Finance Minister to deliver Budget Speech 2025
Minister of Finance, Enoch Godongwana, is expected to deliver the 2025 Budget Speech in Parliament today.
The Budget Speech seeks to strike a balance between fostering economic growth and providing support for the most vulnerable in society, even with constrained resources.
Additionally, the Minister will present the Appropriation Bill and submit the 2025 Division of Revenue Bill, both of which Parliament will review and process in the coming months.
“Minister Godongwana will also introduce the Appropriation Bill and table the 2025 Division of Revenue Bill, which Parliament is expected to process in the following months. During the Budget Speech, the Finance Minister indicates the allocation of financial resources to the national government’s priorities outlined by President Cyril Ramaphosa in the State of the Nation Address.
“Mr Godongwana will outline all the financial, economic and social commitments the government will prioritise in its planned expenditure. He will provide a detailed plan for 2025 spending, including proposals for revenue collection to help fund the government’s planned interventions and commitments,” Parliament said in a statement.
The speech was initially scheduled for 19 February but was postponed to allow Cabinet to further deliberate on the best possible ways to fund the budget.
In a weekly newsletter, President Ramaphosa acknowledged the concerns raised following the postponement,
“The last-minute postponement was unfortunate. It gave rise to concern and uncertainty among South Africans, investors and the financial markets, who look to the budget for important signals about the state and direction of our economy.
“Decisions on how to spend public funds have implications for every South African. It is therefore essential that the concerns raised by different parties around the budget are properly addressed, in the interests of accountability, transparency and consensus-building,” the President said.

A day after the Minister delivers the speech, the Deputy Director-General of the National Treasury Budget Office, Edgar Sishi, with National Treasury officials, are expected to visit Athlone High School in Cape Town to engage learners on the 2025 National Budget.
“The aim of this outreach programme is to raise awareness and educate the learners about national budget information. It will also outline the budget process and encourage engagement.
“Public participation in the budget process is essential for promoting transparency and accountability in governance. In February each year, the Minister of Finance tables the National Budget, which outlines budget allocations for national and provincial departments.

Minister Tolashe assures smooth transition to Postbank Black Cards for grant beneficiaries
Social Development Minister Sisisi Tolashe has assured social grant beneficiaries that her department, in collaboration with the South African Social Security Agency (SASSA), is working tirelessly to resolve any challenges they may encounter while swapping their SASSA Gold Cards for the new Postbank Black Cards.
In a video posted by SASSA on X, formerly known as Twitter, on Thursday, Tolashe reaffirmed the government's commitment to ensuring an efficient and secure social security system for all beneficiaries.
“As a department of Social Development and SASSA, we want to assure you that our commitment to provide efficient social security system is still our top priority. We are doing everything in our power to resolve all the concerns and difficulties that you have,” she said.
The Minister emphasised that efforts are being made to assist all beneficiaries using the SASSA Gold Card before its expiry on 20 March 2025. She urged recipients to replace their cards with the Postbank Black Card, or switch to a bank of their choice to avoid any disruptions in receiving their grants.
“We are working tirelessly to ensure that all our beneficiaries currently using the SASSA Gold Card are assisted speedily, efficiently and with dignity,” Tolashe stated.
She also reassured beneficiaries that the department is strengthening and monitoring its systems to prevent cyberattacks and safeguard personal information.
“Despite the challenges that we face today, we care about your wellbeing, and it is our responsibility to serve you with dignity and respect, as we continue to pay the right social grant to the right person at the right time and place, always,” she said.
To ensure that no one is left behind and all beneficiaries that need to replace their cards are reached, Postbank announced in a statement on 27 February 2025 that it has increased the number of tellers servicing all the existing sites across the country.
Postbank has also added more places to replace cards. Postbank black cards can be obtained from select outlets of major retailers that include Pick n Pay, Boxer, Usave, Shoprite and Checkers.
In addition, Postbank has started rolling out Spar stores nationwide to replace cards, providing an additional 234 places for beneficiaries to get cards.
A shortened USSD number which beneficiaries can use to look up sites has been introduced to improve their customer experience. To look up sites, beneficiaries can follow this process:

Montana weather event confirmed as a landspout
Analysis of the recent destructive weather event in Montana, north of Pretoria, has been confirmed as a landspout and not a tornado.
This as the South African Weather Service (SAWS) conducted a thorough analysis of the destructive weather event that took place on Tuesday, 18 February.
“Following the analysis, which included visits to the site of the event and a close study of high-resolution satellite images of the event, among other things, the SAWS has concluded that the event was, in fact, a landspout as opposed to a tornado,” the weather service said on Friday.
In its statement it explained that a landspout develops over land and is generally smaller and weaker. A tornado, on the other hand, is a violent rotating column of air that extends from a thunderstorm and measures less than a few hundred meters in diameter although some are larger than 1 km.
“Tornadoes and landspouts are two small-sized events that the SAWS is working tirelessly to nowcast for the benefit of the public. Unlike with other weather conditions, signs of the potential development of a tornado are very evasive, particularly for landspouts,” it explained.
However, there has been an instance where the SAWS issued a tornado warning before its formation (on Saturday, 30 December 2017) albeit four minutes before it struck.
“Both tornadoes and landspouts have a similar appearance, but their development mechanisms and strengths differ. It is for this reason that the SAWS conducted a thorough analysis across Montana after which it was concluded that the event was a landspout.”
The landspout developed shortly before 5pm local time and affected a short stretch to the busy Sefako Makgato Drive.
From there, it uprooted trees and remained on the one side of the main road. Eyewitnesses estimated that this landspout took less than five minutes before lifting and disappearing.
The trace of its weakened phase was noted towards Zambezi where only tree branches were broken off with a zigzagging motion to the right side and back to the left of the main road.
Here, carport awnings and more roof sheeting were broken, twisted and lofted into the air.
“It is miraculous that, to date, no reports of deaths or injuries have been received.
“The landspout was rated as an EF0 according to the Enhanced Fujita (EF) scale for tornado intensity, which is in use internationally. An EF0 event is generally associated with light or minor damage and corresponds to estimated wind speeds of the order of 90 to 130 kmh,” SAWS said.
At the time of the incident, the SAWS had an Orange Level 5 Impact-Based weather warning in place over Gauteng and adjacent provinces for disruptive rainfall and/or localised flooding.
Action to be taken when either a landspout or tornado strike:
• Where possible, quickly get out of the zone to which two thunderclouds are moving. Within such zones, it is almost certain that the wind will be strong and potentially damaging with injurious debris. Community members at the sudden start of a tornado or landspout may be caught by surprise, but each next minute should be used effectively.
• Do not use a tree as shelter when it is positioned in the path of a tornado or landspout.
• Loud sounds associated with tornadic impacts should quickly be used to scan the direction of clouds some distance away from the tornado / landspout. Thereafter, move out of the path of this event before moving opposite the main direction of clouds. Then find refuge.
• When indoors in a formal house, remain in a small room such the bathroom.
• To minimise impact for the shack dwellers, use the inside of small-sized furniture such as a sided wardrobe.
The SAWS said such action validates the saying “save one life, safe the world”.
Situational awareness creates a smooth and continuous defence against potential weather hazards, and it forms part and parcel of the Early Warning for All (EW4All) initiative.
The EW4All was introduced by the United Nations to ensure that everyone on earth is protected from hazardous weather, water, or climate events through lifesaving Early Warning Systems by the end of 2027.
“The public can be rest assured that SAWS, as mandated by the SAWS Act (Act 8 of 2001), will continue to monitor and assess developing weather systems and endeavour to issue weather-related Impact Based Early Warnings in a timely manner,” it said.
Such early warnings are routinely disseminated via mainstream news platforms such as radio, television, printed media as well as the SAWS website www.weathersa.co.za .

Government calls on private sector to help bridge digital divide
The Deputy Minister in the Presidency, Kenny Morolong, has called for collaboration between the private and public sectors to create a meaningful future for the country’s children and to bridge the digital divide.
The Deputy Minister made the call during the government’s back-to-school programme in Cape Town, Western Cape, on Tuesday.
Following his speech, the Deputy Minister toured special needs schools that benefited from MTN’s Connecting Every Child initiative.
The MTN’s Connecting Every Child initiative, a joint effort between the Department of Basic Education (DBE) and the Department of Communications and Digital Technologies (DCDT), aims to provide digital devices and educational content to schools in South Africa.
The Deputy Minister emphasised the private sector’s role in fostering development and investing in youth, underlining its crucial contribution to Africa’s economy.
“I’m happy you are not limiting your responsibilities just to providing goods and services and this is an indication of what government can do working with the private sector and to an extent, society,” he said.
He also praised MTN for its significant contributions to the education sector and expressed his appreciation for both the learners and teachers.
The Deputy Minister stressed the importance of education as a powerful catalyst for change and expressed gratitude for initiatives that improve lives and society.
He visited the Jan Kriel School in Kuils River and Rusthof LSEN (Learners with Special Educational Needs) School in Onverwacht, which both benefited from the colourful computer labs donated by MTN.
The 88-year-old Jan Kriel School is dedicated to teaching and training learners with special educational needs.
Jan Kriel School Principal, Gerrit Odendaal, stated that the school’s new laboratory has transformed the institution.
He believes that technology is essential for helping learners gain independence, which is a crucial skill for their development.
“When they leave school, the teacher stays behind and mommy and daddy won’t always be there. But they will have a smartphone, a laptop, a device or some technology that they can take with them.”
He said the computer lab, equipped with 28 laptops, an interactive whiteboard, and printers, has transformed this school after it previously had an outdated computer room that was not suitable for children with special needs.
Keyboards have now been adapted to be colourful and include special trackpads to support learners whose motor skills are still developing.
“You should have seen their faces the day they walked into that lab for the first time. They are now looking forward to their computer lessons. They ask, ‘Ma’am when is the next period?’ They’re excited to learn and that makes learning and teaching fun,” Odendaal told SAnews.
Western Cape MTN General Manager, Noluthando Pama, stated that the company believes everyone deserves the benefits of a digitally connected life through the internet.
“We as MTN, our vision, the thing that gets us to wake up every day is to ensure that we’re providing connectivity to communities that don’t have connectivity. So, we chose this school because we also believe that special needs, are very much in need of this digitally connected world.”
According to Pama, the labs not only make learning enjoyable but also enhance cognitive abilities.
“As a brand, seeing the fruits of all the work we’re doing, it’s very heartwarming.”
They have also equipped the school with a network mast, allowing for faster and higher-quality connectivity.
She stated that MTN strongly advocates for a public-private partnership in the country.
“That’s when you can truly have an impact on economic growth. What GNU [Government of National Unity] is also doing and bringing the different political parties and vastly so, engaging business on forums such as BUSA [Business Unity South Africa].
“You’re seeing a deliberate partnership of MTN and government to benefit children and the community and we love that as MTN we’re not there to ask customers to buy data and airtime from us but we’re investing in their communities and giving their kids digitally enabled tools.”
She believes that without partnerships with the private sector, it would be difficult for the government to make progress in curbing unemployment.
“The budget of government is limited and of course, the private sector companies have a bit of room to play with,” she added. – SAnews.gov.za

32 Young African Researchers Build Their Data Analysis Skills at the 2025 Afrobarometer Summer School and Thematic Workshop
Thirty-two young African researchers from 14 countries are sharpening their research and analysis skills at the 2025 Afrobarometer (www.Afrobarometer.org) English-language Summer School and Thematic Workshop, hosted at the University of Cape Town in South Africa. More than half of the programme's participants are women, underscoring Afrobarometer's dedication to empowering women.
Afrobarometer's Summer School is an introductory-level analysis course that equips young African scholars with essential skills in research design, survey methodology, and data analysis, focusing on public attitudes towards democracy, governance, and other critical areas. The 2025 Summer School, taking place from 13 to 31 January, will give participants the opportunity to explore a range of topics, including perspectives on climate change, support for military rule or democracy, and attitudes towards refugees, free trade and open borders, access to healthcare, and women's participation.
The two-week intermediate Thematic Workshop, running from 20 January to 2 February, focuses on developing more advanced data collection and analysis skills among African researchers, fostering impactful research and strengthening research networks across African institutions.
According to Jason Owen, Afrobarometer capacity building manager (advanced track), the Summer School and Thematic Workshop serve as vital platforms for capacity building, collaboration, and the advancement of research that addresses Africa's pressing governance challenges.
“By building a new generation of scholars and facilitating the production of analytical outputs that make use of Afrobarometer's extensive open access datasets, we continue to amplify African voices and contribute to data-driven policymaking across the continent,” he said.
Participants are optimistic about the workshop's transformative impact.
“As a humanitarian and development communication specialist, I work with communities and policy-makers to address political engagement issues among refugees and internally displaced people,” said Ruth Nakayima, research assistant and communication officer at Hatchile Consult Ltd and Plan International Uganda. “This workshop will build my capacities to understand geopolitics and to use data for social development.”

Joburg water supply expected to be fully restored in time for Christmas
Johannesburg Mayor Dada Morero has moved to assure city residents that water supply will be restored to all areas “by Christmas”.
This after planned and pre-announced water infrastructure maintenance conducted over the weekend left the residents of Johannesburg without water supply for some 86 hours.
However, many households were still without water supply by Wednesday afternoon.
Addressing the media on the sidelines of a walkabout of the Honeydew Reservoir and Tower in Roodepoort on Wednesday morning, Morero said the Council was happy that the area was done.
"We are going to other areas to check them and make sure all of them are done and have water supply. But we can give a commitment to all the residents of Johannesburg that they will have water; all of them by Christmas. Others by tomorrow [with] some areas the water levels will be high.
“So hopefully by Friday, all those areas that were affected by maintenance will have water. We are asking for residents to continue exercising a bit of patience. We are almost at the last mile and the water will be there,” Morero said.
The mayor explained that the maintenance and upgrades to the system could not be postponed.
“[It is] critical maintenance that has to be done. We thought, as Joburg Water, we would ask them to postpone, but it was critical that this intervention happens, and it happens now. You would know that to a large extent, our numbers go down in Johannesburg as people start travelling out of the city, so we think it was the best period to do so.
“We also aimed that by [Christmas Day] all maintenance programmes would have been completed and people would have water. We are also trying to attract people to come and visit Johannesburg and spend their Christmas in Johannesburg and everybody would want to be in a place that has constant water supply,” Morero said.
Johannesburg Water reiterated the mayor’s call for patience, as the system begins to recover.
In a statement posted on X, previously known as Twitter, Johannesburg Water noted that following the maintenance performed by Rand Water…the water systems in Johannesburg are showing a gradual improvement in their overall performance.
“However, it is important to note that the reservoir systems of Rand Water need to recover fully before Johannesburg Water reservoirs and towers can realise the full effects of this recovery.
“The Johannesburg Water network…is exhibiting early signs of recovery, resulting in water being supplied to the network. This development accounts for the varying water pressure experienced in certain areas,” the statement reads.
The entity also explained that it is important to “preserve the current systems in a reasonable status” and reminded residents to use water with care.
“This requires Johannesburg Water to expedite repairs, respond to closure of bursts and leaks to contain physical losses,” Johannesburg Water said.

Afrobarometer Connects Early-Career Researchers With Established Scholars to Build Analytical Capacity in Africa
Afrobarometer (www.Afrobarometer.org) held its inaugural Emerging Scholars Workshop in November, bringing together early-career researchers and established scholars to enhance analytical skills and support the next generation of African researchers. This initiative aligns with Afrobarometer's objective of strengthening the continent's research ecosystem.
The workshop, held at the University of Pretoria's Future Africa campus, brought together 12 emerging scholars – half of them women – representing nine countries: Botswana, Benin, Cameroon, Ghana, Kenya, Malawi, Nigeria, South Africa, and Uganda.
Participants presented research papers covering diverse topics, received feedback from their mentors and peers, and engaged in professional development sessions designed to propel their academic and professional growth.
According to Jason Owen, Afrobarometer capacity building manager (advanced track), the workshop is in line with Afrobarometer's commitment to providing professional development opportunities for young African researchers.
“The emerging scholars that attended the workshop received detailed comments on their research from a panel of experienced academic mentors and peers,” he said. “The aim was to sharpen their analytical skills and to enable them to publish high-quality research using Afrobarometer data. We hope this type of workshop will foster a growing research and mentoring network that helps to build analytical capacity across Africa.”
The workshop also facilitated networking and collaboration. Nicole Beardsworth, a lecturer at the University of the Witwatersrand, highlighted the value of such gatherings. “PhD journeys can be isolating and lonely, but opportunities like the Afrobarometer Emerging Scholars Workshop provide a window for young scholars from around the continent to meet each other, find commonalities, forge collaborations, and create community,” she said.
A section of participants also noted that the workshop provided them with a transformative platform to engage with established academics, gain constructive feedback, enhance research skills, and build professional networks critical for advancing their academic and career aspirations.
“I was attracted to this workshop because it provides a unique opportunity to engage with seasoned scholars, participate in sophisticated research discussions, and develop essential skills for my professional growth,” said Mbiydzenyuy Courage Sevidzem from the University of Bamenda in Cameroon.
Over the past two and half decades, Afrobarometer has trained hundreds of young researchers, civil society activists, journalists, and parliamentarians through several capacity- building initiatives, including French- and English-language summer schools, thematic workshops, mentorships, university outreach initiatives, and staff development fellowships.

South African Travellers to Take More Holidays in 2025
- Research among over 2,000 South African travellers reveals that more than six in 10 plan to take more holidays in 2025.
- Bravecations and heritage holidays emerge as key travel trends for 2025.

The travel market is set to grow in 2025, according to Marriott Bonvoy's 2025 Ticket to Travel research (http://apo-opa.co/3AQaXQo) (www.Marriott.com). The study, conducted amongst 21,374 adults in 10 markets across Europe, Africa, and the Middle East (EMEA) and more than 2,000 travellers in South Africa, reveals that more than 60% of South Africans plan to take more holidays next year compared to 2024, with 18% maintaining their current travel frequency.
Surveyed South Africans are planning an average of 2.7 domestic holidays, two short-haul holidays (four-hour flight or less), and 1.8 long-haul holidays in 2025. This totals 6.5 holidays or trips, equating to more than one every two months. Among those planning holidays, the top travel destinations are South Africa (27%), USA (11%), Mozambique (10%), France (10%), and Mauritius (10%).
‘Bravecations' and ‘heritage holidays' arise as emerging trends
The research highlights several emerging travel trends. One notable trend is ‘bravecations,' where travellers are more adventurous on holiday, trying activities they wouldn't normally attempt at home. An impressive 85% of South African travellers say they are braver on holiday, the highest among all markets surveyed. This trend is particularly strong among younger travellers, with 87% of 18–24-year-olds and 91% of 25–34-year-olds expressing a willingness to try new and exciting things. Popular activities include climbing high structures (56%), participating in high-octane activities like zip-lining, skydiving or theme park rides (54%), and trying unusual foods (45%).
Another rising trend is ‘heritage holidays,' where travellers explore their family's heritage, history, or ancestry. Seventy-five percent of South Africans have taken or plan to take a heritage holiday soon. This trend is more prevalent among younger generations, with 77% of 18–24-year-olds and 88% of 25–34-year-olds having taken a heritage holiday or plan to, compared to just 42% of those aged 65 and above. Key motivations include the desire to understand where their family comes from and what their life was like (64%) and to see where their ancestors lived (53%).
Solidifying Trends
Sustainability and the use of AI in travel planning are set to become even more significant in 2025. Eight in ten travellers (80%) consider the environmental impact of their travel plans, higher than the EMEA average of 72%. Nearly eight in ten (79%) checked the sustainability of their accommodation on their last holiday, with 64% doing so before booking, far higher than the EMEA average of 30%.
The use of AI in travel planning is also growing rapidly. Nearly half (48%) of South African travellers have used AI to help plan or research a holiday, above the EMEA average of 41%. This trend is led by younger travellers, with 57% of 18–24-year-olds and 63% of 25–34-year-olds using AI in the past year, indicating its mainstream adoption among younger South Africans.
Travel Priorities for 2025
When it comes to choosing accommodation in 2025, the ‘brilliant basics' remain key priorities with cleanliness (97%), location (96%), and customer service (96%) being the most important factors.
South African travellers are family orientated, preferring to holiday with their family or partner's family and children (46%), above just their partner or spouse (36%), and friends (12%). Only five percent prefer to travel alone. Additionally, ‘spending time with friends and family' (63%) is the top priority for holidays, followed by ‘treating themselves' (54%). Over half (52%) say it is important they return feeling healthier than when they left, significantly higher than the EMEA average of 36%.
Savvy Spending
Despite planning more holidays, South Africans are keen on getting the best value for their money. The main factor that would encourage travellers to book a holiday is ‘getting a special price' (62%). Shoulder season breaks—taking vacations during the months surrounding peak season—are another popular way to make holidays more affordable. Seven in ten (70%) have or have considered doing this, with the main reason being to get better value (56%). More than half of South African travellers (46%) always consider exchange rates when planning holidays, but 14% say they ‘never usually do but will in 2025'.

African Sub-Sovereign Government Leaders and Businesses Meet in Kisumu City, Kenya to Discuss Inclusive Growth, Trade Decentralization and Investment Opportunities
Over 250 Sub-Sovereign government leaders from across Africa are today meeting in Kisumu, Kenya, for the the fourth edition of the African Sub-Sovereign Governments Network (AfSNET) Conference. Taking place between the 25th and 27th of November, the event provides a platform for Sub-Sovereign leaders and businesses to discuss how their local governments can attract investments in the region in order foster and accelerate inclusive growth and development.
Organised by African Export-Import Bank (Afreximbank), in collaboration with the County Government of Kisumu and the United Cities and Local Governments of Africa (UCLG Africa), the conference's overarching theme is ‘Leveraging the AfCFTA for Sustainable Trade and Investment: A Development Pathway for African Sub-Sovereigns'. The event's main objectives include strengthening the role of Africa's Sub-Sovereign governments in driving intra-African trade and investment, and the successful implementation of the African Continental Free Trade Area (AfCFTA).
Africa's Sub-Sovereign governments, comprising states, counties, provinces, municipalities and regional authorities, play a critical role in economic development of African countries. According to the African Union, Africa's economic outlook is projected at 3.7% GDP growth in 2024, slightly higher than the global average of 3.2%. This growth elevates the integral role of Sub Sovereign governments for African economies and its people.
Understanding this, Afreximbank has committed USD $2 billion for these critical actors, to support these governments and businesses in African countries.
While delivering his keynote address at the AfSNET conference in Kisumu, Kenya, H. E. Dr. William Ruto, President of the Republic of Kenya acknowledged the Bank's support for African governments including Kenya:

ICC Pre-trial Chamber I Issues Warrants of Arrest for Mohammed Diab Ibrahim Al-Masri (Deif)
Today, on 21 November 2024, Pre-Trial Chamber I of the International Criminal Court (‘Court') (www.ICC-cpi.int), in its composition for the Situation in the State of Palestine, unanimously issued a warrant of arrest for Mr Mohammed Diab Ibrahim Al-Masri, commonly known as ‘Deif', for alleged crimes against humanity and war crimes committed on the territory of the State of Israel and the State of Palestine from at least 7 October 2023.
The Prosecution had initially filed applications for warrants of arrest for two other senior leaders of Hamas, namely Mr Ismail Haniyeh and Mr Yahya Sinwar. Following confirmation of their deaths, the Chamber granted the withdrawal of the applications on 9 August 2024 and 25 October 2024, respectively. With respect to Mr Deif, the Prosecution indicated that it would continue to gather information with respect to his reported death. On 15 November 2024, the Prosecution, referring to information from both the Israeli and Palestinian authorities, notified the Chamber that it is not in a position to determine whether Mr Deif has been killed or remains alive. Therefore, the Chamber issues the present warrant of arrest. The Prosecution also noted that it continues to investigate the crimes in the ongoing conflict and envisions that further applications for warrants of arrest will be submitted.
The warrant of arrest for Mr Deif is classified as ‘secret' in order to protect witnesses and to safeguard the conduct of investigations. However, the Chamber decided to release the information below since conduct similar to that addressed in the warrant of arrest appears to be ongoing, in particular the holding of a number of hostages captive. The Chamber considers it is also in the interest of victims and their families to be aware of the warrant's existence.
The Chamber found reasonable grounds to believe that Mr Deif, born in 1965, the highest commander of the military wing of Hamas (known as the al-Qassam Brigades) at the time of the alleged conduct, is responsible for the crimes against humanity of murder; extermination; torture; and rape and other form of sexual violence; as well as the war crimes of murder, cruel treatment, torture,; taking hostages; outrages upon personal dignity; and rape and other form of sexual violence.
The Chamber found reasonable grounds to believe that Mr Deif bears criminal responsibility for the aforementioned crimes for (i) having committed the acts jointly and through others and (ii) having ordered or induced the commission of the crimes, and (iii) for his failure to exercise proper control over forces under his effective command and control.
The Chamber found reasonable grounds to believe that during the relevant time, international humanitarian law related to international armed conflict (between Israel and Palestine) and non-international armed conflict (between Israel and Hamas) applied. The Chamber also found that there are reasonable grounds to believe that the crimes against humanity were part of a widespread and systematic attack directed by Hamas and other armed groups against the civilian population of Israel.
Alleged crimes
With regard to the crimes, the Chamber found reasonable grounds to believe that on 7 October 2023, shortly after a large number of rockets triggered the ‘Tzeva Adom' alarm in several communities in Israel around 6:20-6:30 am, armed men entered these communities, as well as the site of the Supernova festival, a music event with a few thousand participants (‘7 October Operation'). Members of Hamas, notably fighters of the al-Qassam Brigades, carried out mass killings at and/or around the communities of Kfar Aza, Holit, Nir Oz, Be'eri, and Nahal Oz, as well as at the Supernova festival. The attackers, for example, fired at people while they were seeking shelter and throw grenades at them. Hamas fighters followed similar patterns in other locations and killed further persons. These killings qualify as the crime against humanity and the war crime of murder.
The Chamber also found that in some locations, namely at the site of the Supernova festival and in the vicinity thereof, attackers fired at people with semi-automatic weapons and/or rocket-propelled grenades. In light of this, the Chamber concluded that there are reasonable grounds to believe that the war crime of intentionally directing attacks against civilians was committed.
In light of the coordinated killings of members of civilians at several separate locations, the Chamber also found that the conduct took place as part of a mass killing of members of the civilian population, and it therefore concluded that there are reasonable grounds to believe that the crime against humanity of extermination was committed.
Furthermore, in the context of 7 October Operation, the Chamber found that a large number of persons were seized from various locations in Israel, including Kfar Aza, Holit, Nir Oz, Be'eri, Nahal Oz, and the Supernova festival. The victims were civilians, including children and elderly people, as well as members of the IDF (Israeli Defence Forces). After being taken to Gaza, most of them were detained in secret locations, including apartments and underground tunnels. A number of groups participated in seizing and detaining these persons: the al-Qassam Brigades, the Palestinian Islamic Jihad al-Quds, and other Palestinian armed groups. The Chamber found that Hamas was in control of the hostages as of the start of their detention in Gaza, irrespective of the group affiliation of the individuals initially seizing the hostages. The Chamber also found that hostage taking in the context of the 7 October Operation was conducted with the aim to negotiate their release in exchange for Palestinian prisoners held in Israel. In light of the above, the Chamber considered that there are reasonable grounds to believe that the war crime of hostage taking was committed.
The Chamber further found that, while they were held captive in Gaza, some hostages, predominantly women, were subjected to sexual and gender based violence, including forced penetration, forced nudity, and humiliating and degrading treatment. On the basis of the material presented, the Chamber found reasonable grounds to believe that the crimes of torture as a crime against humanity and war crime, rape and other forms of sexual violence as crimes against humanity and war crimes, cruel treatment as a war crime, and outrages upon personal dignity as a war crime were committed against these persons during the relevant period.
With respect to Mr Deif's individual criminal responsibility, the Chamber found reasonable grounds to believe that senior leaders of Hamas, comprising of at least Mr Deif, Mr Sinwar, and Mr Haniyeh, agreed to jointly carry out the 7 October 2023 Operation. The plan included targeting military and civilian objects in Israel and other acts of violence against Israeli persons. The material presented by the Prosecution indicated that several senior members of Palestinian Islamic Jihad al-Quds joined the plan in the morning of 7 October 2023 at the latest, and that other Palestinians armed groups participated in the Operation.
Mr Deif, in his role as the commander of the al-Qassam Brigades, and through his actions prior to, during and after the 7 October Operation, is responsible for the commission of these crimes. In addition, the Chamber considered that Mr Deif ordered or induced the crimes or is responsible as a military commander for the criminal conduct of his subordinates.
Background
On 1 January 2015, The State of Palestine lodged a declaration under article 12(3) of the Rome Statute accepting jurisdiction of the Court since 13 June 2014.
On 2 January 2015, The State of Palestine acceded to the Rome Statute by depositing its instrument of accession with the UN Secretary-General. The Rome Statute entered into force for The State of Palestine on 1 April 2015.
On 22 May 2018, pursuant to articles 13(a) and 14 of the Rome Statute, The State of Palestine referred to the Prosecutor the Situation since 13 June 2014, with no end date.
On 3 March 2021, the Prosecutor announced the opening of the investigation into the Situation in the State of Palestine. This followed Pre-Trial Chamber I's decision (https://apo-opa.co/3OlxLKY) on 5 February 2021 that the Court could exercise its criminal jurisdiction in the Situation and, by majority, that the territorial scope of this jurisdiction extends to Gaza and the West Bank, including East Jerusalem.
On 17 November 2023, the Office of the Prosecutor received a further referral of the Situation in the State of Palestine, from South Africa, Bangladesh, Bolivia, Comoros, and Djibouti, and on 18 January 2024, the Republic of Chile and the United Mexican State additionally submitted a referral to the Prosecutor with respect to the situation in The State of Palestine.

ICC Pre-trial Chamber I Rejects the State of Israel’s Challenges to Jurisdiction and Issues Warrants of Arrest for Benjamin Netanyahu and Yoav Gallant
Today, on 21 November 2024, Pre-Trial Chamber I of the International Criminal Court (‘Court') (www.ICC-cpi.int), in its composition for the Situation in the State of Palestine, unanimously issued two decisions rejecting challenges by the State of Israel (‘Israel') brought under articles 18 and 19 of the Rome Statute (the ‘Statute'). It also issued warrants of arrest for Mr Benjamin Netanyahu and Mr Yoav Gallant.
Decisions on requests by the State of Israel
The Chamber ruled on two requests submitted by the Israel on 26 September 2024. In the first request, Israel challenged the Court's jurisdiction over the Situation in the State of Palestine in general, and over Israeli nationals more specifically, on the basis of article 19(2) of the Statute. In the second request, Israel requested that the Chamber order the Prosecution to provide a new notification of the initiation of an investigation to its authorities under article 18(1) of the Statute. Israel also requested the Chamber to halt any proceedings before the Court in the relevant situation, including the consideration of the applications for warrants of arrest for Mr Benjamin Netanyahu and Mr Yoav Gallant, submitted by the Prosecution on 20 May 2024.
As to the first challenge, the Chamber noted that the acceptance by Israel of the Court's jurisdiction is not required, as the Court can exercise its jurisdiction on the basis of territorial jurisdiction of Palestine, as determined by Pre-Trial Chamber I in a previous composition. Furthermore, the Chamber considered that pursuant to article 19(1) of the Statute, States are not entitled to challenge the Court's jurisdiction under article 19(2) prior to the issuance of a warrant of arrest. Thus Israel's challenge is premature. This is without prejudice to any future possible challenges to the Court's jurisdiction and/or admissibility of any particular case.

The Chamber also rejected Israel's request under article 18(1) of the Statute. The Chamber recalled that the Prosecution notified Israel of the initiation of an investigation in 2021. At that time, despite a clarification request by the Prosecution, Israel elected not to pursue any request for deferral of the investigation. Further, the Chamber considered that the parameters of the investigation in the situation have remained the same and, as a consequence, no new notification to the State of Israel was required. In light of this, the judges found that there was no reason to halt the consideration of the applications for warrants of arrest.

Warrants of arrest
The Chamber issued warrants of arrest for two individuals, Mr Benjamin Netanyahu and Mr Yoav Gallant, for crimes against humanity and war crimes committed from at least 8 October 2023 until at least 20 May 2024, the day the Prosecution filed the applications for warrants of arrest.
The arrest warrants are classified as ‘secret', in order to protect witnesses and to safeguard the conduct of the investigations. However, the Chamber decided to release the information below since conduct similar to that addressed in the warrant of arrest appears to be ongoing. Moreover, the Chamber considers it to be in the interest of victims and their families that they are made aware of the warrants' existence.
At the outset, the Chamber considered that the alleged conduct of Mr Netanyahu and Mr Gallant falls within the jurisdiction of the Court. The Chamber recalled that, in a previous composition, it already decided that the Court's jurisdiction in the situation extended to Gaza and the West Bank, including East Jerusalem. Furthermore, the Chamber declined to use its discretionary proprio motu powers to determine the admissibility of the two cases at this stage. This is without prejudice to any determination as to the jurisdiction and admissibility of the cases at a later stage.
With regard to the crimes, the Chamber found reasonable grounds to believe that Mr Netanyahu, born on 21 October 1949, Prime Minister of Israel at the time of the relevant conduct, and Mr Gallant, born on 8 November 1958, Minister of Defence of Israel at the time of the alleged conduct, each bear criminal responsibility for the following crimes as co-perpetrators for committing the acts jointly with others: the war crime of starvation as a method of warfare; and the crimes against humanity of murder, persecution, and other inhumane acts.
The Chamber also found reasonable grounds to believe that Mr Netanyahu and Mr Gallant each bear criminal responsibility as civilian superiors for the war crime of intentionally directing an attack against the civilian population.
Alleged crimes
The Chamber found reasonable grounds to believe that during the relevant time, international humanitarian law related to international armed conflict between Israel and Palestine applied. This is because they are two High Contracting Parties to the 1949 Geneva Conventions and because Israel occupies at least parts of Palestine. The Chamber also found that the law related to non-international armed conflict applied to the fighting between Israel and Hamas. The Chamber found that the alleged conduct of Mr Netanyahu and Mr Gallant concerned the activities of Israeli government bodies and the armed forces against the civilian population in Palestine, more specifically civilians in Gaza. It therefore concerned the relationship between two parties to an international armed conflict, as well as the relationship between an occupying power and the population in occupied territory. For these reasons, with regards to war crimes, the Chamber found it appropriate to issue the arrest warrants pursuant to the law of international armed conflict. The Chamber also found that the alleged crimes against humanity were part of a widespread and systematic attack against the civilian population of Gaza.
The Chamber considered that there are reasonable grounds to believe that both individuals intentionally and knowingly deprived the civilian population in Gaza of objects indispensable to their survival, including food, water, and medicine and medical supplies, as well as fuel and electricity, from at least 8 October 2023 to 20 May 2024. This finding is based on the role of Mr Netanyahu and Mr Gallant in impeding humanitarian aid in violation of international humanitarian law and their failure to facilitate relief by all means at its disposal. The Chamber found that their conduct led to the disruption of the ability of humanitarian organisations to provide food and other essential goods to the population in need in Gaza. The aforementioned restrictions together with cutting off electricity and reducing fuel supply also had a severe impact on the availability of water in Gaza and the ability of hospitals to provide medical care.
The Chamber also noted that decisions allowing or increasing humanitarian assistance into Gaza were often conditional. They were not made to fulfil Israel's obligations under international humanitarian law or to ensure that the civilian population in Gaza would be adequately supplied with goods in need. In fact, they were a response to the pressure of the international community or requests by the United States of America. In any event, the increases in humanitarian assistance were not sufficient to improve the population's access to essential goods.
Furthermore, the Chamber found reasonable grounds to believe that no clear military need or other justification under international humanitarian law could be identified for the restrictions placed on access for humanitarian relief operations. Despite warnings and appeals made by, inter alia, the UN Security Council, UN Secretary General, States, and governmental and civil society organisations about the humanitarian situation in Gaza, only minimal humanitarian assistance was authorised. In this regard, the Chamber considered the prolonged period of deprivation and Mr Netanyahu's statement connecting the halt in the essential goods and humanitarian aid with the goals of war.
The Chamber therefore found reasonable grounds to believe that Mr Netanyahu and Mr Gallant bear criminal responsibility for the war crime of starvation as a method of warfare.
The Chamber found that there are reasonable grounds to believe that the lack of food, water, electricity and fuel, and specific medical supplies, created conditions of life calculated to bring about the destruction of part of the civilian population in Gaza, which resulted in the death of civilians, including children due to malnutrition and dehydration. On the basis of material presented by the Prosecution covering the period until 20 May 2024, the Chamber could not determine that all elements of the crime against humanity of extermination were met. However, the Chamber did find that there are reasonable grounds to believe that the crime against humanity of murder was committed in relation to these victims.
In addition, by intentionally limiting or preventing medical supplies and medicine from getting into Gaza, in particular anaesthetics and anaesthesia machines, the two individuals are also responsible for inflicting great suffering by means of inhumane acts on persons in need of treatment. Doctors were forced to operate on wounded persons and carry out amputations, including on children, without anaesthetics, and/or were forced to use inadequate and unsafe means to sedate patients, causing these persons extreme pain and suffering. This amounts to the crime against humanity of other inhumane acts.
The Chamber also found reasonable grounds to believe that the abovementioned conduct deprived a significant portion of the civilian population in Gaza of their fundamental rights, including the rights to life and health, and that the population was targeted based on political and/or national grounds. It therefore found that the crime against humanity of persecution was committed.
Finally, the Chamber assessed that there are reasonable grounds to believe that Mr Netanyahu and Mr Gallant bear criminal responsibility as civilian superiors for the war crime of intentionally directing attacks against the civilian population of Gaza. In this regard, the Chamber found that the material provided by the Prosecution only allowed it to make findings on two incidents that qualified as attacks that were intentionally directed against civilians. Reasonable grounds to believe exist that Mr Netanyahu and Mr Gallant, despite having measures available to them to prevent or repress the commission of crimes or ensure the submittal of the matter to the competent authorities, failed to do so.

Altyn Dala Conservation Initiative has achieved the almost unprecedented feat of saving the critically endangered Saiga antelope from extinction. This mission has grown into one of the world's largest conservation projects and is focused on protecting and restoring Kaakhstan's Golden Steppe, one of the world's least protected natural ecosystems.

GAYO, Green Africa Youth Organization (https://apo-opa.co/3NVrpSe), Ghana

A youth-led, gender-balanced organisation, GAYO uses its “Zero Waste Model” to drive behavioural change in waste management practices across Africa that cut greenhouse gas emissions and particle pollution, while also bringing additional income to communities. Their goal is to reduce greenhouse gas emissions and particle pollution in Ghana by 70%, compared to open burning, as well as divert a total of 4,000 tonnes of waste by 2030. GAYO's plans to scale would make them the leading model for waste management on the continent.

Our work in Ghana demonstrates that sustainable waste management isn't just a possibility—it's a necessity. The recognition by The Earthshot Prize fuels our commitment to replicating these models across Africa, proving that local solutions can have global impacts.”
The five Winners of the 2024 Prize cohort were selected by Prince William and The Earthshot Prize Council, a diverse group of experts, advocates and individuals dedicated to championing urgent and innovative action to protect our planet. The Earthshot Prize Council is chaired by The Earthshot Prize Board of Trustees Chair, Dame Christiana Figueres, architect of the Paris Agreement.
Members of The Earthshot Prize Council include: His Royal Highness Prince William, Her Majesty Queen Rania Al Abdullah, José Andrés, Sir David Attenborough, Cate Blanchett, Ernest Gibson, Hindou Oumarou Ibrahim, Wanjira Mathai, Stella McCartney, Nemonte Nenquimo, Luisa Neubauer, Indra Nooyi, Dr. Ngozi Okonjo-Iweala and Naoko Yamazaki.
In addition to the five £1 million prizes supporting the growth of Winners' solutions, each of the 15 Earthshot Prize Finalists will receive dedicated mentorship, resources and technical support through the year-long Earthshot Prize Fellowship Programme.
That support includes access to the Prize's robust network of influential experts and partners, including The Earthshot Prize's Global Alliance of Partners (https://apo-opa.co/4fh0E6D), comprised of some of the world's largest businesses, donors, investors and environmental organisations committed to climate action.

The Earthshot Prize is already gearing up for the 2025 Earthshot Prize. Nominations for the Prize's fifth cohort of innovative solutions and entrepreneurs are now open.
