The Ekurhuleni Metro should urgently be called to account for the SAAME construction project in Germiston, which has gobbled up R272 million in tax money while failing to deliver a functional end product.
The plan is that the SAAME Building in Germiston’s central business district should serve as a multi-functional municipal centre for efficient service delivery to residents.
What began as a modest refurbishment project of R46 million in 2017 has turned into a mega-project that is still nowhere near complete after seven years, six budget adjustments and constant delays.
The project has repeatedly ground to a halt due to non-payment of contractors, poor management and departments constantly shifting their responsibility to others. The latest completion date, June 2025, has also not been met.
The report by the Infrastructure Oversight Committee was merely tabled to the Council so it could be “noted”, but it offers no accountability or concrete solutions.
In fact, it is acknowledged in the report that it was submitted outside the prescribed 60-day timeframe, and that it overlaps with the Financial Oversight Committee due to non-payment and contract delays.
The Freedom Front Plus (VF Plus) welcomes the planned joint meeting of the Infrastructure and Financial Oversight Committees, but insists that the following aspects should be addressed in the investigation:
- A full breakdown of all payments to date.
- The identification of officials responsible for the cost escalations and delays.
- Thorough reporting on any disciplinary or legal action instituted or planned.
This project is a glaring example of Ekurhuleni’s failing project management. After seven years and hundreds of millions of rand, the project remains incomplete.
