PRASA committed to fostering a skilled workforce

PRASA committed to fostering a skilled workforce

The Passenger Rail Agency of South Africa (PRASA) has asserted that it remains committed to fostering a skilled and innovative workforce to drive the future of rail.

As one of the strategies that it is implementing to attract a skilled workforce for the future of rail, the agency is engaging young learners, with the intention to empower and inspire the next generation to pursue careers in the rapidly evolving industry.

On Monday, the agency’s Group Chief Executive Officer (GCEO) Hishaam Emeran addressed about 70 learners from Mamelodi, Soshanguve, Lyttelton, Soweto, Tembisa, and Kempton Park at PRASA’s first ever career day held its headquarters in Johannesburg.

READ | PRASA to expose learners to careers in the rail industry

Emeran encouraged learners to consider a career in rail as the agency needs a new generation of leaders.

“PRASA is turning around, and we need a new generation of leaders. There is a future for you at PRASA, and the PRASA of the future will need new skills, new  innovation, and you are the generation that can drive that innovation,” Emeran said on Monday.

Emeran, who has an engineering background reaffirmed the agency’s commitment and aspirations to restore and revitalise passenger rail as the backbone of South Africa’s public transport.

During his address he provided an overview of what the agency does under its two primary mandates – providing transport services and generating additional revenue from its assets such as key stations.

He also shared PRASA’s ongoing rail rebuilding milestones, including the rollout of world-class trains across the country and the development of student accommodation at Cape Town Station, which are positively impacting communities.

“Working for PRASA or a state-owned entity is a noble profession. You are changing the lives of millions of people. One day, you could be in my position, addressing learners like yourselves,” Emeran said.

PRASA’s Chief Engineer of Signals and Telecommunications Pabalelo Nkwe shared his personal journey and insights into the diverse career options within PRASA TECH.

“You can pursue a career in civil engineering to become a Perway Engineer with key focus on maintenance and engineering works for bridges; structures and railway tracks, mechanical engineering, electro-mechanical and mechatronics if you are interested in maintenance and engineering of the rolling stock/trains, or electrical engineering (Heavy Current) to become an Overhead Traction Equipment (OHTE) or substation engineering specialist or like me, pursue a career in Electrical Engineering (Light Current) and specialise in Railway Signalling and Telecommunications,” Nkwe said.

The event concluded with a trip to the Gibela manufacturing plant where PRASA’s new blue and white modern trains - Isitimela Sabantu - are manufactured.

The Gibela team explained that it is manufacturing 600 trains for PRASA and 245 of these trains have been manufactured. Learners were given a tour of the facility and a first-hand look at the production process, sparking great excitement and interest. - SAnews.gov.za

Tshwane residents urged to conserve water

Location: News

Tshwane residents urged to conserve water

The City of Tshwane has urged consumers to conserve water so as to avoid higher restriction levels.

The municipality said despite numerous requests to customers to use water sparingly, the city continues to experience week-on-week high water consumption by residents and businesses.

The city warned that this behaviour is putting the city’s bulk water system under severe strain and may lead to the municipality’s system running dry and eventually collapsing.

“The Rand Water system, which accounts for 79% of Tshwane’s water provision, is currently under severe pressure due to the city’s excessive demand. The water utility pumps about 800 million litres per day to Tshwane, which is 18% more than the city’s licence agreement with the entity.

“It is against this background that customers are cautioned that if the current consumption practice does not change, the city will imminently adjust the water restrictions to Level 2 or even higher, which will have financial implications to consumers due to associated changes in water tariffs,” the municipality said in a statement.

The city has reminded residents to adhere to the following Level 1 water restrictions:
- Do not water or irrigate gardens with a hosepipe or sprinkler system between 6am and 6pm.
- Do not use a hosepipe to clean driveways or patios.
- Do not wash vehicles with a hosepipe.
- Do not fill or top up swimming pools or water features.

“The city is once more urging all residents to make a concerted effort to reduce water consumption by adhering to the Level 1 water restrictions. Punitive measures will be imposed against transgressors,” the city said.

Water storage could soon depleted

Meanwhile, Rand Water has warned communities, particularly in Gauteng, that water storage could soon be depleted if municipalities do not implement the entity’s recommendations.

Rand Water spokesperson, Makenosi Maroo, said water storage levels throughout the Gauteng province have significantly declined due to excessive water withdrawals by municipalities, raising serious concerns.

According to the entity, municipalities in Gauteng have been repeatedly warned by Rand Water about the potential crisis.

Maroo said the entity has communicated through letters, held meetings with many municipalities, and engaged in discussions at Gauteng’s Intergovernmental Governance Forum and the Gauteng Water Imbizo. However, the crisis it sought to prevent has now materialised.

“The water supply systems in Gauteng, including Rand Water reservoirs, are critically low, and the situation is anticipated to worsen… It is essential to act now to prevent the impending disaster. Rand Water emphasises that it is operating at full capacity and cannot pump additional water into the system.

“Due to the limitations imposed by the organisation’s extraction license from the Department of Water and Sanitation, Rand Water cannot extract more water from existing sources. The only viable solution to address this issue is through Water Conservation and Demand Management,” Maroo said.

In light of this, Rand Water has advised municipalities to reduce the physical losses of 33% identified in the No Drop Report, repair leaks, enforce by-laws, and address illegal connections.

Rand Water has also reminded consumers that the organisation is a bulk water supplier; therefore, “any water shortages should be reported to the respective municipalities, as the organisation (Rand Water) is not responsible for water distribution within municipalities.”

“Consequently, inquiries regarding water interruptions should not be directed to Rand Water. Rand Water is left with no option but take steps to protect its system from total collapse,” Maroo said. – SAnews.gov.za

SIU claws back billions for the State

SIU claws back billions for the State

The Special Investigating Unit (SIU) says it has saved the South African government approximately R8 billion during the last financial year through “effective investigations, speedy litigation and recovery processes”.

This, according to the SIU spokesperson Kaizer Kganyago, is a testament to its commitment to fighting the scourges of corruption, maladministration and malpractice.

Kganyago said the amount is inclusive of a record recovery of funds in actual cash amounting to R2.28 billion – the highest recovery in the corruption busting unit’s 27-year history.

“In addition to these recoveries, the SIU prevented a further R2.32 billion in potential state losses and secured cash to be recovered from the acknowledgement of debt and admission of liability agreements to the value of R1.6 billion.

“In our pursuit of rectifying irregular administrative decisions, the SIU successfully set aside contracts and administrative action worth over R2.13 billion through the Special Tribunal and the High Court of South Africa. This legal action ensures that public funds are recovered, not squandered, and redirected to serve their intended public purposes.

“The SIU continues to safeguard the public purse and ensure that state resources are protected and used for the benefit of all South Africans. We call on all South Africans to be involved in the fight against corruption,” Kganyago said.

In a statement, the unit said the bulk of the recoveries come from investigations into Transnet, Eskom and the National Student Financial Aid Scheme (NSFAS).

“The Transnet recoveries amounted to R710 104 826.03, R500 000 000 from Eskom, and the NSFAS investigation totalled R191 027 281.50 by the end of the 2023/24 financial year.

“In terms of matters, contract and/or administrative decisions and/or actions set aside or deemed invalid, contracts emanating from the Eskom investigation contributed the most, with the contract value of R1 206 984 667.56,” the SIU said.

Successes in the medico-legal investigation also account for some R1.98 billion of prevented losses. – SAnews.gov.za

University Challenge Africa

The popular and internationally acclaimed TV quiz show formerly known as Celtel Africa Challenge and then Zain Africa Challenge, is making a comeback as University Challenge Africa (www.UniversityChallengeAfrica.com) in late 2025. The competition sees the brightest students from universities across Africa matching wits in a televised question-and-answer game show.

Richard Reid, the game's creator and producer, shares his excitement: “We are proud to bring back our iconic game under its new name, University Challenge Africa. With education being a top priority across the continent, we remain committed to working with our broadcast partners and sponsors to highlight the academic accomplishments of Africa's students and universities.”

University Challenge Africa is not just a quiz show; it's an opportunity for students to shine on the international stage, test their skills and knowledge against peers from across the continent, and win a share of over $1,000,000 in scholarships and grants. With millions of viewers and a strong social media following, the show has a lasting impact on participating students and universities.

With previous versions of the competition featuring universities from eight African countries, the new format promises even more representation. Nigeria, Kenya, and South Africa are planned participants in 2025, with universities from several other countries on the invitation list.

Reflecting on the programme's prior success, Tito Alai, who was the Group Chief Commercial Officer of Celtel and Zain Group, said: “Throughout its history, the competition was a source of pride in the accomplishments of our young men and women. Sponsoring the Africa Challenge was a great strategic marketing and CSR investment, reflecting our commitment to education, enriching students' lives, and boosting participating institutions' reputations.”

Past winners echo these sentiments, emphasising the transformative impact of the competition. James Tuitoek, Vice Chancellor of three-time winners Egerton University in Kenya, noted the university's pride in its students, along with the fact that the competition had not only enabled them to set up a computer lab with 24/7 internet access for students but also positioned Egerton as a university of choice for international students. Similarly, when Ibadan University in Nigeria won in season three, the House of Representatives Chairman on Education, Hon. Farouk Lawan praised the programme as an educational platform playing a pivotal role in promoting education across Africa.

In addition to garnering praise from administrators and participants, University Challenge Africa also brings together some of the brightest minds from universities across the continent, with diverse interests and fields of study, presenting an opportunity for businesses to recruit future talent.

The return of the successful University Challenge Africa will be welcome news to the continent, reflecting the competition's rich tradition of educational excellence and great entertainment, and delivering on the promise of African development.

President Ramaphosa refers two Bills to ConCourt

The Copyright Amendment Bill and Performers’ Protection Amendment Bill have been referred to the Constitutional Court by President Cyril Ramaphosa.

This to receive a ruling on the Constitutionality of the two Bills.

“President Ramaphosa has undertaken this referral in the form of a letter to the Registrar of the Constitutional Court and in terms of Sections 79(4)(b) and 84(2)(c) of the Constitution.

“These provisions deal with the process by which the President assents to Bills including referring draft legislation back to Parliament after it has been passed, if the President has reservations about the constitutionality of Bills,” the Presidency said.

The President had previously asked Parliament to reconsider the two Bills.

“The Constitution also provides that if the President still has concerns after Parliament has reconsidered a Bill, the President can refer it to the Constitutional court for a decision on the constitutionality of the draft law.

“President Ramaphosa has indicated to the Constitutional Court his reservations about provisions in the legislation originally drafted and reconsidered by Parliament and has, as a result, requested the apex court for a decision,” the Presidency said.

African Development Bank and Absa Unveil Multi-Billion Rand Financial Package to Expand Sustainable Capital Markets, Boost Economic Growth for Women and Youth

The African Development Bank (www.AfDB.org) and Absa Group, one of Africa's leading financial services providers, today celebrated a landmark agreement to mark the execution of a transformative financial package aimed at increasing funding for underserved segments, across South Africa and the continent. The target audience includes women-owned businesses, youth entrepreneurs, and small and medium-sized enterprises (SMEs).

In addition to enhancing Absa's regulatory capital, the facility will promote access to finance, deepen domestic capital markets, and ensure continued access to global supply chains for issuing banks in regional member countries, including low-income and fragile states.

The financial package includes:

  • A subordinated sustainability-linked (Tier 2) loan amounting to R1.7 billion, complemented by a non-financial support package of R18 million for capacity building and technical assistance targeted at SMEs, youth, and women-owned enterprises.
  • Subscription of R1 billion into Absa's inaugural social (Tier 2) bond issuance, with proceeds earmarked for providing affordable housing loans to female homeowners.
  • A trade finance Risk Participation Agreement (RPA) facility valued at $150 million, designed to underwrite the risks of trade transactions originated by African issuing banks, reinforcing Absa's role as a regional bank.

Several components of the package have already been executed, including the successful issuance of Absa's first Tier 2 social bond on the Johannesburg Stock Exchange in July 2024. The R1 billion proceeds from this bond will be allocated towards affordable housing loans specifically targeting women, empowering them as first-time homeowners in low-income segments.

Leila Mokaddem, Director General of the African Development Bank's Southern Africa Region, stated: “This partnership with Absa Group underscores our commitment to driving sustainable and inclusive economic growth across Africa. Through this financial package, we are not only fortifying Absa's capital base but also ensuring that essential funding reaches women, youth, and entrepreneurs, fostering a more equitable and prosperous continent. This collaboration aligns seamlessly with our strategic priorities of supporting Africa's industrialization and enhancing the quality of life for its people. “

Absa has secured a R1.7 billion sustainability-linked Tier 2 loan aimed at general corporate business purposes while incentivizing the extension of finance products to women-owned SMEs as a key performance indicator. As part of this agreement, Absa is collaborating with the African Development Bank to enhance skills among both Absa staff and women business owners. A capacity-building training program has been launched to address the unique challenges faced by female and youth entrepreneurs, by providing mentorship and financial solutions.

Charles Russon, Absa Group interim CEO designate remarked: “The finalisation of this package concludes a three-year process that significantly enhances our capacity to fund social initiatives aligned with our commitment to being a force for good. This partnership enables us to increase funding for women and youth in South Africa while facilitating greater trade opportunities across the continent. “

“This partnership aligns with the African Development Bank's strategic objectives of advancing green, social, and sustainability instruments in the domestic capital markets, supporting African capital market development and regional financial integration,” said Ahmed Attout, Director of the Financial Sector Development Department at the African Development Bank. He emphasised that it is designed to empower Absa to effectively disburse funds for highly impactful social and sustainable economic development initiatives.

The $150 million trade finance facility will drive trade support across Africa, addressing the continent's annual trade finance gap of over $100 billion. This initiative will enhance access to financing for key sectors such as agriculture, transport, and manufacturing, while fostering financial sector development and regional integration.

“Government has played a pivotal role in fostering a favourable policy and regulatory environment that has supported growth, transformation, and innovation within the automotive industry.

“The South African Automotive Masterplan (SAAM 2035) sets the objective of growing South Africa’s vehicle production to 1% of global output and aims to increase the annual export value of the South African automotive industry from approximately R201 billion in 2019 to R400 billion by 2035.

The week is expected to be held under the theme “Reimagining the Future, Together: Celebrating 100-Years of Automotive Heritage, Passion, Resilience, and Ingenuity”.

“SA Auto Week is distinguished as Africa’s leading and pre-eminent annual automotive thought leadership event bringing together auto industry leaders; global OEMs; vehicle component manufacturers and suppliers; international investors; policy-makers; law-makers; decision-makers; regulatory bodies; and journalists across the entire automotive value chain,” said the Presidency.

Deadline looms to upgrade Nelson Mandela Bay prepaid electricity meters

Deadline looms to upgrade Nelson Mandela Bay prepaid electricity meters

Nelson Mandela Bay Municipality has urged prepaid electricity customers to update their meters before the November 2024 deadline.

This, as the municipality started the process of updating prepared electricity meters in April 2022.

The programme is being implemented in phases to replace the old KNR1 meters with the new KNR2 system.

The municipality’s Electricity and Energy Portfolio Head, Zanele Sikawuti, commended customers for updating more than 146 921 meters to date.

She urged the remaining customers to join the programme, as the current devices will expire on 24 November 2024.

The directorate is employing various strategies, including door-to door visits, call centre assistance, and an enhanced communication drive to reach the thousands of residents who have not yet updated their meters.

A total of 1 263 meters were updated between 9 September and 4 October 2024.

“However, we still have 169 868 meters that need to be updated, including those that have been tampered with, damaged, or are faulty. We continue to urge all residents and business owners with prepaid electricity meters to update their meters before the current devices expire in November 2024,” Sikawuti said.

Sikawuti reiterated the municipality’s commitment to delivering an uninterrupted power supply to customers and ensured that the 24 November 2024 deadline would cause minimal disruption to electricity provision for all customers who purchase electricity.

She urged residents to cooperate with the municipal teams and be at home when they visit.

“Ward councillors have the information on when our teams will visit wards and residents must allow us access to their homes. The refusal of access has been a challenge and, while we understand there are various reasons for this, our teams are clearly identified as municipal workers.

“It is critical for customers to update their meters. After the deadline, they might be able to buy electricity, but tokens will not be accepted by the outdated meter,” Sikawuti said. – SAnews.gov.za

Minister George welcomes decision on apportioning of squid total allowable effort

Minister George welcomes decision on apportioning of squid total allowable effort

The Western Cape High Court has dismissed an application by the commercial squid fishing sector, which sought to set aside a decision by the Department of Forestry, Fisheries and the Environment (DFFE) on apportioning 15% of the squid total allowable effort (TAE) to the small-scale fisheries sector and 85% thereof to the commercial squid sector.

The application by SASMIA NPC (the South African Squid Management Industrial Association) was dismissed on Friday, 11 October by Acting Judge Pangaker of the Western Cape Division of the High Court.

In welcoming the court’s decision, the Minister of Forestry, Fisheries and the Environment, Dr Dion George, said the ruling was a victory for small-scale fishing cooperatives.

Historically, squid was not included in the allocation of fishing rights to small-scale fishing cooperatives.

Squid was included on an ad hoc basis in the allocation of fishing rights to specific small-scale fishing co-operatives in their respective resource allocation schedules.

“The decision to apportion 15% of the annual squid total allowable effort to the small-scale fisheries sector is intended to bring about inclusion and socio-economic stability for the small-scale fishers within the fishing industry.

“The decision of the Western Cape High Court is therefore a victory for the department and for the members of the small-scale fishing cooperatives, who rely on fishing as a source of income and food security to feed their families and to look after their communities,” George said. - SAnews.gov.za

Call for the strengthening of family structures

Location: News

Call for the strengthening of family structures

Minister in the Presidency for Women, Youth, and Persons with Disabilities, Sindisiwe Chikunga, has reiterated the call for the reconstruction and strengthening of the family structure to end gender-based violence and femicide (GBVF).

Chikunga’s call follows the tragic death of five Khoza family members from Bethany, Bergville in KwaZulu-Natal on Saturday night.

According to police, reports indicate that the suspect and his uncle went to visit the neighbours and, on their return, the suspect found his mother sitting in the lounge with others. Information further suggests that the suspect took a knife and stabbed his mother, who managed to run outside of the house.

The 33-year-old then turned his attention to his uncle, who died in the passage as he tried to flee to the neighbours. The suspect went on to stab and kill two girl children, aged two and six years. The suspect also stabbed and killed a woman who was living with disability, as well as another elderly woman who was visiting the house. The suspect's mother and another four-year-old girl survived, with multiple stab wounds.

Reacting to the incident, Chikunga said it is deeply saddening that five family members lost their lives.

READ | Police arrest KZN man accused of killing five family members

“We commend law enforcement agencies for their immediate response and arrest of a 33-year-old man in KZN. We must not only seek justice for the victims but also prioritise the healing and reconciliation of the entire Bergville and Orange Farm communities in the wake of this violence,” Chikunga said.

Echoing the Minister’s sentiments, KwaZulu-Natal Premier Thamsanqa Ntuli said such atrocities reflect a deep moral decay in society that demands urgent intervention from government.

"We strongly condemn this brutal act of criminality. We face the enormous task of restoring family values in our communities," said Ntuli.

The Premier also commended the swift and effective response of law enforcement officers, including local community crime-fighting structures, and the Bethany community for their role in apprehending the suspect.

"This is proof that by joining hands, we can wage a united and intensified war against crime. We must reclaim our communities from criminal elements," Ntuli said.

The suspect was swiftly apprehended following an intense manhunt. He is expected to appear in the Bergville Magistrates Court on Tuesday, facing five counts of murder and two counts of attempted murder.

Orange Farm killings

Chikunga’s call also comes after a recent shooting incident that took place in Orange Farm on Sunday.

Police responded to the shooting in Mokokotlong informal settlement in Orange Farm, Gauteng.

“It is reported that one of the victims went to the local tavern to buy alcohol, but he found that it was already closed. He had an altercation with the tavern owner and went back home. It is alleged that the tavern owner followed him home, where family members were still celebrating after lobola negotiations.

“The tavern owner entered the house and opened fire at the family members. He shot and killed seven people, including a three-year-old boy (five family members, a neighbour and a friend).

"Four people survived the shooting, two of them, a 31-year-old and a one-year-old boy, were taken to hospital with injuries, while a 24-year-old woman and a four-year-old did not have injuries,” the police said.

According to the police, the suspect then drove back home in Evaton, where he allegedly shot himself. He was rushed to hospital, but he died on arrival.

Meanwhile, the Provincial Serious and Violent Crimes Unit has registered seven counts of murder, three counts of attempted murder and an inquest.

Foundation of communities

Chikunga highlighted the critical role played by families in the foundation of communities.

“Strong families form the core of stable societies. When these structures falter, the ripple effect extends to the community.”

The Minister also called on faith-based organisations, including community leaders and civil society, to support efforts to strengthen family bonds, particularly in addressing domestic violence, mental health, and conflict resolution. - SAnews.gov.za

Currently, there is a surge in nuclear energy adoption in Africa, with projects targeting 15 GW of operational capacity by 2035, the Nuclear Business Platform estimates. Over 10 African countries are looking to embrace nuclear energy, the majority of which are leaning on global partnerships such as those fostered with Rosatom to accelerate project development. Rosatom's return to AEW: Invest in African Energy reflects its growing intention to support projects in Africa.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit http://www.AECWeek.com for more information about this exciting event.

Rosatom signed an agreement with the Republic of Congo – which has ambitions to enhance the adoption of nuclear energy - in July 2024. The deal will see the parties collaborate on the peaceful utilization of nuclear energy and hydroelectric power. This aligns with the Republic of Congo's efforts to diversify its energy mix beyond oil, leveraging Rosatom's expertise to improve energy access.

The agreement followed the signing of an MoU with Guinea-Conakry in June 2024 to cooperate on the development of floating nuclear power plants. The corporation currently operates the world's only floating co-generation nuclear power plant – Akademik Lomonosov - and aims to construct an additional 7 facilities worldwide. Suitable for remote regions with undeveloped or unreliable power grids, floating nuclear offers a range of benefits for African countries. As a small nuclear power plant, the facilities provide access to clean and affordable power for hard-to-reach communities, offering an environmentally-friendly energy option with 24/7 operational capacity. The agreement with Guinea-Conakry will see Rosatom construct floating nuclear plants, equipped with RITM-200 reactors. Power will be used to support industrial and domestic consumption.

Rosatom also signed an agreement with Burkina Faso's Ministry of Energy, Mines and Quarries for the construction of a nuclear power plant in the country. Construction will be complete by 2025 with the project expected to double Burkina Faso's power production by 2030. The deal also features a clear roadmap to enhance the country's nuclear power adoption, including the establishment of a regulatory framework for nuclear energy.

In addition to nuclear power development, Rosatom is driving nuclear energy capacity building and training across Africa. The company aims to utilize its expertise in the industry to support human capital development across the continent, with various programs in place to achieve this goal. In South Africa – the continent's only nuclear power producer – Rosatom signed an agreement with the state-owned power utility Eskom for a nuclear action plan for the period 2024-2026. The plan comprises joint education initiatives, joint degree programs and workforce training. South Africa plans to continue utilizing nuclear power to fulfil both its domestic and industrial needs. Recently, the Koeberg station – accounting for 5% of South Africa's power supply – has been approved to run for an additional 20 years. The Rosatom-Eskom plans aims to support this by equipping the workforce with the requisite skills and capacities.

To support nuclear production in Africa, Rosatom is also advancing uranium mining across the continent. The company plans to start mining uranium in Namibia by 2029, with plans in place to complete the prospecting and exploration phase of the Wings Project by 2026. At a total investment of $500 million, the project will produce 5,000 metric tons of uranium per year.

“Rosatom represents a strong partner for Africa's nuclear industry. The company is focused on supporting the construction of nuclear energy facilities while concurrently scaling up capacity building, mining activities and regulatory support. Nuclear has the potential to transform the continent's power landscape and with partners like Rosatom, Africa is well positioned to tap into this growing market,” states NJ Ayuk, Executive Chairman of the African Energy Chamber.

Call to recycle e-waste

Location: News

Call to recycle e-waste

As the world marks International e-Waste Day, the public is being encouraged to recycle their e-waste and declutter their homes.

Every year millions of electrical and electronic devices are discarded as products break or become obsolete and are thrown away.
These discarded devices are considered e-waste and can become a threat to health and the environment if they are not disposed of and recycled appropriately.

"To date almost 68 000 tons of e-waste has been diverted from landfill and recycled through Extended Producer Responsibility (EPR) schemes. The retailers are providing collection points across the country enabling the recycling of e-waste," the Department of Forestry, Fisheries and the Environment (DFFE) said on Monday.

South Africa is currently in its third year of EPR Regulations that cover lighting, electrical and electronic equipment waste.

"The EPR Regulations were brought into law in South Africa in 2021. The policy is aimed at improving the producers' responsibility and accountability for the post-consumer stage of their products’ life cycle.

“To implement these regulations, the E-Waste Recycling Authority (ERA) serves as intermediary between industry and the government, with a particular focus on Waste Electrical Electronic Equipment and Lighting (WEEEL) - which includes electronic waste, lighting, and batteries,” the department explained.

Tackling waste

With the commemoration of e-Waste Day, the DFFE highlighted its efforts in managing electrical and electronic waste.

The department is tackling e-waste, amongst others by enforcing legislative and regulatory measures to contribute to pollution reduction, resource conservation and effective energy consumption.

“The department is strengthening enforcement action against Electrical and Electronic Equipment (EEE) producers that are not complying, including free riders. Thus far, 37 Pre-Compliance Notices have been issued to EEE producers. All producers of EEE are required to register with the Department to ensure that they are compliant.”

Currently, the department is considering comments that were received from the public on the draft Waste Electrical and Electronic Equipment (WEEE) National Management Policy.

“This policy aims to provide a robust, integrative, harmonising and comprehensive policy framework that leads to the safe and sustainable management of all WEEE in South Africa that is evidence-based, transparent and inclusive, therefore responding to the needs of all South Africans.

“The rationale of the draft WEEE National Management Policy is to outline the intention of the Government of the Republic of South Africa to address WEEE management in a way that yields triple-bottom-line benefits. The triple-bottom-line aims to create new economic opportunities; offer decent and safe working conditions; and ensure the protection of the environment and people who depend on it,” the department said.

This year’s international e-Waste Day is taking place under the “Join the e-Waste Hunt – Retrieve, Recycle and Revive”.

The theme encourages the public to recycle their e-waste and declutter their homes, hunt down forgotten electronics and take out unused electronics that have gained new life to their nearest e-Waste collection points. - SAnews.gov.za

South Africa Condemns the Bombardment of Lebanon

Israel's bombing of Lebanon is a serious violation of the territory of a sovereign state, and a grave violation of international law. The international community cannot afford to remain indifferent.

Israel hit central Beirut on Thursday, reportedly killing 22 civilians and injuring over 117 more, in the deadliest attack on the city centre since the war against Lebanon began. The strikes hit a densely packed residential neighbourhood of apartment buildings and small shops in the heart of the Lebanese capital. Israel had not previously struck the area, which is removed from Beirut's southern suburbs where Hezbollah's headquarters have been repeatedly bombed over the past weeks.

Israel launched ground incursions into southern Lebanon on September 30, where 10,400 peacekeepers are deployed under the command of a Spanish general. According to official Lebanese figures, nearly 2 000 people have been killed in Lebanon since October 2023, including more than a thousand since the start of Israeli strikes in the south and east of its territory, as well as in the southern suburbs of Beirut. The IDF is breaching the blue line constantly.

A senior UN official has told the UN Security Council that the safety of 10 400 UN peacekeepers in southern Lebanon is ‘increasingly in jeopardy' with Israeli forces having deliberately fired on their positions. South Africa underscores that attacks on peacekeepers are “a grave violation of international humanitarian law”.

Israel continues to violate international humanitarian law with impunity in Gaza.

It is imperative that the international community and the UN Security Council be consistent with the defence of international law and international humanitarian law.

South Africa calls for an immediate end to the bombing campaign as the longer the war continues, the higher the risk that the region will descend into a major military conflagration, presenting a grave threat to international peace and security.

Non-payment of invoices within 30 days “a violation of the public”

Non-payment of invoices within 30 days "a violation of the public"

Public Service Commission (PSC) Commissioner Anele Gxoyiya says the non-payment of invoices within 30 days remains a concern to the Commission, and that it is a violation of the public.

“Consequence management should be instituted against accounting officers who fail to pay service providers within 30 days upon receipt of an invoice,” Gxoyiya said.

Briefing media in Pretoria on Monday on the PSC’s Quarterly Bulletin covering the period 1 April - 30 June 2024, Gxoyiya said the National Treasury needs to urgently consider an overhaul in systems and policy for financial management within departments.

Gxoyiya said the total number of invoices older than 30 days and not paid by national departments amounted to 1 651 invoices, with a rand value of R97 million, as at the end of June 2024.

“According to National Treasury’s first quarter report for the 2024/25 financial year on late payments of supplier invoices, the number of invoices paid after 30 days by the national departments was 30 571, with the rand value of R1.7 billion, as at the end of the first quarter of the 2024/25 financial year.”

Gxoyiya said all national departments submitted their Exception Reports on the payment of supplier’s invoices to National Treasury, as required by National Treasury Instruction No. 34, during the first quarter of the 2024/25 financial year, which shows an average timeous submission rate of 85%.

“This, however, represents a regression of 2% when compared with the average timeous submission rate of 87% achieved in the fourth quarter of the 2023/24 financial year.

“Departments that consistently comply with this legislation are commended and departments that are appearing for the first time in this list are encouraged to continue and maintain this performance and pay all legitimate invoices from suppliers timeously or within 30 days as required by the Public Finance Management Act and its related prescripts,” Gxoyiya said.

Gxoyiya said the most common reasons provided by departments for the late and/or non-payment of invoices vary from misfiled, misplaced or unrecorded invoices to inadequate internal control deficiencies.

“National Treasury has since provided recommendations to assist departments in addressing the identified root causes for late and/or non-payment of invoices and to ensure improvement in compliance with the requirement to pay suppliers’ invoices within the prescribed period of 30 days,” he said.

Gxoyiya said timeous submission of Exception Reports by provincial departments remains a concern for provincial treasuries, as an average submission rate of 89% is recorded for the first quarter of the 2024/25 financial year.

This, according to Gxoyiya, represents a regression of 4% when compared with the average timeous submission rate of 93% achieved in the first quarter of the 2023/24 financial year.

“Provincial departments’ invoices paid after 30 days represents an average of 76% of the total, therefore, it is concerning when the same departments are not even submitting Exception Reports timeously,” Gxoyiya said. – SAnews.gov.za

SANRAL invests R27.1 billion in road infrastructure

Location: News

SANRAL invests R27.1 billion in road infrastructure

The South African National Roads Agency SOC Limited (SANRAL) spent R4.1 billion on toll roads, while expenditure on non-toll roads came in at R23 billion in the 2023/24 financial year.

Of the R23 billion that was spent on non-toll roads, R12.3 billion went towards capital projects and R10.7 billion on maintenance.

“The significant investments in both toll and non-toll roads underscore our dedication to enhancing South Africa’s road infrastructure, ensuring safer, more efficient mobility for all,” SANRAL CEO, Reginald Demana, said on Friday.

Looking at the financial performance, total assets stood at R772 billion, 17% up from the previous year, while both operating activities and investing activities increased by 23% and 7%, respectively.

Demana explained that many targets were not just achieved, but significantly exceeded.

“On an engineering level, we set out to resurface 1 200km of our network but had in fact achieved 1 984km. This is significantly up from 687.9km in the previous year and speaks to a robust commitment to maintenance and management of our assets,” Demana said.

While engineering is a core focus, SANRAL far exceeded its target for work on transformation, job creation, road safety and capacity creation.

Against a target of 75%, SANRAL achieved 99.6% on Routine Road Maintenance (RRM) work performed by Black-owned small, medium and micro enterprises (SMMEs).

The total target for the number of SMMEs participating in SANRAL projects was 1 800. SANRAL achieved 2 249, significantly up from 1 928 the previous year.

SANRAL had set out to create 12 000 full-time equivalent (FTE) jobs but had achieved 12 652, also up from 11 366 the previous year.

“Looking at the road ahead, SANRAL is on solid financial standing, with R87 billion allocated by National Treasury for the next three years.

“Borrowing capacity has increased to R16.5 billion, allowing for larger-scale project funding. The acceleration of spending on projects is resulting in reduced cash balances through faster project execution,” the agency said.

Demana attributed the achievement to steady operational and strategic growth.

“We are a growing organisation with an increasing network size that currently stands at 24 384 km, plus an additional 3 350 km of roads under assessment for transfer from provincial authorities.

“It has been a challenging year on many fronts, but we have risen to those challenges, guided by our unwavering commitment to infrastructure development that fosters economic growth and drives transformation.

“SANRAL’s role in creating opportunities, particularly for Black-owned enterprises, remains central to our mission. As we move forward, we will continue to ensure that our projects contribute meaningfully to job creation, community upliftment, and the economic empowerment of South Africans.

"Our dedication to these developmental outcomes is steadfast, and we will use our investments to catalyse positive change for generations to come,” the CEO said. -SAnews.gov.za

Ex-Eskom official convicted of fraud and corruption

Former Eskom Safety Risk Officer Thandi Ruth Magagula has been convicted of fraud and corruption in relation to the fraudulent awarding of contracts at the power utility.

According to the National Prosecuting Authority, Magagula pleaded guilty to seven counts of corruption and two of fraud.

She was subsequently convicted in the Middelburg Specialised Commercial Crimes Court under Section 17(1) of the Prevention and Combating of Corrupt Activities Act 12 of 2004.

“The offences stem from contracts valued at over R58 000 awarded to a company named Mantoza Engineering Projects CC during the period between April 2015, while Eskom employed Magagula and simultaneously served as a director of Mantoza Engineering Projects.

“Magagula failed to disclose her financial interest in the company to Eskom's management and continued to conduct business with the public entity while holding a directorship position,” the NPA said in a statement on Monday.

The matter has been postponed to 24 October for sentencing.

“This behaviour violated laws governing public officials and Eskom's conflict of interest policies During plea proceedings, Magagula was convicted in line with her admissions of guilt confirming her role in the corrupt activities.

“The NPA views this conviction as a significant step in the fight against corruption, particularly within critical public entities like Eskom. The NPA remains committed to holding individuals accountable for corrupt practices, reinforcing public service integrity,” the prosecutorial body concluded.

Last week Cabinet welcomed the arrest of six engineering firm directors accused of Black Economic Empowerment fronting and tender fraud of R400 million at Eskom and Sasol.

Alleged South African drug mule arrested in Ethiopia

Alleged South African drug mule arrested in Ethiopia

National Police Commissioner General Fannie Masemola has commended the collaboration between the South African Police Service (SAPS) Gauteng Counter Narcotics Intelligence unit and the Ethiopian Federal Police after a South African female suspected to be a drug trafficker was arrested in Addis Ababa, Ethiopia.

A team from the SAPS Gauteng counter narcotics covert unit flagged a 29-year-old South African woman, through SAPS Interpol, on suspicion that the woman was travelling to Brazil to collect drugs and fly back to South Africa via several countries.

The woman indeed travelled to Brazil from OR Tambo International Airport during the first week of October.

According to the drug trafficker’s itinerary, she was supposed to travel from Brazil, via Addis Ababa and via Sudan, and back to South Africa.

SAPS intelligence immediately notified the Ethiopian Federal Police about her movements.

“On arrival in Addis Ababa on Saturday, she was flagged and her luggage was checked, which confirmed that she was carrying 13kg of cocaine. She was immediately apprehended and is expected to be charged and appear in court in Ethiopia,” said a statement from the police.

Masemola applauded the determination and meticulous operationalisation of information by SAPS Gauteng intelligence, Interpol SA and the Ethiopian Federal Police.

“The cooperation between SAPS and the Ethiopian Federal Police must be commended. When African police organisations unite, more can and will be achieved by working together.

“We are stamping the authority of the State on a larger scale and sending out a clearer message that the long arm of the law will find you, no matter which route you utilise to try to traffic drugs into SA.

“We are intensifying our fight against transnational organised crime and the trafficking of drugs. SAPS intelligence is relentless in their pursuit to be one step ahead of criminals. This is commendable,” Masemola said.

The police said that through Interpol SA, SAPS Gauteng Counter Narcotics Covert Intelligence will work closely with the Ethiopian Federal Police to investigate the masterminds behind the consignment. – SAnews.gov.za

Improved sentiment is rooted in real economic progress – President

Location: News

Improved sentiment is rooted in real economic progress - President

With just over 100 days since the members of the Government of National Unity were sworn into office, President Cyril Ramaphosa says the county has witnessed a marked increase in confidence in the direction of the country.

In his weekly newsletter, the President noted that South Africans across various sectors were increasingly supporting government’s efforts, which is reflected in recent opinion polls.

One of the polls conducted by Ipsos revealed that the proportion of participants who believe the country is on the right track has doubled since the last surveys were conducted in April and June this year.

“There is also rising confidence in our country’s economic growth prospects by business and local and international investors. This was evident in the engagements I recently had with business leaders in Beijing and New York, and that Deputy President Paul Mashatile had with business leaders in London,” the President said.

In September, the Bureau of Economic Research and Rand Merchant Bank published its first Business Confidence Index since the formation of the new administration. It pointed to “cautious optimism” about improving business conditions in key economic sectors. It said improved electricity supply and political certainty following the elections had likely contributed to this improved business confidence.

“Sentiment is more than a ‘warm and fuzzy’ feeling. It is made possible by real developments in the economy and the country. Business confidence goes beyond discussion in boardrooms and conference halls.

“It is about the interest that is shown in our economy by all investors, both local and offshore. Sentiment has a direct impact on people’s lives as it can manifest itself in increased investments that can result in job creation,” the President said.

President Ramaphosa stressed that this rising confidence would have a tangible impact on the country’s fiscal health.

“Improved investment sentiment will benefit our country’s fiscus. A stronger economic outlook will improve South Africa’s credit rating, which in turn will facilitate greater access to global capital markets and lower our borrowing costs.

“When we spend less money on debt servicing costs, government has more space to increase its expenditure on building public infrastructure and providing education, healthcare, basic services and social support,” the President said.

President Ramaphosa noted that improved sentiment had strengthened the currency, lowering the cost of imports like oil, which in turn reduces fuel prices and the overall cost of living for South Africans.

“Increased business confidence attracts higher levels of private investment in the economy. When investors are more optimistic about their business prospects, they are more likely to invest more capital and expand their existing operations. Improved confidence also encourages the start-up of new businesses.

“More business activity creates more jobs and opportunities for our people. As businesses grow, they need to hire more employees and are able to increase wages,” the President said.

President Ramaphosa explained that when people feel secure in their jobs and income, they spend more, boosting economic activity and increasing government revenue.

He attributed the improved sentiment to the successful transition to the new administration, which enjoyed broad support and ongoing reforms that were addressing key economic and social challenges.

Another key development has been the country’s successful efforts to resolve the energy crisis.

“The country has had more than 200 days without load shedding. This has made a considerable difference to the lives of citizens and the operations of businesses. This work has also unlocked unprecedented levels of investment in the energy sector,” President Ramaphosa said.

Reforms in the logistics sector were also gaining momentum, with improvements in the operational performance of the nation’s port and rail networks. These advances are expected to boost not only economic activity but also the everyday lives of South Africans.

While President Ramaphosa acknowledged that economic growth has yet to accelerate, he expressed optimism that the government was laying a solid foundation for long-term progress.

“It is still early days for the Government of National Unity. The growth of our economy is still to pick up pace. However, a firm foundation is being laid, our growth prospects are being revised upwards and we are heading in the right direction,” the President said.

The President concluded by emphasising the importance of maintaining this momentum.

“It is clear that the improved confidence of the South African people and the positive sentiment among investors are well-founded.

“Our task now is to work together to further encourage hope and optimism by making a real and substantial difference in the lives of all South Africans," he said. – SAnews.gov.za

Minister attributes Eskom performance to hard work

Minister of Energy and Electricity, Dr Kgosientsho Ramokgopa, has lauded the performance of Eskom and its fleet over the past two months, as not a "miraculous” act but a testament to science, leadership and the workforce of the State-owned company.

Ramokgopa was speaking during a media briefing on the implementation of the Energy Action Plan, held at the Lethabo Power Station in the Free State on Monday.

On Sunday, the power utility marked 200 consecutive days of not implementing load shedding.

READ | Eskom records 200 consecutive days of no load shedding

“There was an effort to ensure that at a station level, we get people with the right skills, credentials, people with the opposite experience to be able to help us to resolve that challenge.

“[The team] identified about six stations that are responsible for about 70% of the losses. There’s a great deal of science that the board and the executive team applied in the resolution of this question. So, this is not an act of miracle (sic)…. It’s steeped in science and the team was able to fashion a cogent response,” he said.

He praised the leadership and ongoing efforts shown in all spheres to turn around the power utility.

“When we dissect these 200 consecutive days of no load shedding, there’s an appreciation that there are multiple elements – some not in your face – that contributed to this. [What] I want to put first and foremost is the issue around leadership.

“Someone had to be in the leadership of executing that. Leadership is key…[and] sacrosanct to the resolution of any problem.

Eskom is an exceptional template and illustration of what can be achieved if we were to invest in leadership,” Ramokgopa said, adding that tackling the load shedding question also required finding the right people with the right skills.

“What the team did was to ensure that all the critical vacancies are filled. The team could do that on the back of an Eskom that is performing but also on the back of the fiscal support that was received from National Treasury.

“Leadership stability and not just stability but appointing the right people with the right credentials and not only that, but ensure there’s alignment in relation to their credentials and where you assign to discharge their responsibilities,” he said.

Energy Availability Factor

Although the Minister praised the Eskom team, he warned that there is more work to be done to completely eradicate load shedding.

“When we come to a period in our life here in South Africa, and I suspect it will be very soon, where we stop celebrating and counting the number of 'no load shedding' days, then that will represent a major victory for us. The fact that we are celebrating this, it means that we [are] still in an awkward place. We are not necessarily out of the woods yet, so we will not tell any lies or claim easy victories.

“This generation recovery has not necessarily reached its full potential. We are on the right path and all matrices are pointing to a positive performance. In fact, we are far exceeding where we expected to be at this time. We still have an ambition of achieving that 70% [Energy Availability Factor] by 2025 and the team is on course to do exactly that,” Ramokgopa said. – SAnews.gov.za
