NCOP constitutes key committees

Location: News

NCOP constitutes key committees

The Rules Committee of the National Council of Provinces (NCOP) has appointed members to constitute the Select Committees, Subcommittee on the Review of the Council Rules and the Programming Committee of the seventh Parliament.

During its first meeting held on Wednesday, the Committee also agreed to reduce the number of its Select Committees to 10 instead of the previous 11 of the sixth Parliament.

“These Select Committees are the engine room of the NCOP, as they are responsible for overseeing the performance of various government departments. Select committees are also crucial in ensuring consistent focus on provincial issues,” the Committee said in a statement.

The Rules Committee said the decision to reduce the number of Select Committees to 10 will now mean that the Social Cluster will have two committees.

“The Select Committee on Education and Technology, Sports, Arts and Culture will oversee the Departments of Basic Education, Higher Education, Science and Technology, Communications and Digital Technologies, and Sports, Arts and Culture.

“The Select Committee on Social Services will oversee the Departments of Health, Social Development, Women, Youth Development and Persons with Disabilities, and Statistics South Africa,” the Committee explained.

The Committee also announced that Governance Cluster will comprise two committees, including the Select Committee on Public Infrastructure, overseeing the work of the Departments of Public Works and Infrastructure, Transport, Planning, Monitoring and Evaluation and the Select Committee on Cooperative Governance and Public Administration.

The committees will also overseeing the Departments of Co-operative Governance and Traditional Affairs, Public Service and Administration, Human Settlements, and Water and Sanitation.

“The Security Cluster has two committees, namely, the Select Committee on Security and Justice, overseeing the Departments of Police, Justice and Correctional Services, Defence and Military Veterans, Home Affairs, State Security, and International Relations and Co-operation, and the Select Committee on Public Petitions and Executive Undertakings,” the Committee said.

The Economic Cluster will include the Select Committee on Economic Development and Trade, overseeing the Departments of Economic Development, Trade, Industry and Competition, Small Business Development and Tourism, Employment and Labour, and Public Enterprises and the Select Committee on Land and Mineral Resources, overseeing the Departments of Agriculture, Land Reform and Rural Development, Environment, Forestry and Fisheries, Mineral Resources and Energy, and Electricity.

The Finance Cluster has the Select Committee on Finance and the Select Committee on Appropriations to oversee the Treasury.

Elections on four NCOP vacancies scheduled for next week

Meanwhile, the elections to fill the four vacancies in the NCOP for Permanent Deputy Chairperson, House Chairperson for Committees, House Chairperson for Members Support and International Relations, and the Programming Whip of the NCOP have been scheduled to take place on Tuesday, 2 July 2024.

The Rules Committee comprises 20 Council members, including the Permanent Deputy Chairperson, NCOP Chief Whip Kenneth Mmoiemang, the House Chairpersons, the Programming Whip, and the Provincial Whips. Refilwe Mtsweni-Tsipane, who is the Chairperson of the NCOP, chairs the Committee.

The Committee noted that NCOP Rule 133 provides that parties represented in the NCOP that do not have a Provincial Whip, are entitled to be represented in the Rules Committee.

“The parties without provincial whips are the Economic Freedom Fighters (EFF), Freedom Front Plus (FF+); uMkhonto Wesizwe Party (MKP), Patriotic Alliance (PA), and the United Democratic Alliance (UDM). The EFF will be represented by Mandisa Makesini, FF+ by Tamarin Breedt, MKP by Seeng Mokoena, PA by Bino Farmer, and the UDM by Mandla Peter.

“The NCOP Provincial Whips are Advocate Mwelo Nonkonyana (Eastern Cape), Mapule Dhlamini (Free State), Mpho Modise (Gauteng), Poobalan Govender (KwaZulu-Natal), Regina Molokomme (Limpopo), Sylvia Nxumalo (Mpumalanga), Solomon Mabilo (Northern Cape), Sylvia Sithole (North West), and Frederik Badenhorst (Western Cape),” the Committee said.

The Committee also noted Rule 137 of the NCOP Rules, which states that the Rules Committee may establish a Subcommittee that can make recommendations on the Council Rules, Orders, proceedings, procedures, and practices.

For the current purposes, the Committee said the five-member Subcommittee includes the NCOP Chairperson, NCOP Chief Whip, and Bhekizizwe Radebe from the African National Congress; Badenhorst from the Democratic Alliance and Makesini from the EFF.

Everything you need to know about Mpox disease

Location: News

Everything you need to know about Mpox disease

As the number of Mpox cases continues to rise, the Department of Health has urged everyone with symptoms to immediately visit their nearest healthcare facilities for help.

This week, this department announced that the country recorded three more infections and one death.

The latest figure pushes the total infections to 16 and three deaths since the first case was reported last month.

Of the 16 infections, eight are from KwaZulu-Natal, seven are from Gauteng, and one is from the Western Cape.

All individuals involved in the cases are male and aged between 23 and 43 years old.

What is Mpox?

Mpox, formerly known as monkeypox, is an infectious disease caused by the monkeypox virus.

It can be transmitted to a person through contact with the virus from an animal, human, or materials contaminated with the virus.

Person-to-person transmission of the virus could be through close contact, which can be via prolonged face-to-face contact, kissing, sharing clothes or bedding with someone who is infected.

Entry of the virus is through broken skin, the respiratory tract, or mucous membranes (eyes, nose, or mouth).

According to the National Institute for Communicable Diseases (NICD), a person is contagious from the onset of the rash or lesions through the scab stage. However, once all scabs have fallen off, a person is no longer contagious.

Mpox is preventable and manageable, and treatment for both mild and severe cases is available. People at high risk include those living with chronic conditions such as HIV, tuberculosis (TB) and diabetes.

Anyone can contract the disease regardless of age, gender, sexual orientation and race.

Most people with Mpox will recover within two to four weeks.

Symptoms

Symptoms of the disease include fever and headache.

Other symptoms are:

  • muscle aches
  • backache
  • chills
  • exhaustion
  • swelling of lymph nodes as well as
  • skin lesions or rash that usually develops between one to three days and spread all over the body.

Diagnosis

According to the World Health Organisation (WHO), identifying Mpox can be difficult as other infections and conditions can look similar.

However, the WHO said it was crucial to differentiate Mpox from chickenpox, measles, bacterial skin infections, scabies, herpes, syphilis, other sexually transmissible infections, and medication-associated allergies.

Mpox’s rash begins as a flat sore, which develops into a blister, filled with liquid and may be itchy or painful.

In addition, the agency said that people with the disease may also have another sexually transmissible infection such as herpes, while a child with a suspected infection may also have chickenpox. It is for this reason that the WHO believes testing is key for people to get treatment as early as possible and prevent the further spread.

Self-care and prevention

The WHO is recommending steps to take to help the symptoms and prevent infecting others. These are:

  • Stay at home and in your room if possible.
  • Wash hands often with soap and water or hand sanitiser, especially before or after touching sores.
  • Wear a mask and cover lesions when around other people until your rash heals.
  • Keep skin dry and uncovered unless in a room with someone else.
  • Avoid touching items in shared spaces and disinfect shared spaces frequently.
  • Use saltwater rinses for sores in the mouth.
  • Take sitz baths or warm baths with baking soda or Epsom salts for body sores.
  • Take over-the-counter medications for pain like paracetamol or ibuprofen.

Department of Health's response

The department, working with provinces and other stakeholders in the sector, has embarked on health education with funeral parlours on how to handle the human remains of suspected and confirmed cases.

It has also urged travellers from Mpox endemic countries to seek healthcare if they are ill and to alert health officials about their travel for clinical guidance.

Citizens are also encouraged to support all those who are showing symptoms to present at their nearest healthcare facilities immediately for screening and diagnosis, instead of self-diagnosis and using over-the-counter medication.

Last week, the department said it has received a batch of Mpox-specific treatment, Tecovirimat – also known as TPOXX or ST-246, for the treatment of patients who experience severe health complications because of Mpox disease.

The department said it is in the process of securing more treatment, including vaccines.

However, according to the department, all mild cases will continue to be managed with supportive treatment used to manage complications like fever, pneumonia and skin infections. – SAnews.gov.za

Democracy Bus

Location: News

Democracy Bus

Over the past 30 years of our constitutional democracy, we have travelled an exciting journey together with many ups and downs experienced along the way. Despite the turbulence, we have always shown our resolve as a nation to rise above our circumstances and reach this pivotal moment where we celebrate 30 Years of Freedom.

To draw South Africans from across the country into our celebrations, the South African Road Agency in partnership with government has launched the Democracy Bus that will travel to different parts of our amazing country – from our nation’s towering cities to deep rural communities.

Through this journey we will share our unique story of South Africa rising from a turbulent past to a vibrant hopeful nation. Reaching this national milestone would not have been possible without the many people across our nation who made an extraordinary impact in both fighting for and preserving our freedom.

Government calls on all South Africans to “get on the bus” so that they can see and experience the changes we have gone through, as well re-live the many pivotal moments in our democratic journey.

Through the various planned activations along the route, citizens will have an opportunity to engage with government and to share their stories and experiences of living in a democratic and free South Africa.

In getting everyone talking, we can appreciate our journey and use our experiences to heal the wounds of the past. Through sharing our stories, we will start realising that we all subscribe to the same basic set of values such as mutual respect, democracy, freedom, equality and justice.

Our stories should create an understanding that our respective journeys to freedom might have been different, but we are united in our love for the country and passion to move the country forward.

The gains made by our society would also be better appreciated when viewed against what life was like before 1994. As a starting point we can undoubtedly say that life has improved and that South Africa is a much better place.

We have made significant progress in transforming the apartheid state into a democratic one founded on the values of human dignity, non-racialism and non-sexism, the rule of law, and universal adult suffrage, as enshrined in the Constitution.

We have succeeded in lifting millions of people out of poverty. Millions now have access to water, road infrastructure, healthcare, education, housing and many other basic services, which they did not have before 1994. When looking back over the past 30 years, all South Africans can be proud of the progress we have made as a young nation.

Of course, our trajectory since 1994 has not been without many challenges and headwinds.  But what has remained clear is the ability of South Africans to rise above adversity and to pull together in our darkest hours. The story of South Africa has always been about our people and now more than ever the collective future resides in the hands of the people.

Through our dialogue in the Democracy Bus initiative, we can take stock of our democratic gains, as well as track the reach and effectiveness of government programmes thus far. It allows us to focus on what still needs to be done to build a better tomorrow for everyone.

As the bus travels on our roads across all provinces to 30 locations in various parts of our country, citizens will have an opportunity to be part of our ‘Spot the Bus’ campaign. Citizens can keep a look out for information on the bus’s journey through a digital map that will be published on various social media platforms.

The bus is also expected to stop at GCIS Thusong Service centres, which are earmarked as key activation sites. It will also stop at venues for community meetings, Izimbizo and national events, as well as dams, police stations, schools, clinics and hospitals built over the years.

Whilst much has been achieved over our democratic journey, plenty of work remains as we build our nation. Through our resilient and hopeful spirit, there are no limits to what we can achieve as a nation. Let us join in the celebration of our journey thus far and together forge a path forward towards even greater development.

N Cape Premier says new administration will modernise province, grow economy

N Cape Premier says new administration will modernise province, grow economy

Northern Cape Premier, Dr Zamani Saul, says the seventh administration remains committed to modernising the province, boosting the economy and ensuring its success.

“This will be done with much greater speed and underpinned by the six priority areas of the 2024 ANC election manifesto,” Saul said on Monday.

These priority areas, he said, include creating jobs, building industries for an inclusive economy, tackling the high cost of living, investing in people, defending democracy and advancing freedom, and building a better Africa.

The Premier was delivering his inauguration speech in the Northern Cape Provincial Legislature in Kimberley.

The address follows the first sitting of the Provincial Legislature on 14 June 2024, where Saul was sworn in as the seventh democratically elected Premier of the Northern Cape.

He outlined his vision and plans for this seventh administration in his speech.

Progress

Saul believes government has made significant progress in delivering basic services to the poor.

“Before 1994, many communities were deprived of basic services, which included clean running water, electricity, housing and education. Since the dawn of our democracy, we have reduced the backlog of basic services and have improved living conditions for many citizens.”

In addition, he said the total number of households in the Northern Cape with access to flush toilets increased to 73% in 2022.

“This indicates a huge improvement in the provision of basic services. We have indeed improved the quality of public education and all indicators attest to that.”

Meanwhile, he said, in his province, the proportion of people aged between five and 24 who attend an education institution increased from 64.2% to 70.3% in 2022.

“This represents the largest increase in attendance observed in all provinces. The percentage of persons aged 20 years and older without schooling in the Northern Cape declined from 22.7% to 6.7% in 2022.”

Saul said he was glad that the country had surpassed three months with no load shedding, which he believes is a clear indication power cuts will become a thing of the past.

Unity

He acknowledged that the sixth administration was riddled with challenges such as the COVID-19 pandemic and the aftermath of State Capture.

“As a party and government, we have learnt from our mistakes and want to assure the people of the Northern Cape that we will do anything possible to close the trust deficit. We will do things differently – it won’t be business as usual.”

The next five years, he said, will require intensive engagement with political parties, civil society, the private sector, academia, and all spheres of government.

“The seventh administration will work tirelessly to bring all stakeholders together towards the realisation of the Northern Cape Provincial Growth and Development Plan Vision 2040 for the realisation of a modern, growing, and successful province. This plan outlines a bold and ambitious path to transform our province into one that provides opportunities for all.”

He also touched on the youth, who comprised about 60% of the population.

“They are crucial to the current and future development of our country, particularly this province. We should actively involve young people in the development initiatives of the province as co-creators. We should continue to give special attention to addressing the challenging circumstances our young people face.”

Last month, he said the province introduced the Labour Activation Programme through the Unemployment Insurance Fund of the Department of Labour.

This programme will offer skills development opportunities valued at over R545 million to benefit 23 000 unemployed young people in the province.

Government of national unity

The Premier believes that the government of national unity (GNU) marks a new era where diverse parties cooperate to improve the citizens' lives and foster national solidarity.

“We are entering uncharted waters, with a capable captain, His Excellency President Ramaphosa, to take the country through this murky situation,” he told the attendees.

As the Premier, he committed to lead with honesty, empathy, and hard work.

“Following the national goals that the President has set forth, we will work together to give economic growth, job creation, social welfare, infrastructure development, and good governance priority.”

He pleaded for support and vowed to work with the provincial administration to create a better future for the people of the Northern Cape.

Saul also outlined improved outcomes in education and health as key priorities.

“Let us continuously collaborate, motivated by the spirit of progress and solidarity that characterises our country at this critical moment.” – SAnews.gov.za

DWS assures enough water supply amidst Lesotho Highlands tunnel closure

The Department of Water and Sanitation (DWS) has reassured Gauteng residents that water supply will not be affected during the closure of the Lesotho Highlands tunnel closure for maintenance.

Speaking at the recent City Meets Business Engagement Session, hosted by the City of Ekurhuleni, the Head of Department in Gauteng, Justice Maluleke, assured the public, including stakeholders in the water sector, that the department has taken all the necessary measures to ensure that water supply will not be affected by the closure of the tunnel, which will commence in October until March 2025.

“The main message is that we are ready for the tunnel closure and the public must not panic [as] we have all the plans in place, and we will be communicating,” Maluleke said.

According to Maluleke, the department is working with all stakeholders from Lesotho, including the Trans-Caledon Tunnel Authority (TCTA), Rand Water, City of Tshwane, City of Ekurhuleni, and the City of Johannesburg and entities to ensure that there is no water shortage in the province during the shutdown of the tunnel.

While Maluleke acknowledged that there may be challenges along the way, he expressed confidence in their preparedness to manage any obstacles that may arise.

“In a worst case scenario of shortage of water supply, the Integrated Vaal River System has 13 dams that supply water to the Vaal River system. This is only at the worst-case scenario when the Vaal dam is around 18%, but since the closure will be during the rainy season, we do not anticipate that that is going to happen,” Maluleke said.

Maluleke also reassured businesses that they have nothing to worry about and further advised them to build on-site storage facilities for water, in order to continue with their operations.

Celiwe Ntuli, Scientist Manager from System Operation at the National Department of Water and Sanitation, echoes Maluleke’s statement, stating that the analysis shows no risk of water shortage in the Integrated Vaal River System (IVRS).

During her presentation, Ntuli said Phase 1 of the Lesotho Highlands transfers 700 million cubic meters of water per year into the IVRS, whilst Phase 2 project will add 490 million cubic meters per year into the IVRS.

According to the treaty signed between Lesotho and South Africa in 1996, maintenance is required every five to ten years. The last maintenance was conducted in 2019 where the need for Phase 2 was discovered. – SAnews.gov.za

Rand Water has started conducting extensive maintenance on their infrastructure that will affect Johannesburg Water’s systems supplied by the Eikenhof and Zwartkopjes pump stations, including the Daleside Booster Station.

The bulk water supplier started maintenance work on Monday, which will affect Johannesburg water customers with low pressure to no water supply.

The maintenance will continue until 29 July 2024.

Johannesburg Water said it is estimated that full recovery of the systems may take approximately five days or longer after the supply has been fully restored.

“Johannesburg Water has made arrangements for alternative water supply at strategic areas like hospitals, clinics, schools, municipal offices, police stations and shopping centres.

“Throughout the maintenance period, residents will receive regular updates on official Johannesburg Water social media platforms, website and ward councillors for affected areas,” Johannesburg Water said.

The National Sea Rescue Institute (NSRI) and emergency services have appealed to the public to be cautious around the country’s coastlines as a spring tide is expected this weekend.

“Spring tides pose a potential hazard to bathers around the coastline - especially during the outgoing tide. With schools’ vacation now in full swing we are appealing to coastal water users to be cautious during this full moon spring tide phase and the affect the spring tide has around the coast,” the NSRI said.

Bathers, boaters, paddlers, sailors, shoreline anglers and coastal hikers are urged to be careful around the coastline as the full moon spring tide causes the daily two high tides to be higher than normal and the daily two low tides to be lower than normal.

This spring tide peaks on Saturday, 22 June 2024.

The effect of the spring tide will be noticeable around the coastline increasing in intensity towards the full moon peak, on Saturday, and then gradually declining in intensity towards the middle of next week.

“Be aware of coastal hiking trails that can be cut off during high tide. Rough seas, brought on by winter storms and cold fronts, may contribute to hazardous conditions around the coastline during this spring tide phase.

“Inland water users are also urged to be cautious bathing, boating and paddling on rivers, lakes and dams where heavy rainfall is forecast for places. Be aware of adverse weather, strong winds, fast flowing rivers and sea currents and drifts.

“Boaters, paddlers and sailors, we are appealing to you to wear life-jackets when your craft are underway, carry safety equipment and download and use the free NSRI SafeTrx smartphone app,” the NSRI said.

They have appealed to parents to ensure your children have responsible adult supervision in and around water.

The public has been encouraged to follow the South African Weather Service for daily forecasts and around the coast follow daily tide timetables. – SAnews.gov.za
