Adoption of Overberg District Municipality Budget and IDP Welcomed

GOOD in the Overberg welcomes the unanimous adoption of the revised Integrated Development Plan (IDP) and Medium-Term Revenue and Expenditure Framework (MTREF – Budget) during a Special Council Sitting of the Overberg District Municipality held on Monday.

GOOD Statement by Dr Johannes Syms, GOOD Overberg District Municipality Councillor:

GOOD in the Overberg welcomes the unanimous adoption of the revised Integrated Development Plan (IDP) and Medium-Term Revenue and Expenditure Framework (MTREF – Budget) during a Special Council Sitting of the Overberg District Municipality held on Monday.

Although the budget is balanced and funded, the municipality continues to depend heavily on grant funding and subsidies. Through recommendations from the Budget Steering Committee, of which GOOD is an active participant, feasibility studies will be conducted to identify alternative revenue streams and new ideas.

The first phase of the review of the Roads Agency Agreement by the Western Cape Government: Department of Infrastructure is currently underway and the status remain, i.e. that the provincial government will take over the function with effect from 1 April 2028. This will have a negative impact on the future budgets as the district will lose the agency fee that is currently co-funding other district functions. The administration must continue to monitor the progress and assess the impact to investigate potential refinancing funding mechanisms.

As GOOD we will be closely monitoring the implementation of the revised IDP and MTREF through participation in the committees of Council and analysing the various finance and performance management in-year reports.

GOOD Land Reform: The party supports fair land reform that respects property rights.
