GOOD Speech delivered during the Garden Route Municipal Council meeting in response to the MPAC Report on Unauthorised, Fruitless and Wasteful Expenditure by Rosa Louw, GOOD Garden Route District Municipality Councillor:
Madam Speaker, this report is tabled to inform the Council of the irregular, unauthorised, fruitless, and wasteful expenditure identified during the 2024/2025 financial year.
Madam Speaker, we understand the mandate of the Municipal Public Accounts Committee. However, as the GOOD Party, we are not satisfied with this report.
- We note with great concern the irregular expenditure of approximately R27.5 million.
- We note the recommendation to the Council for the write off unauthorised expenditure amounting to R21.4 million.
- We note the recommendation to Council for the write off fruitless and wasteful expenditure of R95,867.
These are some of the recommendations made by the administration to council.
Madam Speaker, MPAC plays a critical role in ensuring that taxpayers’ money is spent properly. Yet it appears to us, as the GOOD Party, that MPAC has failed in its mission and responsibilities.
Officials act with impunity, and there is no accountability or consequence for the misuse of municipal funds, regardless of what the Auditor-General or the Internal Audit Committee reports. This raises serious questions about the effectiveness of MPAC and the Internal Audit Committee.
As the GOOD Party, we reject this report.
