International community looks forward to working with new administration

International and local guests who have travelled far and wide for the Presidential inauguration have started to fill the Union Buildings Nelson Mandela Amphitheatre to witness President-elect Cyril Ramaphosa take the oath of office.

The Union Buildings is a hive of activity with ordinary citizens and national and foreign dignitaries, including Heads of State and government.

Top politicians, including party leaders have already arrived, along with former Presidents who are expected to join the proceedings.

The Union Buildings is awash with South African flags for the occasion, as emotions run high for some attendees who are here to observe the ushering in of the seventh administration since the dawn of democracy.

President-elect Ramaphosa was re-elected to serve for the second term on Friday last week at the first sitting of the National Assembly since the highly contested elections of 29 May where he won 283 votes, against the Economic Freedom Fighters’ leader Julius Malema who received 44 votes.

The Union Buildings, which serve as the official seat of the South African government and houses the offices of the President of South Africa, evokes a sense of excitement and hope.

Diplomatic relations

The United States of America’s Ambassador to South Africa, Reuben Brigety described the Presidential inauguration as “historic”.

“It’s a great honour to be here on this historic day for the inauguration of Cyril Ramaphosa and the beginning of the seventh administration,” he told SAnews on Wednesday.

Brigety stated that the relationship between the United States and South Africa is strong - adding that he hopes to emphasise several things even more this year.

The ambassador expressed anticipation for the 'Atlanta Phambili' initiative, aimed at advancing the positive bilateral relationship between the United States and South Africa.

“It will take advantage of the rich ecosystem that the US city, Atlanta, brings; to advancing our affirmative agenda at everything from healthcare, trade and investment, job creation and so on. So, we wish the seventh administration all the best as it works for the good of the nation of the people of South Africa,” he said.

Meanwhile, Swedish Ambassador to South Africa, Hakan Juholt, expressed his excitement about attending the President-elect’s swearing-in ceremony.

“We were together with the people of South Africa fighting for democracy and now we’re together celebrating democracy.”

He believes that the solutions to today’s diverse problems can be found through collaboration between and within nations.

“This new coalition that we’re looking forward to meeting... This is something that the rest of the world will look into and learn from. This is an exciting day, and we think, from Sweden, an old democracy, that South Africa has shown how mature this young democracy is. We’re very proud to be close friends to the people of South Africa,” he said in an interview with SAnews.

Measures in place and programme of the day

A stone’s throw away, at the South Lawns, crowds are still pouring into the capital to welcome their new President.

Some hundreds of law enforcement officers are stationed in Pretoria with roads in the centre of the city locked down.

With the extensive security measures put in place, the ceremony will feature musical performances from the Mzansi National Philharmonic Orchestra and a congratulatory praise poem by Ntombhi Ya Mutsonga.

The South Africa National Defence Forces’ Chaplain General, Brigadier Ernest Thabo Masweu, will lead interfaith prayers.

President-elect Ramaphosa is expected to take the stage just after 11 am.

The guests will join in the national anthem followed by the salute flight and 21-round gun salute before the President-elect takes his oath and delivers the much-anticipated inaugural speech. – SAnews.gov.za

Government of National Unity: A moment of profound significance

Location: News

Government of National Unity: A moment of profound significance

19 June 2024 is by no means an ordinary day in the collective landscape of South Africa. With President Cyril Ramaphosa having taken his Oath of Office, marking the start of the seventh administration, the country is now firmly in the fold of the creation of a Government of National Unity.

The recently concluded 29 May National and Provincial Elections, while having been conducted in a manner that has been deemed free and fair by the South African Human Rights Commission, among others, demonstrated the maturity of South Africa's democracy since its early steps in 1994. Even though the outcomes of the first democratic election made clear the resounding message of the masses, who had long battled for the right of political and societal agency, a Government of National Unity was formed to help the fragile populace to navigate the treacherous waters of a nation that was new to inclusivity.

While this year's General Election results produced no outright majority winner, the requirement for leaders of different formations to work together is not too unsimilar to what the country had to do to find its way at the inception of democracy. Today, leaders are required to carve a new path, one where cooperation amongst parties with different views have come together, and continue to do so, united in the single purpose of providing citizens with services that are aimed at improving their quality of life and building a sense of national solidarity.

Addressing the public in his inaugural speech, and essentially the world at large who had been following developments in the country, President Ramaphosa on Wednesday said the formation of the Government of National Unity is a moment of profound significance.

“It is the beginning of a new era,” President Ramaphosa said at the Union Buildings in Pretoria.

He said the Government of National Unity requires a common mission, which is anchored in safeguarding national unity, peace, stability, inclusive economic growth, non-racialism and non-sexism.

“Through the ballots that they have cast, the people of South Africa have made plain their expectation that the leaders of our country should work together."

President Ramaphosa said the people of South Africa have directed their representatives to put aside animosity and dissent, to abandon narrow interests and to pursue together only that which benefits the nation.

“As leaders, as political parties, we are called upon to work in partnership towards a growing economy, better jobs, safer communities and a government that works for its people.”

President Ramaphosa said from across the political spectrum, parties have answered that call.

“Understanding that no party can govern alone and make laws alone, these parties have agreed to work in partnership, to employ their talents for the good of the country and the progress of its people.

“Together, they have resolved to establish a government of national unity to pursue a common programme of fundamental and lasting change.

“As the leaders of this country came together in a Government of National Unity 30 years ago to forge a common future and build a united nation, the parties in the government of national unity of today have agreed to work together to address the most pressing challenges before our nation,” President Ramaphosa said.

President Ramaphosa said the parties have adopted a Statement of Intent, in which they have committed to pursue rapid, inclusive and sustainable economic growth, to create a more just society by tackling poverty, to safeguard the rights of workers, to stabilise government and to build state capacity and to pursue a foreign policy based on human rights, solidarity and peace.

“As South Africans, we must each do what we can to achieve this mission. We will invite all parties, civil society, labour, business and other formations to a National Dialogue on the critical challenges facing the nation,” the President said.

President Ramaphosa said the parties have made a commitment to invest in South Africa’s people through quality education and health care, to address crime and corruption, to strengthen social cohesion and build a united nation and the will of the people shall be done without any doubt or question.

“The voters of South Africa did not give any single party the full mandate to govern our country alone.

“We will seek, as we have done at so many important moments in our history, to forge a social compact to realise the aspirations of our National Development Plan.

“As individuals, as families, as communities and in our many formations, let us draw on our every strength to turn our dream for a better South African into reality,” President Ramaphosa said. – SAnews.gov.za

Despite challenges, Southern Africa has improved financial inclusion with adoption of digital financial services

Location: News

United Nations Economic Commission for Africa (ECA)

South African countries performed well on their financial inclusion, between 2011 and 2021. Progress is partly attributed to rapid adoption of digital financial services including mobile money, according to financial experts at a webinar on the African Financial Sector Southern Africa.

Organized by the Economic Commission for Africa (ECA) in partnership with West African Economic and Monetary Union (WAEMU), the webinar is part of a Series themed, Regional Dialogues on the African Financial Sector - regional profile.

The aim of the regional profiles is to provide detailed information on the countries' financial sectors, documenting recent trends, progress, challenges, and opportunities for a deeper financial sector.

In her opening remarks Eunice Kamwendo, ECA's Director of the Subregional Office for Southern Africa noted the potential for growth, innovation and sustainable investments in the financial sector in Southern Africa.

“Southern African region's financial sector faces financial challenges that include liquidity issues, debt distress, limited access to financial services, high levels of informality and regulatory constraints; Despite these challenges, it is important to prioritize the development of the financial sector to create stability, mobilize domestic resources and foster a stable environment for investment,” said Ms. Kamwendo.

Presenting a report on the demographic economic landscape of the Southern African region, Andrew Bamugye, Senior investment manager SME, Trade and Development Bank said the banking sector in Southern Africa has remained solvent with adequate capital; banking liquidity remained sufficient, with most banks seeing profitability between 2021 and 2023.

“The challenge in the banking industry in the region is the strong interconnection between the banking system and non – banking financial institutions and foreign markets, which leads to the risk of contagion,” said Mr. Bamugye.

He proposed that governments should increase fiscal space by expanding government revenues through diversification of the tax base and simplification of tax systems to reduce the exposure of banks to sovereign risks.

Punki Modise, Chief strategy and sustainability officer, ABSA Bank highlighted the varying levels of debt to GDP ratios across African countries and noted that some countries such as Kenya, Ghana, Kenya and Egypt have adopted unsustainable debt strategies. She also emphasized the importance of project preparation and bankability in the private sector.

“Authorities should enhance competition in the banking systems through the promotion of new players especially those that help to improve financial inclusion,” she said.

In addition, she said banks operating in Africa need to have a more end-to-end approach to risk management, considering bankability at all stages.

On capital markets most countries in the Southern African region have a low market capitalization. The Johannesburg stock exchange, which is the leading stock exchange in Africa has a market capitalization of $1022.8 trillion representing 133% of GDP in 2023, against 51.9% of Mauritius and 18.6% of Namibia.

A lack of liquidity characterizes the bulk of the South African stock market and the breadth of the stock market in the region remains limited.

Furthermore, a small, listed number of companies and corporate bonds tend to dominate the fixed income market while the proportion of government bonds in the normal value is much higher.

“A deeper pool of insurers is required for the acceleration of green bonds growth in the region especially among corporate borrowers,” said Mr. Bamugye.

According to the experts attending the meeting, the pension fund penetration remains low in most Southern African countries. However, the high pension penetration rate in South Africa, Namibia and Botswana were the result of good investment returns on the funds, based on a diversified investment strategy coupled with a strong asset allocation process,

Bernard Yen, Actuary and managing director Aon Solutions Ltd, Mauritius highlighted the challenge of encouraging people in the formal sector to save and discussed the importance of structural changes to increase participation in pension funds.

He suggested that structural changes such as tax incentives and simplified registration processes could drive participation. He also emphasized the need for a multi-faceted approach to increase pension fund participation in the region.

“Countries should explore ways to increase participation of informal sector workers in multi-employer pension funds,” he added.

On the question of tapping into southern African SMEs, participants noted that the majority are financially constrained and face a lack of skills in corporate governance, financial management and often contend with high collateral requirements.

Mr. Bamugye noted the need to help SMEs develop bankable business plans and called for streamlining government support programs towards them.

He emphasized the importance of blended finance structures to address the challenges faced by SMEs in the region including the need for risk capital and conditionality and use of unfunded guarantees to unlock local liquidity.

He acknowledged the obstacle of bank credit access in the region particularly for SMEs and encouraged innovative and creative solutions to promote financial inclusion advising that countries should continue to explore innovative instruments and blended approaches to solve SME credit access problems.

Motsoaledi welcomes 18-year sentence of Pakistani national linked to passport-related crimes

Motsoaledi welcomes 18-year sentence of Pakistani national linked to passport-related crimes

The Minister of Home Affairs, Dr Aaron Motsoaledi, has welcomed the sentencing of a Pakistani national, Arfan Ahmed, who was convicted of corruption and bribing Home Affairs officials at the Krugersdorp Home Affairs office for R45 000.

According to the department, Ahmed was apprehended in a sting operation involving the Counter Corruption Branch of Home Affairs, the Hawks, and the Police Crime Intelligence at the Home Affairs office in Krugersdorp in March 2022.

“In the aftermath of his arrest, his home was searched, where multiple passports which were not supposed to be there were found. For this offence, he is serving eight years. As the kingpin of the passport photo swap, the Krugersdorp Regional Court recently sentenced him to another 10 years imprisonment.

“He is, therefore, serving 18 years for his involvement in the overall passport syndicate activities,” the statement read.

The department stated that the passport syndicate aims to undermine the country’s laws by fraudulently obtaining South African passports for Pakistani nationals, who did not have a legal right to possess these documents.

Ahmed is said to have been working with some corrupt officials of Home Affairs in a network that spanned Gauteng, Limpopo, KwaZulu-Natal, Eastern Cape, Western Cape and Mpumalanga provinces.

Meanwhile, Home Affairs said they have already fired the 12 officials who enabled his scheme after the conclusion of their disciplinary processes.

Motsoaledi said he welcomed the development and was impressed that the courts are sending a strong message that crime does not pay.

“We’ve been waiting patiently for the sentencing of this kingpin for his role in the Krugersdorp passport syndicate. This is an illustration that in our unflinching commitment to uproot fraud, corruption and all sorts of crimes bedevilling our country, we make sure that kingpins and their 'lieutenants' face the full might of the law.

“Passport fraud is not a victimless crime. Every single South African is a victim because we are now forced to apply for visas when we visit countries such as the United Kingdom. This was not the case before syndicates like these denigrated our passports. We will, therefore, have no mercy to anybody whatsoever, Home Affairs official or outsider, who gets involved in these dastardly acts. We are doing so to protect the interests of all South Africans,” the Minister said.

He has since urged all citizens to immediately report such acts of crime to the nearest police station or report them to Home Affairs officials and to refrain from such criminal acts of selling identity.

People who want to report Home Affairs-related crimes can call the national anti-corruption hotline on the toll-free number 0800 701 701 or send an email to report.corruption@dha.gov.za. – SAnews.gov.za

Blitzboks hope to make it count in Monaco

Location: Sport

South African Rugby

The Springbok Sevens squad are keen to make their third opportunity to qualify for the 2024 Paris Olympics count and join their regular foes at the Rugby Sevens event in Paris. France, New Zealand, Argentina, Fiji, Australia, Ireland, USA, and Samoa all confirmed their spots for Paris, and having beaten all of them during the HSBC SVNS season, the South Africans would want to join them at the Olympic showpiece.

According to experienced forward, Impi Visser, the team understands that this will be it for them should they fail to win the World Rugby Sevens Repechage in Monaco on Sunday.

“We really did ourselves no favours this time around,” said Visser in explaining their mission.

“First, we finished outside the top four in the Series and then we lost to Kenya to qualify through the continental route. That was not great at all, but luckily for us, we have one more opportunity and this time we must make it work,” according to Visser.

The Blitzboks arrived in Monaco on Monday and on Tuesday had a good training run at Stade Laurentin Rugby in the city of St Laurent du Var near Nice, which is 40 minutes outside Monte Carlo.

Visser emphasized that their Olympic dream is still burning brightly: “Some of us were in Tokyo last time around, but we did not get a podium finish, so in a way there will be unfinished business for us. However, the reality is that we need to get the job done here first, before thinking about anything else.”

Visser also represented South Africa at the Rugby World Cup Sevens and the Commonwealth Games and said playing for his country remains an unbelievable honour, and highlight.

“That will remain a privilege, and to be able to run out this weekend will be another huge moment for us, especially with what is at stake for us. We are determined and dare not disappoint the country,” reckons Visser.

Visser has seen plenty of knock-out tournament action before, but for Tristan Leyds, a 2024 HSBC SVNS debutant with the Blitzboks, this is an all-new experience.

“Talking about the Olympics is exciting, and one can get carried away about what is to come, but that is of no use if we don't do the business this weekend,” said the lanky flyhalf.

“All that matter is this weekend's performance, and we don't look past that."

According to Leyds he enjoyed his debut season with the Blitzboks.

“Let's hope there is more to come,” he said about his debut season.

“People are getting to know how I play, and it is becoming tougher to be as effective on attack, for example, but that is what it is all about. You need to improve and grow as a player and be at your very best for the big occasion. And this weekend is such an occasion,” according to Leyds.

Nohamba crowned Vodacom United Rugby Championship (URC) Player of the Season

Emirates Lions utility back Sanele Nohamba was rewarded for his great form of the past eight months when he was named the Vodacom United Rugby Championship Player of the Season for his stellar performances at scrumhalf and flyhalf for the team from Johannesburg.

The 25-year-old Nohamba follows in the footsteps of DHL Stormers duo Evan Roos and Manie Libbok, who won this award in the first two seasons of URC. The other 2024 nominees were the Vodacom Bulls' duo of Cameron Hanekom (loose forward) and Kurt-Lee Arendse (wing).

The Gauteng-based trio garnered the most votes in the nomination process, with Springbok head coach Rassie Erasmus, the four South African franchises and local media selecting their star players of the season.

Nohamba – who has progressed through SA Rugby's Elite Player Development pipeline and honed his skills for the SA Schools and Junior Springbok sides – played scrumhalf and flyhalf for the Emirates Lions, starting 17 of their 18 games in 2023/24. He scored two tries, and added 32 conversions, 14 penalty goals and a drop goal for a personal tally of 119 points during the season, which placed him fourth overall after the league phase of the competition.

Mr. Mark Alexander, President of SA Rugby, congratulated Nohamba on his exceptional season, which also earned him an invitation to the Springbok alignment camps.

“It's often said that there is no more space in our game for players who are smaller in stature, but Sanele disproved that assumption this season,” said Mr. Alexander.

“What he lacks in size, he makes up for in skill, heart, and temperament. This award is a testament to his remarkable attitude. Sanele adapted seamlessly from scrumhalf to flyhalf and excelled in the No. 10 jersey, catching the attention of Rassie Erasmus.

“The Lions came very close to making the playoffs for the first time, and Sanele was one of their standout players this season. He is a deserving recipient of the Vodacom URC Player of the Season award.”

Sitho Mdlalose, CEO of Vodacom South Africa, said: “We're delighted to recognise what has been a magnificent season for Sanele Nohamba. Sanele has been a true inspiration with his exciting play for the Emirates Lions, and he really embodies the ethos of the Vodacom United Rugby Championship with his fighting spirit and his selfless service to his team.

“Sanele has taken his talent and passion for the game all the way from his upbringing in Alice in the Eastern Cape right to the biggest stages in world rugby, and now even into challenging for Springbok selection.

“We're privileged to have played a part in providing the platform for his talent to shine and grow, and to be able to recognise the hard work he's put in to make this such a defining season for him.”

Investing in public transport to enhance accessibility

Investing in public transport to enhance accessibility

Government has invested a cumulative total of R69 billion in public transport, which was spent towards infrastructure and operations in an effort to enhance accessibility to public transport and mobility.

Addressing a media briefing on the state of the transport sector, Transport Minister Sindisiwe Chikunga, said a total of R55 billion was spent in 13 cities between 2006 and 2024.

This has translated into 131 stations; 253 kilometres of dedicated and bidirectional trunk routes; 302km of mixed traffic by-directional trunk routes, as well as 260km of two-way cycling, pedestrian, and non-motorised transport facilities.

In addition, 2 628 bus stops were built; 11 depots were constructed; 44 million passengers were carried per annum as of 2023/24. Integrated Public Transport Networks (IPTNs) are operating at 14 – 20 operational hours daily, with approximately 1 020 vehicles.

Eight cities are implementing initial phases and planning expansions to other areas that include Cape Town, Johannesburg, Tshwane, Ekurhuleni, George, Polokwane, Nelson Mandela Bay, and Rustenburg.

“It must also be noted that 14 Vehicle Operating Companies have been established and contracted by municipalities to provide public transport services in IPTNs.

“The most important benefit has been the formalisation of informal taxi operators and their economic empowerment in the IPTN. The majority of these Vehicle Operating Centres are run by taxi operators," Chikunga said on Monday in Centurion.

Taxi industry

Government has continued to implement taxi industry reforms to improve the industry.

“To date, from a target of 135 894 old taxi vehicles to be scrapped, a total of 83 713 taxis have been scrapped and about R5.9 billion has been paid out to operators through the Taxi Recapitalisation Programme (TRP),” Chikunga said.

Moreover, the Department of Transport has committed to the various commercial projects for the taxi industry, which include the Taxi Broad-Based Ownership Structure, where the taxi industry owns 60% of the taxi scrapping entity, with 40% owned by a technical partner.

A Memorandum of Agreement has been signed between the parties.

Chikunga said the signing into law of the Economic Regulation of Transport Bill by the President will see the consolidation of the economic regulation of transport into a unified framework and policy.

“It aims to primarily promote the development of a competitive, efficient, and viable South African transport industry, contributing to economic growth and development.

“It will also promote the development of an integrated system of economic regulation for the transportation of passengers and goods through airports or ports and by road or rail; as well as promote efficiency, reliability, safety and performance in the management and operation of transport facilities and services, in accordance with recognised international standards and public demand,” she said.

The bill also seeks to establish appropriate institutional arrangements and procedures, which will support the consistent economic regulation of transport facilities and services.

It will also enhance transparency in the management of transport facilities and services.

Last year, the Department of Transport tabled at Cabinet the Draft National Public Transport Subsidy Policy.

“The basic principles of the public transport subsidy are to have a subsidy that is user-targeted, equitable and sustainable in the medium to long term. We have, irrespective of our challenges and constraints, managed to realise major milestones in the area of public transport, almost as much as we have progressed with improvements in the implementation of other mandates, and these have positively affected the lives of ordinary South Africans,” the Minister said.

Learner transport

Chikunga said the National Learner Transport Programme remains an important avenue towards easing mobility for learners, the provision of safe transport to educational centres, improved school attendance and academic performance.

“We have been able to implement that in 4 204 schools nationally. This programme is fully funded and provides a free service to learners with a budget allocation of R4.7 billion.

“The 2001 National Bicycle Programme, known as Shova Kalula, adds an important facility for the mobility of learners who do not fit the criteria for scholar transport. To date, 122 307 bicycles were distributed to learners as part of the National Learner Transport Policy,” Chikunga said.

Under the sixth administration, the Department of Transport distributed 32 307 bicycles nationally in all provinces, targeting underprivileged and rural learners. – SAnews.gov.za
