The ANC/EFF/ActionSA coalition government’s reckless financial management of the Tshwane Metro is jeopardising the Metro’s fiscal stability and saddling taxpayers with a growing debt burden.
The Metro’s overdraft facility was recently increased from R600 million to R800 million – which is not only a sign of financial mismanagement, but also a violation of responsible public financing.
This increase was not brought on by inflation or seasonal cash flow issues. It is a direct consequence of poor governance by a coalition that lacks the capacity or political will to manage the Metro’s fiscal framework with integrity.
With the ANC Deputy Mayor and Mayoral Committee Member for Finance, Mr Eugene Modise, at the steer of things the Metro has embarked on a course of debt-driven decline.
The so-called debt-relief programme, effective since June 2025, which saw R1,86 billion in debt written off for both residential and commercial account holders, was implemented without any sustainable fiscal model or statutory reform.
Meanwhile, residents and institutions’ total outstanding debt has risen to R18,3 billion, with a 600% increase in new defaults within the 30-60-day period.
This is not debt relief, but rather debt distribution without accountability.
The Freedom Front Plus keeps warning against the consequences of populist policies that fail to adhere to the principles of fiscal discipline, legal compliance and public accountability.
The Metro’s financial stability is not a laboratory for ideological experimentation. The current coalition has not only politicized the budgeting process, but has also undermined the institutional framework for good governance.
The Freedom Front Plus demands immediate clarification from Modise on the following:
- The statutory foundation of the debt-relief programme.
- The programme’s impact on the Metro’s cash flow and creditworthiness.
Protecting public funds is not a political option; it is a constitutional duty. The Freedom Front Plus will not stand idly by and allow fiscal recklessness to jeopardise the Metro’s future and has, therefore, voted against the item.
