Durban beaches safe for swimming

Location: News

Durban beaches safe for swimming

As thousands of holidaymakers are expected to descend on Durban shores for the festive season, eThekwini Municipality Mayor Mxolisi Kaunda has assured visitors and residents that the city’s beaches are safe for swimming.

Kaunda gave his assurance as he officially reopened the iconic uMhlanga Rocks Whalebone Pier to much fanfare and public applause, just in time for the bumper festive season in Durban.

Kaunda said the results conducted jointly with the Institute for Water and Wastewater Technology (IWWT) at the Durban University of Technology (DUT) revealed an improvement of the beach water quality.

“The city’s results sampled on 12 December, as part of its weekly routine testing, have also revealed that of the 23 bathing beaches, 20 beaches are e-coli compliant with acceptable standards for swimming and other water recreational use.

“The safety of residents and visitors remains a priority and with constant testing, we want to assure holidaymakers and residents of their safety. These results confirm an improvement in our beach water quality, as most are compliant with excellent and acceptable standards for swimming and other recreational use,” Kaunda said.

The Mayor said the city has a team of expert scientists that are hard at work testing the water quality at the municipal ISO 17025 accredited laboratory.

Kaunda emphasised that the municipality is transparent with the results, which are shared publicly.

“If there are poor results, the pollution team immediately traces the source so that remedial work is done to stop the pollution,” he said.

The city also conducts re-sampling to ensure the quality of beach water so that an informed decision is made whether or not to close a particular beach.

Kaunda said the city will continue joint sampling with an independent organisation, including the IWWT and Adopt-A-River, whose samples are tested by Talbot.

“The city does daily monitoring of all 23 bathing beaches to make an informed decision. However, for joint sampling, only selected beaches are tested, and some of which are non-bathing.

“Beaches that have poor water quality are closed and the public is informed when the water at beaches has been tested and if they are safe for swimming. This routine weekly testing is continuing and conducted across all the city’s 23 bathing beaches,” Kaunda explained.

The beaches that are open include uShaka, Addington, Point, North, Bay of Plenty, Wedge, Battery, South, Country Club, Thekwini, Laguna, uMhlanga Main, uMdloti Main, Bronze, Westbrook, uMgababa, Toti Main, Reunion, Warner and Brighton.

The beaches that are closed include Pipeline, Winkelespruit and Anstey’s.

Thirty-four swimming pools are open, and these include the Laguna Paddling Swimming Pool, which was reopened recently after it was closed due to infrastructural challenges.

Kaunda also announced that the repairs at the popular Children Amusement Centre swimming pool, which is along the beachfront, are expected to be completed soon.

He said 65 beach guides will be stationed across the various city beaches to aid visitors and an additional 160 seasonal lifeguards have also been deployed to beaches.

“This attests to the fact that the city is ready to host a safe and memorable festive season for the anticipated 792 410 visitors expected to flock to Durban,” Kaunda said.

Increased police visibility

On safety measures, Kaunda said the city has beefed up its staff complement as well as increased police visibility at tourism precincts and along the beachfront.

“Further bolstering these efforts is that all Closed-Circuit Television (CCTV) cameras in the inner city are operational. Law enforcement will also be out in full force, with about 168 contract security personnel employed for the duration of the festive season and the 62 new metro police vehicles will patrol the streets,” Kaunda said. – SAnews.gov.za

Makhathini Lower Pongola water association to ensure fair water management

Water and Sanitation Minister Senzo Mchunu says the Makhathini Lower Pongola Water Users Association will ensure fair water management for those living in the uMkhanyakude and Zululand Districts, KwaZulu-Natal.

Mchunu made the remarks following the launch of Makhathini Lower Pongola Water Users Association, which will manage water resources, including the Jozini Dam, Pongola River and Makhathini Canal to benefit all water users in the two districts.

Accompanied by Agriculture, Land Reform and Rural Development Minister, Thoko Didiza, and her Deputy Nokuzola Capa, Mchunu and his Deputy Minister, David Mahlobo, recently held a community engagement activity in the two districts.

The ministerial visit to the districts formed part of Mchunu’s continued efforts to intervene in the challenges faced by uMkhanyakude District to restore, augment and expand water supply to the communities that have been experiencing water challenges.

Mchunu assured the community of Jozini (in uMkhanyakude District) and the Pongola farming community (under the Zululand District Municipality) that there will be fair and equitable access to water for consumption and farming.

“The newly established Makhathini Lower Pongola Water User Association will facilitate and coordinate stakeholder consultation for ensuring equitable decision-making when water is being released from Jozini Dam for environment and socio-economic purposes. This will enable both domestic and agricultural users to have equitable access to water,” Mchunu said.

The community of Kwa-Gumbi, near Pongola in Zululand District, who had water use licence issues, requested the Minister to intervene.

The community, which consists of small-scale farmers represented by Emvokweni Community Trust, are beneficiaries of the land restitution programme from the the Department of Agriculture, Land Reform and Rural Development (DARRLD).

Both Mchunu and Didiza have pledged their commitment to assist the farmers to restore farming operations. Mchunu also assured the farming community of water availability to ensure sustainable irrigation on their farms.

The 32-kilometre Makhathini Canal was officially unveiled by Mchunu following its transfer to the Department of Water and Sanitation from the landowners, Silwane Trust.

The process of the canal transfer was facilitated by the Agribusiness Development Agency (ADA), a public entity under the Department of Agriculture, Land Reform and Rural Development in KwaZulu-Natal.

During the walkabout to assess the canal, Mchunu and Mahlobo noted that some parts of the canal have been vandalised, with some community members making illegal connections, which has led to infrastructure damage. Water pollution has also been identified as one of the major problems at the canal.

Mchunu said an estimated R122 million will be required to refurbish the dilapidating canal to function optimally.

He said the water canal, with a capacity of 141 754 cubic metres, is meant to benefit both agriculture and domestic users.

“It abstracts raw water from Jozini Dam to six different pump stations and the pressurised water is distributed from the pump stations through an extensive network of underground pipelines to four different types of irrigation systems that are being used, which are sprinklers, centre pivots, floods and drip,” Mchunu said. – SAnews.gov.za

Nine traffic officers in hot water for corruption

Nine traffic officers have been arrested in Gauteng and KwaZulu-Natal in a pre-festive season peak travel crackdown on fraud and corruption, said the Road Traffic Management Corporation (RTMC) on Wednesday.

This as two officers from the Tshwane Metro Police Department (TMPD) in Gauteng were arrested for soliciting a bribe of R1 500 from a taxi driver. During the encounter, the driver immediately alerted the RTMC’s National Traffic Anti-Corruption Unit (NTACU) and a successful sting operation was conducted, resulting in the arrest of the officers.

The officers are set to appear in court today on corruption charges.

In another case, seven officers were arrested in Newcastle. The seven include five traffic officers employed by the provincial Road Traffic Inspectorate and two officers from the Newcastle municipality.

They were arrested in a joint operation conducted by NTACU and the Hawks following complaints from members of the public regarding the conduct of traffic officers on the road. An undercover operation was conducted and the seven were arrested for fraud and corruption.

According to the RTMC, these incidents highlight the ongoing battle against corruption in South Africa, particularly within law enforcement agencies.

The NTACU continues to work tirelessly to root out corrupt officials and restore public trust in traffic law enforcement.

“It is important for citizens to report all corruption they witness or experience to ensure corrupt officials are brought to book,” said the RTMC.

It added that it has taken a firm stance against fraud and corruption and will continue to investigate and prosecute those who engage in such activities without fear or favour.

Members of the public are encouraged to report suspected acts of fraud, corruption and malfeasance to ntacu@rtmc.co.za or by WhatsApp to 083 293 7989. – SAnews.gov.za

Operation Vulindela making “significant progress”

Location: News

Operation Vulindela making “significant progress”

The Presidency and National Treasury have released the third and fourth quarter progress report of Operation Vulindlela.

The report was released during a media briefing on Monday.

Operation Vulindlela was launched in 2020 and is an initiative between Treasury and the Presidency aimed at, among other things, accelerating the implementation of structural reforms and to support South Africa’s economic recovery.

The five desired outcomes of Operation Vulindlela are:

  • Stabilising of the electricity supply
  • Reduce cost and increased quality of digital communications
  • Sustainable water supply to meet demand
  • Competitive and efficient freight transport
  • A visa regime that attracts skills and grows tourism

National Treasury’s Nomvuyo Guma said: “In the time that Operation Vulindela has been in operation, we’ve been able to make significant progress in accelerating these reforms”.

The key achievements for quarters three and four are:

  • Analogue switch-off (ASO) was completed for all frequencies above 694 Megahertz (MHz) to enable the use of spectrum for mobile telecommunications. This key reform will improve network quality, reduce data costs and expand digital access.
  • The Electricity Regulation Amendment (ERA) Bill is on track in the National Assembly, with hearings completed in all provinces. The Bill represents a fundamental reform of the energy sector, and will establish a competitive energy market.
  • Three units at Kusile power station were returned to service ahead of schedule. This additional capacity has enabled a reduction in the severity of load shedding, with work underway to complete the remaining units at Kusile and Medupi power stations in 2024.
  • Eskom launched the Cross Border Standard Offer Programme (CBSOP). This programme enables Eskom to purchase up to 1 000 MW power of power on a short-term basis from utilities and Independent Power Producers in neighbouring countries.
  • The Minister of Public Enterprises announced the appointment of a permanent board for Transnet National Ports Authority (TNPA). This will replace the current interim board and is a crucial step in the process of establishing the TNPA as a subsidiary of Transnet.
  • An international terminal operator was selected to partner with Transnet at the Durban Pier 2 container terminal. This will crowd in private investment and management expertise to improve the performance of South Africa’s largest container terminal.
  • The Department of Home Affairs launched the Trusted Employer Scheme, which is a key recommendation of the work visa review. The scheme will allow major investors and large employers to follow a streamlined process with improved turnaround times.
  • A One Stop Shop was established for energy projects to accelerate private investment. The One Stop Shop will facilitate regulatory authorisations for energy projects, with the aim of establishing a single, fully electronic application process.

Looking long term

Looking at the overall achievements of Operation Vulindela over the past three years, Guma said government’s “legislative agenda has continued to make progress”.

“We’ve made some regulatory changes to allow private investment in electricity generation. We are currently tracking an energy pipeline of renewables that is up to 66GW at this stage. From an investment point of view, what we’ve tracked is a pipeline of over R200 billion worth of investments.”

Turning to telecommunications, Guma said the spectrum auction concluded last year has “resulted in an immediate boost of R14 billion to the fiscus” also resulted increased download and “increased investments into the sector”.

Guma said a comprehensive review of the work visa system and the revised immigration regulations has also been completed.

Other achievements since the launch of Operation Vulindela are:

  • The National Rail Policy adopted to guide the modernisation and reform of the rail sector, including third-party access to the network
  • Backlog of water use licenses has been cleared and license application system re-engineered, unlocking billions of Rands in investment
  • Private sector participation introduced in container terminals, to crowd in investment and improve the efficiency of port operations
  • eVisa system expanded to 34 countries, with almost all countries now covered by either a visa waiver or eVisa
  • Legislative reforms underway to create a transport economic regulator, reform the electricity sector, and establish a National Water Resources Infrastructure Agency

Deputy President Paul Mashatile arrived in Singapore on Sunday to begin the first leg of his three-day working visit to Southeast Asia.

According to the Presidency, the Deputy President began his visit with a tour of the Marina Barrage development, Singapore’s innovative water resource management project.

“As a resource-poor and water-scarce country, Singapore has invested significantly in research and development of water management and sustainability. Most impressively, the country has made big strides in the area of seawater desalination,” the statement read.

According to his Office, the Deputy President’s visit to the country is aimed at building and strengthening bilateral relations, particularly increasing trade, economic, knowledge and cultural exchange between the two States.

“Singapore is a global financial hub and is considered one of the premier asset management centres in Asia.”

The World Bank has ranked Singapore as the number one country in the world for ease of doing business since 2006, and the country is an important global aviation and maritime hub.

In addition, the island country is also considered an important gateway for the export of goods and services to Southeast Asia and a hub for joint venture partnerships throughout Asia.

“It is an important centre for South African businesses looking for opportunities or expand operations on the continent.”

As part of his programme, Deputy President Mashatile will visit the Lee Kuan Yew School of Public Policy.

He will then deliver a public lecture on the 30 years of diplomatic relations between South Africa and Singapore titled ‘Celebrating a journey of mutual respect, strategic partnership and cooperation’.

Deputy President on working visit to Southeast Asia

Deputy President Paul Mashatile has arrived in the Republic of Singapore to begin the first leg of his first working visit to Southeast Asia.

The Deputy President began his visit on Sunday with a tour of the Marina Barrage development, Singapore’s innovate water resource management project.

As a resource-poor and water-scarce country, Singapore has invested significantly in research and development of water management and sustainability. Most impressively, the country has made big strides in the area of seawater desalination.

“The Deputy President’s visit to the country is aimed at building and strengthening bilateral relations, particularly increasing trade, economic, knowledge and cultural exchange between the two States,” the Presidency said in a statement.

Trade and diplomatic links

One of the key areas of collaboration between South Africa and Singapore is trade. Singapore is one of South Africa's largest trading partners in Southeast Asia, with trade between the two countries totalling approximately R28 billion in 2022.

Singapore is a significant investor in South Africa, with investments totalling over R5 billion in sectors such as manufacturing, financial services and real estate.

South Africa's economic relations with Singapore are focused on trade, investment, tourism promotion and skills transfer.

South Africa exports a range of products to Singapore, including gold, diamonds and wine, while Singapore exports electronics, chemicals and machinery to South Africa.

In May this year, President Cyril Ramaphosa hosted Prime Minister Lee Hsien Loong of the Republic of Singapore for an Official Visit in Cape Town.

Singapore’s visit to South Africa continued the high-level engagement the two governments have fostered since diplomatic relations begun in 1993, ahead of South Africa’s democratic transition.

Since then, the two countries have shared excellent bilateral relations, which have formed the basis of regular high-level visits.

2023 marks the 30th anniversary of the establishment of diplomatic relations between the Republic of South Africa and the Republic of Singapore as partners who work together closely in multinational fora.

Singapore, like South Africa, is a member of the Indian Ocean Rim Association (IORA), the Commonwealth, as well as the Non-Aligned Movement (NAM).

The two countries have signed numerous agreements to enhance cooperation in areas such as trade, investment, education, and defence.

The May visit was preceded by an official visit undertaken by the Minister of International Relations and Cooperation, Dr Naledi Pandor, to Singapore in July 2022 to strengthen bilateral relations.

In May, President Ramaphosa and Prime Minister Hsien Loong held official talks on cooperation in the areas of communications and digital technology, science and innovation, water and sanitation and skills development.

The leaders discussed the potential for closer collaboration in these areas when they met on the sidelines of the G20 Leaders Summit held in Bali last year.

The visit brought captains of industry from the respective countries to collaborate in sectors ranging from ports, logistics and supply chain, healthcare and biomedical, food manufacturing and engineering. – SAnews.gov.za

New reservoir to enhance water supply to Boksburg community

The City of Ekurhuleni has commissioned a new 30 megalitre (ML) water reservoir to benefit communities and businesses in Rondebult, Mapleton, Roodekop Industries and Klippoortjie in Boksburg, Gauteng.

Member of the Mayoral Committee for Water, Sanitation and Energy, Thembi Msane, announced the launch of the new Cossins mega reservoir in the City of Ekurhuleni on Friday.

Msane said a total of 21 983 residential and business stands will be supplied by the reservoir.

“The Cossins reservoir zone has the potential to supply an additional 53 606 stands when linked to the Dawn Park supply zone. This is part of the flagship initiative by the City of Ekurhuleni aimed at providing security of water supply to residents and businesses,” Msane said.

Msane said the project comprised the construction of the new 30ML Cossins Reservoir, with associated pipe work on site and the upgrading of the supply pipe from a Rand Water connection (RW4529).

“Before the commissioning of the reservoir, the available storage on the site comprised a single 8ML reservoir supplied from the RW1461 connection via a bulk supply pipeline that ran on the right-hand side of Rondebult Road towards the South,” Msane said.

The scope of the work done included the construction of concrete chambers, complete with the required meters, pipe specials, control and isolation valves to ensure effective operation of the system, a paved access road and clear view fencing.

Msane said the project has created a total of 43 job opportunities and sub-contracting opportunities for four local small, medium and micro enterprises. – SAnews.gov.za

Free State communities share expectations ahead of Imbizo

Free State communities share expectations ahead of Imbizo

As scores converged at the Kopano Indoor Sports Centre in Thabong, Free State, for the 11th District Development Model (DDM) Presidential Imbizo, some local residents of the Matjhabeng Local Municipality shared what they expected to be addressed by authorities at the gathering.

Speaking to SAnews on Thursday in Matjhabeng (which falls under the Lejweleputsawa District Municipality), Kgosi Mmelwana from Welkom said he was keen to hear President Cyril Ramaphosa’s message. He was especially looking forward to hearing what Ministers would have to say on education and health-related matters.

“I am glad that the President and his Cabinet Ministers have descended on our town. We want to tell the President what we need as a community.

“We still need more schools and healthcare facilities. Some of our learners walk long distances to school,” Mmelwana said.

Echoing his sentiments, Dithabo Mmutle, said some community members still travel long distances to access government services.

“We want government offices to be closer to where we stay. We spend a lot of money traveling to government offices to access services,” she said.

A Grade 12 learner at a local high school, Abraham Sithebe, said he was most concerned about the high unemployment among the youth.

“Young people go to school and at the end of the day, they are not employed. Government needs to take care of our people. We don’t want them to end up becoming drug addicts,” he said.

Today’s Imbizo in the Free State is the second in the province since the Presidential Izimbizo started in 2022. President Ramaphosa’s first Imbizo in the Free State took place in the Mangaung Metropolitan Municipality in April 2022.

During the 2022 engagement, 42 community members - representing the seven regions of the Mangaung Metro - voiced their concerns to the President, which included lack of service delivery, corruption, inadequate housing, unemployment and crime. The towns represented in this discussion included Van Stadensrus, Soutpan, Dewetsdorp, Wepener, Thaba Nchu, Botshabelo and Bloemfontein.

Ministers present at last year’s Imbizo had committed to dealing with pressing matters, including the standard of water and sanitation, and the state of roads.

The aim of the DDM Izimbizo, which have taken place throughout the country, is to provide an interactive platform for communities to engage and interact face-to-face with the President, Ministers and the provincial and local leadership.

The District Development Model enhances integrated and sustainable service delivery through the maximisation of intergovernmental planning, budgeting and implementation towards creating inclusive economic opportunities for locals.

The DDM, which was introduced and adopted by Cabinet on 21 August 2019, aims to improve cooperative governance and enhance service delivery, in line with the National Development Plan.

Focus on Lejweleputsawa

Today’s Imbizo takes place in Lejweleputsawa District Municipality, which consists of five local municipalities, which account for a third of the province. The district municipality is made up of the local municipalities of Matjhabeng (whose economy is mainly anchored on the mining of gold and uranium and it is the hub of the Free State Goldfields), Masilonyane, Nala, Tswelopele and Tokologo.

Under the theme “Leave No One Behind”, today’s Imbizo will allow the President and other leaders in government to assess progress made and be briefed on challenges associated with the improvement of service delivery since the President’s previous engagement with communities.

Ahead of this week’s Imbizo, the national, provincial and local spheres of government, as well as State entities, embarked on pre-Imbizo build-up programmes across the Free State.

These activities were undertaken to stimulate communities’ participation in the Imbizo and to assist residents with services they may require or other challenges they wish to report.

Stabilising Mangaung

Last year, Cabinet approved an intervention by the national executive in the governance of the Mangaung Metro, in terms of Section 139(7) of the Constitution.

Following failure by the Free State provincial executive to implement a financial recovery plan in the metro, the municipality was placed under national intervention.

At the time, The Presidency had said that this intervention was directed at helping the metro to improve its finances and to deliver on its mandate, and to return to sound governance and a better life for residents, the business community and other stakeholders.

In October this year, Deputy Minister in the Presidency responsible for Planning, Monitoring and Evaluation (DPME), Pinky Kekana, conducted an oversight monitoring visit of economic and service delivery-related projects in Mangaung.

She noted some of the positive joint efforts to stabilise the metro, including the finalisation of the appointment of the Municipal Manager, albeit challenges remain in certain areas.

Kekana reiterated that the DPME was dedicated to continuing to help the metro overcome its challenges in the interest of service delivery to residents and positive economic spinoffs for South Africa.

“If we can all work together through an integrated approach and create an enabling environment, it will help the municipality and lead to enhanced service delivery, investment, and economic growth.

“Our first and immediate goal is to contribute towards assisting the Mangaung Metropolitan Municipality absolve itself from the S139 constitutional intervention,” said Kekana at the time.

The DPME said its departmental specialists have supported the metro with comprehensive frontline monitoring reports and proposed interventions aimed at strengthening the capacity and overall operations of the municipality. - SAnews.gov.za
