Mashatile calls on traditional leaders to promote free and fair elections
Deputy President Paul Mashatile has urged traditional leaders to encourage eligible voters to participate in the May 29 elections, and ensure they are free and fair.
“We will, as a nation, hold the seventh democratic National and Provincial Elections. In this context, traditional leaders should continue to encourage all eligible voters to participate in the elections,” he said on Tuesday.
The Deputy President, as the Chairperson of the Inter-Ministerial Task Team on matters of Traditional and Khoi-San leaders, delivered a keynote address during a dialogue convened by the National House of Traditional and Khoi-San Leaders in Pretoria.
“We urge traditional leaders to promote free and fair elections and ensure that all voters exercise their democratic right — a right that was hard fought for and must never be taken for granted.”
He also took the time to urge rural leaders to work with the government to address the killings of traditional leaders.
“As an institution located in rural areas, it is important that we collaborate to identify obstacles that are hampering community development, such as the killing of traditional leaders, especially in the province of KwaZulu-Natal.
“We encourage amakhosi and izinduna to continue working closely with the government to address this challenge effectively.”
The Deputy President condemned acts of violence and urged the community to serve as government’s eyes and ears by reporting those who conspire or have committed such crimes to the appropriate authorities.
“Our law enforcement agencies are also working hard to hold those responsible to account.”
Land
The country's second-in-command acknowledged the urgent need for the State to expedite its rural development efforts, particularly through the implementation of the InvestRural Master Plan.
The InvestRural initiative enables rural communities to unlock their potential and improve their livelihoods.
“Investing in local economies and land ownership is still critical for rural communities’ development.”
He recognised that land tenure and administration are contentious issues and government will work hard to transfer land ownership to its legitimate owners and sustain rural communities.
“Government has also undertaken to divest itself of the communal land it holds in trust for communities.”
The Deputy President assured leaders that government was prioritising land access for rural development and economic transformation.
“We are finalising the Draft Communal Land Bill and Policy, with consultations underway to solicit input from various sectors, including traditional leaders.”
The documents, according to the Deputy President, will be processed through government structures and the Cabinet for public comments during the 2024/25 financial year.
“We are confident that the Draft Communal Land Rights Bill will facilitate the transfer of government-held communal land to communities. It will also allow for communal land registration and dispute resolution mechanisms.”
He believes that it wais important to optimally utilise the land.
“If we can till the land, the people can fight hunger and poverty through small-scale farming or agricultural start-ups.”
Social issues
During the meeting,Mashatile offered to work with leaders to tackle pressing issues such as substance abuse, crime, and gender-based violence.
“GBVF has a negative impact on socio-economic conditions, particularly for women and girls. Therefore, ending this scourge is urgent and critical for our nation's development.
“You must never allow anyone to act violently and abusively against their partners in the name of culture. Together, we must stand firm and say no to all forms of abuse and violence.”
He also touched on the prevalence of HIV and AIDS and tuberculosis (TB), particularly among adolescent girls and young women.
“As part of our prevention efforts, we must continue to communicate good and compelling messages to young people about delaying the commencement of sexual interactions as much as possible, and when they do begin, having sexually safe relationships and living healthy lifestyles.”
He also encouraged local Houses of traditional leaders to establish relationships with community organisations to fight the scourge of drugs.
The Deputy President also took the time to congratulate Kgosi Seatlholo, Chairperson of the National House of Traditional and Khoi-San Leaders, on his recent election as Interim Chairperson of the Southern Africa Network of Traditional Leaders in Drug Demand Reduction.

Irish Tech Challenge opens up opportunities for young entrepreneurs
Following the successful 2023 Irish Tech Challenge programme, which saw a group of young South African entrepreneurs display their tech start-ups in Ireland, the 2024 instalment of the challenge will be launched today.
Ireland’s Minister for Housing, Local Government and Heritage, Darragh O’Brien, will on Friday officially launch the 2024 Irish Tech Challenge at the Tshimologong Digital Precinct in Johannesburg.
The Vice Chancellor of the University of the Witwatersrand, Professor Zeblon Vilakazi, Ireland’s Ambassador to South Africa, Austin Gormley, and the Overseas Bilateral Cooperation Chief Director, Anneline Morgan, will join O’Brien.
The team will be joined by officials from the Department of Science and Innovation (DSI).
The Irish Tech Challenge is a partnership between the Embassy of Ireland in South Africa, the DSI, the Technology Innovation Agency (TIA), Wits University’s Tshimologong Digital Precinct and Dogpatch Labs, a start-up incubator in Ireland.
“The initiative aims to help high-potential tech entrepreneurs in South Africa who are ready to scale globally and enhance their impact to overcome challenges such as limited resources, high tech costs, and network and infrastructure access,” the statement read.
Winning start-ups will receive up to €10 000 (R204 330) in funding.
The winners will also be treated to a 10-day trip to Ireland, where they will be part of a curated networking programme with access to the country’s top business leaders, and acceleration support to position their global scaling strategy, in collaboration with Dogpatch Labs in Ireland.
They will also have access to the Irish tech ecosystem with potential opportunities for further funding, and increased exposure leveraged by both the Irish and South African governments.
The DSI said it values the positive socio-economic impact of the Irish Tech Challenge, which assists South African tech entrepreneurs to contribute to driving innovation, job creation and inclusive economic growth in the country. – SAnews.gov.za

Tsepho portable power brings light to informal settlements
A youth-led enterprise from Vrygrond in the Western Cape, is switching on lights, plugs and lives through its portable power stations solution.
Fuelled by a desire to make an impactful change, three young entrepreneurs, Vincent Mosebe, who is the founder and CEO of Mosebe Enterprise (ME); Leandro Antonio, Marketing Director; and Donovan Pedzai, Chief Operations Officer, set out to revolutionise the energy sector.
They used recycled materials to create the power stations for underserved and rural communities in the Western Cape and beyond.
Their pilot flagship power station “Tsepho – The Power of Hope” is an innovative 10Ah [amp-hour] solar charge energy solution that targets informal settlement households who would otherwise utilise unsafe power methods, including candles and illegal connections, that often lead to settlement fires - and those at the mercy of constant and pro-longed power outages and cable theft.
The trio are exhibiting alongside other start-ups, Small, Medium and Micro Enterprises (SMMEs), investors and policy makers at the Global Entrepreneurship Congress+Africa.
The congress is a gathering of entrepreneurs and leaders from 43 African countries, which is currently underway at the Cape Town International Convention Centre in the Western Cape.
Through the organisations funded to implement development entrepreneurial programmes for youth not-in-education-employment-or-training (NEET), the National Development Agency (NDA) extended the invitation to 23 entrepreneurs to afford them a linkage opportunity to showcase their businesses, network and participate as delegates at the conference.
The NDA is an agency of government that reports to the National Assembly. It was formed in 1999 as government’s response to the challenge of poverty and its causes in South Africa.
Mosebe said their power stations address safety and electrification problems experienced by residents in informal settlements.
“Currently, statistics report that an average of 10 shacks catch fire per day in South Africa. We have first-hand experience and have lost personal belongings and community lives to shack fires, having grown up in Vrygrond.
“Tsepho offers a sustainable, affordable, reliable, and eco-friendly power solution that has features, including multiple USB ports, a powerful lithium-ion battery with solar compatibility and 1 12v LED light bulb. Tsepho is not just a device; it is a catalyst for change – a beacon of hope that will bring about a brighter sustainable future,” Mosebe said.
The entrepreneurs have leveraged personal funds to scale production and conduct on-the-ground research.
Mosebe said their immediate plans include expanding production capacity, extending reach to new communities, and fostering more collaborations for future social impact and export.
He said the power station range also includes a bigger version “2 Tsepho” with similar capabilities including an additional feature of a bug-repellent UV light that exterminates insects and bugs (pest control).
“With this power station, we are targeting campers and the caravan community who need extended power. Our next goal is to extend the products further into African countries that struggle with Malaria cases. Additionally, there are two more ranges with extended power capabilities to power up a single power socket that can power up a fridge or microwave.
“The largest, ‘version 3’, packs up a 20.8Ah battery and a 300W inverter offering increased power capacity. This would be a useful tool for students – they can charge laptops and keep WIFI going during outages, promoting a consistent learning experience.

Eliminate red tape to make it easier for African entrepreneurs to do business - Mashatile
Deputy President Paul Mashatile has called for the elimination of red tape to facilitate cross-border trade for African entrepreneurs.
“Countries on our continent typically perform poorly in various categories related to corporate performance and competitiveness due to an unfriendly environment, particularly in terms of intra-continental trade,” the Deputy President said on Wednesday.
This is the reason he believes that countries should take advantage of the African Continental Free Trade Area (AfCFTA) agreement, which seeks to eliminate barriers to trade in Africa.

“The AfCFTA will significantly boost intra-African trade, particularly trade in value-added production and trade across all sectors of Africa’s economy,” Mashatile said.
The country’s second-in-command was delivering a keynote address at the Global Entrepreneurship Congress (GEC+ Africa) at the Cape Town International Convention Centre.
GEC+ Africa is a gathering of entrepreneurs and leaders from more than 50 African nations committed to advancing entrepreneurial activity throughout their own countries in Africa.
Hosted by the Department of Small Business Development, the two-day event includes other international leaders who have become a part of the Global Entrepreneurship Network (GEN) movement that advances entrepreneurship as a means of building economies and expanding human welfare.
“As policymakers, we have to create an enabling environment for our entrepreneurs,” Mashatile said.
He told delegates that leaders should ensure that the core foundations of the digital economy are in place, including digital infrastructure, digital skills, cybersecurity capabilities, and affordable and accessible data.
Mashatile said nations need to do more to implement the African Union’s Digital Transformation Agenda, adopted at its Summit of Heads of State in 2019.
“We must ensure that by 2030, every individual, business, and government on the continent will be digitally enabled and ready to support a growing digital economy.”
He emphasised the need to enhance governance systems, such as combating corruption, improving macroeconomic management, and resolving disputes through negotiation rather than violent conflict.
“We must do more to shift the narrative that Africa is a difficult place to do business.”
SMMEs
Mashatile said it was crucial to address the Small, Medium and Micro Enterprises (SMME) and start-up credit gap.
“Africa has 18% of the world’s population but attracts only 2% of global capital, and even less global venture capital for start-ups.
“In South Africa, Minister of Small Business Development Stella Ndabeni-Abrahams has proposed a SMME and Cooperative Funding Policy, which was recently gazetted for public comment,” he announced.
The policy requires that the Business Development Service providers in South Africa institutionalise the practice of assisting SMMEs and cooperatives with pre-funding support.
“Without funding, our best start-ups are leaving for tech hubs abroad,” Mashatile said.
Skilled labour force
The Deputy President believes it is crucial to retain skilled professionals within the continent’s borders.
“The loss of skilled professionals, also known as ‘brain-drain’ is one of the major reasons for the unsteady growth in our respective countries.
“To prevent this, we need to make it easier for skills to move across the continent and increase the number of people who can learn new skills, especially in areas that are important to the digital economy.”
However, he said South Africa was making inroads in reforming visa requirements, which allows high-tech expertise to work in the country and develop the economy.
“This move is supported by the underpinning principles of the AfCFTA, and propels us towards the integrated Africa that we want.”
In addition, the Deputy President called on the continent to work together to achieve socio-economic transformation that benefits everyone and one way to start is by assisting small businesses.
“Together, this and the AfCFTA are important steps towards the Africa we want. I am confident that this inaugural GEC+ Africa Congress will provide the appropriate policy advice and partnerships to take us there.”
Trade
The Deputy President has described Africa as a continent overflowing with untapped potential, a hub of innovation and invention waiting to be re-awakened.
“However, Africa still plays a subordinate role in global value chains, and is confronted by deeply established structural constraints that stem from our previous position as an exporter of unprocessed raw commodities.”
South Africa, like the rest of the continent, according to the Deputy President, needs to be strategic in increasing its competitiveness in higher-productivity trade-able commodities and services, as well as in becoming ready for a digital and environmentally friendly future.
“We must recognise that there is a link between the environment, economy, and agriculture. All economic activities either affect or are affected by natural and environmental resources.”
He also called on farmers to adapt to current farming methods that increase production efficiency.

SA, Czech Republic to collaborate on science, tech and innovation
The Deputy Minister of Foreign Affairs of the Czech Republic, Jiří Kozák, recently visited the Council for Scientific and Industrial Research (CSIR) to explore potential areas of collaboration with South Africa.
The Deputy Minister was in South Africa for bilateral political consultations with the Department of International Relations and Cooperation (DIRCO).
Organised by the Department of Science and Innovation (DSI), Kozák toured the CSIR’s National Centre for Nanostructured Materials and the Cybersecurity Operations Centre this week.
The visit, according to the DSI, laid the foundation for future discussions in science, technology and innovation (STI) between the countries.
“The potential areas of collaboration included food security, academies of science, hydrogen, nanotechnology, cybersecurity, technology transfer, aerospace technologies, and partnering under the Square Kilometre Array mega-science project,” the statement read.
Both the CSIR CEO, Dr Thulani Dlamini, and Kozák expressed their commitment to continue the discussions on these topics.
“A follow-up meeting is planned to concretise the discussions,” the department said.
The department said the relationship between South Africa and the Czech Republic exemplifies the growing significance of science diplomacy.
In a dialogue on science diplomacy, Kozák said the Czech Republic government had established a department on science diplomacy, as international collaboration in research and innovation was a very important task in furthering the country's unique qualities.
Through joint initiatives, exchange programmes and diplomatic engagements, both nations could leverage scientific cooperation as a vehicle for fostering diplomatic ties and addressing global challenges.
DSI’s Deputy Director-General for International Cooperation and Resources, Daan du Toit, said science diplomacy enhances mutual understanding and facilitates the exchange of knowledge, expertise and resources, ultimately paving the way for sustainable development and prosperity.
“In this context, the partnership between South Africa and the Czech Republic transcends traditional diplomatic channels, embracing a forward-looking approach that harnesses the transformative power of science and technology for the betterment of society,” said Du Toit.
South Africa and the Czech Republic are expected to sign a bilateral agreement that will enable the establishment of long-term relations in STI and serve as a cornerstone for progress in both countries.

Small Business Development to host Global Entrepreneurship Congress
Small Business Development Minister Stella Ndabeni-Abrahams will host the Global Entrepreneurship Congress (GEC+Africa) in Cape Town from 13 - 14 March.
The Department of Small Business Development has partnered with 22 on Sloane and other public and private sector players, who are committed to advancing entrepreneurial activity on the continent, to stage GEC+Africa 2024.
GEC+Africa is a gathering of entrepreneurs, thought leaders and practitioners, who have become part of the global movement that advances entrepreneurship as a vehicle for building economies and expanding access to a better life for all.
Over 1 500 delegates from more than 50 African nations are expected to participate during the congress. This will include start-ups; small, medium and micro enterprises (SMMEs); investors; policymakers and organisations that support entrepreneurship development.
GEC+Africa will seek to achieve some of the following objectives:
- Support the development of innovative start-ups and SMMEs in Africa.
- Create an enabling environment for African entrepreneurs to create jobs.
- Create market linkages for African start-ups and SMMEs.
- Support the development of a credible global investor pipeline that will invest in African start-ups and SMMEs.
- Establish a strong GEC-affiliated organisation in each African country to build and strengthen its entrepreneurship ecosystem.
According to the Department of Small Business Development, GEC+Africa will be a platform to showcase the significant progress the country has made in producing some of the most innovative and successful entrepreneurs on the continent.

Government ups the ante against crime
Some R765 billion has been allocated to the security cluster to up the ante in Government's fight against crime and to support the defence forces.
This was revealed during Finance Minister Enoch Godongwana’s Budget Speech delivered in Cape Town on Wednesday.
“In the coming financial year, 10 000 new police recruits will be trained. As part of the country’s responsibility to promote regional peace and stability, this budget will also allocate funding for the deployment of soldiers in Mozambique and the DRC.
“Work on costing and identifying the needs for these critical missions will continue throughout the year and funding will be allocated as such.
“R628 million has been allocated to the Department of Justice and Constitutional Development [DJCOD] for the implementation of FATF [Financial Action Task Force] and State Capture Commission recommendations - bringing the total funding to these efforts to R2.3 billion,” he said.
Godongwana added that some R2.9 billion from the Criminal Asset Recovery Account is being used to combat illegal mining and other priority crimes “with 60% allocated for police deployments, including vehicle procurement”.
In the 2024 Budget Review, National Treasury explained that the total allocation includes “additional allocations of R39.4 billion to selected departments to cover the carry‐through costs of the 2023/24 public‐service wage increase”.
“Of this, R22 billion is allocated to the Department of Police. To improve efficiency, the department will rationalise its organisational structure, align police districts with municipal districts, implement cost containment measures and improve operations. It is also fostering strategic partnerships with local communities to enhance safety.
“The [DJCOD] is allocated R627.8 million over the medium term to implement recommendations from the [FATF] and the State Capture Commission. For land rights representation, R156 million is shifted from the Department of Agriculture, Land Reform and Rural Development to Legal Aid South Africa.
“The Department of Defence will prioritise acquiring vehicles and technology to safeguard the country’s borders. An amount of R1.9 billion is reallocated within the Department of Defence for day‐to‐day maintenance and emergency repairs.
“Measures are being implemented to reduce the pressure on employee compensation and sustain critical defence capabilities,” the department said. – SAnews.gov.za

Condolences for Green Army member
Gauteng MEC for Social Development, Agriculture, Rural Development and the Environment, Mbali Hlophe has expressed deep grief at the passing of a worker that was fatally shot while on duty at Jabulani Hostel in Johannesburg.
Mduduzi Mbense (38) was a member of the department’s Green Army - an Expanded Public Works Programme established to deal with waste management and greening through clean-ups of illegal dumping and litter-picking in communities, main roads, and open spaces.
Mbense was shot on Friday as he was leading a team of the Green Army at the hostel where he worked and resided.
The MEC has called on the police to leave no stone unturned in order to bring to book the perpetrator of the crime.
“We are gravely devastated for this untimely loss. I wish to extend my heartfelt condolences to the family, friends and colleagues. May you all find strength and comfort during this difficult time,” she said. –SAnews.gov.za
