The Gauteng Provincial Treasury has instructed the Mogale City Local Municipality (Krugersdorp, Magaliesburg, Muldersdrift) to return an amount of R1,7 million that was originally earmarked for upgrading libraries.
The Municipality failed to utilise the funds during the 2024/25 financial year.
The Freedom Front Plus (VF Plus), which serves on the Oversight Committee on Sport, Arts, Culture and Recreation, took a strong stand against the Finance and Procurement Departments that failed to provide the documentation needed for doing maintenance work at the libraries.
Mogale City has 21 libraries, seven of which are mobile libraries. Three of the libraries in Kagiso and Joe Slovo are closed. Several of these facilities have leaking roofs and some have no electricity or water.
The forfeiture of R1 775 563,14 is clear proof of poor planning and non-compliance with Treasury requirements.
Libraries serve as important study spaces for residents, especially students who do not have internet access at home.
It is unacceptable that these services are jeopardised by administrative negligence, especially seeing as the necessary funds are available.
Public funds may not be squandered through poor planning and maladministration. Accountability and consequence management are crucial.
The Freedom Front Plus insists that the relevant departments should table monthly reports on expenditure and compliance with procurement processes to the Oversight Committee.
