presidents stressed the importance of addressing urgently the situation in the Middle East, notably reaching a ceasefire in Gaza, release of hostages as well as the provision of humanitarian assistance, recalling the orders of the International Court of Justice in this respect,” the Presidency said.

On matters relating to tensions in the East of the Democratic Republic of Congo, “both underlined the importance of a political solution” in that country and also called for an “immediate and durable ceasefire” in Sudan.

Globally, the two leaders agreed to closer working relations in the run up to and during South Africa’s upcoming Presidency of the G20 in 2025 “including on the protection and advancement of multilateral cooperation and the international rules-based order”.

The strategic partnership between South Africa and the European Union – which has brought economic and social dividends for both parties – also came under discussion.

“They welcomed recent engagements in Brussels and in Pretoria to deepen and expand the partnership to new areas of mutual interest, such as strategic value chains in the sectors of green hydrogen, critical minerals and vaccines, which will also support progress in regional integration and the implementation of the African Continental Free Trade Agreement.

“Against this framework of close and regular cooperation, both Presidents agreed to hold a bilateral Summit at earliest convenience,” the statement concluded. – SAnews.gov.za

Location: Business
British Council

At this month's SoCreative Summit 2024, the British Council (www.BritishCouncil.org) launched its hotly anticipated new eLearning platform, SoCreative; a series of free online courses designed to help aspiring African entrepreneurs grow sustainable creative businesses, supporting them in their journeys.

The fifth edition of the annual, highly-popular SoCreative Summit, hosted by British Council and Business and Arts South Africa (BASA) in partnership with PACE, took place at the vibrant Victoria Yards venue in Johannesburg. Dubbed a ‘gift' to the creative industries given that there is no charge, the Summit was attended by cultural makers, artists, fashion designers and anyone deserving of the title ‘creative' – both in-person and virtually, serving as a platform to nurture innovation and promote the growth and vitality of Africa's creative economy.

The launch of the SoCreative eLearning platform coincides with the culmination of the SoCreative Summit annual series. Explains Farai Bayai Ncube, Regional Arts Director Sub-Saharan Africa: British Council: “This final summit's theme, ‘Emergence', embodies the complete dedication, creativity, and vision of our delegates and partners who have contributed to its success over the past five years.

“By this same token, the emergence of our SoCreative eLearning programme will serve in its legacy, and like the summit itself, is free to those who wish to gain knowledge.”

Ncube says that the SoCreative eLearning programme was developed by academic practitioners within Africa and the United Kingdom's creative economies, and aims to fill the creative knowledge business gaps that exist in the ecosystem. “The challenges facing creative entrepreneurs have been revealed in previous summits and multiple conversations with our programme stakeholders, and so we have developed the platform in an attempt to address these shortfalls through fostering an ecosystem in which young entrepreneurs can thrive.”

The SoCreative eLearning platform is aimed at early-stage entrepreneurs who want to turn their creative pursuits into sustainable, fulfilling business endeavours. The free, self-paced courses are designed to guide users through the entire process; from learning about Africa's creative industry to finding the right market for their ideas, distinguishing their businesses, finding investors, business management skills and more. The courses include: Launching your Creative Enterprise, Growing your Creative Enterprise, Social Impact through Entrepreneurship and Creative Economy Policy.

Upon completing the programme, participants receive a certificate of achievement, which makes them eligible to apply for ongoing support through mentoring, coaching, incubation and acceleration creative economy programmes via the British Council's network within participating countries.

Says Skinder Hundal, Global Arts Director: British Council: “While this may be the final summit in this format, we will continue to create platforms that enable young people to lead innovation, to become visionaries and to shape their futures. The impact of this investment and collaboration will inspire future global leaders, making a positive impact in Africa and the world in the years to come.”

Work underway to ensure transport is accessible for persons with disabilities

Location: News

Work underway to ensure transport is accessible for persons with disabilities

Government has embarked on a process to ensure that transport is sufficiently accessible to all categories of passengers, including persons with disabilities.

“The goal of a universally accessible national transport system is not only within reach. It is also a vital part of our efforts to build a South Africa that truly belongs to all who live in it,” President Cyril Ramaphosa said on Thursday in Johannesburg.

Delivering the keynote address at the Transport Summit on Universal Accessibility, the President said as part of a reformed approach to urban planning, integrated public transport programmes are being implemented in a number of municipalities.

“The Public Transport Network Grant is one of the mechanisms being used to promote the implementation of universal design and universal access. There are now ten integrated public transport network municipalities receiving the grant, with specific conditions on universal accessibility. Work is underway to roll out a standard for the universal accessibility of all road-based vehicles,” Ramaphosa said.

The President acknowledged that despite enabling legislation, there are still many areas where a lot more work is needed to make the national transport system fully accessible.

As part of ongoing efforts to ensure universal access in the transport system, the President outlined measures that have been put in place to ensure accessibility for persons with disabilities.

“The Department of Transport has gazetted a national policy for parking discs that will enable drivers with disabilities to use a disc obtained in one part of the country everywhere in South Africa. The Passenger Rail Agency of South Africa (PRASA) has developed a universal access policy with norms and standards. It has committed to speed up its work to ensure that trains are accessible and station platforms are level. The Gautrain has had level boarding on its trains since its inception.”

Usability considerations

He emphasised that in all future infrastructure development, the transport system should be designed with usability considerations rather than being retrofitted later.

“Airports Company South Africa, working with airlines, is working to improve accessibility for persons with disabilities across its facilities. These efforts include the introduction of designated parking spaces for persons with disabilities, assisted passenger lounges, and designated private search facilities at security gates.

“There is already a growing awareness within the aviation industry that passenger issues have not been dealt with from a universal access perspective and that more needs to be done,” the President said.

In the maritime sector, industry partners and state-owned entities are looking at improvements to the universal accessibility of inland waterways, river crossings, ports, sailing and yachting clubs.

“No discussion on universal access would be complete without considering the impact of emerging technologies and new business models on transportation, including e-hailing, car sharing and the like. These new systems are rapidly transforming the sector and must be factored into planning, in collaboration with the service provider companies. While we must prepare for new technologies and business models, we also have to fix our established systems, where serious shortcomings persist,” the President said.

“We have to address similar issues in the taxi industry, which transports around 70 percent of the South African population and is the dominant mode of public transport. It is pleasing that the minibus taxi services have, where tasked, been able to demonstrate reasonable accommodation of passengers with disabilities.”

He called for the improvement of road standards and signs so that pedestrian crossing infrastructure is accessible and integrated.

“Walking and cycling should not cost anyone their life. The last 27 years have seen little improvement in the accident rate among cyclists and pedestrians. This must change. It requires a change in the behaviour of drivers and in the culture of enforcement.

“There is much that we can achieve in the short term. Organisations in the transport space can train staff on the needs of persons with disabilities.

“Information materials on routes and timetables can be made more accessible for persons with disabilities. Municipalities can improve road signage and pedestrian access. We are confident that the incoming Transport Economic Regulator and the Public Transport Regulator will play important roles in supporting universal access,” the President said.

Over the past 30 years, South Africa has made considerable progress in both protecting and advancing the rights and dignity of persons with disabilities.

“In 2007, South Africa adopted the UN [United Nations] Convention on the Rights of Persons with Disabilities, which makes provision for the rights of South Africans with disabilities to equality, dignity, safety and freedom of movement.

“Through the Presidential Working Group on Disability, we have sought to ensure that our policies, programmes and practices are inclusive and that persons with disabilities are able to participate fully and freely in all aspects of our national life,” the President said. –SAnews.gov.za
