The Tshwane Metro’s Department of Human Settlements’ performance report for the 2024/25 financial year reveals serious failures, the squandering of public funds and failure to hold contractors accountable.
One of the most shocking examples is a housing development in Bronkhorstspruit and eastern surrounds. Flawed designs and major delays by the consultant, Lilibara Projects, resulted in losses amounting to R34 million – R10 million of this is linked to insurance claims, while R24,2 million had to be paid directly to the consultant. These costly mistakes serve as clear proof of poor management and a lack of proper oversight.
Despite such expensive errors, the report rates most service providers as “good”. This raises serious questions about the credibility of the rating system currently used under ANC Mayoral Committee Member for Human Settlements, Aaron Maluleka.
Internal red tape exacerbates the problem. Lagging approval of building plans, slow town development, poor supply chain management and delays with subcontractors cause projects to drag on even when funds are available.
The Freedom Front Plus (VF Plus) insists that the following steps be taken to ensure that taxpayers get value for their money:
- An independent audit of the rating system by external auditors appointed by the Council.
- Full disclosure of all project changes and variation orders.

- Stringent contract and supply chain management with tightened timelines and compulsory quarterly reports.
- Proactive steps against high-risk service providers, including blacklisting and referrals to professional councils.
