Benin to Contribute $2 Million to the African Development Fund

Location: News
African Development Bank Group (AfDB)

Benin joins six other African countries that contribute to ADF; 74 million people in Africa have benefitted from improvements in agriculture for food security through the Fund.

Benin has pledged $2 million to the next replenishment of the African Development Fund, the concessional window of the African Development Bank Group.

The country's Minister of Economy and Finance, Romuald Wadagni, made the announcement in Cotonou, at the opening session of the Mid-Term Review of the 16th Replenishment of the Fund.

It came shortly after the head of the African Development Bank Group, Dr Akinwumi Adesina invited Benin's President Patrice Talon to be a champion of ADF 17 and encouraged him to “pledge financial support.”

Announcing his country's pledge, Minister Wadagni said the African Development Fund was a trusted partner for low-income countries and recommended that each “recipient country demonstrates rigour and transparency.”

He said one of Benin's objectives was “to ensure that we can use the ADF instrument in the form of guarantees and raise money in order to benefit from its leverage effect.”

The current three-year financing cycle, which received a record $8.9 billion ends in 2025. Benin becomes the seventh African country to contribute, joining Algeria, Angola, the Democratic Republic of Congo, Egypt, Morocco and South Africa.

“Our ambition is encouraging more African countries to become state participants in the ADF,” said Adesina, citing Kenya's pledge of $20 million to ADF, announced last May by President William Ruto during the Annual Meetings of the African Development Bank Group in Nairobi.

He said the African Development Fund is providing Benin with $108.2 million towards general budget support for economic governance and private sector development program focused on improving the overall business climate, supporting agro-industrial sector and strengthening the development of Special Economic Zones, like Glo Gjigbe, that ADF delegates visited as part of the Mid Term Review program.

Across the continent, Adesina said the African Development Fund is achieving impactful and impressive results.

“15 million people have been provided with access to electricity. 74 million people have benefitted from improvements in agriculture for food security. 45 million people have benefitted from improved transport. And over 8,700 kilometers of roads have been built or rehabilitated,” said Adesina.

“I am proud of what this institution has achieved in its 50 years of existence,” he added, pointing out that the Fund has been ranked “the second-best concessional financing institution in the world for the quality of its development assistance.”

The Cotonou meeting was attended by ministers, representatives of donor and beneficiary member countries, the Bank Group's Board of Directors, senior management and staff.

Bafana Bafana to face Congo Brazzaville

Location: News

Bafana Bafana to face Congo Brazzaville

Bafana Bafana are all set to face Congo Brazzaville in tonight’s 2025 Africa Cup of Nations qualifier at the Nelson Mandela Bay Stadium in Ggeberha.

The South African senior men’s national team will host the Congolese at 7pm.

“The boyz [sic]  are ready,” Sport, Arts and Culture Minister, Gayton McKenzie, said in a social media post on X on Friday.

Bafana Bafana coach Hugo Broos said his team has prepared well in the last few days.

“I’m more comfortable now than I was in the beginning of our camp.

“Again, I saw a very hungry team this week. We trained very well this week; we prepared ourselves very well and this is something I like about this group. I think everybody was aware of the fact that our games against Uganda and South Sudan were not our best games, and that we were lucky to achieve those 4-on-6.

“And then you see the immediate reaction of the group, and it means we did a lot of progress also on that level, the mental level. After the performances of September, we will again motivate each other and be ready to have good results, two good results against Congo tomorrow and next week on Tuesday,” the coach said ahead of Friday’s game.

Captain Ronwen Williams said the spirit in the camp has been exceptional.

“There’s been a change in mentality, and you could see it this week in training. Once the team was together, the team spirit was there again,” said Williams.

In its statement, the South African Football Association (SAFA) said the visitors arrived in the Eastern Cape on Thursday afternoon and had their first training session at the match venue in the evening.

Following tonight’s match, Bafana Bafana will travel to Congo to play the return match on Tuesday, 15 October. -SAnews.gov.za

SA called to protect girl children

Location: News

SA called to protect girl children

President Cyril Ramaphosa has called on South Africans to protect, promote and respect the rights of girl children, as the world commemorates International Day of the Girl Child.

“On this day, we recognise the rights of girl children everywhere: their right to live, freedom and safety; their right to education and health care, their right to opportunity and above all, to be treated equally.

“Let us commit to protecting and nurturing our nation’s girl children. Together, let us, as South Africans, be aware of the rights of the children, and to respect them, and to protect them, and above all, to honour them. Let us build a country where every girl child can fulfil her potential and realise her dreams,” President Ramaphosa said on Friday.

He lamented that in many parts of the world, girl children are subjected to “gender apartheid”.

“In many parts of the world, girls face a terrible plight. They are victims of conflict, human trafficking and sexual violence. In places like Afghanistan, girls face the worst form of gender apartheid. They are denied the rights to education, freedom, as well as even having a voice.

“In some parts of the world, young girls are taken out of school early to work inside and outside their home,” the President said.

South Africa is committed to all global instruments aimed at the prosperity of girl children.

“South Africa is committed to upholding the United Nations Convention on the Rights of the Child and all global instruments to advance the rights of women and girls.

“Gender equality is enshrined in our Constitution. We have progressive laws to advance the rights of girl children to ensure that they have opportunities and to protect them from abuse and exploitation.

“I call on all South Africans to be part of the global effort to protect an advance the rights of girls,” said the President.

According to the United Nations (UN), International Day of the Girl Child “focuses attention on the need to address the challenges girls face and to promote girls’ empowerment and the fulfilment of their human rights”.

In December 2011, the UN General Assembly adopted Resolution 66/170 to declare 11 October as the International Day of the Girl Child. – SAnews.gov.za

CoGTA reflects on 100 days in office

Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa, says while much progress has been achieved in the first 100 days of office, the work is far from complete.

Hlabisa, who was sworn in as the CoGTA Minister just over three months ago, said while the foundation has been laid in his portfolio, a significant journey lies ahead to address the deep-rooted challenges facing municipalities, local governance and service delivery across the country, as well as strengthening relations with traditional leaders.

The department said the Minister was determined to continue driving real, lasting improvements for the future.

“From improving infrastructure and governance systems, to enhancing cooperative governance and ensuring accountability, the Minister continues to drive forward a robust, inclusive agenda to ensure that every municipality works and delivers essential services to its citizens,” the department said.

Yesterday marked 100 days since retired Chief Justice Raymond Zondo presided over the swearing-in ceremony of the new Cabinet of the Government of National Unity (GNU).

READ | GNU Cabinet announced

The swearing-in ushered in the leadership, headed by Hlabisa, alongside Deputy Ministers Dr Namane Dickson Masemola and Prince Burns Ncamashe.

“The first order of business of the new leadership was to thoroughly review reports from our predecessors and engage a broad range of key stakeholders… These engagements have driven the sector closer to delivering on its mandates,” the department said.

In June this year, the department presented its Budget Vote, led by Hlabisa, which touched on the mandate to improve coordination across the three spheres of government in aid of integrated planning, implementation and monitoring that underpins the principles of a capable and developmental State.

“This mandate, we believe, is the cornerstone that will drive the country to a developmental, efficient and ethical local government that can impact the lives of citizens positively. Key priorities include stabilising local government, strengthening cooperative governance, and aligning responsibilities across all spheres of government.

“Additionally, the traditional leadership's role in governance is under active review, with a focus on deepening their integration into the national framework.”

In addition, the leaders have engaged with officials, local government and traditional leaders to enhance coordination across all levels, in line with the District Development Model (DDM).

Meanwhile, the department said it remains committed to serving the people of South Africa as part of the seventh administration under the ‘Every Municipality Must Work’ theme.

“The initial milestones achieved in the first 100 days serve as catalysts for the comprehensive reforms that are still to come.” – SAnews.gov.za

Majodina to participate in Africa and Cairo Water Weeks

Location: News

Majodina to participate in Africa and Cairo Water Weeks

Water and Sanitation Minister Pemmy Majodina is set to participate in the 9th Africa Water Week (AWW) and 7th Cairo Water Week (CWW) from Sunday.

The session will be held from Sunday, 13 October to Thursday, 17 October in Cairo, Egypt.

The 9th edition of the Africa Water Week will this year be held jointly with the Cairo Water Week, hosted by the government of the Arab Republic of Egypt, through the Ministry of Water Resources and Irrigation.

The Africa Water Week is an African Ministers' Council on Water (AMCOW) flagship initiative to facilitate the dissemination, sharing, networking and brokering of knowledge and information on water management and Water, Sanitation and Hygiene (WASH) services provision in Africa.

Since the establishment of the AWW, participants have included Ministers and representatives responsible for water affairs in Africa; development partners and civil society organisations from Africa and beyond.

Held under the theme “Placing Water and Sanitation at the Heart of Achieving Agenda 2063: The Africa We Want, “Africa Water Week will have three running sub-themes.

The sub-themes include financing, investments and resource mobilisation; water supply, sanitation, hygiene, and wastewater; and water infrastructure for economic production, climate resilience, and disaster risk reduction.

“With less than two years before the end of the Africa Water Vision 2025, the 9th Africa Water Week aims to evaluate progress made in implementing the vision, consolidate the gains and derive lessons for the future,” Majodina said.

Meanwhile, the Cairo Water Week to be held under the theme “Water and Climate: Building Resilient Communities” aims to explore the intricate relationship between water and climate, emphasising their collective impact on community resilience.

Discussions will extend beyond recognition, delving into the need for sustainable and adaptive practices that fortify communities against the challenges of climate change and water scarcity.

Climate change

As part of the event, various related sub-themes and sub-topics will be explored in plenary and technical sessions organised by international and regional organisations.

Majodina said government is standing at a defining moment as climate change is a lead conversation with rising sea levels that increase chances of floods, its impact on droughts and changing weather patterns that force changes in agricultural productions.
She said the impacts are global, hence the importance of the Cairo Water Week Theme.

“As a country, we are constantly working towards Goal Six of the Sustainable Development Goal (SDG), which aims to ensure the availability and sustainable management of water and sanitation for all. I look forward to engaging with my counterparts from across the continent and learning from their work and taking some of the lessons home,” Majodina said.

During her visit, Majodina will attend high-level plenary sessions and will be meeting with her Egyptian counterpart, Water Resources and Irrigation Minister, Professor Hani Sewilam.

The Minister will also be delivering keynote addresses at sessions convened by Water and Sanitation on the African Transboundary Management Benchmarking and Youth, Gender and Social Inclusion workshop, among others.

The Youth, Gender and Social Inclusion Strategy is aimed at addressing power imbalances and social inequalities based on various social identities.

Taking an action-oriented, and youth and women-led approach; it is improving the terms on which individuals and groups take part in society - improving the ability, opportunity, and dignity of those who have been disadvantaged based on their identity. – SAnews.gov.za

President Cyril Ramaphosa offers his deep condolences to the family and former colleagues of former Judge Willem Heath who passed away at the age of 79.

Judge Heath, a graduate of the University of Pretoria, served as a prosecutor in the early years of his career before practising as an advocate and later becoming a Judge of the High Court.

From 1995 to 1997, he chaired a Commission of Inquiry into corruption, fraud and maladministration in the Eastern Cape.

One of the outcomes of the Commission was the establishment by President Nelson Mandela of the Special Investigating Unit as an independent agency of government that investigates corruption and maladministration in state institutions.

President Mandela appointed Judge Heath, who had played an instrumental role in dradting the Special Investigating Unit and Special Tribunals Act, as the first head of the unit.

President Ramaphosa said: “Judge Willem Heath will be remembered as an early architect of government's anti-corruption architecture and a pioneer in the efforts, early in the life of our democracy, to rid the state and society of corruption and maladaministration.

“May his soul rest in peace.”

NPA declines to prosecute in Phala Phala case

NPA declines to prosecute in Phala Phala case

The National Prosecuting Authority (NPA) has taken a decision not to prosecute anyone in relation to the Phala Phala case.

The decision was taken by Limpopo Director of Public Prosecutions (DPP), Advocate Mukhali Ivy Thenga.

“This decision follows a comprehensive investigation process that was conducted by the Directorate for Priority Crimes Investigation [DPCI] following a complaint laid by Mr Arthur Fraser with the South African Police Service [SAPS].

“The criminal complaint was registered against the President of the Republic of South Africa, Mr Matamela Cyril Ramaphosa,” the NPA said in a statement.

READ | President Ramaphosa committed to cooperate with authorities in Phala Phala matter

According to the statement, the decision not to prosecute was taken by Thenga after a “careful assessment of all available evidence presented to the prosecutors by the DPCI”.

“She concluded that there is no reasonable prospect of a successful prosecution based on evidence contained in the docket.

“The DPP made her decision in line with the Prosecution Policy of the NPA, which states that a prosecutor, in deciding whether to institute criminal proceedings against an accused person, must assess whether there is sufficient and admissible evidence to provide a reasonable prospect of a successful prosecution.

“Various factors must be considered when the prosecutor evaluates evidence, notably (i) the strength of the case for the State, (ii) the availability of evidence, (iii) whether the State witnesses are likely to be credible, (iv) the admissibility of evidence, (v) the reliability of evidence, and (vi) the strength of the case for the defence,” the NPA said.

The prosecutorial body explained that a criminal complaint requested an investigation into the “conduct of the President and that of Major General Wally Roode, alleging that it amounted to the commission of money laundering and corruption”.

“The investigations also covered any possible contravention of the lncome Tax Act 58 of 1962 and Exchange Control Regulation 1962. This was subsequent to the break-in and theft of an undisclosed amount of US dollars at Phala Phala Farm, Bela Bela, Limpopo,” the NPA said. – SAnews.gov.za

DPSA urged to consider eDisclosure system for municipalities

Cabinet has urged the Department of Public Service and Administration (DPSA) to consider piloting the eDisclosure system for municipalities.

This as Cabinet received a report of the completion of lifestyle audits by members of the Senior Management Service (SMS) in the public service.

“Cabinet was briefed on the progress with the completion of e-Disclosures by members of the SMS and commended the progress that included full compliance by 147 out of a total 160 national and provincial departments and noted investigations underway for the non-compliant members, " Minister in The Presidency Khumbudzo Ntshavheni said on Thursday in Pretoria, during a media briefing, following Cabinet's regular meeting on Wednesday.

The system is used by designated employees to disclose their financial interests.

In June 2021, the Minister for the Public Service and Administration issued a Directive on other categories of employees designated to disclose their financial interests and the form, date, and financial interests to be disclosed.

In January 2018, the Minister issued a Directive on the form to be used by SMS members and heads of departments to disclose their financial interests.

In terms of the two Directives, designated employees must use the electronic (eDisclosure) system to disclose their financial interests

SA Petroleum Company Bill to be submitted to Parliament

Cabinet has approved the submission of the South African National Petroleum Company (SANPC) Bill of 2024 to Parliament.

The Bill provides for the establishment of a state-owned company, giving effect to the Cabinet decision of 10 June 2020 to merge PetroSA, South African Gas Development Company (iGas) and the Strategic Fuel Fund Association.

“Local refining capacity in South Africa is largely held by international oil companies (IOC), which poses a risk to security of liquid fuels as IOCs are shutting down refineries.

“The proposed Bill positions the company as the national champion that will hold oil and gas exploration rights on its own and hold shares through State carry method in privately held rights,” Minister in The Presidency Khumbudzo Ntshavheni said on Thursday in Pretoria during a media briefing.

In addition, Cabinet has approved the publication of the draft Petroleum Products Bill for public comments.

“The purpose of the Bill is to ensure security of petroleum products and orderly development of the petroleum products sector, including the introduction of modern, cleaner products and renewable components which will improve the energy mix.

“The Bill will contribute towards the government priorities on economic transformation and job creation in the South African petroleum products sector governance and will address several concerns that were raised in relation to the administration of the Petroleum Products Act, 1977 (Act 120 of 1977),” the Minister said.

Meanwhile, Cabinet has approved the submission of the draft Mine Health and Safety Amendment Bill to Parliament.

“The draft Bill seeks to amend the Mine Health and Safety Act, 1996 (Act 29 of 1996) by streamlining administrative processes, strengthening enforcement provisions, reinforcing offences and penalties, and amending certain definitions.

“The draft Bill will, among others, guarantee that health and safety standards are effectively implemented, enforced and improved in mines, thereby reducing fatalities, injuries and occupational diseases,” the Minister said. - SAnews.gov.za

African Energy Week (AEW) 2024 National Oil Companies (NOC) Lineup to Unlock Project, Partnership Opportunities in Oil and Gas

Location: News
African Energy Chamber

African energy demand is projected to more than double by 2050, with fossil fuels anticipated to account for up to 60% of the continent's energy mix by 2040. This trend highlights the growing importance oil and gas will continue to hold in Africa. In partnership with international oil companies and private E&P firms, the continent's national oil companies (NOC) are responding to this projection by prioritizing fast-tracked project development, promoting collaborative exploration and production to bring new reserves online.

The upcoming African Energy Week (AEW): Invest in African Energy conference – scheduled for November 4-8 in Cape Town – features a strong lineup of African and global national oil companies (NOC). This lineup reflects a strong intention by NOCs to collaborate, unlock additional reserves and drive oil and gas projects forward across both emerging and mature markets in Africa.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit http://www.AECWeek.com for more information about this exciting event.

Southern Africa has yielded some of Africa's biggest oil and gas finds in recent years. Namibia – which featured a string of offshore finds since 2022 – has rapidly emerged as an oil and gas hotspot, with Galp Energias' Mopane discovery estimated to hold 10 billion barrels alone. In South Africa, the 2019 Brulpadda discovery accounted for 10% of the overall discovered volumes in Africa that year while the Luiperd find accounted for 80% of the continent's volumes discovered in 2020. Mature producers such as Angola also continue to unlock additional reserves, with ExxonMobil announcing a discovery at the Likember-01 research well in Block 15 this year. At AEW: Invest in African Energy 2024, Angola's NOC Sonangol, Namibia's NAMCOR and South Africa's SANPC will speak on these discoveries and future opportunities.

East Africa is one of the world's final frontiers for oil and gas exploration, with major discoveries made in recent years showcasing the potential for billion-barrel projects. In exploration, offshore basins in Tanzania have shown trillions of cubic feet of gas while onshore acreage in Uganda holds the promise of new oil supplies. While various cross-border infrastructure projects, LNG facilities and field developments are underway, the region offers significant potential for exploration. During AEW: Invest in African Energy 2024, East African NOCs including the Tanzania Petroleum Development Corporation; Uganda National Oil Company; and National Oil Company of Malawi will unpack this potential, sharing insight into ongoing projects and untapped investment opportunities.

Contrastingly, West Africa holds some of the biggest oil and gas producing markets on the continent. These include the Republic of Congo – which is diversifying its energy matric through billion-dollar gas investments; Equatorial Guinea – which is diversifying LNG feedstock through agreements signed with regional neighbors; and Gabon – which aims to boost production to 220,000 barrels per day. Concurrently, markets such as Cameroon, Liberia and Ivory Coast hold strategic potential for exploration firms, with recent finds underscoring opportunities in frontier drilling. At AEW: Invest in African Energy 2024, NOCs to the likes of Société nationale des pétroles du Congo; GEPetrol; Gabon Oil Company; and Ghana National Petroleum Corporation are participating. Additionally, the National Hydrocarbons Corporation of Cameroon; the National Oil Company of Liberia; and Petroci have joined.

While West African countries account for a large share of African hydrocarbon production, the same can be said for North Africa, with Algeria representing the largest natural gas producer in Africa. The country's production measured over 100 billion cubic meters (bcm) in 2023, with ambitions to exceed 200 bcm in production over the next five years. During 2024, up to 8 oil and gas discoveries have been made, with the NOC Sonatrach signing several exploration agreements with the likes of TotalEnergies, ExxonMobil and more to unlock additional basins. Sonatrach is participating at AEW: Invest in African Energy 2024.

In addition to African NOCs, global counterparts including the respective NOCs of Saudi Arabia and Azerbaijan have also joined the conference to discuss investment opportunities, future collaborations and how knowledge-sharing can support the next generation of oil and gas projects. Saudi Aramco, for example, which represents one of the biggest gas producers worldwide, offers a wealth of expertise for African NOCs. Similarly, the National Oil Company of the Azerbaijan Republic, an expert in refining and infrastructure development, stands ready to support Africa as it scales-up domestic refining capacity.

Water curtailment implemented throughout eThekwini

Location: News

Water curtailment implemented throughout eThekwini

The uMngeni-uThukela Water Board has implemented water curtailment throughout eThekwini Municipality, effective from today, to reduce the volume of water abstracted from the uMngeni system.

This follows a recent announcement made jointly by eThekwini Municipality Mayor, Cyril Xaba and the uMngeni-uThukela Water Board.

The water curtailment is being implemented at the directive of the Department of Water and Sanitation, which issued a notice to uMngeni-uThukela Water Board to reduce the volume of water abstracted from the uMngeni system to their licensed volumes of 470 million megalitres per annum (m3/annum), meaning a reduction on the current sales and abstraction volume of 8.4%.

Xaba said the curtailment is aimed at enabling continued water availability, including during periods of below-average rainfall.

“The risk of not enforcing the abstraction limit is that should a drought occur, there would not be sufficient water in the system for uMngeni-uThukela Water to continue providing the eThekwini Municipality with a reliable water supply,” Xaba said.

Xaba emphasised that the water curtailment is not water shedding, where there is a schedule for water cuts at certain times.

“The purpose of the water curtailment is to avoid water shedding by bringing down the total volume used in a controlled manner,” Xaba said.

The mayor reiterated his call to eThekwini residents to use water sparingly to assist in reducing high water consumption.

“The demand for water in eThekwini far outstrips supply, and we continue to plead with all stakeholders - both our residential and business customers - to work with us to address this challenge. Some of the contributing factors to the high-water usage include rapid urbanisation, and aging infrastructure, which causes water leaks and illegal connections,” Xaba said.

The average water consumption in eThekwini is very high, as it is between 270 and 298 litres per capita (person) per day (l/c/d), compared to the international average of 173 l/c/d.

Xaba said the curtailment is expected to be implemented for a period of 12 months, and during this process, the city’s teams will be monitoring the system and manage excessive water demand.

In ensuring that residents are not adversely affected, the city will be implementing the following interventions:
•    Installation of restrictors in water metres to all consumers.
•    Pressure reduction in the reticulation network.
•    Metering all unmetered consumers.
•    Improving turnaround time in repairing leaks and pipe bursts through deployment of ward-based plumbers.
•    Community education in water conservation.
•    Disconnection of illegal connections. – SAnews.gov.za

More tributes for former Judge Heath

Head of the Special Investigating Unit (SIU), Advocate Andy Mothibi, has expressed condolences to the family and friends of former Judge Willem Heath, following his death this week.

Heath served as the first head of the corruption busting unit. The SIU's foundation can be traced back to 1995 when former Judge Heath led the Heath Commission of Inquiry. The commission’s groundbreaking work revealed a critical gap in law enforcement, highlighting the need for a permanent body to address fraud, corruption, and maladministration - a role the SIU continues to fulfil today.

Under Heath’s leadership, the Heath Commission investigated incidents of fraud, corruption, and maladministration in the Eastern Cape, earning widespread recognition for its achievements. His leadership helped establish a strong stance against corruption and introduced proactive measures to safeguard State resources, solidifying the SIU's role as a guardian of the public purse.

Heath began his career as a prosecutor before establishing a successful private practice, where he made significant contributions to the legal field. Appointed by former President Nelson Mandela in 1995, he played a pivotal role in establishing the Special Investigating Unit (SIU), one of the country’s foremost corruption-fighting agencies.

Under his stewardship, the SIU undertook critical investigations that set new benchmarks for public sector accountability, ensuring that justice and integrity prevailed.

“Former Judge Heath’s unwavering dedication to eradicating corruption and upholding the rule of law has left an indelible mark on our nation’s judiciary and public life.

“As the SIU, we will carry forward Judge Heath’s legacy and values and pledge to uphold the principles of fairness and accountability that the late judge championed throughout his career. His wisdom, fairness, and steadfast commitment to justice will be deeply missed by the members of the SIU, the legal fraternity, and the entire country,” Mothibi said.

The unit paid homage to Heath as a “pivotal figure in the fight against corruption” and for laying the foundation for the formation of the SIU.

“Former Judge Heath, often referred to as ‘the people’s judge’, was approached by former President Nelson Mandela and the then-Minister of Justice, Dullah Omar, to assist the Department of Justice and the Office of the State Law Advisor in drafting the Special Investigating Units and Special Tribunals Act. He subsequently became the inaugural head of the SIU.

“Under former Judge Heath’s leadership, the Heath Commission investigated incidents of fraud, corruption, and maladministration in the Eastern Cape, earning widespread recognition for its achievements.

“His leadership helped establish a strong stance against corruption and introduced proactive measures to safeguard state resources, solidifying the SIU's role as a guardian of the public purse,” the SIU said. – SAnews.gov.za

Warning against consumption of raw water amid cholera bacteria

Warning against consumption of raw water amid cholera bacteria

The Department of Water and Sanitation has warned communities and water users along the Harts and Vaal Rivers in North West and Northern Cape to be careful when using raw, or untreated water from the rivers.

The warning comes after a routine raw water sampling in September from five sites, including Wentzel Dam, Schweizer Reneke, Christiana, Barkley West Caravan Park and Douglas weir, which indicated the presence of cholera.

“Communities are advised not to drink or come into contact with the raw water from the rivers. Follow up sampling on the river is in process and will indicate extent and area of caution,” the department said.

The department said communities under the Dr Ruth Segomotsi Mopati, Francis Baard and Pixley ka Seme District Municipalities as well as the water services authorities in the area have been requested to take extra care in the water treatment process, disinfection and chlorination of the water.

The chlorination of water is effective in safeguarding water from the risk of cholera.

The department said the Naledi, Greater Taung, Leekwa Teemane, Magareng, Dikgatlong Sol Plaatje, Siyacuma and Phokwane Municipalities treat water from the rivers to ensure it is safe for consumption.

“Water is tested to ensure safe drinking water [and] water not meeting the required standard would not be supplied for drinking and domestic use. The Vaal River is a ‘workhorse river’ serving the Gauteng, Free State, Northwest and Northern Cape provinces supplying water to various users for domestic, industrial, mine and agricultural use that contribute to nutrients in the river.

“All possible pollution sources from Bloemhof Dam to Douglas are considered, specifically from the discharge of wastewater treatment works. The required compliance monitoring and enforcement activities will continue to ensure compliance,” the department said.

The department reiterated that rivers, including dams and streams, containing raw or untreated water are not suitable for human consumption.

“We therefore urge members of the public to avoid consuming untreated water sourced from such water bodies unless it is first disinfected. The National Institute for Communicable Diseases (NICD) has also set out guidelines that should be followed regarding safe drinking water.

“The municipalities are encouraged to instruct water users to boil their water for drinking purposes as extra safety precaution where the results from the laboratory or operational monitoring may indicate a risk,” the department said. – SAnews.gov.za

President Ramaphosa to lead Presidential Imbizo in KZN

President Cyril Ramaphosa is expected to lead the second District Development Model (DDM) Presidential Imbizo under the Government of National Unity (GNU), in Umgababa, in KwaZulu-Natal.

The imbizo that is scheduled for Friday, 8 November, will be held at the Umnini Sportsfield in Ward 98.

“Cabinet calls on residents of Umgababa and surrounding areas to join the imbizo and engage their public representatives on solutions to challenges in their community and find ways to improve service delivery,” said Cabinet in a statement on Thursday.

Cabinet adopted the DDM in August 2019.

The DDM is an integrated planning model for cooperative governance which seeks to be a new integrated, district-based, service delivery approach aimed at fast-tracking service delivery. It also seeks to ensure that municipalities are adequately supported and resourced to carry out their mandate.

The first Presidential Imbizo of the seventh administration was held in Tsakane in Gauteng in August.

The Presidential Imbizo is where leaders from all three spheres of government interact with residents on service delivery challenges, which communities have brought to government’s attention, as well as plans for the development of this district.

Cabinet commends labour law compliance operations

Cabinet has commended intensified joint inspection efforts, led by the Department of Employment and Labour (DEL), to ensure that employers comply with recruitment requirements.

“Since the beginning of the seventh administration, the Department of Employment and  Labour has issued fines worth more than R10 million to errant employers within the hospitality industry, who continue to employ undocumented immigrants,” Minister in The Presidency, Khumbudzo Ntshavheni, said on Thursday during a media briefing in Pretoria.

These inspections are similar to those being conducted in the trucking industry to ensure that employers uphold the provisions of the Basic Conditions of Employment Act, 1997 (Act 75 of 1997).

"The inspections also revealed instances of non-compliance to labour laws, including the underpayment of wages, unlawful deductions, and inadequate health and safety measures in the workplace," the Minister said.

Furthermore, Cabinet welcomed the increase in the budget for the Temporary Employer-Employee Relief Scheme (TERS) from R400 million to R2.4 billion in the current financial year.

Over a hundred informal traders to receive equipment

Minister of Small Business Development Stella Ndabeni-Abrahams will on Thursday handover machinery and equipment to 104 business owners in Greater Tzaneen in the Limpopo province.

“This equipment comes from the various programmes offered by the Department of Small Business Development and its agencies. It is from the Asset Assist Programme (AAP), Cooperatives Development Support Programme (CDSP) and the Informal and Micro Enterprise Development (IMEDP),” the Department of Small Business Development said.

Ndabeni-Abrahams will be accompanied by her Deputy Minister, Jane Sithole, during the handover to the beneficiaries of the IMEDP, which is a 100% grant offered to informal traders.

“Their mission is to handover machinery and equipment to business owners from the region. Informal and Micro enterprises have been promised these implements and this is a promise to be kept.

“The AAP is designed to provide Micro-, Small and Medium-sized Enterprises (MSMEs) with essential business assets, financial guidance, and expert advisory services. This initiative is vital for ensuring that small businesses have the tools they need to succeed and contribute to economic growth,” the department said.

The CDSP offers blended financing to eligible cooperatives, combining grants and loans to support activities such as the purchase of machinery, equipment, and infrastructure.

Heath died in Cape Town on Thursday.

“Judge Willem Hendrik Heath embodied the highest principles of justice and integrity. His relentless fight against corruption established a gold standard for accountability in South Africa, leaving an indelible mark on our legal landscape. We have lost a remarkable advocate for transparency and good governance.

“On behalf of the Ministry, we extend our heartfelt condolences to Judge Heath's family, the Judiciary, his friends, and colleagues. His lasting impact on the legal landscape and his relentless pursuit of justice will always be remembered. May his soul rest in eternal peace,” Justice and Constitutional Development Minister Thembi Simelane said.

The Ministry hailed Heath’s contribution to the South African law fraternity.

“The Ministry…expresses profound sorrow at the passing of Judge Willem Hendrik Heath, a distinguished legal figure whose unwavering commitment to combating corruption and maladministration will resonate throughout South Africa’s history.

“Judge Heath began his career as a prosecutor before establishing a successful private practice, where he made significant contributions to the legal field.

Call for calm following deaths of children in Soweto

Location: News

Call for calm following deaths of children in Soweto

Gauteng MEC of Finance and Economic Development, Lebogang Maile, has called for calm in Naledi, Soweto, following reports of angry community members looting, destroying and shutting down foreign owned shops in the area.

This after the death of at least five children allegedly after they ate food from a local spaza shop.

“I will visit the affected areas this coming weekend to interact with spaza shop owners and informal traders.

“We don't want lawlessness in Gauteng and people should not take the law into their own hands. We will intensify the Qondis' Ishishini Lakho – Fix Your Business campaign, as a powerful instrument to crack down on non-complaint businesses across the province, especially in townships,” Maile said.

Commenting on the same incident, the Gauteng Office of Consumer Affairs (GOCA) expressed concern regarding the quality of food sold at spaza shops in the townships.

Last month, the Gauteng Health Department revealed that some 207 incidents of food poisoning affecting children had been reported since February this year – resulting in the deaths of at least 10 children.

“GOCA…expresses concern about the sale of sub-standard foodstuff in our communities as they put the health and lives of consumers at risk.  It is for this reason that the Gauteng Department of Economic Development, of which GOCA is a unit, launched the Qondis’ Ishishini Lakho — Fix Your Business compliance campaign in Thembisa last month, to encourage businesses to comply with consumer laws and regulations.

“This ongoing multi-stakeholder compliance campaign ensures that all possible areas of non-compliance are monitored. Compliance notices are issued, and fines are levied against businesses that are found to be violating consumer laws and health regulations,” GOCA said in a statement.

The entity said it visited the area on Tuesday following the tragedy.

“While some shops in the neighbourhood have since been shut down by the community, the cause of death is yet to be established, and an investigation is currently underway. GOCA pleads for calm and urges the community to allow the investigation to take its course,” the statement read.

GOCA urged community members to report safety issues they may have in regard to food sold in their areas.
“If consumers suspect that the food they consumed was not in a condition to be sold or consumed, they should report the matter to environmental health practitioners [Municipal Health Services] at their nearest municipality for food testing.

“The matter should also be escalated to the GOCA so that compliance monitoring inspections can be conducted in that area, in collaboration with law enforcement and the National Consumer Commission [NCC] to proactively investigate the matters and penalise those who contravene consumer protection laws.

“The CPA is clear that suppliers are liable for harm caused to consumers by supplying unsafe or defective foodstuffs. Suppliers must provide food of good quality, that is in good condition and free from any defects. Consumers should demand quality by returning to the supplier goods or foodstuff if there are defects, to avoid health risks,” GOCA said. – SAnews.gov.za

Limpopo police on a manhunt for two alleged rapists

Limpopo police on a manhunt for two alleged rapists

The Burgersfort Family Violence, Child Protection and Sexual Offenses (FCS) Unit has intensified a manhunt for two unknown male suspects who allegedly raped an elderly woman in the Mecklenburg policing area on Monday morning at about 01:00.

It is alleged that the 71-year-old victim was asleep at her residence at Ga-Mashishi village, inside a consultation room, when she heard someone knocking on the window asking for her assistance. The victim is a practising traditional healer.

She then told him that it was late but the suspect forcefully opened the door and entered the house, accompanied by an unknown male.

The duo threatened to kill the elderly woman and dragged her to another room inside the yard and repeatedly raped her. One suspect is said to have left his accomplice with the victim.

The suspect seemingly fell asleep and the victim managed to escape from the room to seek assistance from her neighbours.

The perpetrators managed to flee the scene to evade arrest and the victim was later taken to a local hospital for medical examination.

The Provincial Police Commissioner in Limpopo, Lieutenant General Thembi Hadebe, has strongly condemned the incident and ordered the police to make use of the available resources to search for the suspects and bring them to book.

Anyone with information that can assist with the investigations is urged to contact the Investigating Officer, Constable Mildred Mabotsa, on 083 491 6337. Alternatively, they can call the crime stop number, 08600 10111, or their nearest police station or visit the MySAPSApp. – SAnews.gov.za

DPWI Minister reflects on 100 days in office

DPWI Minister reflects on 100 days in office

Public Works and Infrastructure Minister Dean Macpherson has reflected on the work done in his department since coming into office 100 days ago.

The Minister’s focus has been on building a firm foundation in order to turn the country into a construction site and use public assets for public good.

Macpherson was appointed Minister of Public Works and Infrastructure on 3 July 2024.

Measures the Minister has implemented over the past three months include:

  • Reforming and strengthening the role of Infrastructure South Africa to become a single point of entry for all priority infrastructure projects to ensure that they are completed on time and within budget.
  • Meeting with a large number of financial institutions, technical advisory and construction specialists to drive new interest in the country’s construction book.
  • Tackling maladministration and corruption head-on by launching investigations into failed public sector construction projects, such as the nearly R1 billion that was spent on the Telkom Building projects in Tshwane.
  • Working with municipalities such as Tshwane, eThekwini and Cape Town to establish technical task teams between the cities and the department to address problem State-owned buildings, and to work together to use State assets for the public good.
  • Finalising two orders in Cape Town to remove people who have invaded State-owned properties at the Castle of Good Hope and the Waterloo properties to ensure the properties are used for the public good.
  • Tackling the construction mafia by organising an urgent summit in KwaZulu-Natal to develop a comprehensive response to the construction mafia with Ministers in the law enforcement cluster, and Public Works Members of the Executive Council (MECs) across the country.
  • Improving oversight of property management by moving the Prestige Unit, which was responsible for the Nkandla scandal, back to Director General’s office, and removing the ability of officials to spend up to R20 million without Accounting Officer approval.

The Minister said while a lot of progress has been made to bring stability to the department, these efforts need to be accelerated to turn the country into a construction site and use public assets for public good in order to grow the economy and create jobs.

“South Africans urgently need to start seeing the fruits of our interventions. I applaud the government officials and stakeholders in both the public and private sector, who have worked tirelessly with me over the past three months. There is truly a new energy within the department to deliver on our mandate.

“In the weeks and months ahead, we need to expedite our efforts to ensure that we get shovels into the ground, so that communities across the country can see the fruits of our work in practice.

“In the weeks and months to come, there will continue to be difficult decisions we have to make, but the choices we make today will be to our advantage in the future,” the Minister said. – SAnews.gov.za
