Nobuhle Nkabane Guilty of Violating Member Ethics Codes

Statement by Karabo Khakhau MP – DA Deputy Spokesperson on Higher Education and Training:

I have received a letter from Parliament’s Acting Registrar of Members’ Interests, which confirms that the ANC’s Nobuhle Nkabane is guilty of violating the codes of ethical conduct for members of Parliament, after an investigation was conducted. This upholds the DA’s complaint laid against Nkabane in June 2025.

The DA welcomes this communication which confirms that the former Minister of Higher Education and Training, and now Deputy Chief Whip of the ANC, Nobuhle Nkabane, is guilty of violating the codes of ethical conduct for members of Parliament.

It is extremely problematic, and raises fundamental questions, that the Deputy Chief Whip of the ANC in Parliament is now guilty of breaching Parliament’s own Code of Ethics – lying to Parliament.

The DA brought this action against Nkabane in June 2025 when she lied to Parliament to cover up the appointment of senior ANC cadres to high-paying jobs at the SETAs.

The letter from Parliament to me confirms:

“The Committee found that Honourable Nkabane, MP breached item 5(1)(c) and (e) of Code of Ethical Conduct and Disclosure of Members’ Interests (“the Code”)”

And:

“Honourable Nakabane, MP failed to act on all occasions in accordance with the public trust placed in her and that she failed to maintain public confidence and trust in the integrity of Parliament and thereby engender respect and confidence that society needs to have in Parliament as a representative institution.”

Nkabane has been found to be in breach of public trust.

The Committee recommended that not only will Nkabane face a formal reprimand in the House, but she must also make a formal apology in the House.

The apology must cover how she allowed her advisor Asisipho Solani to control and manipulate the appointment of the SETA Board Chairpersons. And Nkabane must also apologise for the fact that she failed to exercise due care over the appointment process.

Her failure to “exercise due care” means that she oversaw senior ANC cadres taking up high-paying jobs and lied to Parliament to cover her tracks.

The letter to me also confirms that the appointment of ANC cadres to SETA Boards was manipulated and controlled by her advisor and ANC WC Executive Committee cadre, Asisipho Solani.

The DA is absolutely clear on the SETAs: They are nothing more than the corruption and looting cash well of ANC cadres.

SETAs are a bottomless pit for patronage and political looting.

The DA will also seek avenues to blacklist Mr Asisipho Solani from accepting any state funded position in this and future administrations.
