Western Cape schools fall victim to vandalism, theft over holidays

Location: News

Western Cape schools fall victim to vandalism, theft over holidays

Despite increasing to 480 the number of schools where the Western Cape Government (WCG) subsidised holiday security, the province has seen a rise in burglary and vandalism cases during this period.

During the summer holidays, 47 incidents of burglary or vandalism were reported by 34 schools.

“This is a significant increase in incidents from the 26 incidents reported at 24 schools during the same period [the previous] year. While the majority of incidents were minor, these incidents are costly to schools, both in terms of the cost of replacement and the impact on school functionality,” the Western Cape Education Department said.

Items damaged or stolen include electrical fixtures, appliances, food for learners, bathroom fixtures, fencing and security equipment, windows, and a host of other items.

“It is disappointing that our schools will once again have to allocate time and resources to cover these losses. Our schools are precious community resources, and they must be protected and cared for by all of us,” the department said.

The provincial department has requested that the public remain vigilant regarding their local schools.

They urge individuals to report any suspicious activity near schools immediately to the South African Police Service (SAPS) or the Safe Schools hotline at 0800 45 46 47.

“If you have any information, no matter how small, about the incidents that occurred over the holiday, please do not hesitate to inform the SAPS.

“What might seem insignificant information may turn out to be the missing piece of the puzzle that they need to apprehend the criminals and recover our schools’ property.” – SAnews.gov.za

NPA Deputy Head, Adv Rodney De Kock, passes away

Deputy National Director of Public Prosecutions (NDPP), Advocate Rodney De Kock, has died after he was diagnosed with brain cancer in December last year.

This according to a statement released by the De Kock family on Tuesday morning.

“Advocate De Kock was diagnosed with a particularly aggressive form of brain cancer in early December last year, resulting in a rapid decline in his health condition.

“He succumbed to the cancer at Morningside Mediclinic in Johannesburg, Gauteng, yesterday evening, 20 January 2025, surrounded by family and friends,” the statement read.

De Kock had been serving as the Deputy NDPP since his appointment by President Cyril Ramaphosa in June 2020 following a distinguished career in private practice and public prosecutions.

Some of his career highlights include:

  • Serving as a Presiding Officer in the Electoral Court in 1994.
  • Serving as Head of the Legal Aid Board Clinic at the University of Cape Town from 1994 to 1999.
  • He was a founding member and served on the executive of the National Association of Democratic Lawyers.
  • He was the first black person to be appointed as an Attorney General in the country when he took up the post of Attorney General of the Western Cape from 1999, after which he joined the National Prosecuting Authority as Director of Public Prosecutions for the Western Cape in November 2003.
  • He was also asked to act as the National Director of Public Prosecutions in 2019 by President Cyril Ramaphosa.

“After a luminary career, marked by an uncompromising dedication to justice, the democratic order, and to his fellow citizens, his family and friends take great solace in knowing that Rodney served his country with unblemished integrity, dedication, honesty and humility.

“He was a devoted father to his children, Ryan and Samantha, whom he loved and cherished dearly.

“The De Kock family takes much comfort from the fact that their beloved father, brother and elder, passed peacefully after a short but courageous battle. They are grateful for the time they have shared with him. The family wishes to express its appreciation for the support from government, colleagues and friends at this difficult time,” the statement read. – SAnews.gov.za

Condolences for family of NPA Deputy Head

The National Prosecuting Authority (NPA) has expressed condolences to the De Kock family, following the passing of Deputy National Director of Public Prosecutions (DNDPP), Advocate Rodney De Kock.

De Kock passed away on Monday following a brain cancer diagnosis in December.

“The NPA leadership, NPA staff and colleagues in the criminal justice system will miss his passion for justice and the rule of law in this country. DK, as we fondly called him, was a pillar of strength in the NPA.

“Strength to the De Kock family and friends, and his NPA family during this difficult time,” the prosecutorial body said in a statement.

The NDPP, Advocate Shamila Batohi said: “This is a huge loss for the NPA and the country. He was a solid lawyer, a gentleman, and a true warrior for justice. He will be sorely missed.”

De Kock was appointed as Deputy NDPP by President Cyril Ramaphosa in June 2020 – a position he held until his death.

“He joined the NPA ExCo team to contribute to the rebuilding of the NPA after years of state capture. Prior to being appointed DNDPP, he was Director of Public Prosecutions (DPP) in the Western Cape— the first black man appointed to the position of DPP in South Africa.

“As DNDPP responsible for the National Prosecutions Service, he led the core function of the NPA which is prosecutions, and supervised DPPs from all the Divisions.

“[He also] led the law enforcement agencies on the FATF, focusing our collective efforts and commitment to get the country to exit grey listing and dedicated his last months to this work,” the NPA said. – SAnews.gov.za

Road crashes and fatalities increase during festive season

Location: News

Road crashes and fatalities increase during festive season

While law enforcement maintained a constant presence throughout the festive season, conducting operations around the clock - the preliminary 2024/2025 Festive Season Statistics reveal a concerning increase in crashes and fatalities, primarily attributed to human behavior.

“Tragically, South Africa witnessed 1,502 deaths resulting from 1,234 fatal crashes during the 2024/25 festive season. The number of fatalities represents a year-on-year increase of 5.3% (70) compared to the 2023/24 festive season, with a 4.2% (50) increase in the number of crashes,” Transport Minister Barbara Creecy said during a media briefing, held in Pretoria, on Monday.

The preliminary 2024/2025 Festive Season Statistics indicate that 87% of crashes happened because of human behaviour, including hit-and-runs, jay-walking (pedestrians crossing or walking in the street or road unlawfully), fatigue, loss of control over vehicles, speed, drunken driving, and reckless overtaking.

“The number of people who died on our roads this festive season has increased because people continued to behave badly. In spite of our pleas and warnings, and notwithstanding our efforts to clamp down on irresponsible and reckless behaviour, it is clear that many road users – both drivers and pedestrians – continue to act without regard for the lives of others.

“Six provinces recorded increases in the number of fatalities in the 2024/25 festive season compared to 2023/24, namely KwaZulu-Natal, Eastern Cape, Free State, Limpopo, Northern Cape and North West,” the Minister said.

The Eastern Cape, KwaZulu-Natal and Free State recorded increases of 70, 54 and 21 fatalities as compared to 2023/24, while Gauteng, Western Cape and Mpumalanga recorded decreases of 76, 23 and 15 fatalities, respectively.

Concern over pedestrian fatalities

Creecy said pedestrian fatalities remain a huge concern, with 41% of all road fatalities being pedestrians.

The highest percentage of pedestrian fatalities were recorded in Gauteng, Western Cape and KwaZulu-Natal, which are the most populous provinces in the country in terms of vehicles and people.

Gauteng had the highest pedestrian fatalities at 63.84% followed by Western Cape with 53.9% and KwaZulu-Natal with 44.33%.

During this period, law enforcement conducted joint operations in line with the focus areas, including vehicle road worthiness, public passenger transport, drunken driving, execution of warrants of arrest, and speed law enforcement.

Law enforcement officers issued 711,184 fines for various traffic offences across the country.

“Some 23,607 fines were issued to drivers who failed to wear seatbelts, while another 16,925 motorists were fined for using cell phones while driving. Then, 16,527 vehicles were found to be unroadworthy and issued with traffic fines, as well as their motor vehicle licence discs removed, particularly in areas where vehicles could not be impounded due to lack of impoundment facilities,” the Minister said.

In total, 8,917 motor vehicles were impounded in areas where facilities were available.

“To clamp down on drunken driving, speeding and other moving violations, our officers arrested more than 9,550 motorists, with 3,840 individuals arrested for drunken driving.

“A total of 414 drivers were arrested for driving at high speed and five amongst them were driving at excessive speeds of between 200km/h to well above 240km/h,” Creecy said.

The highest speedster was arrested in Gauteng, driving at 245km/h (kilometre per hour) in a BMW Sedan on N1 near Honeydew, on 18 December 2024.

“We, South Africans, must change our behaviour on the roads. As we said at the beginning of the festive season, government and our law enforcement agencies cannot do it on our own.

“The statistics clearly send all of us, as South Africans, one message: Drivers and pedestrians must change their behaviour. We must obey the law, we must obey the basic rules of the road,” Creecy said.

Interventions

The Minister has asked the provinces to conduct a detailed analysis of their respective statistics, and come up with a clear plan for the way forward, by the end of January.

This will include a look at severe consequences for those who continue to show a disregard for road safety.

“We will continue to direct our efforts at changing the behaviour of road users, invest in designing and engineering safer roads, enforcing safe speeds in high congestion areas, and enhancing emergency response systems and access to quality trauma care, which is essential to saving lives.

“By reducing response times and improving the availability of critical care, we can increase survival rates and reduce the long-term impacts of road traffic injuries. This initiative will require collaboration with the Department of Health, and other industry role-players,” she said.

Creecy said indications are that the implementation of 24/7 traffic policing shifts is more critical than ever.

“During the festive season, we agreed to release National Traffic Police resources to provinces, to intensify road safety communication and education campaigns and strengthen monitoring of our law enforcement operations especially at night.

"This approach will serve as a blueprint for our road safety activities but will only succeed if it is consistent all year round, especially on weekends and in every province across the country,” the Minister said. -SAnews.gov.za

Western Cape to hire 477 teachers for 2025 as number of learners increase

Western Cape to hire 477 teachers for 2025 as number of learners increase

The Western Cape Education Department (WCED) has announced that the provincial department will fill 477 teaching posts this year to accommodate the increasing number of learners and the new schools opening this year.

“During my Adjustment Budget Speech in December 2024, I said that we would need to make provision for these new schools and new classrooms to have teachers and that we are considering all available options ahead of the 2025 school year.

“I said that we would fight for our teachers, and we continue to do so,” said Western Cape Education MEC David Maynier.

Through further budget reprioritisation, Maynier said the provincial department is now able to make up to 477 new “growth posts” available to schools.

The annual 10th-day snap survey will confirm the number of additional learners in the system, and posts will be allocated to both new and existing schools that have accepted significant numbers of extra learners.

“While this decision will have further implications for our budget deficit, our new and existing schools must have the resources they need to accommodate additional learners in 2025,” Maynier said.

The MEC stressed that the provincial education system continues to grow and that they are taking steps to accommodate the increase in learner numbers this year, despite severe budget constraints.

To create more space for learners, the provincial department is working to complete nine new schools and 265 additional classrooms in total for learners in the 2025 school year.

This includes six new schools and 180 classrooms for January 2025.

Meanwhile, the WCED has cut over 2 000 teaching posts due to a R3.8 billion budget shortfall.

First day of school

On Wednesday, Western Cape Premier Alan Winde and the MEC visited Timour Hall Primary School in Plumstead to welcome learners to the 2025 school year.

The province has over 1.2 million learners in public schools this year, with 107 000 Grade 1s entering “big school” for the first time, and 100 000 Grade 8s starting their high school career.

Winde told Grade 1s and their loved ones that it was alright to be a bit nervous on their first day of school but assured them that there is always someone to help them.

“Do not be afraid to ask for help. If you put in the effort, you will reap the rewards. However, at the same time remember to also make time to have some fun too. By creating a balance between your schoolwork and playtime you will be able to achieve so much more.”

The Premier also thanked the parents and caregivers for prioritising their child’s education.

“Succeeding at school is not just up to our learners, it is about the community of care that they receive from you, our communities, and of course our dedicated teachers, principals, and the whole team that supports education in this province. This province’s success and our commitment to driving economic prosperity and more jobs in the future continues with these learners who start school today,” he said.

Admissions

As of 14 January 2025, the province has allocated places for 118 914, or 98%, of the learners for whom applications were received for Grades 1 and 8 for the 2025 school year by 31 December 2024.

Placement is in progress for 2 478, or 2%, of Grade 1 and 8 learners.

However, since the start of the year, new extremely late applications have been received for over 300 Grade 1 and 8 learners for the current school year.

“We understand that this is a stressful and anxious period for parents who are waiting for a place, and we are asking parents to work with us as we try to accommodate their children as soon as possible.

“We urge any parent who has not yet applied for the 2025 school year to do so immediately at their education district office.”

Top matriculant Rayyan Ebrahim humbled by his achievement

Top academic achiever in the country, 19-year-old Rayyan Ebrahim, from Pinelands High School in the Western Cape, has expressed overwhelming pride and gratitude for being able to bag that honour.

Brimming with excitement, Ebrahim was announced as the overall top achiever by Minister of Basic Education, Siviwe Gwarube, during the official release of the NSC results on Monday evening.

Ebrahim's stellar academic performance includes nine distinctions and an impressive aggregate of 97.57%. He achieved 99% in Further Studies Mathematics (Standard), 100% in Physical Science, 97% in Mathematics, Computer Applications Technology (CAT), and Afrikaans, as well as 98% in Accounting.

Pinelands High School celebrated Ebrahim’s accomplishments in a Facebook post, highlighting that he placed in the Top 1% of candidates for Further Studies Mathematics (FSM) Standard (Calculus and Algebra) in South Africa which is “a phenomenal achievement!”

The school said Further Studies Mathematics (FSM) is a rigorous academic subject administered by the IEB as part of the new IEB International Secondary Certificate and is certified separately from the NSC qualification.

He also obtained 95% A* in Further Studies Mathematics (Extended), Further Studies, 86% A in Mathematics – Matrices and Graph Theory and 99% A* in Further Studies: Mathematics Standard (Calculus & Algebra).

Speaking to SAnews, the top student described the moment his name was announced as surreal.

He said that when his name was announced he felt like he just didn't register what was happening, however he focused on going up to the stage in disbelief.

“I just felt so overwhelmed, and I was really in disbelief regarding the announcement of being the top achiever in the country. But yeah, I am just so humbled by the achievement, and so grateful to be recognised for my hard work,” he said.

Reflecting on his matric journey, Ebrahim admitted it was a challenging year, marked by high expectations and moments of self-doubt.

“My matric year was quite a tumultuous one. It was overwhelming at times and I tended to put a lot of pressure on myself to do well, and so I just had to constantly affirm myself that, you know, my best was good enough.

“I constantly just did my best and relied a lot on the support from my family and my friends who always wished me well and affirmed that I could do well,” he said.

Ebrahim explained that his study routine involved waking up early in the mornings to study, which is when he was the most productive. He also made use of online resources, like study guides, YouTube videos, for those concepts that he was struggling to understand.

“I also used to tutor my friends as well, in Maths during holidays. And we'd work through past papers together, and we would just brainstorm ideas and try to teach other new ways of approaching the problem,” he said.

Looking ahead, Ebrahim plans to study Data Science at the University of Cape Town. He is drawn to the interdisciplinary nature of the field, which combines mathematics, programming, and statistics to extract insights from data.

He said that he chose the course because of his love for Maths and the fact that it is relevant to the needs of the country.

“I'm so excited about getting into a dynamic career field that is so relevant to the needs of South Africa. My love for Mathematics and its relevance to the country’s future inspired my choice,” he explained.

Advising the matric class of 2025, the student emphasised consistent effort and a balanced life for success.

“Matric is a very challenging year. It's very long and busy, but if you just work consistently throughout the year, and you stay on top of your work, and by the time you reach your final exam, you will be more than well prepared.

“I think it's important to live a balanced life while you're studying. So, there is always time to make for your family, or exercising and enjoy your matric year, while also getting the marks that you want,” he said. – SAnews.gov.za

Select Committee on Education Welcomes Matric Result Progress in Rural Provinces

Location: News

Republic of South Africa: The Parliament

The Select Committee on Education, Science and Creative Industries has noted with appreciation the improvement in Grade 12 results for provinces that traditionally achieved lower pass rates. The Chairperson Mr Makhi Feni said it gave him great pleasure to see KwaZulu-Natal (KZN) move up to second place and closing in on a 90% pass rate.

“The last provinces have improved as well, particularly the Eastern Cape, which registered a 85% pass rate. This effort is highly appreciated and noted. This is an indication that provinces have their eyes on the ball,” Mr Feni noted.

“We are seriously moving to curb the differences between rural and urban provinces when it comes to results and output. This speaks to equal share and adequate support availed to all schools when it came resources, curriculum needs, materials, and learning and teaching times,” he said.

Matric results were announced by the Minister of Basic Education, Ms Siviwe Gwarube, on Monday, 13 January. The Free State achieved the highest pass rate, followed by KZN for the first time. Overall, the country achieved an 87.5% of the pass rate.

However, Mr Feni said the committee is concerned about the pending educator job cuts in the Western Cape.

“It seems the committee will need to invite the province, as the DBE clarified that there won't be educator job cuts. The Western Cape has been threatening these for a while now. We do not want public and township schools to be affected by these 2 000 lost posts, as it will have significant effects,” Mr Feni said.

“Educator job cuts have a potential to bring about regression. The talk should now be about how to strengthen teaching in public schools. The committee will be watching with keen interest this matter and others such as school safety, as well as the implementation of the recently signed Basic Education Laws Amendment Act.”

Mr Feni said the committee congratulates all educators, learners, school governing bodies and education stakeholders.

Aspiring traffic officers in Western Cape warned about college scam

Aspiring traffic officers in Western Cape warned about college scam

The Western Cape Mobility Department said it is aware of fraudulent activities where individuals are being scammed into paying fees to attend the provincial Gene Louw Traffic Training College.

“The unscrupulous scammers, operating via social media, falsely claim to represent the college and request payments of R150 for registration forms and a further R3 000 for enrolment,” the department’s statement read.

In late 2024 and early 2025, several individuals arrived at the college, believing they had secured training opportunities, only to discover they had been deceived, according to the provincial department.

A case of fraud has been opened and the department is actively working with law enforcement agencies.

“Gene Louw Traffic Training College emphatically states that no payments are required to secure admission, and it will not communicate through social media platforms on recruitment or training opportunities. Members of the public are urged to be vigilant and recognise that any such request is a scam.”

The department said there are no specific timelines for these advertisements and that prospective applicants should regularly monitor official channels.

Western Cape Mobility MEC, Isaac Sileku, said the safety and security of residents extend beyond the road and into the integrity of our institutions.

“It is deeply concerning that scammers are preying on the hopes and ambitions of those seeking to serve our communities as traffic officers. The department will continue to take all necessary steps to protect our law-abiding residents and maintain the trustworthiness of our recruitment processes.

“I urge everyone to remain cautious and report suspicious activities immediately,” Sileku explained.

The Head of the Gene Louw Traffic College, Jacqueline Tweedie, said they were disheartened by these fraudulent activities that exploit the aspirations of prospective traffic officers.

“This institution is committed to providing transparent and fair training opportunities to all qualified candidates. We remind everyone that admission to the college does not require any form of payment. Please verify all information through official channels to avoid falling victim to these scams,” Tweedie added.

Steps to becoming a Traffic Officer in the Western Cape:

•    Posts for Traffic Officers are officially advertised by the Western Cape Mobility Department in newspapers and on the Western Cape Government website.
•    A Traffic Officer qualification is not a prerequisite when applying for advertised posts.
•     Applications are reviewed, and successful candidates are invited for recruitment processes.
•    Only those who pass the recruitment process are admitted to training for a traffic officer qualification.

What to do if you are approached:

•    Do not make any payments or share personal information with individuals claiming to represent the Traffic Training College via social media or unofficial platforms.
•    Verify information directly through the Western Cape Government website.
•     Report any suspicious activity to law enforcement immediately. – SAnews.gov.za

The police also highlighted major successes, which include the arrest of a 39-year-old man by police in Mpumalanga following a shooting incident where eight people were shot and killed outside a tavern in Pienaar on Saturday.

The team confiscated a pistol and ammunition during his arrest and the suspect is expected to appear in court soon.

Police in Limpopo also apprehended eight suspects, including a councillor, on allegations of extortion at a construction site along the R555 road in Roossenekal, on 9 January 2025.

In a separate incident, a joint operation conducted by Sandringham SAPS, Gauteng Serious Organised Crime Investigation of the Hawks, Johannesburg Metropolitan Police Department and a private security company led to the arrest of three Ethiopian foreign nationals suspected of trafficking in persons, kidnapping, extortion and contravention of the Immigration Act.

The team acted on a tip-off from neighbours about suspicious activities at a house in Sandringham and found 26 Ethiopian nationals who were held captive inside the house. A pistol and one magazine were also seized.

Operation Vala Umgodi task teams continue to record commendable successes in the country.

Just last week alone, police arrested 62 suspects for illegal mining, and the majority of these suspects were arrested in the Free State.

A joint operation by Northern Cape Crime Intelligence, Organised Crime, North West Organised Crime, and Potchefstroom Public Order Police led to the arrest of a 36-year-old man suspected of business robbery in Potchefstroom. The team seized a pistol with its serial number filed off.

Meanwhile, police in Mpumalanga arrested three men who allegedly shot and killed three men in an incident related to taxi conflict in Piet Retief on 9 January 2025.

Four firearms, including a rifle and three pistols with ammunition, were seized in the incident. The three suspects are facing three counts of murder and two counts of attempted murder.

“Police will continue with their operations by asserting the authority of the State to ensure the safety and security of all South Africans and visitors to the country,” the SAPS said. – SAnews.gov.za

“Moreover, our bachelors pass rate, which is a crucial indicator of the quality of matric passes, has also increased by 5.6 percentage points to 47.8%. This is also the highest bachelors pass rate our department has achieved to date,” Western Cape MEC for Education David Maynier said on Monday.

The province also achieved the top Mathematics and top Physical Science pass rates again this year, with a Mathematics pass rate of 78.0%, and Physical Science pass rate of 79.4%.

“Our candidates achieved our highest number of subject distinctions to date, with 11 699 candidates achieving a total of 27 948 distinctions for the second highest distinctions rate in the country.

“We have the second highest pass rate in the country for Learners with Special Education Needs (LSEN) at 91.0%, and the highest bachelors pass rate in the country for LSEN learners at 63.3%,” the MEC said.

The province has the highest retention rate from Grade 10 to 12 in the country at 68.3%, and nearly 3 800 more Western Cape learners passed their matric exam this year compared to 2023.

“We are also delighted that our candidates have once again shone on the national stage, with four Western Cape matrics receiving awards this evening including the top candidate in the country,” he said.

These top candidates include Rayyan Ebrahim from Pinelands High School, Matthew Christopher Wise from Pinelands High School, Nicholas David Schreiber from Rondebosch Boys' High School and Jordan Raubenheimer from De La Bat School.

The four received their awards at the announcement of the 2024 National Senior Certificate (NSC) results in Johannesburg on Monday night.

“Congratulations to our Class of 2024 and thank you for the hard work that you put in to ensure that you achieved your goals. You made a decision to invest in your own futures, and we can’t wait to see what you will go on to achieve after matric.
“The outstanding results would not have been possible without the support of matric teachers and matric parents. Thank you for everything that you have done to allow our candidates to shine, and for helping them to take their next steps.

“To the Class of 2025; last year’s matrics have shown you what can be done with dedication to your studies. We will do everything we can to support you, and if you use the year wisely, we will be celebrating with you next year,” the MEC said.

At Monday night’s ceremony, Basic Education Minister Siviwe Gwarube announced that the Matric Class of 2024 has achieved an overall pass rate of 87.3%, making it the highest matric pass rate in the history of South Africa.

“I am proud to announce that in 2024, 615 429 learners passed the National Senior Certificate (NSC) – more than any other time in our history. South Africa’s national pass rate for the 2024 National Senior Certificate has therefore increased from 82.9% in 2023 to 87.3%,” Gwarube said.

Class of 2024 achieves historic pass rate

The Matric Class of 2024 has achieved an overall pass rate of 87.3%, making it the highest matric pass rate in the history of South Africa.

“I am proud to announce that in 2024, 615 429 learners passed the National Senior Certificate (NSC) – more than any other time in our history. South Africa’s national pass rate for the 2024 National Senior Certificate has therefore increased from 82.9% in 2023 to 87.3%,” Minister of Basic Education Siviwe Gwarube said on Monday.

Addressing the announcement of the 2024 NSC results in Johannesburg, Gwarube said this was the highest matric pass rate in the history of the country and should be a moment of great pride and celebration for all.

Nearly half of the learners who wrote the NSC examinations received a Bachelor pass.

Bachelor passes

According to the Minister, 47.8% of candidates qualified for admission to Bachelor studies, which is a significant improvement from last year’s 40.9% and represents the highest number of Bachelor passes in recent history.

“This is a 6.9% increase from last year. In 2014, we produced 150 752 Bachelor passes. In just a decade this number has more than doubled in 2024 to 337 158 Bachelor passes.

“It is also encouraging to see that some of our provinces with the highest numbers of learners are achieving high numbers of Bachelor passes.

“In 2024, I am pleased to announce that KwaZulu Natal achieved the highest number of Bachelor passes with 84 470, followed by Gauteng with 66 979 and the Eastern Cape with 45 662,” the Minister said.

Approximately 67% of the Bachelor passes achieved in 2024 came from Quintile 1 to 3 schools, which are typically found in poorer communities.

“This percentage represents an increase from 2023. This means that poorer communities are producing more and more candidates who can go on to become doctors, engineers, accountants and scientists,” she said.

Distinctions

The Class of 2024 achieved an impressive number of 319 651 distinctions.

“This represents a significant increase of over 65 000 distinctions from last year. Some of these increases were seen in key subjects, including Mathematics. I am pleased to report that every province increased the number of distinctions achieved in 2023.

“KwaZulu Natal was once more the top performing province in terms of the percentage of candidates obtaining distinctions, with 10.8% distinction potential achieved.

“Coming in second with 6.3% of distinction potential achieved was the Western Cape, followed by Gauteng with 5.3%. Notable progress was made by Mpumalanga and Limpopo in this regard where we saw this percentage increase by over 1% in 2024 when compared to the results for 2023,” Gwarube explained.

Every province improved on its performance from 2023, and every province achieved above 84%.

Mathematics and Physical Sciences

In 2024, 69.1% of learners passed Mathematics, which is an increase from 63.5% in 2023.

However, in Physical Sciences, while 75.6% of learners passed, this was a decrease from 76.2% in 2023.

“While the number and percentage of learners achieving distinctions in Mathematics increased in 2024 from 2023, the number and percentage of learners achieving distinctions in Physical Sciences has dropped.

“The improvement in performance in Mathematics is encouraging. However, the decreasing participation rates in these key subjects, and the decrease in performance in Physical Sciences, highlight the urgent need to improve foundational literacy and numeracy to ensure that our schooling system produces learners who are confident and capable enough to choose and excel in Maths and Science subjects throughout their schooling career,” the Minister said.

Improvements

In 2024, more high schools achieved a pass rate in the NSC examinations of between 80% and 100% than in 2023.

“In 2023, the number of high schools achieving this was 4 493 and in 2024 this number increased to 5 387 representing 77.7% of our high schools. Also important to note is that the number of underperforming schools has decreased,” the Minister said.

Approximately 97% of learners enrolled for Grade 12 in 2024 ultimately wrote the NSC exams in 2024.

“In 2024, we saw the number of full-time candidates writing the National Senior Certificate examinations increase from 691 160 in 2023 to 705 291 in 2024.

“We also saw the number of learners with special education needs who wrote the National Senior Certificate examinations increase from 5 288 in 2023 to 6 470 in 2024.

“Furthermore, we saw 556 726 learners who are beneficiaries of social grants writing the National Senior Certificate exams in 2024 – 12 938 more than in 2023,” the Minister said.

She said the 2024 National Senior Certificate results for 2024 show that the schooling system was maturing, but that there was still much work to be done to improve the quality of education outcomes.

SA’s natural resources can drive inclusive growth: President Ramaphosa

SA’s natural resources can drive inclusive growth: President Ramaphosa

President Cyril Ramaphosa says South Africa’s tourism sector, largely underpinned by its natural endowments, has great potential to drive inclusive growth.

“As the festive season makes way for the start of the new year, many South Africans have been returning home from different parts of the country. Some people have been visiting family, while others have been exploring new places.

“This is a time of year when we get to appreciate why our country is such an attractive destination for visitors. We are blessed with natural splendour that is an integral part of our national heritage. It is an asset to our economy that every year draws millions of tourists from around the world to our shores,” the President said in his newsletter to the nation on Monday.

Over the past week, the President was in the Western Cape and visited Robben Island, which is one of the country’s major tourism attractions. A leading industry publication recently ranked Robben Island, alongside Table Mountain and the Kruger National Park, as among the top tourist attractions on the continent.

Beyond the substantial natural resource endowments of the beaches, national parks and biodiversity conservation areas, cultural and heritage tourism is also thriving in South Africa.

“We are home to 12 UNESCO World Heritage Sites. These include Robben Island and the Cradle of Humankind in Gauteng, which has among the largest known concentrations of Hominid fossils in the world.

“Last year, the World Economic Forum ranked South Africa as Africa’s premier tourism destination. It said this was due to factors such as our business operating environment, information technology and tourism infrastructure and services,” President Ramaphosa said.

Following a slump in tourism numbers as a result of the COVID-19 pandemic, inbound tourism is on the rise. In 2023, South Africa recorded around 8.5 million international tourist arrivals. These visitors spent over R95 billion.

Domestic tourism is the mainstay of the tourism economy. Between January and July last year, South Africans took over 21 million trips to explore their country.

President Ramaphosa said the tourism sector has the potential to be even larger than it currently is.

“We are scaling up a range of tourism promotion strategies to restore inbound tourism figures to pre-pandemic levels. These strategies include an improved tourism visa regime, streamlining the tour operator license process, increased investment in tourism infrastructure and services, and improving safety and security at tourism sites.”

The tourism sector in South Africa employs about 1.5 million people both directly and indirectly. Through the Presidential Employment Stimulus, South Africa continues to support job creation by providing work opportunities for young people as tourism monitors in different provinces and supporting tourism-related SMMEs.

Tourism is a growth area for small business development. In line with the global shift towards sustainability, figures from South African Tourism show that increasing numbers of new tourism ventures are centred around sustainable tourism and eco-friendly business practices.

This year, South Africa will host the first ever summit of the G20 on African soil.

“We will use this opportunity to profile and actively promote South Africa as a tourism destination of choice,” President Ramaphosa said.

According to UN Tourism, the G20 economies represent over 70% of all international tourist arrivals worldwide and 82% of tourism’s global GDP. Just as Brazil did last year during its hosting of the G20 Summit, South Africa will promote the role of tourism in creating jobs and advancing sustainable development in the countries of the Global South.

The Government of National Unity has identified the growth of tourism as a vital part of creating employment. In October last year, the Minister of Tourism released a new White Paper on the Development and Promotion of Tourism in South Africa. This will guide our approach to building a sustainable, competitive and inclusive tourism industry.

“By working together as government, business and communities, we can ensure that the natural splendour of our country becomes a driver of economic growth, job creation and shared prosperity,” the President said. – SAnews.gov.za

Well wishes for Matric Class of 2024

Well wishes for Matric Class of 2024

The Western Cape Education Department has wished matrics well ahead of the Class of 2024 matric results announcement.

Minister of Basic Education Siviwe Gwarube and Deputy Minister Dr Reginah Mhaule will announce the results for the Matric Class of 2024 on Monday.

With the wait almost over for the matric Class of 2024, the Western Cape Education Department (WCED) has reminded learners that there are other options available for candidates that do not achieve their desired results.

“While our matrics await their individual results, we urge them to remember that there are options for those candidates that did not achieve their desired results. We encourage all learners who did not pass their exams not to give up and to continue doing whatever they can to complete Grade 12.  They can apply for a re-mark or re-check if they do not feel their results reflect their performance, or write the exams in June,” it said in a statement on Sunday.

More information on these options is available on the WCED website: https://wcedonline.westerncape.gov.za/national-senior-certificate-nsc-exams

There are also measures in place to receive counselling for matrics who are disappointed with their results, either by approaching their school, which will put them in touch with the relevant officials in the district offices, or by phoning the Safe Schools Hotline on 0800 45 46 47.

“We wish all of our matrics the best of luck for the release of the results,” said the provincial department.

The WCED said the national and provincial pass rates for the 2024 National Senior Certificate (NSC) exams will be announced at Monday’s ceremony while also adding that the national results event, which will be held in Gauteng, will also recognise individual candidates who have achieved outstanding results at the national level.

“We hope to improve our overall pass rate of 81.5% achieved in 2023 and our bachelors pass rate of 42.2% in 2023, and in both cases, we also hope to improve the number of candidates who achieved these results.  In the 2023 matric exams, the WCED achieved the top Mathematics pass rate of 75.4% and the top Physical Science pass rate of 82.2%. Again, we would like to see improved results in these areas but will also focus on the quality of passes for these subjects.”

The department added that individual candidate results for Western Cape learners will be released at schools and on the WCED website on Tuesday, 14 January 2025, at 10 am.

Second Chance Matric Programme

Meanwhile, registration for the 2025 Second Chance Matric Programme  (SCMP) opened in October 2024 and will close on 7 February 2025.

The Department of Basic Education’s SCMP is a matric rewrite programme that was established in 2016 for learners who would like to improve their results or eventually complete their matric qualification on a part-time basis.

Free vehicle inspections for Western Cape scholar transport operators

Location: News

Free vehicle inspections for Western Cape scholar transport operators

With schools across the country due to reopen, the Western Cape Mobility Department is offering free vehicle safety inspections for all scholar transport operators in Cape Town and Beaufort West.

“As schools across the Western Cape prepare to reopen on 15 January 2025, the provincial Mobility Department is once again offering free vehicle safety inspections for all scholar transport operators in Cape Town and Beaufort West. The initiative is part of the department’s ongoing commitment to ensuring safe and reliable transportation for learners,” it said in a statement.

The inspections will take place on 13 and 14 January 2025 at the Gene Louw Traffic Training College in Brackenfell, Cape Town, and at the Beaufort West Vehicle Testing Centre.

“These free inspections will focus on key safety components, including: tyres; brakes; lights; suspension; CV joints; electrical systems; exhaust systems; wipers; [and] licence discs etc,” said the department.

Western Cape Mobility MEC Isaac Sileku said the initiative is a vital step in preventing accidents and breakdowns.

“Ensuring the safety of our children begins with the vehicles that transport them every day. This initiative is a vital step in preventing accidents and breakdowns by addressing potential safety risks before learners return to the classroom. We urge all operators to take advantage of these free checks and join us in prioritising safety on our roads. Let’s work together to build a culture of care and accountability in scholar transport,” said the MEC.

The inspections will take place between 8:30 and 3pm over the course of the two days.

Operators unable to attend the inspections at Gene Louw can contact the Department via the Gene Louw Traffic College, on  021 983 1500 or Jacqueline.Tweedie@westerncape.gov.za and arrangements will be made for an inspector to assess vehicles at a convenient date, time and location.

Scholar transport operators outside of Cape Town and Beaufort West may use the same contact details to enquire about the availability of similar services in their area.

The provincial department added that the initiative is not a full roadworthy test, but a vehicle inspection to test the fitness of vehicles.

“By participating in this free inspection, operators are contributing to safer roads and a safer journey for learners,” it said.

For further inquiries or to schedule an alternative inspection location, operators can please contact the department on 021 983 1500. -SAnews.gov.za

Western Cape invites youth to apply for YearBeyond Programme

Western Cape invites youth to apply for YearBeyond Programme

The Western Cape Cultural Affairs and Sport Department has invited unemployed youth to apply for the YearBeyond Programme to gain valuable working experience while also giving back to their communities.

YearBeyond is a youth in service partnership between government, the National Youth Development Agency (NYDA), donors and non-governmental organisations.

Initiated in the Western Cape, the national programme provides unemployed youth, aged 18 to 25, with meaningful work experience and a pathway to further studies or work, while at the same time encouraging a culture of community service.

Western Cape Cultural Affairs and Sport MEC, Ricardo Mackenzie, said in order to qualify the applicants must be between the ages of 18 and 25, live within a 5 kilometre radius of a YearBeyond site, and must be registered on the SAYouth.Mobi platform.

Mackenzie said there were various streams within the YearBeyond programme where the youth can be placed, and some of the streams have additional qualification criteria including minimum matric marks in languages or maths.

“Through the YearBeyond programme, young people who are unsure as to what their next steps are can take up an opportunity to gain a year’s practical experience, improve their CV (curriculum vitae) and gain important skills which will help them to access future employment opportunities as employees or employers.”

The MEC added that the department wanted to offer the youth this hand up to help them take the next steps towards becoming successful adults.

Western Cape Premier, Alan Winde, said the programme was critical in preparing young people for the job market and in helping to guide them to their future careers.

“I am very proud of YearBeyond [and] when I meet them, I am always astounded by the enthusiasm and dedication of these young people. This gives me hope.

“While the Western Cape’s youth unemployment is more than 10% lower than other provinces, we must keep working as hard as we can to enable young people to find jobs. I urge all qualifying youths to take advantage of this fantastic initiative,” Winde said.

For more information and to apply, applicants can go to www.yearbeyond.org.

The closing dates for the different streams vary and all information is available online. – SAnews.gov.za

Deputy Ministers engage communities affected by crime

The Police Ministry, led by the Deputy Ministers of Police Cassel Mathale and Polly Boshielo, will lead a crime prevention imbizo in communities affected by high levels of crime on Tuesday.

According to police, the purpose of the community engagements is to find lasting solutions to communities affected by gun and gang violence.

The engagements will start at Avondale Primary School in Atlantis on Tuesday and proceed to Sophumelela Secondary School in Samora Machel on Wednesday.

Meanwhile, through its high-density operations, commonly known as Operation Shanela, the South African Police Service (SAPS) has arrested 13 105 suspects from the period starting on Monday, 30 December 2024, and ending on Sunday, 5 January 2025.

“Through Operation Shanela, the SAPS continues to take a bold and decisive approach in dealing with crime in the country. These crime fighting activities include tracking operations, roadblocks, high visibility patrols, stop and searches, as well as tracing of wanted suspects.

“All Shanela operations are led by the Provincial Commissioner of each province,” said the police in a statement.

Police in Mpumalanga arrested two suspects, who shot and killed two men while sitting inside a Toyota Avanza in Ermelo. The suspects then fled the scene after the incident.

Police said they managed to trace and arrest the suspects and they are facing two counts of murder.

A multidisciplinary team comprising the SAPS Sekhukhune Task Team, Operation Vala Umgodi members and private security, rearrested Zimbabwean fugitive, Lovemore Musoyi, after escaping from police custody.

The 32-year-old is facing more than 10 criminal cases, including murder, attempted murder, armed robberies, house robberies, business robberies, kidnapping, assaults, stock theft, possession of an unlicensed firearm and ammunition that occurred in Elandskraal, Motetema, Dennilton and Rakgoadi policing areas in Sekhukhune District.

“Operation Vala Umgodi task teams continue to record commendable successes in the country.

“Just last week alone, police arrested 54 suspects for illegal mining, and the majority of these suspects were arrested in the Mpumalanga province. Again, the team deployed in the North West is still monitoring ongoing operations in Stilfontein,” said the police.

A suspect was fatally shot in a shootout with police and one was arrested after a house robbery in Barberton, Mpumalanga.

“The armed suspects held the family, including a nine-month-old baby, hostage and robbed them of an undisclosed amount of cash before they drove away with them with their Ford Ranger. Police spotted the vehicle, and the suspects fired at the police who also returned fire. A pistol with ammunition as well as a magazine were seized in the incident.”

The police said they will continue with their operations “by asserting the authority of the State to ensure the safety and security of all South Africans and visitors to the country”. – SAnews.gov.za
