Call for collaboration to boost infrastructure investment

President Cyril Ramaphosa has emphasised the need for strong collaboration between government and business to scale up infrastructure investment and drive South Africa’s economic growth.

Speaking during a Questions for Oral Reply session in the National Assembly on Tuesday, the President highlighted the importance of structural reforms to address key constraints, such as energy supply and inefficiencies in freight and logistics.

“For South Africa to achieve the levels of economic growth it needs, it is essential that government and business work together to scale up investment in infrastructure.

“Government has committed to an ambitious infrastructure build programme. Infrastructure spend by government will encourage and enable greater private sector investment in sectors such as electricity generation, electricity distribution, rail rolling-stock, and water distribution,” the President said. 

However, he stressed the distinction between public and private financial resources, particularly pension funds held by financial institutions. These funds, he noted, belong to workers and are intended for their retirement, making them private assets rather than State resources.

To facilitate infrastructure investment, the President said that government needs to provide these savers with a reasonable return and ensure that these funds are safeguarded.   

In 2022, National Treasury amended Regulation 28 of the Pension Funds Act to allow for longer-term infrastructure investments by retirement funds. The changes introduced a definition of infrastructure and set a 45% upper limit for pension fund investments in infrastructure projects.

Further regulatory adjustments have been made to facilitate economic development, including separating the investment limits for hedge funds and private equity. The allocation for private equity assets has been increased from 10% to 15%, allowing for greater infrastructure investments.

In the Medium-Term Budget Policy Statement of October 2024, the Minister of Finance announced work underway on mechanisms to complement the changes to Regulation 28 through the development of specific investment vehicles to simplify and incentivise institutional investors.

Basic Education surpasses 93% milestone in eradicating pit toilets

The Sanitation Appropriate for Education (SAFE) initiative has successfully eradicated over 93% of identified pit toilets in public schools across the country. 

This was revealed by Basic Education Minister Siviwe Gwarube in Parliament today, where senior officials from the department presented to the Portfolio Committee on Basic Education the analysis, implications and effects of the President’s 2025 State of the Nation Address. 

In a statement on Tuesday, the Department of Basic Education (DBE) said this significant milestone marks a critical step toward ensuring that all learners have access to safe and dignified sanitation facilities. 

“Despite the severe fiscal constraints facing the basic education sector, the department has remained resolute in its commitment to meeting the deadline set by President Cyril Ramaphosa to eradicate unsafe sanitation in schools by 31 March 2025.

“The progress made thus far reflects the collaborative efforts of national and provincial education departments, the private sector, and development partners who have played a crucial role in fast-tracking the delivery of safer toilets,” the department said. 

While substantial strides have been made, the Minister announced that DBE will intensify efforts to ensure full compliance. She will conduct site visits in the Eastern Cape and Limpopo, the two provinces most affected by the legacy of unsafe sanitation infrastructure. 

The Minister’s visits will allow for first-hand monitoring of the final phase of implementation and direct engagement with communities, school leadership, and implementing agents to ensure that all remaining projects are completed as scheduled. 

“The department acknowledges the ongoing challenges posed by budget constraints, infrastructure backlogs, and rising construction costs. 

“However, the eradication of pit toilet infrastructure backlog remains a non-negotiable priority, and all efforts are being made to ensure that every learner in South Africa has access to safe and hygienic school sanitation,” the department said.

The department will continue to provide regular updates on progress, as the 31 March 2025 deadline approaches. It said it remains committed to transparency and accountability in delivering on this critical mandate. – SAnews.gov.za

Health Ombud reveals serious findings against Helen Joseph Hospital

Inadequate infrastructure, doctors not arriving for duty, food shortages, insufficient security and poor corporate management -- these are some of the serious findings contained in reports compiled by the Office of the Health Ombud and the Office of Health Standards Compliance (OHSC).

In September 2024, viral videos emerged featuring former radio host Thomas “London” Holmes, who was admitted at the hospital. In these videos, Holmes highlighted the alleged neglect and discourteous behaviour he experienced from hospital staff, as well as the overall poor conditions of the hospital.

His complaints ranged from alleged poor care, long waiting times, non-functional electrical plugs, a peeling ceiling, a broken water tap, apparent rudeness from some doctors, a stolen cellphone, a dead patient left in the ward for over four hours before being removed, and infrastructure disrepair.

Health Ombud, Professor Taole Resetselemang Mokoena, briefing media on Monday said that while investigators found the clinical care provided to Holmes to be adequate, the 58-year-old hospital faced several challenges. 

The investigators, supported by the Executive Manager of Complaints Management and Mokoena, uncovered a shortage of clean linen caused by machine breakdowns at the Johannesburg Laundry, as well as widespread acts of vandalism and theft occurring at the hospital.

“There was no proper control of linen inventory, leading to shrinkages and linen shortages at the hospital.

“There were also food shortages due to invoice non-payment. Patients receive food from their families that may be inappropriate for the patient's medical condition, and surplus food may lead to infestations of flies and other pests,” the Health Ombud said.  

The probe also uncovered systemic issues such as poor human resource (HR) management, lack of governance and inadequate infrastructure. 

“The investigation established that there was theft of property, such as toilet equipment. While security guards were posted at all entrances, there was laxity regarding searching people and vehicles entering or leaving the hospital premises,” the Health Ombud said.

OHSC CEO, Dr Siphiwe Mndaweni, said her team also found that the infrastructure was outdated, with poor maintenance and inadequate cleanliness.

The hospital, according to Mndaweni, also faced intermittent water supply due to decaying pipes and infestations, untreated waste and ineffective waste management. 

The OHSC also found that maintenance plans were not followed, with incidents affecting oxygen supply, vacuum systems, and other critical services.

Cleaning equipment, such as vacuum machines, were not serviced for over a year, and waste management practices were poor, with overflowing waste containers.

Mndaweni said the hospital’s leadership instability, with four Acting CEOs since 2019 and a dysfunctional board, exacerbated these problems.

The inspection team recommended immediate action to address these issues and improve hospital governance and accountability.

“The shortage of staff was reported in almost all the departments. This included nurses, mortuary attendants and cleaning staff.” 

The OHSC CEO said it was even difficult to determine the vacancy rate because of poor record keeping.  

“Helen Joseph Hospital doesn’t have a system to monitor renumerated work outside the public service and the management team admitted that they’re struggling with doctors that are not at work when they are supposed to be,” Mndaweni said. 

Recommendations included refurbishing infrastructure, improving HR practices, and strengthening finance and supply chain management. 

The Department of Health was urged to review staffing and leadership.

“All key positions at the hospital must be filled as soon as possible to ensure ongoing quality care and governance,” Mokoena said. 

He also called for the prioritisation of key clinical posts in the neurology and dermatology units to ensure continuity of care within the Internal Medicine Department. 

The Department of Health was recommended to review the establishment to align with the tertiary hospital function, and prioritise the CEO and senior clinical posts.

According to the Health Ombud, the hospital should prioritise infrastructure refurbishment and appoint ongoing maintenance committees.

Mokoena has also called on the Department of Health to develop and strengthen finance and supply chain management, segregate duties, and hire qualified personnel.

Health Minister, Dr Aaron Motsoaledi, received the reports and promised his department would address the issue. – SAnews.gov.za

e-Panic Button 'making a difference' in communities

More than 51 000 residents of Gauteng have used the province’s e-Panic Button to call for help in emergency situations since the inception of the crime-fighting technology.

According to the province’s e-Government Department, since its launch in April 2024, the Gauteng e-Panic Button has been downloaded more than 100 000 times by residents.

“The most common incidents where people have been assisted include motor vehicle accidents, pedestrian vehicle accidents, assaults, shooting and sexual offences.

“The leading Gauteng regions with the most recorded incidents are Johannesburg with over 21 000 callouts, Ekurhuleni with over 11 000 callouts and Tshwane with over 10 000 callouts. Furthermore, the department has started noticing calls from residents pertaining to missing persons, which refers to cases of kidnapping in Gauteng,” the department said.

Gauteng e-Government MEC Bonginkosi Dhlamini hailed the e-Panic Button as an important tool for helping to fight crime and deal with emergencies for Gauteng residents.

“It is without a doubt that the e-Panic Button is making a difference in our communities. Its effectiveness can only be acknowledged if residents download and use it in a time of need. 

“Our team is always ready and fully capable to attend to residents when they call for help. Our turnaround time to deploy ambulances or armed response is between 7 – 10 minutes,” Dhlamini said.

The e-Panic Button can be downloaded from the Google Play Store and the Apple App Store.

“Those who have already downloaded are encouraged to use the e-Panic Button in times of emergencies to receive assistance from the command centre,” the department said. – SAnews.gov.za

Across the country, various mining developments are taking off. In January 2025, UK-based Pensana secured funding from South Africa's Absa Bank to accelerate the development of the Longonjo Rare Earth Project. The $325 million project is expected to supply 5% of the world's high-grade rare earth carbonate, generate $6 billion in export revenue and contribute $1 billion in tax revenue to regional treasuries, helping Angola diversify its revenue generation. 

Meanwhile, Chinese mining firm Shining Star is set to commence production this year at the 40-million-ton Mavoio-Tetelo copper project in northern Angola. The project is expected to produce 300,000 tons of copper per annum, significantly boosting Angola's mining revenue. Australian firm Tyranna Resources - in partnership with China's Sinomine - is advancing multiple lithium projects in Angola, with ongoing drilling activities identifying additional reserves and expediting mine development. These projects include the Namibe and Muvero lithium mines. Canada's Ivanhoe Mines has also initiated a series of copper exploration projects in Angola's Moxico and Cuando Cubango provinces, contributing to efforts to diversify the nation's mining sector and revenue streams. 

To increase value addition across the manganese sector, Angola is developing a $250 million manganese-to-silica processing facility in partnership with Chinese firm ST New Materials. The project is expected to be operational in 2025. The country is also spearheading projects to produce steel from iron mined in the Kasinga region. 

As Angola seeks to attract new investors across the critical mineral value chain, AMW 2025 will bring together Angolan stakeholders and global investors to discuss partnerships and industry growth opportunities. Department of Health commemorates World Obesity Day

The Department of Health will observe World Obesity Day on Monday, 10 March 2025, to raise awareness about the global challenge of obesity and advocate for systemic changes that promote healthier lifestyles.

This year’s World Obesity Day is celebrated under the theme: “Changing Systems, Healthier Lives,” which emphasises a need to shift focus from individuals to the systems that influence people’s health.

According to the department, previous responses to obesity have primarily focused on individual behaviours. However, this year, they are shifting their focus.

“This highlights the need for multi-sectoral interventions to address the root causes of obesity and improve health outcomes.”

The department highlighted that being overweight and obesity are serious health issues in South Africa, significantly contributing to non-communicable diseases, and are associated with an increased risk of death and disability from these conditions.

According to the 2022 National Food and Nutrition Security Survey, nearly 50% of adults in South Africa are overweight or obese, with 68% of women and 38% of men affected. 

In addition, almost 69% of obese adults reside in households that do not have enough food. 

It is estimated that by the year 2025, one in four people will be living with obesity.

“It is time we turn our attention to creating supportive environments where people can have access to available healthy food and physical activity opportunities and to receive appropriate nutritional information to make decisions that will contribute to healthy eating habits and lifestyles,” the statement read. 

World Obesity Day is observed on March 4 every year to raise awareness about the causes and prevention of obesity in adults and children and to encourage action to address it.

UK Looks to Deepen Energy Trade, Investment Ties with Africa

Trade relations between the UK and Africa are gaining momentum. Last month, UK Minister for Trade Policy and Economic Security Douglas Alexander visited South Africa and Botswana to strengthen trade ties and create opportunities for businesses on both sides. The UK aims to expand trade and investment across the continent, fostering mutually beneficial growth by addressing trade barriers, facilitating exports and supporting trade-focused development programs. With South Africa as the UK's largest trading partner in Africa and set to assume the G20 Presidency, this marks an important moment for deepening economic collaboration.

This builds on the UK's 2019 Economic Partnership Agreement (EPA) with the Southern African Customs Union member states – Botswana, Eswatini, Lesotho, Namibia and South Africa – and Mozambique. This agreement eliminates tariffs and quotas on all goods imported from these countries into the UK, facilitating smoother trade relations and economic cooperation. The EPA aims to bolster economic ties and create a conducive environment for investments, including in the energy sector.

The UK is expanding its engagement across Africa, including in West and North Africa. In February 2024, it signed the Enhanced Trade and Investment Partnership (ETIP) with Nigeria – the first such agreement with an African nation – marking a significant milestone. The partnership builds on a trade relationship valued at £7 billion in the year leading up to September 2023. The ETIP focuses on key sectors such as financial and legal services, fostering economic growth and attracting investment across industries, including energy.

Globeleq, a UK government-backed independent power producer, has been instrumental in advancing gas-powered energy projects across Africa. Alongside its 153 MW Red Sands project in South Africa – set to become the continent's largest standalone battery energy storage system – the company recently acquired a stake in a solar plant at Egypt's Benban Solar Complex and secured $99 million in debt financing for Mozambique's first wind project. Supported by shareholders such as British International Investment and Norfund, Globeleq continues to invest in upgrading existing assets and developing new utility-scale power projects, strengthening Africa's energy infrastructure.

In the oil and gas sector, bp achieved first gas from the Greater Tortue Ahmeyim LNG project offshore Senegal and Mauritania at the start of this year, marking a major step in boosting regional energy production and supply. Shell is advancing its $5 billion Bonga North deepwater project in Nigeria and, alongside bp, has agreed to cover operational costs for the buyer of South Africa's Sapref refinery – a move that could revitalize the country's largest refinery and secure oil supply. Meanwhile, Harbour Energy, one of the UK's largest independent oil and gas companies, is looking to expand into African markets following its acquisition of concessions in Egypt's Nile Delta and the Mediterranean Sea.

The UK is also a major investor in Africa's clean energy sector and a key partner in the Mission 300 initiative to expand electricity access to 300 million people by 2030. Last month, British International Investment (BII) committed £5.3 million to UK cleantech firm MOPO to scale battery rental operations in the Democratic Republic of the Congo, where over 80% of the population lacks electricity. In December 2024, BII and GuarantCo announced a $500 million renewable power deal with South Africa's Etana Energy, providing $100 million in guarantees to support the country's largest energy wheeling framework and unlock new projects. Beyond direct investments, the UK government continues to provide funding and technical assistance for energy infrastructure projects across Africa, aiming to improve energy reliability and efficiency, drive economic growth, and enhance the quality of life for local communities.

As a G20 member, the UK plays a pivotal role in shaping global energy investment strategies, with Africa positioned as a key partner in its trade and energy agenda. The UK's investments in oil and gas, renewables and energy infrastructure align with broader G20 goals of energy security, sustainability and economic growth.

“These initiatives not only strengthen the UK's economic ties with Africa, but also support the continent's transition to cleaner, more reliable energy. Ministry provides update on Foot and Mouth Disease

The Ministry of Agriculture has encouraged livestock farmers across the country to limit animal movement as much as possible given the ongoing presence of Foot and Mouth Disease viruses in KwaZulu-Natal.

“The department recently received test results confirming the ongoing presence of Foot and Mouth Disease (FMD) viruses in KwaZulu-Natal Province. Cattle at a dip tank in Mtubatuba have tested positive for FMD. 

“These cattle showed clinical signs of FMD in December, prompting sample collection, and laboratory results confirmed the introduction of a SAT1 FMD virus into the area,” it said in a statement on Friday.

Given that a SAT2 FMD event has been ongoing in the region since 2021, further investigations were conducted, confirming that the detected SAT1 virus is similar to one recently identified in the northern part of the Kruger National Park.

Over the past two weeks, clinical signs of FMD have also been observed in districts around Vryheid and Newcastle Laboratory tests have confirmed the presence of the FMD virus, with virus typing still in progress to determine whether these outbreaks were caused by a SAT1 or SAT2 strain. 

Control measures within the Disease Management Area (DMA) remain unchanged.

The Ministry said the affected dip tanks remain under quarantine, and vaccination efforts in the area continue. The vaccine being used covers all three FMD SAT strains. Dip tanks in newly affected areas have also been placed under quarantine.

“These outbreaks highlight the persistent threat of FMD and the critical need for stringent control measures to prevent its spread. Agriculture Minister John Steenhuisen stressed the importance of strict compliance with biosecurity protocols and urged farmers and livestock owners to promptly report any suspected cases to veterinary authorities.”

Additionally, it reminded livestock owners that control measures implemented nationwide since October 2022 must be strictly followed to reduce the risk of further spread.

These measures include:
•    Cloven-hoofed livestock across South Africa may only be moved if accompanied by a health declaration from the owner, confirming the animals’ health at the time of movement. 
•    Any newly introduced cattle, sheep, or goats must be kept separate from resident herds for at least 28 days. 

“All livestock farmers across the country are strongly encouraged to limit animal movement as much as possible. Auctioneers and livestock owners should be particularly cautious when purchasing cloven-hoofed animals from provinces with active FMD outbreaks. No cloven-hoofed animals should be accepted from areas under FMD restrictions in KwaZulu-Natal, Eastern Cape, Limpopo, and Mpumalanga provinces.”

The Ministry added that Section 11 of the Animal Diseases Act imposes a legal duty on all animal owners or managers to take reasonable steps to prevent their animals from becoming infected and to prevent the spread of any disease from their animals or property to others.-SAnews.gov.za

International mining stakeholders are increasing their access to Africa's mineral resources through joint ventures, acquisitions and stakes in local projects. Meanwhile, African countries and operators are leveraging these partnerships to enhance capital, accelerate project development and meet ambitious production targets.

The upcoming African Mining Week (AMW), taking place in Cape Town this October, will spotlight mergers and acquisitions (M&A), offering African projects a platform to showcase opportunities and providing global investors the stage to present growth strategies for Africa's expanding mining sector.

Recent research by the Economist Intelligence Unit indicates that foreign investment in Africa's mining industry is poised for significant growth in 2025, building on strong momentum established in 2024. Several key transactions highlight this trend. Earlier this month, UK-based Altona Rare Earths finalized its acquisition of an 85% stake in Botswana's Sesana Copper-Silver Project from Ignate Minerals, committing significant capital to accelerate exploration and mine development. In December 2024, Australian mining firm Patriot Lithium acquired a 90% stake in Zambia's Kitumba Copper Large Scale Exploration License from Newlight Nominees Zambia, enabling increased funding for exploration and production activities. Similarly, in October 2024, Jubilee Metals, a UK-based company, acquired Project G, its second open-pit copper asset in Zambia, as part of a strategy to boost investments and raise copper output to 25,000 tons per year.

Recent M&A activity in Africa's mining sector is reshaping the industry, improving operational efficiencies and creating new pathways for innovation and technology transfer. For African nations, these investments bring new opportunities for job creation, infrastructure development and access to global markets, fueling economic growth. Additionally, the influx of foreign capital and expertise enhances local capabilities, enabling African countries to harness their natural resources more effectively while addressing challenges like underdeveloped supply chains and limited financing for exploration.

In South Africa, M&A activity reached $10 billion between June 2023 and 2024, with 32 deals closed, compared to 24 year-on-year, according to PwC. Among the notable deals, Kenya's Marula Mining secured a 51% stake in South Africa's Mansera Kruisrivier Cobalt Holding Company in July 2024, funding feasibility and aerial studies to advance the project. Meanwhile, China's Baowu Steel Group acquired stakes in Guinea's Simandou Project, the world's largest untapped iron ore deposit, in June 2024. In Mali, Ganfeng Lithium secured an operational stake in the Goulamina Lithium Mine in a $342.7-million deal with Australia's Leo Lithium in May 2024. The UAE-based International Resource Holdings also entered the market, acquiring Zambia's Mopani Copper Mines for $1.1 billion in May 2024, enhancing exploration and production capabilities at one of the country's largest copper facilities.

As African nations focus on boosting mineral production to drive economic growth, M&A activity is expected to intensify, with global partners seeking greater stakes in the continent's abundant resources. Merck Foundation is establishing Multidisciplinary Oncology Care teams in many African countries by providing scholarships of clinical training in Medical Oncology, Surgical Oncology, Pediatrics Oncology, Gynecology Oncology, Breast Oncology, Haemato-Oncology, Orthopaedic Oncology, Palliative Care, Pathology Oncology, Radiation Oncology, Research in Oncology, Surgical Oncology - Genital Urinary System, Advanced Cytopathology Training, Interventional Radiology, Radiation Technician, Laboratory Technician, Oncology Nursing.

Africa records around 1.1 million new cases of cancer, resulting in up to 700,000 deaths, every year, as per WHO data. The mortality rate of cancer patients is very high in Africa, as compared to the rest of the world.  

“One of the key reasons is also the late diagnosis of the disease. Therefore, these scholarships are very important” added Senator Kelej.  

Merck Foundation has also created awareness materials including awareness leaflets and videos on Cancer Prevention and Early Detection.  

Dr. Chifundo Kajombo, Merck Foundation Alumni from Malawi shares, “I am privileged to be awarded a scholarship by Merck Foundation to pursue the Surgical Oncology fellowship training program at Tata Memorial Hospital, India. I managed to advance from basic surgical oncology principles to the advanced level. This has helped me improve my understanding of cancer and operative principles. Since returning back home, I have managed to change the structure of how our breast clinic runs and modified it to incorporate a number of new things that we probably could not have possibly included. I am so proud to share that I have just been awarded the Best Surgeon for 2023 in Malawi. I would not have achieved this feat without Merck Foundation's scholarship. I am very thankful.”

Govt forges ahead with plans to unlock economic growth and job creation

The Minister in the Presidency for Planning, Monitoring and Evaluation, Maropene Ramokgopa, has announced plans to improve institutional effectiveness and enhance the delivery of the Medium-Term Development Plan (MTDP) through economic structural reforms.

“The MTDP will address critical constraints in energy, transport, and logistics to unlock growth and enable job creation,” she announced on Friday. 

Ramokgopa addressed the media during a session focused on the progress of the MTDP 2024 – 2029.

The MTDP is a five-year strategic framework that outlines the government’s priorities. 

It serves as a roadmap for translating the commitments of the seventh administration into actionable programs and policies.

The framework is informed by the Government of National Unity’s (GNU) statement of intent and the manifestos of 10 political parties. 

The main priorities include fostering inclusive economic growth, reducing poverty, and establishing a capable State.

Ramokgopa’s briefing provided insights into how the MTDP aligns with President Cyril Ramaphosa’s SONA and ensures the effective implementation of national priorities. 

Last night’s SONA focused on economic growth, job creation, infrastructure development, and reducing household expenses.

The Head of State announced several interventions needed to create a robust economy that benefits everyone and stressed that for the nation to boost investment and job creation, economic growth must surpass 3%.

The Minister acknowledged the limitations in state capacity that have impeded progress in achieving inclusive economic development.

“The MTDP, therefore, enhances the President’s capacity to effectively coordinate policy planning and implementation,” she explained. 

According to the Minister, the reforms also improve agenda-setting mechanisms and streamline the intergovernmental cluster system to ensure the cohesive execution of priorities, particularly regarding the organisational structure reforms that the MTDP will focus on.

“We have, then now come up with a way to deal with issues that will modernise institutions by streamlining processes and also clarifying roles of different departments.”

Ramokgopa believes they can address issues by enhancing competitiveness, modernising infrastructure, and eliminating bottlenecks that hinder sustainable economic development, through stable and functional local government.

She mentioned they are looking forward to implementing local government reforms aimed at enhancing service delivery and ensuring that development reaches all communities.

This will be achieved by strengthening municipal governance through revised policy frameworks and targeted empowerment initiatives.

In addition, the department will align State-owned entities (SOEs) with a developmental mandate by addressing governance challenges and ensuring accountability, while also ensuring their commercial viability.

“This process, of course, involved inputs from a wide range of stakeholders in government to ensure alignment with the MTDP strategic priorities.”

She stated that Cabinet has considered the plan and will make a decision on its approval in the next meeting, indicating that the resolutions have already been adopted by the local government.

“Now what is going to happen is that we will then now go to Cabinet to adopt it as a policy document of the seventh administration,” she explained, adding that successful documentation of this plan will be demonstrated through the achievement of its set targets and improved living conditions of the citizens.

She firmly believes that effective service delivery will build citizens’ trust and confidence in government institutions.

“In his State of the Nation Address yesterday, the President directed all functionaries in government to embrace a culture of orientation of quality within the public sector. Our department and Presidency, of course, will monitor cluster progress and address underperformance through corrective action.” – SAnews.gov.za

Government to 'breathe new life' into mining

President Cyril Ramaphosa has announced that government will pour efforts into re-energising the mining industry.

He said this when he delivered the State of the Nation Address at the Cape Town City Hall on Thursday.

According to the Minerals Council of South Africa, the mining industry contributed approximately 6.3% to South Africa’s nominal Gross Domestic Product (GDP) in 2023.

It also commands a large share of South Africa’s exports by value.

“We are breathing new life into the mining industry, which remains one of our most important and valuable endowments,” the President said.

He added that the Department of Mineral and Petroleum Resources was implementing modern mining rights systems. 

While that work is underway, the backlog in prospecting and mining applications was also being attended to, with at least 114 mining rights, 982 prospecting rights, and 385 mining permits and ancillaries processed and finalised.

“We are on track to implement a new, modern and transparent mining rights system this year, which will unlock investment in exploration and production. 

“We will put in place an enabling policy and regulatory framework for critical minerals. 

“By beneficiating these minerals here in South Africa, we can make use of the extraordinary wealth that lies beneath our soil for the benefit of our people,” President Ramaphosa said.

Renewable energy

Although mining remains a key pillar in the South African economy, President Ramaphosa emphasised that a new growth sector in renewable energy was emerging which South Africa was well positioned to leverage.

“To create jobs, we must leverage our unique strengths and our unrealised potential to build the industries of the future – green manufacturing, renewable energy, electric vehicles and the digital economy,” he said.

Furthermore, South Africa is abundant in the natural resources linked to renewable energy.

“We are harnessing the sun and the wind to make our country a leader in renewable energy and green manufacturing. 

“With an abundance of cheap, green energy, we can produce products that are competitive anywhere in the world and create hundreds of thousands of new jobs in the process,” President Ramaphosa said. – SAnews.gov.za

Over the next year, government will unleash a second wave of reforms aimed at unlocking the potential of South Africa’s economy.

This is according to President Cyril Ramaphosa who delivered the State of the Nation Address (SONA) – the first of the seventh administration – at the Cape Town City Hall, on Thursday evening.

“The [current] economic reforms that we are implementing through Operation Vulindlela have created a new sense of optimism and confidence in our economy. We have made progress in rebuilding and restructuring a number of our network industries.

“We are seeing positive results in the improvement of the functioning of our network industries as well as the investment opportunities that are opening up and are being taken by investors leading to job creation.

“Working together with business, labour and other social partners we must now finish this work. Over the coming year, we will initiate a second wave of reforms to unleash more rapid and inclusive growth,” President Ramaphosa said.

The President explained that the first point of focus for these reforms lies with state-owned enterprises (SOEs), particularly Eskom and Transnet, which he described as “vital to our economy to function optimally”.

To propel this work forward, a dedicated SOE Reform Unit is in the process of being established. 

“We are repositioning these entities to provide world-class infrastructure while enabling competition in operations, whether in electricity generation, freight rail or port terminals.

“We continue with the fundamental reform of our state-owned enterprises to ensure that they can effectively fulfil their social and economic mandates. This includes the work underway to put in place a new model to strengthen governance and oversight of public entities,” President Ramaphosa explained.

Electricity reform

A key reform is in South Africa’s energy sector, with the implementation of the Electricity Regulation Amendment Act which came into effect this year.

The President described this Amendment Act as the “beginning of a new era” that will unlock a competitive electricity market.

“We now need to put the risk of load shedding behind us once and for all by completing the reform of our energy system to ensure long-term energy security. The Electricity Regulation Amendment Act, which came into effect on the 1st of January, marks the beginning of a new era.

“This year, we will put in place the building blocks of a competitive electricity market. Over time, this will allow multiple electricity generation entities to emerge and compete. We will mobilise private sector investment in our transmission network to connect more renewable energy to the grid,” he said.

With the current and a new wave of reforms, the President said, “we are steadily removing the obstacles to meaningful and faster growth”. – SAnews.gov.za

SONA is an event where President Cyril Ramaphosa provides updates on the government’s programmes and sets the agenda for the new financial year. 

But, it is also where some MPs and bigwigs dress to the nines to make a fashion statement. 

Parliament has since partnered with Proudly South African to support the local fashion industry under the ’Wear Local at SONA’ initiative, said Mtshweni-Tsipane on Wednesday.

“The campaign aims to elevate the local fashion industry calling on the nation’s leaders to showcase South African designed and manufactured fashion at the SONA,” she said. 

In addition, Parliament has partnered with businesses in the agriculture, food, and beverage sectors to support the event.

“Some of these businesses represent the great success of our government in designating South Africa’s products as Geographical Indicators, such as in the case of the Karoo lamb and others. 

“We extend our full gratitude and appreciation to all businesses and persons who continue to sponsor this event,” she told the media.

Mtshweni-Tsipane and the National Assembly (NA) Speaker Thoko Didiza were addressing journalists in Cape Town about Parliament’s preparations for the 2025 SONA.

Meanwhile, President Cyril Ramaphosa will be ushered by Inako Mateza, a 19-year-old Xhosa praise singer from the Eastern Cape, which aligns with long-standing traditions.

She took a moment to express sincere gratitude to the informal traders for their continued cooperation since Cape Town City Hall became the venue for the SONA after the 2022 fire that damaged the parliamentary complex. 

“While we acknowledge that events of this magnitude inevitably cause some inconveniences within the Central Business District, we also recognise the broader economic value that SONA brings to the city.” 

As a significant national event, the Chairperson said SONA garners both local and international attention, boosting economic activity through increased tourism, hospitality, and business opportunities.

“As with previous SONAs, alternative arrangements have been made, in collaboration with the City of Cape Town and the Informal Traders Association, to ensure that affected traders can continue operating at designated alternative venues.”

Post-SONA sittings

After tomorrow’s all-important SONA, the NA and the NCOP will reconvene for a joint session on 11 and 12 February 2025 to debate the President’s address. 

The President will respond to the debate on February 13, while the Minister of Finance is scheduled to deliver the Budget Speech on 19 February. 

“We encourage all South Africans to actively engage with SONA by tuning in and sharing their views across the various communication platforms provided by Parliament, the government, and the media.”

Economic growth, job creation expected to take centre stage in President’s SONA

Economic growth, service delivery, infrastructural development, and job creation are some of the key issues that President Cyril Ramaphosa is expected to address in his highly anticipated State of the Nation Address (SONA) scheduled for Thursday, 6 February 2025.

Professor Dirk Kotze from the University of South Africa’s (Unisa) Department of Political Sciences, noted that economic growth will take centre stage in the President’s speech.

“I think first of all, what President Ramaphosa will focus on is, as always, on the economic matters - economic growth; the economic plan that he has developed since 2018,” Kotze told SAnews.

In addition, the Professor believes that the country’s commander-in-chief will zoom in on the water and electricity issues. 

“Yes, electricity is definitely becoming more of a success story, but he will continue with that,” he added. 

According to the political analyst, other important areas, including health, education, defence, and Home Affairs, will also be addressed. 

Kotze explained that SONA focuses on the current year and outlines the government’s plans and the legislative agenda for Parliament.

This includes the introduction of new legislation, as well as a medium-term plan covering the next three years.

“He will also refer to some matters that will later be presented in more detail in the budget speech by the Minister of Finance [Enoch Godongwana]. So, these two, the budget speech and the SONA address, are very much linked to each other.

“I don’t think one can expect new issues,” he added. 

In addition, the Professor stated that the President's address will reaffirm the government’s position on issues, such as climate change.

“Renewable energy will receive, I think, a lot of attention, given the developments in the US, President [Donald] Trump, who wants to move away from that,” he told SAnews.

According to the analyst, international relations will be specifically addressed, particularly in light of the recent incidents in the eastern Democratic Republic of Congo (DRC).

Several soldiers serving with peacekeeping forces in the DRC have been killed by the M23 rebel group in recent days amid fierce fighting, including 14 members of the South African National Defence Force (SANDF).

The recent deadly clashes have intensified in eastern DRC after Kinshasa withdrew its diplomats from Kigali in Rwanda. Rebels have advanced toward the strategic city of Goma, which is rich in minerals.

The SANDF soldiers are part of the mission which aims to help restore peace, security, and stability in Africa’s second-largest country.

Tomorrow’s SONA will mark the President’s first SONA as the Head of the Government of National Unity (GNU) in the seventh administration.

This address holds particular significance as it coincides with the 30th anniversary of freedom and democracy in South Africa, as well as the country’s Presidency of the Group of 20 (G20). 

Tomorrow's address also marks the official start of the parliamentary programme, which is followed by a debate in the National Assembly and the President’s response to that debate.

In an interview with SAnews on Tuesday, Deputy Minister in the Presidency, Kenny Morolong, emphasised the importance of this year’s SONA. 

He noted that President Ramaphosa will be addressing the nation following an election that led to the formation of a GNU, as no single political party received enough support to govern independently.

“This SONA will outline the three priorities and strategic direction of the GNU which are to drive inclusive growth and job creation, to reduce poverty and tackle the high cost of living, and to build a capable, ethical and developmental State.”

The clinical training has been conducted in India, Egypt and Kenya. Additionaly, Merck Foundation also provides scholarships for 2 years online PG Diploma in Cancer and Clinical Oncology, 01 year online PG Diploma in Medical Oncology and 1 year online PG Diploma in Pain Management from reputed Universities in UK like University of South Wales, University of Buckingham, Queen Mary University of London, and Cardiff University.

Merck Foundation is establishing Multidisciplinary Oncology Care teams in many African countries by providing scholarships of clinical training in Medical Oncology, Surgical Oncology, Pediatrics Oncology, Gynecology Oncology, Breast Oncology, Haemato-Oncology, Orthopaedic Oncology, Palliative Care, Pathology Oncology, Radiation Oncology, Research in Oncology, Surgical Oncology - Genital Urinary System, Advanced Cytopathology Training, Interventional Radiology, Radiation Technician, Laboratory Technician, Oncology Nursing.

Africa records around 1.1 million new cases of cancer, resulting in up to 700,000 deaths, every year, as per WHO data. The mortality rate of cancer patients is very high in Africa, as compared to the rest of the world.

“One of the key reasons is also the late diagnosis of the disease. Therefore, these scholarships are very important” added Senator Kelej.

Merck Foundation has also created awareness materials including awareness leaflets and videos on Cancer Prevention and Early Detection.

Dr. Chifundo Kajombo, Merck Foundation Alumni from Malawi shares, “I am privileged to be awarded a scholarship by Merck Foundation to pursue the Surgical Oncology fellowship training program at Tata Memorial Hospital, India. I managed to advance from basic surgical oncology principles to the advanced level. This has helped me improve my understanding of cancer and operative principles. Since returning back home, I have managed to change the structure of how our breast clinic runs and modified it to incorporate a number of new things that we probably could not have possibly included. I am so proud to share that I have just been awarded the Best Surgeon for 2023 in Malawi. I would not have achieved this feat without Merck Foundation's scholarship. I am very thankful.”

From 1 to 5 February, the Minister of Science, Technology and Innovation, Prof. Blade Nzimande, undertakes a G20 science, technology and innovation visit to the United Arab Emirates and Egypt.

On Monday, 3 February, the South African delegation, led by the Minister of Mineral and Petroleum Resources, Gwede Mantashe, participates in the 2025 Investing in African Mining Indaba convened under theme: “Future-proofing African Mining, today!”.

On Monday, 3 February, the Gauteng MEC for Health and Wellness, Nomantu Nkomo-Ralehoko, oversees the commencement of the single dose Human Papillomavirus (HPV) vaccination drive at Welizibuko Primary School in Klipspruit, Soweto.

From Monday, 3 February, the Government Communication and Information System (GCIS) will host pre-State of the Nation Address (SONA) outreach activities from in the Western Cape province.

On Tuesday, 4 February, the Minister of Communications and Digital Technologies, Solly Malatsi, together with the Deputy Mayor of Cape Town, will launch of the SITA STEM Cyberlab in Lansdowne.

On Tuesday, 4 February, the North West Provincial Legislature Portfolio Committee on Economic Development, Environment, Conservation and Tourism, chaired by Mpho Khunou, will hold an oversight meeting with the Department of Economic Development, Environment, Conservation and Tourism, together North West Parks and Tourism Board, over delayed payment of salaries at the entity, and other concerning matters in different entities of the department.  

On Wednesday, 5 February, the Deputy Minister of Tourism, Maggie Sotyu, will host an Outreach Programme at the JL Zwane Memorial in Gugulethu - Western Cape Province - to share information on the department’s capacity and empowerment programmes with a view to encourage active and inclusive participation by the Youth, Women and Small Medium and Micro Enterprises (SMMEs) who seek to advance their career or business in the tourism sector.

On Thursday, 6 February, President Cyril Ramaphosa will deliver the State of the Nation Address in Parliament.

Khayelitsha pastor faces rape charges

A 51-year-old pastor has been arrested for allegedly raping and assaulting a 15-year-old girl, and two women, aged 22 and 23 at his church in Khayelitsha, Cape Town.

“It is alleged that people would go to the pastor for healing and he would tell them healing is possible, but then the victims must stay at the church, and that is where he would convince them to have sexual intercourse with him to receive their healing,” the South African Police Service (SAPS) said on Sunday.

According to the reports, the suspect assaulted and raped the victims at his church between November 2022 and January 2025.

“The community became aware of his behaviour and had a community meeting, and it was then when victims came forward and made the claims. The victims 15, 22 and 23 are safe and are receiving treatment and counselling.

“The 51-year-old suspect was arrested and appeared at the Khayelitsha Magistrates’ court where the case was remanded until 04 February 2025,” the SAPS said. -SAnews.gov.za

Orbit TVET shines as a beacon of excellence

The Portfolio Committee on Higher Education has commended Orbit Technical and Vocational Education and Training (TVET) College, in Rustenburg for its outstanding contributions to education, recognising it as a beacon of excellence in the sector.

During its oversight visit to the North West on Friday, the committee was impressed by Orbit College's skills development programs, as evidenced during their class-by-class visits and tour of the college's infrastructure.

Committee members urged Orbit to maintain its high standards and continue the excellent work that the college is doing. 

The committee also commended the college for the level of professionalism and its partnership with Intel Corporation and the Department of Higher Education and Training (DHET) to inspire students to explore opportunities in artificial intelligence. 

This collaboration aims to equip students with the knowledge and skills needed to develop innovative Artificial Intelligence (AI) solutions.

While the committee was impressed by the wok that is being done at the college, Chairperson of the committee Tebogo Letsie expressed concern with the number of staff that were in acting positions.

“We have committed ourselves in this term to have a meeting with the Department of Higher Education and Training (DHET) to discuss governance issues, including DHET's inability to fill vacant posts.

“Currently, we have deputy principals and senior managers in acting positions, which should have been permanently appointed by the colleges themselves, but this has not been done. Not filling these posts takes a toll on the already available human resources, stretching them to do more work,” Letsie said in a statement on Friday.

Additionally, Orbit College was encouraged to enhance its Information and Communications Technology (ICT) systems to streamline and improve the efficiency of student registration processes. 

The Portfolio Committee on Higher Education and Training has kick-started its three-day oversight visit to institutions of higher education at the North-West University (NWU) last week. The university is one of several institutions the committee is scheduled to visit in the province to assess readiness for the academic year.

The aim of the oversight visit is to ensure institutions are adequately prepared to handle the demands of the registration period and the overall needs of students, among other things. The committee stressed the importance of adequate staffing and efficient communication mechanisms during peak academic periods to alleviate long queues and ensure a seamless registration process.-SAnews.gov.za
